(VIC) Rationale: 4.2 To enable Coursing Ability (CA) dogs to achieve a Coursing Ability Champion (CA Ch) title it is required by ANKC protocols that “Tests” be changed to “Trials”. This change is thought necessary to provide a pathway and appropriate reward to CA dogs that achieve the desired number of passes. This Title would not come easy and it is proposed that this title be awarded after a CA competitor has achieved 31 passes. This change would require updates in rules, 4.2, 5.1, 5.6, 7.3, 8.1a, 8.3.1 and Progression tables at the end.

DOGS NSW(NSW) Amend to read:

2.5 Any person participating in any form of Lure Coursing competition Meet does so at their own risk and no Member Body or Affiliate shall be responsible for any injury or damage to any person, dog or property.

(NSW) Rationale: Expand liability clause to all ANKC/CC sanctioned events, not just “competitions”.

DOGS VICTORIA(VIC) Proposed Change 2.52.5 Any person participating in any form of Lure Coursing competition does so at their own risk realising that the sport is performed on ground that may be uneven and that injury may occur to persons, dogs or property and no Member Body or Affiliate shall be responsible for any injury or damage to any person, dog or property.

(VIC) Rationale: 2.5 ‘At their own risk’ does not cover all people, and in particular, people with disabilities or children who may not perceive a risk situation.

2.6 Lure Coursing tests and trials are sports, and all participants must be guided by the principles of good sportsmanship both on and off the field.

3. PURPOSE OF LURE COURSING

3.1 The purpose of Lure Coursing events is to preserve and develop the coursing skills inherent in hounds, specifically Sighthounds, and to demonstrate their ability to perform the function for which they were originally bred. Lure Coursing is an artificial simulation of the way a hare might run in the open field, with the course pattern being irregular and varied with every meet. The lure is strips of plastic bags tied to a nylon cord which is pulled around on pulleys by a battery operated motor. A normal course is between 650 metres to 800 or 900 metres long; however course lengths can vary dependent on field conditions on the day.

simulation of the way a hare might run in the open field, with the course pattern being irregular and varied with every meet. The lure is strips of plastic bags tied to a cord which is pulled around on pulleys by a battery operated battery operated motor. A normal course is between 650 metres to 800 or 900 800 or 900950 metres long, however, course lengths can vary dependent on field conditions on the day.

(QLD) Rationale 3.1

Changes required to more accurately define course lengths and to allow judges to determine course length according to weather and field conditions on the day of the trial. This also allows Judges some discretion as to the distance coursed in relation to size, age, origin and history of the breed coursing. Due to the variety of fields and the different type of lure machine equipment used, these changes were considered necessary for safety and inclusiveness.

DOGS NSWNSW) Amend to read:

3.1 The purpose of Lure Coursing events is to preserve and develop test and help conserve the coursing skills inherent in hounds, functional ability of specifically Sighthounds. Lure Coursing is an artificial simulation of the way a hare or rabbit might run in the open field, with the course pattern being irregular and varied with every meet. The lure is strips of white plastic or plastic bags tied to a nylon cord which is pulled around on pulleys by a battery operated motor motorized equipment.

(NSW) Rationale: The existing purpose statement contains material about the field and equipment that has been unclear to administer. For example, it describes course length in a way that is unenforceable. We recommend that the field and equipment requirements be set out separately for ease of administration. Further, amendments have been made to the purpose to clarify that the sport is a functional test for Sighthounds, and to clarify that the rules only address lure coursing, and not any other kind of coursing.

DOGS SOUTH AUSTRALIAAMENDED TO The purpose of Lure Coursing events is to preserve and develop the coursing skills inherent in hounds, specifically Sighthounds, and to demonstrate their ability to perform the function for which they were originally bred. lure Coursing is an artificial simulation of the way a hare might run in the open field, with the course pattern being irregular and varied with every meet. The lure is strips of plastic bags or similar tied to a cord which is usually pulled around the pulleys by a motor. A normal course is between 650 metres to 800 or 900 metres long; however, course lengths can vary dependent on field conditions on the day.

Rationale:Removal of words nylon and battery and a change to Plastic bag or similar, and include the word usually. The technology used to get the lure around the source should not be defined in the rules. What about drag lure systems as they use in Europe a mention here can be detrimental in its use here and that system is safer for the dog. What type of cord or string is used as this is matched to the drive pulley on the motor. What the motor is powered by does not need to be mentioned in the rules. This restricts future development of lure coursing equipment. As we have worked out battery ones don't last and impractical at the moment In the future (I can dream) we may have a lure that needs no string no pulleys and with sensors that keep it the perfect distance from the dog and the course is set by a drawing on a computer or

transponders placed on the ground

DOGS VICTORIA(VIC) Proposed Change 3.13.1 The purpose of Lure Coursing events is to preserve and develop the coursing skills inherent in hounds, specifically Sighthounds, but not excluding any other breed of dog, and to demonstrate their ability to perform the function for which they were originally bred. Lure Coursing is an artificial simulation of the way a hare might run in the open field, with the course pattern being irregular and varied with every meet. The lure is strips of plastic bags material tied to a nylon cord which is pulled around on pulleys by a battery operated motor mechanical device. A normal course is between 650 metres to 800 or 900 metres long; however course lengths can vary dependent on field conditions on the day.

(VIC) Rationale: 3.1 a) allows for purpose to be more specific. b) includes that all breeds may participate. c) some clubs are using plastic material which is not a plastic bag. c&d) allows more flexibility for equipment. e) extraneous.

3.2 The objective is to test a dog’s ability to course without showing signs of undue stress or lack of fitness. Coursing places a considerable amount of load on many aspects on a dog’s physical structure and temperament characteristics. The sport is a test as to the physical capabilities of the dog.

DOGS ACTInsert new section called Definitions.

(ACT) Proposed New rule 3.3 DEFININTIONS

3.3.1 Coursing FieldThe Coursing Field is the area that contains the physical course the dog is being judged on. It may be defined by fences and gates or it may be an open field with a rope or other marker used to designate where the ‘coursing field’ starts or ends. The minimum size should be no less than 5 acres, but there is no maximum size restriction.

3.2.1 Lure Coursing MachineThe Lure Coursing machine is the machine or motor that enables the lure to be driven around the course that is being used to judge the dogs on. It may be powered by a petrol motor or batteries.

3.2.3 Coursing BlanketsAll dogs competing in the Open, Field Champion and Veteran Stakes are required to wear a coursing blanket. The owner will supply these for their dog and they should have one of each of the following colours; Yellow, Pink & Blue, and they must be a plain and unpatterned colourful cloth with no markings, patterns or decorations.

Rationale:Other ANKC rules have a Definitions section early in the rules. It clearly defines the most commonly used terms which eliminates confusion as the rest of the rules are read. Currently there is no description of the coursing field, lure coursing machine/s and coursing blankets. These are often questions new participants or clubs running events ask.

DOGS QUEENSLAND3.2 Judges should be allowed discretion for the course length, depending on

conditions on the day. Judges shall also be allowed some discretion as to the distance coursed by breeds allowing for breed size, age, origin and history.

3.3 Hosting clubs must ensure chosen grounds allow a course to be laid that allows 9

a safe course, meeting the minimum course length requirements.

3.4 The objective is to test a dog’s ability to course without showing signs of undue stress or lack of fitness. Coursing places a considerable amount of load on many aspects on a dog’s physical structure and temperament characteristics. The sport is a test as to the physical capabilities of the dog.

(QLD) Rationale: 3.2, 3.3 & 3.4

Changes required to more accurately define course lengths and to allow judges to determine course length according to weather and field conditions on the day of the trial. This also allows Judges some discretion as to the distance coursed in relation to size, age, origin and history of the breed coursing. Due to the variety of fields and the different type of lure machine equipment used, these changes were considered necessary for safety and inclusiveness.

3.2 The objective is to test a dog’s ability to course without showing signs of undue stress or lack of fitness. Coursing places a considerable amount of load on many aspects on a dog’s physical structure and temperament characteristics. The sport is a test as to the physical capabilities of the dog.

3.2 Lure coursing is a test of the dog’s ability to work by sight. It tests the dog’s instinct, physical structure and temperament. Judges assess the capabilities of the dog by observing the dog’s agility, enthusiasm, endurance, speed and follow through the course. The sport is not a test of scenting ability or trainability.

(NSW) Rationale: As for 3.1

DOGS VICTORIA(VIC) Proposed Change 3.23.2 The objective is to test a dog’s ability to course without showing signs of undue stress or lack of fitness. Coursing places a considerable amount of load on many aspects on a dog’s physical structure and temperament characteristics. The sport is a test as to the physical and innate breed characteristics capabilities of the dog.

(VIC) Rationale: 3.2 Designed to reinforce breed characteristics as an important part of lure coursing.

DOGS NSW(NSW) Insert new Sections

3A – FIELD AND EQUIPMENT

3A1 – Field

A large paddock is an ideal coursing field. Slightly sloping or somewhat hilly terrain is appropriate, providing that the full course can be seen by dogs, lure operator and judges. A few bushes as well as some trees are appropriate as long as they do not constitute any danger to the dogs. The ground must be free from holes. Artificial obstacles must not be introduced. Any natural or fixed obstacle must be clearly visible from the dogs' viewpoint from a distance of at least 30 metres, particularly when there are depressions in the ground.

3A.2 - Length

10

Page 11: ANKC Lure Coursing Working Partyankc.org.au/media/9265/7-attachment-5f.docx · Web viewAligns wording with previous submissions and removes the word “judged” as it is unnecessary

2019 LURE COURSING MTG – ATTACHMENT 5f

The course must be between 600 metres to 1000 metres long, unless a shorter course is later approved as a contingency. A single course must be used for the entire meet unless equipment failure or field conditions on the day otherwise require. The course must be measured by measuring wheel or GPS based app under the supervision of the judge/s and course length recorded in the meet report.

Course lengths may vary dependent on field and weather conditions on the day; should a course need to be shortened below 600 metres to account for field or weather conditions, approval of both judge/s must be sought and received. Any decision to shorten the length of the course must be recorded in the meet report. A planned field being too small or planned equipment being inadequate to cover course length is not sufficient reason to run a shorter course. Shorter courses are only to be used as a contingency.

3A.3 - Layout

The affiliate is responsible for course design and the laying of the course. The affiliate may assign this responsibility at its discretion.

The whole course must be clearly visible and free from any danger. Course layouts must contain turns in both directions and straight sections that reveal the dogs’ lure coursing capabilities. The lure line must be positioned to minimise the risk of dogs becoming entangled by the line.

3A.4 – Equipment

Lure Coursing tests the willingness and ability of a dog to follow by sight. It is not a test of scenting ability and therefore only plastic lures made of white, unscented plastic bags or strips of predominantly white plastic are permitted. Any other object is prohibited on the line.

The lure machine may be either petrol driven or electric. It must be capable of running for a full meet, in all conditions, without breaking down or overheating.

The organizer is responsible for providing back up event equipment in order to guarantee a trouble-free competition.

(NSW) Rationale: Separate provisions for Field and Equipment for Ease of Administration.

4. LURE COURSING TESTS AND TRIALS EXPLAINED

Sanctioned Lure Coursing Tests and Trials are informal events run by an Affiliate after obtaining the sanction of the Member Body, at which all dogs may participate, but may not automatically accrue points for titles.

Sanctioned Lure Coursing Tests and Trials are informal events run by an Affiliate after obtaining the sanction of the Member Body, at which all dogs may participate, but may not automatically accrue points for titles.

Sanctioned Lure Coursing Meets can include both Tests and Trials and are run by an Affiliate after obtaining the sanction of the Member Body.

