Around97millionpeoplearemembersofaRedCrossorRedCrescentorganisationineachof187countriesaroundtheworld.ThereforeinvirtuallyeverycountryonthismapthereiseitheraRedCrossorRedCrescentorganisationworkingtohelppeople.

TodayboththeInternationalCommitteeoftheRedCross(f.1863)andtheInternationalFederationofRedCrossandRedCrescentSocieties(aco-ordinatingbodyf.1919)runprogrammesthatprovidevitallyneededservicesinareassuchashealthcare,shelter,waterandsanitation,educationandemergencyreliefincountriesallovertheworld.

WORLDACTIVITIESTheIrishRedCross,whoseworkinIrelandandoverseascanbeseeninthismap,ispartofthelargesthumanitariannetworkintheworld-theInternationalRedCrossandRedCrescentmovement.

TheInternationalCommitteeoftheRedCrossretainsitsspecialfocusandappliesitsexpertiseinsufferingcausedbywarandtheInternationalFederationofRedCrossandRedCrescentSocietiesfocusesonDisasterPreparednessandRelief,dealingwithsufferingcausedbyearthquakes,hurricanes,floodsandotherdisasters.

TheNobelPeacePrizehasbeenawardedonmoreoccasionstotheRedCrossandRedCrescentMovementthantoanyotherorganisation–fourtimesintotal.ThefirstNobelPeacePrizewaswonbytheRedCross/RedCrescentfounder,HenryDunant.

Throughout2011,theinternationalhumanitarianagendawasdominatedbytheuprisingsacrossNorthAfricaandtheMiddleEast,thefoodcrisisintheHornofAfrica,andtheresponsetothenaturaldisastersinJapanandTurkey.Hereathome,thankfully,wehadnolargescaleemergencies,althoughwedidhaveahighprofileroleinrespondingtotheeastcoastfloodinginOctober.IrishRedCross(IRC)volunteersdid,forthemostpart,spendtheyearfocusedontheirongoingroutinegoodworkinlocalcommunities,rightacrossthecountry.

ItwasayearinwhichweachievedsomenotablesuccessesandIparticularlywanttomentionourWorldHealthOrganisationawardfortheIRCCommunity-basedHealthandFirstAidprogrammeinIrishPrisons,andourInternationalFederationAwardattheInternationalGeneralAssemblyfortheIRCYouthHIV/AIDSAwarenessprogramme.ItshouldmakeusallproudtoseeIrishRedCrossrecognizedinthiswayandgiveusconfidenceforthefuture.Lookingback,2011wasawatershedyearfortheSociety.Thepasttwelvemonthshasmarkedanewbeginninginmanywaysandagrowingcommitmenttochangeandrejuvenation.OurnewConstitutionwasamajorprioritythroughtheyearandthishassincebeenenacted.GreatstridesweretakenindevelopingourgovernanceprocessesandstrengtheningourfinancialmanagementframeworksothattheIrishRedCrossmeetsbestpracticestandards.Additionallywehavebeendevelopingourfundraisingcapabilitysoastoenableustogrowanddevelopourservicesintheyearsahead.Thereismuchmoretodobutwecanbeconfidentthatwearenowbuildingonverysolidfoundations.

Iwanttothankourvolunteersanddonorsfortheirgenerosityandsupportthroughthepasttwelvemonthsandlookforwardtoyourcontinuinggoodwillintheyearahead.IalsowanttomakespecialmentionofouroverseasdelegateswhocontinuetodousproudthroughthewonderfulworktheydointhenameoftheRedCrossmovementaroundtheworld.

Lookingaheadwearedeterminedtobuildonourrecentachievements.Throughthecourseof2011wehavestartedonajourney.I’mconfidentthatthisjourneywillcontinuein2012andwewillseefurtherprogresstoanewandexcitingfuturefortheIrishRedCrossSociety.

2011wasEuropeanYearoftheVolunteer,andremindedallofusthattheworkoftheIrishRedCrossisonlymadepossiblethroughtheselflesseffortsofthousandsofvolunteersaroundthecountry.Letmestartbythankingourvolunteers,oneandall,foranotheryearofgiving,helpingandcaringinawaythatenablesourSocietytomakeanenormouscontributiontoourcommunitiesandmakearealdifferencetopeople’slives.

Ifourvolunteersareourgreatestasset,ourdonorsandfinancialsupportersareaveryclosesecond.Throughtheyearpastwecontinuedtorelyonthegenerosityofourdonorstofundtheworkwedoathomeandabroad.WealsowanttoacknowledgethecontributionwereceivefromGovernmentfundswhichisacriticalsupport.Forthisandthefinancialassistancewereceivefromallourdonors,weareimmenselygrateful.

Muchofthegoodworkwedoisdonequietlyandroutinely.IRCvolunteersdidfeatureprominentlyintheresponsetotheeastcoastfloodinginOctober,thesupportofcommunitiesduringtheseverewinterweatherinJanuaryandinternationallythroughoursupportofthecrisisstrikenpeopleofJapanandEastAfrica.Whilesuchpublicityservestohighlighttheworkthatwedo,itdoesnotdojusticetothescaleofourcontributioninhelpingothersandimprovingtheirlives.

Atanotherlevel,wehavebeenbusywiththeongoingreformandrejuvenationoftheSocietyandthatefforthasbeengatheringmomentum.Muchworkhasbeendonetostrengthenourcorporategovernancepractices-culminatingintherecentenactmentofournewconstitution.OurobjectiveistomeetalltherequirementsofthenewCorporateGovernancecodeforIrishCharitiesandweareconfidentthatwewillmeetthisgoalbyyear-end.WearealsobeginningworkonanewStrategicPlanandthistoowillbewelladvancedbyyear-end.

Forthefirsttimewearepreparingourfinancialaccountsfor2011onafullbranchconsolidatedbasis.ThisistheculminationofyearsofeffortandwillbeamajormilestonefortheSociety.WearegratefultothemanyBranchandAreaTreasurersacrossthecountrywhohavesupporteduswiththeconsolidationprojectandindoingso,havehelpedbringmuchgreatertransparencyandintegritytoourfinancialaccounts.Asanotherpartofthiseffort,lastJunetheIRCbecameoneofthefirstadoptersoftheStatementofGuidingPrinciplesofFundraising.ThiscommitsustohighstandardsinallourfundraisingactivitiesandensuresthatIRCdonorsseeusasabestpracticeinstitution.

Thereismuchmoretobedone.Wewanttoputmuchgreaterfocusonthecareandsupportofourvolunteers,greaterengagementwiththosewhobenefitfromourservicesandthefurtherdevelopmentofourfundraisingactivities.Alltheseareonourlistofprioritiesfortheyearaheadandaswemakeprogresswiththemandcontinuetheprocessofreformandrejuvenation,wecanbeconfidentthattheIrishRedCrosswillgofromstrengthtostrength.

A competitions group has been established reporting to the Training Working Group and oversees and arranges the IRC competitions each year.

TRAININGInIreland,theIrishRedCrossistheleadingfirstaideducator.TomaintainthispositiontheIRChasacontinuousprofessionaldevelopmentpathwayformembers.ThisinvolvesourTrainingWorkingGroupdesigning,deliveringandevaluatingalltrainingandencouragingmemberstoparticipateatthevariouslevels.TheSocietyensuresthatallfirstaidtrainingprovidedincludestheverybestpracticesandtechniquesandusesguidelinesbasedonmedicalandscientificliteratureusingevidencebasedmethods.AspartofthecertificationprocesstheIRCoffersEuropeanaccreditation,EFAC(EuropeanFirstAidCertificate).

AcrossEuropeeachyeartherearealmostonehundredmillionmedicalemergencies,rangingfromcardiacaccidents,domesticaccidentsanddisasters.Takingimmediateactionandapplyingtheappropriatetechniquesduringthefirstcriticalminutescanmakeallthedifferenceinsavinglives.ThisiswhyteachingfirstaidtothegeneralpublicisaprimarymissionofRedCrossRedCrescentSocietiesincluding,ofcourse,theIRC.

InEurope,RedCrossRedCrescentNationalSocietiestrainmorethan3.5millionpeopleeveryyear,supportingthedevelopmentofindividualsandthecommunity’scapacitytocopewithemergencies.

Commercial Training and ServicesCommercialtrainingandservicescontinuestodevelopandispresentlyworkingtoenhanceexistingoperationsanddeveloparangeofproductsandservicesonofferforsale.Thecontinuingaimistohaveasuiteofserviceswhichwillenhanceandcomplementourexistingserviceswhichincludeoutsourcedfirstaidandcommercialtraining.

