2) In the event of lack of quorum, the meeting shall stand adjourned for thirty minutes and shall be reconvened at the same place and on the same day. * Student Associate.2.6 INAUGURATION OF CMMIS CHAPTER AT VISAKHAPATNAM Vishakhapatnam chapter of "COMPANY OF MASTERMARINERS OF INDIA" was inaugurated at Vishakhapatnam on 15th December 2010.

2.7 INAUGURATION OF CMMIS CHAPTER AT DEHRADUN Dehradun chapter of "COMPANY OF MASTERMARINERS OF INDIA" was inaugurated at Dehradun on 29th January 2011.2.8 INAUGURATION OF CMMIS CHAPTER AT CHANDIGARH CHANDIGARH CHAPTER of "COMPANY OF MASTERMARINERS OF INDIA" was inaugurated at Chandigarh on 29th March 2011.

3.0 ANNUAL DINNERThe Annual Dinner of the Company was held on 5th March 2011 at The Club Andheri (West), Mumbai. 638 adults and 50 children attended the function. The evening was a great success and gave the members and their families a rare opportunity to know each other better.

4.0 SEMINARS

Two seminars were organized in Mumbai by the Company during the year. A. Maritime Potpourri 2010 was held on 21st August 2010 at Textiles Committee Auditorium, P. Balu Marg, Prabhadevi, Mumbai 400 025

B. Maritime Spectrum 2011 was held on 15th January 2011 at Textiles Committee Auditorium, P. Balu Marg, Prabhadevi, Mumbai 400 025,

A large number of members and senior executives from the industry participated. Seminar papers were displayed on the website of the Company. It is our endeavour to continue holding at least two seminars every year. Sailing officers are encouraged to participate and are offered discounted subscription for attendance.

6.0 COMMAND JOURNALThe work of Publishing, Printing, Distribution, etc. of Command Journalhas been shifted to CMMI Chennai Chapter..

7.0 E- FILING OF ANNUAL ACCOUNTS & RETURNS FOR THE YEAR 2009-10 WITH REGISTRAR OF COMPANIES

(ROC). E-filing of Annual Accounts & Returns for the year 2009-10 is in process. 9.0 DUFFERIN MARITIME MUSEUM Report on Maritime Museum Dufferin

(From 1st April 2010 to 31st March 2011)

Maritime Museum Dufferin Management Committee has carried out following work during this period:

1) Change in the plot by CIDCO: Received information from CIDCO towards change of Original plot No.51 with plot No. 57 (Close to Amra Marg). Committee accepted same proposal and went ahead with signing of agreement & paid money accordingly.

2) Signing of Agreement was initiated: Amended Agreement of plot No.57 was signed on 24th Sept 2010. However did not receive signed agreement from CIDCO due to various reason. Hence fresh agreement was signed on 2nd Feb 2011.

3) Architect Selection: M/s Sannidhi Architects were selected on the basis of their concept drawing fees & estimated project cost. They estimate seven months construction time after receiving approval from various authorities.

4) Presently waiting for signed agreement from CIDCO. Thereafter payment towards various dues (Stamp duty, Property Tax & Penalty) will be made.

10.0 10TH SAILOR TODAY - SEA SHORE AWARDS 2011 FOR THE MOST ACTIVE SEAFARER ASSOCIATION On the occasion of 10th Sailor Today - Sea Shore Awards 2011, CMMI Master received award for The Most Active Seafarer Association.11.0 BOARD OF EXAMINATION FOR SEAFARERS (BES)

BES Activities report for the period of 1st of April 2010 to 31st March 2011.1. Conducted repeater exams for GP and CCMC for March 2010 repeater exams and results posted in DGS website. Certificates dispatched to institutes

2. Conducted main Exit exams for GP and CCMC for June 2010 exams and results posted in DGS website. Duration of written exams reduced from 2hrs to 1.5hrs.Certificates dispatched to institutes

3. Conducted repeater exams for GP and CCMC for September 2010 repeater exams and results posted in DGS website. Certificates dispatched to institutes

4. Conducted main exams for GP and CCMC for December 2010 exams and results posted in DGS website. Certificates dispatched to institutes.