Rationale: – Clearly explains that a Lure Coursing Meet as sanctioned by the controlling body, can be made up of a combination of Tests (Junior Courser or Coursing Ability) and/or a Trial (Sighthounds). Covers clubs wanting or needing to run separate events.

Sanctioned Lure Coursing Tests and Trials are events run by an Affiliate after obtaining the approval of the Member Body, at which all dogs may participate, but may not automatically accrue points for titles.

(QLD) Rationale: 4.1, 4.2, 4.3, 4.4

Definitions for trials and associated stakes needed to be clarified with more accurate descriptions. The inclusion of an accurate definition of a Qualifying course was included.

DOGS NSW(NSW) Amend to read:

Sanctioned Lure Coursing Tests and Trials are informal formal events run by an Affiliate after obtaining the sanction of the Member Body, at which all dogs may participate, but may not automatically accrue points for titles.

(NSW) Rationale: Correction to statement that Tests and Trials are informal events. They are formal events as they result in title qualifications.

DOGS VICTORIA(VIC) Proposed Change 4Sanctioned Lure Coursing Tests and Trials are informal events run by an Affiliate after obtaining the sanction of the Member Body, at which all dogs may participate, but may not automatically accrue points for titles.

(VIC) Rationale: 4 To remove references to ‘tests’.

4.1 Junior Coursing Tests are non-competitive events where dogs run on an individual basis and are judged on their ability to follow a lure. All dogs must qualify with a minimum of two JC Passes to be eligible to compete in the competitive Lure Coursing Trials and Coursing Ability Test (CAT). Dogs who possess two JC passes are eligible to apply for the title Junior Courser (JC). (Amended EM#138, 07/16)

DOGS NSWNSW) Amend to read:

4.1 Junior Coursing Tests are non-competitive events where dogs run on an individual basis and are judged on their ability to follow a lure the scoring criteria outlined at XX. The judge assesses whether the dog possesses the necessary instinct and ability to lure course.

The dogs are not scored, but rather the judge decides on a pass or fail and provides comments on the dog’s attributes against the five scoring criteria. All dogs must qualify with a minimum of two JC Passes to be eligible to compete in Lure Coursing Trials and Coursing Ability Tests (CAT). Dogs who possess two JC passes are eligible to apply for the title Junior Courser (JC).

(NSW) Rationale: NSW proposes removing the reference to non-competitive event and to instead remove the points system and replace with a system that is in line with other ANKC instinct tests. That is, the judge assesses a pass or fail, and comments on the dog’s abilities under the 5 scoring criteria.

4.2 Coursing Ability Test (CAT) serves as in introduction to the sport of Lure Coursing for all eligible dogs. Dogs run singularly and are required to complete their course with enthusiasm and without interruption and gain Passes towards titles.

DOGS QUEENSLAND4.2 Qualifying Course is a single run undertaken by a Sighthound to determine if it runs cleanly with another dog of similar running style. This run is not scored, the Judge passes or fails the dog. A pass enables the dog to run in the Open Stakes.

(QLD) Rationale: 4.3Definitions for trials and associated stakes needed to be clarified with more accurate descriptions. The inclusion of an accurate definition of a Qualifying course was included.

DOGS NSW(NSW) Amend to read:

4.2 Coursing Ability Test (CAT) serves as in introduction to the sport of Lure Coursing for all eligible dogs is a test for non-sighthounds where the dogs run singly. Dogs run singularly and are required to complete their course with enthusiasm and without interruption and gain passes towards titles in are judged in accordance with the scoring criteria for Lure Coursing. Qualifying passes toward titles are earned by dogs competing in these tests.

(NSW) Rationale: Clarification of eligibility for CAT stream. Reference to scoring criteria and qualifying passes.

DOGS VICTORIA(VIC) Proposed Change 4.24.2 Coursing Ability Test (CAT) serves as in an introduction to the sport of Lure Coursing for all eligible dogs breeds other than Sighthounds registered on the Main, Limited, Sporting or Associate Registers of the Australian National Kennel Council Ltd. Dogs run singularly and are required to complete their course with enthusiasm and without interruption and gain Passes towards titles.

(VIC) Rationale: 4.2 Clarifies the dogs eligible to compete and the registers that are accepted.

4.3 Lure Coursing Trials are competitive events at which Single, Open, Field Champion and Veteran stakes are offered for eligible Sighthounds and other eligible breeds. Title points and passes toward titles are earned by dogs competing in these trials.

DOGS QUEENSLAND4.3 Lure Coursing Trials are competitive events at which Junior Coursing Tests, Qualifying Courses and Single, Open, Field Champion and Veteran and Coursing Ability stakes are offered for eligible Sighthounds and other eligible breeds. Title points and passes toward titles are earned by dogs competing in these trials.

4.4 A Course begins when the Huntmaster asks, “Are you ready?” and ends when either the lure completes one full lap of the course and the owner/handler has regained physical control of their dog or at the discretion of the Judge(s). Dogs run a Preliminary Course and a Final Course.

(QLD) Rationale: 4.4Definitions for trials and associated stakes needed to be clarified with more accurate descriptions. The inclusion of an accurate definition of a Qualifying course was included.

DOGS VICTORIAVIC) Proposed Change 4.34.3 Lure Coursing Trials are competitive events at which Single, Open, Field Champion and Veteran stakes are offered for eligible Sighthounds and other eligible breeds listed at 5.3. Title points and passes toward titles are earned by dogs competing in these trials.

(VIC) Rationale: 4.3 Refers to clarification of breeds in 5.3

5. ELIGIBILITY FOR DOGS

5.1 Junior Coursing Tests and Coursing Ability Tests shall be open to eligible dog breeds 12 months of age or older on the day of the meet. All dogs eligible to participate may apply for the title “Junior Courser (JC)” when they have achieved two JC passes. (Amended EM#138, 07/16)

DOGS ACT(ACT) Proposed Change 5.1Junior Coursing Tests and Coursing Ability Tests shall be open to eligible dog breeds 12 months 18 months of age or older on the day of the meet. All dogs eligible to participate may apply for the title “Junior Courser (JC)” when they have achieved two JC passes

Rationale: – 12 months is too young for some dogs. Growth plates haven’t closed over until well after 12 months for most breeds and young dogs will not have the muscle strength or fitness to run such long course. Agility trials also have 18mths for the same reason.

DOGS QUEENSLAND5.1 5.1 Junior Coursing Tests and Coursing Ability Tests shall be open to eligible dog breeds 12 months of age or older on the day of the meet.Lure Coursing Trials shall be open to eligible dog breeds. On the day of the trial, dogs must be:5.1.1 12 months of age or older on the day of the trial to compete in the Junior

Courser, Qualifying Course, Singles and Coursing Ability Stakes. 5.1.2 18 months of age or older on the day of the trial to compete in the Open and

Field Champion Stakes. Dogs must have gained their FCH title in order to compete in the Field Champion Stakes.

5.1.3 5 years of age or older (Irish Wolfhounds) or 7 years of age or older (all other eligible breeds) on the day of the trial to compete in the Veteran Stakes.

(QLD) Rationale: 5An anomaly exists where Sighthounds can qualify for a JC certificate at 12 months but then are not allowed to compete in Singles until they are 18 months. This leaves Sighthounds in “limbo” for 6 months, being allowed to run a full course but not allowed to accrue points for titles. However, CA dogs can start competing for their titles from 12 months of age. This suggested change will bring the sport into line with other International bodies and age limits for competition. The age restriction for Open competition remains. We have also included the Coursing Ability Champion (CACH) proposed title at this stage aa an appropriate title for CA dogs that accumulate 31 passes in their lure coursing career, this change is explained in detail in the Titles and Awards section

DOGS NSW(NSW) Amend to read:

5.1 Junior Coursing Tests and Coursing Ability Tests shall be open to eligible dog dogs breeds 18 months of age or older on the day of the meet. All dogs eligible to participate may apply for the title “Junior Courser (JC)” when they have achieved two JC passes. (Amended EM#138, 07/16)

(NSW) Rationale: NSW proposes increasing the minimum age of participation to 18 months to ensure that all dogs are sufficiently physically mature to withstand the demands of the sport without injury. As JC is the entry level to the sport, reference to Coursing Ability Tests would become superfluous if this proposal is adopted. The average age for growth plate closure in dogs is 14 months, though there is some variance by breed. Setting the minimum age at 18 months ensures all dogs would be sufficiently mature and aligns with the minimum commencement age for Agility competition.

DOGS VICTORIAVIC) Proposed Change 5.1Remove 5.2Junior Coursing Tests and Coursing Ability Tests shall be open to eligible dog breeds 12 months of age or older on the day of the meet. All dogs eligible to participate may apply for the title “Junior Courser (JC)” when they have achieved two JC passes. (Amended EM#138, 07/16)

(VIC) Rationale: 5.1 Age eligibility is proposed in (VIC) 5.2 to clarify ages for all classes.

5.2 Lure Coursing Trials shall be open to eligible dog breeds 18 months of age or older on the day of the meet. Dogs may compete as single competitors on a course or as pairs or trios, with dogs running in the Single Stakes receiving a different title denoted by a prefix of a lowercase ‘s.

DOGS QUEENSLAND 5.2 5.3 Sighthound breeds registered with the Member Body, and are eligible to participate in Lure Coursing Trials may earn titles [of Singles Field Champion (sFCH), Singles Lure Courser of Merit (sLCM), Singles Lure Courser Excellent (sLCX) Field Champion (FCH), Lure Courser of Merit (LCM), Lure Courser Excellent (LCX), Veteran Field Champion (vFCH), Veteran Lure Courser of Merit (vLCM), and Veteran Lure Courser Excellent (vLCX)] are the Afghan Hound, Azawakh, Borzoi, Greyhound, Ibizan Hound, Irish Wolfhound, Pharaoh Hound, Saluki, Scottish Deerhound, Sloughi, Whippet, and Italian Greyhound.Sighthound breeds registered with a Member Body that are eligible to participate in Lure Coursing Trials, are the Afghan Hound, Azawakh, Borzoi, Greyhound, Ibizan Hound, Irish Wolfhound, Pharaoh Hound, Saluki, Deerhound, Sloughi, Whippet, and Italian Greyhound.

DOGS NSW(NSW) Delete this section and renumber remainder of Section 5.

(NSW) Rationale: superseded by change to minimum entry age in revised section 5.1

DOGS VICTORIA(VIC) Proposed Change 5.25.2 Lure Coursing Trials shall be open to eligible dog breeds. On the day of the

meet, dogs must be:5.2.1 12 months of age or older on the day of the meet to compete in the

Singles Stakes. 18 months of age or older on the day of the meet. Dogs may compete as single competitors on a course or as pairs or trios, with dogs running in the Single Stakes receiving a different title receive titles denoted by a prefix of a lowercase ‘s’.

5.2.2 18 months of age or older on the day of the meet to compete in the Open and Field Champion Stakes.

5.2.3 5 years of age or older (Irish Wolfhounds) or 7 years of age or older (all other eligible breeds) on the day of the meet to compete in the Veteran Stakes. Dogs running in the Veteran Stakes receive titles denoted by a prefix of a lowercase ‘v’.

5.2.4 Owners of large breed dogs should consider allowing their dogs to be physically mature before participating in Lure Coursing events.

(VIC) Rationale 5.2 As CA dogs can start competing for their titles from 12 months of age, it is suggested

that Sighthounds are allowed to compete in the Singles stream from 12 months of age as well. This brings the sport into line with other International bodies and age limits for competition. It is also suggested that the age limit for Open competition remain at 18 months and over. There is an anomaly with the current rules that allow Sighthounds to compete and earn Junior Courser (JC) from 12 months of age and there is no difference between a JC course and a Singles course, so hounds that pass their JC are left in limbo and not allowed to compete until they are 18 months in the current system. Rule also needs to be updated at 8.2d and the Title Progression Tables.

