Managing Trustee's Message

It’s my gratification to present the 5th Annual Report of the Kalinga Kusum Foundation.

This Report is dedicated to all the staff members of Kalinga Kusum Foundation who have

helped us to fulfil our dreams, our vision and our mission.

A lot of planning and effort has been undertaken by all functions to internalise and align

strategies to realise our goals of ensuring that capacity building of real destitute and

children in knowing their rights and demanding their rights in-front of Govt. so that they

can have access to free and quality education, primary healthcare and are safe from

violation and exploitation.

Last year our main focus was on concentrating in two broad areas of activities- “Eye-care

campaign to prevent Presbyopia”, and the “Access to Justice” initiative. But this year some

of the major works that the organisation has done were; Inauguration of First ever Child

Friendly Constituency in Nayagarh District is a milestone. Our special thanks to UNICEF,

Odisha for supporting us for which we are now able to meet over 10 Members of

Legislative Assembly of 3 major political parties in the state by urging them to include

child friendly Gram Sabhas, to make their constituency child friendly as well and to keep

their demands in their upcoming election manifesto and to be a voice for them during

different assembly sessions. Though this has been a difficult job for us and our partners

but we are happy to work on such a unique project. Apart from this lot of eye-catching

activities has been done during the year.

Though we have faced lot of challenges during the course of the year, but the team of

KKF has done an excellent job and overcame the situation at their level best. I am

confident that we will face the upcoming problems as well with courage and creativity.

Despite the profuse challenges, team and volunteers have worked hard to successfully

undertake several programs as mentioned in the following pages. I am also thanking to

the board members and advisors, for their great contribution and support for the

development of the organisation.

As we set out to achieve our goals, we thank you - our supporters who give us the much

needed drive to go out and realise our vision of a happy, healthy and creative

environment for all sections of society.

Organisation Profile

Kalinga Kusum Foundation is a non-profit initiative that addresses challenges tied to

education and legal empowerment in communities, in the state of Odisha. It started its

operations in 2011, and its goal is socio-economic and legal empowerment of those living

on the edges of the society, with a special focus on children, youth, women and tribals.

The Foundation has been working on the ‘Access to Justice Initiative’, which aims, on the

one hand, on improving institutional capacities of key justice service providers to enable

them to effectively serve the poor and disadvantaged, and on the other hand, on directly

empowering the poor and disadvantaged men and women to seek and demand justice

services. We focus on increasing the ability of vulnerable groups to seek remedies and of

the service providers to deliver justice in conformity with national and international

human rights principles and legislations.

Core Values

Kalinga Kusum Foundation practices strategic philanthropy i.e. going beyond charitable

actions and giving to focus on investing in the creation of educational, social and

economic value. Value is created because our initiatives & practices ultimately improve

the quality of life & bolster economic prosperity in the hinterland. We also create

additional value by focusing on capacity building and documentation of social outcomes,

particularly at the policy level.

Visibility of the year 2015-16

In the current year the main role of the Organisation is to make its presence felt with the

civil society organization in the state. The organisation has been successful in developing

a good informal network of individuals and organizations committed for the development

of our society in different right based approach for the poorest of the poor, children,

youth and women. Looking into the significance, commitment and performance of the

organisation UNICEF, Odisha has been kind enough to support us for coming two years.

The year 2015-16 has been quite an engaging year for the organisation, specifically the

engagement with the state’s Members of Legislative Assembly (MLAs) for the UNICEF

Project of “Child Friendly Constituency”. Even after 68 years of independence, the Infant

Mortality Rate of Odisha is 51 out of every 1000 children. 1.87 lakh children of 6 to 14

years age group are out-of-school. A very high rate of malnourishment is also being seen

in the state. The critical issue is that all most all the children do not have a voice, because

they do not have the right to vote. Given this context UNICEF with Partnership of

Kalinga Kusum Foundation set out to urge politicians to put children first by giving due

emphasis to child rights and children’s voice during the State Assembly and in their party

manifestos.

Also the engagement with state govt. and district administration was quite thorough and

constructive which resulted in establishing a rapport and developing an understanding of

the new concept. We have always endeavoured to make our existence felt by bringing

meaningful changes in the lives of the most deprived section in the state. During the

reported period the organisation initiated some unique seminars/programmes in

association with other state and national level organisations. It provided us with the

opportunity to understand some other aspects of development and to pass on that benefit

to the maximum number of under privileged and youths of our society which will help us

to influence the existing state policy.

A. Training and Capacity Building:

Like earlier years, the team members of Kalinga Kusum Foundation tried to strengthen

the capacity of the students of different universities of NIT - Rourkela, Sri Sri University-

Cuttack, Centurion University- Khurda and KIIT School of LAW -Bhubaneswar by giving

them practical knowledge on building project proposals, report writing, minutes of

events, organising programmes, social media management & programme documentation

etc. based on their respective area of interest during their internship programme.

