We are pleased to present the Annual Report of Public Affairs (PA) Department for the financial year 2017-18. The report chronicles the activities carried out by PA deptt under CSR, Corporate Communications, Public Relations/Grievance Management and Official Language Implementation. We are happy to share that during the year, OIL bagged Asia Best CSR Award 2017’ in Education and Overall CSR Practices during the 7th Asia Best CSR Practices Awards 2017 at Singapore organized by CMO Asia. The award recognises OIL’s progressive CSR practices that has catalysed improvement in Human Development Index (HDI) in OIL operational areas through educational interventions and overall CSR initiatives aimed at Creating Shared Values. PA department also published a much appreciated Coffee Table book on OIL’s CSR which was realised by Hon’ble Chief Minister of Assam in the presence of Hon’ble Union Minister for Petroleum & Natural Gas as well as Skill Development, CMD, OIL and other dignitaries from Government of Assam and senior officials of Oil & Gas PSUs during the inauguration of Skill Development Institute of OIL at Guwahati on 8th December, 2017. The report also highlights the new initiatives taken up by PA Deptt in order to systematize the PR functions and plan and implement policies, procedures and strategies that demonstrate our commitment to public and social responsibility, ethical behaviour, corporate identity and reputation with key stakeholders. PA Department with its dedicated multifunctional team of professionals share a common vision of sustained growth and development of the Company inspired by the strength of unity of action. We will continue to be a good communicator managing company’s image and an interface with the stakeholders. As a team, we promise to improve our Company’s business with communication effectiveness and unconditional CSR commitments. OIL Sparsha: Implementing agencies: St. Luke’s Hospital, Tinsukia & Chabua (a

charitable hospital under the Diocese of North East India at Shillong) and Piramal

Swasthya (a not for profit registered society with a pan India presence providing

healthcare services since 2007.

The Mobile Dispensary services of OIL ‘SPARSHA’ has always been one of the most

significant community welfare projects of the Company. Started way back in early

eighties, OIL’s Mobile Health Care services were then carried out with in-house doctors

and paramedics in remote areas of Dibrugarh District only. Currently, in line with the long

standing association (through MoUs) between OIL and St. Luke’s Hospital & Piramal

Swasthya the mobile health care project “OIL SPARSHA”, covers OIL operational areas

of Dibrugarh, Tinsukia & Charaideo districts of Upper Assam and Arunachal Pradesh.

This effort of OIL caters to the primary health care needs of the people in OIL operational

areas.

In FY 2017-18, 1712 medical camps were conducted screening 2,48,834.00 patients in

various interior villages of OIL’s operational areas of Dibrugarh, Tinsukia & newly formed

Charaideo districts of Upper Assam and Arunachal Pradesh, where accessibility to

primary healthcare is a challenge.

OIL AROGYA: Being implemented by IL&FS Education & Technology Services (IETS) in 20 villages for reduction of IMR (Infant Mortality Rate) & Maternal Mortality Rate (MMR), this project includes pre and post-natal health check-ups, sensitising women on maternal, child health and benefits of institutional delivery, tracking and counselling of pregnant women, immunisation of babies and pregnant women, training in and awareness of on community health for better hygiene, sanitation and family planning.

OIL Arogya: {for Reduction of Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR)}: Implementing agency: IL&FS Education

and Technology Services (IETS), New Delhi established by IL&FS which is promoted by nationalized banks (UTI, HDFC, CBI).

OIL has been implementing the project for reduction of IMR and MMR by entering into an MoU with IETS on 2nd December 2013, in

OIL’s selected areas of operation as per a baseline survey carried out by a specialized agency which had given the details of the areas

and specific villages. The project is currently being implemented in 20 villages (10 in Tinsukia and 10 in Dibrugarh district) of OIL’s

operational areas in Upper Assam.

This project includes pre and post-natal health check-ups, sensitizing women on maternal, child health and benefits of institutional

delivery, tracking and counselling of pregnant women, immunization of babies and pregnant women, training in and awareness on

community health for better hygiene, sanitation and family planning.

Distribution of Sanitary Napkins amongst the beneficiaries of OIL Arogya: The distribution of Sanitary napkins amongst the Women and Adolescent girls is a holistic approach to establish awareness on reproductive health. Absence of appropriate sanitary materials to absorb menstrual flow does not only affect female’s reproductive and general health but can also be a hindrance towards gender equality at workplaces and the society as a whole. At the same time usage of sanitary napkins helps in maintaining personal hygiene, sanitation and an effective tool towards empowerment of women. Study shows that in India, only 10 - 12% of menstruating women use sanitary napkins and 88 -90% of women are estimated to follow alternatives such as unhygienic cloth which make them prone to fungal, urinary and reproductive tract infections. As part of our joint initiative under Swachh Bharat Abhiyan and Project OIL Arogya, in FY 2017-18, distribution of sanitary napkins was carried out amongst young mothers and adolescent girls of Balijan and Lakhipather villages of Tinsukia district, where majority of the beneficiaries were from the tea gardens. Sanitary napkins were distributed amongst a total of 370 nos. of beneficiaries (220 in Balijan and 150 in Lakhipather). Throughout the day long program, apart from distribution of napkins several other activities were carried out. A movie named “during those days (un dino main)” which focussed on health and hygiene with special reference on benefits of using sanitary napkins and their environment friendly disposal was screened during the program followed by health talks on the benefits of

using sanitary napkins and how it can protect us from getting infected from various urinary and sexually transmitted diseases.

Financial Assistance towards one-time annual expenses of Deepsikha, a hospice and palliative care center at Guwahati for

terminally ill cancer patients of NE India and primarily Assam:

In FY 2017-18, OIL had agreed to provide one-time financial assistance of Rs. 18.24 lakh towards one-time annual running cost of Deepsikha, a hospice

for providing palliative care support to terminally ill cancer patients from North Eastern states with special focus on Assam. Deepsikha is a non-profit

voluntary organization working in the field of cancer care since 2007 in Assam, the North Eastern states of India as well as in Maharashtra.

During the last 10 years of their activities, it has been seen that NE India contributed towards the maximum number of newly detected cancer cases in the

country. Most of these cases are detected at a very late stage and as a result no curative treatment can be offered to these patients. As there is a virtual

scarcity of providing a holistic palliative care support system in the NE states, Deepsikha commissioned a 25 bedded residential hospice in order to provide

all round support to terminally ill cancer patients. The annual activities/facilities of Deepsikha includes (a) pain and symptom control (b) spiritual care (c)

homecare and inpatient care (d) respite care (d) family conferences, etc. Presently, the hospice is being run by obtaining support in the form of donations

from individuals and organizations which at times are irregular.

Under such circumstances, it becomes difficult to continue providing unhindered care to the patients. An amount of Rs. 1.52 lakh per month is required to

run the hospice. Now, with the support provided by OIL, it will be much more convenient for Deepsikha towards smooth functioning of the hospice which is

only one of its kind dedicated to cancer patients in the entire NE India.