5. Conducted repeater exams for GP and CCMC for March 2011 repeater exams.6. BES certified as certified DLP service provider by DGS for NCV deck cadets7. BES providing consultancy services to SMERA for grading of maritime training institutes8. BES certified by IRQS under ISO 9001:2008 for a period of three years and certificate received in May 2010. 1st surveillance audit carried out in February 2011.9. In November 2010 a DGS funded seminar was conducted at Grand Hotel Mumbai by BES to facilitate interaction between the employers, officials of the DGS/MMD, Shipping Master, Union, Examiners, and training institutes. Received a grant of Rs. 3.5 lakhs from DGS.

10. BES website launched11. Two writ petitions against DGS and BES have been filed in High Court Madras by Cosmopolitan Technology of Maritime with allegation against examiners deliberate attempt to fail candidates of the institute. The Master informed the house that Building Fund of Rs. 2.2 Lakhs should be used within five years otherwise it will be taxable. Generated revenue by CMMI should be spent in near future, it can be spent for bigger CMMI office premises.

Since centre of gravity of members and offices are shifted from south Mumbai to western / eastern suburbs and Navi Mumbai, CMMI office premises should be

located anywhere in this region at affordable cost. Ideas & suggestions for the same are welcome.

Capt. Ajay Achuthan asked as to why nil contribution is received by CMMI from Board of Examination of Seafarers (BES) for F. Y. 2009-2010. It was clarified by the Master that whatever money given to BES to start in their project was returned to CMMI. No money due is expected from BES.

Capt. V. N. Aindley raised the query about increase of Interest on Investments from 2,18,945/- to 8,39,404/-. The Master informed that it was due to the RBI Bonds maturing during this year. Capt. K. Guha raised issue about chapters account tax liability. Master clarified that, this was due to chapters collective income. 5. To appoint auditors for the year 2009-2010

Master proposed that M/s A. N. Shunmugam & Co. be retained as the auditors

for the year 2010- 2011. The Members agreed & the following resolution was

passed:

It is hereby resolved that M/s A. N. Shunmugam & Co. are hereby retained as

the auditors for the year 2010 - 2011 at a remuneration of Rs. 5,000/-

Annual Report for 2010/2011 for Bangalore Chapter of the CMMI

This years activities started with NMD celebrations on 6th April, 2010, celebrated along with the the Institute of Marine Engineers of India at the terrace of Hotel Casa de Bengaluru Marex Bulletin repoted this event as a successfully done event.

In the month of May, Capt.S. Pullat was invited to speak about his pet project Mariners Welfare Guild. He explained at length the aim & functions of the Guild and persuaded the members to join and thereby assist the Maritime community.

In July 2010, Capt. V. Menon, a serving Master of a jack up rig stationed north of Borneo made a presentation on workings of Oil rigs. As expected, the stricken BP rig, the Deep Water Horizon was actively discussed.

In August we had an overseas speaker, Mr. Budha Majumdar. An expert in Port Management, he was senior management in various UK ports and last served as Managing Director of Mersey Docks. He spoke on The role of Ports in Global Logistic Chain. One point became eminently clear that a ports basic function should be for the benefit of the consumer and the supplier, which is far removed from principle that Indian ports follow. Among membership here, there are two ex Chairmen of Indian ports. Both were conspicuous by their absence.

In September, Capt. Vittal, serving with Shell LNG fleet, showed a Black Box recording of a near miss collision. For a sailing officer, there was a lesson to be learnt. But for us old timers, it was an experience to observe to what length responsible companies like Shell will go to drill in safety into every officers mind. Capt. Vittal also took time to show a video made by UKs Royal Fleet Auxiliarys system of dealing with attempted boarding of Pirates without actually resorting to aggression.

