Vaccination against ten EPI Target diseases.

Mother & Child Health care services.

Outpatient Department Services.

Free Provision of Medicines.

Medical Lab, Diagnostic Facilities. TB, Control, Dengue Fever prevention, surveillance & response and

others community oriented programme.

(d) Presently a tertiary care Hospital is under consideration to bebuilt in Tarlai Union Council with the assistance of Saudi Fund for Development.That will be completed within three years i.e. 2020.

Will the Minister for Interior be pleased to state:

(a) the steps taken by the Government during the last four yearsfor the protection of journalists; and

(b) the total number of journalists killed/injured in the countryduring the said period?

Minister for Interior (Mr. Ahsan Iqbal): (a) It is submitted thatunder the directions of the present Government, following steps have beentaken by the ICT Police for the protection of Journalists:—

All the SHOs have been strictly directed to register the case uponreceipt of any complaint by any Journalist without any delay.

They have been directed to further instruct their subordinate staff tocarry out the foot / mobile patrolling in the areas where, the offices ofthe Journalists, Press Clubs and Residences are situated.

They were further directed to monitor the activities of suspiciouspersons loitering in the vicinity of above mentioned areas and takelegal action again such persons for any illegal activities if foundinvolved.

They have also been directed to keep a close liaison with the seniorjournalists and if any information regarding in security has beenconveyed, the high ups may be informed immediately and appropriatemeasures may taken For the protection of lives and properties ofjournalists in order to avoid any unpleasant incident.

(b) During the last 4 years (14-03-2014 to 14-03-2018) total 4 caseshave been registered regarding injury / attack on journalists within FederalCapital. However, no journalist has been killed during the said period. Thedetail of cases is as under:—

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that a large number of illegal arms are beingentered/smuggled in the country each year; if so, the estimatedquantity thereof; and

(b) the efforts made by the Ministry to control it since June, 2013?

Minister for Interior (Mr. Ahsan Iqbal): (a) This is not the fact.

(b) The efforts made are as under:—

1. Manning of over 79 x posts all along entire coast line and Pak-Iranborder.

2. Mobile / foot patrolling between the posts to cover/ guard vital gaps.

3. Based on credible intelligence / tip off, carrying out search operationsestablishing additional road checks out along coastal and RCDHighways.

4. Deployment of intelligence tentacles for information gathering.

10. Increased frequency of Intelligence Based Operations / Searchoperation in border areas to apprehend Terrorists.

11. Enhanced focus on improving existing mechanism at ChamanBorder Crossing Point and strict checking at all Check Postsenroute to Quetta.

12. Enhanced patrolling between the posts surprise nakkas onfrequented/un-frequented routes to strictly check cross bordermovement by unwanted elements/stop smuggling.

13. Further efforts are in hand to block smuggling routes throughadditional deployment of troops and fencing along Pakistan-Afghanistan border.

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the residents of Orangi Town in particularand residents of other areas of Karachi in general are notattended by the Mega Registration Centres (MRCs) of theNational Database and Registration Authority, Karachi; if so,the reasons thereof;

(b) the steps being taken by the Government to ensure equaltreatment with all residents of Karachi by such MRCs;

(c) the total number of persons belonging to Orangi Town to whomComputerized National Identity Cards (CNICs)  have beenissued by said Centres during the last six months; and

(d) the total number of persons belonging to said Town whoseCNICs have been renewed by MRCs during the said period?

Minister for Interior (Mr. Ahsan Iqbal): (a) There is no discriminatorypolicy in NADRA and particularly in Karachi. Individuals can process fromany NADRA Registration Centre across the country as well as in Karachi. Inthis regard, instructions are issued time to time to avoid any such incident.

(b) In this regard, NADRA Regional Head Offices have been issuedinstructions not to deny any citizen for processing. Moreover, if any suchcomplaint is recorded, strict disciplinary action is taken.

(c) Total 17042 number of persons belonging to Orangi Town to whomComputerized National Identity Cards (CNICs) have been issued by saidCenters during the last six months.

