MOGS PCPNDT Meeting

Dr. Mandakini Megh, in charge PCPNDT Cell, briefed the General body about PCPNDT activities of MOGS and

various actions taken for resolving the problems of MOGS members.

Amongst that most important was the meeting organized by her for MOGS and FOGSI with Mr. Vikas Kharage,

State Appropriate Authority for PcPNDT and Family Welfare Commissioner on 6th August 2012.

Following member were present for the meeting:

Dr. Mandakini Megh, MOGS MCM, Vice President FOGSI, Dr. Ashwini Bhalerao Gandhi, President MOGS.

Dr. Nozer Sheriar, Secretary General, FOGSI, Dr. Suchitra Pandit, President Elect, MOGS,

Dr. C. N. Purandare, President Elect, FIGO.

Dr. Sanjay Gupte, Past President, FOGSI, Dr. Jaydeep Tank, Treasurer, FOGSI and

Dr. Atul Ganatra, Chairman MTP committee FOGSI, at Arogya Bhavan from 12.30 pm to 3 pm on

6th August.

Following issues were discussed,

1. Recognition for all Gynaecologists under the PC PNDT Act – In this regard we requested SAA to provide

a clear directive to local authorities in Maharashtra to recognize the postgraduate qualifications of all

gynaecologists when registering, renewing or inspecting a PC PNDT site on which action was taken. Now all

OBGYN are given directive that their qualification is recongnized for PCPNDT Registration Renewal.

2. Standardization of filling and assessment of the Form ‘F’ – Feedback from member Societies in

Maharashtra suggests that it is unintentional errors in filling the ‘F’ Form that is the basis for most actions

taken which is often high handed. It was appreciated to have a sample Model Form ‘F’ on

www.nrhm.maharashtra.gov.in. This we will circulate to our members to encourage compliance.

3. Standardization of Signage – We were assured that local authorities will be directed to accept reasonable

signage and not insist on a rigid format.

4. The issue of Self Referral – In this regard SAA was requested to guide local authorities about accepting

the self referral option and to not insist on meaningless letters addressed by doctors to themselves which

was accepted.

5. PNDT Register – In this regard SAA was requested to clarify to local authorities that there is no need for a

PNDT register to be maintained.

6. Unutilized machines – A clear policy on dealing with these unutilized machines, either by return to

companies or authorities for appropriate disposal was requested.

7. Maintaining a list of Registered sites – It was requested to put up a constantly updated district wise list on

the website to allow us to assist your vigilance.

8. Invitation to State Supervisory board – MOGS has always been a full member of the CSB at the centre.

However neither FOGSI or any of its affiliated member bodies have representation on the State Supervisory

Board. Requests to involve a representative of MOGS / FOGSI at the State PCPNDT Meeting. We thank

Mr. Kharage for assuring us an invitation to future meetings of the State Supervisory Board, initially as an

invited member.

9. Assurance of organizational action – MOGS & FOGSI had a committed policy against sex determination

We have a zero tolerance policy which would mean expulsion of any member convicted of sex

determination. In fact last year the Mumbai Obstetric and Gynaecological Society and FOGSI proactively

suspended a member who was caught in a sting operation confirmed by local authorities after due process.

Of course such disciplinary action is reserved for the actual sex determination.

MOGS & FOGSI have encouraged their member societies to form DOSST (Doctors opposed to sex

selection) cells which many societies have already established. These will work at society level against

persons involved in sex determination, coordinate with local authority and represent the interests of our

members.

As an organization we would be happy to communicate important information that you may consider

important such as your toll free number to our membership.

On 7th August, 2012, a meeting with Food and Drugs Commissioner Mr. Mahesh Jagde, IAS / Mr. Srirao,

Joint Commissioner, Food & Drugs Administration, Maharashtra State was organized by Dr. Mandakini

Megh to resolve the issue of drugs availability for Medical Abortion & for the smooth implementation of food

and drugs cosmetic act.

10.The threat to safe abortion in Maharashtra – It is the very aggressive action against MTP centres in our

state in a mislead effort to address the problem of sex determination / PCPNDT. This is in complete

contradiction to the effort under NRHM to increase registered sites and reduce unsafe abortion as a cause

of maternal mortality.

Maharashtra which used to be the national leader in safe abortion issues is at a real risk of restricting this

women's right. This move to link the PNDT and MTP issues was never the intention of the law but has been

happening at ground level.

A majority of abortions in India are in the first trimester when sex determination is not possible. Even most

abortions in the second trimester are genuine and since half of them would involve a female fetus it is a

travesty of justice to view each of them with suspicion.

MTP centres are threatened with closure and shutting MTP services – Misoprostol to be made available at

all the drug stores.

Unfortunately centres are being threatened with closure, new centres are refused registration, all second

trimester abortions and even missed abortions are viewed with suspicion, local authorities insist on

inspecting each abortus and the FDA drive has completely caused medical abortion medication to become

unavailable due to refusal of stockists and retail outlets to stock and provide them thereby pushing women

to surgical abortion.

It was requested to urgently direct local authorities to avoid targeting justified MTPs, register new centres

and work with the FDA to support and protect medical abortion in the interest of women's health and rights.

Long pending M.T.P. Centres to be approved in given frame of time or it is to be deemed recognized as

discussed. It was very important meeting and great solace to MOGS & FOGSI members.