InOctober2011,theIrishRedCrosscompletedamajorrestructuringofitscommercialcourses,andappointedanewSalesManager,tomanagethesalesprocesswithourcustomersandaServiceDeliveryManager,whohasresponsibilityforthequalityanddeliveryofourcourses.Thesechanges

aresignificantandemphasisetheimportanceofcommercialincometothecharitableworkoftheSociety.

FIRST AID EDCUATION EUROPEAN NETWORK (FAEEN)Firstaidisanessentialtooltoachievethe2020IFRCStrategy“Savinglives,changingminds”TheFirstAidEducationEuropeanNetwork(FAEEN)wasfoundedin1991.TheNetwork’sobjectivesareto• SupporttheimplementationofahighqualityfirstaidprogrammeinEurope

• Createcommonmethodologyincludingtoolsandtechniques

• EncouragethedisseminationoffirstaidacrossEurope

TheNetworkmeetseachyear.ThismeetingisatechnicalmeetingforEuropeanexpertsinfirstaid.Atthe2011meetinginPrague,BernieStevenson,IRCNationalTrainingSupportManagerwaselectedtotheSteeringGroupoftheNetwork.AsamemberoftheSteeringGrouptheIRCwillplayacrucialroleinstrengtheningNationalSocieties’capacitytoimprovethequalityofandthedeliveryoffirstaidprogrammes.TheNetworkencouragestheanalysisofchangingtrendsandneedsinNationalSocietiesforfirstaideducation.

ThroughtheFirstAidNetwork,Irelandwasrepresentedattheinternationalfirstaidevidencereviewprocess,co-chairedbytheAmericanRedCrossandAmericanHeartAssociationwhichwasconductedinparallelwiththefiveyearlyreviewofevidenceforresuscitationbyILCOR(InternationalLiaisonCommitteeonResuscitation).Followingonfromthisreviewthefirstaidevidencebased“IFRCFirstAidResuscitationGuidelines”werepublished.ThesereinforcetheeffortsofallNationalSocietiesinthedesigningoffirstaidprogrammesandensuretheyarebasedonthelatestevidence.TheIRCadoptstheseguidelinesinalltheirfirstaidtraining.

TheIRCstrivestoensureflexibilityindeliveringfirstaidtoall.Weachievethisthroughusingdifferentmethodologies,newtechnologiesandofferingcontinuousprofessionaldevelopmentopportunitiestotutors/trainers/instructors.IRChas

increasedthenumberofpeopleeducatedinfirstaidbymakingfirstaideducationmoreaccessibletoall,includingthosefromvulnerablegroups.Firstaidtrainingfacilitatestheindividual’sabilitytobethefirstlinkinthechainwhenrespondingtoanemergency.

Master Trainer SkillsTheNationalTrainingSupportManagerjointlydeliveredaMasterTrainerProgrammetotwentythreeRedCrossRedCrescentNationalSocieties.ShewasaccompaniedbytheCo-ordinatoroftheEuropeanReferenceCentreforFirstAidEducation,DrPascalCassanandTechnicalOfficerforFirstAidTraininginBritishRedCrossandFrenchRedCross.TheTrainingProgrammewashostedbytheBulgarianRedCross.

Propensity to Act ResearchManyscientificstudieshaveshownthatinthecaseofanaccident,thepresenceofawitnessabletoactefficientlybeforethearrivaloftheemergencyservicesincreasesthechancesofsurvivalofavictim.Thereisadirectlinkbetweentheleveloffirstaidknowledgeandthequalityoftheassistanceprovided.TheIRCisworkingwithDrPaulDonovan,NUIMaynoothtoundertakeresearchintowhytraineesinfirstaidmaybereluctanttoactfollowingtraining.Theresultsofthissurveywillbecommunicatedin2012.Training Working Group and Sub Groups (TWG)TheTrainingWorkingGroup(TWG)meetseverytwomonths.

TheTWGconsiderstrainingdesignandrevisionsandalsooverseestheworkofthespecialistsubgroupsdealingwithspecifictrainingprogrammes.Eachspecificprogrammeisheadedupbyavolunteerprogrammemanager.

Voluntary Network ThisnetworkconsistsofagroupoforganisationsoperatingvoluntaryambulancecovernamelytheIrishRedCross,OrderofMaltaIreland,CivilDefenceandSt.John’sAmbulanceBrigade.Thegroupformaliseditsnetworkin2011andagreedonrotatingthechairingand

FACE 2011Irish Red Cross’ Limerick volunteer team took 3rd prize at the coveted First Aid Convention in Europe (FACE) competitions, which took place in Italy. The team members were; Niall Dunworth, Zoe Gogarty, Gerard O’Connor, Ann O’Mara, Kyna Regan and Orlaith Shinners.

FACE 2012The IRC will host FACE in July 2012 in Dundalk, Co Louth. A dedicated Project Manager and a volunteer Steering Group have commenced planning this major event which will see 30 European countries compete and will be attended by approximately 1,000.

Pre Hospital Emergency Care Council (PHECC)ThePreHospitalEmergencyCareCouncil(PHECC)protectsthepublicbyspecifying,reviewing,maintainingandmonitoringstandardsofexcellenceforthedeliveryofqualitypre-hospitalemergencycareforpeopleinIreland.IrishRedCrossisaPHECCrecognisedtraininginstitutewhichisarequirementbeforeanorganisationcanprovidePHECCrecognisedcourses.In2011IRCreneweditsrecognisedinstitution

statusandisapprovedtodeliverthefollowingcourses:• NationalQualificationinEmergency

ThePHECCClinicalCareCommitteeoverseesandadvisesonoperationalaspectsofclinicalcaremattersandin2011PHECCawardedaplaceonthisCommitteetotheIRC.Thiscommitteeplayedanactiveroleindevelopingthe

ClinicalPracticeGuidelinesguide.IRCisavoluntaryorganisationwhichoperatesambulanceservicesnationally.

Thereforeanindividualactingonourbehalf(paidorvoluntary)mustbeapprovedtoimplementClinicalPracticeGuidelines.In2011theIRCsuccessfullyappliedtoPHECCforapprovaltoimplementthe3rdeditionClinicalPracticeGuidelines.

Inco SystemAnewsystemofadministeringPatientCareRecords(PCRs)withintheIRCwasadoptedinDecember2011.Thisinvolvesatextgenerateduniquereferencenumberanduploadingofde-personaliseddatatothePHECCpatientcarewebsite.

Instructor Training CourseIn2011theIRCreviewedandupdateditsInstructionalTechniquestrainingandadoptedanewsyllabus,trainingmaterialsandexpandedthetrainerpanelforthiscoreprogramme.

Moving People CourseThisnewtwodaycoursewasintroducedin2011andisbasedonthetrainingofferedtothenationalambulanceservice.AnIRCpanelofregionallybasedFETACapprovedMovingPeopleinstructorshasbeentrainedandadedicatedIrisheditionworkbookhasbeenprinted.Necessaryequipmenthasbeensecuredforeachpairofinstructors.

Emergency Medical Technician TrainingTheIrishRedCrossnowhasthelargestvolunteercohortofEMTsinIreland.TheEMTprogrammeisthehighestlevelofin-servicetrainingofferedandinvolvesStateaccreditedqualificationsatNQEMTlevel.ThedeliveryoftheprogrammeandsupportfortheNQEMTassessmentsisamajorpartofoverallIRCtrainingprogression.

ThetaskofrecordingEMTregistrationandmaintainingtheregisterforbothinserviceandexternallytrainedvolunteerEMTsisakeypartofthetrainingfunction.

Continuing Professional Competency (CPC)Acommitmenttolifelonglearningandcontinuousprofessionalcompetency(CPC)isessentialtomaintainandimproveeachmember’sknowledgeandskills.

InconsultationwithPHECCanewsystemofrecordingandretainingContinuing

ProfessionalCompetence(CPC)activitywasadoptedforIRCEMTs.Thesystemispointsbased.EachEMTmustachieveasetnumberofpointstomeethis/herCPCrequirements.Thepointsareaquiredfromdifferentcategoriesincluding:coursedelivery,attendingtraining,patientcontactandpubliccoverduty.

