INDONESIA

Period of 7 years has already passed since Qatar charity started its operations in Indonesia. During this period, a range of different programs have been implemented in different areas of the country.

This seventh annual report, “Report of Year 2012”, is highlighting the main programs and key achievements of Qatar Charity- Indonesia field office (QCI) during 2012. In this year, QCI continues focusing on human development and poverty eradication as its main goals through package of different programs and activities in the field of educa-tion, women and family empowerment, child care, and income generating activities.

Furthermore, rural communities were especially targeted by water, sanitation and hygiene projects. Numerous water well and sanitation facilities were provided in different rural and remote areas of Banten, West Java, and West Nusa Tenggara provinces.

Besides, a pilot WASH project called “Madrasah Sehat” which targeted Islamic schools in Banten, was designed and implemented in close cooperation with Indonesian Religious Affairs Ministry and Provincial Health Office of Banten province.

A detailed elaboration about “Madrasah Sehat” project and the other mentioned programs and activities is embodied in this report.

At last, but not least, in line with its mission to serve the neediest groups and communities, QCI continues targeting the fragile vulnerable groups of women, orphans, disable persons, and needy communities.That is said, I would like to take this opportunity to warmly thank all individual and parties who have significantly participated in transforming QCI plans into actions and works into achievements.

About Qatar Charity.

Qatar Charity is a non-governmental organization, founded in 1992 for the development of the Qatari society and other needy communities. QC endeavors to serve all needy people and communities regardless of their color, sex, religion, race or nationality. For this reason, QC works in different countries around the world and its activities cover many countries in Asia, Europe and Africa.

Bringing its vision “to be a model of pioneering Islamic institution that combines originality, creativity and profes-sionalism in the field of development and humanitarian assistance,” QC entered Indonesia through participation in the reconstruction and rehabilitation of Aceh’s post-tsunami in 2005. Therefore, QC first office in Indonesia was established in Aceh. The office was then recognized as Qatar Charity Indonesia (QCI) Aceh Branch.

As time passed, the presence of QC was increasingly accepted in Indonesia. This was quite reasonable because of its mission “to strengthen the capacities of the neediest groups to fulfill human dignity and social justice in collabora-tion with local partners.” QC was officially recognized by the Government of the Republic of Indonesia through the signing of the first MOU on May 18, 2006 in Ministry of Religious Affairs. Since then, QC opened representative office in Jakarta as center of its activities in Indonesia. The MoU was renewed on July 6, 2009.

Programs And ActiviesWhile maintaining its previous achievements, QCI continues to implement programs and activities that cover

eight provinces in Indonesia, namely: (1) NAD, (2) West Sumatra, (3) West Java (4 ), West Nusa Tenggara (5),

Banten (6) Central Java, (7) DI Yogyakarta, and (8), Jakarta.

The main programs and activities are related to the field of:

1. Water, Sanitation and Hygiene: to increase access of poor and vulnerable communities to clean

water and sanitation facilities for better health

2. Education & Culture: to improve the education and cultural services of formal and informal

educational institutions and community development centers.

3. Social Care: to empower vulnerable groups namely children, disable people, women and poor families.

4. Income Generating activities: to improve quality of life of low income families and unemployed young

men and women by empowering their productive capacity to generate sustainable incomes.

5. Health Care: to empower local health care services providers, and help people access to affordable

health services

6. Relief: to empower local health care services providers, and help people access to affordable health

This program aims at providing easy access to clean water, proper sanitation facilities which are lacking among some communities especially in the rural and remote areas. It focuses on schools with aim to create a healthy school environ-ment and improve children’s health, well being and dignity.

Until the end of 2012, QCI has provided 1,157 water wells equipped with electric pump, tower and a 1000 liter water tank, beside a number of 185 sanitation facilities.

For 2012 alone, QCI provided a total of 330 water facility. Details are in figure no.1

1.1 Pilot Project: Madrasah Sehat

This pilot project aims to increase participation of Islamic school (in Indonesia known as madrasah), students and teachers, in developing and preserving a healthy school environment for the creation of comfort and smoothness of the learning process.

Target: the project targeted 50 Islamic schools in Banten province

Partners: the project was implemented in close coordi-nation with

a. religious affairs ministry ( at central level and provincial level) which participate in project design, school selection process by providing list and data, communication and coordination between schools,

b. provincial health office in Banten through its hygiene promotion unit by conducting the hygiene promotion activi-ties in the schools

Project activities:

The main activities of the projects are:

1. Providing clean water and sanitation facilities for 50 schools, namely one water well, one electric water pump, one water tank, three units of toilet and one hand washing station for every school.

2. Hygiene promotion: health promotion training is also provided for students and teachers at each school respec-tively. The training is carried out by cooperating with the Health Promotion Unit of Banten’s Health Office.

3. Providing media kit for in-school hygiene promotion, namely flipchart and 2 kinds of poster. The media campaign message focuses on the eight indicators of clean and healthy behaviors (PHBs) in the school as prescribed by the Ministry of Health.

