individual and systems advocacy and education fostering an inclusive community that embraces people
throughout their lifetime to be included in every aspect of community life.
Dear Members and Friends of The Arc of Larimer County,
The Arc of Larimer County would like to thank you, our community, for
your support. With your help, we have been able to make remarkable
strides in both individual and community impact. Each day we guide
individuals and families through a complex system of support. We also
assist various agencies and systems to locate essential resources and to
impart knowledge, ensuring that people with I/DD do not fall through
the cracks. In 2015, The Arc of Larimer County staff provided over 1,601
advocacy hours at no cost to individuals or families! This time was well
spent and vital to ensure that people with intellectual and developmental
disabilities have the support they need to be healthy, successful, and
included in every aspect of community life.
We want to share with you our successes and accomplishments in 2015.

2015 ACCOMPLISHMENTSIn 2015, The Arc of Larimer County worked at the local, state, and national level to remove barriers to inclusion and protect the civil rights of individuals with intellectual and developmental disabilities.
The Arc of Larimer County provides free advocacy services for parents with children, adult self-advocates, and families/guardians caring for adults with intellectual and developmental disabilities.
Over 1,601 Hours of Free Individual Advocacy Provided
• The majority of advocacy cases were in the education system supporting Individual Education Programs• Justice: support in courtrooms, diversion and probation, Guardian ad Litem support, restoration and
competency• Department of Human Services Child/Family Services: rights, awareness, resources and access• Community: ADA, resources• Support in accessing programming, and eligibility determination; including identifying dual diagnoses and
previously denied or unidentified individuals for access
2015 General Assembly• General Session Information: o Participated in weekly Arc legislative updates. o Spearheaded and wrote draft of Joint Resolution for Arc Advocacy Day on Capitol Hill• SB15-015 (Mental Health Parity for Children with Autism) o Participated in stakeholder engagement meetings o Created & distributed Action Alert & Fact Sheet for SB 15-015 o Visited key committee members in both House and Senate prior to hearings o SB15-015 passed and was signed by Gov. Hickenlooper on April 26th, 2015• HB15-1097 (Fetal Alcohol Spectrum Disorders Committee & Screening) o Participated in stakeholder engagement meetings o Visited key committee members in both House and Senate prior to hearings. o Matt Cloven provided testimony on FASD bill in three committees o Created a one-pager Fact Sheet for committee members on Fetal Alcohol Spectrum Disorder legislation o Created an Action Alert for FASD legislation
ADVOCACY
PUBLIC POLICY/SYSTEMS ADVOCACY
People First of Larimer County is a self-directed community of adults who have intellectual and developmental disabilities. People First as a board, prioritizes issues that impact individuals with I/DD in Larimer County and actively advocates to reduce and remove barriers to equal community access.
• Became members of Self Advocates Becoming Empowered (SABE)• Attended The Arc Capitol Day and was recognized on the floor of the House
by Minority Leader Delgrosso• Met with Representatives Arndt, Ginal, and their staff to speak about issues
regarding employment and transportation• Members participated in a focus group on services and supports with The
Department of Health Care Policy and Finance• Accepted proclamation from the Mayor of Fort Callins regarding
Developmental Disability Awareness Month• President, Julian Wang, attended The Arc National Conference
FASD is 100% preventable, but the effects on the child last a lifetime. As a result of alcohol consumption during pregnancy, the child may struggle in school, frequent the criminal justice system, and be unable to live a fully independent life. 60% of individuals with FASD over the age of 12 have had trouble with the law or have been charged or convicted with a crime. The Arc of Larimer County worked in 2015 to prevent FASD through provider education.
• Initiated three trainings on FASD for professionals from multiple systems to increase awareness and support
• Testified in three committees in the Colorado Legislature in support of the FASD commission
• Initiated Statewide FASD prevention ad campaign. • Participated in the State’s FASD commission and later Substance Exposed
Newborns Commission• Awarded National FASD Prevention Grant: o Collaborated with Associates in Family Medicine to provide their medical providers a workshop on FASD o Distributed 340 FASD Tool Kits and 144 FASD Fact Sheets to health providers and leaders to encourage/support FASD prevention. Recipients of the Tool Kits and Fact Sheets included Kaiser, Associates in Family Medicine, and The Colorado Department of Human Services.
• Began collaboration with law enforcement for awareness and trainings• Intra-agency crisis group formed • Expanded our presence in court cases providing resources and education
for attorneys, judges, and magistrates
Successfully organized the community and aligned organizations to educate Fort Collins City Council on the need to fund and update bus stops to be ADA compliant.
• Created and marketed Action Alerts• Organized our aligned community to take action• The Arc of Larimer County and People First testified for equal transportation
access• The City Council appropriated $275,000 during mid-cycle budget
appropriation to upgrade bus stops to be ADA accessible. This funding is intended to be included in Transfort’s budget for the next 10 years until all bus stops are brought up to ADA standards.

stability while rent and commercial prices are escalating quickly in
Larimer County. By 2025, The Arc of Larimer County will have paid off

About 90% of individuals with intellectual and developmental disabilities are not working. The Arc of Larimer County worked on a systemic and individual level to reduce barriers to employment for people with I/DD in Larimer County and the State of Colorado.
• Initiated planning and outreach in addition to drafting Employment First Legislation. The goal of the bill was to remove barriers that keep individuals with intellectual and developmental disabilities from being employed. The bill was introduced in the 2016 legislative session. As a result, SB16-077 was created and introduced in the 2016 Legislative Session. The bill passed and was signed by Governor Hickenlooper on June 10th, 2016.
• Collaborated with ADP to provide 3 workshops for employers about the ADA• Staffed booth at Bixpo: Larimer County Workforce Symposium o Engaged Poudre School District and Columbine Health Systems to present about Project SEARCH and collaborative business and school partnerships• Created and implemented a marketing campaign designed to raise awareness and encourage business to hire people with
disabilities. Placements included radio ads, Facebook ads, LinkedIn ads, Movie Theater Ads, and Bus Stop ads.
• Held over 19 free workshops, over 501 people attended • Collective staff and Volunteers provided 66 education, workshop, outreach, and awareness events in 2015• Created and produced the online resource guide for The Arc of Larimer County Website• Wrote proclamation for Fort Collins City Council recognizing March as Developmental Disability Awareness Month• Collaborated with The Arc of Weld County and The Arc of Colorado to celebrate National Developmental Disabilities
Awareness month in March with the 3rd Annual Achieve With us Film Festival. The film festival works to dispel stereotypes about individuals with intellectual and developmental disabilities. Some of the short films are humorous, some are serious, but all work to spread awareness.
• Initiated a film submission contest in preparation for the March 2016 Film Festival• Cross-Disability Parent Group o This group is for all parents/guardians of children/adult children with disabilities. They meet monthly in a casual setting where parents can visit and share experiences.• Sibling Support Group o This group is for siblings of children with disabilities. • Hispanic/Latino Parent Group o A parent group for Spanish-speaking parents. They meet monthly in a casual setting where parents receive pertinent information, visit, and share experiences.
• Created a detailed profile for The Arc of Larimer County and participated in the Colorado Gives Day 2015, including a small marketing campaign.