It may be noted that, in previous years an amount of Rs. 30.00 lakh was provided to Deepsikha for construction of the centre which was inaugurated in the

year 2016-17. Also, an assistance of Rs. 10,86,437.00 was also provided to North East Cancer Hospital & Research Institute, Jorabat, Guwahati for

procurement of a 25 seater Mahindra Tourister bus (model T25 Bus) benefitting the patients and their attendants in their uninterrupted transportation to the

hospital. Apart from the above mentioned, no other significant contribution has been made by OIL towards one of the most feared diseases impacting the

health scenario of entire NE region.

Oil India Rural Development Society (OIRDS): Realizing the importance and

significance of rural development, Oil India Rural Development Society (OIRDS) was

instituted by Oil India Limited which is one of the foremost and extensive social welfare

projects designed to percolate down to the beneficiaries of the grass root level of India,

particularly of the rural areas in the operational areas of OIL. The Society was conceived

with the principle objective to promote, undertake, carry out, sponsor, assist or aid directly

or in any manner, any activity for the promotion and growth of rural economy and economic

development and welfare or upliftment of the masses from rural areas/villages from the

selected districts of OIL operational areas. Oil India Limited, the founder promoter of the

society envisions equipping the rural societies with technological advancements which

would further help integrating the less developed communities with the comparatively

advanced mainstream. The activities of the Society have been running under the guidance

of a Board of Directors constituted of few Senior Officers of Oil India Limited, Agriculture

experts from Assam Agriculture University and few Local senior persons having interest in

the field of agriculture. Revolutionizing the rural economies, OIRDS aims at sustainable

growth pattern by the best possible utilization of the available resources, generating

avenues for effective employment nurturing the existing skills of people by providing

knowledge of science and technology, financial aid and other essential know-how.

OIRDS under the aegis of OIL India is engaged in two core areas namely- the Agriculture

Project & the Handicraft Training and Production Centre (HTPC). The society through its

two core focus areas is constantly engaged in introduction of modern technology in the

field of agriculture and imparting training in handicraft to the needy people of OIL’s

operational areas. The Agriculture Project started in the year 1991, introduced modern

methods of cultivation to generate large scale production and thus providing an opportunity

to the unemployed youths of the society. Whereas the HTPC was established in 1984 as

a Silver Jubilee Year Project of Oil India Limited training young girls/women from the OIL

operational areas in knitting, embroidery and weaving under the expert trainers making

constant efforts to generate self-employment opportunities and economic empowerment

of women.

a) Agriculture Project: Implementing agency: OIRDS, Oil India Rural Development Society (OIRDS) registered under Society Registration Act XXXI of 1860.

The primary objective of Agriculture Project is to introduce modern methods of cultivation to generate large scale production and thus providing an opportunity to the unemployment youths of the society to adopt agriculture as a means of earning livelihood and attaining economic empowerment. While doing so, maximum emphasis is given in extending in-field training by experts from Agriculture Department, Government of Assam & Assam Agriculture University for proper and adequate use of technology. To boost the encouragement of the farmers, OIRDS introduces high yielding paddy seeds specially collected from Regional Agriculture Research Centre, Titabor and organic manure to revitalize the paddy fields. The patterns of crops are mostly Sali & Rabi. In FY 2017-18, 16 nos. of new villages were adopted under Sali cultivation covering 3000 bighas and impacting 2053 nos. of farm families. On the other hand, 17 nos. of villages (16 nos. of villages under Rabi are similar to adopted villages under Sali. Only one has been added) were adopted under Rabi cultivation covering 1465 bighas and impacting 2153 nos. of farm families. Since 1991-92 till 2017-18, OIRDS has adopted 135 villages under various farmers’ collectives, covering around 21,427 (this year’s 2054 & 2153 has been added) farm families. Recently, OIL has also signed MoU with AAU to promote integrated farming in villages of OIL’s operational areas in Upper Assam. The following is the detailed break-up of adopted

MoU Signing between OIRDS and AAU for OIL’s CSR Project on “Augmentation of agriculture

through effective resource utilisation with participatory approach” needs few updation

Started in FY 2016-17, under the patronage of Oil India Limited, OIRDS for the first time has initiated a

three-year program with the objective to facilitate agriculture-centric livelihood and economic

empowerment options for rural people in operational areas of OIL. While developing economic activity

spreading linkage model among the farmers, the project through workshops and training will educate

farmers about conservation of resources for escalating farm income and build capacities in different

aspect of modern agriculture.

This project is being executed via large scale demonstration, training and other necessary extension

interventions including hands on training. The selected beneficiaries from OIL’s operational areas of

Dibrugarh and Tinsukia were provided custom designed training on the selected technologies in the first

phase of the project. Altogether 167 (One hundred sixty-seven) number of beneficiaries directly took part

in the project from six villages of Dibrugarh and Tinsukia district of Assam namely Kordoiguri (Khowang

area), Amguri Nepali Gaon (Tingrai area), Genichuk, Rohmoria, Hathkhola in greater Chabua area in FY

2016-17. The following table is a brief of activities carried out in FY 2017-18:

b) Handicraft Training and Production Centre (HTPC):

Implementing agency: OIRDS, Oil India Rural Development Society

(OIRDS) registered under Society Registration Act XXXI of 1860.

OIL’s Handicraft Training and Production Centre, located at Duliajan,

Assam has been imparting nine-month stipendiary training in Weaving,

Cutting & Tailoring, Embroidery & Knitting to young girls/women from

OIL operational areas. The students are selected through written test

and viva-voce. Post training assistance in the form of looms, sewing

machines, thread, etc. are provided to the women who successfully

complete their training at HTPC. In FY 2017-18, out of 42 candidates

enrolled, 32 nos. of women (14 in Weaving and 18 in cutting

Cutting/Tailoring, Embroidery & Knitting) have completed the eleven-

month stipendiary training in Weaving, Cutting & Tailoring and

Embroidery & Knitting at the Centre.

A monthly stipend of Rs. 1200/- is given to the students along with post

training assistance in the form of Fly Shuttle Handlooms along with

Design Making Machines to the students who have completed their

training in Weaving and USHA Sewing Machines to the students who

have completed their training in Cutting, Tailoring, Embroidery &

Knitting. Since, inception of the project more than 970 nos. of women

from OIL’s operational areas have been trained under the centre. The

course content of the trainings has been designed as per the recognized

ITI syllabus of Government of Assam in case of Knitting & Weaving and

USHA syllabus is followed in case of Cutting, Tailoring & Embroidery.

OIL Rupantar: Implementing agency: State Institute of Rural Development, Assam under the

Ministry of Panchayati Raj & Rural Development, Govt. of Assam.

OIL’s main producing areas are located in the three districts of Dibrugarh, Tinsukia and parts of

Newly formed Charaideo districts in Upper Assam. Today one of the main reasons of growing

social unrest in the primary agrarian region is the lack of employment avenues and lack of

adequate industrial growth. The growing unemployment problem has posed a serious threat to

OIL’s long term business goals. This is because OIL is one of the major industries in this part of

the Country, which is catering to the socio-economic development of the residents of its

operational areas. More and more unemployed youths expect OIL as the only source of

direct/indirect employment.

