1.0 GENERAL INFORMATION
1.1 ESSAR steel Hazira limited desires to set up coke oven complex at Hazira,
Gujarat, India. The coke produced in this complex will be mainly used in Blast
furnace, Corex furnace and sinter plant. Coal & Coke handling system of outside
boundary limit comprises the conveying of coal & coke material to the boundary
limit.
1.2 Dust emission at conveyor transfer point have become a significant problem of
increased emphasis on improving the work place environment and strict
adherence to environment regulation & norms. High efficiency Air pollution
control systems are therefore envisaged in preserving the environment for human
comfort and efficient running of plant & machinery itself.
1.3 This technical specification together with the reference documents describes the
requirement for Design, manufacture and supply of Complete Dry Fog Dust
Suppression System.
1.4 Process Description
Dry Fog Dust Suppression System for Conveyor transfer points in J unction
Houses are as follows :
Dry Fog Dust Suppression System
‐ This Dust Suppression system is carried out by spraying water at required
pressure atomized by compressed air through nozzles at the material transfer
points in J unction Houses. The proposed dust suppression systems shall be
automatic in which case a particular spray is ON or OFF depending on whether
that particular conveyor operation is ON or OFF. Provision of manual operation

‐ The water pump sets shall also be interlocked with low level switch of feed
water tank to prevent the pump from dry running. A pressure switch at the
pump discharge line shall be provided to bypass water to storage tank in case
the pressure increases above the set value.
‐ Dry fog suppression system covers NJ H-4, NJ H-5, NJH-6, NJH-7, CRJ H-1,
CRJ H-2, CRJ H-3, JH-9B, JH-9, JH-9A, JH-9C AND J H-22. The pump sets and
compressors have been proposed to be installed in the pump house cum
compressor house. Piping & fittings from pump house to Junction houses shall
be provided.
‐ The dust suppression application point shall be provided at all the material
transfer points in junction houses. The tentative list of application points is
indicated in table under Clause 3.4.
‐ The water addition through dust suppression systems shall be approximate
0.01% of the weight of material being handled.
Service taps for Water and Compressed Air
‐ Along the conveyor gallery & each junction house, service taps for Water shall
be provided with manual isolation valve from Dry Fog System.
2.0 SCOPE OF WORK

The Scope of Design & engineering shall include but not limited to the followings:

2.2 Supply (Based on Annexure-V and Flow Sheets)
Mechanical
The scope of work of this specification covers design, manufacturing,
procurement, assembly, shop testing, shop painting, packing and supply of all
equipment & accessories, transportation of all materials to site, transit
insurance, unloading, storage, site assistance during erection, testing andcommissioning, performance guarantee of all the equipment & accessories and
integrated system of dust suppression systems for material transfer points in
different junction houses.
The scope of work shall broadly cover but shall not be limited to the
following:
¾ To supply at site all required materials in order to execute incidental works at
site associated with the dust suppression systems for material transfer points in
various junction houses as specified under this technical specification.
¾ Providing first charge of consumables like oil, grease, lubricants etc. as
required. The quantity and specification of such consumables shall be indicated
by the Seller.
¾ Supply of commissioning spares as may be required during erection, start up
and initial operation of all the systems till successful completion of
commissioning. The price of the commissioning spares shall be deemed to be
included in the contract price of the equipment.

¾ Screw Type, Air Cooled Compressor shall be provided for the provision of
Compressed Air to the Dry Fog Dust Suppression System.
¾ Any other item/ nature of work which is not specifically appearing in the
technical specification but directly or indirectly associated with the efficient
working of the systems covered in the specifications.
¾ Making arrangement for inspection and testing at manufacturer’s works and at
site.
¾ Performance testing of various equipments associated with DFDS system at
manufacturer’s works and also performance testing of complete DFDS systems
at site.
¾ Seller shall note that the completeness of the system for safe, smooth and
trouble free operation of the DS system is the sole responsibility of the
successful Seller. With this objective in mind, the Seller shall include all the
items essential for the efficient operation of the systems and other items which
are required to complete the erection and fool proof commissioning of DFDS
systems in all respects. Whether these items are mentioned in the
specifications and there shall be no commercial implications due to such items.
¾ Supervision of Erection and commissioning of the complete system will come
under Seller scope.
Electrical & Instrumentation
¾ The scope of work of the Seller shall include design, engineering,
manufacturing and shop testing at site of complete electrics including Control
/Signal/Power cable from field instruments to Local control panel. The complete
electrics shall include Motors, control panels, Local Push Button Station,

