PURPOSE

To provide supported lodging accommodation for young people aged 16 – 17 in West Kent. The Kent project would serve three local authorities in West Kent, i.e. Tonbridge and Malling, Sevenoaks and Tunbridge Wells and would enable them to consider alternatives to placing young people for significant periods in bed and breakfast accommodation.

TIMESCALE

For the purpose of this agreement The “Effective Date” is 01 APRIL 2005 The “Termination Date” is 31 MARCH 2006

1. THE TARGET GROUP

Young people aged 16 or 17 years old who present as homeless to the Local Housing Authority (LHA) in Tonbridge & Malling, Tunbridge Wells or Sevenoaks.

1.1 LENGTH OF PLACEMENT

This would depend on the individual needs of the young person. Supported lodgings is meant to be a stepping stone towards independent living so placements are usually between 6-9 months. Length of placement will be decided via the quarterly review meetings and planning process.

2. ROLES AND RESPONSIBILITIES OF PARTNERS 2.1 RAINER KENT 16PLUS SERVICE

• To manage the supported lodging elements of the project.

• To recruit, select, train, supervise and support supported lodging providers in keeping with current policy and procedures for young people leaving care. The Rainer Kent 16plus accommodation officer in West Kent will undertake this role.

• The accommodation officer will work alongside Bridge Trust in order to assist with assessment, including risk assessment and appropriate matching of the young person.

• To review supported lodging placements on a 3 monthly basis in co-operation with Bridge Trust, young person and supported lodging provider.

• To contribute to the monitoring and evaluation of the service.

• To be a key member of the partnership/monitoring group and attend meetings as required.

• Rainer Kent 16plus will not be responsible for the support needs of the young person.

2.2 BRIDGE TRUST

• To accept referrals from the LHA.

• To ensure that each young person is assessed as being suitable for supported lodgings.

• To provide support to the young person on a regular basis throughout the placement and be responsive to need.

• To liase with other agencies to provide a community based network of support and resources.

• To ensure that a housing benefit form is completed and forwarded to the District Council.

• To attend regular review meetings of the young person.

• To contribute to the monitoring and evaluation of the service.

• To be a key member of the partnership group. 2.3 LHA

• To undertake an initial assessment of young people presenting as homeless to the LHA, in line with LHA criteria and referral policy.

• To make appropriate referrals for supported lodging placements to The Bridge Trust

• To accommodate young people in temporary accommodation during the assessment stage if required.

• To hold a £500 bond for each young person based on a room inventory, to be used when necessary. (See appendix ?)

• To ensure move on accommodation is secured, in liaison with the Accommodation Officer/Bridge Trust Worker.

• To contribute to the monitoring and evaluation of the service.

• To be a key member of the partnership/monitoring group. 3. DAY TO DAY OPERATION OF THE SERVICE 3.1 NUMBER OF PLACEMENTS

A maximum of six placements will be provided during the year Placements will generally be located within the West Kent region, but may with agreement be provided in neighbouring districts, e.g. Maidstone.

3.2 FAILURE TO PRESENT AT SUPPORTED LODGINGS PLACEMENT

Should the young person fail to move in on the date agreed a charge will be made based on the daily rate until either the young person arrives or a decision is made to cancel the place.

3.3 PROCESS

1. Young person presents as homeless to the LHA. 2. LHA to undertake initial assessment and if suitable make a referral to Bridge

Trust. 3. LHA to accommodate young person in temporary accommodation during

assessment period. 4. Bridge Trust to undertake full assessment and if appropriate make a referral to

the 16plus Accommodation Officer using the “placement request form” and “risk assessment form” (Appendix A and B).

5. 16plus Accommodation Officer identifies and contacts a suitable supported lodging provider.

6. Matching meetings should take place between young person, Supported Lodging Provider, 16plus Accommodation Officer and worker from Bridge Trust. A “placement information form for providers” (Appendix C) will be completed.

7. If the match is successful, a move in date is set and licence agreement and lodgings agreement are signed (Appendix D and E). If the match is not successful, reasons identified and alternative match sought if appropriate.