5.3 Sighthound breeds registered with the Member Body, and are eligible to participate in Lure Coursing Trials may earn titles [of Singles Field Champion (sFCH), Singles Lure Courser of Merit (sLCM), Singles Lure Courser Excellent (sLCX) Field Champion (FCH), Lure Courser of Merit (LCM), Lure Courser Excellent (LCX), Veteran Field Champion (vFCH), Veteran Lure Courser of Merit (vLCM), and Veteran Lure Courser Excellent (vLCX)] are the Afghan Hound, Azawakh, Borzoi, Greyhound, Ibizan Hound, Irish Wolfhound, Pharaoh Hound, Saluki, Deerhound, Sloughi, Whippet, and Italian Greyhound.

As other Sighthound breeds become recognised by the ANKC, these may be added to the list of eligible breeds.

(NSW) Change section number and amend as follows:

5.3 Though not recognised Sighthounds in Australia, Rhodesian Ridgebacks and Basenjis are considered as eligible breeds for the purposes of Lure Coursing trials and shall be eligible for the Sighthound titles.

(NSW) Rationale: alignment of wording with previous section.* (NSW) The Working Party received a submission to designate the three varieties of Portuguese Podengo as Sighthounds for the purpose of Lure Coursing. The working party considers the designation of any breed as a Sighthound is more appropriately a matter for the ANKC Breed Standards Co-ordination Group (BSCG)and in that the Dogs NSW Board forward this submission to the ANKC for consideration by the BSCG. Noting that we do not have any varieties of Portuguese Podengos competing in NSW, we are not able to comment on whether the running style of the three varieties is commensurate with that of Sighthounds. The request for advice will ask that the BSCG consider: Each of the three varieties of the Portuguese Podengo separately in their

determination.

DOGS VICTORIA(VIC) Proposed Change 5.65.4 All other dogs registered with the Member Body on the Main, Limited, Sporting or

Associate Registers of the ANKC Ltd are eligible to compete in Coursing Ability (CAT) Trials and earn the titles of CA (Coursing Ability), CAA (Coursing Ability Advanced), and (CAX) Coursing Ability Excellent.

(VIC) Rationale 5.6 Dog pedigrees are registered with the ANKC, not with the state Member bodies. Also removed titles due to proposed changes to title structure.

5.7 Any dog with ANKC Ltd registration shall be eligible to compete in Lure Coursing tests and trials.

DOGS ACT(ACT) Proposed New rule 5.8 For the purpose of the awarding of a Dual Champion or other multiple discipline Champion, only the Open Stakes Field Champion (FCh) title can count towards the awarding of a Dual Champion title by the ANKC.

Rationale – Currently it is not clear which FCh is counted towards a Dual or Triple Champion. There is some confusion that a show Ch and FCh & sFCh will allow the dog to be recognised as a triple champion. This is one of the few dog sports that has more than one Championship title and it should be clarified that the harder championship to gain is the Open stakes and therefore this is the one that should be counted towards the Dual Champion title. Additonal Champion titles gained in Lure Coursing does not count towards a Triple Champion, A Triple Champion requires a Champion titles in Conformation and two Dog Sports.

DOGS NSWNSW) Amend to read:

5.7 Any dog with ANKC Ltd registration shall be eligible to compete in Lure Coursing tests and trials provided it is sound enough to compete. Dogs with fewer than four entire legs shall be considered lame or unsound and therefore ineligible to participate.

(NSW) Rationale: NSW considers that three legged dogs should not participate in lure coursing events. These dogs face considerable stresses on their existing legs and should be considered by definition unsound for the purposes of lure coursing, as they are by the American Sighthound Field Association.

DOGS VICTORIA(VIC) Proposed Change 5.7Delete 5.75.7 Any dog with ANKC Ltd registration shall be eligible to compete in Lure Coursing tests and trials.

DOGS QUEENSLAND6.1 To compete at judged Lure Coursing Trials, owners of competing dogs must be current financial members in good standing of the Member Body.

(QLD) Rationale 6A clarification to numbering as “Dog ownership” should have it’s own bullet pointThe use of disqualified (in 6.4.1) is incorrect in the current rules and “excused” is more appropriate. Due to multi use fields, where conformation is taking place, bitches in season are allowed on the grounds, but should not be allowed near the coursing field. And provision for pregnant bitches in the rules needs to be included

DOGS NSWNSW) Amend to read:

6.1 To compete at judged Lure Coursing Meets, Lure Coursing Trials & Tests, owners of competing dogs must be current financial members in good standing of the Member Body.

(NSW) Rationale: requires members not be subject to any suspensions and in good standing with member body. Aligns wording with previous submissions and removes the word “judged” as it is unnecessary.

6.2 The owner entering a dog in a Lure Coursing Test or Trial does so at their own risk. The owner agrees to abide by the rules of the Member Body. If a dog has more than one owner, permission must be granted in writing by all owners before entering a dog in a meet.

DOGS QUEENSLAND6.2 The owner entering a dog in a Lure Coursing Test or Trial does so at their own risk.

If a dog has more than one owner, permission must be granted in writing by all owners before entering a dog in a meet.

6.2.1 Lure Coursing is a competitive and physically strenuous activity. It is the responsibility of the owner/s to ensure their dog/s are fit for the activity of lure coursing.

6.2.2 By submitting an entry form, the exhibitor confirms that to the best of their knowledge that their dog is fit and able to take part in the lure coursing event.

(VIC) Rationale 6.2At their own risk does not cover all people and in particular, people with disabilities or children or people who may not perceive a risk situation.Permission from all owners is not required in most states and is not possible with electronic entries, and just makes unnecessary paperwork. This is to emphasise the physical nature of the sport and to ensure owners understand the importance of only entering dogs fit enough to undertake the physical nature of coursing.

6.3 Entries must be received by the Race Secretary no later than close-off date. No substitution entries on the day of the meet will be permitted.

DOGS ACT(ACT) Proposed Change 6.3Entries must be received by the Race Meet Secretary no later than the advertised closing date. No substitution of entries on the day of the meet will be permitted.

Rationale - Change the Race Secretary to Meet Secretary. Lure Coursing Trials & Coursing Ability Tests are not Races and we need to remove the possible confusion with Greyhound Races that people outside of the sport might have.

DOGS QUEENSLAND6.3 If a dog has more than one owner, permission must be granted in writing by all owners before entering a dog in a meet trial.

(QLD) Rationale: 6A clarification to numbering as “Dog ownership” should have it’s own bullet point The use of disqualified (in 6.4.1) is incorrect in the current rules and “excused” is more appropriate. Due to multi use fields, where conformation is taking place, bitches in season are allowed on the grounds, but should not be allowed near the coursing field. And provision for pregnant bitches in the rules needs to be included

DOGS NSWNSW) Insert new rule 6.3

6.3 Owners of dogs must apply for pre-requisite titles before entering their dogs in a higher class.

NSW) Rationale: Makes explicit the requirement for titles to be applied for before competition at the higher level.

6.4 Entry fees shall be fixed by the affiliate and shall not be refunded. In such cases where dogs are scratched from the field for the following reasons:

6.4.1 Dogs determined to be lame at the time of roll call shall be disqualified from competition and their entry fee will not be refunded.

DOGS NSWNSW) Amend section to read:

6.4.1 Dogs determined to be lame at the time of roll call check in shall be disqualified from competition ineligible to compete or otherwise unfit to run by the Huntmaster or a Judge scheduled for the day’s Meet shall be disqualified from competition and their entry fee will not be refunded. Where a club employs the services of a qualified Veterinarian to conduct vet checks, the Committee may disqualify a dog from competition on the basis of advice from the Veterinarian.

2019 LURE COURSING MTG – ATTACHMENT 5f

(NSW) Rationale: The term “check in” is more commonly used in dog sports. Dogs are often not present at check in and where vet checks are conducted they are generally only conducted on bitches in season. Therefore, there is generally no opportunity to determine if dogs are lame at roll call. NSW proposes amendments that make it clear which officials can make the determination that a dog is lame and under what circumstances

6.4.2 Females in season showing a discharge characteristic of being in season shall not be eligible to compete in Lure Coursing tests and trials.

6.4.3 Notification to the Field Secretary of females in season must be made before roll call or prior to the event.

6.4.4 Females known to be in season should not be brought onto the trial grounds.

DOGS QUEENSLAND6.4 Entries must be received by the Trial Secretary no later than close-off date. No substitution entries on the day of the trial will be permitted.

DOGS VICTORIA(VIC) Proposed Change 6.46.4 Entry fees shall be fixed by the affiliate and shall not be refunded. In such

cases where dogs are scratched from the field for the following reasons:6.4.1 Dogs determined to be lame at the time of roll call shall be disqualified from

competition and their entry fee will not be refunded.6.4.2 Females in season showing a discharge characteristic of being in season shall

not be eligible to compete in Lure Coursing tests and trials. 6.4.3 Notification to the Field Secretary of females in season must be made before

been expose to such disease during a period of 21 days prior to to the competition may compete or be permitted on the grounds.

6.4.6 Any official may refer a dog that they suspect is not fit to trial to the judge for assessment. Any contracted judges for a Trial are the only people allowed to dismiss or disqualify a dog for any reasons. In this situation, the judges decision is final.

(VIC) Rationale: 6.4Permitted is a more appropriate term and makes this a firm rule. Change from trial grounds to trial precinct due to clarification in the glossary of the areas that are under control of the trial officials.

DOGS QUEENSLAND6.5 Entry fees shall be fixed by the affiliate and shall not be refunded after the closing date. In such cases where dogs are scratched from the field for the following reasons fees will also not be refunded:6.5.1 Dogs reported to be lame at the time of roll call shall be disqualified from

competition and their entry fee will not be refunded by their owner or handler at the time of check in and excused from competition

6.5.2 Females in season showing a discharge characteristic of being in season shall not be eligible to compete in Lure Coursing Trials. Notification to the Trial Secretary of females in season must be made before check in roll call or prior to the event. Females known to be in season should not be brought onto the trial grounds.

6.5.3 Females who have been mated but pregnancy has not yet been confirmed

(QLD) Rationale: 6A clarification to numbering as “Dog ownership” should have it’s own bullet point The use of disqualified (in 6.4.1) is incorrect in the current rules and “excused” is more appropriate. Due to multi use fields, where conformation is taking place, bitches in season are allowed on the grounds, but should not be allowed near the coursing field. And provision for pregnant bitches in the rules needs to be included

DOGS NSW(NSW) Delete this section

(NSW) Rationale: aligns practices with shows and other dog sports where entries at the time of closing are final. Assists trial secretaries with time to prepare final catalogues.

DOGS VICTORIA(VIC) Proposed New Rule 6.66.6 Where a judge is billeted with an exhibitor, that exhibitor shall not be excluded

from being able to enter and course their dogs at that event.

(VIC) Rationale: 6.5Allows for billeting of judges to be clarified in the rules.

6.6 Amendments to these Regulations may be made from time to time by the ANKC

7. DISQUALIFICATIONS

DOGS QUEENSLAND(QLD) Proposed Changes 7

7. EXCUSALS, DISMISSALS AND DISQUALIFICATIONS

(QLD) Rationale: 7. EXCUSALS, DISMISSALS AND DISQUALIFICATIONS Current section of disqualifications mentions excusals and dismissals heading changed for clarity.

DOGS NSW(NSW) Amend to rename.