¾ Seller shall provide provision for extending I/O from local panel to main PLC.
¾ The scope of work shall also include supply of all commissioning spares, two-
year normal operation and maintenance spares and special tools and tackles.
¾ Seller shall note that purchaser will provide 415V ±10%, 50 Hz ±5% power
supply at the incoming terminals of the control panels for Dry Fog dust
suppression system. Seller shall include necessary starters for pump motors,
solenoid power supply, and necessary interlocking and control equipment for
dust suppression system inside the control panel.
¾ During Detail engineering vendor shall get approval for the following.
-Data sheet for all field instruments.
-Cable schedule & termination details.
-Local control panel GA
-Local control panel termination detail.
2.3 Exclusion
The following items are excluded from the scope of work of the Seller:
i) Engineering of civil foundation/structural works. However Seller to furnish
foundation/structural Load Data.
ii) Supply of EOT cranes, hoists, general structures, Plant Lighting.
iii) Providing space for installation of Dry Fog dust suppression systems.
iv) Make-up water up to battery limit at 2 Kg/cm² at ground level.
v) Foundation for equipment.
vi) R.C.C. water storage tank for DFDS system for J unction Houses.

Castings shall be subjected to Non- destructive testing.
‐ All nozzles and accessories shall be packed in wooden boxes/ crates to avoid
damages during loading at works and transportation.
3.1.2. Screw Compressor with Air Receiver (Air Cooled)
Screw Compressor :
‐ Combined Air intake/suction filter and silencer unit with a filtration efficiency of
99% up to 5 micron particle size and the balance not exceeding 10 micron size. The filter unit shall be installed in filter housing.
‐ Electric motor direct driven / through gear box and coupling guard. Driving
motor shall have adequate margin over rated capacity of compressor not less
than 10%.
‐ The compressor capacity control shall consist of step less control/ throttle
control. ‐ Non-return valve and isolation valve on air delivery line after the compressor.
‐ Air cooled type complete with fan and electric motor.
‐ Interconnecting pipes, fittings, valves including counter flanges, nuts, bolts,
gasket for air and oil pipe lines.
‐ Sound insulation hood. (the noise level must not exceed the allowable limit of
85 dB(A) at 1 meter distance from the machine)‐ The Design Code for the Compressor shall be API-619/ ISO-1217.
‐ Casings shall preferably be Cast Iron.

3.1.3. Centrifugal Pumps
‐ Vertical Multistage Centrifugal pumps shall be provided. Pump casing shall be
vertically split type. Impeller rpm shall generally not exceed 1450. However, for
pumps with low capacity & high head may be provided with 2900 rpm. Pump
shall be coupled to motor with flexible coupling. Spacer type coupling shall be
provided.
‐ The pumps shall be designed, manufactured and tested as per IS: 1520-1980

‐ The centrifugal pumps along with their auxiliary equipment shall be suitable for
the required duty conditions and shall be designed and manufactured for
continuous duty at full load.
‐ All the Pump shall give satisfactory performance at any point on the H-Q curve
over a range of 40% of rated flow to 120% of the rated flow. The maximum
efficiency shall preferably be within ±10% of the rated design flow. The total
head -capacity curve shall be continuous rising towards the shut off without any
zone of instability and with a minimum shut-off head of 15% more than the
design head.
‐ Capacity verses discharge pressure curve for each pump shall preferably be
continuously dropping from the shut-off point to the rated operation point and be
suitable for parallel operation. The pumps shall be designed to avoid cavitations
at any of the operating points.
‐ The required duty range for a pump shall be on stable portion of its head-
capacity curve close to the best efficiency point. The head developed at the
best efficiency point shall be close to the required differential pressure so that
throttling is not required at pump discharge.
‐ The equipment and auxiliaries shall be designed for quick and economical
maintenance. The equipment shall be easily dismantled without disturbing the
suction and delivery pipe connections.
‐ The equipment design shall incorporate provisions for reduction in noise level.
‐ The rotating elements of the pumps shall be checked for critical speed in bends
as well as torsion. The critical speeds shall be at least 30% away from the
normal speeds for units with flexible shafts and at least 20% away from the
maximum operating speed in case of stiff shafts.