50 Islamic schools were selected, out 0f 70 which was provided by Religious affairs ministry, through a process of assessment on their feasibility of receiving aid.

Deep Water Well Project in Winong Village Location: Winong village, Sub district of Mancak, West Serang.

Village Condition before project: Due to its location in the hill, Winong village lacked a clean water facility and accordingly its population had to walk for around 300 meters down the hill to get water in a shallow well for their daily needs. Besides, the Village of Winong did not have adequate sanitary facilities and only three houses have latrines.

Activity:To participate in overcoming those conditions, QCI provided, for the village’s 160 families, deep water well equipped with latrines and two water tank, each with a capacity of five thousand liters. QCI also helps community to form a village water committee to run and maintain the new water and sanitation and to ensure its sustainability.

2.1.1 Mosque

In Indonesian community, mosque plays an impor-tant role as center of community development and activities. Based on this, from January to December 2012, QCI has built 54 mosques in various sizes. Out of this number, a total of 32 units have been 100% completed, while the other 22 units are still under construction as of 31 December 2012.

Activities: In line with QCI strategy in this field, most of our activities consisted of rebuilding the old mosques which were doomed to fall and had poor quality structure. So, most of those 54 mosques were rebuilt within this context in the areas of West Java, Banten, and Central Java.

2.1.2. Multifunction Centers

Multifunction center is an educational complex that is intended to develop primary and secondary education, health and social services for students, teachers and surrounding community. During 2012, QCI has accomplished the construction of 5 multi-function centers. One of them locates in Serang, Banten and has mosque; school with 6 classrooms; clinic; two shops; library and laboratory; 2 water wells; playing field; and green areas. Meanwhile, a number of 2 complexes are under construction.

2.EDUCATION AND CULTURE

The program aims at easing the access for the education, improving its services, and supporting social harmony among communities.

The main activities of this program during 2012 are:

2.1. Educational & Cultural Infrastructure

QCI realizes that a better quality of life will improve the quality of teaching and learning process. One of activities that can support needy students, teachers, and ustadz is to provide financial assistance.

During 2012, QCI assisted 176 students from junior and senior high school as well as students of universities. A total of USD 748,989,244.25 of fund was disbursed as scholarship to enabling qualified students from low income families to pursue their studies.

To support 55 teachers and 51 ustadz, QCI disbursed amount of USD 525,602,320.04 during 2012.

2.2 Educational Services

It’s one of QCI main activities to support orphans to fulfill their basic daily needs, and to ease their access to education (primary and secondary education) and health care services.

During 2012, QCI supported 1,894 orphans in the provinces of Aceh, Jakarta, Banten, West Java, DI Yogyakarta, and Central Java. The disbursed fund reached USD 7,391,065,951.42

The support is channeled through two main activities:

a. Baytul Assakina (serenity house): the aim is to improve living standards of poor households by providing them the adequate housing. A 45 m2 type of permanent houses are given as grant to needy families. The house is composed of 2 bedrooms. a living room, a small kitchen and toilet.

During 2012, a total of 5 house units were planned, The construction of 3 of them were complete in West Java and Banten, while the other 2 in Garut and Purwakarta were still under construction by the end of the year 2012.

b. Regular Financial Support: QCI supported needy families in Aceh. This number increased from 40 families in 2011 to 58 by the end of 2012. The total number of members of all those families is about 355.

In 2012 QCI has initiated a new activity addressed exclusively to disable. Two different activities were conducted during 2012:

1. The first is designing and financing a micro income generating project for a family whose heads are both partially disable. The project which is already operating by them is small furniture workshop in Banda Aceh.

2. The second activity is regular financial support for 6 disable persons in Jakarta.

Seasonal activities are usually the temporary activities held in specific period of times in connection to specific events of the year namely Ramadan, and Adahi.

During the month of Ramadan, QCI organized with its own local partner the iftar (fast breaking) events by providing food for people at Maghreb time. The activities were conducted in Aceh, Bangka Belitung, DKI Jakarta, Banten, West Java, Central Java, DI Yogyakarta, Bali, and West Nusa Tenggara for approximately 40,500 beneficiaries.

Furthermore, a number of 1,170 foodstuff packages were provided for 1,170 households or approximately 4,680 beneficiaries.

Welcoming the end of Ramadan 1433 H, QCI, in coordination with its partner, distributed zakah in the region of Jakarta, West Java and Aceh. During 2012, a number of 1,175 people, 200 of them in Aceh, benefited from Zakah.

Celebrating Eid al Adha, Qatar Charity Indonesia Office (QCI) conducted Adahi program that lasted for three days, 26-28 October 2012. Adahi program is intended to grow social solidarity and share the joy of Eid al Adha among community. According to this, QCI provided 20 cows which were distributed in Aceh, Greater Jakarta, West Java, DI Yogyakarta and West Nusa Tenggara provinces.

Indonesia is a country with the largest Muslim communities in the world. Based on the survey data in 2010, the Central Bureau of Statistics notes that as many as 207 million people or 87% of Indonesia’s population are Muslims.

