Foreword

Micro, Small & Medium Enterprises–Development Institute, Kanpur is

dedicated to render services for the development of MSMEs in 25 districts of Central

Uttar Pradesh. The institute was set up in 1958. The Institute functions in close

coordination with the State Government to implement various programmes &

policies formulated by the Office of Development Commissioner (MSME), Ministry of

MSME, Government of India.

This Annual Report includes the important programmes and activities carried

out by the Institute during the year 2017-18 under the directions of the office of

Development Commissioner, MSME, New Delhi. This Institute organized 2 National

Vendor Development Programmes, 12 State Level Vendor Development

Programmes, 7 Awareness programmes on Zero Defect Zero Effect (ZED) Scheme,

20 Entrepreneurship & Skill Development Programme (ESDPs), 16 Industrial

Motivation Campaigns(IMCs), 8 Entrepreneurship Development Programme (EDP),

7 Management Development Programme and special programmes on various topics

like Intellectual Property Rights, Design Clinic, and National Workshop on Export

Marketing under National Manufacturing Competitiveness Programme (NMCP).

Apart from these, various cluster development proposals were examined and

recommended for approval to the competent authorities. A large number of MSEs

were provided assistance for marketing including reimbursement for participating in

various Domestic & International Trade Fairs in 2017-18. 32 Workshops on Goods &

Services Tax (GST) were organized before implementation of GST by the Institute.

The institute also won the First Swachata Award 2017 for MSME-DI category,

given by the Ministry of MSME.

I appreciate the sincere efforts made by Shri Rajesh Kumar, DD (IMT), Dr.

Priyanka Singh Bhadauria, AD (EI), Shri. Neeraj Kumar, AD (EI) and Shri Chandan

AD (IMT) in preparing and bringing out the Annual Report for the year 2017-18.

CHAPTER 1

INTRODUCTION

The Office of Development Commissioner (MSME) is an attached office of the

Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to

advise, coordinate and formulate policies and programmes for the development and

promotion of the MSME Sector in the country. The Office of Development

Commissioner (MSME) has a network of 30 MSME-Development Institutes, 28 Branch

MSME-Development Institutes, 4 MSME-Testing Centres, 7 MSME-Testing Stations

and 18 MSME-Technology Centres (MSME-TCs). It is implementing Technology

Centre Systems Programme, under which 15 new MSME-Technology Centres (TCs)

are being established in the country. Out of 15 MSME-TCs, two MSME-TCs are being

established in U.P, one each at Kanpur & Greater Noida (Dist.Gautam Budh Nagar).

Work for MSME-TC at Kanpur has already begun.

In the state of Uttar Pradesh, the support facilities and services of the Office of

Development Commissioner (MSME) are rendered through the network of three

MSME-Development Institutes located at Kanpur, Agra and Allahabad and one Branch

Institute at Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra (PPDC&CFTI),

Firozabad (CDGI) & Meerut (PPDC).

MSME-DEVELOPMENT INSTITUTE (MSME-DI) KANPUR

MSME-DI, Kanpur was set up in Kanpur in 1958. At present, it caters to the promotional

and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely

Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur,

Faizabad, Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar,

Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli,

Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of

MSME-DIs at Agra and Allahabad.

MSME-DI, Kanpur is the nodal institute for the state of Uttar Pradesh. The

institute maintains a close liaison with the State Industries Department, Financial

Institutions/Banks, State Promotional Agencies, Technical Departments, Universities

and Academic Institutions, Engineering Colleges and Industry Associations. The

support of the institute is basically in terms of :

2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs

3. Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing

business & motivating units for registration in MSME-Databank

4. Publicizing the Public Procurement Policy and facilitating due share of MSE

Sector in procurements by Government Departments and Public Sector

Enterprises & also popularizing the special focus initiatives of the Govt. of India

like Start Up India, Stand Up India, Make in India, Skill India etc.