‐ A stainless steel name plate of 2mm thickness shall be provided and securely
attached by stainless steel pins at an easily accessible point on the pump. The
plate shall be stamped with the following minimum information:-

‐ The total head-capacity curve shall preferably be continuously rising towards
the shut-off. The shut-off head shall be at least 110% of the total head.
‐ The required NPSH at duty point shall be at least 1.0m lesser than the available
NPSH.
‐ The noise level at 1m distance shall be within 85 dB (A) and the vibration shall
be as per VDI 2056.
‐ The power rating of the pump motor shall be larger of the following
• 110% of the power required at the duty point.
‐ For parallel operation, motor rating should be sufficient enough for running of
single pump also.
‐ The common base frame for pump and motor shall be in one piece with suitable
holes for grouting. Adequate space shall be provided between pump drain
connections and base plate for installation of minimum 15mm drain piping.
Pumps shall be supplied with suitable drain pans or drain rim type base plates
with valve drain connections.
‐ Coupling guard, made of expanded metal and bolted to the base plate shall be
supplied for all pumps.

whichever is higher. The hydrostatic tests on the casing shall be conducted for
a minimum duration of 30 minutes.
‐ Impeller shall be of SS-316 and balancing drums (if provided) shall be statically
and dynamically balanced. Dynamic balancing shall be at the operating speed
of the pump. For multi stage pumps, all the impellers shall be assembled
together for balancing. Provisioning shall be made for adjusting the clearance
between the impeller and the casting to compensate for wear.
‐ The impeller shall be keyed or screwed on to the shaft in such a way that it
does not come due to reverse rotation of the pump.
‐ The shaft shall be of EN8 or C-40 and shall be designed for critical speed. The
ratio of critical speed to speed of shaft shall not be less than 1.2 for solid shafts.
‐ The deflection in line shaft shall not exceed 1mm per meter of length. All shafts
above 150 mm diameter shall be ultrasonically tested. Shafts shall be checked
for endurance and strength. Change of sections in shafts if considered shall be
made with due allowance for stress concentration. Shafts shall be machined to
close tolerance for mounting on impeller bearings, shaft seal, shaft sleeve, shaft
coupling etc. The magnitude of shaft deflection at the face of the shaft seal shall
not exceed 5 microns.
‐ Vertical Multistage Centrifugal pump sets shall be provided with flexible
couplings of pin and bush type and shall be constructed of metallic materials
except for bush which shall be of rubber materials. Coupling shall be properly
keyed in place and the cylindrical fit shall allow simple removal of the coupling
in the field.
‐ Removable coupling guards shall be supplied and mounted. Guards shall be
sufficiently heavy and rigid to provide adequate personnel safety.

‐ Two bearing assemblies shall be provided, one within the frame to carry radial
load only and the other to carry both radial and axial thrust. Bearings shall be of
manufacturer standard design, antifriction type, oil/grease lubricated. Suitable
thrust bearings shall be provided in the pump to take total thrust of the pump
including hydraulic thrust. Thrust bearings shall be of oil lubricated type with
suitable cooling arrangement. Suitable tapped holes shall be provided for
refilling of oil in the bearing housing.
‐ The pumps shall be tested as per IS- 5120, at rated speed at manufacturer's
works to measure capacity, total head, efficiency and power. The negative
tolerance on efficiency shall be limited to 2.5% and not 5% as indicated in
IS- 5120. These tests shall form the basis for acceptance of pumps except for
vibration and noise. The pumps shall be tested over the range covering from
shut-off head to the maximum flow. The duration of the test shall be minimum
one hour. Minimum five readings approximately equidistant shall be taken for
plotting the performance curves.
‐After installation, the pumps shall be subjected to testing at site. If the site
performance is found not to meet the requirements regarding vibration and
noise as specified, the equipment shall be rectified or replaced by the Seller, at
no extra cost to the Purchaser.
‐ Plate flanges having raised face shall be provided at suction and delivery side
of pumps and they shall be of mild steel and conform to table 17 of IS: 6392-
1971 (R.A. 1988). Slip on raised face flanges to 150 lbs. class confirming to
ANSI B16.5 shall also be acceptable.
‐ Black bolts and nuts confirming to IS: 1362-1992 shall be provided for the
companion flanges.

