MR MIAN MUHAMMAD SHAHBAZ SHARIF

Ever since its inception in 2010, Punjab

Daanish Schools and Centers of Excellence

Authority has come a long way. My vision of

pove r ty a l l ev i a t i on th rough educa t i on

empowerment of the poorest segment of the

society is bearing fruits.

The ever increasing trust of the poor and

many notables in the system is indeed a validation

of my above claim. Punjab Daanish Schools and

Centers of Excellence Authority today is indeed a

symbol of honor and pride for all of us.

Commencing the journey in 2010, within a short

span of ve years Daanish Schools, despite many

initial hiccups and difculties, today are competing

with their contemporaries in the elite education

system. Strict merit based selection in line with the provisions laid down in the Punjab Daanish

Schools and Centers of Excellence Authority (PDS & CEA) Act 2010, and the ever improving

facilities along with the co/ extracurricular activities incorporated in the curriculum and the

enthusiasm with which they are making steady progress testies the efforts being put in by all

the ranks. The remarkable effort of providing residential facilities to such a large number of

girls in such a conservative environment has yet to be demonstrated by any other system.

I would like to commend the efforts put in to substantially improve the standard of the

existing Government Schools converted into Centers of Excellence the second component of

PDS & CEA. Till now ten such schools are being fully run under the ambit of PDS & CEA. I hope

to see marked improvement in the standard of these schools and the others in the pipeline.

I am condent that the plenteous efforts being put in by PDS & CEA will surely bring a

revolutionary change in the outlook of these children, which in turn will transform the thinking

of the in kith and kin in this marginalized segment of the society. The effort is likely to be a force

multiplier as we embark upon spreading the concept in all the Districts of Punjab. I Pray for the

success of this cause and also seek full support and public participation in this noble endeavor.

DR ZAFAR IQBAL QURESHI

I have the honor to be associated with Punjab

Daanish Schools and Centers of Excellence

Authority ever since its establishment. The

venture, brain child of Mr. Mian Muhammad

Shahbaz Sharif is in essence a real cause and an

endeavor to provide equal opportunity to the

children of under privileged segment of the society.

A well conceived idea having gone through

criticism, objections and antagonism is today

successfully realizing the vision for which it was

established.

In my reckoning it is a unique project, which

can be compared with any elite education system.

The project has been successful in getting the girls

of conservative areas and background to look

forward to seeking free best education and training outside their traditional environment.

Merit based selection and catering for the educational needs of the poorest of the poor

the system is showing remarkable results in public examination. It is hoped that after

completing education from the Daanish School System, these Boys and Girls will become

productive citizens of Pakistan. Not only will they become economically empowered but they

will also contribute to the development of their motherland.

I would like to congratulate the team which had left no stone unturned to ensure the

success of the system. Now that it is entering into its stable state, I advise the entire team to

remain alive to the forthcoming challenges and continue to work relentlessly to achieve the

vision of the Chief Minister in mainstreaming the poorest of the poor to ensure equity.

I have the honour of being the Managing

Director/ Chief Executive Ofcer of the Punjab

Daanish Schools & Centers of Excellence Authority

since February 2014, agship education program

of the Chief Minister of Punjab. Ever since its

establishment, the Authority and the System have

gone a long way in ensuring sustainability. Both the

components of the Program i.e. Daanish Schools

and Centers of Excellence are well on track and

taking steady steps towards success. The interest

of the local community in particular and public at

large is true reection of this claim. Our students

have done well in all academic, co and extra-

curricular activities bringing laurels to PDS & CEA.

Most exciting have been the PEC and Board results.

Our students have beaten best of both public and

private sector competing schools. Measures are well underway and the results of the next year

will still be better that will show our sincere endeavours.

Centers of Excellence (COEs) recently taken over pose many challenges. The current

board results are not commensurate to Daanish Schools. To meet increasing demands,

additional facilities are under development; once completed these will further enhance the

capacity of the system. Today the popularity of the system has gone beyond the frontiers of

Punjab and demands to establish similar facilities have been received from KPK and

Baluchistan. Besides, more and more requests are being received for conversion of existing

Government High Schools into COEs under the ambit of PDS & CEA.