7. DISQUALIFICATIONS7. Awarded Penalties (NSW) Rationale: To avoid confusion with disqualification mentioned elsewhere throughout the document and enable disqualification to be clearly defined

7.1 The wearing of muzzles is not compulsory; however, hounds that have been disqualified for interfering with other hounds or aggression towards another hound whilst coursing shall wear a muzzle at all times on the field.

DOGS NSW(NSW) Amend to read:

7.1 The wearing of muzzles is not compulsory; however, hounds that have been dismissed for interference or disqualified for aggression towards another hound whilst coursing shall wear a muzzle at all times on the field.

(NSW) Rationale: This amendment makes it clear that dogs who have a history of interference with other dogs on the field must also be muzzled. The rationale for this is that an episode of interference may result in a more serious incident.

DOGS VICTORIAVIC) Proposed Change 7.17.1 The wearing of muzzles is not compulsory; however, hounds that have been

disqualified for interfering with other hounds or aggression towards another hound whilst coursing shall wear a muzzle at all times on the field. If a competitor is running their dogs in an Open Stake or QC, with a dog not owned by themselves, then either competitor has the right to request that all dogs running in that run are wearing muzzles.

(VIC) Rationale: 7.1Allows a competitor to request all dogs wear a muzzle if they choose and owners must comply. This is fair to all parties as safety is priority and no owner should be putting their dog in a situation where they are concerned that there may be a risk. It is considered better to avoid situations where dogs may be injured.

7.2 A dismissal means that a dog is unable to continue running for the rest of the meet, whereas an excusal allows a dog to complete its second run of the day.

DOGS QUEENSLAND

(QLD) Proposed Changes 7.27.2 An dismissal excusal means that a dog is unable to compete for the rest of the meet whereas an excusal allows a dog to complete its second run of the day. and results in a score of zero. However, point penalties, minimum scores and restarts are also appropriate decisions and Judge discretion is allowed. Dogs may be excused for:(a) Dogs who fail to run after the Tally-Ho is given, in either the preliminary or final course.(b) Dogs who delay the course - A dog that can’t be caught after 5 minutes

(QLD) Rationale: 7.2Current rules confuse and repeat the meanings of excusal and dismissal without accurate definitions of both. Here the reasons for “excusal” are clearly explained and it is highlighted that judges may use their discretion with this ruling.

DOGS VICTORIAProposed New Rule 7.27.2 An excusal shall be applied for a dog that

a) Fails to run after the tally-ho: b) Courses other dogs rather than the lure. An excusal allows a dog to complete its second run of the day.

(VIC) Rationale: 7.2Allows for a judge to excuse a dog, rather than disqualify them.

7.1 A dismissal means that a dog is unable to continue running for the rest of the meet, whereas an excusal allows a dog to complete its second run of the day.

(VIC) Proposed Change 7.27.23 A dismissal means that a dog is unable to continue running for the rest of the

meet, whereas an excusal allows a dog to complete its second run of the day. A dismissal means that:a) a dog that excessively delays a trial for more than 10 minutesb) interferes aggressively or playfully with another dog/s on the coursec) interferes with the course of another dog. A dismissal means that a dog is unable to continue running for the rest of the meet.

(VIC) Rationale: 7.2Renumbering, plus allows for clarification of the dismissal reasons.

7.3 A dog’s privilege to compete at a test or trial will be withdrawn upon either a disqualification or three (3) dismissals within six (6) Lure Coursing meets. Examples of when a dog will be dismissed:

Dogs who fail to run Dogs that course other dogs rather than the lure Dogs that delay the course

(Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal)

Upon dismissal or disqualification for interfering with another dog, a dog must requalify by way of a Qualifying Course (QC) run to be eligible to compete in the Open Stakes.

DOGS QUEENSLAND(QLD) Proposed Changes 7.3A dog’s privilege to compete at a test or trial will be withdrawn upon either a disqualification or three (3) dismissals within six (6) Lure Coursing meets. Examples of when a dog will be dismissed: • Dogs who fail to run • Dogs that course other dogs rather than the lure • Dogs that delay the course (Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal) Upon dismissal or disqualification for interfering with another dog, a dog must requalify by way of a Qualifying Course (QC) run to be eligible to compete in the Open Stakes.

A dismissal means that a dog is unable to continue running for the rest of the meet. Dogs may be dismissed for:(a) Dogs that course other dogs rather than the lure. (b) Dogs who interrupt or invade the course and interfere with dogs or

officials.

(QLD) Rationale 7.3: Current rules confuse and contradict the meaning of dismissal without an accurate definition. A dismissal starts an official recording process and course of action, therefore reasons for dismissal must be appropriate for this action, the current rules stipulate that a dog can be dismissed for failing to run, this is inappropriate.

DOGS NSW(NSW Proposed changes 7.37.3 A dog’s privilege to compete at a test or trial will be withdrawn upon either a disqualification or three (3) dismissals within six (6) Lure Coursing meets. Examples of when a dog will be dismissed:

Dogs who fail to run Dogs that course other dogs rather than the lure Dogs that leave the field .delay the course.

(Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal)

Upon dismissal or disqualification for interfering with another dog, a dog must requalify by way of a Qualifying Course (QC) run to be eligible to compete in the Open Stakes.

Dogs that have been withdrawn from competition for three dismissals may re-enter Meets after a period of six months.

(NSW) Rationale: This amendment clarifies the rules with regard to dismissal and makes it clear that a dog that leaves the field (as opposed to being challenging to retrieve) is dismissed. The proposed amendment confines the section to the new definition of dismissals only and provides for opportunity to allow dogs to re-enter Meets after a sufficient period has elapsed.

DOGS VICTORIAVIC) Proposed Change 7.37.34 A dog’s privilege to compete at a test or trial will be withdrawn upon either a

(Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal)

Upon dismissal or disqualification for interfering with another dog, a dog must re-qualify by way of a Qualifying Course (QC) run to be eligible to compete in the Open Stakes.A disqualification shall occur when:

a) an exhibitor wilfully interferes with another dog or competitorb) an exhibitor interferes with a dog or exhibitor

(VIC) Rationale: 7.2Renumbering, and clarifies the reasons for disqualification.

7.4 When a dog is disqualified or dismissed at a meet for any other reason other than the above this shall be notified to the Member Body within seven (7) days of the meet. Examples below

Dogs who are aggressive towards another dog on or off the field. Dogs whose handler/s or owner/s interfere with the judges, officials, or another

competitor, or another person’s dog.

DOGS QUEENSLAND(QLD) Proposed Changes 7.47.4 When a dog is disqualified or dismissed at a meet for any other reason other than the above this shall be notified to the Member Body within seven (7) days of the meet. Examples below • Dogs who are aggressive towards another dog on or off the field. • Dogs whose handler/s or owner/s interfere with the judges, officials, or

another competitor, or another person’s dog.

7.4 Dogs shall be disqualified by a judge, or by agreement of all judges (where more than one is used), for the following reasons(a) Fighting – the aggressor is fighting in the field. In the event that more than one judge decides and not all judges disqualify a dog, this disqualification constitutes a dismissal.(b) Handlers who wilfully interfere with another competitor, their dog or any official

(QLD) Rationale: 7.4 An accurate and succinct definition is required for clarity

DOGS NSWNSW) Amend to read:

7.4 When a dog is disqualified or dismissed at a meet for any other reason other than the above this shall be notified to the Member Body within seven (7) days of the meet. Examples below

Dogs who are aggressive towards another dog on or off the field. Dogs whose handler/s or owner/s interfere with the judges, officials, or another

competitor, or another person’s dog. Dogs whose handlers attempt to direct them onto the lure during a course.

(NSW) Rationale: This amendment confines this section to disqualifications. It ensures all disqualifications are reported to the relevant member body. An additional section has been included to cover the behaviour of handler who attempts to control a dog while the course is in progress.

DOGS QUEENSLAND

(QLD) Proposed Changes 7.57.5 For instances of aggression, refer to the current State Body’s Aggressive Dog

Policy for appropriate action.

A dog’s privilege to compete at a trial will be withdrawn upon either a disqualification or three (3) dismissals within six (6) Lure Coursing Trials. 7.5.1 If a dog’s privilege to compete is withdrawn because of dismissal or disqualification for interfering with another dog, a dog must requalify by way of a Qualifying Course (QC) run to be eligible to compete in the Open Stakes, Field Champion Stakes or Veteran Stakes.

(QLD) Rationale: 7.5This is a more structured flow of the dismissal to disqualification process. Also accurately prescribes the method of re-qualifying a dog.

7.6 If a dog has been disqualified for reasons of aggression, the Member Body will be informed, in writing, of the individual or individuals whose dog was disqualified and cite the reason given for the dog’s disqualification. The Member Body will also be informed in writing of serious complaints made regarding person/s who have breached Rules set down by the Member Body.

DOGS QUEENSLAND(QLD) Proposed Changes 7.67.6 If a dog has been disqualified for reasons of aggression, the Member Body will be informed, in writing, of the individual or individuals whose dog was disqualified and cite the reason given for the dog’s disqualification. DOGS NSW(NSW) Amend to read:7.6 If a dog has been disqualified for reasons of aggression, the Member Body will be informed, within 7 days, in writing, of the individual or individuals whose dog was disqualified and cite the reason given for the dog’s disqualification. The Member Body will also be informed in writing of serious complaints made regarding person/s who have breached Rules set down by the Member Body.

(NSW) Rationale: Ensures there are no delays in informing Member Bodies of disqualifications for aggression.

7.7 Only after receiving written confirmation of reinstatement is received by the registered owner from Member Body will the dog be eligible to enter, and must requalify by way of a Qualifying Course (QC) run to be eligible to compete in the Open Stakes.

(QLD) Rationale: 7.7The original rule reflects that only an Open dog can be disqualified, dogs outside the field can be disqualified and some form of Qualifying course or run, should be used to reinstate coursing privilege

8. LURE COURSING TITLES AND AWARDS

DOGS NSWNSW) Amend to add additional phrase:

An Affiliate conducting Lure Coursing Trials and Tests shall offer all of the titling classes listed below. Dogs shall not compete in any class until the application for any qualifying title is lodged with the Member Body.

(NSW) Rationale: As this section is concerned with Titles, NSW proposes the requirement to apply for titles be highlighted again here.

8.1 Sighthounds and Eligible Breeds

DOGS NSW(NSW) Note proposals in each section to amend passing score in all stakes to 100.

(NSW) Rationale: Both local and international judges have noted that passing scores higher than 100 across two stakes require compression of points awarded to passing dogs that result in difficulty differentiating a ‘good’ run from an ‘excellent’ one and leading to frequent requirements for count back to determine placings

Dogs entered in a Lure Coursing Trial shall be eligible to receive Title Certificates upon meeting the requirements set out below. Applications are to be made to the State Member Body once requirements are met. These dogs may gain Title Certificates whether competing as a single dog on the field or coursing with another dog. Please see Appendices 1-3 for Title Progression charts.

a) Junior CourserDogs who have competed in two (2) meets (two runs per meet) and scored a total of 150 points or more at both meets in which they were entered become qualified to compete in the Open, Veteran, or Singles Stakes or graduate to the Coursing Ability Test. (Amended EM#138, 07/16)

For a sighthound or other recognised breed to graduate to Open or Veteran Stakes, a QC (Qualifying Course) run is undertaken. The QC is to ensure the Junior Courser runs cleanly (does not interfere with another dog). The QC dog is an experienced dog of the same breed, or of similar running style (each dog’s owner must agree for the dogs to run together if the breeds are different). If the dog does not run cleanly, the owner may choose to run their dog in another QC run at subsequent meets (after practicing with more single JC runs), or graduate to the Singles Stakes.