(d) Total number of persons, CNICs have been renewed during thesix months is 39 for the said MRCs to the resident of Orangi Town Karachi.

(a) the total number of persons to whom Computerized NationalIdentity Cards (CNICs) have been issued in the country so far; and

(b) the number of days required for issuance of a CNIC?

119. *Dr. Nafisa Shah:

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) whether it is a fact that the Government has decided to cut/reduce the funds during the year 2017-18 under the Public SectorDevelopment Projects; if so, the reasons alongwith detailsthereof;

(b) the province-wise development projects that will be affectedtherefrom; and

(c) whether it is also a fact that the cost of said projects will beincreased in future thereby?

Minister for Planning, Development and Reform (Mr. AhsanIqbal): (a) The government for the first time in the history of the country hasraised PSDP 2017-18 size to Rs. 1001 million at federal level. TheMinistry of Planning, Development & Reform has been sensitizing the Ministries/Divisions to make best efforts for budgeting in matching efforts for efficientutilization of PSDP 2017-18 allocations. There is no formal plan to cut / reducethe PSDP 2017-18. However, in view of mid-term PSDP review held inM/o Planning, Development & Reform and ground situation, thePrime Minister’s Office has directed as under:

i. PSDP 2017-18 allocations for un-approved projects, other thanprojects of the National Highway Authority and Special Programs,shall he reduced by 60 percent with immediate effect; and

ii. PSDP 2017-18 allocations for projects in the case of which nofunds have been released, other than projects of the NationalHighway Authority and Special Programs shall he reduced by50 percent with immediate effect.

(b) It would not have any significant impact on projects.

(c) Approved projects will be provided within approved cost as perproject time plan.

120. *Ms. Shahnaz Saleem Malik:

Will the Minister for Interior be pleased to state whether it is a factthat visas are being issued to foreigners on their arrival in Pakistan?

Minister for Interior (Mr. Ahsan Iqbal): Yes, it is a fact thatbusiness visa on arrival (BVOA) are being issued only to “Businessmen” of68 countries in the business friendly List-BVL (Annex-A) on fulfillment ofcertain pre-conditions as per Visa Policy, 2006.

Business Visa on Arrival (Single Entry, 30 Days) is being issued tobusinessmen corning to Pakistan from Business-Friendly Countries. Sponsoringbusiness organization is required to submit documents to the local Head ofImmigration to get Pre approval of Letter of Invitation as a pre-requisite to fly.

On arrival in Pakistan, one of the following documents is required tobe produced before the designated Visa Officer on arrival alongwith paymentof the Fee:—

1. Pre-approved Letter of invitation from Sponsoring BusinessOrganization in Pakistan (Pre-approved by Local Head ofImmigration) with Letter of Recommendation from Chambers ofCommerce / Trade Association. of Pakistan.

2. Letter OF Recommendation from an Investment Counselor/Commercial Attache in Pakistan’s Mission Abroad.

121. *Ms. Aasiya Nasir:

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state:

(a) whether it is a fact that worth of Rs.30 billions of sub-standardand unhygienic Tea is being smuggled from India to Pakistanunder the garb of Afghan Transit Trade (ATT) for the last severalmonths;

(b) whether it is also a fact that the Government is charging 18 lacrupees per container from importers of Tea while only eight lacrupees of duty is being charged from the container coming fromIndia under the ATT;

(c) if the answers to part (a) and (b) above are in the affirmative,the time by which the Government will get control on amountevaded under the garb of import of said Tea alongwith the detailsthereof?

Minister In-Charge of the Revenue Division: (a) The data relatedto Indian origin tea imported for onward transit to Afghanistan underAfghanistan-Pakistan Transit Trade Agreement (APTTA) has been examined.The analysis depicts no abnormal increasing trend in regards to import ofIndian origin tea in transit to Afghanistan, particularly over the past severalmonths. ——————————————————————————————The above data also shows a consistent import trend in terms of quantity

as average quantity imported in a month during FY 2016-17 is around41 MT/month, and for the first eight months (July-Feb) of FY 2017-18, thesame is recorded as 40 MT/month; registering a marginal decrease. Further,

all consignments of Indian origin tea imported for onward transit to Afghanistanagainst the data mentioned in the above table have crossed over into Afghanistanand duly acknowledged by Afghan customs online.