I am condent that Insha Allah, under the dynamic leadership of the Honorable Chief

Minister, Vice Chairman, the worthy Board Members and support of the motivated team of

academic and non academic staff, the day is not far when PDS & CEA will compete with the best

institutions in the country and even surpass them.

SECTION – I

PDS & CE AUTHORITY

Brief History

1. Daanish School System was launched by the Government of Punjab with the aim of

alleviating poverty through education. To achieve this objective an Act called Daanish Schools

and Centers of Excellence Authority Act-2010 was passed by the Provincial Assembly of Punjab

on February 24, 2010, under which the Daanish School and Centers of Excellence Authority

was established. This Authority has been charged with the setting up of Daanish Schools and

Centers of Excellence in the province and cater for the overall development of students

belonging to the marginalized sections of the society with emphasis on academics and

extracurricular activities.

2. PDS & CEA has two components, Daanish Schools and Centers of Excellence. Currently

14 Daanish Schools (seven each for Boys and Girls) with the total strength of 6685 are

operational, two schools are under construction at Tibba Sultanpur in District Vehari. The

second component in which ten Government High Schools have been declared as Centers of

Excellence have recently come into the ambit of PDS & CEA. Conversion of ve more

Government Schools into Centers of Excellence is underway and will be fully functional by year

2017.

3. PDS & CEA is totally committed and whole heartedly working for achieving the following

strategic objectives set forth through the visionary initiative of Mian Muhammad Shahbaz

Sharif, the Chief Minister Punjab:-

a. To demonstrate that all children can excel, if given equal opportunity.

b. To rekindle hope amongst the under-privileged.

c. To develop ethical, value-driven future leaders.

d. To ght social inequality and alleviate poverty.

e. To contain extremism by inculcating tolerance, human dignity and harmony.

4. The year 2014-2015 has been an eventful year for the "Daanish Community" in all the

academic and non academic spheres. The biggest achievement is the growing popularity of the

system despite many challenges this year 22000 students took the entrance examinations for

admission against 1540 seats. In the eld of academics Daanish students did very well and

th th achieved 100% result in PEC and Lahore Board Examination of 9 and 10 classes. 90% children

th thin PEC, 80% and 70% children in 9 and 10 Lahore Board Examinations secured A and A+

grades respectively. Shining stars topped International Kangaroo Mathletics Competition in

Pakistan, bagged top positions in all Pakistan Bilingual Speech Competition held at Karachi,

Chief Minister's Essay Writing and Speech Competition, besides remaining the best schools in

ththeir respective Divisions in PEC and Board Examinations. One student also secured overall 6

position in Punjab.

5. In extracurricular eld our children during the recently concluded summer vacations

participated in community work in their respective areas for creating awareness on social

issues amongst the children and elders. They also organised teaching classes for the small

children of their areas. Another matter of pride for the system is fulllment of provincial quota

seats with requests for allocation of additional seats from the Provinces.

6. In the eld of administration substantial improvements have been made with regards to

raising living standards of the children. This year "Daanish Efciency Trophies" have been

introduced for both the Boys and Girls to engrain competitive spirit. Trophies will be awarded to

the schools declared best in academics, sports and administration. With great pride we also

want to inform our well wishers that keeping in view our performance sixteen existing

government schools have been declared as COEs out of which 10 are functional and being fully

supervised by the PDS & CEA with effect from April 15. Remaining Schools will become

functional in 2016/17. Two new Daanish Schools (Boys and Girls) are under construction in

District Vehari which will become operational in 2017.

7. KPK and Baluchistan have also expressed great interest in the initiative and are in

continuous contact with the Authority through Punjab Government for establishing similar

Schools in their Provinces.

8. In the coming years we earnestly hope that we will be competing with the best

institutions.