DOGS ACT(ACT) Proposed Change Junior CourserDogs who have competed in two (2) meets (two runs per meet) and scored a total of 150 points or more Passed at both meets in which they were entered become qualified to compete in the Open, Veteran, or Singles Stakes or graduate to the Coursing Ability Test. (Amended EM#138, 07/16)

For a sighthound or other recognised breed to graduate to Open or Veteran Stakes, a QC (Qualifying Course) run is undertaken. The QC is to ensure the Junior Courser runs cleanly (does not interfere with another dog). The QC dog is an experienced dog of the same breed, or another sighthound or eligible breed of similar running style (each dog’s owner must agree for the dogs to run together if the breeds are different). If the dog does not run cleanly, the owner may choose to run their dog in another QC class at subsequent meets (after practicing with more single JC runs), or graduate to Singles Stakes.

Rationale JC Pass score - Junior Courser should be a straight Pass or Fail. It is a test of the dog’s ability to Course or Not to Course the lure and move to the next class of competition, so scoring is not required. QC - Adding “another sighthound or eligible breed’ for the QC, clarifies which dogs can QC a sighthound

(QLD) Rationale: 8.1 All BreedsTo more clearly define lure coursing stake definitions. Junior Courser is common to all breeds, where QC or Qualifying Courses are sighthound specific and should be moved to their stake definition for clarity.

DOGS NSWNSW) Amend section to read:

a) Junior CourserDogs who have competed in two (2) meets (two runs per meet) and scored a total of 100 150 points or more at both meets in which they were entered become qualified at the age of 18 months or over to compete in the Open, Veteran, or Singles Stakes or graduate to the Coursing Ability Test. Points can only be accumulated at a meet where the dog has accrued a minimum total score of 170 100 per meet (two runs). Points are not transferable between Open/Field Champion/Veteran Stakes and the Singles Stakes. (Amended 08/17, EM#148)Passes are to be given under a minimum of 4 different judges or judging combinations if more than one judge is presiding.

Rationale: Points for Qualifying - The current scoring system is confusing and Dogs in Open should be no worse off than the dogs in Singles. Currently a dog passing in Open against other dogs may only score 1 pt, whereas the dog running by itself in Singles will score 4pts.

Points required for title - The points required for an Open title (FCh) have been changed to 75, as the maximum pts a dog can gain at one event has been increased to 15pts.

Pass Score - The score of 170 over two runs is high and does not allow the judges enough room to reflect the difference of a dog just meeting the criteria, doing a good run, a very good run to an outstanding run. A 75 in other disciplines is an excellent score, yet here it is just a pass. Changing the pass

2019 LURE COURSING MTG – ATTACHMENT 5f

(QLD) Rationale: 8.1b Open StakesThere are major changes to this section and the inclusion of a points table to be used for Open, Veteran and Field Champion title progression. A major change in this proposal allows Open dogs that pass on the day to receive 4 points towards their title. This is needed to ensure the viability of the Open stakes competition. Considered the pinnacle of lure coursing, currently all dogs competing in the Open, Veteran and Field Champion stakes that pass do not receive 4 points towards titles. The winners that pass receive extra points but dogs that finish outside of the top three and who still pass with very high scores only achieve one point. This has been proven to be a significant deterrent to the growth of the sport in the Open and Field Champion stakes. This needs to be urgently fixed to encourage competition and entries in this stake. The inclusion of a points table explains how points are attributed to dogs competing in the stake. The current rules do not cater for more than eleven dogs of one breed competing as first second and third all get the same points awarded on their certificates, a total of ten points, clearly the current rules did not allow or cater for the growth of the sport. The suggested change clearly outlines point accrual with multiple entries of one breed coursing. This proposed change also reverts back to the 100 point title, instead of the current 50 point title. By awarding all dogs that pass, four points, those that finish outside the top three, will be able to achieve a 100 point title in 25 trials. In the current rules a dog passing but finishing outside of the top three will take 50 trials to obtain a title. Which is unattainable and not sustainable.A solo running dog of any breed with the proposed 100 point title will have to achieve 15 passing scores to obtain a title, as opposed the 13 required in the current 50 point title. So it is achievable and attainable for solo running dogs to title. The current rules are biased towards single dogs competing and once a trial has larger numbers of dogs competing in Open it discriminates against multiple dogs. The table also includes places and extra points for dogs finishing to fourth place, which also brings the scoring system inline with some international scoring frameworks. This change is considered essential for the growth and continued viability of the sport in Australia. The second major change incorporated in this section concerns the pass point, or the passing mark that allows a dog to accrue points towards a title. The change suggested introduces the International standard pass point of 100/200, or 50% as the combined pass point total to be used for all stakes. This would bring the ANKC in line with ASFA, FCI and AKC, who all use the 50% pass point as a standard.Dropping the pass point to 50%, gives judges more room to move with their scores and allows a judge to score a dog with a realistic minimum score that allows the dog to continue competing in the trial. This then adds integrity to more scores across a trial, with lower minimum scores not affecting higher scoring dogs. This change is considered essential for the growth and continued viability of the sport in Australia.Because this is the Open competition it is expected that dogs running in Open Stakes will run with and beside another dog, not just when they QC. Therefore, it is required that solo running dogs be required to run with competition in either a mixed stake or with another breed of similar running style to obtain the required First placing for title accrual. Note this does not have to be at every just to obtain placings.

DOGS NSW(NSW) New Section 8.1(b)

8.1(b) For a sighthound or other recognised breed to graduate to Open or Veteran Stakes, a QC (Qualifying Course) run shall be undertaken.

The QC is to ensure the Junior Courser runs cleanly (does not interfere with another dog). The QC dog shall be an experienced sighthound of the same breed, or of similar running style (an Open or Field Champion dog if available). If another breed is to used, each dog’s owner must agree for the dogs to run

together if the breeds are different). If the dog does not run cleanly, the owner may choose to run their dog in another QC run at subsequent meets.

A dog that successfully passes at QC shall be issued with a Qualifying Certificate. This Certificate shall be produced, if requested, to any Secretary who seeks to verify a dog’s eligibility to compete in an Open or Veterans stake. All rules relating to the conduct of Lure Coursing trials apply to the conduct of both dogs in a QC.

(NSW) Rationale: Separate the requirements for QC out from the JC title and clarifies them. To codify the rules for dogs participating in Qualifying Courses to ensure that the QCs are conducted fully in accordance with the general meet rules. Ensures that Secretaries can verify the QC status of any dog.

DOGS SOUTH AUSTRALIAAmend paragraph 8.1 (b) to award a scale of points based on the scoring performances to competing dogs that accrue the passing score of 170.

b) Open StakesNote: Championship points towards the Field Champion title can only be accumulated within the Open Stakes.Points shall be awarded at breed level for exhibits eighteen (18) months of age.Eligible dogs will receive points based on scored performances as per the following scale:

Passing Score Points170 > 175 1176> 180 2181 > 185 3186 > 190 4191 > 195 5196 > 200 6

plus3 points for 1st place in breed 2 points for 2nd place in breed 1 point for 3rd place in breed

50 Points are required to be earned by a sighthound or eligible breed, to be eligible for the title Field Champion (FCH.). Points can only be accumulated at a meet where the dog has accrued a minimum total score of 170 per meet (two runs). Points are not transferable between Open/Field Champion/Veteran Stakes and the Singles Stakes.

Rationale:The reasoning behind this proposal is for a fairer and more attainable point system that is sound for the growth of the sport. As the sport is still in its infancy, the short time that has been running it has become clear that the current point system does not take in any allowances of larger fields than occur in more popular sighthound breeds and once lure coursing increases in entry numbers for sighthounds the current system fails and exhibits- that the fact that, in large fields, dogs placing 1,2 and receive the same number of points the inequity of point allocation for passing dogs in Open that do not place third tor better

37

Page 38: ANKC Lure Coursing Working Partyankc.org.au/media/9265/7-attachment-5f.docx · Web viewAligns wording with previous submissions and removes the word “judged” as it is unnecessary

2019 LURE COURSING MTG – ATTACHMENT 5f

the inequity that breeds with large numbers who may perform with better scores will receive less points than a breed that have less competition and obtain a lower score.

As the rules now stand, an Open dog that runs well and scores over 170 points but does not finish either first, second or third, only receives one (1) point for the day (even though that may have scored well above the minimum pass grade) whereas a dog that is competing in a field with no competition that scores the pass grade of (170) will receive 4 points irrespective of breed numbers.

Example of current system - dog X that's places fourth with a score of 186 will receive 1 point, dog X that places first with no other competition with a score of 171 will receive 4 points.

Proposed point score - dog X that's places fourth with a score of 186 will receive 4 points, dog X that places first with no other competition with a score of 171 will receive 4 points.

By adopting the new proposed system, it doesn't discourage those people with popular breeds from entering in the Open Stake as dogs are rewarded points based on performance scores. It will give them the opportunity to still work towards obtaining their Field Champion title. We believe it will maintain the integrity of the status of a FCH and still make owners feel the title is attainable and benefit the growth of the sport.Through awarding points on dog’s performances and not just simply based on whether they place 1st, 2nd or 3rd it would potentially increase entry numbers into our sport and believe that leaving it as it currently stands could be a huge discouragement to the owners whose dogs may seldom finish in the top 3.

c) Field Champion Stakes Sighthounds and eligible breeds who have gained their FCH title may be eligible to compete for the Lure Courser of Merit (LCM) title. They must have gained an additional forty (40) breed points after gaining their FCH title and have received one first or two second placings to achieve the LCM. (Amended 08/17, EM#148)

Sighthounds and eligible breeds who have gained their LCM may be eligible to compete for the Lure Courser Excellent (LCX) title. They must have gained an additional twenty-five (25) breed points after gaining their LCM title. (Amended 08/17, EM#148)

A higher numbered title will be available for every additional twenty (20) breed points (LCX2, LCX3 etc).

Sighthounds and eligible breeds who have gained their LCM may be eligible to compete for the Lure Courser Excellent (LCX) title. They must have gained an additional twenty-five (25) thirty-five (35) breed points after gaining their LCM title. (Amended 08/17, EM#148)

A higher numbered title will be available for every additional twenty (20) breed points (LCX2, LCX3 etc).

(QLD) Rationale: Field Champion Stakes 8.4Field Champion stakes suffer from the same inequities in the current rules so changes that have been proposed for Open Stakes flow through to Field Champion. This includes increasing the number of points for an LCM title to 55, as points will accrue quicker using the points table provided. This ensures that this stake will remain viable and attainable.

DOGS NSW(NSW) Insert new section for new title:

c. Senior Courser

8.1(c) To be eligible for the title of Senior Courser, 8 Passes after the award of the JC are required to be earned. Passes can only be accumulated in the Singles, Open or Veterans streams at a Trial where the dog has accrued a minimum total score of 100 per Trial (two runs). To be eligible to apply for the title, passes must be given by a minimum of four different judges on 2 different fields.

( NSW) Rationale: To provide an interim more widely achievable Sighthound title between the entry level JC and the top tier Field Champion title.

d) Veteran Stakes Points shall be awarded at breed level for dogs seven (7) years of age or over (excepting Irish Wolfhounds who are five (5) years or older). The maximum points earned at any one meet is ten (10) points.