OIL being a responsible corporate citizen deeply committed to socio-economic development in its

areas of operation has collaborated with State Institute of Rural Development (SIRD) Assam, by

signing a Memorandum of Understanding (MoU) on September 8th 2003, with a common goal to

work towards the socio-economic development of people in the OIL’s operational areas. The joint

venture christened as Project “Rupantar” (meaning transformation) aspires to overcome

unemployment in the areas, mainly among the youth by means of taking up entrepreneurship

development programs (EDP), exploring self-employment opportunities in the primary, secondary

and tertiary sectors. The project strengthening the rural economy focuses on assisting Self Help

Groups/Joint Liability Groups for development of agro-based industries, diversification in

handloom products with special focus on Eri and Muga (world famous golden silks of Assam),

poultry farming, pig breeding, duck rearing, fishery, sericulture, organic farming, etc. along with a

Computer Centre thereby help the unemployed youths to find alternate employment providing a

scope for entrepreneurship. The marketing outlet ‘AASTHA’ at Duliajan has been satisfactorily

providing the requisite support to the marketing needs of the SHGs of OIL’s operational areas.

In continuation of the first, another MoU was signed on 8th September 2008 for a period of five

(05) years between OIL-SIRD to jointly work on the OIL sponsored special projects on self-

employment activities. In order to continue benefitting the local communities, Oil India Limited

(OIL) re-signed another significant MoU with State Institute of Rural Development, Assam (SIRD)

on 5th December 2014 at OIL, Duliajan.

a) Assistance to SHGs/JLGs: Since 2003, with infrastructural and other support from OIL,

SIRD has formed around 8500 Self Help Groups (SHGs)/Joint Liability Groups (JLGs).

However, since 2008, OIL has exclusively formed 2,850 SHGs/JLGs to which the

company has extended 50% subsidy, other financial and material inputs. The groups were

involved in self-employment ventures in order to economically support their respective

households. The beneficiaries of the Project are mainly unemployed rural people,

especially the farmers, women & youth with focus on Tea Garden areas. In FY 2017-18,

a total of 400 JLGs were formed consisting of around 1850 families who were involved in

self-employment ventures enabling them to generate additional income to support their

respective households. The following is a detailed break-up of economic activities carried

out under the project in FY 2017-18:

Computer Centre: Since 2004, SIRD is successfully implementing a computer education programme under OIL’s Project Rupantar in Duliajan. The Computer centre offers various short term courses (3-6 months) to students as well as other candidates at a subsidized rate of Rs 500.00 per month. Moreover, SIRD has been regularly imparting training on Information Education and Communication (IEC) and Panchayati Raj Institution (PRI), rural development etc. in FY 20-17-18, a total of 919 students were trained in courses such as Basic, DTP, Web Page Designing, Tally, C Language, C++, Java, Linux, Visual Basic

and Visual Basic Script.

OIL Jeevika: Implementing agency: Indian Institute of Entrepreneurship, Guwahati

Launched in 2016-17 fiscal and implemented by Indian Institute of Entrepreneurship (IIE), Guwhati, OIL Jeevika, a community-cluster based sustainable rural livelihood promotion project, is currently implemented in OIL’s operational villages of Arunachal Pradesh benefitting 400 households. The project aims at imparting skill development and up-gradation training to the targeted beneficiaries on beekeeping & honey processing, mustard, buckwheat & local pulse processing as well as providing handholding support to them for generation of alternate source of income and formation of self-sustaining livelihood clusters. In FY 2017-18, in terms of the project timeline, the project is a year old. All trainings have been completed under the economic activity of beekeeping and honey processing which included several classroom trainings by well-known resource persons having area expertise as well as the beneficiaries were taken for in-country visits to reputed institutions. The initial production of honey has already started flowing in with many successful case studies of the honey clusters. The 1st phase of distribution of bee colonies have been completed. Consultant has been engaged for preparation of DPR and SPV. On the other hand, the trainings of mustard, buckwheat & local pulse processing is under progress. The beneficiaries were being trained on

various food products made of Mustard, Buckwheat & Local Pulses along with packaging techniques and their marketing.

OIL Merit Scholarships and OIL Awards: Implementing agency: Oil India Ltd., Duliajan

Oil India Limited’s commitment to socio-economic development in its areas of operation encompasses Education as one of the most important areas

indispensable for the overall development of an individual and well-being of the society at large. As a measure, two separate categories of scholarships,

namely, the OIL Merit Scholarship Scheme and the OIL Awards (a special initiative) was instituted in the year 1997 and 2006 respectively to encourage

meritorious students from OIL operational areas. The OIL Merit Scholarship Scheme awards merit-based scholarships to students passing class Xth and

XIIth examinations under CBSE, ICSE, Assam State Boards and other State Boards where E&P activities are being carried out by OIL. On the other

hand, the OIL Awards honour all state rank- holders in HSLC & HSSLC from OIL operational areas of Assam.

The scholarships and awards go a long way in valuing education and its benefits. It motivates and encourages students to move ahead in life, achieve

their goals, and do well in their academics pursuing a bright career in future realizing their full potential in various ways. Apart from encouraging the

students the scholarships and the awards will also help enhance OIL’s brand image amongst the most impressionable age and the communities at large.

It also aspires to create batches of young people who would contribute towards the development of the nation as a whole.

Under a special gesture OIL also honors students with special abilities (Mrinaljyoti Rehabilitation Centre, Duliajan and Moran Blind School, Moran) and

needs most of who belong to BPL (Below Poverty Line) families since 2012. OIL believes that such a gesture will be of great support to the poor children

Project OIL Super 30:

Implementing agency: Centre for Social Responsibility and Leadership, New Delhi, an NGO with the

objective of working in the field of corporate social responsibility with special focus on education aiming

towards building a stronger ethical nation.

Started in July 2010 by entering into an MoU with CSRL, New Delhi, is an 11 months completely free

residential coaching for the meritorious students from the backward sections of the society hailing from

Assam, Arunachal Pradesh & Rajasthan. The basic concept of the program is to keep the students focused

and develop a result oriented approach in preparing for the JEE Mains, Advance & other Engineering

entrance examinations. The students are provided with free food, boarding and coaching for eleven

months starting from July to May (of each year).

Residential coaching is provided to underprivileged students at six centres of Guwahati, Jorhat, Dibrugarh,

Nagaon, Jodhpur and Itanagar with a capacity of 30 in each of the centres.

OIL Shikshya Ratna Puraskar:

Implementing agency: IETS, New Delhi

Oil India Limited introduced “OIL Shikshya Ratna Puraskar” for recognizing

the all-round contribution of the teaching fraternity from provincialised

schools and colleges from all over Assam. In FY 2017-18, 5 nos. of teachers

were ceremoniously awarded by Prof. Jagdish Mukhi, Hon’ble Governor of

Assam. Started in the year 2013, so far, 28 teachers had received the award

comprising Rs. 1.00 lakh in cheque and a silver salver each.

Project OIL Dikhya: Started in 2012-13, Project OIL Dikhya aimed at school level

interventions for students & teachers and adult education for elderly

implemented in OIL’s operational districts of Tinsukia, Dibrugarh &

Charaideo districts of Upper Assam.

a. Computer & Value added Education to schools:

Implementing agency: IETS, New Delhi and SIRD, Assam.