(b) Valuation of imported tea for home consumption consignments isbased on evidential prices determined by customs authorities in consultationwith tea associations and market surveys. At present, black tea is being assessedin the range between $ 1.75/kg and $2.75/kg depending upon quality andorigin of import; and green tea is being valued in the range $1.2/kg and $1.5/kg.The incidence of duty/taxes per container carrying tea, on average, on thebasis of these values may hover around Rs. 1.5 to 3 million considering quantity,quality and origin of import.

The tea consignments destined for Afghanistan are also assessed forduty/ taxes against same values as stated above and leviable duty/taxes aresecured through an Insurance Guarantee furnished by the Afghan Importer.The customs authorities release the secured guarantee once the transit processis completed i.e. on confirmation from Afghan customs that goods are dulycrossed over the border.

(c) The data analysis and measures in place as stated above precludeany pilferage/smuggling or short assessment of Indian origin tea imported foronward transit to Afghanistan.

A robust mechanism is, however, in place for online monitoring oftransit goods, including tea, to Afghanistan. Consignments carrying transit goodsare being trekked and monitored enroute live using a trekking device mountedon every vehicle and container through a system based in Custom HouseKarachi. The customs authorities immediately detect and respond to anyirregularity observed during inland transportation of transit goods. Therefore,chances of pilferage of transit goods enroute are almost nil.

Moreover, a random selectivity criteria for Afghan goods is underconsideration, for development, implementation and introduction of a robustand automated risk management system. Presently, five percent of ATTconsignments are randomly selected for examination/inspection for deterrence.Moreover, government being cautious to the menace of tea smuggling, hasbeen constantly pursuing multiple anti-smuggling strategies through the followingmeasures:

(i) Major entry points/smuggling routes in the country are beingmonitored through check posts and mobile anti-smuggling unitsmanned by Pakistan Customs with the assistance of LawEnforcement Agencies.

(ii) Federal Board of Revenue vide SRO 1090(I)/2010 dated01-12-2010 has also entrusted anti-smuggling powers to PakistanRangers and F.C (Khyber Pakhtunkhaw including FATA) to carryout anti-smuggling operations within 20 kms of the internationalborder.

(iii) The Political Administration of FATA has also been entrustedanti-smuggling powers under the Customs Act, 1969 to checkthe in-flow of smuggled goods in the bordering tribal belt.

iv) The anti-smuggling powers have also been given to PakistanCoast Guards vide SRO No. 42(I)/2014 and Pakistan MaritimeSecurity Agency vide SRO No. 43(I)/2014 dated 20-01-2014to check smuggling in the coastal areas/ high seas.

(v) Moreover, enroute tracking and monitoring of movement ofAfghan Transit containers / vehicles is being carried out.

(vi) These days Government is fencing whole of the border withAfghanistan. This only step, on completion, would play a majorrole in curbing menace of smuggling.

122. *Ms. Aisha Syed:

Will the Minister for Interior be pleased to state the action taken bythe Ministry to block sectarian, hateful and blasphemous materialon social media as well as against the persons involved therein sinceJune, 2013?

Minister for Interior (Mr. Ahsan Iqbal): It has been observed thatthe blasphemous material against the Holy Personalities was posted andpropagated mainly through internet social media application i.e. Facebook.The best possible efforts have been made to communicate with facebookauthorities based in USA regarding the blockage of such blasphemous materialin Pakistan. Furthermore, it has also been communicated to Facebook

authorities that publishing of blasphemous material is not allowed on pretextof freedom of speech. Moreover, Facebook has ensured PTA thatobjectionable material will be blocked on request of PTA.

