Report on FORUM activities in 2006

This report covers the period from January to December 2005, in line with theannual accounts. During this period there has been one meeting of FORUMmembers at IVCO 2006 in Bonn, at which Dimity Fifer (AVI) was elected to theExecutive. Following IVSO 2006, Cliff Allum and Karen Takacs and MasaakiOtsuka were re-elected after two terms of two years on the Executive. JessicaLowe left the role of FORUM Coordinator in October 2006. Claire Lewis started thepost of FORUM Coordinator in October 2006 (a part-time post 2 days a week).

Membership

The membership of FORUM amounts to 14 members.

Activities

During the course of the year, FORUM has undertaken the following activities:

Member links and network promotion

We have sustained the web site facility http://www.forum-ids.org/ and ensurethat it was regularly updated and maintained.

Links between Executive members in the context of FORUM continue to

develop with current and potential members. We have been encouraged by theparticipation of IVCOs that are not FORUM members at our conference andhope that this will result in new members in due course.

European Workshop

The European conference due to be held in 2006 will now be held in May 2007.

IVCO 2006

IVCO 2006 was held in Germany from 4 to 6 October and was hosted by UNVat the UN Campus in Bonn. The conference focused on “RethinkingInternational Volunteering and Co-operation” with sessions on measuring our impact, rethinking working with the private sector, public engagement andinfluencing policy and, collaboration and cooperation. Its proceedings arecovered by a separate report. The conference was a great success.






External links

During the year, FORUM maintained its membership of CONCORD, theEuropean NGO network. CONCORD continues to be interested in FORUMtaking a role in engaging with EU human resources policy issues.

Jake Bharier of Skillshare International represented FORUM at VOICE'sseminar on professionalism and voluntarism in July 2006. Jake presented apaper on lessons from volunteer co-operation agencies, discussing the issuesof language and risk in relation to international volunteering andprofessionalism.

Research

We conducted a trends survey looking back on the past five years. This wasundertaken on our behalf by Development Initiatives and presented to theIVCO 2006 conference by Tony German. The Impact Assessment Research

project, co-ordinated by UN Volunteers with 5 other FORUM members on theSteering Group, was presented on at IVCO 2006. FORUM continued itsresearch fund in 2006 and is grateful to VSA, HVSF, CCI and CUSO for their contributions.

Resources

In terms of finance, we have maintained the existing level of subscriptions. Thishas meant less income than expenditure, but it remains our longer term vision toexpand membership.

Income is less than budget, mainly due to contributions to the newly-established research fund not meeting expectations and the postponement of the European Conference.Expenditure is much less than budget, mainly due to income from the researchfund not meeting expectations, and so not being spent.At year end we had a deficit of €2,970.

2007

In the year ahead we will take forward the vision for FORUM including:

Support the European Conference 2007, hosted by AFVP in Paris, 3-4 May.Support IVCO 2007, hosted by CIVCA in Montreal, 17-19 September.Sustain and expand membership support.Implement an agreed research programme.

Independent Examiner’s Report to the Board of the

International FORUM on Development Service

I report on the accounts of the Association Sans But Lucratif (the organisation) for theyear ended 31 st December 2006, which are set out on the attached spreadsheet.

Respective responsibilities of board members and examiner

As the board of the organisation you are responsible for the preparation of the accounts;you consider that an audit is not required. It is my responsibility to state whether particular matters have come to my attention. In carrying out this task I have considered itappropriate to adopt the procedures specified in the General Directions given by the UKCharity Commissioners under Section 43 (7)(b) of the Charities Act 1993.

Basis of independent examiner’s report

My examination included a review of the accounting records kept by the organisation anda comparison of the accounts presented with those records. It also included considerationof any unusual items or disclosures in the accounts, and seeking explanations from theSecretariat Co-ordinator concerning any such matters. The procedures undertaken do notprovide all the evidence that would be required in an audit and consequently I do notexpress an audit opinion on the view given by the accounts.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention:

1. which gives me cause to believe that in any material respectreasonable accounting records have not been kept, andaccounts that accord with the accounting records have not been produced

2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