Capt. Sambit Misra, past Chairman, spoke in October on Ship to ship transfer of petroleum cargoes. He has extensive experience in this aspect of ship operation. This and some audio visual product made a very good presentation.

In the month of November, one BBC feature film named Longitude was shown to the members. The film was the dramatised version of the historical account of the development of the Chronometer for determining longitude at sea.

Fifth of January we held our New Year Cocktails to usher the New Year in. Substantial drop in the number of attendees was noticed but did not cause undue concern at that time.

Due to his travel schedule elsewhere, Capt. Indrajit Singh, one of the founder members of our Company was halting in Bangalore for one night. This opportunity was taken to arrange a function at the Koramangala Club, to felicitate him and also introduce the members of this Chapter. Unfortunately, despite adequate notice, only five members turned up for the function.Capt. R.R. Sengupta,

Hearty Felicitations for the Chandigarh Chapter

The Chandigarh Chapter of CMMI was launched on March 24, 2011 with fanfare. His Excellency, Governor of Punjab congratulated the members and wished success. He expressed concern over the growing incidences of piracy at sea and promised whatever help was needed to help the mariners under detention in Somalia.

Another function was organized at the Chandigarh War Memorial on April 5, 2011. The Home Secretary of Punjab Mr. Ram Nivas, was the guest of honour. After laying wreaths in the memory of War Heroes, the members and their wives conducted their first get together over tea and refreshments.

CHENNAI CHAPTER

Chennai Chapter had an eventful year, with very enthusiastic support from the vibrant membership. All programs and seminars were well attended and the quality of interaction was very good. An educational visit was arranged on the Ocean Research Vessel Sagar Nidhi which was at Chennai port. The vessel is one of the most modern vessels in India, with a plethora of ultra-modern navigational and scientific equipment. To many of those who had quit sea life a while ago, it was indeed a memorable visit.On 9th July 2010, we then had a seminar where Capt Satish Raja presented his experiences and navigational intricacies while in Command of the Sagar Nidhi on the first ever Antarctic Ocean expedition successfully carried out by an Indian vessel. It was indeed an enlightening and awe inspiring presentation. A seminar on Modern Marine Communications Systems and Futuristic Navigational Technology was conducted at Hotel Quality Inn Marina Towers, attended by over 60 members. Mr Anshul Khanna, MD, Station Satcom, made a presentation on modern communication systems on board ships. It was followed by a thought provoking presentation by Capt Neel J Nair describing how the next generation marine communication systems could in fact make remote controlled vessels a reality. The discussions that followed was none less than passionate. To cool off, there was a pop music program from Chennai Beatles who took the participants on a nostalgic trip into the 1960s and 70s. The event was sponsored by Stratos.The Annual Day was celebrated with an Onam theme party on 22nd Aug 2010 with many guests dressed in vibrant Kerala attire. A wonderful cultural show was put up by Ms.Arathi Narayanan (daughter of the Chapter Chairman Capt P.B.Narayanan) and her friends. There was also very vibrant music from Mrs. Geetha Sadanand, Mrs. Lathika Rajagopal, Mrs. Dhanya Gangadharan (all wives of our members) as well as a spontaneous program from film actor Ms.Lakshmi Sharma (sister of our member). There was lots of games, music and dance, cocktails and a sumptuous dinner going into the wee hours dawn. In January, in partnership with the Nautical Institute (South India), we had a seminar where Mr. N. Venkateswaran, DNV Academy Manager (India) delievered a presentation on Maritime Labour Convention, 2006. A peep into this soon to be ratified convention was an eye opener to both mariners and managers alike.