Furthermore, FIR No.07/17 was registered at FIA Cyber Crime CircleRawalpindi dated 19-03-2017 u/s 295-A, 295-B, 295-C. 298, 298-A,298-B, 109 PPC read with Section 11 of PECA 2016 and Section 6(f), 7(b),8 and 9 ATA regarding the propagation of blasphemous contents on socialmedia websites. Four (04) persons have been arrested and they are currentlyin judicial custody. Investigation of the said FIR is under-trail in Anti-TerrorismCourt Islamabad.

Pakistan Telecommunication Authority (PTA), being the internetregulatory authority, has been requested to take necessary steps to prevent/block the uploading of blasphemous material on the internet.

123. *Sahibzada Tariq Ullah:

Will the Minister for Interior be pleased to state the actiontaken against the persons responsible for cutting trees in Islamabadsince June, 2013?

Minister for Interior (Mr. Ahsan Iqbal): Environment wing, MCIimposes fine against the persons who are involved in illegal cutting of trees inIslamabad under the Landscape Act-1960. Vehicles involved in illicit cuttingetc. are also confiscated and if required fined as per rules. In serious casesFIR is lodged against the culprits. There are 417 reports of 2029 trees cuttinghave been registered since June, 2013 against which amounting toRs. 27,17,752/- has been received as fine

124. *Sheikh Salahuddin:

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state:

(a) the department-wise number of employees who draw theirsalaries from Accountant General Pakistan Revenues whohave been re-employed after their retirement at present; and

(b) the employee-wise date of re-employment thereof?

Minister of State for Finance and Economic Affairs (RanaMuhammad Afzal Khan): (a) As per available record on System ApplicationProduct (SAP) system, there are total 101 number of employees who areworking on contract basis/ re­employment and drawing salaries from AGPRup to the month of February, 2018. Scale wise detail is at Annex-A.

(b) The employees wise date of re-employment is mentioned inAnnex-A against each name.

125. *Syed Waseem Hussain:

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state:

(a) the prescribed procedure for issuance of Card in Sindh underthe Benazir Income Support Programme (BISP); and

(b) whether land has been given in Sindh to the deserving personsunder the BISP; if so, the number of persons thereof?

Minister of State for Finance and Economic Affairs (RanaMuhammad Afzal Khan): (a) The procedure for issuance of Benazir DebitCard (BDC) is as under:

BDC distribution centres were established jointly by BISP,NADRA and partner Banks in all districts. Most of the BDCcentres were established in BISP’s Tehsil offices.

Two counters setup in each BDC site. At the first counter NADRAundertakes biometric verification and forwards the data to theBank. At the second counter, Bank’s staff opens bank account,tags the same with a fresh BDC and handover the same to thebeneficiary.

Minister In-Charge of the Revenue Division: (a) FBR iscontinuously striving to simplify the process of return filing and to remove thedifficulties faced by tax payers while filing returns. FBR is making earnestefforts for simplification of

the tax returns, system/ processes to facilitate

taxpayers. Simplification of returns is an ongoing process taken up by theFBR itself as well as in coordination with stakeholders. FBR makes concertedeffort to involve all stakeholders including the business community, CharteredAccountants, Tax Bars etc., However it is also pertinent to mention that dueto the complex nature of tax laws outright simplification is not possible.Nevertheless, instructions on filing of return form as well as ‘help’ feature foron line filing facilitate tax payers in filing their return.

FBR has made efforts in taking facilitative steps to simplify tax returnsfor the taxpayer. Such facilitation measures are enumerated as below:

(1) Since 2014, taxpayers have the facility to file their returnselectronically through Iris, an ERP (Enterprise Resource Planning)covering all business processes of Income tax.

(2) Iris has a business rule engine covering all provisions of the IncomeTax Ordinance, 2001 and the taxpayer simply has to provide thefigures of his income, receipts and expenses. The system

automatically calculates the tax liability on the basis of the legalprovisions applicable for the tax year for which the return is being filed.