5. Sharing Economic and Statistical Information

6. Implementation of National Manufacturing Competitiveness Programme (NMCP)

& ZED Scheme

7. Promotion of MSE-Cluster Development Programme

CHAPTER 4

REVENUE STATEMENT

Revenue generated from the mechanical workshop of this office was an amount

of Rs. 2, 21,705 during 2017-18. Apart from this, revenue is earned from technical

training programmes including EDPs/ESDPs/MDPs & specialized training programmes

on different topics under PD account, through seminar fees for participation in the

awareness programmes, inspection charges for assessing the production capacity of

the MSEs for Government Purchase Programme of NSIC, etc.

MSE- CDP Scheme

6.1 Common Facility Centre Final Approval:

The said cluster has been finally approved with following details:

(i) Contribution of Central Govt. : Rs. 178.78 Lakh

(ii) Contribution of State Govt. : Rs. 22.42 Lakh

(iii) Contribution of SPV : Rs. 22.98 Lakh

Total Project Cost : Rs. 224.18 Lakh

6.2 Common Facility Centre In-Principal Approval: Lalitabma Textile Cluster, Pvt. Ltd., Rooma, Kanpur:

(i) Central Govt. contribution : Rs. 1350 lakh

(ii) State Govt. : Nil

(iii) Contribution of SPV : Rs. 326.07 Lakh

Total Project cost : Rs. 1676.04 Lakh

Present Status :

Proposal was placed in 46th SCM for final approval. The Steering Committee

after detailed deliberation hold the proposal, State Govt. could not commit about its

share. The proposal was placed in State Level Project Steering Committee held on

18.04.2018 in the Chairmanship of Director of Industries agreed for 9% of State Govt.

Share and 10% of SPV Share and Govt. of India Share 81%.

Vendor Development Programmes (VDPs): MSME-Development Institute, Kanpur organized two National Level Vendor

Development Programme one each at Kanpur and Lucknow to build a business

relationship between PSUs and MSMEs & also to promote the Public Procurement

Policy of Govt. of India.

A. NVDP at Kanpur

National Vendor Development Programme cum MSME Expo 2018 was organized

in association with IIA, Kanpur on 3rd & 4th February, 2018 at IIA Premises, Udyogkunj,

Panki Site-V, Kanpur. Shri Satya Dev Pachauri, Hon’ble Cabinet Minister Khadi, Village

Industries, Sericulture, Textile, MSME and Export Promotion, Govt. of U.P. was the Chief

Guest of the inaugural function. During his inaugural address, Hon’ble Minister

appreciated the efforts made by MSME-DI, Kanpur to organize such types of Industrial

Expo. Shri U.C. Shukla, Director, MSME-DI spelt out the objective of National Vendor

Development Programme and also talked about the SAMADHAAN Portal, SAMBANDH

Portal and GeM Portal. Shri Ranvir Prasad, IAS, Commissioner & Director, Directorate of

Industries, Kanpur Govt. of U.P., Shri P.W. Ralengkar, Additional DGOF & Member

Ordnance Equipment Factories (OEF) Group Hqtrs, Kanpur, Shri P. K. Mishra, Additional

Commissioner Gr. I, U.P. Commercial Taxes Department, Kanpur, Shri V.P. Singh,

Additional Commissioner Gr.I, U.P. Commercial Taxes Department, Kanpur, Shri Sunil

Vaish, National President, Indian Industries Association Shri Alok Agarwal, Chairman,

Indian Industries Association, Kanpur Chapter and other dignitaries from different

departments were prominently present.

During the technical sessions representative of CPSUs/ Financial Institutions viz.

Modern Coach Factory Raebareli, Hindustan Aeronautics Limited (HAL) Kanpur, Field

Gun Factory Kanpur, Ordnance Parachute Factory Kanpur, National Thermal Power

Corporation Limited (NTPC) & Small Arms Factory Kanpur delivered their presentation

on Procedure for Procurement & Vendor registration and Items Procured by them. There

were 100 Stalls put up by both MSMEs (68 stalls) & PSUs / Govt. Departments/Financial

Institutions (32 stalls). Business commitments to the tune of Rs. 100 Crore were made

during the exhibition. A sum of Rs.3,74,500/- was earned as revenue.