8. Placement review meetings to take place quarterly between young person, Supported Lodging Provider, Accommodation Officer and Bridge Trust worker. A “placement review form” (Appendix F) is completed at each review meeting.

9. LHA to provide move on accommodation at end of placement. 3.4 DURING THE PLACEMENT

Bridge Trust Worker continues to support the young person on a regular basis. Should issues arise concerning the placement, the Bridge Trust worker should in the first instance contact the Accommodation Officer.

The Accommodation Officer meets regularly with the supported lodging provider and will complete a contact record after each visit. Frequency of visits will vary dependent upon circumstances and may be daily, weekly or monthly. Visits should not take place less than monthly. The Accommodation Officer will discuss and monitor the Supported Lodging Provider’s diary of support and the young person’s support plan at these meetings.

House Meetings A house meeting will take place approximately 4 weeks after the initial placement. This is attended by the young person, Accommodation Officer, Bridge Trust worker, Supported Lodging Provider and any other person as agreed in advance. The purpose is to assess progress to date, discuss the support plan and agree future goals. Subsequent reviews are scheduled at agreed intervals.

End of Placement Evaluation forms will need to be completed by the supported lodging provider at the end of a placement irrespective of whether the placement end was planned or not. Completed forms are returned to the Accommodation Officer.

Should the placement end in an unplanned or sudden way, the Bridge Trust worker/Accommodation Officer/LHA will agree an end date and payment will be made up to and including that date.

4. MONITORING

All members of the partnership will have responsibility for the monitoring of the service as follows:

Qualitative and quantitative management information will be collected and sent to Danae Spencer, 14 days prior to quarterly meeting.

5. FINANCE

• The budget is set for a pilot period of one year – 1st April 2005 – 31st March 2006.

• Providers will not be recruited specifically for the purpose of this proposal.

• 16plus will not include within the budget recruitment and training costs.

• Daily rate will be charged to LHA’s for any young person who fails to move into a placement as planned.

• 16plus will not guarantee availability.

• There will be no capital investment on the part of the LHA.

• The unit cost will include an assumption of £50 income from housing benefit. The inclusive unit cost will be charged.

• A bond of £500 per placement should be available from the LHA to cover damage and theft.

• Rainer, via Rainer Kent Housing Service will invoice the LHA for the full unit cost of the placement.

6. RESOLUTION OF DISPUTE

It is expected that any dispute or difference arising from the provision of the agreement will be dealt with through a meeting of the partner agencies. In the event of an urgent matter any party may call an urgent meeting with representatives from senior management from each organisation.

7. REVIEW OF SERVICE LEVEL AGREEMENT

The service will be reviewed in SEPTEMBER 2005 and JANUARY 2006

8. AMENDMENT AND TERMINATION OF AGREEMENT

The terms of the agreement may only be varied by negotiation and agreement between the parties and expressed in writing.

APPENDIX A

SUPPORTED LODGERS SCHEME CRITERIA AND REFERRAL POLICY

Sevenoaks DC, Tonbridge and Malling and Tunbridge Wells BCs and Bridge Trust and Rainer and Kent 16plus Team. Criteria and Referral Policy a) Criteria

• Originating from or having ties with (under Housing Act 2004) Sevenoaks District or Tonbridge and Malling or Tunbridge Wells Borough Council areas

• 16/17 year old male or female

• Registered on the appropriate local Housing Register

• Is homeless or threatened with homelessness

• Requiring accommodation with support

• Will benefit from living in supported accommodation and will agree to accept such support

• Will agree to accepting the terms of the licence agreement and not behaving in an anti-social fashion or breaching the licence agreement

• Will claim benefits appropriate for the payment of living in the accommodation b) Referral

its objectives the provision of housing with care and support.