Emergency First Response CourseInterestinandparticipationinEmergencyFirstResponseCoursetrainingwithintheIRCcontinuesapace.SeveralhundredIRCvolunteershavebeentrainedasEFRs,aStateaccreditedrespondertrainingprogramme.365membersarelistedontheIRCEFRRegistermaintainedbytheTrainingDepartment.TheserecordswillassistinthelinkagestotheHSEplansforbothCFRandEFRtraineesaspartoftheirfuturestrategies.

Cardiac First Response CourseThe2010InternationalGuidelinesonResuscitationwereintroducedintoIrelandbyPHECCinOctober2011withthelaunchofnewIrishteachingmaterialsandDVDs.ThenewCardiacFirstResponseCommunityandCardiacFirstResponseAdvancedCourseswereintroducedandaprogrammeofup-skillinginCFRAdvancedhascommencedforEMTsandEFRsintheIRC.

Psychological SupportTheIrishRedCrossisamemberoftheNationalSteeringCommitteeoftheCriticalIncidentStressManagement(CISM)NetworkofIreland.Twoofthekeysaimsofthenetworkare:• topromoteawarenessandeducationof

thesubjectandapproachestoCriticalIncidentStressManagementinIreland

• toliaisewithandtoinfluenceappropriateindividuals/bodiesinsupportoftheagreedobjectives

TheCISMNetworkWorkshop2011washeldon3rdNovemberatNUIMaynooth.AkeyoutcomeoftheworkshopwastherecordkeepingofCISMinterventionswhilemaintainingtheindividual’sconfidentiality.

TheIRCPeerSupportnetworkcontinuesitsprogressionwiththeadoptionofnewtrainingmaterialsandaNationalPeerSupportphoneline.TheIRCisrepresentedontheSteeringGroupoftheEuropeanNetworkforPsycho-SocialsupportandalwaysparticipatesintheIrishCriticalIncidentStressManagementNetwork.TrainedPeerSupportersofferalisteningeartomembers.AdditionalPeerSupportersarebeingtrained.

InductionAnewinductionfolderande-manualonadatastickhasbeendevelopedbytheTrainingDepartmentandtheTrainingWorkingGroupandwaslaunchedattherecentIRCNationalInstructor’sSeminar.

COMMUNITY AND AMBULANCE SERVICES2011wasanexcitingyearforIrishRedCrossCommunityandAmbulanceServiceswithvolunteersinvolvedinfantasticprojectsalloverthecountry.

NewinstructorsandpractitionersweretrainedinthevariousCommunityServicesthroughouttheyearwhichinturnwillencouragethegrowthoftheseservicesincommunitiesalloverIreland.TheSkinCamouflageservicereceivedagreatboostasIRCtrainersforthefirsttimetrainednewpractitioners.TherapeuticHandCareremainsaspopularaseverandthereareplanstoexpandthisservicetoincludeNeckandShoulderMassagein2012.TheCommunityServicesWorkingGrouphasdonegreatworkindevelopingnewsupportsforfamilycarers.IthasdevelopedaHelpingYoutoCaretrainingcoursetoaccompanythehugelysuccessfulHandbookandwithnewinstructorstrainedin2011thiscourseissettoberolledoutin2012.InearlyNovember,therewasagreatmediaresponsetotheIRCCareroftheYearawardwithmanyprintandradiooutletscoveringthestory.

MembersoftheCommunityServicesWorkingGroupgavepresentationsattheNationalInstructorSeminarandNationalYouthForumin2011inordertoraiseawarenessofCommunityServicesandalsotoincreasethenumberofbranchesandmembersinvolvedintheseactivities.Therapeutic Hand Care (THC)TrainersfromtheBritishRedCrossinNorthernIrelandranacourseforIrishRedCrossTHCvolunteersinNeckandShoulderMassageinApril2011.TwelveexperiencedTHCvolunteerstookpartinthisexcellenttrainingandarenowabletoprovidethisadditionalservice.ThereareplanstoexpandtheIRCTHCservicetoincludethisinthefuture.

THCvolunteerswererequestedtoprovidehandmassageatmanyeventsaroundthecountryincludingNationalCarersWeek2011,theCaringforCarersAGM,IrishRaynaudsandSclerodermaConference,DCUAnnualHealthFairandanumberofbranchopendays.VolunteersalsotookpartintheEuropeanYearoftheVolunteerOpenDayinDublinonAugust22nd2011.

IRCinvolvementfeaturedprominentlyintheIrishTimesandalsoinasegmentonIrelandAMonTV3.

TherapeuticHandCareProgrammeManagers,RosemaryHaydenandAgnesJohnsongaveaCommunityServicespresentationtoover150IRCYouthmembersattheNationalYouthForuminDublin.ThepresentationofferedtheopportunityforthoseattendingtheforumtotryouttheirTHCskillsforthemselves.TheresponsebyyoungmemberstothisservicewasfantasticandtheCommunityServicesWorkingGrouphopestoreducethetrainingagelimitforthiscourseto12yearsofage.

Helping You to CareTheHelpingYoutoCareAwardacknowledgesthehardworkanddedicationofallCarersathomeandinthecommunityandisopenbothIRCmembersandnon-members.TheCareroftheYearAwardpresentationwasheldon7thNovemberinCork.Mrs.MaryBradywaspresentedwiththe2011awardforherlife-longdedicationtocaringforherfivechildrenoverthepast40years.Theawardceremony,atCorkCity’sGreshamMetropolehotel,wasattendedbyKathleenLynchTD.Theprizewas€2000(sponsoredbyChapter5CreditUnion)andaluxuryspabreakfortwointheSheratonHotelinAthlone.

The‘HelpingYoutoCareCourse’isbeingre-launchedinthecomingmonthsandIRCareasandbrancheshavebeencontactedseekingapplicationsforinstructorsofthenewcourse.AtrainingdayfortheseinstructorswilltakeplaceinMay.

WorkhasbegunonthesecondeditionofthehugelysuccessfulHelpingYoutoCareHandbook.Thisrevisededitionwillbeavailablein2012.Voluntary Ambulance ServiceDuringDecember2010andJanuary2011,theIRCsupportedthestatutoryservices

withtheresponsetothewinterweather.Thisresponseinvolved;theassistanceofpatientsbytransportingthemwhereHSEvehicleswerenotavailable;transportingofpublichealthstafftovisitpatientsisolatedathomeaswellasbringingfoodandmedicationtothosecutoffduetotheweather.Thevolunteerresponsewasfantastic,withvolunteersinover20areasinvolvedinsometypeofresponse.TheSocietyreceivedlettersofthanksfromtheHSEChiefExecutive.

Neworreplacementsecond–handvehicleshavebeendeployedinthefollowingareas:Carlow,Kildare,Mayo,Limerick,Waterford,Kildare.

DevelopmentofthedesignforthenextsetofIRCambulancesisunderway.Aprototypeisbeingbuilt,freeofcharge,byWilkerAutoConversations.ThisprototypewillbetestedinoneUnit,withfeedbackthenbeingincorporatedintothefinaldesign.Theprototypeisexpectedtobeavailableinearly2012.

Community Based Health & First Aid in Action (CBHFA)TheCommunityBasedHealth&FirstAidinActionisanintegratedcommunitybasedschemeinwhichIRCvolunteersworkwiththeircommunitiesindiseaseprevention,healthpromotionandfirstaid.Irelandisthefirstcountryintheworldtorunthisprogrammeinprisons.Prisoninmates,whohavesuccessfullycompletedtheCBHFAprogramme,aregiventheopportunitytoworkaspeereducatorsbybecomingIRCvolunteers.ThisprogrammeiscurrentlyrunninginWheatfield,CloverhillandSheltonAbbeyprisons.

InAugust2011,theprogrammewasawardedaWorldHealthOrganisation

(WHO)bestpracticeawardforhealthpromotioninprisons.ThisisafantasticdevelopmentfortheSocietyandshowsthetypeofpioneeringworkbeingcarriedoutbythisprogramme.

Continuedeffortsarebeingcarriedoutbythepartnersinvolvedintheprogrammetosecureongoingfundingtoensurethatitisabletocontinueintothefutureandexpandintomoreprisonfacilities.

YOUTH ON THE RUN (YOUNG REFUGEES PROGRAMME)TendelegatesfromIrishRedCrossYouthgotthechancetonotjusthearaboutthestrugglesthatrefugeesface,buttoexperiencesomeofthemthemselveswhentheytookpartinthe“YouthontheRun”programmeinIceland,fromthe23rdtothe29thofSeptember2011.