B. NVDP at Lucknow

National Vendor Development Programme cum Lucknow MSME Expo 2018 was

organized in association with Indian Industries Association (IIA), Lucknow on 9th & 10th

March, 2018 at IIA Premises, Vibhuti Khand, Phase II, Gomti Nagar, Lucknow. The

programme was inaugurated by Shri Satya Dev Pachauri, Hon’ble Cabinet Minister

Khadi, Village Industries, Sericulture, Textile, MSME and Export Promotion, Govt. of U.P.

Total 100 nos. of Stalls (78 MSMEs Stall & 22 stalls of PSUs/ Govt.

Departments/Financial Institutions) were exhibited. Pre-Registration of Vendors has been

done by the PSUs and more than 100 Crores businesses were expected. The Revenue

generated through the programme was Rs. 3,46,000/- which was received by cheque and

digital mode only. Various CPSUs viz. Artificial Limbs Manufacturing Corporation of India

(ALIMCO), Kanpur, Scooter India Ltd., Lucknow, Hindustan Aeronautics Limited (HAL),

Kanpur, Field Gun Factory, Kanpur, Ordnance Factories, Kanpur, Central U.P. Gas Ltd.,

Kanpur, National Thermal Power Corporation Limited (NTPC), CIMAP, Lucknow, Indian

Air Force, Kanpur, Telco Lucknow and NABARD, Lucknow and other Nationalized Banks

for participated in the event.

A wide publicity for both the programmes was made through DAVP by releasing

advertisements in prominent newspapers such as The Dainik Jagran, The Amar Ujala,

The Hindustan Times of India, and Hindustan Times etc. Publicity was also made

through Press Meet and distribution of Brochures to almost all the available contacts of

units, association and DI offices throughout India & also through Hoardings, Banners,

Emails, SMSs, etc. The Industry Associations which were associated with these

programmes also made all out efforts in conveying details of the programmes to their

members and motivated members to participate / visit the programmes. The entry of

the Exhibitions was free of cost for the visitors.

CHAPTER 9

Workshops on Goods & Services Tax (GST)

MSME-DI, Kanpur has organized Workshops on Goods & Services Tax (GST) before

implementation of GST for the benefit of members of Industry, Trade and Services. Total 32 nos.

of Workshops on GST were organized from 10.06.2017 to 11.07.2017 across districts of U.P.

which come under the jurisdiction of this office. A total of 2185 participants from various industry

associations, Entrepreneurs from trade, industry and services, and professionals were trained

during the workshops by Experts from Central Board of Excise and Custom, U.P. Commercial

Tax Department and Charter Accountant. These workshops were mainly focused on creating

awareness about GST tax law, Transition Provisions, Supply, registration mechanism and

precautions to be taken while filling the returns for the Industry members, entrepreneurs and also

trained the professionals on GST working mechanism.

CHAPTER 10

National Awards – 2016 for MSMEs

Officials of the Institute visited various units, explained the scheme and motivated the units

to apply for National Awards-2016. A total of 100 applications from U.P were received online for

consideration of National Awards-2016 pertaining to categories such as Outstanding Efforts in

MSMEs engaged in Manufacturing, Outstanding Entrepreneurship in Micro & Small Enterprises in

Rendering Services, Product/Process Innovation Efforts in MSME, Quality Products, Lean

Manufacturing Technology & Exports.

The applications received online were then scrutinized/ evaluated at MSME-DI, Kanpur by

an Internal Screening Committee consisting of officials of MSME-DI, Kanpur, MSME-DI, Agra,

MSME-DI, Allahabad and Directorate of Industries, Govt. of U.P., Kanpur

The State Level Selection Committee (SLSC) meeting was held in Lucknow on 24.11.2017

under the Chairmanship of Shri Anil Kumar, IAS, Principal Secretary (MSME & Export

Promotion), Govt. of Uttar Pradesh. He appreciated the efforts made by the Internal Screening

Committee in scrutinizing the applications.

Shri Anil Kumar, IAS, Principal Secretary (MSME & Export Promotion), officials of Govt. of

U.P and Govt. of India were prominently present in the meeting along with industries association

like Indian Industries Associations (IIA) and Laghu Udyog Bharti (LUB). Director, MSME-DI,

Kanpur convened the meeting.

Out of the 100 applications, 25 applications from Uttar Pradesh were recommended by

SLSC to the National Level Selection Committee (NLSC) for National Awards - 2016.