OIL Dikhya, is one of the most visible CSR project under which Computer

Education is imparted to the students of rural schools from OIL operational

districts of Tinsukia, Dibrugarh and Charaideo. As per OIL’s MoU with

Ministry of Petroleum and Natural Gas, Government of India, the project

was launched in the year 2012. Before implementing the project, a

baseline survey and need assessment study was carried out by a

specialized agency who had provided a list of areas. Since 2012-13 to

2017-18, Computer and value added education program is being

implemented in 30 schools (6 schools by SIRD & 24 schools by IETS) in

the districts of Dibrugarh, Tinsukia and Charaideo via mobile education

vans/buses to the students of class VI, VII and VIII. Since inception till FY

2017-18, the project has benefitted around 26,500 students. In FY 2017-

18, a total of 7,094 students of 30 schools were benefited.

b. Teacher Training to primary school teachers:

Implementing agency: IETS, New Delhi.

In FY 2017-18, training was provided to 152 primary school teachers

on innovative teaching methodologies. The program aims at

capacity building among the primary school teachers of OIL’s

operational areas of Tinsukia, Dibrugarh and Charaideo districts of

Upper Assam. Before the rollout of the program and as part of the

project deliverables, a training need analysis was carried out to

understand the specifics of the area and context and also to create

a module for proper delivery of the training to maximize learning and

teaching experiences. The Teacher training program focuses on

enhancing the characteristics of the teachers, teacher behavior

towards students affecting learning styles, learner achievement and

learner motivation. The program seeks to build on the existing

knowledge, skills and experiences of the teachers. The module is

positioned as an in-service training requirement in order to re-orient

teachers to their professional needs. Since FY 2013-14 to 2017-18,

a total of 754 primary school teachers were trained.

c. Life Skills education in Girl’s school:

Implementing agency: IETS, New Delhi.

Under Project Dikhya, Life skill education is being implemented in selected

schools in OIL operational areas of Upper Assam. In FY 2017-18, 6,850 girl

students were impacted under the program covering 75 schools in OIL

operational areas of Tinsukia, Dibrugarh & Charaideo districts. Under this

program, two level of life skill programs were delivered, they are Level I:

based on sports and Level II: life anchor. Both these levels are based on 16

session’s module focusing on the girl students. The broad objective of the

programme is all round personality development of the girl students thereby

helping them to become a good decision maker. The broad topics covered

under the programme were “Rapport Building”, “Hygiene”, “Environment”,

“Gender”, “Financial literacy” etc. Since FY 2014-15, a total of 23,634 girls of

classes VII and VIII were impacted.

d. Adding Dimension program in 30 schools

Implementing agency: IETS, New Delhi.

Started in FY 2016-17, Adding Dimensions’ comprised of interactive learning

interventions which illustrated concepts from the curriculum, in English,

Maths and Science to make learning real, interactive and fun. Adding

Dimensions also aimed at improving creativity / thinking skills and

sensitization in life skills though interventions focused on health & hygiene,

self-expression, optical illusions, games, etc. were implemented in 30

schools.

Adding Dimensions as a concept enabled the students and teachers to

interact with the environment, where the physical spaces of the classrooms

were redefined which were used as teaching aids. The teachers were

sensitized on usage of the concepts illustrated through the physical

infrastructure through training and capacity building initiatives. Thus, Adding

Dimensions is an end to end solution aimed at a seamless integration of

design and educational processes to impact learning outcomes. The activity

of fabricating the classrooms with interesting teaching-learning aids carried

out in 30 schools under OIL operational areas benefitted 6,957 students.

e. Financial Literacy Program for Community in 24 locations,

Implementing agency: IETS, New Delhi.

Started in 2017-18, the Financial Literacy Program also popularly known as

“Money Vidya”, is a one-day training program which has targeted people of the

rural areas in 24 locations of OIL’s operational districts of Upper Assam. In

order to impart the training, post school hours and post completion of the

computer education sessions for students in schools, the computer buses

were used as a mobile facilitation center for providing value added services to

the Community for sensitizing them on financial planning and adopting sound

financial management practices. With the growing importance of digitization in

financial transactions, some of the topics covered were, financial planning to

meet future expenses (expenses = earnings minus savings), importance of

starting to invest early, investment options (FDs, RDs, SIP, Equity, NSC, KVP,

etc.), insurance (term, life, health), importance of loan repayment, formal credit

sources Vs. unorganised credit market, banking facilities on credit, avoiding

debt trap by moneylenders, how to open a bank account and various cashless

methods to manage finances (like mobile banking products, e-wallets, internet

banking and other offline options – cheque, DD, PDCs, etc. Under the

program, a total 4,800 persons were covered (200 persons on an average in

each of the 24 locations).

f. Supplementary Education Program in 30 schools, Implementing

agency: IETS, New Delhi.

Started in FY 2017-18, under this program, trained supplementary teachers in

English, Maths and Science for classes VI to VIII were provided to 30 government

schools in OIL’s operational districts of Upper Assam. It was found that in many

schools the ratio between the number of teachers vis-à-vis total number of students

in each of the classes were skewed. As such, the teachers could not provide the

due attention needed for each and every child leading to a gap in teaching and

learning. Moreover, many schools also did not have teachers mainly in the subjects

of English, Maths and Science. The program aimed at supporting the existing

teaching staff of the schools by providing qualified teachers trained in theoretical

and practical understanding of education, classroom management, subject

pedagogy & evaluation. The teaching methodologies involved provision and

integration of Blended teaching resources and methods: (i) Activity based learning

and use of interactive learning kits in Maths, Science & English (ii) Innovative

application of the BALA (Building as Learning Aid) Concept for an interactive

environment (use of adding dimension where the physical spaces of the classrooms

were converted into interactive learning teaching tools) (iii) use of multi media and

technology (K-Yan & K-Class) to ensure greater teaching effectiveness and student

learning abilities. The program was much appreciated by schools which benefitted

a total of 6,580 students of classes VI, VII and VIII.

g. Adult Education in 30 locations: Implementing agency: SIRD, Assam.

On the other hand, launched in 2012-13, adult education classes are conducted in

30 areas targeting illiterate and semi-literate people of the rural and tea Garden

areas. In FY 2017-18, 1,500 nos. of adults were provided education classes from

OIL’s operational areas of Tinsukia, Dibrugarh and Charaideo districts. Since 2012-

13, 5700 adults have been benefitted. The course module is designed based on the

government of Assam approved textbooks of Sarva Shikshya Abhiyan. Apart from

the regular course, sessions on other important issues like women empowerment,

health, hygiene, sanitation, awareness on available government schemes, child

rearing, etc. are also taught to the elderly participants.

Assistance to schools & colleges:

OIL has been committed to socio-economic development in its areas of

operation encompassing education as one of the most important areas

indispensable for the overall development of an individual and well-

being of the society at large. In FY 2017-18, OIL had provided financial

assistance to various educational institutions towards enhancement of

infrastructure & value of education in OIL's operational areas, namely

towards construction of 09 nos. of classrooms in rural schools,

boundary wall cum fencing covering 8065.09 Mtrs in 45 schools, 01 no.

of cycle stand, provided 02 nos. of computers to Duliajan Junior College

at Duliajan and developed 5 nos. of school playgrounds.