Thepurposeofthe“YouthontheRun”programmeistoenableyoungpeopletoputthemselvesintheshoesofrefugeesandasylumseekersaroundtheworld,viaa24-hourroleplaygame.Theroleplayisbasedupontheinteractionofparticipants(whoplaytherolesofrefugees)andinstructors(whoplaytherolesofvariouscharactersthattherefugeesmeetontheir

longjourney).Byusingthisunconventionallearningmethod,youngpeoplearemorelikelytodeveloptoleranceforrefugeesandreduceprejudiceandracism.

TheIrishRedCrossteamconsistedoffiveparticipants:GaryGaughan(17,ClontarfBranch),PaulPrice(18,NavanBranch),DavidHayes(19,MallowBranch),EllenWhite(17,CarrickanSuirBranch)andMeganDawson(17,LimerickCityBranch)whowereaccompaniedbyfiveleaders:CaitrionaRyan(NYWG),KevinBrennan(NYWG),TomDoyle(NYWG),OrlaMurphy(MallowBranch)andCatrionaFinn(Youth

DepartmentStaff).TeamswerealsosentfromtheRedCrossNationalSocietiesofBelgium(Flanders),GermanyandItaly.

Thefullteamweregiventheopportunitytotakepartinthegame–assumingnewidentities,joiningnewfamiliesandstrugglingwithbureaucracy,bordersandthe

uncertaintyofwhatwasgoingtohappennext.Afterthegame,theyattendedworkshopsandtrainingwiththeIcelandicRedCrossinordertopreparethemtobecomeinstructorsandleadersandtolearntorunthegamethemselves.Theexperiencewasachallengingone,butworthwhileaccordingtoDavidHayes,“Actuallyplacingyourselfinarefugee’s

footstepsforadaywasanonce-in-a-lifetimeopportunity,havingtotallychangedmyoutlookontheirplight.Isimplydon’tthinkIcouldimaginehowtheirlifeis,withouthavingplayedthegame”.

ProjectManagerandGameLeaderArnarBenjamínKristjánssonwasimpressedbythededicationoftheIrishteamandexpressedhisconfidenceintheirabilitytobringitbacktoIrelandsuccessfully:“TheIrishteamdidextremelywellandI’mveryproudofthem,Ithinktheywillbegoodinstructorsandtheyhavemysealofapproval.Andthatsealisnotgivenouttoanybody;peoplemustreallydeserveittogetit.”

TheIcelandicRedCrosshavebeenrunningthegameinIcelandsince1999,butthisinternationaltrainingwasconceivedin2008whenArnarBenjamínKristjánsson(IcelandicRedCross)andMartinaVertuccio(ItalianRedCross)decidedtotrytopromotethegametootherRedCrossNationalSocietiesinEurope.Withthem,theIcelandicteamspentmonthstranslatingthegamematerialsandorganisingthelogisticsandrolloutofthegamebeforecontactingthefourotherparticipatingcountriestoapplytotheEuropeanYouthOfficeforfunding.

IrishRedCrossYouthplantolaunchtheprogrammein2012inIrelandsothatallofouryoungmemberscanshareinthisvaluableexperience.TheprogrammewillcomplementourexistingPositiveImagesproject,whichisaimedatpromotingpositiveattitudesamongyoungpeopletowardsvulnerablemigrants,aswellasraisingawarenessofdevelopmentissuesandenablingexchangesoflearningacrosstheEU.

ThereareRedCrossorRedCrescentNationalSocietiesin186countriesworldwide.Mosthaveeitherayouthsectionorarecognisedroleforyoungpeopleintheiractivities.

Surveysestimatethatthereare80millionRedCrossandRedCrescentYouthmembersthroughouttheworld.RedCrossYouthisanintegralpartoftheRedCrossSociety.Ithasanimportantroletoplayinimprovingtheworldandseekingtheestablishmentofuniversalpeace.

RedCrossYouthactivitiesenablememberstoparticipatetodayintheformationoftomorrow’sworldandsupporttheminthepracticalrealisationofthegoalsetoutbythefounderoftheRedCross,HenryDunantwhenhesaidonthebattlefieldofSolferino“Allmenareourbrothers”.

HereinIreland,theNationalYouthWorkingGroupandYouthDepartmentareresponsibleforlookingafterIrishRedCrossYouth–whichconsistsofallIrishRedCrossmembersbetween5&25yearsofage.

HIV AWARENESS PROGRAMMEFollowingonfromtrainingprovidedforYouthleadersinearly2011bytheDublinAIDSAlliance(DAA),IrishRedCrossYouthdevelopedtheIrishRedCross’firstHIVAwarenessProgramme,whichaimstoreachapproximately50%ofIrish

RedCrossYouthmembersin2012withinformationonHIVanditspreventionaswellasfightingstigmatowardspeoplelivingwithHIV.

Addingtotheachievement,theprogrammewasdeclaredwinnerof2011InternationalFederationYouthAwardinthecategoryof“Healthyyouthmakeahealthyworld”.TheprogrammewillraiseawarenessofHIVandAIDSrelatedissues,focusingonpreventingnewinfectionand

endingstigma.DiscussingHIVwithyoungpeoplecanbeseenasasensitiveissue,howeverinformationcansavelives,andtheIrishRedCrosswilladapttheprogrammeinordertorespectreligiousandculturalsensitivities.Thecoursewillbeavailableinthreeversions,targetingseparateagegroups;under15,

15–17andover18yearsold,ensuringthatthematerialsareappropriatetothedifferentagegroups.

“Thisprogrammewasselectedbecausenotonlydoesitusedifferentkindsofmethodstoengageyoungpeople,butcanbeadaptedtosuitdifferenttargetgroupsinthecommunity.It’sclearthattheIrishRedCrossthoughtaboutthisinadvance,”saysRuut-MaariaMattsson,responsibleforyouthdevelopmentattheIFRC’sGenevaoffice.

VolunteeryouthleadersofRedCrosswillbetrainedaspeereducators,furthertrainingotheryouthmembersandvolunteers.Inthefirst12monthsoftheprogramme,theIrishRedCrosshopestotrainatleasthalfoftheiryouthvolunteersthroughthisinitiative.NootherHIV/AIDSawarenesstrainingInIrelandisreachingaslargeagroupofpeopleundertheageof25throughasingleprogramme.ThisagegroupistargetedastheyareatthehighestriskofcontractingHIV;almost50percentofnewinfectionsareamongyoungpeople.

EURCYN (European Union Red Cross Youth Network)TheIrishRedCrossNationalYouthWorkingGroupishonoredtobeChairoftheEURCYNCo-ordinationgroupwhichconsistsof5NationalSocietiesandrepresents30RedCrossandRedCrescentYouthDepartmentsintheEU.TheEURCYNisdesignedtocarryoutadvocacyonbehalfofyouthintheNationalSocietiesoftheEuropeanUnionandtheEuropeanFreeTradeAssociation.Thenetworkismadeupof30NationalSocietieswhichcloselycooperatewiththeRedCross/EUOfficebothtoenhancetheparticipationofyoungpeopleindecisionmakingandtobenefitfrompartnershipsandfundingopportunitiesatEUlevel.

TheobjectiveofthisyouthnetworkistostrengthentheNationalSocietiesyouthprogrammesandstructuresbydevelopingyouthnetworksinordertosharerelevantknowledgeandexperienceamongyouthleaderswhocanensureamultipliereffectbyempoweringsocieties’youthvolunteersandimplementingresponsiveprogrammestoimprovethelivesorvulnerablepeopleintheircommunity.

The2011annualmeetingwasheldinDublinandwasattendedby16EuropeanNationalSocieties.ThethemeofthemeetingwasMigrationandthemainprojectfortheweekendwasfinalisingaMigrationPolicyPaperwhichwillbepresentedbyNationalSocietiestotheirMEPsandatthePERCOmeeting.Thesegoalsareattainedbyregularinformationexchange,bothbye-communicationandanannualmeeting,andpolicy-orientedactivities.EveryyeartheyouthpolicyandprogrammesoftheEUarediscussedandaproperactionplanadopted.

The National Youth Challenge-tookplaceon16thApril2011inHeywoodCommunityCollege,CoLaoiswhereatotalof404participantsandLeadersfrom16AreastookpartinsuchgamesasParachute,Buzzer,RedCrossPrinciples,EggandSpoonRace,FancyDressRelay,ToxicWasteandHulaHoopsGamesandalsotookpartinaGrandFinale.

