It is with pride that I present this foreword to the 2012 Annual Report of the Foundation for Educational Exchange between Canada and the United States of America. Fulbright Canada aims to contribute to the development of better, more fruitful, and more creative relations between Canada and the United States. Over the years, many talented students and scholars have taken part in those programs and have been outstanding ambassadors. As the Report for 2012 indicates, the past year gives us much cause to celebrate.

Fulbright Canada owes much of its success to its skilled and dedicated staff. In particular we would like to express our warm thanks to Graeme Cunningham, who will take on other challenges. The Foundation is also privileged to have a Board of Directors composed of truly remarkable people. For many years, Kevin Kelly and Roscoe Howard, who both served as Chair, have been pillars of the Board. We here want to express most cordially our appreciation for all they did for Fulbright Canada as they have completed their terms.

I am very pleased to present the 2012 annual report for the Foundation for Educational Exchange between Canada and the United States of America. In a complex and changing world, educational exchange is a key element in the ongoing effort to secure our collective future and ensure that we in North America continue to lead the world in productivity, innovation, and ideas. Educational exchange, and the mutual understanding that flows from it, grows the relationship between Canada and the United States of America and helps to solidify our joint commitment to social justice, environmental sustainability, and diversity. Fulbright Canada is proud to support and encourage these values and to support our future leaders.

The Foundation experienced considerable growth and much success in 2012. I would like to take this opportunity to personally congratulate our grantees, encourage more students and scholars to engage, and thank my colleagues at the secretariat, our partners throughout the academic community, our private sector supporters, and our colleagues at the Department of Foreign Affairs and International Trade Canada, the Embassy of the United States in Ottawa, and the United States State Department. Long regarded as the world’s premiere academic exchange program, the Fulbright Program attracts exceptional students and scholars from more than 150 countries. Among the fastest growing of the bilateral exchanges is the Canada-U.S. Fulbright Program.

The first cohort of Canada-U.S. Fulbright award recipients was named in 1991. Since that time, some twelve hundred distinguished students, scholars, and professionals have participated in this educational exchange program. Canada-U.S. Fulbright students and scholars conduct research, teach, or study in their host country for either one semester or a full academic year. More than 84 individuals received scholarships or fellowships in 2011–12. Of this group, most were traditional Fulbright student grantees or Fulbright Visiting Research Chairs.

The Traditional Fulbright Awards for students are intended for graduate students and junior professionals who wish to study and conduct research in the host country. In addition to the Traditional Fulbright awards, scholars in both countries are invited to take up one of the 41 Fulbright Visiting Research Chairs at 30 of North America’s best universities. These chairs are intended to enable emerging and established scholars, post-doctoral researchers, and experienced professionals to conduct research, teach, or undertake a combination of activities for one semester or a full academic year at one of our partner universities. These chairs develop long-term partnerships between Fulbright Canada and the university and build the university’s capacity for excellence in research.

Recently, in an effort to grow the scope of the program, Fulbright Canada has introduced a number of new programs and expanded existing programs for both graduate students and scholars, including the Fulbright Regional Network for Applied Research (NEXUS) Program, the Fulbright Canada Science, Technology, Engineering, and Mathematics (STEM) Program, and the Fulbright Specialists Program.

The mandate of the Fulbright Program is to promote a deeper understanding between the people of both Canada and the United States. It is achieved primarily through student and scholar mobility programs. At the same time, one of the hallmarks of the Fulbright Program is community engagement. In the past few years, Fulbright Canada has introduced a suite of community-engagement programs aimed at capitalizing on the traditional spirit of the program, and, in an effort to further strengthen the relations between Canada and the United States. The programs include the Fulbright Canada-RBC Eco-Leadership Program, the Community Leadership Program, and the Killam Community Action Initiative.

