I.—STATUTES AHD REGULATIONS. Since the presentation of the last Annual Report,

several important amendments have been made in the Statutes and Regulations of the University. The number of subjects required for the Ordinary Exam­inations of the Arts Course in the first and second years has been reduced from five to four. This change has been made with the view of insisting on a higher standard of knowledge in tbe subjects presented. At the same time the list of subjects has been increased and made more comprehensive. Among other subjects now for the first time included in the Arts Course should be mentioned French and German, and Mental and Moral Philosophy.

Students in Law and Engineering will in future be required to pass through tbe course for B.A., before commencing their strictly professional studies. As

a necessary consequence of the changes made in the Arts Course, considerable changes have been intro­duced into the Regulations affecting Exhibitions and Scholarships.

Undergradnates who have qualified for the Certificate of Engineer may, on passing in certain specified subjects, obtain the Degree of Bachelor of Arts. Corresponding changes in the subjects of Honours, Exhibitions, and Scholarships have also been made.

The following new Professorial Chairs have been established :—

English, French, and German Languages and Literatures.

Natural Philosophy. Engineering. Chemistry.

The title of the Chair held by Professor Strong has been altered by the omission of Logic from the subjects belonging to it. This subject has for some years past had only a nominal connection with the Classical Chair, having been taught by a Lecturer.

The subjects of Anatomy, Physiology, and Pathology have been subdivided. Professor Halford's work is now confined to General Anatomy, Physiology, and Histology ; while Professor Allen undertakes the teaching of Descriptive and Surgical Anatomy and Pathology.

The Statute of Fees has been amended in some in­stances. A fee of one guinea has been imposed for Matriculation, and a uniform fee of 10s. 6d. for every Certificate. The fees for admission ad eundem gradum and statam have been reduced from five and three guineas to three and two pounds respectively. The fees also for the Engineering Course have been con­siderably reduced.

V.—BUILDINGS.

The Wilson Hall has been completed and delivered over to the Council since the presentation of the last Report, and is now used for conferring Degrees and for conducting Examinations.

In compliance with representations made to the Premier by a deputation from tbe Council, the Govern­ment has been pleased to place upon the Estimates a sum of £2,000 as an addition to the Annual Endow­ment, and £10,000 for the purpose of providing im­mediately the buildings most urgently needed for the Medical School. Flans and specifications have been prepared, and tenders have already been called for.

The Government have held out hopes of a further grant to enable the Council to erect larger and more convenient Lecture Theatres, Laboratories, and other Buildings needed for the efficient working of tbe University.

VI.—ROTAL MILITARY CADEI-SHIPS.

Mr. Acland Alfred Gordon- Anderson, an under­graduate of this University, was nominated by the Council to the Cadetship at the Royal Military College, Sandhurst, England, and has since been admitted to the College.

Mr. Arthur Swanston Robertson (Trinity College), who obtained the first Cadetship allotted .to tbe Uni­versity of Melbourne, has successfully completed his coarse in the Royal Military College, and has been since gazetted to a commission in the army.

VII.—UNIVERSITIES OF Nsw ZEALAND, MADRAS, AND CALCUTTA.

The Council, acting on the recommendation of the Professorial Board, has resolved to allow the Matricula­tion Examination of the Universities of Madras and Calcutta to be recognised as an equivalent for the Matriculation Examination of tbe University of Mel­bourne. The University of New Zealand has also been recognised by the Council.

VIII.—LEAVE OF ABSENCE. Leave of absence has been granted to Dr. Cutts,

a member of the Council, for one year; and the leave granted to Mr. Rusden last year has been extended to the end of 1884.

Leave of absence was likewise granted to Professor Strong for twelve months, in consequence of ill-health; and Mr, D. Paterson, formerly Lecturer on English, has been appointed his locum tenens.

IX.—ELECTIONS. Professor Andrew, prior to his appointment as Pro­

fessor of Natural Philosophy, resigned his seat on tbe Council, and was re-elected on the 20th February, 1883.

X.—DEATH OF HON. R. S. ANDERSON.

The Council has to deplore the recent death of Hon. R. S. Anderson, one of the oldest of its elective mem­bers. At its last meeting, the Council placed on record its sense of tbe valuable services which Mr. Anderson has rendered to the University.

XI.—GILCHRIST SCHOLARSHIP. Arrangements have been made, through the Govern­

ment, with tbe Trustees of the Gilchrist Scholarship Fund to hold an Examination for the Scholarship in January, 1884, under the supervision of the Council of the University. XII.—OFFICES OP CHANCELLOR AND VICE-CHANCELLOB.

Since the 8th May, 1882, the office of Chancellor has remained vacant. At the Annual Meeting in May, 1883, Anthony Colling Brownless, Esq., M.D., was re­elected to the office of Vice-Chancellor.