B. Consultation on People's priorities in the State Budget 2016-17

Two of our team members attended a Consultation on “People's priorities in the State

Budget 2016-17” on 19th January 2016 in CYSD conducted by the Odisha Budget

Advocacy Centre, CYSD, and nearly 60 members from different NGOs, Donors and

activists were there to discuss on upcoming budget for the year of 20016-17. The main

focused areas of this programme was to discuss on 6 key points like Health, Education

(Elementary and Pre School), Tribal Development, Agriculture and livelihood, Water &

Sanitation and Women.

This was the first kind of a learning for our team to engage themselves in State Budgeting,

from which they leant the budget making process, different aspects of it, parliamentary

process during budget session, what are the sources of budget that comes to the state and

nation and how they are being spend on what sector etc.. In future this will help the team

to build capacity of other team members as well as it is highly helpful to build the

capacity of the MLAs and to make them aware about the budget while the project of child

friendly constituency is running.

C. Project on “Child Friendly Constituency” –UNICEF

In last reporting year, UNICEF in partnership with Kalinga Kusum Foundation launched

a programme named “Child Rights & Advocacy initiative with MLAs from Odisha”

keeping the objective in mind that the policy makers through leader to leader advocacy

and their capacity building on child rights issues can help in achieving definitive

commitments towards ensuring child rights of the state. Based on the learning and

fruitful outcomes of the previous project, Kalinga Kusum in partnership with UNICEF

then thought to deepen and continue the engagement with the legislatures across parties

for a wider objective and to support on child rights issues and to become a voice for

children.

As we all know it is sometime difficult to influence administration, but due to this project

the team has learned to cope up with this problem as well and having a good relationship

with different district administration. Several meetings i.e meeting with different line

departments, district administration, youth volunteers and field monitoring has already

been conducted during the process.

The Child friendly Constituency inaugural programme was conducted on 22nd

December, 2015 at DRDA office of Nayagarh district, the programme was launched by

the honourable MLA of Khandapara constituency in the presence of the District Collector

and the partners where more than 300 participants were presented.

D. Seminar on Child Budgeting with Legislatures

With Centre for Budget and Policy Studies (CBPS) and UNICEF Odisha, KKF, took up the

task of organizing a workshop to sensitize select MLAs of Odisha Legislative Assembly on

the issues related to budgetary processes. As MLAs are intimately involved in the budget

processes – as members of legislature and (some of them as) as members of

Departmentally- related Standing Committees where the budget is discussed, it was felt

that this interaction would help them engage more effectively in the budget

deliberations. With an enhanced understanding of the conceptual framework,

terminologies, the federal fiscal architecture including the role of Central Finance

Commission and so on the MLAs can participate more actively in the budget allocation

processes. This would also further the UNICEF work of ensuring effective programme

implementation of concepts, flow of funds including the implications of 14th Finance

Commission as well as importance of social sector expenditure and Child Budget.

E. Seminar on “Ease of Doing Business –Perspectives of Odisha”

Centre for Public Policy Research (CPPR), Kochi and Kalinga Kusum Foundation (KKF),

Bhubaneswar had joined hands together and organized a seminar on "Ease of Doing

Business -Perspectives from Odisha” on 23rd February 2016, in Hotel Swosti Grand,

Bhubaneswar. There were nearly 130 participants from different backgrounds which

included senior policy makers, planners, representatives from the industry & industry

associations, new entrepreneurs, professors and management students.

increase the ability of the state to

conduct business for a better economic

and financial development of the state by

doing rigorous discussion on various

facets of business and to create a

conducive business climate in the state of

Odisha.

Various states have also joined the efforts of the central government in the true spirit of

co-operative federalism for attracting investment, boost economic growth and generating

employment opportunities for its citizens. Followed by this there is one more seminar on

the same topic in Kochi, Kerala on 11th and 12th March, 2016 and our advisor Mr. Sujeet

Kumar attended it, and shared about the business climate of Odisha and regarding

Financial & Taxation policies of Odisha.

F. GuideStar India Workshop

A training programme was conducted by GuideStar, India, which supports for a

transparency mechanism in Social Sector. The progrmmae was conducted in CYSD,

Bhubaneswar on 5th February, 2016 where more than 120 partners who have registered in

GuideStar, India participated. There the participants were taught how to register

themselves in GuideStar, India, through which an open data base for NGOs, Trust or

foundation will be available on the website which can be accessible by all.

As there is very less interaction between the civil society and district administration,

improper policy for the civil society, lack of evidences of our work and achievements,

lack of transparency, in- effective mechanism, and due to non- collective agenda, we are

far from the social progress. So the data bank is highly essential and NGO award

programmes & fairs are equally in need to maintain the transparency and accountability

within us.

