through your continued partnership and support, the YMCA Youth & government program has completed another outstanding year (our 61st!) of providing quality programs to young people across the state of Washington. this year we are proud of our new program innovation, increased outreach, committed volunteers and national success by our student participants.

thanks to the generous support of the 2007 Washington State legislature, Youth & government has been able to expand our outreach this year to new and underserved areas. We received legislative funding that allowed us to offer start-up grants to 4 new Youth legislature delegations and 4 new Mock trial teams. these new programs include students from diverse social, economic and cultural backgrounds, many of whom would not otherwise have had access to the quality civic education experience we offer. over the next year, we will work with these groups to ensure they receive the leadership, funding and administrative support to continue offering Youth & government programs.

our student leaders created and led a major restructuring of the lobbyist corps within the Youth legislature this year, illustrating the power and importance of developing student leadership within our programs. We have attempted for

a number of years to restructure the lobbyist program to more closely mirror the real “third house,” and to offer a higher quality, educational and fun experience for our youth lobbyists. prior program changes were not effective, and frustrated student leaders took matters into their own hands in 2007, recommending significant changes to the structure of the program. At their urging, we divided the lobbyists into smaller, more manageable “lobbying firms,” each led by a student executive. These firms competed to see which could pass the most bills assigned to them – similar to “real world” lobbyists. the changes were a resounding success and created a more engaging and dynamic Youth legislature. our student leaders should be proud of the lasting impact they will have on students in years to come.

We are very proud of the success of our Mock trial teams who participated in national competitions this year. Seattle Prep went on to earn an 8th place finish at the 2008 national Mock trial Competition. our 2008-2009 youth governor, phil gardner, ably represented our state in the national youth governors’ conference in Washington, DC. In addition, our Washington participants in the Conference on national Affairs received our highest honors yet: premier delegation (4th consecutive year), and Washington delegate Alex Mech received the outstanding Statesman Award, The Chandler Scholarship and was selected to be the first ever Washington student who will be a Presiding Officer at the 2009 Conference on national Affairs.

Youth & government is fortunate to have a talented and tireless group of volunteer Directors. this year we say goodbye to former alum Stuart elway who is leaving the Board after 13 years of dedicated and unwavering support of Youth & government programs. His impact will be lasting and he will be missed.

Finally, as is true each year, the YMCA Youth & Government program benefited from the tremendous support of hundreds of supporters around the state - students, advisors, parents, alumna(e), donors, and volunteers. Without your continuing support we would be unable to bring hands-on civic education to the hundreds of Washington students we serve each year. thank you for all you do!

Bryan American Inn of Court partnered with YMCA Mock trial again this year to offer a $1,000 college scholarship to a graduating senior who exemplifies the values of professionalism, ethics, civility, legal skills, and understanding of the YMCA core values – honesty, respect, responsibility, caring, faith and fun. this year’s award recipient was Ashleigh Shoecraft from Franklin High School.

My Mock Trial Story: Isabelle Albi, Mock Trial State Representative 2008-09Really smart high school students obsessing over minutia in a made-up problem. When I first heard about Mock Trial I was skeptical that I would even be qualified enough to make the team. Everyone who participated in Mock Trial knew exactly what to say when someone said a jumble of numbers and letters, such as “804 b 3”, “701,” or “609 d.” I have since realized that this is why so many people, like myself, love mock trial. Mock Trial provides not only an opportunity to forge friendships and gain an understanding of the rules of evidence, but an opportunity to experience the world of law.

This past year when my team was preparing for the national championship in Delaware, my teammates and I had to learn, and appear experts on, corporate mergers and acquisitions law. After literally hundreds of emails, several multi-hour lectures on corporations and corporate law, and pouring over the Emanuel ‘Corporate Law’ book, I realized that I want to practice corporate law. Mock Trial has been, without a doubt, the most rewarding and fulfilling experience of my life. It is worth every dollar spent, and every minute volunteered.