An Overview �

11. The Authority is headed by Managing Director / Chief Executive Ofce, Col (R) Ehtisham

Anwar SI (M). The Secretariat under him is managed by two General Managers. GM

(Engineering) looks after the development and engineering affairs, whereas GM (M&I) looks

after the Administrative, Academics, Finance and Audit matters. Currently, a staff of forty eight

all ranks at PDS & CEA Secretariat are committed to provide requisite guidance for the

attainment of the objective set forth while remaining within the role, powers and functions laid

down in the PDS & CEA Act-2010 (Annexure-A). Students of Daanish schools earned

distinctions in Tehsil, District, Divisional, Provincial, National and International competitions.

The Team

12. The leadership governance and management of the Authority is ensured through a

three tiered system comprising of Authority Board, Core Group and the Authority Secretariat.

The strength, members and organogram as applicable are at Appendixes to Annexure-B as

under:-

Budget FY 2014 – 15

13. The Authority approved the budget of Rs 7,013.7 million for FY 2014 – 15 covering the

development and non-development expenditure of 14 Daanish Schools and 10 Centers of Excellences.

The Finance Department however allocated Rs 2,000 million to Punjab Daanish Schools & Center of

Excellence Authority (PDS & CEA) for FY 2014 – 15. Accordingly the PDS & CEA curtailed its expansion

projects and operational expenses in order to remain within the budgetary allocation of Rs 2,000

million. Rs 567 million was allocated to clear the pending liabilities of construction contractors which

relates to previous nancial years, however, due to pending audit Paras, the same could not be

expended. Besides Rs 1,333 million was allocated for Operational Expenditure of Daanish

Schools, Centers of Excellences and Head Ofce, however, due to rationalization and economy

measures Rs 1,201.83 million was expended, accruing a saving of Rs 131.17 million.

Audit State

14. Third party Audit as stipulated in the PDS& CEA Act-2010 through the renowned

auditors has been instituted. Internal Audit conducted by the M/S Ernst & Young Ford Rhodes

Sidat Hyder chartered rm. Whereas external audit was conducted by KPMG. Both the audits

covered period from 30 April 2012 to 30 June 2014. Besides above, D.G. Audit Works

(Provincial), Lahore also conducted audit of the Authority from its inception to 30 June 2014, a

total of 152 objections were raised as following. The same are at different stages of discussion /

settlement:-

Endowment Fund / Donors

15. The self-sustainability of PDS & CEA has always been of great concern since its

establishment. Accordingly, in order to make itself sustainable an Endowment Fund was

approved in 5th Authority meeting under the chairmanship of Chief Minister, Punjab held on 07

October 2010. Consequently a separate bank account was opened in Bank of Punjab a seed

money of Rs 10 million was received from the Finance Department, Government of Punjab. In

addition to the grant received from Government of Punjab, the Authority has taken following

steps to raise the level of Endowment Fund:-

a. Outreach to the philanthropist for making the contribution towards the

Endowment Fund.

b. DCOs were contacted to promote the cause of Daanish Schools in their localities

for obtaining donations.

c. Schools are contributing towards Endowment Fund from their Agricultural

income, self-nance fee etc.

d. Punjab Education Foundation (PEF) and Punjab Education Endowment Fund

(PEEF) are also making substantial contribution towards the PDS & CEA

Endowment Fund.

e. So far an amount of Rs 330.000 Million has been collected in the Endowment

Fund and details are at Annexure- C.

Future Development Plans

16. In pursuance of Chief Minister's objective of establishing one boys and girls boarding

schools and Centers of Excellence in each district of Punjab, following schools have so far been

approved. However, budget for only the school at Vehari has been released. The construction

work is underway these two schools will be operational by 2017. Rest of the schools will be

constructed on the availability of funds.

18. Teacher's Training 2015. During the current year rst time formalized

teachers training was conducted for the rst time at Daanish Schools Hasilpur (Boys & Girls) from 26 July, 2015 to 7August, 2015. Total of 51 males and 46 female teachers attended this

training. Objective of the teachers training program was to train and enable Daanish Teachers

to help achieve the aims and goals set in the Daanish ideology. Daanish Schools aim to groom

students who generally belong to the marginalized families of the society as future leaders with

a set of values to contribute positively to the development of Pakistan. The curricular, co-

curricular and extra-curricular activities are designed in a way to develop holistic personalities

of the students who are committed to serve as models of professional excellence, impeccable

character and love of service to their communities. Improving teachers' pedagogical skills,

boarding house routine, class management, assessment and evaluation aspects were focused

during their training. Advanced teachers training has been planned for conduct during the

winter vacations. This training will cover leadership and management aspects of teachers

training.