This Institute also did pre assessment for the National Level Selection Committee (NLSC)

for Mechanical, Food and Lean Manufacturing verticals. Total 145 applications were assessed as

per the directives of O/o DC(MSME), New Delhi.

CHAPTER 11

MSME-Technology Centre, Kanpur

The Ministry of MSME, Govt. of India is establishing 15 new Technology Centres (TCs) & has decided to upgrade existing the 18 Technology Centres at the cost of Rs. 2200 Crores over the period of 6 years (2015 onwards including World Bank loan assistance of $200 Million).These Technology Centres will have state of art machinery & equipment to extend technological support to MSMEs to make them competitive at national and international level. Technology Centres apart from extending technological support, will provide business & consultancy services & also improve availability & employability of skilled manpower in the manufacturing sector. MSME Technology Centre MSME-Technology Centre, Kanpur is one of the 15 new

Technology Centres to be established in the country. The details of the project are as follows:

(A) Project at Glance

(i) Total area of Project Site : 8.43 Acres.

(ii) Total Capital Expenditure : Rs. 110.20 Cr.

(iii) Machines : Rs. 50.61 Cr.

(iv) Building Infrastructure : Rs. 52.76 Cr.

(v) Pre-Operative Expenses : Rs. 6.83 Cr.

(vi) IRR : 9.0 %

(B) Focus Area of Technology Centre

(i) Training : 56 % of Total Revenue

(ii) Production : 34 % of Total Revenue

(iii) Consultancy : 10 % of Total Revenue

(C) Some of the Important Works carried out by MSME-DI, Kanpur

• NOC from U.P. Fire Services Lucknow received on 19.09.2017.

• NOC from U.P. Pollution Control Board, Kanpur received on 25.10.2017.

• Possession Letter from NTC, New Delhi received on 27.11.2017.

• NOC from Kanpur Development Authority (KDA), Kanpur received on 05.12.2017. KDA

Fees Amounting to Rs. 17,000/- as Map Fees Rs. 2, 26,062/- as Inspection Fees, Rs.

40,692/- as GST and Rs. 17, 58,260/- towards Cess deposited to KDA on 18.12.2017

(Total Amount : Rs.20.42 Lakh).

• For NOC from Jal Nigam, Nagar Nigam and KESCO applications were submitted on

31.01.2018.

• Jal Nigam has asked to deposit Rs.21, 58,772/- as development charges for issueing of

NOC. (Letter forwarded to Hqtrs on 15.03.2018).

• Possession of project site from NTC on 27.11.2017.

• Indo-Danish Tool Room, Jamshedpur registered themselves with Office of Deputy Chief

Labour Commissioner Central (Govt. of India, Ministry of Labour and Employment) as

Principle Employer on 29.12.2017.

• The Construction Company got the Labour Licence from Office of Deputy Chief Labour

Commissioner Central (Govt. of India, Ministry of Labour and Employment) on 05.02.2018.

(D) Present Status

• The debris (Malba) from Building Footprint area removed from the site.

• 70% excavation work of training block and production block & 80% excavation work of

Staff Accommodation has been completed.

• 100 % excavation work of Girls Hostel, Utility building 60%, Boys Hostel 36% has been

completed.

• 55% PCC (Plain Cement Concrete for the base the footings) for the Training & Production

block, Staff Accommodation PCC 77% has been completed.

• 37% Reinforcement cement steel laying completed in training block & Production blocks

footings.

• 70% Reinforcement cement steel laying completed in Staff Accommodation footings.

• Site RMC plant is to be started by 31.03.2018.

1. Director along with other officers participated in International Conference of Emerging India and Second Generation Reforms: Initiatives and implications organised by Deptt. Of Applied Economics, University of Lucknow at Lucknow on 08.04.2017.The programme was inaugurated by Hon’ble Minister (MSME), Govt. of India, Shri Kalraj Mishra. Hon’ble Dy. Chief Minister, Govt. of U.P., Dr. Dinesh Sharma was prominently present in the programme.