NATIONAL YOUTH CAMP 2011TheNationalYouthCamptookplaceon29th/30th/31stJulyand1stAugust201185youngmembersplus24leadersfrom11branchesattendedthiscamp.

Theweekendwasfullofactivityforbothyoungmembersandtheirleaders.Landandwateractivitiesconsistedofhillwalking,abseiling,obstaclecourse,gorgewalking,windsurfingandkayaking.Theyoungpeople,organisedinto5groups,gotinvolvedwiththesixworkshopswhichranovertheweekendnamely(1)RaidCrossProgramme,(2)Individualswithdisabilities(3)TheRedCrossPrinciplesMysteryCourse.Intheevenings,teambuildingexercisestookplacesuchasofvolleyballandrounders.OntheSaturdayeveningaCampFire/SingSongtookplaceandwasahugesuccess.

AnorienteeringandteamchallengetookplaceontheSundayandalsogrouppresentationstookplaceregardingtheBullyingWorkshop.Presentationsoftrophies,medalsanda“YoungPersonoftheCamp”awardtookplace,followedbyadisco.

ThiscampwasextremelysuccessfulduetothecooperationofYouthWorkingGroupMembers,LeadersandStaff.

TheIrishRedCrossNationalYouthForum2011tookplaceonSaturday

12thNovember2011attheSheratonHotelinAthlonewhereover200youngmembersandtheirleadersweregiventheopportunitytoexpresstheirviewsonawiderangeofissuesandtocontributetotheoveralldevelopmentofIrishRedCrossYouth.TheaimsofthegatheringincludeensuringthatyoungmembersoftheRedCrosshaveavoice,facilitatingtheexchangeofexperiencesanddevelopingnetworksforyoungmembers,exploringthefutureoftheIrishRedCrossYouthandestablishingpriorities,encouragingactiveparticipationandcelebratingachievements.

ThepositionofYouthRepresentativefortheCentralCouncilwascreatedaspartofthenewgovernancestructureoftheIrishRedCross.Thefivenomineeswereinvitedtoaddressthevotingmembers,atthenationalYouthForum,aboutwhytheyfelttheywerethebestnomineetorepresentthem.

POSITIVE IMAGESSubsequenttothesuccessful2010applicationtotheBritishRedCrossforagranttoassistintherunningofPositiveImagesaspartoftheYouthDepartment’sdiversityandnondiscriminationprogramme,2011sawPositiveImagesimplementedacrossthecountry.

Leadersfrombrancheswereinvolvedinthepilotphaseoftheprojectandthediversitysub-groupdevelopedatrainingcourseforyouthleadersandeducators.Thecourseaimstointroducethesubjectmatterandgiveyouthleadersachancetoseethetoolkitandactivitiesinaction.Inadditionthetrainingprovidesaspaceforfrankandinsightfuldiscussionaboutthemanysensitiveissuesthatemergewhendealingwithsuchissuesasracism,prejudiceanddiscrimination.AtrainingmanualwasdesignedwithadditionalinformationforanIrishcontexttobeusedinconjunctionwiththeexistingtoolkit.

DuringtheyeartrainingcoursestookplaceinLimerick,Cork,DublinandDonegalandatotalof32IrishRedCrossMembersfrom14branchesweretrainedinthedelivery

oftheproject.Thecoursewasalsomadeavailabletonon-RedCrossyouthleaders,teachersandothereducators,7ofwhomtookpartintrainingcourses.EvaluationofthetrainingcommencedinNovember2011,theresultsofwhichwillbeavailablein2012.

Inadditiontothetraining,ongoingsupportisofferedtoyouthleadersinvolvedwiththeproject.Amonthlynewsletterisproducedwhichcompilesmediareports,events,andresourcesofrelevance.

AnumberofbrancheshavebeenveryactiveinimplementingPositiveImagesandorganisingassociatedevents.TheMuffbranchforexampleheldasuccessfulculturaldiversitynightinNovemberwithpeoplefromdifferentbackgroundsinthecommunityshowcasingfood,music,languageandtraditionsfromtheirculture.

AspartoftheongoingprocessofraisingtheawarenessofIrishRedCrossYouthandoftheprogrammesweoffertoyoungpeople,PositiveImagesfeaturedattheIrishRedCrossStandattheEuropeanYearoftheVolunteerRoadShow.ThiseventtookplaceinEuropeanHouse,Dublinon22ndAugustaspartoftheEuropeanCommission’sseriesofpubliceventsacrossEuropetopromotethevalueofvolunteering.AsidefrominformationbeingavailableattheIrishRedCrossStand,thePositiveImagesProjectOfficerrananhourlongpublicworkshopattheevent.

TheBritishRedCrossfundedphaseoftheprojectcametoanendinlateAugust.AfinalnarrativereportwassubmittedtotheBritishRedCrossinSeptember,followedbyafinalfinancialreportinNovember.Mostoftheprojecttargetsweremet,withsomebeingsurpassed

suchasthetargettoinformandeducate250youngpeople.Approximatelydoublethisfigurewasreachedduring2011.

Tomarkthecloseofthegrantfundedphaseoftheproject,theleadEuropeanPartners,theBritishRedCrossheldathreedayconferenceentitled‘HumanityinAction’inLondonfrom5th–7thOctober.ThePositiveImagesProjectOfficerattendedday2and3oftheconferenceandpresentedtheIrishRedCross’sexperiencesofimplementingtheprojectwithinthebranchnetwork.

PositiveImagesalsofeaturedatanumberofyoutheventsintheyouthcalendarsuchastheYouthChallenge(April)andtheYouthForum(November).Attheyouthchallengeoneoftheday’sactivitiescamefromthePositiveImagestoolkit.TheYouthForumsawthreeworkshops

CHILD PROTECTIONAnextra300membershavebeentrainedinbothLevel1and2ofChildProtectionTrainingduring2011.TheNationalChildProtectionStrategyGroupisworkingonproducinganewChildProtectionPolicyfortheIrishRedCrossinlinewiththenewChildrenFirstGuidelines.IthascompletedaChildProtectionTrainerManualforLevel1;aLevel2ChildProtectionTrainerManualisbeingworkedon.

TheIrishRedCrossiscommittedtotheprotectionofthesafetyandwelfareofallourvolunteersandthosewithwhomwecomeincontactwithduringtheprovisionofourservices.Inourcontactwithyoungpeople,ahugeamountofgoodworkisundertakenbydedicatedadultvolunteerswiththesupportandassistanceofstaff.TheIrishRedCrossalsohasaresponsibility:1. numberofforawhichprovideopportunitytobothinfluence,aswellaslearnfrom,theactivities,achievementsandchallengesofothers.

InIreland,IrishRedCrossisamemberofDóchas,theassociationofIrishNon-GovernmentalDevelopmentOrganisations,whichprovidesaforumforconsultationandco-operationbetweenitsmembersandhelpsthemspeakwithasinglevoiceondevelopmentissues.InadditiontoprovidingadhocsupporttoDóchaswheneverpossible,theSocietyisrepresentedontheLivelihoodsandHumanitarianAidWorkingGroupofDóchasandisalsoamemberoftheIrishJointConsortiumonGenderBasedViolencewhichcomprisesIrishhumanrights,humanitariananddevelopmentorganisations,IrishAidandtheIrishDefenceForces,allworkingtogethertoaddressgenderbasedviolence.Itsoverallaimistopromotetheadoptionofacoherentandcoordinatedresponsetogenderbasedviolence(GBV)which

WithintheRedCrossRedCrescentMovement,IrishRedCrosslinksitsdomesticengagementwithotherpartnersandhasbeenalong-timecontributortotheon-goingdevelopmentofanewInternationalFederationofRedCrossandRedCrescentSociety(IFRC)GenderStrategyandwasanactiveadvocateinpromotingparticularcommitmenttomainstreamgenderandviolencepreventionwithRedCrossmembersatour2011InternationalStatutoryMeetings.TheSocietyalsosupported,asitdoeseachyear,thepublicationoftheIFRCWorldDisastersReport,anannualpublicationthatprovidesacomprehensiveanalysisoftheworld’shumanitariancriseswhichin2011focussedonthethemeofHungerandMalnutrition.

Internationally,theIrishRedCrosscontinuedtopartnerwithBritishRedCrossintheCommunicatingwithDisasterAffectedCommunities(CDAC)Network,aforumwherehumanitarian,accountability,media,andinformationandtechnologystakeholderscanmeettodevelopandpartnerindevelopingbestpracticeforaideffectiveness,communityparticipationandownership,andaccountabilitytothosecommunitiesweseektoserve.