19. Inter Daanish Efciency Trophy. � From the year 2015 onwards “Inter Daanish

Efciency Trophy” has been introduced by PDS & CEA. In order to ensure wholesome and all

encompassing endeavors have been made to include the important areas of development.

Efciency trophy to the best school will be awarded on the following basis:-

20. Administrative Measures. � Endeavors to institutionalize the culture prevalent in

cadet colleges are underway, accordingly, following measures have been taken:-

a. Mess Culture. In order to provide wholesome

training in line with contemporary practices, Daanish

students are being equipped with such skills. One

of the very important skills is messing etiquettes and

habits. In an endeavor to initiate this all Daanish

Schools have been provided with proper crockery

and cutlery. The teachers have been imparted

training in this regard, who in turn are educating

the students in all aspects of mess culture.

b. Security System. After the tragic incident of

“2014 Peshawar massacre” the Prime Minister

ordered to strengthen the security of all the

Schools to the nest extent. Keeping in view, PDS &

CEA have upgraded the existing security system by

installing security cameras, LED lights, barriers and

IP based monitoring system. Moreover, twelve

weapons for each campus have been purchased

and provided to newly inducted ex service men as

security guards. In order to enhance the students

and staff capability to react to any untoward

accidents, alarm schemes and alert exercises have

been conducted and rehearsed. Local police has

also been coopted for emergency response.

c. Uniform. To keep up with the requirements of the

modern schooling system, good quality uniforms and

sportswear have been introduced for the students.

In the next phase uniform will also be introduced for

staff of the school.

d. Transport.� Punjab Daanish Schools & Centers of

Excellence Authority (PDS & CEA) has so far

established 14 Daanish Schools at various locations

of Punjab with the total strength of 6681 students.

These students live in a very regulated environment.

Study tours and recreational trips play a signicant

role in broadening their vision as well in improving

their faculties. Therefore, in order to facilitate safe,

economic and regulated travelling each school has

been provided with 63 seater bus. The schools have

been asked to plan outdoor educational and

recreational trips.

e. Social Awareness Programs. � To make the

students effective member of the society and to

instill humility they tasked to engage in different

social work activities, during summer vacations. Aim

is to involve / participate in social work with a view

to enhance condence and promote Daanish image

in the local communities. Some of such activities are

personal hygiene, street cleanliness, drive, helping

the poor students academically through tuitions,

attending to the old and sick, awareness campaign about Daanish vision and

culture, Hazards of smoking and other addictions, tree plantation, Dengue

prevention, child labour, importance of prayers.

f. Student Committees / Clubs. To develop sense of responsibilities and

leading / improvement skills, different committees and clubs have been

institutionalized in every school. Committee such as mess and cafeteria, sports,

literary club, drama, science, photography, debating club, environmental and

g. Extra-Curricular Activities. Daanish being

residential campuses are bound to develop students’

personalities holistically. The annual academic plan

is fully packed with all sorts extracurricular activities

like speech and debate contest, art competition.

Singing, Quran and Naat recitation, essay writing,

sports competition.

h. Taekwondo and Judo Karatey and visits to

historic and recreational places. Besides its own plan

programs organized by the government, prominent

organizations and Schools are also met on merit.

National, Provincial and District level:-

An Overview

21. Daanish School System was launched by the Government of Punjab for alleviation of

poverty through education. To achieve this objective an Act called Daanish Schools and Centers

of Excellence Authority Act-2010 was passed by the Provincial Assembly of Punjab on February

24, 2010 Under the Act a Daanish School and Centers of Excellence Authority was established.