Career Counselling & Guidance:

In FY 2017-18, title sponsored by Oil India Ltd., and implemented by

the Assam Tribune Group, Edufair, an annual event of career

counselling and guidance was organized at Guwahati, Shillong, Silchar

& Dibrugarh. The event is one of largest and prestigious educational

events of North East India wherein several reputed institutions affiliated

to government bodies and universities from across the country

participate with over 10,000 students/parents at all the locations taken

together. The fair provides excellent opportunity to the students to learn

innovative career options along with interaction with reputed institutions

with valid recognition/affiliation to government/universities under one

roof. The most important features of the fair are the career guidance

workshops including a psychometric test, information on educational

institutions, admission procedures, fees structure, educational loans,

etc.

Assistance towards Setting up of E-Learning

facility at Directorate of Open and Distance

Learning (DODL), Dibrugarh University:

In FY 2017-18, OIL had agreed to provide financial

assistance of Rs. 22.90 lakh towards setting up of an E-

Learning facility at Directorate of Open and Distance

Learning (DODL), Dibrugarh University. The main

objective of DODL is to take Higher Education to the

doorsteps of the learners and impart excellent education.

The target learners will not only be from the rural or

interior areas of Upper Assam but also learners from

other developing states in India. The e-learning facility will

benefit students from poor economic background/Drop

out students / Regular Students/Employed /

Unemployed/House wives/ etc.

The E-Learning lab will conduct Vocational, Certificate,

Diploma, UG & PG programs through an Electronic

Learning Management System and usage of internet/CDs

(if there is no internet connection) etc. Various courses

like post graduate courses, certificate and diploma

courses will be offered in subjects like Assamese,

English, Education, Sociology, Economics, Mathematics,

Political Science and Commerce. With the introduction of

E-Learning Lab, DODL will be able to provide full lectures

online as well as offline for the aforesaid programs.

Further, new diploma, certificate, vocational and PG

Diploma courses shall be introduced benefitting a large

number of students.

OIL’s thrust on placement linked skill and capacity building is in view of the large number of unemployed youth in OIL’s operational areas, emphasis

on skill building by Govt. of India and the demand of skilled manpower in various industrial and service sectors.

The project was launched in Dec 2013-14 fiscal for providing sustainable employment opportunities to the unemployed youths from OIL’s operational

areas through various industry relevant placement linked skill and capacity building programs. The project is implemented through signing of MoUs

with IL&FS Education & Technology Services (New Delhi), Construction Industry Development Council (New Delhi), Indian Institute of

Entrepreneurship (Guwahati), Pragati Edutech (Guwahati), Gyanjyoti Foundation (Guwahati), Gram Tarang (Guwahati) and Downtown Charitable

Trust (Guwahati). A number of short-term courses/trades were offered under the project like construction industry trades (plumbing, masonry,

carpentry, welding, etc.) housekeeping & hospitality, food & beverages, sewing machine operator, electrician, BPO/Voice calling, general duty

assistant, etc. certified by NSDC, Govt. of India.

Initially, the project was implemented in OIL’s operational districts of Upper Assam namely, Tinsukia, Dibrugarh and Charaideo. However, in the

recent past, in view of successful completion of training and placement targets as well as for benefitting the large number of unemployed youths

from rest of Assam and Arunachal Pradesh. Since last two years, the project has been extended to other districts of Assam like Sivasagar, Jorhat,

Golaghat, Karbi-Anglong, Lakhimpur, Kamrup, Dhemaji, Udalguri, Baksa, Bongaigaon, Sonitpur, Majuli, Nagaon, Morigaon, Darrang, Barpeta,

Chirang, Kokrajhar, Biswanath, Nalbari, Goalpara and Dhubri as well Namsai and Changlang districts of Arunachal Pradesh.

Since 2013-14, Project OIL Swabalamban had trained 11,680 and placed 9,171 candidates from various parts of Assam with maximum number of

candidates from OIL’s operational areas of Upper Assam. In FY 2017-18, the trades offered were Food & Beverages, Electrician, General Duty

Assistant, Industrial Sewing, House Keeping & Hospitality, BPO and Industrial Fitter. The placement target given to all implementing agencies was

70% of the total trained.

General Nursing Midwifery (GNM) training: Implementing agency:

Oil India Hospital, Duliajan

Established in 1991, the nursing school in OIL Hospital Duliajan conducts 3

years General Nursing Midwifery (GNM) training courses which is

recognized by the Directorate of Medical Education, Government of Assam.

The annual intake is 20 (Twenty) young women, out of which one vacancy

each is reserved for SC and ST candidate. Stipend is paid to the students

in addition to limited hostel accommodation, uniform and protective clothing.

The target sector for post training employment is Government, semi-

government and private. Since inception around 300 women have

successfully completed the training. In last two years, 60 new students (30

in each year) were given admissions and trained under the ongoing 3-year

course.

Sports

Rural Sports: Implementing agency: Youth clubs OIL conducts rural sports in the OIL’s operational villages to promote games and sports among the youth and school students with prime focus on promotion of athletics. OIL’s endeavour to promote rural sports was initiated in the year 2001 which provided a platform and encouraged the budding talents to participate at the village level and eventually represent at the district / state levels. There are several examples of young sports persons from villages of OIL’s operational areas participating in such forums. Rural Sports as a CSR initiative apart from providing a platform and motivating the budding talents from the rural parts of OIL’s operational areas play the role of uniting the communities, mobilize, inspire and instil responsible behaviour among the children and youth. OIL’s contribution & collaboration with the social groups, district administration and sports bodies, has helped in making rural sports as one of the most popular sports event in the rural areas creating social advantage. By and large the community engagement in organizing the sports event has played the most important role in relationship development between Oil India and the people of its operational areas.

Building Social Assets

The Company has invested heavily in developing rural infrastructure to bring about all round development of the region. Over the years the company has built over 2000 kilometres of roads to facilitate and improve basic communication. OIL has constructed many Public Stages, Auditoriums, Libraries, Lecture Halls, Computer Centres, roadside waiting sheds, upgraded & developed rural hospitals, rural schools & institutes of higher education in various OIL operational districts of North East India. In the FY 2017-18 about 203.189 Kms of rural roads and 56 Nos. of Culvert has been sanctioned and construction works going on. In addition, 3 Nos of Community Auditoriums and 7 Nos. of Waiting Sheds were sanctioned and construction of the same are under progress.

Project OIL Urja- a project on Clean Energy

Implementing agency: Indian Institute of Entrepreneurship, Guwahati in association with

ICCO (Guwahati) and North East Agency Pvt. Ltd. (Guwahati).

Started in 2016-17 fiscal, keeping in view the need to create a safer environment for the

people at large, the project aims at reducing carbon emissions through the use of renewable

energy and prevention of indoor air pollution for communities of OIL’s operational areas.

The project has two components namely distribution of Fuel-Efficient Chullahs (Cook

Stoves) with Chimney and Solar Solutions.