G. International women’s day celebration by NAWO – “Pledging for parity”

On the Occasion of International Women’s Day 2016, National Alliance of Women along

with the women’s organization of the State, had organized a two day “State level women

leadership summit 2016” on 8th and 9th of March, 2015 at Adivasi Padia in Bhubaneswar.

There was a gathering of more than 500 tribal, Dalit, youth and women leaders

representing all the 30 districts of Odisha.

Theme for international women’s day 2016 as declared by the United Nations was “Planet

50-50 by 2030: Step It Up for Gender Equality”. The United Nations observance on 8th

March was to reflect on how to accelerate the 2030 Agenda, building momentum for the

effective achievement of the new Sustainable Development Goals.

H. World Human Rights Day

Celebration

On 10th December, 2015 organizations

working on women rights and violence,

from all over Odisha gathered in Ekamra

Haat, Exhibition Ground, BBSR to

observe World Human Rights Day. This

programme was organized by NAWO, as

a part of One Billion Rising Campaign.

The Chief Guest and Speaker for the day

was the well known Feminist Activist

and Social scientist Ms. Kamla Bhasin.

She talked about development, domestic

and sexual violence, education, gender

parity, and the role of media.

Heart-rending drama, poetry, lyrical

play based on Child Labour, Child

Abuse, Child Marriage, Child Education,

Women rights, Violence on Women,

Abuse on Women, Male Dominated

Society were performed. Kalinga Kusum

Foundation is proud to be a part of this

campaign.

I. Solar Entrepreneurship Training program

One of our staff member attended Solar

Entrepreneur Training programme

organised by SELCO Incubation centre,

Banglore in association with Onergy

Solar and Centurion University centre

for Renewable Energy and Environment

at Centurion University, Jatani, from 1st

to 10th February, 2016 for upcoming solar

entrepreneurs from the various districts

of Odisha.

The basic purpose of the training was to impart the entrepreneur with technical

knowledge related to solar as well as entrepreneurial skills through class room training

and on field exposure. Upon the completion of training process, the entrepreneurs will be

able to develop a business plan through a collaborative approach of academic support to

qualitatively improve the plan, and to provide a comprehensive analysis of the business

opportunity with guidance from the Centre management, SELCO.

J. Blood Donation Camp & Eye Care Campaign

A blood donation camp and an Eye care campaign in association with Bhubaneswar Auto

Mahasangh was conducted on 14th January, 2016 at Jayadev Bhawan, Bhubaneswar for

the Auto drivers. The major focus of this program is to have eye check up and to

distribute the reading glasses for the Auto drivers of Bhubaneswar.

In total Kalinga Kusum Foundation has

distributed 100 numbers of reading

glasses to the auto drivers after a

thorough check up. A number of auto

drivers also came forward to donate

blood.

K. Information Dissemination:

The Organisation has listed out nearly Seven hundred students, individuals, activists and

organizations working in different areas. In order to orient and inform them about the

happenings and progress of different govt. programmes, rights and our activities etc. we

are regularly posting updates in different Social Medias like facebook and twitter. The

KKF office has started using that space for wider dissemination of information relating to

child rights, women right, agriculture and state and national budgeting.

This is to help all to keep themselves update and to get knowledge about the issues

happening in our day to day life. The team is also trying to work on the feedbacks of the

readers to make the process better and fruitful. Other information, government

notifications, circulars etc are also circulated in a regular basis.

L. Campaign against Child Labour:

Kalinga Kusum Foundation, along with Odisha Construction Workers' Welfare Board is

working with Real Estate players of Odisha and sensitizing them against employment of

child labour in their construction sites. Kalinga Kusum members, alongwith UNICEF and

Board Chairperson, regularly visited the major construction sites in Bhubaneswar &

Cuttack to ensure child labour is not employed at their sites.

M. GreenInDiya:

For the second year running, Kalinga Kusum Foundation conceptualized, planned and

successfully ran an online and offline campaign (GreenInDiya) in Bhubaneswar during

Diwali 2015 to create awareness about a cracker free Diwali, distributed 100,000 earthern

diyas made by local Odia potter communities and organized a walkathon attended by

eminent persons of the city including the Mayor, MP and the MLAs. The program was

well received and appreciated by the participants and led the potter community benefit

economically from the drive with a positive impact on the environment as well.

N. Campaign on Eye Care:

A massive Eye care campaign has been started in proud partnership with the World

Health Organization's Vision 2020 program. The major focus of this flagship program is to

significantly decrease the cases of Presbiopia in the state of Odisha, where as many as 60

vision entrepreneurs have been trained and sent across the state to spread awareness and

assistance to those in need. In total the vision entrepreneurs have distributed more than

6,000 reading glasses to those in need and a further 3,000 glasses have been distributed at

as many as 8 eye care camps held in and around the state capital of Bhubaneswar.