This Authority has been charged with setting up of Daanish Schools and Centers of Excellence

in the province. Daanish schools cater for the overall development of students belonging to the

marginalized sections of the society with emphasis on academics, sports, physical education

mixed with social / cultural activities. The Authority has so far set up fourteen schools at seven

different locations in Punjab i.e. at Chishtian District Bahawalnagar, Hasilpur District

Bahawalpur, Rahim yar Khan, Harnoli District Mianwali, Jand District Attock, Dera Ghazi Khan

and Fazilpur District Rajanpur. All these schools are functional. The current strength of students

is 6685, academic staff is 446 and non academic staff is 1192. Current Student Staff (SSR) ratio

is 1:4, which is more economical then other boarding schools. Two more schools are under

construction at Mailsi District Vehari. There are two school campuses at each site; one for the

girls and the other for boys.

22. Each school is managed by a Governing Body headed by the local DCO and consisting of

8 to 9 notables of the area. Admission to each student is given on merit and subject to eligibility.

Merit is determined through an entry test as well as an interview. For eligibility the income of

the family should not exceed Rs. 6,000/- per month, student should have passed class-V

examination and his/her age should be between 10-12 years for boys and 10-13 years for girls.

All basic facilities are being provided in these boarding schools. Every year each campus enrolls

110 students in class VI. Expenditure per student per annum comes to Rs 144,000/- i.e. Rs

12000 per child per month. Each school building is state of the art and offers best living and

educational facilities. Every school has well equipped libraries, science labs, computers as well

as interactive boards. A sum of Rs 5200.00 million approximately has been spent on the

construction of these schools uptil now.

23. Daanish School (Boys) Rahim Yar Khan is situated at 22 Kms from Rahim Yar Khan City.

It is spread over an area of 52 acres. Construction of phase one commenced in 2009 and was

completed in 2010 at a cost of Rupees 382.506 Million (Approx). Daanish School (Boys) Rahim

Yar Khan commenced formal classes from 11 December 2010, with an intake of 110 students.

School was inaugurated by Chief Minister Mian Shahbaz Sharif and Mian Nawaz Sharif

alongwith 25 ambassadors. Mr Muhammad Tariq Qureshi, Air Commodore (Retd.) was selected

as the rst Principal of the School Mr. Imran Naik headed the school as Principal from

September 2012 to August 2015. Currently the school has six academic levels, i.e. from grades

6 to 11.

24. Daanish School Boys R. Y. Khan has so far appeared in one PEC and two Board Exams

th th(9 and 10 ) with pass percentages of 100%, 97% and 99% respectively. The percentages of A

and above grades are 88.29%, 98.7% 98.6 respectively. Daanish School (Boys) R. Y. Khan will

reach seven academic levels and its peak strength of 770 students in 2016.

25. Daanish School (Girls) Rahim Yar Khan is situated at 22 Kms from Rahim Yar Khan City.

It is spread over an area of 52 acres. Construction of phase one commenced in 2009 and was

completed in 2010 at a cost of Rupees 399.287 Million. Daanish School (Boys) Hasilpur

commenced formal classes from 03 February 2011, with an intake of 110 students. School was

inagurated by Chief Minister Mian Shahbaz Sharif. Mr. Syed Mujahid Hussain Shah was selected

the rst Principal of the School. Presently Mr. Saeed Ullah Chaudhry is heading the school as

Principal since 22 June 2011. By April 2015, school will have six academic levels, i.e. from

grades 6 to 11.

thand 10 ) with pass percentages of 100%, 97% and 99% respectively, with 100%, 82% and

Daanish School (Boys) Chishtian commenced formal classes from 26 December 2010, with an

intake of 110 students. School was inagurated by Chief Minister Mian Shahbaz Sharif. Mr.

Muhammad Yaseen Mirza was selected the rst Principal of the School and presently he is also

heading the school as Principal since 14 October 2010. Currently the school has six academic

was selected the rst Principal of the School. Later on Ms. Sara Khalid joined the school as

of Daanish School (Girls) Mianwali will appear in board exam in 2016.