Fuel Efficient Chullahs with Chimney: In FY 2017-18, 3,000 nos. of fuel efficient cook

stoves with Chimneys were constructed in 6 nos. of tea gardens belonging to OIL’s

operational areas of Tinsukia and Dibrugarh districts. It is believed that in rural areas, it is

mostly the womenfolk who take the responsibility of cooking for her family and spends

maximum time of the day in doing the same. As such cooking in traditional cook stoves

require more firewood and hence emit a lot of smoke thereby leading to indoor air pollution.

Therefore, the fuel efficient cook stoves were able to:

Reduce indoor air pollution helping to achieve the millennium

development goals MDG4); (reduce child mortality) and MDG 5 (improve

maternal health).

Help women in reducing the physical labour as well as drudgery of

collecting fire wood by increasing gender equality (MDG 3) and getting

more spare time to involve themselves in other productive activity.

Reduce quantity of fuel/firewood consumption reducing the pressure on

natural forest resources.

Keeping in view Sustainability of the Project, a pool of Fuel efficient chullah cum chimney entrepreneurs were created from interested unemployed youths who were trained and provided with the technology of construction of fuel efficient chullahs with chimney right from the initiation of the project. These individuals will handle and do the job of refortification and installation of minor repairs and breakages. Thus, even after the project ends certain activities such after installation service will be done by this pool of entrepreneurs at the doorstep. Currently 20 youths from 6 tea gardens have successfully completed the Entrepreneurship Training Programme focusing on areas ranging from Personality Development, Communication Skill, Sales Promotion & Marketing, Entrepreneurship Development (How to Start a Business/ Concept Development/BP), Backward/Forward Linkages to Vendors/ Suppliers/Market, Banking Services -Basics of Accounting, Various Govt. Schemes/ Microfinance for Youth Entrepreneurship.

Solar Solutions Further, mobilization towards distribution of Clean Cooking & Lighting Solution under Happy Home Package in alignment with MNRE (Ministry of New & Renewable Energy, Govt. Of India) has already started in 3 villages of Upper Assam (namely, Mirigaon, Gereki, Gereki Nepali) and 23 nos. of Anti-Poaching Camps in Forest areas of Dibru Saikhowa National Park where accessibility to electricity is poor or negligible targeting 400 households in a span of 2 years. The MNRE Happy Home Package shall include three components, (i) Solar energy lanterns: Rechargeable LED portable lamps (by small solar panel) battery (ii)Solar home systems which are an affordable solution for multi-energy needs of rural households. These systems can power multiple LED lights, mobile recharging, and other small home appliances through a battery that can be recharged using solar photovoltaic panels (iii) Improved biomass cook stoves. Abling Differently-Abled

Project OIL Sakshyam

Implementing agencies: Mrinaljyoti Rehabilitation Centre, Duliajan and Moran Blind School, Moran

OIL has ventured into the noblest areas of welfare under CSR by extending need based support to the communities of physically challenged. Every

year as a special gesture under the OIL Merit Scholarship Scheme, OIL provides scholarship in the form of monetary support to students with

disabilities and special needs, studying in two special schools of Mrinaljyoti Rehabilitation Centre and Moran Blind School. The two schools visibly

located in the OIL’s operational areas of Upper Assam in Duliajan and Moran respectively cater to students not only from Upper Assam but also

from far flung areas of North East. Apart from monetary support as a special initiative, Head of Fields’ OIL, Duliajan also handed over a Maruti Eco

Van to Mrinaljyoti Rehabilitation Centre, Duliajan which has been helping the students to travel from their homes to the Centre, free of cost. OIL

believes that such gestures can be great moral boosters to these special children and for the society at large.

However, OIL has visualized that in the long run for sustainable growth and empowerment of this special section of the society much needs to be

done apart from supporting them on piecemeal basis. Hence, after several visits by the officials of OIL and brainstorming sessions with the

management of the two schools, the ambitious initiative called “Project Sakhyam” was conceptualized referring to sustainable “empowerment”. The

Project was initiated with the prime objective of catering to the needs of Mrinaljyoti Rehabilitation Centre (Duliajan) and Moran Blind School-J.A.A.B.

(Moran) whether in terms of infrastructure development, running costs or any special project which will act as a support base for enabling the

students as productive and independent citizens of the mainstream.

In the last two years, financial assistance was provided to the students of both the schools in the form of annual scholarships. At the same time,

financial assistance was provided to Mrinaljyoti Rehabilitation Centre, Duliajan for construction of a shelter home for girls (one time), procurement

of a diesel generator set (one time) and annual grant (in each year) for extension of services of the Centre. Similarly, Moran Blind School, Moran

was provided annual grant for incurring the running cost of the school (in each year).

Heritage, Art & Culture

Renovation & Preservation of Berry White Medical School in Dibrugarh

Dr. John Berry White Medical School”, Graham Bazar, Dibrugarh is located in OIL’s prime operational district of Dibrugarh. Currently known as

Assam Medical College, “Berry White Medical School” was established by Dr. John Berry White, a British philanthropist and retired brigadier of

British Army way back in the year 1900. The first medical school in Northeastern India, the school heralded the beginning of Allopathic Medical

Education by conferring LMP Diploma in old undivided Assam. Presently, Assam Medical College is the tertiary medical referral Centre for upper

Assam and areas in neighboring states, including Arunachal Pradesh. However, despite its glorious past, the building of Dr. John Berry White

Medical School is in a dilapidated condition and required urgent restoration so that the building can be preserved as heritage site for the future

generation as well as to preserve the pioneering works of Dr. John Berry White in the field of medical education in Assam. As such, In FY 2017-

18, OIL, District Commissioner (Dibrugarh) and INTACH, New Delhi had entered into tripartite partnership to achieve the objective of preserving,

restoring and renovating the cherished heritage of John Berry White Medical School. OIL has agreed for a financial assistance of Rs. 2.01 crore

(Rupees Two Crores One Lakh), out of which Rs. 1.00 crore has been already paid in FY 2017-18. INTACH, New Delhi will implement the

project as an expert technical partner as per the advice of Deputy Commissioner, Dibrugarh.

Contribution towards promotion of local art & culture In FY 2017-18, OIL had contributed towards several events promoting and preserving local art, culture and heritage of Upper Assam while facilitating their expression in varied socio-cultural forms like dance, music, drama, theatre, art & craft, literary groups and other local traditions.

SWACHH BHARAT ABHIYAN

Swachh Bharat Pakhwada 2017-18" at community level

As part of the guidelines received from Ministry of Petroleum & Natural Gas, Govt. of India to organize

“Swachh Bharat Pakhwada” from 16th to 31st July 2017 under Swachh Bharat Mission, Public Affairs

Department of Oil India Limited at Field Headquarters had organized awareness and various

activities to promote cleanliness at the community level amongst the beneficiaries of OIL’s CSR.

Under the said timeline of “Swachh Bharat Pakhwada”, every day various activities are organized to

create community/citizen awareness on clean and hygienic India with special focus on young and

elderly of OIL’s operational areas.

The program consisted of day-long plan of action which focussed on the students of schools under

the “Computer Education program” and elderly beneficiaries under “Adult Education program” of

Project OIL Dikhya located in OIL’s operational areas of Tinsukia, Dibrugarh and parts of Charaideo

districts and students belonging to OIL’s operational areas of Project OIL Swabalamban at our skill

training institutes located at Guwahati.