Recently, we had yet another interesting seminar presented by Capt Neel J Nair (Secretary, CMMI-Chennai), Capt. S.Bhardwaj (Vice Chancellor - AMET University) and Mr Ajay Putran (Director, AMET Cruises). The subject of presentation and discussion was the luxury RoRo Passenger vessel purchased by AMET University to train 210 deck and engine cadets as well as operate a luxury cruise operation out of India. Both the idea of training of cadets on such vessels as well as the idea of developing a luxury cruise industry in India was actively discussed by the participants.

To celebrate year of the seafearer, a seminar was organized jointly by The Company of Master Mariners of India (CMMI), Nautical Institute(NI), GlobalMet at PHD Chambers of Commerce and Industry, New Delhi on 25th November 2010 on the theme of Seafaring in Coming Decade and was sponsored by ARI and Co Sponsored by Marine Mantra.com and supported by the shipping community at large.

Capt. James Robinson, President Nautical Institute, Capt. J.P. Menezes- Deputy Master, CMMI, Capt. Rod Short, Executive Secretary of GlobalMet, Mr George Hoyt-Face of shipping, Capt Kuba Szymanski-Secretary General-Intermanager, Ms. Aakriti Barthwal, Second Officer and Ms. Naomi Rewari- Director, Applied Research International were the eminent speakers. Capt RK Saxena conducted the whole seminar as an emcee and two technical sessions of seminar were chaired by Capt IK Kharbanda and Capt MP Bhasin.

Capt MP Bhasin, Chairman CMMI Delhi, spoke about need for seafearers and shipping industry to be prepared with regards to forthcoming STCW-2010 amendments and MLC.

The keynote speaker Capt J.P.Menezes spoke about the Seafaring in the coming decade- Challenges and the way ahead. Capt. Kubo Szymanski spoke about the difficulties and ways to attract talent to shipping for the coming decade.

Mrs. Naomi Rewari took a brief look at some of the challenges facing seafarers today and provided few tips on how to handle change more effectively.

Ms. Aakriti Barthwal addressed the august gathering as to where does India, as a key player, stand today and in the coming decade with regards to MET.

Capt. Rod Short appraised the gathering on the implications of the the Manila amendments to the STCW Convention and Code which are set to enter into force on 1 January 2012 under the tacit acceptance procedure and will bring in a number of new courses, changes to the teaching syllabus etc. and amendments to training.

Mr George Hoyt, founder of Newslink and Face of Shipping and Vice president of Intermanager highlighted the importance of Key Performance Indicator (KPI) and the need of it to show the culture and standards of shipping companies.

Capt. Philip Mathews, Managing Director, Lots Shipping, gave a talk on Opportunities in Coastal and Inland Shipping. With the ship construction rules being relaxed for inland and coastal vessels, such vessels can be built more economically, leading to a possible boom in inland and coastal shipping.

PATNA CHAPTER

(ANNUAL REPORT FOR 2010-11)

CMMI Patna chapter had the focus mostly on membership drive besides spreading awareness and discussions. The membership drive has ensured another 10-12 members added in the list. Though the figure has not yet reached 50 but it is very close to it which itself is an achievement.

Meetings were organized frequently and the year was dominated mostly with Piracy and Armed Robbery issues especially on Somalia coast and spreading to Indian ocean. Many of the members have expressed their grave concern if transiting GOA is worth with or without armed guards.

24th Jauary 2011

Meeting of Company of Master Mariners along with MNOA Patna was held on 24.01.11 to discuss the plan of action to be taken in release of Mr. Kumar Prashant, Second Officer, who is one of the crew of MV SININ captured by Somalian pirates. The family members of the concerned officers were called to attend the meeting. There is the core group of this Chapter who are doing their best to do the right things and promote various activities/discussions with a view to nurture, develop & increase this Chapters role towards keeping the nautical ambit, precinct & influence thriving and significant in Bihar and Jharkhand, which is somewhat a daunting objective given to the landlocked geography of the place.

Lively discussions discourse & debates on various issues were routinely held which have led to points of professional related issues. Some of these deliberations have thrown up points of current issues that need to be further aired and consensus conclusions arrived at.