Boys Campus – An Overview

46. Malala Yousafzai Daanish School (Boys) Attock is located near Langar, in Tehsil Jand,

District Attock. Tehsil Jand is located in the south-western part of the District Attock. It is 100

Km away from Islamabad. The school building covers an area of 100 acres. Construction

process of phase one started in 2011 and was completed in 2012 at a cost of Rupees 382.19

Million. Regular classes started from 3rd December, 2012 with an initial intake of 107 students.

thSchool was formally inaugurated by the Chief Minister Mian Shahbaz Sharif on 24 February,

2013. Prof. Sahibzada Naeem Ur Rasool was the rst Principal of the School. He stayed as a

Principal from 4 December, 2012 to 16 August, 2014. Currently Mr. Muhammad Ra Ud Din is

working as a Principal. He joined the campus on 3rd October, 2014. Currently the school has

four academic levels, i.e. grades 6 to 9. Students of Malala Yousafzai Daanish School (Boys)

Boys Campus – An Overview

52. Daanish School (Boys) Dera Ghazi Khan is situated at 3 Km Taunsa Road Dera Ghazi

Khan bypass. It is spread over an area of 50 acres and 50 acres is cultivated land area outside

the school boundary. Construction of phase one commenced in 2010 and completed at a cost

of Rupees 389.642 Million. Daanish School (Boys) D.G Khan commenced formal classes from

7th January 2013 with an intake of 110 students and inaugurated by Mian Hamza Shahbaz

Sharif. Lt. Col. (R) Iftikhar Hussain was selected the rst Principal of the school and currently he

is heading the school. Currently the school has four academic levels i.e. grades 6 to 9.

Students of Daanish School (Boys) DG Khan will appear in board exam in 2016.

53. Students appeared in PEC Exam this year with 100% pass percentage and with 99% A

and above grades. Daanish School (Boys) D.G. Khan will reach seven academic levels and peak

strength of 770 students in 2018.

Girls Campus – An Overview

54. Daanish School (Girls) Dera Ghazi Khan is situated at 3 Kms by Pass Taunsa Road Dera

Ghazi Khan. It is spread over an area of 50 acres and another 50 acres is cultivated land area

outside the school boundary. Construction of phase one commenced in 2010 and completed at

a cost of Rupees 389.642 Million. Daanish School (Girls) DG Khan commenced formal classes

from 7th January 2013 with an intake of 94 students and inaugurated by Mian Hamza Shahbaz

Sharif. Mrs Shabnam Haseeb was appointed the rst Principal of the school and is working till

date. Currently the school has four academic levels i.e. grades 6 to 9. Student of Daanish

School (Girls) DG Khan will appear in board exam in 2016.

and above grades. Daanish School (Girls) D.G. Khan will reach seven academic levels and peak

Boys Campus – An Overview

58. Daanish School (Boys) Fazilpur is situated 4 km from Fazilpur city to northwards on

Indus Highway. It covers the area of 50 acres. Construction of phase one commenced in 2009

and was completed in 2012 at a cost of Rupees 379.622 Million. School was inaugurated on 19

Feb 2013 by Chief Minister Mian Shahbaz Sharif. Daanish School (Boys) Rajanpur commenced

formal classes from 19 February 2013, with an intake of 110 students. Mr. Mian Ali Reza Nasir

was selected as the rst Principal of the School. Later on Major (R) Muhammad Aslam took over

the charge. Presently Lt. Col (R) Hassan Khawar Mahmood TI (M) is heading the school as

Principal since 09 Sep, 2014. By April 2015, school will have four academic levels, i.e. from

grades 6 to 9.

59. Daanish School (Boys) Rajanpur Students will appear in its Board exams in 2016.

64. Centers of Excellence is the second very important component of PDS & CEA. The

concept envisages conversion of selected existing Government Schools into Centers of

Excellence under PDS&CEA. Currently, ten schools have been operationalised and six schools

are in the pipeline. The ultimate objective of the concept is to convert 72 schools i.e. one boys

and girls school in each district of Punjab.

65. It is a conscious effort aimed at providing leveled playing eld to the local children with

emphasis on building their mental and physical abilities with a view to engrain importance of

human dignity and empower them to compete with their contemporaries.

66. PDS & CE Authority on taking over the school conducts a wholesome analysis of the

nominated school and accordingly chalks out a master plan for their ultimate improvement and

uplift. In nutshell the Government is making a concerted effort with the support of the local /

international community and academia to end the apartheid in education.