Youth Legislature

Program Highlights420 students involved in 29 local programs statewide• 6 legislative chambers in operation during the 61st Youth legislature• 3 new delegations taking advantage of legislative funding for program • expansion new Bill Book format allowed program to save paper while maintaining • high quality program materialsStudents had the opportunity to be part of the May Day events that • locked down the legislative Building – they did a fantastic job and got to see yet one more part of state government and civic participation!

Youth Legislature

My Youth Legislature Story:Phil Gardner, 62nd Youth Governor“There is nothing wrong with America that cannot be cured by what is right with America” – Former President Bill Clinton

In the years I’ve been involved in Youth & Government this quote has really stuck with me. It’s helped serve as sort of a basic guidance as to how I should live and interact with others - both in this program and in my everyday life. I say both Youth & Government and my everyday life because at this point for me it is hard to tell the two apart. Even when I’m not actually doing some sort of project or activity for Youth & Government, I’m thinking about it - brainstorming about a new possible bill idea, daydreaming about the

lively debate we have in the chambers, or wondering about ways in which our program could become even better.

In the same spirit of this idea I recall another quote. “The purpose of a good leader is to create more leaders.” I sincerely hope in my time as Governor I can help fulfill this advice, and I feel that at a fundamental level creating more leaders is what this program has been about to me and should be about to others.

Conference on National AffairsHello Friends of Youth & Government,We’ve just returned from our CONA trip, and it was an amazing experience. We flew from SeaTac to Nashville and had a three-day “pre-trip” in Tennessee with activities such as visiting the Hermitage (former home of President Jackson), the State Supreme Court, and the State Capitol Legislative Building. Afterwards we drove to Black Mountain, NC for the conference. The opening session and mixer were enjoyable, and 6 of our 7 proposals passed out of First Committee and 1 made it to Third Committee. Though our delegation’s proposals did not pass, Washington delegates debated well on other proposals throughout the conference and started many new friendships with students from other states.--Phil Gardner

Dear Friends of Youth & Government,CONA has been an incredible experience for the past week. Seven delegates, including myself, flew out to Nashville, TN on June 25th. After a long day of travel we arrived in Tennessee and went to the Waffle House for dinner. The next day, Thursday, we took a tour of the University of the South, Sewanee, and then went to high tea at Tea on the Mountain. Though it was hot, we had a wonderful time at the Nesbit’s tea shop. Friday we toured the Nashville Capitol, met the Tennessee Supreme Court Justice Koch, toured the Hermitage, and visited the Nashville Parthenon. Saturday we finally left for the Blue Ridge Assembly in Black Mountain, North Carolina. All but 1 of our proposals made it out of 1st committee and I made it out of 2nd committee. Sadly none of our proposals made it to GA or Plenary, but some of us had incredible pro/con speeches. This was my 1st year and I loved getting to know people from across the country. I combined my proposal with another girl from Virginia and got to know her very well. I also made some friends especially from Kentucky, New York and North Carolina. I am very tired now, but I am so happy to have had this opportunity!--Lauren Hawkins

Dear Everyone,We left the Seattle airport on June 25th heading to Nashville. We explored Nashville, going to the Hermitage, and the Capitol, etc. Then we headed to the mountain. My proposal this year was requiring public school students to take one class in world religion. It passed onto second committee, which was exciting. I made many new friends especially from New York, Alabama and Kentucky! I also saw old friends which was nice too. Volunteer ServiceYMCA Youth & government programs would not be possible without the dedication and committment of hundreds of individuals around our state. In 2008 over 100 attorneys and judges volunteered their time to rate students performances and preside over the State Mock trial Competition. Volunteers come from all over the state to ensure students have a quality educational experience. During the 61st Youth legislature, 63 families in thurston and pierce counties opened their homes to delegates. their generosity makes it possible for students to participate in programs regardless of their social and economic situation.

Additionally over 200 volunteers, teachers and YMCA staff members around Washington spend hundreds of hours each year teaching Youth & government participants the ins and outs of state government and the importance of civic engagement in the democratic process. It is because of their efforts Youth & government students develop the skills and knowledge necessary to be active and involved, public minded citizens.