2. Director along with other officers attended a meeting of Khadi Institutions organised by

KVIC, Lucknow on 08.04.2017 at Lucknow. The meeting was chaired by Hon’ble Minister

(MSME), Govt. of India, Shri Kalraj Mishra. Hon’ble Minister (MSME & Export Promotion),

3. Director along with officers of Mechanical Division had a meeting with Prof. Dr. Rajiv

Shekhar (Material Science) of IIT, Kanpur and his team regarding joint study of Metal sector

of Kanpur. The study will start from 1st week of May’2017.

4. Director distributed certificate as the Chief Guest in Faculty Development Programme

(FDP), organised by Central for Industrial and Management consultant sponsored by

Department of Science & Technology, New Delhi and motivated participants to promote

entrepreneurship. Sh. R.K. Prakash AD Gr. I(Elect.) also delivered a talk on schemes of

MSME on the occasion.

5. Director along with Sh. Rajesh Kumar DD (IMT) attended “Two Days Workshop” of Directors, MSME-DIs and MDs/GMs/PDs/ Directors MSME Technology Centres at MSME-DIs Extension Centre, Connaught Circus, New Delhi on 20-21 June, 2017. The meeting was chaired by Hon’ble Union Minister MSME Sh. Kalraj Mishra and Hon’ble Minister of State MSME Shri Giriraj Singh. Director, MSME-DI, Kanpur gave power point presentation on Success Stories of various schemes viz. Design Clinic, Lean Manufacturing, CDP, EDP and annual achievements of MSME-DI, Kanpur.

6. Director along with other officers attended programme on “GST Roll Out” organized on 01.07.2017 at Lucknow. Hon’ble Union Minister MSME Shri Kalraj Mishra and Hon’ble Chief Minister of Uttar Pradesh Shri Yogi Adityanath graced the occasion.

7. Director along with other officers attended inauguration of NSIC Facilitation Centre on 28.07.2017 at Hotel Kanha Continental, Kanpur. Shri Satyadev Pachauri, Hon’ble Minister of MSME, Khadi Village and Export Promotion, Govt. of U.P. was the Chief Guest of the function. Director had detailed discussion with Hon’ble Minister on the issues relating to MSMEs development in the State and addressed the entrepreneurs present at the programme and also assured all sort of help and guidance in taking the benefit of MSME Schemes.

10. Director along with other officers attended National SC/ST Hub State Conclave organised by

NSIC, Lucknow on 14.12.2017 at Hotel Renaissance, Vipin Khand, Gomti Nagar, Lucknow. Total 368 entrepreneurs from SC/ST category participated in the Conclave including 50 entrepreneurs motivated by this Institute. Director delivered talk during the inaugural function. Sh. LBS Yadav DD (Chem.) and Sh. S.K. Agnihotri AD (Chem.) briefed about the scheme of MoMSME & O/o DC (MSME) during the technical session.

11. Director along with other officers of the Institute and committee members had a meeting on

19.12.2017 at Director’s Chamber for the selection of MSEs for final fair approval at O/o DC(MSME), New Delhi. 03 MSEs for National Handloom Expo – 2017-18, Kanpur and 02 MSEs for Shilp Utsav – 2017, Udaipur were recommended by the committee headed by Director of the Institute.

17. Director chaired the meeting to review the progress of MSME-TC, Kanpur on 23.02.2018 at the project site. It was decided in the meeting that initially a contractor should focus on construction of Training Block-I & Training Block-II and progress should be reviewed on Weekly basis. Director along with other officers of the Institute and committee members had a meeting on 02.02.2018 at Director’s Chamber regarding selection of MSEs for final fair approval at O/o DC(MSME), New Delhi. 01 MSE for AISS – 2018, Lucknow and 02 MSEs for ELECRAMA, Greater Noida were recommended by the committee headed by Director of the Institute.

on 19.02.2018 at Director’s Chamber for the selection of MSEs for final fair approval at O/o DC (MSME), New Delhi. 04 MSEs for Taj Mahotsava, Agra were recommended by the committee headed by Director of the Institute.