3.1.4. Pipes & fit tings
Water Piping and Fittings :
- Water line velocity shall be maintained less than 1.5 m/sec. Water pipe line
shall be supported at regular interval. IS-1239 heavy class, ERW, G.I. pipe line
(for size up to 150 NB) shall be used in the water line. The pipes above 150 NB
shall be MS, spirally welded, 6 mm thick & conforming to IS-3589. Pipe ends
shall be beveled. Pipe fittings shall be as per IS 1239, Part -2 for pipes of size
up to 150 NB. Fabricated fittings manufactured from the pipes may be provided
for pipes of sizes 200 NB & above. Plate type pipe flanges (as per IS 6392)

Compressed Air Piping and Fittings :
- Compressed Air velocity shall be maintained less than 15 M/sec. IS - 1239
heavy class, ERW, G.I. pipe line shall be used in the compressed air line.
Compressed air pipeline network over ground laying shall be preferred with a
minimum slope of 10 mm in 1M ( 1:100) along flow and moisture trap with drain
provision at regular interval. Compressed air pipeline shall be preferably laid
along conveyor gallery or can be supported from building supporting structure.

3.1.5. Valves
‐ Butterfly Valves shall be provided in water line of size 65 NB and above and
ball valve shall be provided for pipe size below 65 NB. However, ball valve shall
be provided in the pipe line (irrespective of sizes) when flow control is
required. Gear operated valves shall be provided for sizes more than 250 NB
‐Ball valves will be provided at pump inlets & at tank outlet.

‐ The body shall be designed so that wall thickness at any point is greater than
the minimum specified by various standards. Particular attention should be
given to the distribution of material to maintain stresses, within permissible limit
and to prevent stress concentration anywhere in the valve design.
‐ Castings shall be subjected to Non-destructive testing.
‐ The taper in Gate valves shall be so designed that the online torque required to
operate the valve is minimum and avoid jamming of wedge in the pipeline.
‐Globe valves shall be fitted with loose disc, which can revolve freely around the
stem to avoid falling on the seat at the point of closure on the sprinkler riser

‐ Precision machining shall be done to achieve perfect co-axiality of the valve

‐Stem shall be of one piece design heat treated and ground finished to a high
accuracy to avoid scoring and to ensure smooth movement in stuffing box.
Gland bush is made out of cast iron and machined to a close tolerance to avoid
deformation under maximum load conditions and also to prevent shearing of
packing while gland is being tightened.

flow. The hand wheel of gate valves shall have on it the word ‘OPEN‘ and an

3.1.6.WATER STORAGE TANK
The water storage tank for Dry Fog Dust Suppression System shall be of RCC
construction. The capacity of the storage tank shall be 36.75 m³ having
tentative size 3mX3.5mX3.5m (h). Storage tank shall be provided with makeup
water connection with float valve and have provision of quick fill, vent and drain
connection. The tank shall be provided with low level and high level switch (float
type) and shall be interlocked with the pump sets. The tank will be provided by
the purchaser on receipt of assignment drawing/ details from the Seller.
3.1.7.SPRAY BAR ASSEMBLIES.
The spray bar assemblies shall be manufactured from stainless steel tubing
drilled and tapped for connection of nozzle adapters. A specially designed and
selected dual fluid atomizing nozzle shall be fitted into each of the adapters.
These nozzles are fitted with acoustic oscillators for atomizing the water into
droplets of micronic size by passing them through a field of high frequency sound
waters. The nozzles shall be of stainless steel while the adaptors shall be of
brass. Each spray bar shall be provided with mounting brackets and flexible
houses for connection to the air and water pipe line.
3.1.8.PRESSURE REGULATION UNITS (PRU).
The performance of “Dry Fog” type dust control system is critically related to the
size of water droplets. The nature and particle size of dust generated in the
material handling system changes with change in size and characteristic of the
material In practice the sizes of the dust particles have a very wide spectrum (1