Within the time line of Swachh Bharat Pakhwada, we have also planned to carry out similar activities

amongst the students of Computer Centre, Beautician and Pattern Making courses under Project

Rupantar and the students of Handicraft Training and Production Centre at Tipling, Duliajan the

photographs of which will be soon circulated.

As a part of the program, following activities were carried out:

a) Pledge (as was received from the concerned Ministry) taking ceremony

b) Documentary film shows on” Hygiene & Sanitation" in skill training institutes

c) Outdoor activity on “Clean your campus” in schools, locations and skill institutes

d) Tree plantation in adult education locations

e) Session with the students, teachers and elderly beneficiaries on topics of general

cleanliness such as “clean your school”/“clean your community”/”clean your

neighbourhood”, “benefits of cleanliness on health & hygiene”, “importance of

attitude change”

f) A special session on OIL’s social responsibility of carrying out such a program and

our vision of ushering in a clean & responsible India with special focus on OIL’s

operational areas.

The aforementioned activities were carried out so that the targeted beneficiaries can become torch

bearers or active agents of change thereby contributing towards Prime Minister’s Swachh Bharat

Mission while spreading the zeal of clean India in the society.

Open Defecation Free Project: Dibrugarh District

To accelerate the efforts to achieve universal sanitation coverage and to put focus on sanitation, the Prime Minister of India, Shri Narendra

Modi, launched the Swachh Bharat Mission on 2nd October, 2014. Having a shared ideology of Swachh Bharat Mission towards a Clean and

Healthy India, Oil India Limited has signed an MoU dated 10th January’2018 with The District Water and Sanitation Committee, Dibrugarh,

Govt. of Assam at the office of The Deputy Commissioner, Dibrugarh District to provide financial assistance to construct 1500 Individual

House Hold Latrine (IHHL) with an aim to achieve 100% Open Defecation Free status of Dibrugarh District under Swachh Bharat Mission

(Gramin).

Oil India Limited has agreed to fund an amount of Rs 1,80,00,000.00 (One Crore Eighty Lacs) only, towards construction of 1500 IHHL which

will be executed and monitored by The District Water and Sanitation Committee, Dibrugarh, Govt. of Assam.

The project was completed in FY 2017-18 and as per MoU, Oil India Limited has already disbursed the agreed amount of Rs 1,80,00,000.00

(One Crore Eighty Lacs) to The Office of Deputy Commissioner, Dibrugarh District.

Swachh Bharat: Swachh Vidyalaya Abhiyan

Swachh Bharat: Swachh Vidyalaya is the national campaign driving ‘Clean India: Clean Schools’. A key feature of the campaign is to ensure

that every school in India has a set of functioning and well maintained water, sanitation and hygiene facilities. Water, sanitation and hygiene

in schools refers to a combination of technical and human development components that are necessary to produce a healthy school

environment and to develop or support appropriate health and hygiene behaviours.

Under Swachh Bharat: Swachh Vidyalaya Abhiyan, Oil India Limited has provided financial assistance for construction of 1471 school toilets

in different districts of Assam during FY 2014-15. Presently Oil India Limited had agreed to provide financial support for maintenance of the

constructed school toilets against which Completion Certificate is received from District Authority. During FY 2017-18 an amount of Rs

1,07,03,552.00 (One Crore Seven Lacs Three Thousand Five Hundred and Fifty-Two) only was disbursed to concerned authority against

maintenance of school toilets under Swachh Bharat: Swachh Vidyalaya Abhiyan.

Development and Beautification of Tinsukia Town under CSR fund

Hon’ble Chief Minister of Assam had proposed Oil India Limited for providing financial assistance towards Development and Beautification

of Tinsukia Town and accordingly competent authority of Oil India Limited has agreed for financial support under CSR initiative for the

following projects:

1.0 Phase wise development & beautification of ‘Morut Nandan Kanon – Na Pukhuri Park’.

Total project cost: Rs 4.40 Cr.

2.0 Phase wise development & beautification of overbridge at Chirapatty.

Total project cost: Rs 1.00 Cr.

Oil India Limited was earmarked for a payment of Rs 1.70 Cr. out of total Rs 5.40 Cr for FY-2017-18. Presently the DPR has been prepared

and is under scrutiny stage.

OIL News: Publication of OIL News, the in-house Journal covering all major activities of the Company, aimed at bringing about awareness, understanding and creating a mutual platform for all employees to interact and share relevant and up to date information about the Company. A total of 3 issues were published. A new informative section called Know Your Company was introduced to enable readers understand basic functionalities within the Company OIL Kiran: OIL Kiran is a bi annually Hindi house journal of OIL published by Hindi section of PA Deptt. The journal acts as an official language promotional tool and also provides platform to officer and employees to showcase their literary flair in Hindi. 2 issues of the journal were published. Calendar: The general wall calendar was printed and delivered to all spheres of OIL on time. Diary: The OIL Diary 2018 was published and delivered on time. Pragati: 4 issues of quarterly E Bulletin on CSR ‘Pragati’ were published. The readers actively participated in the Bulletin Contest that reflects their growing understanding about Corporate Social Responsibility.

Relevant Effective Press Releases and briefings were made available to the

media, as and when required to inform and update the general public about the

activities both at the corporate level and at the fields HQ. Moreover, the department

organised press meets and maintained constant interaction and liaison with Media

to ensure that OIL’s achievements and image is projected in good light.

Airport Advertising: Significant initiatives have been taken in order to develop the

brand image of OIL in Upper Assam and at strategic locations in Guwahati and

Dibrugarh. Airport hoardings being an effective tool of brand promotion highlighting

OIL’s contribution towards the economy and development of the state were put up

at strategic locations in Dibrugarh and Guwahati Airport.

CSR Coffee Table Book: OIL’s CSR Coffee Table Book “OIL- Technology with a

Human face” was ceremoniously released on 8th December, 2017 at Guwahati by

Hon’ble CM of Assam, in presence of Hon’ble Union Minister, MoPNG and other

dignitaries. The bilingual (English & Hindi) book presents the reader the story of

OIL’s CSR with focus on the major CSR initiatives in recent years, important short

case studies of project beneficiaries with creative as well as relevant photographs

that best reflects the diverse aspects of OIL’s CSR. The editorial team comprised

of Shri Tridiv Hazarika as editor along with Mrs Nayana Madhu Dutta and Shri

Jayant Bormudoi as associate editors and Dr. Shailesh Tripathi as assistant editor

from Public Affairs Department. Shri Pranjit Deka, Shri Dilip Kumar Bhuyan and

Ms Deepshikha Deka were the advisors to the Editorial team.

Advertisement (NITs/tenders/Notices): All press advertisements related to recruitment, tender, contracts,

materials procurement etc. were handled by the department in a cost-effective manner and a new policy for

the same has also been adopted keeping in perspective Media outreach and brand building. In the year 2017-

18, a total number of 129 advertisements were published in the local and national dailies. The advertisements

were published in a total of 6 Assamese Newspapers, 17 English newspapers and 5 Hindi newspapers.