(3) The system automatically performs all calculations includingtotaling and reconciliation of assets. In case the wealth statementof the taxpayer is not reconciled, the system prompts the taxpayerindicating the exact amount by which the wealth is un-reconciledso that the taxpayer can rectify.

(4) While preparing Wealth Statement the figures of the WealthStatement filed for the previous year are automatically importedso the taxpayer does not have to fill all the columns again. FromTax Year 2017, a similar option of importing last year’s datahas been provided in the Income tax return as well

(5) There is a complete help provided on the main login screen ofIris to guide the taxpayer in filing of return. IT Wing / PRAL is inthe process of developing a more detailed help wherein a taxpayerwill be able to access simple user guide on a ‘?’ sign given at theend of relevant rows. FBR has also launched CustomerRelationship Management software in which queries by taxpayers,lodged either by e-mail phone or website is handled and redressed.

(6) FBR published taxpayers’ facilitation brochures on FBR’s officialwebsite for taxpayers’ education

(7) In addition, an elaborate mechanism of providing assistance /guidelines to taxpayers is available in the form of FBR’s helplineas well as taxpayer facilitation centers located at different stations.In this way FBR makes efforts to make tax laws more simplifiedand easier to understand.

(8) IT Wing/PRAL is also in the process of creating an application/wizard for simplifying the return filing process specially forindividuals. This wizard will guide tax filers by interactively askingquestions from taxpayer and on the basis of the response, guidethe taxpayers to relevant columns required to be filled.

(b) The existing return form has separate parts dealing with differentcategories of tax payers. Tax payers deriving income from salary or any specific

Long Term Finance Facility (LTFF) mark up rates were reducedfrom 11.4 percent to 6.0 percent and Export Re-finance Facility (ERF) ratesreduced from 8.4 percent to 3.0 percent.

Large Scale Manufacturing (LSM) which has a share of 80 percent inmanufacturing sector registered a healthy broad based growth of 5.68 percent in2016-17. The same performance continued in current fiscal year. During Jul.-Dec.

Minister of State for  Finance and Economic Affairs (RanaMuhammad Afzal Khan): (a) Since start of FY18, Country’s total liquid foreignexchange reserves witnessed a decrease of US$3.0 billion and stood at US$18.4billion ($12.3 billion from SBP and $6.1 billion from Banks) as on 23rd February2018 compared to US$ 21.4 billion ($16.1 billion from SBP and $5.3 billion fromBanks) as on 30th June 2017 The decline in the country’s FX reserve is primarilyattributed to widening of the external current account deficit.

(b) No plans at present.

(c) Cognizant of emerging risks in the Balance of Payments leading todecrease in foreign exchange reserves, the government has taken various measureswhich include:

GoP issued US$2.5 billion of Pakistan Sovereign Bonds and PakistanInternational Sukuk, the proceeds of which were received onDecember 05, 2017 to boost Foreign Exchange Reserves.

100 percent cash margin requirements was imposed in Feb,2017 onthe import of non­essential consumer items to accommodate the

The government has also maintained custom duties on a large numberof non-essential items in the budget 2017-18 to re-enforce the impactof cash margin requirements. Recently, the government has introducedimport duty on 731 non-essential import items to promote the use ofdomestic products and to reduce the trade deficit.

To facilitate exports, the government has ensured un-interpretedenergy supplies to export sectors, especially to the textiles. Moreover,the government has announced an export package of Rs 180 billion.The exporters are also expected to benefit from reduction in the costof doing business due to LNG based power production.

Government has also strived actively for market access in Russia,China, South Africa, Egypt, Hong Kong and Indonesia besidesMiddle-East countries for meat and meat products. Abolishment of8 year old ban by UAE on Pakistani poultry products is one suchoutcome which provided a huge market to meat exporters ofPakistan.

Recently, EU has extended the GSP Plus status for Pakistan for thenext two years. This development will help in boosting exports, thus,containing current account deficit.

