Bees    1. Generalities    1.1. Background    The  UNDP  “Conservation  of  biodiversity  and  sustainable  Land  use  Management   in  Dragash”  Project,  with  the  support  of  ART  ILS  LEDA,  has  identified  potentialities  and  constrains  of  several  value  chains  existing  in  the  territorial  system  of  interest.  The  Bees  value  chain  is  one  of  them.

According  with  the  general  aims  of  the  Project,  with  the  methodological  approach  of  ILS  LEDA  and  with  the  results  of   the  action-‐research  carried  out  until  now   in   the  area,   the  target  of   the  envisaged  and  shared   I  level1   strategy   in   order   to   improve   the   conditions   of   the   value   chain   consists   in   the   reduction   of   the  Detractor  Factors  identified,  through  the  progressive  clearing  of  the  Obstacles,  in  order  to  • induce  the   increase  of  the   level  of  sustainable  utilisation  of  the  territorial  competitiveness  and  of   its

effects,  • making  the  value  chain  ready  to  manage  and  support  the  interactions  with  the  other  territorial  socio-‐

economic  dynamics  (upper  level  strategies).

1.2. Strategic  targets    The  Strategic  Guidelines  of  I  level  for  the  Bees  value  chain

In  order  to  accomplish  the  above  mentioned  strategic  target,  adequate  Strategic  Guidelines2  (SG)  of  I  level  for  the  Bees  value  chain  have  been  elaborated.  They  are  aimed  at  • valorizing  the  local  production  and  improving  its  performances,  in  terms  of  quality,  varieties  of  products

and  productivity,  through  increase  the  utilization  of  the  territorial  competitive  advantages,  • optimizing  the  value  chain,  through  increasing

-‐ the  cohesion  of  the  Territorial  Relational  capital  related  to  it,  -‐ the  productive  interactions  among  the  sectors  related  to  it  (internal  marketing),  -‐ the  completeness  and  the  effectiveness  of  its  management  capabilities  (from  the  acquisition  of  raw

materials  to  the  marketing  of  fresh  and  processed  honey  and  not  honey  products),  • facilitating  national  and  international  networking,  • increasing  the  availability  of  basic  and  advanced  services,  • improving  and  facilitating  marketing  activities,  • creating   the   necessary   conditions   for   achieving   adequate   synergies   among   the   Bees,   Forest,   FVC   and

Herbs  value  chains  (upper  level  strategies),  in  order  to  increase  their  territorial  strategic  worthiness.    Actions  and  steps

The  SG  of  I  level  for  the  Bees  value  chain  have  been  organized  in  Actions  and  Steps3,  as  follows.

• Action  A4:  improving  productive  effectiveness5                                                                                                                            1  Related  to  each  single  value  chain.  2  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Bees  value  chain".  3  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Bees  value  chain",  2.2.  4  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Bees  value  chain",  2.2.1.  5  The  productive  effectiveness  is  here  defined  as  the  ratio  quantity  of  production  /  costs  of  production.

I. Step  BEA1  (supporting  cohesion  and  networking),  II. Step  BEA2  (improving  territorial  LED  governance),  III. Step  BEA3  (improving  territorial  productive  block),  IV. Step  BEA4  (managing  the  innovation),  V. Step  BEA5  (energy,  water,  waste  management).

• Action  B6:  certification  I. Step  BEB1  (quality  certification  of  the  enterprises),  II. Step  BEB2  (safety  certification  of  the  food  enterprises),  III. Step  BEB3  (organic  certification  of  the  food  enterprises),  IV. Step  BEB4  (Halal  certification  of  the  food  enterprises).

• Action  C7:  improving  market  conditions  I. Step  BEC1  (market  analysis  and  strategies),  II. Step  BEC2  (promotion),  III. Step  BEC3  (distribution).

The  aim  of  the  Integrated  Project

This  Integrated  Project  has  been  designed  in  order  to  implement  the  main  issues  of  the  SG  of  I  level  for  the  Bees  value  chain.