O. Road Safety Awareness Drive:

Kalinga Kusum Foundation in association with Bhubaneswar Auto Mahasangh organised

a walkathon for road safety to enhance the awareness of road safety rules and regulations

among the citizens of Bhubaneswar. This walkathon was organised as part of road safety

week celebrations in 11th to 17th January 2016. The program received enthusiastic

response in terms of participation from the youth and citizenry of the city.

P. Study Tour of MLAs to Kerala:

As part of the project of Child Rights Advocacy, the selected MLAs participated in a study

tour to Kerala Institute of Local Governance (KILA). The MLAs received first hand

information of the exemplary decentralised governance processes of Kerala and visited

the Child Resource Centre at KILA which is pioneer for the supporting the local

governments for implementing Comprehensive Child Development Programmes (CCDP).

The programme was well appreciated the MLAs. The MLAs proposed to replicate many of

the models in their respective constituencies.

Major Learning, Problems Faced and Opportunities Ahead:

With the involvement in UNICEF Project “Child Friendly Constituency”, the KKF team

has been exposed to the grassroots situation and this has resulted in enhancement of

understanding of the overall situation of different Child rights issues and functioning of

different government policies and schemes.

All the efforts also opened up positive engagement with state government and district

administration. Also the visits of KKF team along with UNICEF team put needed pressure

on the implementing officials to perform and deliver better.

The preceding year has been a great learning for all in the organisation, but there were

some challenges. It was also an opportunity of learning and to strive for better. The major

problems faced during the year were shortage of staff, efficient coordination with MLAs

and partner organisations which will be slowly overcome by the staffs during the coming

years as they gain exposure and necessary skills.

As KKF operates in partnerships, the team depends mostly on others to carry the work

forward. Sometimes it is difficult to coordinate among Civil Society Organisations which

is also a platform for the organisation for building networks.

Despite all these challenges there is a great opportunity for organisation in coming years.

The team visualises the following opportunities that could be explored in the coming

days;

Recent experience shows that, the organisation could play an instrumental role in change

in the life and living of the poor and dispossessed with the help of efficient legislative

leaders. In coming days efforts would be made to ensure to create awareness on different

developmental works of Govt.

Kalinga Kusum Foundation would also try to influence policy and implementation in

coming days in relation to different child and women rights.

Our Management Team

Mr. Dibya Chand Shukla (Managing Trustee)

Mr. Dibya Chand has B.Tech. degree in Agricultural Engineering from OUAT Odisha and

an MBA from IBCS. He also has wide-ranging experiences ranging from non-profit

management, development consultancy and corporate career to entrepreneurial ventures.

Mr. Sanjit Behera

Mr. Sanjeet Behera is an Engineer from Orissa University of Agriculture & Technology

(OUAT). He has over 15 years experience in community based program in rural Odisha

working with different programs of United Nation Development Program (UNDP) and

Govt. of Odisha.

Ms. Swati Kaduskar

Ms. Swati has completed Diploma in Business Management from (ICFAI) & B.Com. from

Mumbai University. She has over a decade’s experience in corporate sector.

Mr. Ritesh Kumar Das

Ritesh has an Integrated Masters degree in Physics from IIT Kharagpur. He has 2 years of

experience working for a Management Consulting firm in the field of Climate Change

and Clean Energy and one and a half years of experience working for an Infrastructure

Consulting startup. He also has a brief exposure working for a financial consulting firm in

Venice. He has also done research projects in the field of nuclear physics, spintronics and

quantitative finance.

Ms. Priyadarshi Pal

Ms. Priyadarshi is an alumni of National Institute of Technology Durgapur and Teach for

India. She also holds post graduate diploma in Sustainable Rural Development from

NIRD, Hyderabad and Business Management from University of Hyderabad. She is also

certified in Social Entrepreneurship and NGO management. Her interest areas are

Education, Child Rights and Women Empowerment.

Advisory Board Members

Mr. Sujeet Kumar (Founder, & Advisor)

Mr. Sujeet is currently the OSD-cum-Special Secretary, Odisha State Planning Board, he

is MBA from University of Oxford (Skoll Scholar) and MPA Harvard University

(Kennedy School) along with Bachelor of Engineering (B.E.) and Bachelor of Laws (LL.B.)

from India. He was Global Leadership Fellow (GLF) at World Economic Forum (WEF),

Switzerland and Asia Pacific Leadership Fellow (APLP) at East West Centre, Hawaii,

USA. He has huge experience of working with corporate and social sectors. He is also the

Founder and Managing Partner of LexMantra, a business and legal consulting firm,

providing advisory solutions for domestic/overseas corporations, multi-lateral &

government agencies, investors and individuals.