diaphragm type pressure regulator with pressure gauge and ball valve for
isolation of air and water line. The operator can adjust both the air and water
pressures independently to change the fog characteristics to obtain optimum dust
suppression results vis-à-vis the site requirements. The pressure regulators shall
be installed in a metallic enclosure with inspection door with rubber sealing
arrangement. Flexible hose shall be provided for connection of PRU the air and
water pipeline.
The number of pressure regulating units shall depends upon the
position/elevation of spray bars. Generally independent pressure regulating units
shall be provided when the elevation of spay bars exceeds 3 m. further the
number of nozzles operating from one PRU should not exceed 6 ~8.
3.1.9.FLOW ACTIVATION STATIONS (FAS).
The flow activation station shall consist of solenoid valves in air & water line,pressure switch in the airline, selector switch, and indication lamps. Isolation
ball valves shall be provided in the air & water line. All the equipment shall be
installed in a metallic enclosure with inspection door with rubber sealing
arrangement. Flexible hoses shall be provided with each FAS for connection to
air and water pipeline.
The "ON - OFF" control of the fogging system shall be through the flow
activation stations with facility for both manual and auto mode. A three position
selector switch shall be provided to select the mode of operation. The switch
when energized shall open the electric solenoid valves, which shall permit

3.1.10. ENCLOSURES/HOOD/ SKIRD BOARD MODIFICATIONS
Suitable enclosures/ hoods and skirt board modification shall be carried out on
top of the equipment, belt conveyors sealing arrangement for fixing of spray bar
assemblies. The skirts/ hoods of the conveyor belts shall be modified as per the
requirement of the dust suppression systems.

fast changeover of buses.
g. Locked rotor current of the LV motor shall not exceed 600% of full load
current inclusive of 20% tolerance.
h. The locked rotor withstand time under hot condition at 110% rated voltage
shall be more than the starting time at minimum permissible voltage specified
above by at least three seconds or 15% of the accelerating time whichever is
greater. Provision of speed switch shall be avoided to the extent possible.
i. The degree of protection shall be IP-55 for LT motors. The terminal boxes
shall be provided with at least IP-55 degree of protection. For single core
cable termination, gland plates shall be of non-magnetic material. All motors
located in hazardous area shall have flame proof design.
j. The maximum double amplitude vibrations for motors upto 1500 rpm shall be
25 microns and 15 microns up to 3000 rpm. For 415V motors, maximum
double amplitude vibrations up to 1500 rpm shall be 40 microns and 15
microns up to 3000 rpm.
k. Maximum noise level measured at a distance of 1.0 meter from the outer
surface of the motor shall not exceed 85 db (A).
l. Terminal boxes shall have fault withstand capacity equal to at least rated
short circuit level of the system voltage for 0.25 sec. The terminal boxes shall
be reversible to suit cable entry from bottom or top. Terminal boxes shall be
suitable for termination of FRLS, XLPE armored cables.
m. Separate terminal box to be provided for space heater. All terminal boxes
shall be provided with two earthing studs for termination of protective earth

TESTING of LV Motors
a. Tests on all types of motors shall be conducted as per relevant standard.
b. For 415V motors and DC motors, if type test certificates are available for the
same rating of the motors offered, the same shall be furnished, else they shall
be conducted. However, all routine and acceptance tests shall be conducted
on all 415V motors as per relevant standards.
c. All routine and acceptance tests shall be performed in accordance with the
codes and standards listed in Clause . Manufacturer shall notify purchaser at
least fifteen days before a witness test is to be performed.
d. In addition to the routine and type tests, following tests shall be carried out on
all the motors as part of the routine tests in the presence of purchaser’s
representative.:-