INTERNATIONAL HUMANITARIAN LAWInternationalHumanitarianLaw(IHL)isasetofruleswhichseek,forhumanitarianreasons,tolimittheeffectsofarmedconflictonpeopleandobjects.Alsoknownasthe‘LawofArmedConflict’orthe‘LawofWar’,IHLprotectscivilians,thesickandwoundedandotherpeopleeithernottakingpart,ornolongertakingpartinhostilitiesandrestrictsthemeans

andmethodsofwarfare.RespectforIHLsaveslives,reducessufferingandensuresprotectionofhumandignity.TheRedCrossplaysanimportantroleinthedisseminationofIHL,acrosstheglobe.

Theyear2011sawtheIrishRedCrossbuildonpreviousstepstakeninitstasktopromoteanddisseminateIHLwhen,inpartnershipwiththeInternationalCommitteeoftheRedCross(ICRC),itfacilitatedastudyonCustomaryIHLinIrelandaswellasastudyonthecompatibilityofIrishlegislationwithIHL.TheSocietyalsocontinuedtoparticipateintheIrishNationalCommitteeonIHLandcontributedtotheconsultationprocessonIreland’sNationalActionPlanonUNSecurityCouncilResolution1325(asitpertainedtoIHL).

Forthefirsttime,theIrishRedCrosshostedameetingofRedCrossLegalAdvisersfromacrossEurope.ThissignificantengagementwithpartnerswascomplementedbyadditionalvoluntarycapacityatHead

OfficeincludingpartnershipwiththeMastersProgrammeinHumanitarianActionatUniversityCollegeDublin(UCD)toundertakeastudyonIHLandYouthanddevelopourdisseminationactivities.SubsequentlytheSocietyestablishedmoreformallythevoluntaryroleoftheIHLDisseminationCoordinator.

IrishRedCrossalsohadtwocandidateschosentoattendtheprestigiousannualInternationalHumanitarianLawCoursewhichtakesplaceeachsummerinWarsawasajointinitiativebetweentheICRCandthePolishRedCourse.

InSeptember,thesecandidates,alongwithotherIHLeruditesgatheredforthreedaysoftraininginthedisseminationofIHLaspartofeffortstoestablishanIrishRedCrossVoluntaryIHLDisseminationGroup.Thistrainingwasconductedwithsupport

fromtheGermanRedCrossaswellastheICRC,theIrishDefenceForces,TrinityCollegeDublinandtheIrishCentreforHumanRightsinUniversityCollege,Galway.MembersofthegroupsubsequentlyundertookbothformalandinformalIHLdisseminationinitiativesincludingaworkshopforyouthleadersattheIrishRedCrossYouthForuminNovember,visitstoourbranchnetworkaswellastothebroaderhumanitariansectorinIreland.

InNovember,IrishRedCrosshostedaconferenceentitledIHLandHumanitarianActionwhichaddressedtheneedforrespectfortheprotectionofhumanitarianactorsprovidingassistanceinsituationsofarmedconflict.SpeakersincludedrepresentativesfromtheICRC,theIrishDefenceForces,academicinstitutionsandthemedia.TheconferencewasattendedbyacrosssectionofIrishorganisationsengaged,directlyandindirectly,intheprovisionofhumanitarianassistanceinsituationsofarmedconflict.

TheyearendedwiththeestablishmentofanadditionalIHLdisseminationforumwiththefirstofournewparticipatoryIHLRoundtableDiscussionstakingplaceinDublininlateDecember.Theseroundtablesareaimedatacademics,practitioners,studentsandanymembersofthepublicwithaninterestinIHL.

HAITIOnJanuary12th2010,adevastatingearthquakeofmagnitude7.0ontheRichterscalestrucktheCaribbeanislandofHaiti.Theearthquake’sepicentrewasjust15kmsouth-westofthecountry’scapitalPort-au-Prince.AccordingtostatisticsfromtheGovernmentofHaiti,theimpactleftsome300,000peopledeadand2.3millionpeopledisplaced.Atfurther300,000peoplewerereportedinjured.

International Red Cross Movement ResponseTheInternationalFederationoftheRedCrossandRedCrescentSociety(IFRC)HaitiEarthquakeoperationwasthelargestsingle-countryoperationinthehistoryoftheRedCrossMovement.21EmergencyResponseUnits(ERUs)alongwithstaffandvolunteersfrom59RedCrossRedCrescentnationalsocietiesfromacrosstheglobeweredeployedtorespondtothebasicneedsoftheearthquakeaffectedpopulation.

Bytheendof2011,thereweremanytangiblesignsofprogressbutconcernspersistedaboutthescaleofthechallengesremaining.Thesizeofthepopulationofthosedisplacedandresidingintemporaryortransitionalcamps,forexample,onceestimatedtobeupto1.5millionpeople,hadreducedbyalmosttwothirdsbutthewell-beingofthosewhohadmovedon

wasnotalwayswellknown.Anddespitetheimmediatebasicmaterialneedsofmanybeingmet,theissueofprotectionwasaprioritythatprevailedformanyofthosewithoutsafeandalternativemeansofshelter.Healthcareinparticularwasanissue.

Priortotheearthquake,itwasestimatedthatthereweresome120,000peoplelivingwithHIV/AIDSinHaiti,ofwhom53percentwerethoughttobewomen.Followingtheearthquake,conditionsconducivetoincreasedriskofHIVtransmissionincreasedwerematchedbyevidenceofincreasedlevelsofinter-personalviolenceincludinggender-basedviolence.

Irish Red Cross ResponseAftertheearthquake,theHaitianRedCrosssupportedtheMinistryofHealthintheprovisionofessentialservicesincludingeffortstoreduceriskofHIVtransmissionandreducestigmaanddiscriminationandsupportforpeoplelivingwithHIV.TheIrishRedCrosssupportedtheadditionalrecruitmentofdedicatedHIV/AIDSandViolencePreventionpersonneltosupporttheHaitianRedCrossandotherRedCrossMovementpartners.ThesespecialistshelpedbuildlocalandinstitutionalcapacityandensuredthatHIVandViolencePreventioninitiativeswerecoordinatedandintegratedacrossarangeofrelatedresponsedisciplinesandactorsformaximumimpact.

HORN OF AFRICA TheHornofAfrica(HoA)encompassingtheareaofSomalia,Ethiopia,Eritrea,DjiboutiandKenyaisoneofthemostfoodinsecureregionsintheworld,characterisedbyfrequentdroughtsandconflict.

In2011,thecombinationoffailedseasonalrains,soaringfoodpricesandprotractedconflictculminatedinaseverefoodcrisiswhichaffectedfourmillionpeopleinSomaliaandcausedaninfluxofupto800,000refugeesinKenyaandEthiopia.Thelivelihoods,foodandlivestocksecurityandhealthofafurther8,600,000peopleacrosstheentireHoAwereaffectedcreatingstillfurthervulnerabilityforthefutureahead.

International Red Cross Movement ResponseTheSomaliRedCrescentSociety(SRCC),withsupportfromtheInternationalCommitteeoftheRedCross(ICRC),carriedoutemergencyfooddistributionsin2011toover917,000peopleinsouthernandcentralSomaliaandprovidedfarmerswithseedsandagriculturaltoolstoboostagriculturalproductivitytostaveofffurtherreducedcerealandfoodproduction.Otheraffectedcommunitiesweresupportedthroughcash-for-workprogrammes.TheSRCCalsodistributedessentialhouseholditemsto

over260,000peoplenewlydisplacedbytheconflictordroughtinSomalia.

Inaddition,theSRCCmountedalarge-scalewatertruckingoperationbenefitingupto700,000personsandtheirlivestockandrenovatedandrepaired46waterpointsensuringaccesstosafeandcleanwaterforafurther160,000people.

TheIrishRedCrosshasbeenworkinginpartnershipwiththeMalawiRedCrosssince2003primarilyinsupportofHIV/AIDSandfoodsecurityrelatedprogrammeswhileatthesametimestrengtheningthecapacityoftheMalawiRedCross.