20. Director chaired the meeting organised by Bharti Mahila Udyami Parishad (BMUP),

Kanpur on 12.02.2018 at Office Premises. During the meeting various schemes for MSME sector running by Central and state Government were discussed by the officials. The meeting was attended by Smt. Padma Shukla, President BMUP, Kanpur, Sh. Anil Kumar Dy. Commissioner (Industry), DIEPC, Kanpur, Sh. Rajesh Kumar DD (IMT), Sh. Chandan AD (IMT), Dr. Priyanka S. Bhadouria AD (EI) and members of BMUP, Kanpur.

21. Director of the institute had meeting with Ms. Mitali Nikore, Economics Analyst

(Consultant), Asian Development Bank, India Resident Mission, New Delhi and Shri Chandrahas Merla Consultant Grid (Infrastructure) PWC on issues relating to development of MSMEs in U.P.

22. Director of the institute inaugurated Membership Drive organised by Indian Small Scale

Paint Association (ISSPA) as Chief Guest on 26.11.2017 to start U.P. Chapter at Kanpur.

3. A meeting of stake holders of Pottery Cluster for CFC was also held at Village-

Aurangabad, Post- Guleria, Gorakhpur on 20.04.2017 at 4.30 P.M.The guidelines of MSE-

CDP scheme were briefed by Shri L.B.S. Yadav, Dy. Director (Chem.). Shri S.K. Agnihotri,

Asst. Director (Chem.) discussed MATU scheme, Geographical Indication and other

important schemes. Shri Subhash Chand, Inv. (Chem.); Shri P.N. Srivastava, EDI,

Gorakhpur and the local entrepreneurs were present in the meeting.

4. Sh. Rajesh Kumar, DD (IMT), Sh. Amit Bajpai, AD (Elect) and Sh. Chandan, AD (IMT)

participated in MSME Conclave “Lucknow Industrial Development” organised by Laghu

Udyog Bharti, Lucknow on 15.05.2017 at Hotel Ranjee’s, CF-2, Vikrant Khand, Shaheed

Path, Gomti Nagar, Lucknow. Hon’ble Shri Satyadev Pachauri, Cabinet Minister, MSME &

Export Promotion Govt. of U.P. graced the occasion as Chief Guest. Dy. Director (IMT)

delivered presentation on MSME-Schemes at the programme. Officers from NSIC,

Lucknow and SIDBI, Lucknow also presented their schemes at the programme. Sh. Vipin

Seth, CA presented overview of GST. Total 130 entrepreneurs participated in the

programme.

5. Sh. R.K. Prakash AD Gr.I (Elect.) along with Sh. J.K. Sinha AD (Mech.) and Sh. Chandan

AD (IMT) attended The Project Review Committee Meeting at SIIC, IIT, Kanpur on

30.05.2017. The agenda of meeting was to report the project status of proposal titled as

“Development of Heat Pipe based window mounted solar water Heater for domestic

apartments.

6. Sh. Rajesh Kumar DD (IMT) along with Sh V.K. Bhatt AD (Stat.) participated in Customer

Meet organised by Bank of Baroda, Kanpur on the occasion of UNMSME Day on

27.06.2017 at Hotel Bliss, Kanpur. During the programme Sh. Rajesh Kumar addressed

the entrepreneurs and motivated them to take the benefits of MSME Schemes.

7. Sh. Ajay Bajpai DD (Electx.) along with Sh. Jagdish Sahu AD (EI) attended State Level

Bankers Committee (SLBC) Meeting at Yojana Bhawan, Lucknow on 28.06.2017. The

D. Other Works

Workshop on Hindi (Rajbhasa): Hindi Diwas & Hindi Pakhwara from 14.09.2017 to 30.09.2017 was organized in the office

by the Namit Rajbasha Adhikari, Shri Praveen Kumar Srivastava, Assistant Director (Food). During this period, Hindi Nibandh & Rajbhasha Gyan Pratiyogita was organized. The participants of the Hindi Pratiyogitas were honored with Certificates and Mementoes.

Hindi Workshop was organised on 27.03.2017 at the office premises. Rajbhasha

Adhikari, Ordnance Factory, Kanpur as a guest speaker provided detailed information on Working in Hindi. Director of the institute presided over the workshop. All the officers actively participated in the workshop. The programme was coordinated by Sh. P.K. Srivastava AD (Food).