Eligible dogs will receive:1 point for competing, plus3 points for 1st place in breed, plus 1 point for each dog beaten in the breed2 points for 2nd place in breed, plus 1 point for each dog beaten in the breed1 point for 3rd place in breed, plus 1 point for each dog beaten in the breed

50 Points are required to be earned by a sighthound or eligible breed, to be eligible for the title Veteran Field Champion (vFCH). Points can only be accumulated at a meet where the dog has accrued a minimum total score of 170 per meet (two runs). Points are not transferable between Open/Field Champion/Veteran Stakes and the Singles Stakes. If a dog is part-way through their coursing career and becomes a Veteran, all points accrued in Open/Field Champion Stakes can be transferred across when the dog starts to compete in Veteran Stakes. Once enrolled in Veteran Stakes, a dog cannot transfer out.

Sighthounds and eligible breeds who have gained their vFCH title may be eligible to compete for the Veteran Lure Courser of Merit (vLCM) title. They must have gained an additional thirty (30) breed points after gaining their vFCH title and have received one first or two second placings to achieve the vLCM.

Sighthounds and eligible breeds who have gained their vLCM may be eligible to compete for the Veteran Lure Courser Excellent (vLCX) title. They must have gained an additional twenty (20) breed points after gaining their vLCM title.

A higher numbered title will be available for every additional twenty (20) breed points (vLCX2, vLCX3 etc).

DOGS ACT(ACT) Proposed Change

d) Veteran Stakes Points shall be awarded at breed level for dogs seven (7) years of age or over (excepting Irish Wolfhounds who are five (5) years or older). The maximum points earned at any one meet is ten (10) fifteen (15) points.

Eligible dogs will receive:1 point for competing, plus3 points for 1st place in breed, plus 1 point for each dog beaten in the breed2 points for 2nd place in breed, plus 1 point for each dog beaten in the breed1 point for 3rd place in breed, plus 1 point for each dog beaten in the breed 4 points for obtaining a qualifying score, plus1 point for each dog beaten in the breed

50 Points are required to be earned by a sighthound or eligible breed, to be eligible for the title Veteran Field Champion (vFCH). Points can only be accumulated at a meet where the dog has accrued a minimum total score of 170 100 per meet (two runs). Points are not transferable between Open/Field Champion/Veteran Stakes and the Singles Stakes. If a dog is part-way through their coursing career and becomes a Veteran, all points accrued in Open/Field Champion Stakes can be transferred across when the dog starts to compete in Veteran Stakes. Once enrolled in Veteran Stakes, a dog cannot transfer out.Passes are to be given under a minimum of 4 different judges or judging combinations if more than one judge is presiding.

Changing the pass mark to 50/100 in each run, allows the judge much more scope to commensurately reward a dog’s effort coursing.

Number of judges – currently there is no mention of the number of different judges required for qualifying scores/passes for sighthounds, but there is in CAT stream. This is to bring it in line with that and other disciplines (ie agility, showing, etc) where the qualifications need to be under multiple judges.

This stream is eligible for the Best in Field award. Refer to ss 10.10.

(NSW) Rationale: NSW proposes that the Open stream provisions be amended to ensure that the Field Champion title is accessible to high performing dogs in low numbered breeds, without being too easy to achieve for middle performing dogs in high numbered breeds. The amendments do this by lifting the score requirement to title to 75 points and allowing the award of Best in Field to accrue additional points. The Field Champion title is the pinnacle of achievement in the sport, and, similar to Champion titles in other sports, should only be awarded to dogs of outstanding achievement in the field – that is, those dogs who regularly best other dogs. Therefore, these amendments also clarify that points do not accrue for beaten dogs after the 3rd place. Additionally, to ensure that dogs demonstrate their fitness for purpose, we propose that the title requires, in addition to a first or two second places, that the qualifications must be earned on a minimum of 4 fields, under at least 6 different judges.

Dogs must complete two (2) courses at the Meet with a minimum total score of 160 points to be eligible to receive a Pass.

Rationale: Age for starting – 12 months is too young for some dogs. Growth plates haven’t closed over until well after 12months for most breeds and young dogs will not have the muscle strength or fitness to run such long course. Agility trials also have 18mths for the same reason.

JC Pass score - In Junior Courser is should be a straight Pass or Fail. It is a test of the dogs ability on whether it Can or Can Not course and move to the higher class of competition, so scoring is not really required.

8.2 Titles for All Other Breeds

8.2.1 The Coursing Ability Test (CAT) is open to all eligible dogs at least twelve (12) eighteen (18) months of age and over, who have passed the Junior Courser runs. Dogs must complete two (2) courses at the Meet with a minimum total score of 100 160 points to be eligible to receive a Pass.

(NSW) Rationale: Amend in line with increased minimum entry age of 18 months and revise passing score to 100.

8.2.2 Three titles will be awarded for Dogs that pass the CAT the required number of times.

a) Coursing Ability (CA) – 10 Passes are required to be earned to be eligible for the title. Passes can only be accumulated at a meet where the dog has accrued a minimum total score of 160 per meet (two runs). Passes must be given by a minimum of three different judges.

Pass Score - The score of 170 over two runs is high and does not allow the judges enough room to reflect the difference of a dog just meeting the criteria, doing a good run, a very good run to an outstanding run. A 75 in other disciplines is an excellent score, yet here it is just a pass. Changing the pass mark to 50/100 in each run, allows the judge much more scope to commensurately reward a dog’s effort coursing.

Number of judges – many trials have 2 judges, so the same judge might be used multiple times but with a different judging partner. A judging combination is not mentioned and can be as individual as a single judge.

DOGS QUEENSLAND(QLD) Proposed Changes 8.2 Titles for All other Breeds

8.2 Titles for All Other Breeds 8.7 Coursing Ability Stakes

8.2.1 The Coursing Ability Test (CAT) 8.7.1 The Coursing Ability Stake (CAS) is open to all eligible dogs twelve (12) months of age and over, who have passed the Junior Courser Test. Dogs must complete two (2) courses at the trial with a minimum total score of 160 100 points to be eligible to receive a Pass.

8.7.2 The following titles will be awarded for Dogs that compete in the Coursing Ability Stake.

(a) Coursing Ability (CA) –10 passes are required to be earned eligible for the title. Passes can only be accumulated at a trial where the dog has accrued a minimum total score of 160 100 per trial (two courses).

(b) Coursing Ability Advanced (CAA). 8 Passes are required to be earned by An additional 8 Passes (18 passes total) are required to be eligible for the title. Passes can only be accumulated at a trial where the dog has accrued a minimum total score of 100 per trial (two courses).

(c) Coursing Ability Excellent (CAX). 8 Passes are required to be earned by An additional 8 Passes (26 passes total) are required to be eligible for the title. Passes can only be accumulated at a trial where the dog has accrued a minimum total score of 160 100 per trial (two courses).

(d) Coursing Ability Champion (CACH) An additional 5 Passes (31 passes total) are required to be eligible for the title. Passes can only be accumulated at a trial where the dog has accrued a minimum total score of 160 100 per trial (two courses).A higher numbered title will be awarded for every additional 5 passes (eg CAX2, CAX3).

(QLD) Rationale: Coursing Ability Stakes 8.7The major change in this section is the introduction of a Coursing Ability Champion Title. With the undeniable growth of the sport for all breeds, not just Sighthounds, it was considered essential and fair to provide a pathway to a Champion title for Coursing Ability dogs. This will increase participation rates in every state and improve the viability of the sport in each state and provide substantial growth across all breeds participating in Lure Coursing.

The title should be different to Sighthound titles and specific to Coursing Ability (CA) dogs. The offering of a Coursing Ability Champion (CACH) will not come easy for CA owners and will only be obtained through dedication and a fit and resilient dog and a minimum of thirty one (31) passing scores at 31

different trials. This would be a very significant achievement for any dog and would be an appropriate reward for a Coursing Ability dog.

This change is considered essential for the growth and continued viability of the sport in Australia. In line with all other stakes it is proposed that the pass point has been dropped to 50% or 100 points from two runs to earn a pass towards a title.

Title progression has also been clarified, with the total number of passes required for each step along the Coursing Ability title path way. This change is reflected in the new title progression boxes included.

DOGS NSW(NSW) Amend to read:

8.2.2 Three titles will be awarded for Dogs that pass the CAT the required number of times. Application for the award of the previous title is a prerequisite for competition at the higher level.

a) Coursing Ability (CA) – 10 5 Passes are required to be earned to be eligible for the title. Passes can only be accumulated at a meet where the dog has accrued a minimum total score of 100 160 per meet (two runs). Passes must be given by a minimum of three different judges.

b) Coursing Ability Advanced (CAA) 8 6 Passes are required to be earned to be eligible for the title. Passes can only be accumulated at a meet where the dog has accrued a minimum total score of 100 160 per meet (two runs). Passes must be given by a minimum of four different judges.

c) Coursing Ability Excellent (CAX) 8 7 Passes are required to be earned by to be eligible for the title. Passes can only be accumulated at a meet where the dog has accrued a minimum total score of 100 160 per meet (two runs). Passes must be given by a minimum of four different judges..

A higher numbered title will be awarded for every additional 5 passes (eg CAX2, CAX3).

(NSW) Rationale: NSW proposes that the number of qualification passes required for the CA stream suffix titles be reduced. As the title stream is not eligible for prefix titles, and the titles are not reflective of breed function ability, we have considered submissions from CAT stream people concerned that the CA titles are not accessible except in a minority of states that run enough trials for a title to be achieved in a year. We consider that achievable titles in every state are important to build the sport. Minimum age and passing score are amended in the proposed text in line with previous proposals.

DOGS VICTORIA(VIC) Proposed Change 8Delete 88.1 Sighthounds and Eligible Breeds

8.1 All Breeds

8.1.1 Junior Courser

All eligible registered dogs over the age of 12 months of age on the day of the trial shall be eligible to compete in the Junior Coursing event. A qualifying score is the attainment of a minimum of 100 points over two runs held on a single day. A dog that has achieved two qualifying scores at two different trials awarded by two different judges, is eligible to apply for the title of Junior Courser (JC).

8.1.2 Intermediate Courser

The dog must attain a minimum of 100 points to be considered eligible to graduate to Open or Veterans Stakes. Each dog’s owners must agree for the dogs to run together if the breeds are different. If the dog does not run cleanly, the owner may choose to run their dog in another QC run at subsequent meets, or graduate to Single Stakes. There is no title associated with this level.

Upon attaining the LCM or vLCM title, a dog that gains a further five qualifying scores under a minimum of three different judges is eligible to apply for the title of Lure Courser of Excellence (LCX) or Veteran Lure Courser of Excellence (vLCX). The LCX or vLCX title replaces the LCM or vLCM title on a dogs pedigree.

8.2.5 Single Stakes / Veterans Single Stakes

Should a dog not attain a Qualifying Certificate, or should the owner choose, a dog may run individually instead of progressing to the Open Stakes. A qualifying score is the attainment of a minimum of 100 points over two runs held in a single day. A dog that has achieved five qualifying scores at five different trials, awarded by a minimum of three different judges, is eligible to apply for the title of Field Champion (sFCh) or Veteran Field Champion (svFCh). The sLCX or svLCX title replaces the sLCM or svLCM title on a dogs pedigree.

8.2.8 Dogs who reach the age of 7 years, or five years for Irish Wolfhounds, during their coursing career, shall be able to convert their qualifying scores to the equivalent Veteran competition level.

8.2.8 Dogs who reach the age of 7 years, during their coursing career, shall be able to convert their qualifying scores to the equivalent Veteran competition level.

(VIC) Rationale: 8

New title progression stream to make judging and scoring simplified, and to provide a championship title availability for non sighthound dogs. The inclusion of the IC title more closely follows the flow of other ANKC sports, and allows for sighthounds under eighteen months of age to gain experience and continue competing until they are old enough to compete in Open Stakes. (QLD) Rationale: From our experience of conducting more than 50 trials these two roles are best split if staff are available – the Trial Secretary is a management role whereas the Trial Manager is an administrative role on the day.

