ForewordWe, the friends of people have been working tirelessly for last ten years, to bring smile on the face of deprived and disadvantaged people, living in our vicinity. We do this by spurring inner strength, of people and communities, with motivation and the little support. We can now; proudly say that JanMitram is successful to realize its vision and mission, and became a true friend of people. A lot is yet to be done. As a professional organization, we deliberately restricted ourselves to the issues and subjects, where we find our self efficient and qualified. We also restricted our self to certain geographical areas. The time has now come to spread the organization in new areas and pickup some issues that relate to our core concerns. In he next years, we will be doing the same. Especially with support of our supporting institutions, i.e. RISA and Ravi Cooperative.

This annual report presents details of our operations and achievements this year. All these take place successfully do to tireless efforts of my fellow volunteers and staff. I take this opportunity to thank them, and request to take it forward in forthcoming years. Yours truly

LIVELIHOOD ENHANCEMENT

Poverty elimination remains the core of all our endeavors since inception. Our operational area is habited by poorest tribes where natural resources are rich, however underutilized. Thus our livelihood enhancement initiative plays around natural resources and their sustainable use. Collection of forest product and collection of lac has been promoted. Land based developmental activities i.e. Land development, Water Harvesting and Productivity enhancement through enhanced agronomic practices is key for development in primarily agrarian economy of area. JanMitram has doing this through village community under WADI programme and watershed development programme.

NABARD-Wadi ProgrameUnder the Tribal Development fund NABARD has initiated Wadi development in tribal areas. The core interventions of the programme will be establishment of orchard of the selected fruit crops as a foundation economic activity. Utilization of border of the orchard for planting of multipurpose forestry and economical species shall also meet the fodder, firewood and timber requirements of tribal people. Inter cropping among fruit corps is also encouraged to enhance incomes in short and medium term.

Wadi programme by JanMitram is being implemented in Gharghoda block, taking care of 200 acre lands. Programme is being rolled out in in further 260 Acre area, where planting shall be done in coming monsoon.

Small and marginal farmers of ST communities owning not more than 5 acre and family (6 members) annual income not more than Rs. 39500 are eligible to participate in the programme. Selection of beneficiaries is done according to the guidelines provided by Nabard and plantation exists in 200 acres with survival rate over 95%. For the coming monsoon, 266 wadis have been identified where site demarcation and Pitt digging is going on for the second phase of 266 wadis.

Programme takes care of Women development and health issues for holistic development of village.

Therefore New SHG formation and strengthening of old Groups is done. Women are distributed Glass roof tiles and several smokeless chulhas to depict the concern of programme for women development. Community participation is the key of which ensures community contribution in programme management. Thus Three Farmers clubs have been formed that bring progressive farmers on forum and assures cohesive action, or initiatives for common benefit. Overall management of Wadi programme is entrusted with village planning committee, formed separately in each project village.

Water resource development for irrigation of fruit plants and also for the purpose of intercropping is essential part of prgoramme.

Inter Cropping Since Fruit plantation is going to take 3-4 years to bear fruits, it is wise to take intercrops in between; Farmers under the programme have started to grow intercrop continuously.

Availably of water, due to WRD developed in program is supporting the enterprise. Over 182 Wadis are under intercrop and where Til, Udad, Jhunga, Moong are grown in Kharif season while in Rabi; Vegetables, Potato, Groundnut are grown

Additional Income realization from intercrop Rs par family is ranges between 14000 to 60000 Per annum which is very good , as the land was wasteland and produced no income just 2-3 years back.

Watershed Development Programme (IWMP-IX)

Another comprehensive programme based on Natural resource management, is 20 villages of running in Kharsia Block. it covers 3200+ families and treating 4600 Hectare of land, on watershed basis is going on since 2011. The program is meant to check soil erosion and conserve water to raise ground water table that ultimately benefits farmers for irrigation and agriculture production.

GIS based planning was prepared in previous year and drainage line treatment plan was decided with village community. This year SMC work at ground level was started. Continuous contour trench in erosion prone areas, farm bund, Farm pond, percolation tanks were excavated on strategic locations.

Livelihood Development works along with microenterprise development also goes hand in hand with soil works. These components of programme are meant to take maximum benefit of soil works done.

We promoted Seed intensification in paddy (SRI) and vegetable production at large scale. Also, the micro-enterprise development works component helps those who do not have land resource. They were supported with MEDs i.e. poultry, Goatry and Cow rearing.

Another important work done was arrangement of safe drinking water. Drinking water source (overhead tank, Hand pumps, Water pumps) were arrange through entry point funds of programme.

The programme is running in participation of community, for which each micro watershed was assisted to form Micro-watershed committee. Programme funds are directly utilized by MWCs while JanMitram provides technical guidance and monitoring. Therefore, training and capacity building component becomes crucial for success of programme. Details of Training Conducted for MWC and other stakeholder’s is given hereunder.