67. In Phase I, one boys and one girls school in selected districts has been converted as

COE. Ten are already operational and six are in various stages of development, which are likely

to be fully operational by 2017. Details are provided in the notication attached as

Annexure-K to this report.

68. As per the envisaged objective Punjab Daanish Schools and Centers of Excellence

Authority will take up existing high / higher secondary schools which are lacking in terms of

infrastructure like class rooms, laboratories, libraries and toilet facilities etc for the students.

The selection of schools as COEs is need based with preference to less developed areas.

Besides providing the missing facilities and improvement in infrastructure, the most important

objective is to induct competent and motivated teachers and rationalizing class room strength

thereby ensuring better management and quality education.

69. The main objective is to streamline the Governance and Management Procedure of

COEs and to bring the same in line with PDS & CEA Act-2010 a notication has been issued to all

the Centers of Excellence Schools. The notication covers the aspects of functional modalities,

academic matters, infrastructure, staff induction and development and nancial matters.

72. Although the schools were converted into COEs in 2010, however, till April 2015, the

desired results could not be achieved primarily due to the duality of control. The main control

and management was being exercised by the District Government and the nominated School

Councils. Therefore, except for improvement of the infrastructure not much improvement

could be achieved. Now with the new approved notication (Annexure-L) complete control of

these schools has been vested in the Authority.

73. The Authority on taking over the schools initiated urgently required actions so as to

balance the hard and soft developments, thereby attempting to match the actual "Daanish"

standards. In this regard so far existing non performing Principals have been replaced with the

new Principals selected from the open market. Besides, following have also been done to

ensure better results are achieved:-

a. The School Councils have been replaced with more effective Governing bodies

on "Daanish" pattern so as to provide necessary leadership, management,

nancial guidance and support.

b. Senior classes had 50-79 children in one section. These are being standardized

to 40-45.

c. Accordingly the schools have been permitted to enroll additional teaching staff

especially science teachers so as to ensure substantial improvement in the

results.

d. In the next step non performing teachers will also be reverted back to their

parent department and new teachers will be selected from the market to replace

them.

e. The strength of existing non teaching staff commensurate to the student

strength was inadequate. The same has been increased after working out the

realistic requirements for each school.

f. The schools have been allotted funds for improving their laboratories and very

important academic and civic components.

g. As an ultimate objective all schools will have levels from nursery to second year

with each level having four sections of forty students each. For the purpose

comprehensive planning is underway and will be instituted from next academic

year onwards.

h. All schools will be afliated with the Lahore Board for better exposure,

competitive environment and uniform evaluation.

i. In order to improve administration Assistant Admin Ofcer is being provided to

each school who will assist the Principal.

74. To conclude sincere endeavours are being made by the Authority to transform the

existing government schools into institutions that not only become role model for other schools

in the locality but also provide the much needed conducive environment to the students so as

to groom them into disciplined, responsible, aware, motivated and committed citizens of the

motherland.

CONCLUSION

75. To conclude PDS & CEA under the overall able guidance of the Honourable Chairman

Mian Muhammad Shahbaz Sharif, CM Punjab and direct leadership of the Vice Chairman, Dr

Zafar Iqbal Qureshi, has covered an otherwise very arduous and challenging course of

conception, planning, execution and development in a very smooth manner. Although we do

not claim to have been fully established, but the foundations on which today we stand are

indeed strong and exude enough condence that we are there to stay and grow. Today, after

six years of establishment, the Authority from infancy phase has entered into consolidation

phase. Given the current level of support, these schools will very soon turn into institutions of

national and international repute.

76. Our endeavour does not stop here. The system is vibrant due to its adherence to the

principle of diversity, the students from other provinces and FATA testies this claim. Thus, the

system is no more Punjab focus. Instead it attract students from other areas as well. The

Authority scope of work has now expanded to transfer existing Government Schools into COEs

in different Districts. The current request for induction of more students into these schools has

increased by almost 100-200%. There is tremendous pressure on the schools like Rojhan

where the strength has increased from a meager 390 to 1100. To expand excess to impart

quality education stress is being placed for speedy construction of the COEs. Hopefully by

2017, the strength of COEs will be equal to the current strength of the Daanish Schools.

