Section 1. Executive Summary and Introduction to the 2015 AER
1.1 Summary report on 2015
This Annual Environmental Report has been prepared for D0083-01, Kingscourt, in County Cavan in accordance with the requirements of the wastewater discharge licence for the agglomeration. The WWDL for this agglomeration was issued on 25/02/2014 and this AER deals with the period 01/01/2015 to 31/12/2015. Specified reports are included as an appendix to the AER as follows:

Priority substances assessment The following report is currently being completed and will be submitted later in 2016:
Small Stream Risk Score Report The agglomeration is served by a wastewater treatment plant with a Design PE of 2,335. The treatment process includes the following:-
Preliminary treatment (including screening / grit removal)
Primary treatment
Secondary treatment (Two Plastic Media Percolation Filters, 1 Rotating Biological Disc (RBC) Unit)
Tertiary Treatment (Reed Beds)
Chemical dosing for phosphorus removal The final effluent from the Primary Discharge Point was compliant with the Emission Limit Values in 2015. 4,796,000 kgs of sludge, (total weight sludge, (wet)), were removed from the wastewater treatment plant as dewatered sludge cake. Sludge was dewatered on site by mobile dewatering unit. Sludge was transferred to the Enva Storage Facility at Carrollstown Estate in County Meath where it was lime treated to Class A Biosolids Standard before spreading direct to land in County Meath. Landspreading was undertaken in accordance with Nutrient Management Plans for relevant lands and in compliance with Meath County Council Protocol for use of biosolids in agriculture and all other relevant statutory regulations and best practice guidelines. There were no major capital or operational changes undertaken in 2015. An Annual Statement of Measures is included in Appendix 7.1.

Significance of results The annual mean hydraulic loading is less than the Treatment Plant Capacity as detailed further in Section 3.2. The annual maximum hydraulic loading is greater than the peak Treatment Plant Capacity as detailed further in Section 3.2. The annual mean organic loading is less than the Treatment Plant Capacity as detailed further in Section 3.2. The annual maximum organic loading is greater than the Treatment Plant Capacity as detailed further in Section 3.2. The design of the wastewater treatment plant allows for peak values and therefore the peak loads have not impacted on compliant with Emission Limit Values.

The results for the upstream and downstream monitoring used are included as in Appendix 7.2. Significance of results The WWTP was compliant with the ELV’s set in the wastewater discharge licence as detailed in Section 2.2.
The discharge from the wastewater treatment plant appears to be having an observable negative impact on the water quality.
The discharge from the wastewater treatment plant doesn’t have an observable negative impact on the Water Framework Directive status.
However it must be noted that this ecological status is extrapolated from a donor water body.

The annual maximum organic loading figure is greater than the Treatment Plant Capacity. The total weight of sludge removed from Kingscourt in 2015 was 67,140kgs Dry Solids. Using the mean organic loading figure of 1,516 gives a sludge yield of almost 121g/p.e. which is higher than what would be expected at a standard wastewater treatment plant (55-60g/p.e.). Similarly using the maximum organic loading figure of 3,378 gives a sludge yield of almost 55g/p.e. which is exactly what would be expected at a standard wastewater treatment plant (55-60g/p.e.). This may indicate that further analysis of sampling results and sludge disposal in 2016 may be required to more accurately confirm the influent load to the WWTP. In addition the issue of hydraulic loading requires further investigation.

3.3 Extent of Agglomeration Summary Report
In this section Irish Water is required to report on the amount of urban waste water generated within the agglomeration. 1 Introduction
This report has been prepared for D0083-01, Kingscourt, in County Cavan in accordance with the
requirements of Condition 4.13 of the wastewater discharge licence for the agglomeration. This
report identifies storm water overflows within the agglomeration and assesses the compliance of
the storm water overflows with the criteria set out in the DoEHLG document on ‘Procedures and
Criteria in Relation to Storm Water Overflows’, 1995.
There are 2 Nr. SWOs within the agglomeration. These are listed in Table 1.

A storm water overflow assessment is required to comply with the requirements of the wastewater
discharge licence condition as detailed below.
Condition 4.13 - Storm Water Overflows
4.13.1 The licensee shall, prior to the date for submission of the second AER (required under
Condition 6.8), carry out an investigation for the identification and assessment of storm
water overflows. A report on the storm water overflows shall be submitted to the Agency as
part of the second AER. All storm overflows shall be in compliance with the criteria for storm
water overflows, as set out in the DoEHLG Procedures and Criteria in Relation to Storm
Water Overflows’, 1995, and any other guidance as may be specified by the Agency.
4.13.2 The licensee shall carry out an assessment of storm water overflows at least once
every three years thereafter and report to the Agency on each occasion as part of the AER.
The assessment shall include a determination of compliance with the criteria for storm water
overflows, as set out in the DoEHLG ‘Procedures and Criteria in Relation to Storm Water
Overflows’, 1995 and any other guidance as may be specified by the Agency. The licensee
shall maintain a written record of all assessments and remedial measures arising from the
assessment.