4th April 2011The National Maritime Day was celebrated in grand way at National Institute of Inland Waterways, Patna. CMMI, Patna chapter was one of the main sponsors in the event. On 4th of April 11, blood donation camp was organized at NINI through RED CROSS SOCIETY. Many of the officers donated blood for a good cause.

5th April 2011

5th April was occupied with events commencing from morning itself which included address by Principal of NINI,road show in the river Ganges by NINI Cadets on TS Survekshak, boat ride on IWAI vessels followed by Dinner.

We shall be having a change of the team by March 2012 and the new names shall be flashed soon after the voting and results.

PUNE CHAPTER

Report for the year 2010-2011

CMMI Pune Chapter had quite a busy year, following in the wake of the Dufferin film show and dinner in February 2010.

We had four lecture meetings, the subjects being-1. "Effect of crew fatigue on shipboard safety: Are the work-rest regulations being implemented?"

2. STCW issues

3. STCW updates and planning of activities.

4. Guest lecture by Capt SK Joshi - USCG regulations and waste disposal.

The main event of the year was the celebration of the World Maritime Day during the week 21 Sep. 2010 to 26 Sep 2010, jointly with the Institution of marine engineers (I) and the Indian maritime Foundation.

The events attracted a great deal of public attention and press publicity.

The career seminar at on 24th Sept 2010 deserves a special mention. It was intended to give the young school and college students guidance on joining the merchant navy as a career.

The heads of all marine training institutes around Pune were invited to give their expert views and included: Prof Dhirendra Bihari of MANET, Dr. B. K. Saxena of Tolani, Mr Chandakkar of Vishwakarma Marine Institute, Mr. A.W. Wakankar of Samundra (SIMS) and Mr. A. R. Chitnis, Former Chief Surveyor IRS.

The mini-marathon was flagged off by Mr Niteen Kareer, IAS, who was the Chief Guest for the event. School / college students, cadets of marine institutes and even senior citizens participated in the race.

Other events: Capt S. K. Joshi, a marine consultant based in Vancouver BC, was invited to give a talk at Pune Chapter on 29 January 2011.

The term of the present office bearer of Pune Chapter, including myself is ending in April 2011 and elections will be held in the second week of April 2011 to elect new office bearers.

CMMI Visakhapatnam Chapter Annual Report

Following the Annual report of CMMI- Visakhapatnam Chapter.

The chapter was opened on 15th Dec 2010. We conduct monthly paper reading meetings regularly and good quality technical discussions are done. As on 31st March we have 18 new members and 6 existing members of CMMI With Vizag Chapter.

15th Dec 2010

The foundation meet of the Company of Master Mariners Vizag, was held at the Waltair club, Vizag, on 15th Dec 2010, 1900 hrs. 11 members attended the meet. Monthly paper reading meeting was held on 27th Jan 2011, at Arya Offshore office Premises. CMMI Mumbai has passed the resolution towards opening of Chapter at Vizag and forwarded necessary documents to us for opening a bank account. Capt. M S Jolly made a presentation on the loading of Iron ore and its safety aspects. The unprecedented rains this year have affected TML of the cargo and safety of the operations. The responsibilities of the terminal and the Masters role in these situations also was discussed in Length. Gangavaram Port DC Capt. Anil Panjwani, Harbour Master Capt. RR Thripathi also shared their experience and gave valuable tips on Safe Bulk Career loading operations.24th Feb 2011Monthly paper reading meeting was held on 24th Feb 2011, at Waltair Club. Now we have 24 members associated with the Vizag Chapter. Technical discussions centered over the increasing incidents of piracy in Indian Ocean waters. Sailing members remarked that it is not a such a big problem if the convoy system and Best Management Systems are practiced. They explained the various measures taken by their companies including the special security staff provided to the ships. Masters from AESM, MSC and Gear bulk elaborated on the topic.