Community Health

Our working areas and target groups are those communities which stand in lowest ebb of Human development index. While our focus remains over economic enhancement, though we understand that economics alone cannot translate into overall well being of family. Malnutrition, Sanitation, Mother and child health, Vaccination and regular health checkups are essential part of our interventions. This year’s activities in health sector are discussed in this section.

Nava-Jatan (The new Care initiative)

Malnutrition in rural areas of Raigarh is a great challenge. More than 40% children of district remain underweight resulted of malnutrition. Not only poverty, but various socio-cultural factors contribute that need to be taken into consideration for eradicating malnutrition.

This year, The New Care initiative (Nava-Jatan) programme was launched in Six Gram panchyats of Gharghoda block. Selected GPs had highest percentage of malnourished children. It was planned that Selected children shall be given special care. In Primary survey, following WHO norms was conduted in villages and a total of 646 Children were emerged that needed care. In this, 413 children were underweight and 233 were severely malnourished.

These children were adopted by JanMitram for next six month. We provided food supplement, educated parents and ensured follow-up at doorstep. Medical treatment was also given to those who needed it.

A communication and mobilization Strategy went on. Panchyat functionaries and Government staff deployed with Anganwadis also activity supported programme. ICDS Dept. (GOCG) provided funds and other support.

In next six month, over 80% children show increase in grade. At endline surbvy done in sevent month of programme veidnted that 52 Children got normal, while a bigt part of rest show grade improvement.

TARGETED INTERVENTION OF FEMALE SEX WORKERS

Since 2008, JanMitram is engaged in a highly challenging programme for Targeted Intervention of Female Sex workers, to reduce their risk of HIV-AIDs and STD infection. This project is running through prime support of NACO- National AIDS control organization, State aids control society. Technical assistance is being provided Hindustan lever family planning trust. The organization has identified 1200+ female sex workers in two

towns. Both town have seen high industrialization, mining and thereby emergence of migrant workers and truckers. Overt and covert Sex-workers have increased accordingly, posing great threat of HIV spread in lower middle-income groups. Out target is to prevent new HIV and Sexual transmitted infection among these fSWs and providing counseling, medicines, condoms etc. we are trying to rehabilitate as many these ladies as possible in other professions too.

The promotion technique is adopted to transform them form unsafe sex behavior to safer sex situation. Proper strategies are developed for one to one meet, focused Group discussion, Condom promotion, condom demo/redemo, proper counseling to change the behavior of the High risk group and the community. In STI Management Proper methodology is adopted by adopted to appoint communal Doctor/ Preferred private provider

(PPP) as per the preferred community or FSW.

There are all facilities for free medicine and free treatment for the high risk patient coming to their clinic. Government ICTC and referral centers are a part of STI management. Friendly atmosphere, proper counseling and personal relations are the key for the success.

Financial inclusion

Government of India has sought inclusion of poor into mainstream through Financial Inclusion. Cornerstone of this policy is to bring poor into banking domain either individually or through groups. The policy is very much same in essence what JanMitram has been doing since long. Now Government and Banks are joining hands and come forward to support. We though it will be proper to being financial inclusion in our villages. Variety of programme was conducted for women, farmers and even youth. Financial literacy was the key strategy. Some programme were supported by NABARD and other were done by organization itself. Details of these progrmmes are hereunder.

Special Programmes

Save the Girl child campaign (PC-PNDT Act Awareness Programme)Census 2011 has shown a steep decline in 0-6 age group’s sex ratio in Raigarh district. We in JanMitram analyzed the district-wise details of child sex ratio and a campaign was planned for rise awareness for saving the girl child. It was noted that Raigarh city has highest skewed sex ratio, and highest number of ultrasound clinics. A survey was conducted and it emerged that many ultrasound clinic owners compromise processional ethics and also violate PC-PNDT (pre conception and pre natal diagnostic techniques) Act. RTI replies depicted many norms are not followed in licensing and reporting. Thus a special programme was started to advocate the cause. MoHFW-GOI supported it.

Initially a campaign through media was launched that bring out the deficiencies in implementation of

act. A Series of general discussion was organized with politicians, media personals, police and lawyers and Doctors itself. A Beti Bachao Manch was formed with prominent personalities of Raigarh who represented the cause to authorities. Simultaneous campaign to aware general public, community leaders, teachers and youth was launched.

Continue campaign exerted great pressure on authorities and clinic owners. This resulted in complete reorganization of district PC-PNDT committee, which approves registration of ultrasound clinics. Authorities raided few clinics, where one was sealed and two were fined. Few registrations were dropped. Reporting in “Form F” become important for doctors. Record keeping and display of remigration etc, now seems to be followed in proper manner.