The government initiatives have shown positive results as the negativetrend in exports has bottomed out and exports have increased by3.6% and worker’s remittances by 11.8% during first seven monthsof FY18 as against corresponding period of last year. With thesepositive trends strengthening along with planned official inflows undermultilateral and bilateral arrangements, in coming months the currentaccount deficit may substantially improve and the foreign exchangereserves of the country will continue to be at a healthy level in FY18.

(c) The project completion time is December 2018 but it may becompleted ahead of schedule.

(d) The main alignment of CPEC optical fiber is Rawalpindi, Mansehra,Naran, Babusar top, Chillas, Gilgit, Karimabad, and Khunjerab. Minister for Privatization (Mr. Daniyal Aziz): The Council of CommonInterest (CCI), vide its decisions dated May, 1997 and August, 2006, had twiceapproved the privatisation of the Pakistan Steel Mills Corporation (PSMC). OnOctober 03, 2013, Cabinet Committee on Privatisation (CCoP) approved theprivatisation programme for early implementation, which inter alia included theprivatisation of PSMC. Thereafter, PC Board in April 2015, approved theappointment of Financial Advisors (FA), who completed and submitted the draftdue diligence reports to PC in August, 2015.

2. On October 01, 2015, PC Board recommended the divestment ofminimum 75% shares of the PSMC for the consideration and approval of theCCoP. However, CCoP in its meeting held on October 02, 2015, decided thatsince the Government of Sindh (GoS), in the past, had expressed interest to acquirethe PSMC, therefore, the GoS should be offered to acquire PSMC with all itsassets and liabilities.

3. Accordingly, GoS was offered to acquire PSMC with all its assetsand liabilities. However, despite a lapse of considerable time and having beenprovided complete access to PSM’s site and management, no affirmative responsewas received from the GoS. Accordingly, the matter of PSM’s privatisation wastaken to the CCoP and the CCoP, in its meeting held on July 14, 2016, directedPC to resume the privatisation process of PSM.

4. FA resumed the work and in January 2017 PC Board, afterdeliberating the proposals of the FA, recommended the CCoP to consider theconcession/lease of core assets of PSMC assets for a period of 30 years in lieu ofrevenue sharing and mandatory capital investment required to make the milloperational.

5. The CCOP in its recent meeting held on February 16, 2018, hasdirected PCas follows:

The Cabinet Committee on Privatization (CCOP) consideredthe presentation on “Privatization of Pakistan Steel MillsCorporation (PSMC)” made by the Minister for Privatizationand directed the Privatization Commission to start the processfor privatization / restructuring of the Pakistan Steel MillsCorporation (PSMC) and resubmit a comprehensive plan in theform of a summary in the light of discussion held during theCabinet Committee meeting after thorough consultation withall stake holders after carefully following all due process in avery transparent and well considered manner.

II. The CCOP directed Privatization Commission to consult FinanceDivision and Federal Board of Revenue on financial matters,liabilities adjustments and tax issues.

III. The CCOP also directed the utilization of money to be accruedmust be approved by the ECC of the Cabinet.”

6. However, one of the major conditions of the lease/concession modelrequires settlement/restructuring of PSMC liabilities. Accordingly, PC in consultationwith the stakeholders is devising mechanism for the settlement of PSMC majorliabilities.

7. Privatisation of PSMC will be done after thorough consultation withconcerned stakeholders and after following all due procedures, processes andrules, approved by the PC board and CCoP.

(a) whether the Government’s policy to charge different tax ratesfrom filers and non-filers will continue; and

(b) whether said policy has failed to yield considerable results? 

Minister In-charge of the Revenue Division: (a) The FBR, since2013, has espoused the policy of introducing higher withholding tax rates for non-filers across a wide spectrum of transactions in a bid to broaden the tax base byincreasing the cost of doing business for non-filers who are non­complianttaxpayers.

The purpose behind introducing higher withholding tax rates for non-filerswas , firstly, to compel such non-filers to start filing their tax returns to avoid higherincidence of withholding taxes and secondly to procure information regarding non-filers so that efforts could be made to bring them within the fold of the tax net. Itwould also be beneficial to mention that if non-filers opt to file their income taxreturns they can claim the tax withheld (at higher rates) against their tax liability. Inview of the above the FBR shall continue with the policy of charging higher ratesof withholding tax from non-filers so as to fortify the efforts geared towardsbroadening of the tax base.