Some interesting discussions were done on the MSC Chitra incident at Mumbai port. MSC Port captain - Capt. V Srinivas Reddy elaborated on the incident and the findings of DG enquiry. He also elaborated how the new technologies on board ( S VDR), and the management practices on board helped the MSC. Discussions lengthened in to the Mumbai port operations, VTIS, staff training, operation of three ports in the same area etc. Comparisons came with efficiency of Singapore VTIS.

31st March 2011

Monthly paper reading meeting was held on 31st Mar 2010, at Waltair Club. Secretary explained the problems in opening Bank account with HDFC BANK. Now we are trying to open the account with Karnataka Bank. Some interesting discussions were done on the Earnst & Young study report On the new opportunities in Indian Coastal shipping Indian bureaucracy, corruption, political & policy errors etc were noted as the major cause to the poor development of coastal shipping trade.

AUDITORS REPORT TO THE MEMBERS OF

THE COMPANY OF MASTER MARINERS OF INDIA

1.We have audited the attached Balance Sheet of Master Mariners of India as at

31st March, 2011 and the Income and Expenditure Account for the year ended on that date annexed thereto. These financial statements are the responsibility of the Companys management. Our responsibility is to express an opinion on these financial statements based on our audit.

2.We have conducted our audit in accordance with auditing standards generally accepted in India. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion.

3. As the Company is licensed to operate under section 25 of the Companies Act, 1956, in our opinion, Companies (Auditors Report) Order 2003 is not applicable to the Company.

4. Further to our comments referred to in paragraph (3) above, we report that:

(i) We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our audit.

(ii) In our opinion, proper books of account as required by law have been kept by the company as far as it appears from our examination of those books.

(iii) The Balance Sheet and Income and Expenditure Account dealt with this report are in agreement with the books of account.

(iv) In our opinion the Balance Sheet and Income and Expenditure Account dealt with by this report comply with the accounting standards referred to in section 211(3C) of the Companies Act, 1956.

(v) On the basis of the representation received from the executive council members, as on 31st March 2011, we report that none of the executive council members is disqualified as at 31st March, 2008 from being appointed as an executive council member in terms of clause (g) of sub-section (1) of section 274 of the Companies Act, 1956.

(vi) Subject to the matter that subscriptions from the members and interest income are accounted for on cash basis as mentioned in 1(d)and no provision for taxation has been made as mentioned in 5 of notes to accounts and effect there of on the accounts in our opinion and to the best of our information and according to the explanations given to us, the said accounts read with the notes appearing thereon give the information required by the Companies Act, 1956 in the manner so required and give a true view in conformity with the accounting principles generally accepted in India.

(i) In the case of the Balance Sheet of the state of affairs of the company as at 31st

March, 2011 and

(ii)In the case of the Income and Expenditure Account, of the excess of income over

expenditure for the year ended on that date.

1 Significant Accounting Policies:

(a) Basis of Accounting

The financial statements are prepared under the historical cost of convention on an accrual basis and are in accordance with the requirements of the Companies Act, 1956.

(b) Fixed Assets

Fixed Assets are stated at cost of purchase / acquisition less accumulated depreciation. All costs including taxes, duties, freight and other incidental expenses relating to acquisition are capitalised.

(c) Depreciation

Depreciation on fixed Assets is provided on the written down basis.

(d) Revenue

Subscriptions from the members and interest income are accounted for on a cash basis.

2 The Company has been incorporated on 22nd August, 1957 as a Company limited by guarantee and not having a share capital and has granted for a license under section 25 of the Companies Act, 1956.

3 Debtors balances are subject to confirmation.

4 Accounts sent by various chapters are subject to approval by the Management.

5 Information with regards to other matters specified in paragraph 3, 4, 4-A, 4-C and 4-D of part II Schedule VI to the Companies Act, 1956 are either nil or not applicable to the Company for the year ended March 31, 2011.