DOGS NSWNSW) Amend to read:

9.1 Race Secretary

The Race Secretary is very similar to a conformation Show Secretary and there are certain qualifications that are required for this position.

Shall be responsible for making sure that the grounds for the meet are checked and secured, and also checks with the people responsible for all the equipment to ensure that all is in place and functioning.

Updates the gate steward/judges sheet of those dogs that are absent.

Approves anyone who is to be allowed in the judging area other than the officials on the day (e.g. training judges).

The Race Secretary also has the authority with the approval of the committee members present on the day to dismiss from the grounds any individual who wilfully interferes with any person, dog or official. In these instances a report is to be written up and submitted to the State Member Body.

Ensures a permanent record is kept of the meet for the club archives

Provides judges with a copy of a marked catalogue

Ensures all placement awards are on hand

Compiles the results of the day for the Club Secretary to submit to the Member Body, accompanied with the applicable fee payable. complete with the R10 form.

(NSW) Rationale: Remove reference to the term “Race” when referring to the Secretary. In line with the proposal above, delete the word “Race” from the heading. This amendment also clarifies the Secretary’s role in marking dogs absent, removes local administration for member body reports in the rules and requires the Secretary to provide the judge with a copy of a marked catalogue. It also removes the discretion to accept substitutions in line with our other submission.

Ensures a permanent record is kept of the meet for the club archives

Ensures all placement awards are on hand

Compiles the results of the day for the Club Secretary to submit to the Member Body, accompanied with the applicable fee payable complete with the R10 form any necessary forms.

(VIC) Rationale: 9.1More accurately defines the role of Trial Secretary and removes R10 form which is not a national form and allows for the differences between all states

9.2 Gate Steward

The Gate Steward is the intermediary between those competing on the field, and those waiting to enter on the field.

To give the owners ample warning to warm their dogs up for their run.

Ensures that safety precautions are observed (covered shoes for handlers, and no collars or check chains on dogs).

To have the dogs warmed up and ready at the gate entrance to the field when the Huntmaster calls for next dog.

Notifies the Huntmaster and judge the number for the dog that is entering the field to be judged.

Notifies the Huntmaster and judge if a dog is being used as a pacer for an Open Stakes dog of a different breed, or is a QC test dog for a Qualifying Courser (QC) run.

Marks off each dog as it is enters the field and records those that are absent for both courses/runs of the day.

(QLD) Proposed change: delete

(QLD) Rationale: It is not the responsibility of the Gate Steward to ensure dogs are warmed up.

Notifies the Huntmaster and judge the number for the dog that is entering the field to be judged.

(QLD) Proposed change: delete

Verifies that the handler is wearing their number prior to entering the field.

(QLD) Rationale: While it is the responsibility of the Gate Steward to ensure the competitor is wearing the correct number it then is the responsibility of the judge to ensure they score the dog with the correct number.

Notifies the Huntmaster and judge if a dog is being used as a pacer for an Open Stakes dog of a different breed, or is a QC test dog for a Qualifying Courser (QC) run.

(Qld) Proposed Change: delete

(QLD) Rationale: Dogs are not used as pacers in the Open Stake – if there is only one dog of a breed it may run with a different breed of similar running style but this is a matter for the judge to decide.

Marks off each dog as it is enters the field and records those that are absent for both courses/runs of the day.

DOGS NSWNSW) Amend order of responsibilities of Gate Steward and amend wording as follows:

9.2 Gate Steward The Gate Steward is the intermediary between those competing on the field, and those waiting to enter on the field.

To give the owners ample warning to warm their dogs up for their run.

Ensures that safety precautions are observed (covered shoes for handlers, and no collars or check chains on dogs).

Marks off each dog as it is enters the field and records those that are absent for both courses/runs of the day.

The Gate Steward controls entry to the field. The gate steward has responsibility for

Giving adequate notice to handlers that their dogs are due to run.

Notifying the Huntmaster of any absentees, scratchings or changes of running order.

Checking that each Open dog is wearing an approved blanket of correct colour.

Ensuring that each handler is wearing the correct number and that it will be visible to the Huntmaster.

Controlling the marshalling area.

Ensures that safety precautions are observed (covered shoes for handlers, no check chains on dogs).

Ensure dogs enter the field with only one item of permitted restraint attached

Marking dogs who are called absent when their course is called on the Steward’s sheet.

(NSW) Rationale: This proposal clarifies that entry to the field and the marshalling area is controlled by the gate steward. It also places responsibility for checking correct blanket allocation on the gate steward. The Gate steward is responsible for ensuring that dogs do not enter the field on check chains, and so this proposal brings the prohibition on check chains on the field into this section. The proposal also limits the restraints used on the dog to one to reduce the risk of delays and handling errors resulting in a loose dog. The concept of a “pacer dog” is removed under this proposal, as it is considered unnecessary.

DOGS VICTORIA

Proposed Change:

* Ensures that the safety precautions are observed (covered shoes for handlers, and no collars, harnesses or check chains on dogs).

Rationale: Ensures that dogs are not run wearing harnesses.

(VIC) Proposed Change 9.29.2 Gate Steward

Shall advise the judge/s of the number of the dogs due to run.

Shall ensure that discarded leads and collars do not interfere with the line.

(NSW) Rationale: clarifies that it is the Huntmaster that has responsibility for indicating when dogs may enter the course and for ensuring discarded leads and collars do not impede safety. Will ensure that a handler handles one dog only in each course

It is beneficial to only have one Lure Operator for the meet, One Lure Operator shall drive the lure for each test and trial as it will ensure consistency for all dogs in competition . The Lure Operator

Responsible for laying of the course, not course design. Shall walk the course before the commencement of each Test or Trial

(NSW) Rationale: Ensures that each test or trial is driven by one Lure Operator ensuring consistency for dogs. Ensures Lure Operator will walk the course. Removes reference to course design as this is dealt with elsewhere.

Will make one test run of the lure before the first course is run. Where possible, a reliable coursing dog should be used to test the flow of the course.

(NSW) Rationale: includes a requirement, when possible, to test courses by having a dog test them before less experienced dogs are run.

Starts and stops the lure on the signal from the Huntmaster.

Will attempt to keep the lure a reasonable distance in front of the dog at all times. If there are two dogs running then the lure is to be kept in front of the lead dog. In the event the lure becomes unsighted, the lure must continue in the planned direction until completion of the course.

Will stop the lure on a signal from the Huntmaster or judge(s), but shall automatically stop the lure anytime a dog becomes entangled in the lure string or when a potentially dangerous situation may develop.

Shall notify the judge(s) of any occurrence that happens during the course which might be grounds for excusal, dismissal or disqualification. Appropriate action shall be at the sole discretion of the judge(s).

DOGS VICTORIA(VIC) Proposed Change 9.49.4Lure Operator

The Lure Operator is responsible for operation of the machine that drives the lure around the course. Whilst it is beneficial to only have one Lure Operator for the meet, as it will to ensure consistency for all dogs in competition, where it is necessary to change lure operators, no person shall operate the lure for any dog that they owned, or is owned by a member of their family.

Responsible for laying of the course, not course design.

Will make one test run of the lure before the first course is run.

Starts and stops the lure on the signal from the Huntmaster.

Will attempt to keep the lure a reasonable distance in front of the dog at all times. If there are two dogs running then the lure is to be kept in front of the lead dog. In the event the lure becomes un-sighted, the lure must continue in the planned direction until completion of the course.

(VIC) Rationale: 9.4It is not always possible to have just one lure operator, and this clarifies who can drive for exhibitors.

10. RUNNING THE MEET

10.1 The order and arrangement of dogs coursing shall be determined by a random drawing by breed at the beginning of the Meet. Every entry not excused, dismissed or disqualified shall be run twice. Dogs absent at roll call or when their course is called shall be scratched.

DOGS ACT(ACT) Proposed Change 10.1

The order and arrangement of dogs coursing shall be determined by a random drawing by breed at the beginning of the Meet. Every entry not excused, dismissed or disqualified shall can be run twice. Dogs absent at roll call check in or when their course is called shall be scratched.

Rationale: Remove excused, as dogs excused can run in the 2nd run. Change Shall to Can – to allow clubs to restrict the numbers on the 2nd run if time pressures exist, ie only dogs that can qualify run in the 2nd run. Change roll call to Check in. The check in is the more commonly used term in all dog sports in Australia, so exhibitors will be more familiar with it.

DOGS QUEENSLAND(Qld) Proposed changes 10.1

10.1 The order and arrangement of dogs competing in Open Stakes, Field Champion Stakes and Veteran Stakes shall be determined by a random drawing by breed at the beginning of the trial. The draw shall be after check-in and shall be made in full public view. A separate draw shall take place for both runs.

10.2 Every entry not excused, dismissed or disqualified shall be run twice.

10.3 Dogs absent at check in or when their course is called shall be scratched.

(QLD) Rationale 10.1: These are 3 separate issues so should be numbered separately. Need to add stakes in which a draw takes place. A separate draw for the second run gives dogs with a wide draw in the first run a chance of a more favourable position

DOGS NSW(NSW) Amend to read:

10.1 The order and arrangement of dogs coursing in Open & Veteran Stakes (including Field Champion stakes for these classes) shall be determined by a random public drawing by breed at the beginning of the Meet. Blanket allocations shall be publically displayed at the Secretary’s tent prior to the running of stakes. Blanket colours may not be changed after the public draw and blanket announcement. Every entry not excused, dismissed or disqualified shall be run twice. Dogs absent at roll call or when their course is called shall be scratched.

If, by dismissal, disqualification or withdrawal, the number of dogs in stakes become unbalanced, the judge may direct that a second random public draw be made to redistribute dogs before the commencement of the second course. On completion of any second draw, the blanket numbers for dogs are to be publicly displayed prior to the commencement of the second course. No other reassignment of blanket colours or changing of dogs between stakes is permitted.

(NSW) Rationale: NSW proposes that the rules be amended to clarify that the requirement for draws pertains only to Open and Veteran’s stakes including Field Champion Stakes for these streams. Proposed amendments also ensure the draw is done at the beginning of the meet and made public. The proposed amendments prohibit the changing of blanket colours once allocated by public draw to stop handlers or officials manipulating which dogs run together. The proposed amendments allow handlers to withdraw dogs if they are considered to be unfit to continue. Information about marking dogs absent has been deleted and moved to the section setting out Secretary and Gate Steward roles.

DOGS VICTORIAVIC) Proposed Change 10.110.1 The order and arrangement of dogs coursing shall be determined by a random drawing by breed at the beginning of the Meet. Every entry not excused, dismissed or disqualified shall be run twice. Dogs absent at roll call or when their course is called shall be scratched. It is at the discretion of the Trial Secretary, in consultation with exhibitors, to make amendments to this draw where it allows for exhibitors to handle their dog in different runs.

(VIC) Rationale: 10.1This allows some discretion where an exhibitor may otherwise have multiple dogs drawn together and they may then make adjustments to allow for ease of handling.

10.2 The draw shall be after roll call and shall be made in full public view.

DOGS VICTORIA(VIC) Proposed Change 10.9Delete 10.910.9 Best in Field contenders are those who have competed in Open and Field Champion Stakes only.

(VIC) Rationale: 10.9With proposed new class and title progression, this would be offered at the discretion of the club only.

10.10 Best in Field does not accrue points and is an honorary title; as such, how Best in Field is awarded remains at the discretion of the individual club.