h. Dielectric tests to establish the insulation withstand level of motors shall be
performed on a sample coil (identical to those to be used in the motor quoted
for) for each type of motor. These tested sample coils shall not be used in the
motors to be supplied.
i. Vendor shall furnish test certificates in respect of following type tests carried
out on identical motors for purchaser’s approval.
j. Test to prove degree of protection for enclosure (both digits).
Actuator
General Technical Requirement
a. Actuator shall be weatherproof type with enclosure conforming to IP-67 degree of
protection. It should be suitable for out-door use without the need for canopy. If
the IP-67 degree of protection is required due to occasional submergence, the
Owner / Project Manager will specify the depth and duration of such
submergence.
b. The actuator shall be suitable for installation in any position without lubrication
leakage or other operational difficulty.
c. The main gearbox of the actuator shall be special grease filled.
d. Each actuator should have a hand wheel for emergency manual operation.
Clockwise operation of hand wheel shall cause clockwise movement of the output
drive. The hand wheel shall be clearly marked with an arrow and the word
CLOSE.
e. The hand wheel shall automatically disengage when the power to the motor is
restored i.e. power drive shall have a preference over manual drive.
f. The manual effort should not exceed 400 N (push / pull). A top bevel gear set

i. The actuator shall be painted with corrosion resistant epoxy resin paint. Paint
shade shall be Grey (No.631 as per IS:5).
j. In order to prevent condensation, a space heater shall be provided in the switch
compartment, suitable for continuous operation.
k. Actuator mounting dimensions shall be according to ISO-5210.
l. For rising stem applications, the design must allow the removal of actuator from
the output drive without disturbing the function of valve.
Electric Drive for Actuator (Motor)
a. All motors shall be specifically designed for valve actuator operation, which is
characterized by high starting torque, low stall torque & low inertia. All motors
shall be high starting torque type to facilitate ‘unseating’ of valve.
b. Motor shall be suitable for power supply of 415 V, 3 ph, 50 Hz, AC.
c. Motor shall be squirrel cage induction type and shall generally conform to IS-325.d. Motor shall have minimum class 'F' insulation with temperature rise restricted to
class 'B'.
e. Motor shall be of Totally Enclosed Fan Cooled (TEFC) type with IP-67 protection
class after mounting on actuator.
f. Motor shall have three thermostats connected in series, one in each phase of
stator winding, for protection against overheating.g. Motor shall be suitable for operation under voltage variation of +10%, frequency
variation of +5% and combined voltage & frequency variation of 10% absolute.

k. It shall be possible to change the output rpm of the actuator, if required, at the
site at a later date, without hampering the mounting arrangement and loss of any
lubricant.
Other Requirements of Actuator
a. Common potential free contact shall be available to annunciate the following
faults to the remote control station :
− Thermo switch tripped.
− Thermal overload relay tripped.
− Torque and limit switch contacts.
b. The following individual relay / potential free contacts shall be provided for the
remote annunciation :
− Actuator running in OPEN direction.
− Actuator running in CLOSE direction.
−Torque switch OPEN tripped.
− Torque switch CLOSE tripped.
c. Thermal overload relay shall be provided to trip the actuator in case of overload.
d. The DC and AC actuator shall be provided with accessories viz., Torque limit
switch, end of travel switch, adjustable limit switch, hand wheel motor,
thermostat, etc. Complete actuator shall be tested at factory as per IS 9334. All
actuators should have minimum 2 limit switches for each position, and should
have position transmitters wherever required.

b. Torque switch dial shall be graduated directly in “kg-m” for easy setting to desired
value within the range specified. Separate dials shall be provided for CLOSE and
OPEN torque switches.
c. The rating of both torque and limit switches shall be 250V, 5Amps, AC
d. The switches shall individually be enclosed to a minimum of IP-66 protection
class.
e. Torque and limit switches shall have only stainless steel flaps for better protection
against environmental condition. Limit switches shall be operated by gear driven
cams, which are mechanically linked to the driving devices. The counter gear
used for counting and tripping the limit switches shall be of metallic construction
like brass etc. No plastic gearing shall be allowed.
f. To guarantee proper function under high ambient temperatures, torque and limit
switch sensing shall be of mechanical type.
g. If specified in data sheet, two additional limit switches of 2NO +2NC contact,each adjustable at any intermediate position, shall be provided in the actuator.
Solenoids
The solenoids shall be copper wound and class H insulated with temperature
rise limited to that for Class F. The Solenoid shall be designed for continuous
duty and shall be plug-in type. LED based indication lamp shall be providedwith the solenoids.