In this instance the Agent is acting on behalf of:

2. THE Licensor agrees with the Licensee:-

2.1 SUBJECT to Clause 3 the Licensor gives the Licensee the right to use for

the Licence Period the sleeping accommodation and living accommodation

in the Property

2.2 THIS Licence is personal to the Licensee and cannot be transferred. The

Licensee is not entitled to allow any other person to use the Accommodation

2.3 THIS Licence does not give the Licensee exclusive possession of any part of

the Accommodation

2.4 THE Licensor intends to grant licences similar to this to other young persons

2.5 THE Licensor also requires that the Accommodation is regularly visited by a

Accommodation Officer for the purpose of supervising the Licensee and

Licensees under similar Licences and supporting the Licensor

3 THE Licensee agrees with the Licensor:-

3.1 TO pay the Licence Fee (together with any VAT) to the Licensor in advance

without deductions on the Monday of every week

3.2 TO pay a fair and reasonable proportion (to be determined by the Licensor)

of the cost of all gas and electricity which shall be consumed on or supplied

to the Accommodation during his occupation and the amount of all charges

made for the use of the telephone and telecommunication equipment (if any)

on the Property during his occupation together with a proper proportion of the

amount of the rental or other recurring charges to be assessed according to

the duration of his occupation

3.3 NOT to bring any furniture equipment goods or chattels to the

Accommodation without consent of the

3.4 TO keep the Sleeping Accommodation and to help keep the Living

Accommodation clean and tidy and free from rubbish and to leave the same

in clean and tidy condition and free from the Licensee's furniture equipment

goods and chattels at the end of the Licence Period

3.5 NOT to act in such a way as to cause any nuisance damage disturbance

annoyance or interference to any other person on the Accommodation

3.6 TO observe such reasonable rules and regulations governing the

Accommodation as the Licensor may make and of which the Licensor shall

notify the Licensee from time to time

3.7 NOT to keep any pets in the property without express permission of the

Licensor

3.8 ALL notices given by either party under this Licence must be in writing and

APPENDIX H

BOND SCHEME FOR SUPPORTED LODGER PLACEMENTS TERMS AND CONDITIONS

The Bond provides financial compensation to providers for theft and/or damage caused by the lodger and cleaning costs. The total amount for any claim cannot exceed £500. Damage or Theft The Bond only covers damage and/or theft caused by the lodger and/or their guests. The claim cannot exceed £500. (If also claiming for cleaning costs, the maximum claim for damage and/or theft would be £350). The claim for theft and/or damage must reasonably be proved to have been caused by the lodger and/or their guests. The cost of replacement or repair is reasonable, taking all relevant factors into account. Three estimates should be provided for each item claimed for, the lowest will be used to calculate the compensation. The damage and/or theft is not being claimed for by the providers under any insurance policies they may have. It is at the provider’s discretion as to whether or not they make a claim from the Bond Scheme or from any existing insurance policy they may have. Cleaning Costs Compensation for cleaning costs will be paid to a maximum of £150 for the following items only: Cleaning of carpets and washing of vinyl floor coverings; Cleaning of bath, shower, W.C and wash hand basin; Washing down of walls, doors or paintwork; Cleaning kitchen units, excluding cookers/ovens; Cleaning of bedroom furniture in the room used by the lodger only; Cleaning of curtains/bedding provided by the provider for the lodgers sole use. All reasonable steps should have been taken to ensure that the lodger was encouraged to leave property in a clean and tidy condition. How to claim If when the lodger moves on, there has been theft or damage to the property by the lodger or cleaning is required, the provider can make a claim upto the maximum value of £500. If the provider intends to make a claim, they will need to contact the accommodation officer, who will the contact the relevant Local Authority within 48 hours of the lodger moving on to advise the Local Authority of the provider’s intention to make a claim. This will allow the Local Authority to advise the provider if a visit or photographic evidence will be required before any damage is repaired or cleaning is carried out. The accommodation officer will need to complete the attached claim form with the provider and return it to the relevant Council within 48 hours of the lodger leaving the property. In an emergency a statement can be made by the accommodation officer to support the claim. The Council will then make enquiries into the claim, which may include contacting the lodger, the provider and any other relevant persons. The Council may request that a home visit is carried out and/or that photographic evidence is provided of any damage caused.

Once the enquiries are completed, the Council will write to the provider advising them of the outcome of their claim for compensation, whether any payment will be made, how much the payment will be and when they can expect to receive the payment. The Bond will not cover: Wear and Tear Personal Debts to the provider Damage or theft by persons other than the lodger and/or their guests.