DOGS QUEENSLAND

(Qld) Proposed change 10.6 Change to 10.10

Ties for the highest scoring dog of breed in each of the Open Stakes, the Field Champion Stakes and the Veteran Stakes will be determined by countback. Whichever dog has the highest scores in the Preliminary Course in the following three categories in order will be eligible to compete for BOB. The first being Follow, the second Agility, the third Endurance. If all three scores are the same for the Preliminary Course, the scores for the Final Course will be used similarly.

(QLD) Rationale: 10.6 Need a Best in each stake before you can determine BOB

(Qld) Proposed addition 10.11

Where a breed has dogs in one or more of the Open, Veteran and Field Champion Stakes, Best of Breed (BOB) will be decided in a runoff between the highest scoring dog of breed in each Stake. The winner of the BOB run off will receive the points awarded from its Stake (Open, Veteran or Field Champion), plus 1 point for each dog of its breed in the other Stakes. Dogs must compete in the run off or forfeit and remaining dogs run off, or win by forfeit.

(QLD) Rationale: 10.11. Need a consistent path to BOB which is easily understood by owners

10.9  Best in Field contenders are those who have competed in Open Veteran and Field Champion Stakes only and have qualified for Best of Breed.

Where possible, dogs of similar running style will be run together.

There will only be one run per dog for Best in Field.

(QLD) Rationale: 10.13. There are currently no guidelines for how this should be conducted

DOGS NSW(NSW) Amend to read:

Best in Field does not accrue points and is an honorary title; as such, how Best in Field is awarded remains at the discretion of the individual club. accrues points for each dog beaten to a maximum of 10 points. Along with the first place points for its breed, the Best in Field is eligible for additional points for each dog beaten to a maximum of 10 total points for the Meet. Best in Field shall be determined on the basis of scores awarded alone and not involve run offs between Sighthounds. Eligible streams for the Best in Field award are Open, FCh, Veteran and vFCh as the streams where dogs compete against other dogs for awards. Only one Best in Field may be awarded per Meet across all four streams. Where there is a tie in scores for Best in Field, it will be awarded on a count back. Only the winner of the Best in Field award is eligible for additional points in its class.

(NSW) Rationale: For reasons of health and safety, NSW proposes that Best in Field awards be calculated on a score only basis rather than requiring additional runs to determine places. This will remove pressure on handlers to over run dogs in warmer weather and prevents unsuitable breeds having to run directly against one another, for example, Irish Wolfhounds and Italian Greyhounds. Further this arrangement creates a pathway for outstanding Sighthounds to title as a FCh in low numbered breeds.

11. JUDGING

11.1 In addition to those rules and procedures set out previously, as they relate to judges, the following shall apply.

11.1.1 Judges officiating at Lure Coursing Tests or Trials must be registered with a Member Body list of eligible judges.

11.1.2 A Club may, at their discretion, use up to three judges for any given meet.

DOGS QUEENSLAND

(Qld) Proposed addition 11.1.2: The score given to the dog at the end of the meet, must be out of 200. Where two judges are used, the final score for each dog shall be the total sum of all four scores, divided by two. Where three judges are used, the final score for each dog shall be the total sum of all six scores, divided by three.

(QLD) Rationale: 11.1.2 How scores of more than one judge are compiled needs to be stated.

11.1.3 If a dog owned or part-owned or leased or part-leased by a judge or immediate family of such judge, irrespective of where they are domiciled or any other person normally domiciled with the judge, is entered in a meet, the stakes at which the dog is entered are to be judged by an alternative judge.

DOGS QUEENSLAND(Qld) Proposed addition 11.1.3: It is at the Affiliate’s discretion whether they release the average of the judges scores on the day or the individual’ scores.

(Qld) Rationale: 11.1.3: Clubs differ in whether they release individual or combined scores. This gives them the option to choose either.

(NSW) Rationale: NSW considers that to prevent perceptions of bias and to avoid the need to change judges between stakes, judges’ dogs should not be entered at trials where that judge is a scheduled judge. This will improve the consistency of judging across the breeds and ensure that no dog owned by a scheduled judge at a Meet can win Best in Field.

They shall not converse during the running of the course, nor shall they discuss anything pertaining to that course, except to state “no course”, until the score sheets have been turned in to the Race Secretary. They shall not discuss scores or placements of dogs.

(NSW) Rationale: NSW considers that judges need to discuss disqualifications, dismissals, excusals, re-runs etc. while on the field. The proposed amendment makes it clear that scores are not to be discussed.

11.1.8 A judge shall be able to call a “no course” for any of the following reasons:

a) The dogs are interfered with or disrupted or the judge cannot fairly score the course.

b) When a segment of the lure falls off and any dog reacts to said segment, but only if the course cannot be fairly scored.

c) If a dog or dogs touch or catch the lure and, in the judge(s) opinion(s) by so doing that action causes interference with the running of the lure, it shall be declared a no-course. Any time a dog becomes entangled in the string, the judge(s) shall order the lure stopped and may declare a no course.

NSW) Amend to read:

11.1.11 A judge may score some dogs in a course and re-run other dogs from the same course. At their discretion, the judge may score dogs which fail to complete the course for any reason, if a judge is able to do so. In the case where the dogs fail to run, a judge shall have the option of giving the dogs a minimum score or excuse them.

(NSW) Rationale: NSW considers that dogs that fail to run should not receive any score. There is nothing in the rules as written preventing a dog that doesn’t run from passing which would clearly not be in the spirit of the rules. Excusal of these dogs also speeds up the trial and prevents dogs who are not competitive being asked to repeat mistakes.

11.1.12 Dogs may be excused from the field by a judge for thefollowing reasons:

a) Dogs who fail to run after the Tally-Ho is given, in either the first or final course.

b) Dogs that course other dogs rather than the lure.c) Dogs whose handlers or owners interfere with the judges or officials.d) Dogs who delay the course.e) Handlers who wilfully interfere with another competitor, their dog or any

DOGS ACTACT) Proposed Change 11.1.12Dogs may be excused from the field by a judge for the following reasons:

a) Dogs who fail to run after the Tally-Ho is given, in either the first or final course.

b) Dogs that course other dogs rather than the lure.c) Dogs whose handlers or owners interfere with the judges or officials.d) Dogs who delay the course, including dogs that run onto an empty coursing

field and prevent the next dog from entering the field.e) Handlers who wilfully interfere with another competitor, their dog or any

official.

Rationale: Clarify this to include disruption of trials by dogs escaping and running on to the field between runs. As the field is empty of any other dog, they are not interfering but are delaying the trial.

DOGS QUEENSLAND11.1.12 Dogs may be excused from the field by a judge for the following reasons:

a)  Dogs who fail to run after the Tally-Ho is given, in either the first or final course.

b)  Dogs that course other dogs rather than the lure.

c)  Dogs whose handlers or owners interfere with the judges or officials.

d)  Dogs who delay the course – a dog who can’t be caught after 5 minutes

e)  Handlers who wilfully interfere with another competitor, their dog or any official.

(Qld) Proposed Change 11.1.12. Renumber to 11.1.13

Remove b), c) and e). Add time for delay(Qld) Rationale: 11.1.12: Remove sections are dealt with elsewhereNeed a time after which a dog causing a delay may be excused

DOGS NSW(NSW) Amend to read:

11.1.12 Dogs may be excused from the field by a judge for thefollowing reasons:

a) Dogs who fail to run after the Tally-Ho is given, in either the first or final course.

b) Dogs that course other dogs rather than the lure.c) Dogs whose handlers or owners interfere with the judges or officials.d) Dogs who delay the course.e) Handlers who wilfully interfere with another competitor, their dog or any

official.

(NSW) Rationale: NSW considers that items b), c) and e) are more serious events and more properly covered by the provisions for dismissal and disqualification.

11.1.13 Dogs will be dismissed from the field by the judge, for the day, for interfering (aggressively or playfully) with the course of another dog (Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal).

DOGS ACT(ACT) Proposed Change 11.1.13Dogs will be dismissed from the field by a judge and unable to participate for the rest of the meet for the following reasons:

a) Dogs who interfere (either aggressively of playfully) with another dog hindering its ability to complete its course;

b) Dogs who enter the field whilst another dog is running. c) Dogs that run onto an empty coursing field and prevent the next dog from

entering the field.

Rationale: Clarify this to include dogs escaping and running on to the field and interfering with another dog/s run.

DOGS QUEENSLAND11.1.13  Dogs will may be dismissed from the field by the judge, for the day, for interfering (aggressively or playfully) with the course of another dog (Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal).

Change “will” to “may”

(QLD) Rationale: 11.1.13Should be left at the judges’ discretion

DOGS NSW(NSW) Amend to read:

11.1.13 Dogs will be dismissed from the field by the judge, for the day:

for interfering (aggressively or playfully) with the course of another dog (Growling and/or barking, in and of itself, do not automatically constitute grounds for dismissal).

For invading the course at any time during the conduct of the Meet.

A dog not entered in a Test or Trial that invades the course shall be removed from the grounds immediately .

(NSW) Rationale: NSW considers that invasion of the course by an off leash dog at any time during the conduct meet should be a reason for disqualification due to the serious safety concerns associated with such an event, and the potentially adverse effect on any dog which is competing on the course at the time. Due to the seriousness of the event, NSW considers that course invasion is a practice that requires a penalty whether or not a dog is running. Removal of dogs not entered from the grounds will discourage the attendance of dogs that are not competing and cannot be adequately supervised.

11.1.14 Dogs shall be disqualified by a judge, or by agreement of all judges where more than one is used, for the following reason: fighting – the aggressor is fighting in the field. In the event that more than one judge decides and not all judges disqualify a dog, this disqualification constitutes a dismissal.

DOGS QUEENSLAND11.1.14  Dogs shall be disqualified by a judge, or by agreement of all judges where

Fighting – the aggressor is fighting in the field. In the event that more than one judge decides and not all judges disqualify a dog, this disqualification constitutes a dismissal.

Handlers who wilfully interfere with another competitor, their dog or any official

(QLD) Rationale: 11.1.14Handlers wo interfere should be a disqualification, not a dismissal (see section on this)

Adding an extra point means reads easier a separate points

DOGS NSW(NSW) Amend to read:

11.1.14 Dogs shall be disqualified by a judge, or by agreement of all judges where more than one is used, for the following reason: fighting – the aggressor is fighting in the field. In the event that more than one judge decides and not all judges disqualify a dog, this disqualification constitutes a dismissal will be applied.

(NSW) Rationale: Reverses the result of any dispute between judges about dismissal v disqualification to allow the more serious penalty to apply. Any aggression on the field warrants the more serious penalty.

11.1.15 If a dog is excused, dismissed or disqualified, the course may be called a no-course by a judge or judges. The remaining dog or dogs may be run in a remaining course if one exists or be given the opportunity to re-run alone and be scored.

DOGS QUEENSLAND(Qld) Proposed Change 11.1.15. Renumber to 11.1.16

(NSW) Rationale: In line with previous proposals, the reference to the Secretary removes the reference to Race. NSW also considers that judges changing scores should be restricted to errors of arithmetic rather than rescoring for any other reason.

11.1.19 A judge may not change his/her score or decision after a trial is concluded

DOGS NSW

(NSW) Amend to read:

7.  Prior to 2020 2022 must have coursed and titled a dog to Junior Courser (JC), and in the opinion of the ANKC Ltd Member Body, possess the necessary experience to enter the judges training scheme. From 1 January 2020 2022 must have personally coursed and titled a dog to Field Champion (FCH), / equivalent Veteran Field Champion, Singles Field Champion or Coursing Ability title. (Amended EM#138, 07/16)

(NSW) Rationale: The current entry level requirements do not contemplate a CAT dog owner becoming a judge beyond 2020. The proposed amendment corrects this, and allows 2 additional years for start-up states to bring together an initial cohort of judge aspirants.
