After 37 years of meritorious service, FAA Hayward Air Traffic Manager Nadine
Grundy retired on August 31, 2017. Almost half of her FAA career was devoted to
the Hayward Air Traffic Control Tower.
Ms. Grundy’s increasingly responsible positions included air traffic controller, super-
visor, and facility manager. In addition to Hayward, Ms. Grundy served tours of duty
at the Burbank, Fullerton, San Jose, Oakland, Palo Alto, and Reid-Hillview airports.
She was also assigned to the FAA Headquarters in Washington, DC.
Career development was one of Ms. Grundy’s passions, and as a manager she particularly
enjoyed mentoring new air traffic controllers. At a retirement ceremony at the airport on
August 30, there were several heartfelt testimonials from air traffic controllers who bene-
fitted from Ms. Grundy’s guidance. At the ceremony, Ms. Grundy was also recognized
with a special presentation by Jason Ralph, the FAA Sierra-Pacific District Staff Manager.

Animal Rescue Flight Touches Down in Hayward
As Hurricane Irma rumbled toward South Florida, a
Broward County animal shelter needed to make room
for the lost or abandoned pets that were sure to appear
in the aftermath of the storm. To clear the facility, a
call was placed to former Oakland A’s Manager Tony
LaRussa's Animal Rescue Foundation (ARF) in Walnut
Creek, and Director Elaine Bicker agreed to accept 165
of the dogs and cats for adoption in the Bay Area.
On Thursday, September 7 the animals were reported-
ly given a police escort to Ft. Lauderdale Executive
Airport, and after a seven-hour trip that included one
fuel stop, the EMB-120 Brasilia touched down at Hay-
ward Executive Airport just after 2:00 p.m. The Brasil-

As I enter my final week at Hayward Executive Airport,
I want to take this opportunity to thank each one of
you for the continued support over the last four years.
It has been a pleasure to work at such a dynamic air-
port. One of the great things about the job was the
ability to develop relationships with tenants and pilots
on the field. I have truly met some wonderful people
here at Hayward.
As you may know, I’m excited to start a new position at
the Livermore Municipal Airport as the Airport Manag-
er. This is an exciting opportunity and I look forward
to improving LVK as we have HWD. Please feel free
to say hello when you fly into Livermore. For any Op-

ia was chartered by Wings of Rescue, a charitable group that transports endangered
pets to no-kill shelters for eventual adoption into loving homes.
Waiting on the ramp at APP Jet Center (APP) were an army of shelter volunteers
and media reporters, along with a fleet of vans to transport the animals. Airport
staff worked with APP General Manager Tom Panico and his team to make sure
the event went off without a hitch.
“Safety and security are priorities,” said Airport Manager Doug McNeeley. “The event
was planned on fairly short notice, and I would like to particularly thank our mainte-
nance team and APP’s line technicians for cordoning off the ramp to ensure there were
no errant pedestrians or vehicles in the Airport Movement Area.”
Upon arrival at Hayward Executive Airport, the dogs and cats received health eval-
uations and then were driven by volunteers to ARF in Walnut Creek, East Bay
SPCA in Oakland and Dublin, and Berkeley Humane, where they are being made
available for foster care and adoption.
ARF is accepting donations of cash and pet supplies and is looking for people who
can provide foster care for some of the pets. To get involved, contact ARF directly

Animal rescue missions are nothing new at Hayward Executive Airport. In Sep-
tember 2013, over 3,000 chickens were rescued and flown from Hayward to a sanctuary near Elmira, New York in
what the media dubbed a “freedom flight”. Throughout the year the airport also welcomes rescued animals that
are flown to and from the Bay Area by volunteer pilots in their own aircraft.

Congratulations to our own David Decoteau on his ap-
pointment as manager of Livermore Municipal Airport.
David assumed his new duties on August 21, 2017.
David came to Hayward four years ago from Boeing
Field in Seattle with ten years of experience in airport
operations. Boeing Field is a unique place with general
aviation aircraft alongside Boeing airliners, and David
learned a lot about best operational practices and how
to deliver excellent customer service.
At HWD, David was responsible for daily landside and
airside operations, grant administration, and supervi-
sion of the airport maintenance staff. He had many
administrative and operational accomplishments, but
perhaps the most significant was his work on the Run-
way 10R-28L rehabilitation project in 2016. David se-
cured the monetary grants from the Federal Aviation
Administration (FAA) and Caltrans that made the $2
million project possible, and he worked closely with
our fellow colleagues in Public Works to ensure the
project was completed safety and expeditiously.
In short, we’re really going to miss David. We’re grateful for
his service to our Hayward aviation community and wish
him all the best in the next phase of his aviation career!
In other news, most of the general aviation community
and our advocacy groups in Washington, DC are unit-
ed in opposition to the Twenty-First Century AIRR
Act (H.R. 2997), legislation that would remove air traf-
fic control functions from the Federal Aviation Ad-
ministration (FAA) and shift them to a private corpo-
ration. Implementation of such a system is estimated
to cost $100 billion, and funding for a “privatized”
ATC would be through a schedule of user fees.
I’m pleased to report that Hayward Mayor Barbara
Halliday has forwarded a letter to local Congressman
Eric Swalwell in opposition to H.R. 2997. Among oth-
er points, she notes the experience of other nations
that have privatized ATC functions, and she con-
cludes, “In our view, the billions of dollars and time
that would be spent transitioning our nation’s air traf-
fic control system to a private entity can be better ap-
plied to modernizing existing systems.”
Finally, airport staff has been working with APP Jet
Center General Manager Tom Panico regarding air-
craft parked on their new ramp near Taxiway Alpha
and the adjacent zipper lane. The concern is communi-
cation between departing aircraft and vehicles in the
zipper lane and any possibility of collision. In response,
APP has agreed to position aircraft at least 15 feet
from the edge of the zipper lane, and their procedures
now include stationing line crew staff to monitor
ground traffic and marshal departing flights. Thanks to

Airport Manager Doug McNeeley. “Events such as the
annual airport open house and Super Bowl 50, as well
as major capital improvement projects, could simply
not have been accomplished without her assistance.”
Local FAA Air Traffic Supervisor Bobby Sanders has
been appointed as the acting FAA Hayward Air Traffic
Manager, and announcement of a permanent appoint-
ment is expected within the next sixty days.