2 Storm Water Overflow Assessment
2.1 Description of SWOs
Kingscourt Wastewater Treatment Plant (WWTP) is located at Corgarry townland. There is one
licensed SWO in the agglomeration, which is located at the treatment plant (SW002).
The storm water diversion chamber is located upstream of the preliminary treatment units.
Diverted storm water flows to a retention tank (250 m3 approximate capacity). At present, storm
water overflows from the site are not screened.
In the event the capacity of the retention tank is reached, excess storm water overflows to the Cabra
Stream, via a 300mm diameter cast iron pipe. However, in general, when storm conditions abate
and incoming flows return to acceptable levels, storm water is pumped back to the treatment works.
Based on information obtained from the Plant Operator, the SW002 can occasionally give rise to
visual impact at the receiving waters.
As part of this study, an unlicensed SWO has been identified on the network. This is referred to as
SW004 in this report. Technical information regarding SW004 was not available at the time of
preparing this report.
2.2 Assessment of Operating Criteria of SWOs
The following criteria for each SWO on the network have been examined in accordance with
the assessment criteria set out in Procedures and Criteria in Relation to Storm Water
Overflows in order to determine possible capacity constraints.
1. Does the SWO cause significant visual or aesthetic impact and public complaints 2. Does the SWO cause deterioration in water quality in the receiving water (i.e. is there a
deterioration in ecological quality status attributable to the SWO) 3. Does the SWO gives rise to failure in meeting the requirements of national regulations on
foot of EU Directives (e.g. bathing water quality standards, shellfish water quality standards, Water Framework Directive status etc.),
4. Does the SWO operate in dry weather.

Based on information obtained from Cavan County Council, SW002 is stated to cause visual
impact on the receiving waters on an intermittent basis. Two complaints were received
during 2015 regarding the storm water overflow.

A compliant was received from a member of the public on 5 January 2015 regarding untreated
storm water overflows from Kingscourt WWTP to the adjacent stream.
On 19 August 2015, correspondence was received from Inland Fisheries Ireland regarding the
discharges from SW002.
Proposed remedial measures are described in Section 3.2 (below).
Both SW002 and SW004 discharge to Cabra Stream. There is one drinking water abstraction
points within 10km of the discharge point (close to the confluence of the Glyde River with the
River Lagan). The receiving water is not designated under the European Communities (Quality
of Salmonid Waters) Regulations 1988 (SI 293/1988). Cabra Stream confluences with the
Glyde River less than 1km downstream of the WWTP. Neither waterbody has been
designated as nutrient sensitive in the Urban Waste Water Treatment (Amendment)
Regulations, 2010 (SI 48/2010) and have not been identified as a designated bathing waters
by Cavan County Council3.
As no physico-chemical monitoring data was available for the Cabra Stream, the potential
impact of SW002 and SW004 is not assessable at present.
2.3 Assessment of Design Criteria of SWOs
2.3.1 Compliance with Formula A Formula A is used in the Procedures and Criteria in Relation to Storm Water Overflows as follows:-
Formula A = DWF + 1.36P + 2E (m3/day)
P = design domestic population contributing to SWO (to be estimated)
E = design industrial effluent flow (estimated to be 20% of domestic PE unless otherwise by LA)
DWF = Dry weather flow m3/day (dry weather flow of total PE, based on 0.175m3/PE/day)
2.3.2 Significance of Spill Monitoring information in relation to frequency and duration of overflows is detailed below.
Storm water overflows from SW002 are recorded and logged via the county-wide telemetry
system.
Figure 1 demonstrates storm water overflow activity during 2015.

As seen in the above overflows have occurred intermittently during 2015. Frequent spills from the storm water retention tank may be as a result of the infiltration effects from the network. Information regarding the overflow setting was not available. Refer to remedial measures section.
The significance of overflows to inland freshwaters has been assessed as follows:

The necessity for a storm tank within the sewer network has been assessed based on available dilution as detailed in Table 3 (from Procedures and Criteria in Relation to Storm Water

More information is required for SW004 in order to estimate storage requirements at this location.
Following these criteria, the stormwater storage within agglomeration have been assessed (Table 5).
The information contained in the WWDA for Kingscourt included a population equivalent estimate of 2,245 PE (based on a 2008 flow and load survey). Table 3 provides an estimation of the domestic population in 2015 from census data. Table 3: Estimation of Population using Census data.

Based on the above figures, the estimated current population of Kingscourt is 2,444. Assuming a 16% allowance for non-domestic commercial loadings (391 PE), and an industrial loading of 220 PE (WWDA data) the estimated total loading to the WWTP for 2015 is 3,054 PE.