1.3. Designing  approach    A  double  level  of  integration

According  with  a  systemic  approach,   in  order  to   implement  the  SG,   instead  of  elaborating  "single  specific  projects",  it  was  preferred  a) putting   the   implementation   in   charge   of   an   out-‐and-‐out   program   (the   Integrated   Project)  made   by

logically  and  operatively  integrated  interventions,  b) designing  also  the  single  interventions  in  an  integrated  way,  and  so  these  latter  contain  different  and

adequate  percentage  of  research,  training,  support  and  technical  assistance  activities,  as  needed.    Modularity

In   order   to   accomplish   in   an   optimized   way   the   Actions   and   Steps   of   the   I   level   SG,   they   have   been  structured  in  a  modular  way,  as  follows:  Ø Module   A,   aimed   at   increasing   the   quality   of   the   Territorial   Relational   Capital   related   to   the   value

chain.  Ø Module  B,  aimed  at  effectively  introducing  necessary  basic  elements  of  innovation.  Ø Module  C,  aimed  at  effectively  introducing  advanced  innovations.

This  choice  allows  the  possibilities  of  • carrying  on  different  interventions  simultaneously,  • achieving   "durable  quick   impacts",   that   is   inducing,   at   same   time,  both   fast   sensible   results   and   the

realization  of  systemic,  propaedeutic,  strategic  conditions.

6  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Bees  value  chain",  2.2.2.

Integrated  Project  for  the  Forest  value  chain

Integrated  Projects  for  the  Bees,  Forest  and  Herbs  value  chains  -‐  15

Forest    1. The  Forest  value  chain  is  one  of  them.

According  with  the  general  aims  of  the  Project,  with  the  methodological  approach  of  ILS  LEDA  and  with  the  results  of   the  action-‐research  carried  out  until  now   in   the  area,   the   target  of   the  envisaged  and  shared   I  level9   strategy   in   order   to   improve   the   conditions   of   the   value   chain   consists   in   the   reduction   of   the  Detractor  Factors  identified,  through  the  progressive  clearing  of  the  Obstacles,  in  order  to  • induce  the   increase  of  the   level  of  sustainable  utilisation  of  the  territorial  competitiveness  and  of   its

effects,  • making  the  value  chain  ready  to  manage  and  support  the  interactions  with  the  other  territorial  socio-‐

economic  dynamics  (upper  level  strategies).

1.2. Strategic  targets    The  Strategic  Guidelines  of  I  level  for  the  Forest  value  chain

In  order  to  accomplish  the  above  mentioned  strategic  target,  adequate  Strategic  Guidelines10  (SG)  of  I  level  for  the  Forest  value  chain  have  been  elaborated.

-‐ the  cohesion  of  the  Territorial  Relational  capital  related  to  it,  -‐ the  productive  interactions  among  the  sectors  related  to  it  (internal  marketing),  -‐ the  completeness  and  the  effectiveness  of  its  management  capabilities  (from  the  acquisition  of  raw

materials  to  the  marketing  of  fresh  and  processed  forest  products),  • facilitating  national  and  international  networking,  • increasing  the  availability  of  basic  and  advanced  services,  • improving  and  facilitating  marketing  activities,  • creating   the   necessary   conditions   for   achieving   adequate   synergies   among   the   Bees,   Forest,   FVC   and

Herbs  value  chains  (upper  level  strategies),  in  order  to  increase  their  territorial  strategic  worthiness.    Actions  and  steps

The  SG  of  I  level  for  the  Forest  value  chain  have  been  organized  in  Actions  and  Steps11,  as  follows.

• Action  A12:  improving  productive  effectiveness13                                                                                                                            9  Related  to  each  single  value  chain.  10  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Forest  value  chain".  11  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Forest  value  chain",  2.2.  12  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Forest  value  chain",  2.2.1.  13  The  productive  effectiveness  is  here  defined  as  the  ratio  quantity  of  production  /  costs  of  production.

• Action  B14:  certification  I. Step  FOB1  (quality  certification  of  the  enterprises),  II. Step  FOB2  (safety  certification  of  the  food  enterprises),  III. Step  FOB3  (organic  certification  of  the  food  enterprises),  IV. Step  FOB4  (Halal  certification  of  the  food  enterprises).

• Action  C15:  improving  market  conditions  I. Step  FOC1  (market  analysis  and  strategies),  II. Step  FOC2  (promotion),  III. Step  FOC3  (distribution).

The  aim  of  the  Integrated  Project

This  Integrated  Project  has  been  designed  in  order  to  implement  the  main  issues  of  the  SG  of  I  level  for  the  Forest  value  chain.