(b) The introduction of the policy of having higher withholding tax ratesfor non-filers has complemented the efforts of the FBR with respect to broadeningof the tax base. The number of filers of income tax returns have witnessed asuccessive increase since the implementation of this policy as many non-filers,previously out of the tax net, have opted to file their income tax returns to avoidhigher incidence of withholding taxes. (e) whether there is any proposal under consideration of theGovernment to recover the amount of defective tube wells fromthe concerned contractor; if so, when it will be implemented;if not, the reasons thereof?

Minister for Interior (Mr. Ahsan Iqbal): (a) A list showing thelocation of all defective thirty seven (37) tube wells is enclosed at Annex-A.

(b) Out of 37 defective tube wells, 18 are under running defects andwill be repaired within three months after allocation of funds whereas theremaining 19 tube wells, require re-boring for which considerable fund as well astime are required to take the work in hand.

(c) An approximate amount of Rs. 20 million is expected to beincurred to get 18 tube wells repaired and Rs. 110 million are estimated to berequired for reboring / rehabilitation of remaining 19 tube wells.

(d) Most of the defective tube wells are old and none of the newtube wells became defective prior to warranty period, therefore, no action isrequired to be taken against the contractor.

(e) It is not justified to recover the amount of defective tube wellsfrom the contractor.

Minister for Statistics: (a) Yes, Ministry has amended theAppointment, Promotion and Transfer Rules (Non-Gazetted) of 1971, 1977in 1983, 2011 and 2016.

(b) With the concurrence of Establishment Division, SRO/ GazettedNotification were issued as and when any amendment has been made in Rulesof any category. Consolidated SRO/ Notification has not been issued to thiseffect.

(c) Promotions have not been stalled on any reason. Promotionshave been making according to the criteria/ rules for the post in question since1971 to date despite amendments in the Recruitment Rules.

(d) All Notifications were issued according to their amendment havingconcurrence of Establishment Division. Further amendment in presentRecruitment Rules is pending.

However, in pursuance of General Statistics (Reorganization) Act 2011,consolidated draft Recruitment Rules of Pakistan Bureau of Statistics are underprocess with quarter concerned.

He is holding regular hearings in the cases ofMissing Persons at Karachi. Subsequently, 1075 out of 1217 cases of MissingPersons of the Province of Sindh have been disposed of by the Commission.At present 142 cases are under investigation.

As a result of thesame 2 to 3% growth is forecasted. This will also bring economic prosperityin Balochistan and will support in generating new jobs. The progress made inGwadar is already bringing Socio-economic changes in Gwadar.

The projects initiated under China Pakistan Economic Corridor areaimed at bringing inclusive growth across Pakistan. People of Baluchistan inparticular would be directly and indirectly benefited from a number of projectsin transport infrastructure, energy, port development and industrial cooperationsectors being planned and implemented under CPEC. Development of Gwadarand its Port would help Pakistan make linkages with neighboring countries.The entire nation will be getting benefits out of Gwadar but the first beneficiarieswill be the people of Gwadar and Balochistan. Any income generated by CPECprojects will come into Federal Consolidated Fund for further distributionbetween federation and provinces according to approved mechanisms ofresource distribution.

Minister of State for Finance and Economic Affairs (RanaMuhammad Afzal Khan): SBP is an independent and autonomous bodygoverned by the SBP Act, 1956 and the general superintendence of SBP restswith its Board of Directors.

SBP initiates all recruitments in SBP, based on organizational needsfor the new resources in accordance with SBP Recruitment Policy dulyapproved by Board of Directors. The said policy prescribes appointment invarious grades starting from OG-1 in the Bank.

Recruitment at SBP is made through an open and competitiveprocess and by observing prescribed quota for merit and various provinces/regions.