CHAPTER 13

Progress of Workshop, Library & SENET activities

13.1 Workshop Progress:

MSME Development Institute, Kanpur has a mechanical workshop attached to it. The earlier facilities of testing and heat treatment have been discontinued. Most of the work is done with Wire Cut CNC machine. Training programmes are also being organized for wire cut CNC machine and other technical topics.

MSME Data Bank, Units Visited & Establishment of New Units

15.1. MSME Data Bank, Units Visited:

This office has made an entry of 318 units in MSME Data Bank portal in 2017-18. A total

of 1122 units were visited by all the officers during April ’2017 to March ’2018 as the

work of unit-visit started from June ’2016 onwards.

15.2 Establishment of New Units:

In the year 2017-18, 101 new units have been set up by entrepreneurs through guidance &

assistance from this office.

15.3 Marketing Assistance:

This office motivates the MSEs to participate in the Govt. Store Purchase Programme so

that they may take the benefit of registration as provisioned in the Public Procurement Policy for

MSEs Order 2012. This office received 214 applications from MSEs for inspection under Single

Point Registration Scheme of NSIC in 2017-18. The revenue earned by inspection charges was

Rs.5, 37,020/-.

Swachhta Mission

This office got First Award among all MSME-DIs for work related to Swachhta Abhiyan under

Swachh Bharat Mission. Director of the Institute received Award from Hon’ble Minister of State

(I/c) Shri Giriraj Singh on 15.12.2017 at Vigyan Bhawan, New Delhi.

(f) Swachhta Drive in Educational / Technical Institutions such as Govt. Polytechnic, Kanpur,

CSJM University, Kanpur, Govt. Leather Institute, Kanpur.

(h) Planting of tress in office premises

after ascertaining its book market value.

18.2 Swachhta Pakhwada from 01.12.2017 to 15.12.2017 :

The 2nd Swachhta Pakhwara was Inaugurated by Shri Satyadev Pachauri, Hon’ble Minister

(Khadi, Village Industries, Sericulture, Textile, Micro, Small & Medium Enterprises and Export

Promotion) Govt. of U.P., on 01.12.2017 at office premises. During the programme, Hon’ble

Minister urged the Officials of MSME-DI and Entrepreneurs to participate actively in Swachhta

Abhiyan. He also started plantation drive from office premises under Swachhta Pakhwara.

The various activities carried out during the pakhwada were as under:-

(a) Shri Piyush Srivastava IES, Additional Development Commissioner, O/o DC (MSME), New

Delhi visited this Office during Swachhta Pakhwada & Planted the tree in the office

Premise. He also visited Verma sale Malin Basti near Jarib Chowki Kanpur visited &

guided the residents about the importance of Swachhta in daily life.

(b) Weeding out of files - 294 Nos.

(c) Drawing and Painting Competition was organized at Purwar Shishu Mandir Kanpur to bring

awareness about Swachhta amongst the children.

(d) Essay Competition on Swachhta was organized at Pt. D.P. Mishra Public School,

Ahirawan Kanpur to bring awareness about Swachhta amongst the children

(e) Swachhta Drive was organized in Zari Zardozi Cluster, Unnao

(f) Aromatic & Medicinal Plants were Planted during Plantation drive in the office premises.

(g) Cleaning of water drains, roadside in parking area, lawns, gardens, corridors, and stairs by

all the officials.

CHAPTER 18

Improvement in Civil & Electrical Infrastructure

The following activities were carried out to improve Civil & Electrical Infrastructure of the office:

1. To reduce the expenditure on Power, Tube lights and Sodium Lights in the office premises

viz. Street Lights, Corridor Lights, Auditorium Lights and all the rooms were replaced by

LED Lights.

2. Library was renovated and very soon it will become one point solution for the

entrepreneurs. Free registration of UAM and GeM already started.

3. Purchase of 30 new Cushioned chair for Committee Hall.

4 New submersible pump with rebore was installed to mitigate water problem..

5. Replacement of broken tiles with new roof tiles to avoid water spillage in Director's

Chamber, TPDC (Food lab) & CNC workshop was done.

6. Wall painting of one wing of ground floor including Library and Director's chamber.

7. Repair/ maintenance of RO system to ensure pure drinking water for the Officers, Staff &

Visitors.