Control Panel
a. The Control panel shall be made up of CRCA sheet (2.0 mm thick), floor/ wall/
structural mounted type, with hinged door. The enclosure class shall be IP-66
with canopy for outdoor duty. Removable undrilled cable gland plate 3mm thick
shall be provided on bottom. Internal wiring shall be carried out with 1.5mm and 2
copper conductors
b. Each control panel shall have house starters for pump motors, control
transformer for control supply, 220V DC transformer rectifier for solenoid power
supply and other required power, control, protection, interlocking equipment,
alarm & annunciation system, start/stop push buttons, selector switches,indicating lamps etc.
c. Purchaser will provide one number 415V, 50HZ, 3 phase power supply feeder at
the incoming terminal of MCCB/SDFU in the control panel. The control panel
shall house all necessary MCCB/MPCBs, control transformer of adequate rating,
220V DC power for all solenoids , 240V power supply for field instruments and
power supply units, sequence timer, relays, terminals, indicating lamps, push
buttons, selector switches etc. required for control of the unit . For zero speed
switches, controllers shall be mounted inside the panel. Potential free contacts
shall be provided for input to PLC.

4.0 INSPECTION & TESTING

The tests to be conducted at shop for various sub assemblies / assemblies of
equipment shall include but not limited to the following.

Any other test as required to prove the functional requirement to various parts

The inspection shall be carried out as per approved drawings and code. These
shall be rejected in case of any major deviation from the specification orapproved drawings and codes. The equipment shall be dispatched to site only
after getting dispatching instruction from purchaser / consultant.

6.0 DELIVERY
The delivery of the Equipment/system under this specification is for the
Requirement of ESSAR STEEL HAZIRA LIMITED, 1.35 MTPA COKE OVEN
COMPLEX, HAZIRA.
a. Delivery of Equipment/System shall be delivered in Site at Hazira, surat
Hazira road, Surat District, Gujarat as per the period mentioned P.O & as per
the Client Requirement.
b. Delivery of the equipment & commissioning of the systems shall be at the
earliest and time is essence of this tender. The Seller shall quote his best
delivery period (Max. 4 Months from Purchase Order) and furnish detaileddelivery schedule along with the offer.
c. Ship Equipment shall be completely factory assembled, except when the
physical size, arrangement, or configuration of the material, or shipping
limitations, makes the shipment of completely assembled material
impracticable, in which case, assemble the material and ship as stated in the
contractor’s proposal.
d. Fan with motor shall be clean and free from moisture, dirt and loose foreignmaterials of any kind.
e. All openings shall be covered or plugged (with Plastic Cap) to prevent dirt and
moisture from entering the item interior as per Standards / Specified.
f. Inscription of the Equipment (Labels) shall be in English.
g. Storage and Protection of delivered material shall be in accordance with
manufacture’s recommendations.
h. Unless requested by Purchaser, supplier shall dispatch material with all its
attachments, documents etc as a single lot with logical identification of
packing.
i. All Equipment/System shall be packed properly for the prevention of damage
during transmit and deterioration during storage.