During2011,withfinancialsupportprovidedbyIrishAidandtheInternationalFederationoftheRedCrossRedCrescentSocieties,ouractivitieshavefocussedmainlyonthepreventionofHIV/AIDSthrougheducationandcommunicationinitiativestargeting10,000peopleofreproductiveage(15-49)whilealsoprovidingtreatmentcareandsupportto400peopleconfinedtotheirhomesbytheinfection.Afurther1,000orphanedandvulnerablechildrenweresupportedthrough4CommunityBasedChildcareCentres(CBCC)constructedbytheIrishRedCrossinpreviousyears.

NIGERTheIrishRedCrosshasbeenactiveinNiger,frequentlyrankedastheworld’spoorestcountry,since2005,respondingthentoanespeciallyseverefoodshortageofthatyear.Inthesubsequentyears,IrishRedCrosshasestablishedNigerasitsprioritycountryofinterventionontheAfricancontinentworkingtoaddresstheunderlyingcausesofvulnerabilityandbuildlocalresilience.

Ouractivitiesin2011wereundertakenwiththegeneroussupportoftheInternationalFederationofRedCrossandRedCrescentSocieties(IFRC)andIrishAid.Targetingover26,000peopleacrosssome45villages,ourprogrammeaimedspecificallytoimprovelocalfoodsecurityintheregionofZinderthroughcapacitybuildingofourlocalpartners,theNigerRedCross,agriculturalextension,andstrengtheningoflocallivelihoodstrategiesaswellaslocalcommunity-basedearlywarningsystems.

Ouragriculturalextensionactivitiesincludedtrainingonanimalhusbandryandcropproductionincludingtheestablishmentofdemonstrationplotsdesignedtopromote

diversificationinhouseholdfoodproductionandconsequentlyfoodconsumption.Inthiscontext,associationsforwomenwerespeciallycreatedinlowlandcommunitieswithparticularaccesstowaterandproducedharveststomeetfamilyconsumptioninadditiontosurplusesforsaleasameanstogeneratealternativeincomestreams.

Technicalandmanagementsupportwasalsoprovidedto49neworrehabilitatedseedstorageunitsandtheiradministrativecommitteeswhichhelpedsustainaccesstoaffordableseedforfoodproductionwhileanadditional7,761peoplebenefitedfromsafeaccesstocleanwaterthroughtheconstructionoffournewwaterpointsandhygienepromotionactivities.

Inaddition,sixnewcommitteeswereestablishedaspartofabroadernetworktocollectavarietyofdataincludingrainfallandcerealandlivestockpricesaspartofeffortstoidentifyearlyindicatorsofpotentialfoodshortages.Unfortunately,bytheendof2011,fearswererisingofseverefoodshortagesoccurringagainin2012asaresultofpoorcropyields,erraticrainfallandpestinfestations.

JAPAN

JapanisanislandnationwithlongandcomplexcoastlinesandsittingonthePacificRingofFire,earthquakesareacceptedasanormalpartoflife.OnMarch11th,2011,onesuchearthquakemeasuring9.0ontheRichterscalestruckJapan’snortheastcoastline.Damagefromtheearthquakeitselfwasnotimmediatelysignificantbutitgeneratedadevastatingtsunami,withwavesreachingashighas38metres,striking600kilometresofcoastlinedestroyingtownsandcitiesalongthecountry’sPacificshore.TheimpactoftheearthquakeandtsunamialsoresultedinafurthercrisiswhenthreereactorsintheFukushimanuclearplantwereseverelydamagedcausingsevereradiationleaks.

Morethan15,000peoplewerekilledandover400,000werelefthomeless,leadingtomanyhavingtoresideinevacuationcentresandtransitionalshelters.Immediatelyfollowingthedisaster,hundredsofRedCrossvolunteersresponded,workingaroundtheclockinsearchandrescueefforts,providingfirstaid,anddistributingemergencysuppliestothoseaffected.Nearly900medicalteamsweredeployedtooperatemobileclinicsandprovidepsychosocialsupport,anessentialservicetoaddressposttraumaticstressdisorder,depressionandanxietyamongstsurvivors.

ThroughfundsraisedfromourJapaneseTsunamiDisasterAppeal,theIrishRedCrosssupportedtheJapaneseRedCrossreliefandrecoveryprogrammewhichassistedmorethan280,000peopleinneed.

PAKISTAN

MonsoonrainsareanannualoccurrenceinPakistan.However,inthepasttwoyears,thescaleofflashfloodingresultedinwidespreaddestructionkillinghundredsofpeopleandaffectingmillions.Whilethefloodwaterseventuallyreceded,homesweredestroyed,keyassetslostandagriculturalproductionunderminedwhiletheriskoftheoutbreakofwater-bornediseaseincreased.Thisleftthoseaffectedveryvulnerableandexposedtothethreatoffurtherdisasters.

ThePakistanRedCrescentrespondedtosuchvulnerabilitybyprovidingrelieftothoseimmediatelyaffected,aswellaslongertermsupporttothoseontheroadtorecovery,intheformoffood,water,shelterandmedicalcareinadditiontoassistancetoreviveincomegenerationamongstthosewhoselivelihoodsweremostaffected.

IrishRedCrosscontinuedtosupporttheeffortsofthePakistanRedCrescentworkinginfloodaffectedcommunitiesin2011byensuringthedeliveryofessentialwaterandsanitationservices.Workingwithlocalcommunities,RedCrescentvolunteerspromotedtheimportanceofsafehygieneandsanitationpracticesandprovidedbuildingmaterialsandtechnicalsupporttoover700familiestoconstructandinstalllatrines.

SOUTH EAST ASIASouthEastAsiaisgenerallypronetomanynaturaldisasterssuchasearthquakes,floodingandtyphoons.In2011,theIrishRedCrosscontinuedtosupporttheNationalRedCrossSocietiesofChina,MyanmarandthePhilippinestostrengthentheircapacityandpreparednesstorespondtodisasters.Thisincludedpre-positioningofemergencysuppliesandtrainingRedCrossvolunteerstoprovidefirst-aideducationintheircommunities.

ASIA AND MIDDLE EAST

INDONESIATheyear2011sawtheconclusionofoursuccessfulsevenyearpartnershipwithPMI,theIndonesianRedCrossSociety,whichbeganin2005inresponsetothedevastatingIndianOceanearthquakeofDecember2004.Duringthisperiod,IrishRedCrosshassupportedawidediversityofinitiativesinresponsetothatdisaster,mostnotablyintheprovisionofwaterandsanitationinfrastructureandhygienepromotion,communityoutreach,andeducation.Alloftheseactivitiescontributedtothelongertermrehabilitationanddevelopmentofthelivesandcommunitiesofthoseaffected.

EDUCATIONOperationalsince2006,ourSecondaryEducationCashAssistanceProgramme,aimstoensureequalaccessto,and

continuityof,educationforboysandgirlsofschool-goingagewhoseeducationwasinterrupted,orriskedinterruption,asaresultoftheimpactofthe2004Tsunamionfamilyresources.

REBUILDING HEALTH INFRASTRUCTUREIn2011,theprogrammehelpedmorethan450studentstogotoschoolincludingmanywhopreviouslyhadbeenforcedtodropoutoftheeducationsystem.Furthermore,morethan100teachersfrom138schoolsacrossfourdistrictsintheprovinceofAcehreceivedtrainingtargetedattheneedsofstudentsmostlikelytoleaveschoolearly.

COMMUNICATIONIrishRedCrossalsocontinuedtosupportRadioR-PMI,abroadcastradionetworkmanagedbyPMI,whichprovidesaforumfortwowayinformationexchangeandcommunitydialogueintheformofinteractiveradiothroughoutAcehProvince.Dailybroadcastsincludinganewsservice,talkshows,andpublicserviceannouncementshighlightthemesofspecialrelevanceandprovideanopenplatformfordebateanddiscussionamongstcommunitymembersaswellasotherstakeholdersinvolvedinpromotingthecontinueddevelopmentofAceh.EachyearIndonesiaRedCrossrespondstohundredsofdisastereventsandtheradionetworkalsoactsasakeycomponentoflocaldisasterearlywarninginfrastructure.

THE MALDIVESIntheMaldives,violenceagainstchildrenposesanalarmingthreattothesafety,health,dignityandsurvivalofmanychildren.In2009,aNationalViolenceagainstChildrenstudycompletedbyUnicef,foundthat20percentofgirlsand11percentofboysundertheageof18,havebeensexuallyabused,while47percentofchildrenexperiencephysicaloremotionalabuseintheirhomes,schoolsandwithinthecommunityingeneral.