However, the student population in COE will be almost ve times the size of student population

of Daanish Schools.

77. The aim of the system so created is not only to provide simple education alone, but also

to provide wholesome education and training to transform the students of the system into

healthy, mature, civilized and responsible members of the society. The ultimate objective of the

COEs will be to have, at least, 25% residential facility for the staff and students. In this way

students coming from far ung areas will be provided residential facility. The playgrounds,

cafeterias and other similar facilities will also be developed to ensure balanced personality

development in line with the contemporary development requirements.

78. The Authority is also well aware of the fact that without proper teachers training the

system will not be able to produce desired results. In line with the above concept we have

commenced formal teachers training by ourselves and also through outsourcing. The

grooming and training of the teachers is being ensured through their regular interaction with

other systems and schools besides organizing training with them. We are in contact with

systems like Learning Alliance, Roots, LGS and Beacon House. All have expressed their interest

in developing relationship with the Authority.

79. We are also not oblivious of the future needs of our children. This aspect assumes

tremendous importance in our planning. To ensure that our students due to nancial

constraints are not left out to have access to higher professional education the Authority is in

the process of developing vision beyond 2017. We aim at ensuring that our graduates will have

access to the professional elds like armed forces, nursing, professional colleges and technical

institutes. Hopefully it will also materialise by establishing Daanish University.

80. The underlying creation of PDS & CEA as envisioned by the Chief Minister is being

followed in letter and spirit. All out efforts will be made to ensure that children from depressed

economic background have access best education.

POWERS AND FUNCTIONS OF THE AUTHORITYAS PER PDS & CEA ACT - 2010

1. The Authority shall establish and ensure sustainable management of a School.

2. Provide instructions in a School as it may deem t;

3. make provision for the advancement and dissemination of knowledge in a School in

such manner as it may determine

4. promote public education and awareness of environmental issues through mass media

and other means including seminars and workshops;

5. prescribe courses of studies for the Centers of Excellence and Daanish Schools;

6. Inspect the Daanish Schools and Centers of Excellence;

7. co-operate with schools and public or private organizations or institutions in such

manner and for such purposes as may be prescribed;

8. institute and award scholarships, exhibitions, medals and prizes under prescribed

conditions;

9. establish, maintain and control the halls of residence of the students and approve or

license hostels and lodgings of the students;

10. supervise and control the discipline of the students;

11. promote the extra-curricular and recreational activities of students and make

arrangements for promoting the health and general welfare of the students;

12. conduct internal examinations and assessment of students;

13. demand and receive such fees and other charges as it may determine;

14. receive, own and manage its property;

15. create posts of teachers and other staff for the efcient management and

administration of the Schools;

16. take disciplinary action against its employees in the prescribed manner or in accordance

with the law;

17. prescribe code of conduct for the Members, governing bodies, teachers and other

employees of the Authority;

18. conduct pre-service and in-service training of teachers and other employees of the

Authority;

19. establish and maintain a website containing information about its functions and update

it at least on weekly basis;

20. afliate a School with an examining board, body or authority

21. pass its annual budget containing the estimated receipts and expenditures; and

22. perform such other functions as may be prescribed or which are incidental to the above

functions.

23. acquire, hold or dispose of property;

24. recommend measures to the Government for improvement in the education system

especially elementary, secondary and higher secondary education;

25. promote cooperation with the international agencies and non- governmental

organizations for the promotion of quality elementary and secondary education in the

Punjab;

26. conduct research in the eld of education, print or publish any book or other work; and

27. exercise any other power ancillary to the aforementioned powers or which is essential

for performance of its functions.

28. The Authority may receive grants and funds from the Government or from any other

source and shall distribute these, in line with the objects of the Act and principles of

equity, need and deservedness, amongst the governing bodies for establishing,

managing, running, expanding the Schools in the prescribed manner.

29. The Authority may make any expenditure out of the funds or grants received by it on its

secretariat, a School or any other purpose under the Act.

30. The Authority may conduct a third party performance evaluation in respect of a School

and may publish the result of the evaluation.