7.0 PAINTING
7.1. The following specification shall be applicable for all Equipment/System covered
under this Specification unless separate painting specification is elaborated in the
respective attachments.
7.2. This specification covers the facilities and quality requirement for surface
preparation and painting of structures, equipment, piping, etc.
7.3. The term "painting" referred herein covers rust preventive, preventive and
decorative coating along with surface protection.
7.4. All machined mating surfaces (e.g. flanges) shall be properly cleaned, greased and
protected before dispatch.
7.5. General compatibility between primer and finishing paints shall be certified by the
paint manufacturer supplying the paints.
7.6. Areas which become inaccessible after assembly shall be painted before assembly
(after painting clearance has been given by the inspecting authority) after requisite
surface cleaning as specified.
7.7. The machine finished surfaces shall be coated with white lead and covered before
shipment or before being put out into the open air.
7.8. The complete paint system for any item includes the following activities
a. Proper surface preparation
b. Application of primer coats
c. Application of intermediate coats
d. Application of finished coats
e. All Sheet metal work shall undergo a process of

SURFACE PREPARATION
a. Remove all rust and scale by grit / sand blasting to minimum standard of SA 2
1/2 according to ISO 8501-1, 1988.
b. Remove all dust and loose particles by vacuum cleaning or by jetting with dry
compressed air.
8.0 WORKMANSHIP & PERFORMANCES GUARANTEE
8.1. The Material used shall be new and best of its kind available and shall confirm to
relevant latest Indian & international standards.
8.2. The warrantee shall cover faulty design / material / workmanship. All rectifications
or replacement under the warrantee shall be done by Seller free of cost.
8.3. The Seller should study the specification and satisfy himself regarding the
workability of the proposed Equipment/System and shall take full responsibility for
the design, manufacturing, quality of the material, workmanship, etc. of the entire
system including utility, electrics, instrumentation.
8.4. The approval of drawings and/or inspection by buyer or their authorized
representatives does not absolve or relieve the Seller from any of his obligations.
8.5. Demonstration of performances guarantee is the most important clause binding
the Seller.
8.6. The Seller shall guarantee the satisfactory performance of the equipment /
system supplied by him for a period of 1 year after commissioning of equipment.8.7. The purchaser shall stipulate the performance of all equipment as a whole at
rated Capacities. The equipment shall put on 24hrs non-stop operation as the
case may be.

Note: The Seller shall indicate the % of weight-age against every parameter for
the performance guarantee for the purpose of LD clauses.
9.0 SPECIAL INSTRUCTIONS TO SELLER
9.1. The Seller shall fabricate the Equipment/System considering the site conditions
and operating conditions existing in the project.
9.2. Metric system shall be followed and English shall be the language of all
communications.
9.3. In case, the Equipment/System fabrication item mentioned in this Specificationuse imported Equipment/System, Component & / or spares for installation of the
Equipment/System, the Seller should indicate the foreign exchange component
along with the expenditure involved.
9.4. The break-up of Equipment/System fabrication unit shall be indicated in the
following two broad categories,
a. Those to be manufactured in India.b. Those to be procured from the foreign sources.
9.5. In both cases where the Equipment/System is to be procured from India or
abroad, the successful Seller shall be full responsibility for design, generation of
all data’s, and design drawings required by him for manufacture/fabrication. The
Seller shall furnish a deviation list of supply and services along with the offer.
9.6. The Seller shall separately quote for all the brought out items other than hismanufactures.
9.7. All brought out items shall be as per the preferred made of the ESHL / EESD.

Quality Assurance Plan (QAP)
a) Seller shall furnish Quality Assurance Plan (QAP) for respective material
after completion of detailed engineering and finalization of billing scheduleand prior to start of manufacturing.
b) QAP shall be prepared and furnished by Buyer for all components. Formatis enclosed with this Tender.
c) Inspection and test requirements shall be decided with due considerationof factors like safety, duty cycle, operating conditions, material life,environment conditions, place of installation and statutory regulations, as
applicable for a particular material.
d) QAP shall clearly indicate the followings through use of codes in theappropriate columns:
I. Range of inspection & tests to be carried out by manufacturer andcross checked during manufacturing of Equipment from rawmaterials to finishing stage.
II. Suggestive check /hold points for Buyer inspection and witnessingof tests during manufacturing and final product inspection.
III. Details of test certificates, internal inspection reports and calibrationcertificates to be furnished by Seller to Buyer.
IV. Inspection documents to be furnished by Seller to Buyer forreference during inspection along with acceptable norms as percodes / regulations.
Test Certifi cates and DocumentsFor each of the items being manufactured, following test certificates anddocuments in requisite copies including original shall be submitted to inspectionagency.