Inresponsetotheseconcerninglevelsofviolence,IrishRedCross,inpartnershipwiththeCanadianRedCrossandtheMaldivesRedCrescentintroducedaviolencepreventioneducationprogrammethrougharesourcetool–“TenStepstoCreatingSafeEnvironments”.Theprogrammeaimstopromotetheknowledgeandskillsofover30,000Maldivianchildren,teachersandparentstoreducesexualandphysicalabuseandotherinter-personal-violenceandbuildhealthierandsafercommunities.

SRI LANKASriLankahas,untilrecenttimes,endured25yearsofinternalconflictleadingtothedeathofmorethan80,000people.Worstaffectedwerethenorthernandeasternregionsofthecountrywhichsufferedfurthertragedyfromtheimpactofthedevastating2004IndianOceanTsunami.Onlysincetheendingofhostilitiesin2009hasmoreextensiveinternationalaidbeenabletoaccessaffected

communitiesandassistthosedisplacedtoreturntotheirhomesandbeginthelonganddifficultroadtorecovery.

IrishRedCrosshasbeenactiveinsupportingbothTsunamiandconflictaffectedcommunitiesinSriLankasince2005andmadeconcertedeffortstoensurerealignmentofresourcestothoselongneglectedintheeastandmostnorthofthecountry.

REBUILDING LIVES TheIrishRedCross,inpartnershipwiththeSriLankaRedCross,implementsapost-conflictrecoveryprogrammewhichaimstorebuildlives,livelihoodsandcommunityinfrastructureinconflictaffectedcommunitiesoverthenexttwoyears.Over125familiesbenefittedfromthissupportin2011.

Morethan70,000peoplenowbenefitfromenhancedhealthcareservicesprovidedbynewandimprovedmedicalfacilitiesatChavabasehospitallocatedinJaffnadistrict,NorthernSriLanka.Thehospitalbuildingwhichwasseverelydamagedduringtherecentconflictresultedinreducedaccesstoessentialhealthcareforthelocalpopulation.TheIrishRedCross,inpartnershipwithFinnishRedCross,constructedanewsurgicalandmedicalwarddoublingthecapacityforin-patientsto120bedunits.ThehospitalwasalsonewlyequippedwithvitalmedicalequipmentandwasofficiallyopenedinDecember2011.

Pacific

NEW ZEALANDInFebruary2011,theSouthislandofNewZealand,wasstruckbya6.3magnitudeearthquake10kmsouth-eastofthecityofChristchurchkillingmorethan180peopleandinjuringatleast2,500.Theearthquakecausedwidespreaddamagetoinfrastructurereducingmanythousandsofhomestorubble.

NewZealandRedCrossvolunteersrespondedimmediatelyprovidingfirstaidtothoseinjuredanddistributingessentialreliefitemssuchasblankets,watercontainersandtentstoevacueesmadehomelessandresidingtemporarilyinwelfarecentres.TheRedCrossalsohelpedwiththesearchandrescueoperationandreunitedseparatedfamilymembersaftermorethan45,000peopleregisteredlostcontactwithrelatives.

MoneydonatedthroughIrishRedCross,wasredistributedintheformofhardshipgrantshelpingthousandstorebuildhomesandcommunitiesintheaftermath.

Middle East and North Africa

ISRAEL AND OCCUPIED TERRITORIES

TheInternationalCommitteeoftheRedCross(ICRC)hasbeenworkinginIsraelandtheOccupiedTerritoriessincethe1967Arab-Israeliwar.ForresidentsoftheGazaStrip,everydayliferemainshardwiththeeasingofIsrael’sblockadeontheterritoryreportedlyhavinglittletangibleeffectonlivingconditionsandcontinuingtorestrictopportunityforemploymentandeconomicgrowth.

Tohelpmeetbasicneedsandbringotherlastingbenefits,theICRCinitiatedanumberofcash-for-workprojectstoprovidesomeformofincomeformorethan12,000peopleintheGazaStripwiththesupportofIrishRedCross.

LIBYASocialunrestspreadacrossmanycountriesintheMiddleEastandNorthAfricain2011.SuchunrestescalatedtoarmedconflictinLibyainMarch2011leavingscoresofpeopledeadandthousandswounded.ManymoreabandonedtheirhomesandfledLibyatoseekrefugeelsewhereincludingTunisiaandEgypt,wheretheInternationalRedCrossMovementprovidedassistance.

AstheonlylocalhumanitarianorganisationoperatingwithinLibya,theLibyanRedCrescentplayedavitalrolerespondingimmediatelytothehumanitariancrisis.Asthesituationdeteriorated,theInternationalCommitteeoftheRedCross(ICRC)offeredadditionalsupportprimarilyintheformofmedicalcare,reliefdistributionsandreunitingseparatedfamilymembers.

TheIrishRedCrosssupportedtheactivitiesoftheICRCandLibyanRedCrescentintheprovisionofhumanitarianservicestomorethan300,000affectedcivilians.

Theearlypartof2011wasdominatedbytheNewZealandearthquakeandtheJapanearthquakeandtsunami.Wehadagreatresponsefromtheexpatcommunitiesofbothcountries,whoorganisedaJerseyDayfundraiser,acollectionattheIrelandvs.Englandrugbymatch,severalothercollectionsaroundthecountry–inDublininparticular–andcreatedalotofsupporteractivityonFacebook.

ThesummerwasdominatedbytheEastAfricaappeal,withlotsofmediaexposureandextremegenerosityfromourlongtermRedCrosssupporters.

Inautumn,towardstheendofOctober,theIrishfloodsgeneratedalargeamountofcallsforassistance,subsequentlyweworkedinpartnershipwithgovernmentrepresentativestosupportthepopulationaffected.Anappealwaslaunchedandwithinoneweekwehaddistributedcashgrantstoover30families.

Throughouttheyear,wealsolaunchedemergencyappealsforLibyaandRegion,thefloodsinPakistantowardstheendofthesummerandinthePhilippinesinDecember.

Ouraimfor2011wastogiveprioritytobuildingagoodrelationshipwithourdonors,whichwetriedtoachievethroughafeedbackmailinginthesummerandanumberofmailingsthroughouttheyear.

WewerealsoamongtheearlyadoptersoftheStatementofGuidingPrinciplesforFundraisinginIreland.

EVENTSOntheJuneBankHolidayMonday,22ladiestookpartintheFloraWomen’sMini-MarathonandintheCorkCityMarathon.Aheartfeltthankyoutoalltheparticipants!WealsorantwoRaffles,oneinspringandoneatChristmas.

EAST AFRICA – JULY InEastAfrica,thelowestrainfallin60years,inadditiontocivilwarandrocketingfoodprices,forcedtenmillionpeopletothebrinkoffamineandstarvation.Theworsthitwerethechildren.Theyarrivedatrefugeecentresseverelydehydratedandmalnourished.Wehadn’tseenanythingasbadasthissince1984.

WashipoundedthesouthernPhilippinesinDecember.HeavyrainsandstrongwindsresultedinmassivefloodingandwidespreaddamageinNorthernMindanaoarea.Hundredsofpeoplediedandthousandswereinjured.Inadditiontothesespecificemergencyappealsabove,on-goingnationalfundraisingcampaignswere

AstheyeardevelopedthecontinuedconflictsinLibyaandSyriaanddisastersinTurkeyandthePhilippinescontinuedtogainmediacoverage.Though,themajorcrisisinEastAfricawassomewhatovershadowedinIrelandbytheIrishPresidentialElectionandongoingglobalfinancialcrisis.

ThedevastatingcrisisinJapancreatedahugeamountofmediacoveragefortheRedCrossduetothequickresponseof

theJRCStotheneedsofthoseaffected.TheIRCworkedcloselywiththemediacontacts,organisinginterviewswithIrishDelegatesandcolleaguesfromtheIFRC.ThisincludedaninterviewwithSayakaMatsumoto,mediaofficerfortheJRCS,forPrimeTime(RTE,March15th).

NotablecoverageandpromotionofactivitiesinIrelandincludetheIrishRedCrossCareroftheYearAwardandtheIrishFloods.Theformerofwhich,gainedacovetedpositiononthefrontpageoftheIrishTimesaswellasfeaturinginseveralothermajormediaoutlets.FollowinganunprecedentedrainfallinOctober,IRCvolunteerswereactiveintheresponsetoassistthoseaffected.TheSocietyalsolaunchedanIrishFloodsAppeal.TheIRCfeaturedheavilyinthemediacoverageofthefloodingandhighlightedtheroleoftheIRCinIreland.