This number leads to the high need of mushaf Quran. Indonesia Ulema Council agreed the statement of the Ministry of Religious Affairs which mentioned that the need of Quran reaches 2 million copies each year (tempo.co, 4 July 2012).

Based on this condition, Qatar Charity Indonesia run “Waqf of 100 Thousand Quran” program. The activity is to distribute 100,000 copies of Al Quran to needy communities to support needy communities in reading and learning Quran and to help decreasing the number of Quran illiteracy.

During 2012, QCI distributed 65,710 copies of Quran.

4. INCOME GENERATING ACTIVITIES

a. Development of 16 new projects in the sectors of home industry, livestock, and good transportation. QCI has providedsewing machines, embroidery machines, and raw material. Details in the following figure:

b. Consolidating what have been achieved in this program during 2011: QCI accompanied the members of 32 projects that started in 2011 but still ongoing during 2012 under the supervision of QCI by counseling, technical assistance.

The program aims at reducing poverty among local communities by developing

productive capabilities of poor households, and assisting them in generating regular

income. Two main activities were held during 2012.

The village is just two kilometers from Sultan Iskandar Muda International Airport, subdistrict of Blang Bintang, district of Aceh Besar. Ironically, its level of poverty reaches 91% and is the highest in Aceh Besar. Meanwhile, Aceh Besar is the largest and most extensive district in Aceh province.Kaye Kunyet, thus the name of the village.

Based on the statistical data of the government of subdistrict of Blang Bintang, 91% out of 183 households are poor. A number of 126 households (75% of the 91%) is catego-rized as poor, while 42 others (25%) are indigent. From this number, 18 of them are the most indigent families.Hence, Qatar Charity sought to support the community through Livelihood program. After going through a series of approaches and assessments, the beneficiaries were divided into groups.

Until the end of December 2012, four groups were estab-lished here, namely one sewing group with 8 members and three livestock groups with 20 members.

During 2012, some highlights were conducted by QCI itself or through cooperation with local government offices.

1. Assistance from husbandry office of Blang Bintang subdistrict in forms of:

• Counseling & cattle vaccination on 21 March 2012

•Green fodder program initiated on July 2012. The plantation was started on 21 November 2012.

• Provision of one unit of clamp cage that ease people in doing medical checkup and measures, such as cattle vaccination.

2. Sewing group participated in home industry exhibitions. In celebration of anniversary of Aceh Besar district, the group was appointed by Head of Blang Bintang subdistrict to represent Blang Bintang subdistrict. The group became sample of woman empowerment in Blang Bintang.

3. Sewing group was sent by the head of Blang Bintang to join embroidery design training held by National Program for Community Development (PNPM) of Aceh Besar on December 2012.

6. HEALTH CARE

Through this program, QCI tends to empower local health care services provider

who lack the adequate health facility. The aim is to ease the access of needy

communities to affordable health services in the rural areas.

During 2012, QCI built two clinics, in Garut and Tasikmalaya, West Java, Both of them operated by Rumah Sehat Indonesia and Al-Kahf which are small local organizations specialized in providing medical services in their areas. The two clinics starts operation respectively in August and December 2012.

In 2012, QCI completed the construction of health center in Koto Tangah, Padang, West Sumatera. This project was part of West Sumatera Recovery Program initiated by QCI in 2010. It consists of two-floor community health center (PUSKESMAS) of 350 m2 and a doctor house of 50 m2. The Health Department of Padang city will be responsible for the operation of the community health center

1. Opening ceremony of Tariq bin Ziyad multifunction center in subdistrict of Cikarang, district of

Bekasi, West Java province on 18 January 2012. The event was attended by Ibrahim Zainal

(QC Follow-Up Director), DR. Sa’duddin (Regent of Bekasi), DR. Nur Syam (Director general

of Islamic Education, Religious Affairs Ministry).

2 .Handover of 71 units of permanent houses for victims of West Sumatera earthquake on 19

January 2102 in district of Padang Pariaman, West Sumatera province. Besides, QCI also

inaugurated two mosque and one clinic as part of West Sumatera Recovery Program. The event

was attended by Ibrahim Zainal (QC Follow-Up Director), Andi ZA Tulung (Director General of

Protection & Social Insurance, Social M nistry of the Republic of Indonesia), Damsuar (Vice of

Padang Pariaman Regent) as well as community leaders.

3. Participation in meeting with Valerie Amos (UN Under Secretary General for Humanitarian Affairs

and Emergency Relief Coordinator) on 23 March 2012 at UN Office, Jakarta.

4. Launching of Madrasah Sehat project on 3 April 2012 in Serang city, Banten province.

5. Opening ceremony of Ar Risalah mosque in Ciamis district, West Java province on 3 June

2012 attended by Salim Segaf Aljufri (Social Minister of the Republic of Indonesia) and Ahmad

Heryawan (Governor of West Java).

6. Coordination meeting with Provincial Health Office of Banten and 50 headmasters of Islamic

schools benefited from Madrasah Sehat project. The event was conducted in subdistrict of Anyer,

district of Cilegon, Banten province on 20-21 December 2012.