These programs offer a unique opportunity for alumni of our programs to take action and to develop new relationships within their communities. Fulbright Canada award recipients are expected to excel academically, but they are also expected to serve as ambassadors for their country. They are encouraged to engage their host community, get involved whenever and wherever possible, and expand their experience beyond the classroom, laboratory, and library. With our community engagement programs, Fulbright Canada has further enriched a unique and enlightening academic and cultural experience. Fulbright Canada’s objective was to provide a conduit between a finite source of government funding and an infinite capacity amongst a unique group of academics to envision and build a cleaner, safer, and more just world. Clearly the outcome of these projects is both tangible and long-term. Investments were made to support permanent community projects that are sustainable by the local community even once the Fulbrighter has moved on. We look forward to building on the success of this program in the years ahead.

celebrating10 Years

Motivated by their passion for educational excellence and their vision of an enduring Canada-United States relationship, Fulbright Canada joined forces with the American Killam Trusts in the fall of 2002 to create the Killam Fellowships Program. The result of that parternship is a unique, high-profile scholarship program that allows undergraduate students from the United States and Canada to participate in a formal, structured program of academic and cultural exchange.

The Killam Fellowships Program is an enduring legacy to Constance Killam and Elizabeth Killam Rodgers, two women who were born in Yarmouth Nova Scotia, but spent the majority of their lives in Marshfield Massachusetts. They were sisters of Canadian financier Sir Izaak Walton Killam,who, during the first half of the 20th century, was one of Canada’s richest men and greatest philanthropists. Like their brother, Elizabeth and Constance Killam were committed to the advancement of education and to the promotion of international understanding.

The Killam Fellowships Program has grown significantly since its inception. In its first year, 13 students from 20 partner institutions participated in the program. Ten years later, the program offered some 40 awards, and involved 42 institutions, representing all regions of North America. The program has truly grown into a continent-wide bi-national exchange program.

Fulbright Canada marked this momentous occasion with a gala dinner to celebrate 10 years of the Killam Fellowships Program. The event, which was held at the Chateau Laurier Hotel in Ottawa on Thursday, September 13, brought together dozens of Killam alumni from across the ten years of the Program, our colleagues from a number of our partner universities, some of our board members, and friends from the local academic, government and business communities. Highlights of the event included the piano performance provided by one of our Killam alumni, Holly Garnett, and the recognition of the endowment contribution from the American Killam Trusts. Remarks were provided by Board Chair Luc Vinet, and by Fulbright Canada’s CEO Michael Hawes.

The event was supported by a number of the program’s partner universities who purchased tables. Fulbright Canada would like to thank Bridgewater State University, Carleton University, McGill University, McMaster University, Memorial University, Queen’s University, the University of Alberta, the University of Ottawa, and Wellesley College for their generous support.

The Killam Fellowships Program, supported by the American Killam Trusts, is designed to develop a cadre of young leaders committed to enhancing mutual understanding between Canada and the United States. The Killam Fellowships program provides exceptional undergraduate students from universities in Canada and the United States with the opportunity to spend either one semester or a full academic year in the other country during the third year of their undergraduate career.

These awards are the first of their kind between Canada and the United States. In its inaugural year, the Killam Fellowships Program engaged 13 American and Canadian undergraduate students in educational exchange. In 2011–12, awards were granted to 34 students.

The accompanying summary financial statements of the Foundation for Educational Exchange Between Canada and the United States of America (Fulbright Canada), which comprise the summary statement of financial position as at August 31, 2012, the summary statement of operations for the year then ended, and related notes, are derived from the audited financial statements prepared in accordance with Canadian generally accepted accounting principles, of Fulbright Canada as at and for the year ended August 31, 2012.

We expressed an unmodified audit opinion on those financial statements in our report dated November 16, 2012.

The summary financial statements do not contain all the disclosures required by Canadian generally accepted accounting principles applied in the preparation of the audited financial statements of Fullbright Canada. Reading the summary financial statements, therefore, is not a substitute for reading the audited financial statements of Fulbright Canada.

Management is responsible for the preparation of a summary of the audited financial statements on the basis described in note 1.