1.3. Designing  approach    A  double  level  of  integration

According  with  a  systemic  approach,   in  order  to   implement  the  SG,   instead  of  elaborating  "single  specific  projects",  it  was  preferred  c) putting   the   implementation   in   charge   of   an   out-‐and-‐out   program   (the   Integrated   Project)  made   by

logically  and  operatively  integrated  interventions,  d) designing  also  the  single  interventions  in  an  integrated  way,  and  so  these  latter  contain  different  and

adequate  percentage  of  research,  training,  support  and  technical  assistance  activities,  as  needed.

Integrated  Projects  for  the  Bees,  Forest  and  Herbs  value  chains  -‐  29

Herbs    1. The  Herbs  value  chain  is  one  of  them.

According  with  the  general  aims  of  the  Project,  with  the  methodological  approach  of  ILS  LEDA  and  with  the  results  of   the  action-‐research  carried  out  until  now   in   the  area,   the  target  of   the  envisaged  and  shared   I  level16   strategy   in   order   to   improve   the   conditions   of   the   value   chain   consists   in   the   reduction   of   the  Detractor  Factors  identified,  through  the  progressive  clearing  of  the  Obstacles,  in  order  to  • induce  the   increase  of  the   level  of  sustainable  utilisation  of  the  territorial  competitiveness  and  of   its

effects,  • making  the  value  chain  ready  to  manage  and  support  the  interactions  with  the  other  territorial  socio-‐

economic  dynamics  (upper  level  strategies).

1.4. Strategic  targets    The  Strategic  Guidelines  of  I  level  for  the  Herbs  value  chain

In  order  to  accomplish  the  above  mentioned  strategic  target,  adequate  Strategic  Guidelines17  (SG)  of  I  level  for  the  Herbs  value  chain  have  been  elaborated.

-‐ the  cohesion  of  the  Territorial  Relational  capital  related  to  it,  -‐ the  productive  interactions  among  the  sectors  related  to  it  (internal  marketing),  -‐ the  completeness  and  the  effectiveness  of  its  management  capabilities  (from  the  acquisition  of  raw

materials  to  the  marketing  of  fresh  and  processed  herbs  products),  • facilitating  national  and  international  networking,  • increasing  the  availability  of  basic  and  advanced  services,  • improving  and  facilitating  marketing  activities,  • creating   the   necessary   conditions   for   achieving   adequate   synergies   among   the   Bees,   Forest,   FVC   and

Herbs  value  chains  (upper  level  strategies),  in  order  to  increase  their  territorial  strategic  worthiness.    Actions  and  steps

The  SG  of  I  level  for  the  Herbs  value  chain  have  been  organized  in  Actions  and  Steps18,  as  follows.

• Action  A19:  improving  productive  effectiveness20                                                                                                                            16  Related  to  each  single  value  chain.  17  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Herbs  value  chain".  18  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Herbs  value  chain",  2.2.  19  See  "LED  Strategic  Guidelines  for  Dragash  -‐  I  level  -‐  Herbs  value  chain",  2.2.1.  20  The  productive  effectiveness  is  here  defined  as  the  ratio  quantity  of  production  /  costs  of  production.

• Action  B21:  certification  I. Step  HEB1  (quality  certification  of  the  enterprises),  II. Step  HEB2  (safety  certification  of  the  food  enterprises),  III. Step  HEB3  (organic  certification  of  the  food  enterprises),  IV. Step  HEB4  (Halal  certification  of  the  food  enterprises).

• Action  C22:  improving  market  conditions  I. Step  HEC1  (market  analysis  and  strategies),  II. Step  HEC2  (promotion),  III. Step  HEC3  (distribution).

The  aim  of  the  Integrated  Project

This  Integrated  Project  has  been  designed  in  order  to  implement  the  main  issues  of  the  SG  of  I  level  for  the  Herbs  value  chain.

1.5. Designing  approach    A  double  level  of  integration

According  with  a  systemic  approach,   in  order  to   implement  the  SG,   instead  of  elaborating  "single  specific  projects",  it  was  preferred  e) putting   the   implementation   in   charge   of   an   out-‐and-‐out   program   (the   Integrated   Project)  made   by

logically  and  operatively  integrated  interventions,  f) designing  also  the  single  interventions  in  an  integrated  way,  and  so  these  latter  contain  different  and

adequate  percentage  of  research,  training,  support  and  technical  assistance  activities,  as  needed.