3.2 Additional Measures
The additional measures required, identified in this report are as follows:
With regards to SW002, adequate storm water retention volume appears to have been
provided at the WWTP for the estimated current plant loading. Overflows from the site are
intermittent. An investigation into potential sources of surface water/groundwater infiltration
on the network is recommended with the aim of clean water separation and reduction of
hydraulic loading at the WWTP. It is noted that such investigations are due to commence
shortly (detailed below).
Improvements to the inlet works at the WWTP are currently at planning stage and are due to
be delivered under an Irish Water Minor Programme. This will include ensuring flows up to
Formula A receive fine screening. A baffle will be installed at the storm water discharge such
that, at minimum, gross solids will be captured on all flows in excess of Formula A.
With regards to SW004, this network CSO was identified as part of the current reporting. A
network survey including CCTV and manhole survey is due to be delivered shortly by Irish
Water and Cavan County Council. Little information is currently known about SW004,
therefore the information gathered during the network survey will inform a more complete
SWO assessment in future.

1 Introduction
This report has been prepared for D0083-01, Kingscourt, in County Cavan in accordance with the
requirements of Condition 6.8 / Schedule D of the wastewater discharge licence for the agglomeration.
This desk top study has been undertaken to determine the necessity, if any, for analysis of the
discharge to comply with the condition in the wastewater discharge licence based on the Guidance on
the Screening for Priority Substances for Waste Water Discharge Licences, issued by the EPA. Relevant
inputs to the waste water works and estimates of emissions from the discharge point have been taken
into account in the preparation of this report. Relevant inputs to the waste water works, any relevant
measurements / calculations / estimates of emissions from the discharge point and any relevant
measurements undertaken at representative downstream monitoring locations have been taken into
account in the preparation of this report.
Details of the emissions concentration for the primary discharge and impact on the receiving water
are included in Appendix 7.7.1.
2 Desktop Study
2.1 Assessment of Analysis Required
A. Review of all industrial inputs into WWTP
A review of all inputs into the wastewater treatment plant (WWTP) has indicated that there are no
authorised industrial type discharges, unauthorised discharges with a likelihood of priority substances,
leachate discharges or other imports. The wastewater influent to the WWTP is domestic in nature.
B. Discharge monitoring
The primary discharge has been analysed for priority substances.
Analysis data is included in Appendix 7.7.1 with details of the sample data and/or source of the data.
Analysis data includes the full list of priority substances listed in the EPA’s Guidance on the Screening
for Priority Substances for Waste Water Discharge Licences.
C. Downstream monitoring location’s participation in relevant monitoring programme
Any analysis data available for a representative downstream monitoring location from the discharge
point for the relevant parameters is included in Appendix 7.7.3 with details of the sample data and/or
source of the data.
D. Participation in PRTR reporting
PRTR Reporting not required for this agglomeration for 2015.
2.2 Review outcome of Desktop study
Full characterisation of the primary discharge has been achieved for all priority substances included in
Appendix 7.7.1. Priority substance concentrations were available for all parameters based on either
analysis or the EPA PRTR toolkit.

A review of the national monitoring programme for priority substances in wastewater is proposed to
be undertaken by Irish Water in 2016 in consultation with the EPA. It is proposed that this review, in
consultation with the EPA, will determine the scope of future Priority Substances monitoring at Irish
Water WWTP’s.
3 Assessment of Significance and Recommendations
An assessment of the potential for impacts on receiving waters from priority substances in the primary
discharge has been carried out. The assessment considers the primary discharge relevant to
Environmental Quality Standards (EQS) for priority substances in surface waters, as set out in the
European Communities Environmental Objectives (Surface Waters) Regulations 2009, as amended.
A number of parameters have been identified as potentially being higher than the required EQS,
following dilution, as follows:- Fluoranthene, Benzo[k]fluoranthene, Benzo[ghi]perylene,
Benzo[b]fluoranthene, Benzo[a]pyrene,
There is a potential for some impact on the receiving waters based on the assessment carried out.
Further analysis is considered necessary to establish the impact, if any, on the receiving waters.
The EPA have prepared a report on priority substances, An Inventory of Emissions to Waters in Ireland.
This document states that Ireland appears to have relatively few problems associated with the
presence of Priority / Priority Hazardous substances in its surface waters. It identifies that wastewater
discharges are a potential source of metals in receiving waters with lead being the main metal
identified as associated with wastewater discharges. However, metals exceedences, in particular
those for cadmium, lead, and nickel are primarily associated with areas of historic mining activity.
Similarly PAH’s have been identified in stormwater overflows but the most significant source is
considered to be rainfall.
A consultation process with the EPA is proposed to be undertaken by Irish Water in 2016 to establish
appropriate levels of monitoring for priority and dangerous substances, taking into account the
particular requirements of the Water Framework Directive. This will allow a targeted monitoring
programme to be undertaken in areas where priority substances have been identified or industrial
discharges or imports provide a potential source, and where there is a shortfall of existing monitoring
data.
