IDP REPRESENTATIVES FORUM MEETING
The Draft IDP FOR 2017/2018 was advertised for 21 days the Public to comment. The IDP
Representatives Forum meeting took place on 25 May 2017. The main aim of this meeting is
for the Stake Holders to finalise the IDP by integrating the comments and other input that
might have been left. All Public Representatives were invited. Among some were:

The honourable mayor said the purpose of the gathering was to engage with government
departments, SOE/Agencies, ward representatives, Municipal employees and the citizens to discuss
any problems/issues faced by the community, and most importantly, the purpose was also to get
input in the drafting of the IDP document for 2017/2018.
Stemming from the previous IDP Reps forum meeting, it was discovered that government
departments and SOEs sometimes don’t involve councillors and Council in the developmental or
service delivery issues that they render for the community, not bearing in mind that they, as
councillors and the municipality are the ones who are responsible for community development
issues. The honourable mayor further added that at times the services delivered are politicised, thus
creating a division amongst the community.
The honourable mayor further stated that as councillors, they are able to use their jurisdictional
powers to mobilise the community for the very same Government Departments who sometimes do
not work towards Intergovernmental Relations.

because a lot has to do with them.

Views, comments and suggestion from each department and agency representative.
a) Department of Public works – Sanele Gumede:
The department of public works showed gratitude to the Municipality on the
development progress seen at Ulundi. They had previously noted the complaints raised
by the Mayor pertaining the lack of communication between their Department and the
Municipality. He then stated that their procedure of service delivery e.g. school
renovations, is as follows: From Councillors to the Municipality, and then to the School
Principal. He also made a commitment to better communication between the
department and the Municipality. He then raised concerns about the Municipal service
delivery, mentioning that sometimes the municipality switches off the electricity without
notifying them as the department. In light of the above, he mentioned that, this is
resulting from the communication breakdown between the municipality and their
finance department.
b) Department of Human Settlements – Nomkhosi Nxumalo
The department of Human Settlements presented current projects for the 2017/2018
period. It was presented that; 750 houses are to be built at ward 8 that will cost R16.8
million, as of now 140 houses are being built. He added by mentioning Operation
Masakhane, which aims at providing houses at ward 1 & 16 for 240 citizens that will cost
R22.8 million.
c) Department of Education – Mr Dumisani Mlambo
The department of Education raised a point of how they help with the funding of food
provision (feeding scheme), and the school management pertaining occupational
tenders that take place within the school mentioning the rotations of staff that cuts
grass, provides and cooks the food. It was mentioned that the teachers must be of
assistance to children without birth certificates in the process of acquiring them, so they
can also benefit from provisions made by the department.
d) Departments of Home Affairs – Sibongiseni Mkhize
The department raised projects that are in place, mentioning renovations of offices and
the developments made in the mobile truck system e.g. the installation of computers.
e) SASSA Agency – David Mahlangu
The SOE raised awareness of an unfamiliar grant which is known as the care
independence grant. It was also mentioned that there is high rate of corruption e.g.
ghost child, which causes delays in their working processes.
f) Department of Health – Zinhle
The department of Health specified a programme called Ward Board, which brings
health services to the door step of patients in ward 7, 18 and 10. They made mention of
other health programmes which include Philamntwana Centre, Med-post and the CCG.
g) Department of Statistics – Mfanafuthi Thusi
The department of statistics mentioned current projects which involves victims of crime,
domestic abuse and general council. He also encouraged people to start-up businesses
and left contact details for the community.
h) Department of COGTA – Bheki Yaka
The COGTA department deliberated on the IDP process. He emphasised the new
approach that is being phased in the process of developing the communities, and those
are Ward Based Plans. He said that most Municipalities including Ulundi have submitted
the Ward Based Plans. There must also be Implementation Plans for same. He
acknowledged that they owe feedback to the Municipality on their last IDP comments
for 2017/2018 and that they recognize they owe the municipality service delivery
apparatuses.
i) Department of Labour – Nomfundo Dludla
The labour department revealed projects that they have running, with the municipality,
which include ID, BCA and the Employment Equity Act. They also mentioned their duties
which include helping workers who got injured at work, workers who are illegally
dismissed from work and other labour related matters, compensation included. It was
stated that the department has a system that looks at eliminating Agencies and agents,
which is called ESA. In addition, they listed other projects they have, which are: leaner-
ship programmes, in-service training and the building programme that arms the youth
with construction skills.
j) Ulundi Department of Planning – Mr Richard Mazibuko
The planning department had no presentation since they proposed the IDP but the
director of the planning and development department left contact details for those who
find having the information necessary.
k) Zululand Department of Planning– Sibusiso Mtshali
This department presented a project that shall deliver water and sanitation to 350
households in wards 5, 7, 10, 15, and 24 with an estimated budget of R22 million. Other
places that will benefit are Kwa-Xasane, eSphiva and Enqunyaneni, where 684 toilets are
to be built. It was presented that a water-purification programme is set for the following
places: KwaCeza, Enkonjeni, James Nxumalo, and Ulundi Townships. He continued by
saying this and other water related issues, -renovation of water valves, water pumps -
are to cost R1.7 million. He concluded by revealing that 600 houses have been planned
to be built on an estimated budget of R32 million, and that their commencement will go
in place once a date is set.
Questions
1. Cllr A.N. Sibiya from ward 8 questioned the SASSA Agency: “How can children who haven’t been
receiving their grants due to corruption at SASSA offices be helped?”
Answer: there’s an ongoing investigation pertaining all child support related corruption, final will
be revealed one it is finalized.
2. Cllr A.N. Sibiya from ward 8 questioned the Department of Education about the rotation of
feeding scheme tenders.
Answer: the public has the right to discuss these matters with the principal and oppose these
actions.
3. Cllr T.M. Buthelezi questioned SASSA about parent-less children who can’t benefit from child
support grants because they don’t have birth certificates since parents had left them with their
grandparents.
Answer: those children should be brought to home affairs, and all issues will be resolved there.
4. Cllr Mncube from ward 6 questioned the housing department about the promised houses which
haven’t been built in all promised areas.
Answer: the delivery process seems to be taking longer than expected but they will be delivered.
Delivery commenced at the Zungu Project.
5. Citizen, Mr Khumalo from ward 9 questioned the absence of the department of Agriculture and
requested an apology.
Answer: they were invited but they never showed and no apology was presented.
6. Citizen, Nonhlanhla Yaka questioned SASSA Agency on the unequal distribution of vouchers.
Answer: Not everyone will benefit from these voucher but only those who are pensioners or
deemed deserving by the Agency.
7. Mpho Masondo from ward 18 questioned the incompleteness of RDP houses that they requested
from Sukame Sakhe Construction.
Answer: they had surveyor and cost-related problems but continuation will take place soon.
8. Induna Mdlalose questioned the department of Housing about the progress of building houses
that were promised to ward 17, 3 years ago.
Answer: the building is still on the first stage of inspection, once approved, everything will go
smooth and the promised houses will be delivered.
9. Velile Mathabela asked the department of labour about the availability of trade-tests.