Tracking of Articles/News/Advertisements/ NITs/Tenders/Notices: PA Department everyday uninterruptedly

tracks down the news related to OIL and oil & gas sector /advertisements/NITs etc published in various local

and national dailies. These are then widely circulated every morning to key persons in the Company and also

filed properly for future reference. In the year 2017-18 approximately 914 nos. of news were tracked and

archived.

Photography and Video: Photographs of OIL’s Operations in North East were taken to update the collection of

photographs, which were extensively used in exhibitions and publications. In order to cover Company events

organised by various departments at FHQ, PA department has engaged a third party vendor to execute the

job apart from Department’s in-house photographer. PA Department has provided uninterrupted service of

covering these important events throughout the year. The hard copies of the photograph are sent to respective

departments for record. PA Department also keeps an archive of all the photographs in hard and soft copy. In

the year 2017-18, a total of 12,723 nos. of photographs were printed and a total of 11 events were

videographed.

Press Releases: The PA department has published

more than 22 (twenty-two) press releases in the year

2017-18 pertaining to various events organised in the

Company. The news about the various events of the

Company was well covered by the local and national

print as well as electronic media.

Press Meet: The PA team was actively involved in

various fronts during the 58th Annual General Meeting.

The team was involved in preparing hoardings,

banners, brochures, CMD’s AGM speech booklet and

press kit. The team also successfully organised the

Exhibition: PA Department was actively involved in various exhibitions in the FY 2017-

18. The departmental under Corporate Communication provided necessary support in

designing of stall, brochure and translites.

1. World Petroleum Congress: Istanbul, Turkey hosted the 22nd World Petroleum

Congress on 9 - 13 July 2017 in Istanbul. OIL along with other Oil & Gas

companies had put up the India Pavillion at the exhibition centre. The India

Pavilion was set up under the aegis of the Ministry of Petroleum & Natural Gas.

The design of the India Pavilion evoked the national bird, the peacock, and was

centred around the theme “A billion people… a billion opportunities”. The vast

open design of the India pavilion had a very welcoming appeal that invited

foreign investors to invest in the hydrocarbon sector in India. Built on an area

of more than 2000 sqft, the exhibit consisted of kiosks representing ONGC,

OIL, GAIL, HPCL, BPCL, IOCL, EIL, DGH and Invest India.

2. SPG Jaipur 2017: The 12th Conference & Exposition of Society of Petroleum

Geophysicist (SPG) was held from 17th to 19th November, 2017 at Jaipur.

During this event, no. of technical sessions, International Exhibition and

pre/post conference courses were organized by SPG-India. OIL being the

Titanium sponsor of the event had put an exhibition stall and showcased its

strengths & capabilities.

3. CSR Exhibition: OIL had put up an exhibition on OIL’s CSR projects with special

focus on Project Rupantar during the commemorative function celebrating

OIL’s 60 years on 19th March 2018 at Bihutoli. The exhibition inaugurated by

Hon’ble CM, Assam in presence of other dignitaries displayed OIL’s CSR

Projects and programs and products produced by the beneficiaries of the

various CSR projects.

4. CSR fair: The Department of Public Enterprises, Ministry of Heavy Industries &

Public Enterprises, Govt of India, organised a three day CSR Fair from 4th to

6th May 2017 at Pragati Maidan, New Delhi. OIL had put up a stall at the 3-day

fair and the same was inaugurated by Hon’ble Minister of State for Heavy

Industries & Public Enterprises, Shri Anant G Geete. The OIL Stall at CSR Fair

witnessed the attendance of distinguished guests from the Petroleum Industry.

6. Naya Bharat Hum Karke Rahenge: OIL was entrusted with the

responsibility of organising an Exhibition cum Seminar on

Parliamentary democracy by Ministry of Parliamentary Affairs, Govt.

of India in the state capitals of Meghalaya, Itanagar and Mizoram. PA

department, FHQ successfully organised the exhibition at Itanagar &

5. Sabka Saath Sabka Vikas: Sabka Saath Sabka Vikas Sammelan, 2017

was held very successfully at Dhemaji College Ground, Dhemaji, Assam

on 17.06.2017 from 11:30 a.m. to 01.00 p.m. to highlight the diverse

achievements of last 3 years of the Central Government as well as

highlight development schemes initiated by the Central Government to

the general public. The event was successfully organised by PA Deptt

OIL, FHQ.

MoU between TRTC and SDI at PHQ Guwahati: A Memorandum of Understanding between Tool Room Training Centre (TRTC) operating under MSME and Skill Development Institute (SDI) managed by Oil India Limited was signed on 15th May at Pipeline Headquarters Guwahati. A newly constructed ITI building at North Guwahati has already been handed over to SDI to commence its Operations. The Institute has hostel facilities for both male and female trainees. The Institute proposes to train around 200 unemployed youth annually in three major trades such as Welding, Electrician, Plumbing etc. In future, more trades will be added depending upon the employability factor. MoU between OIL and Department of Tourism, Govt of Assam to clean Kamakhya temple as a Swachh Iconic Place under Swachh Bharat Mission: An MOU was signed between Oil India Limited and Department of Tourism, Govt of Assam, for Development and Maintenance of Kamakhya Temple. As per the terms of this MOU, OIL shall offer Financial Assistance of Rs 25 Crores to Tourism Department, for the development and maintenance of Infrastructural facilities at Kamakhya Temple as a Swachh Iconic Place under Swachh Bharat Mission. The work shall be carried out within a span of three years and after that, for the next two years, Maintenance of the facilities will be covered. The jobs will be executed by Assam Public Works Department (APWD). OIL launches Agriculture Project “Augmentation of Agriculture through Efficient Resource Utilisation with Participatory Approach”: As part of its CSR, under Oil India Rural Development Society (OIRDS), the Launch Ceremony of “Augmentation of Agriculture through Efficient Resource Utilisation with Participatory Approach” was organised on 4th June 2017 at Hatkhula, Chabua. Earlier OIRDS & AAU, Jorhat had signed an MoU for Augmentation of Agriculture in OIL's operational areas for better agricultural yield providing sustainable livelihood and self-employment thereby enhancing socio economic empowerment in the region.

OIL donates Rs 7 lakhs to Assam Sahitya Sabha: Oil India Limited donated an amount of Rupees Seven Lakhs to Assam Sahitya Sabha to install three bronze renowned stalwarts of Assamese Literature at the Central Office of Assam Sahitya Sabha at Jorhat. The three litterateurs are Padmanath Gohain Baruah, Sarat Chandra Goswami and Maheswar Neog (all deceased). OIL signs MoU with Guwahati university for Shreemanta Shankardev Fellowship: A Memorandum of Understanding (MOU) was signed between Oil India Limited and Guwahati University(GU) on 20th June 2017 to renew the Shreemanta Shankardev Fellowship with fresh terms and Conditions. Shreemanta Shankardev Fellowship for comparative studies of Hindi & Assamese Literature was set up by Oil India Limited in Gauhati University on 2nd May, 2003, with the object of giving broader readership to Assamese Literature and to establish close relationship between the regional and national language. Earlier this fellowship has been awarded to one selected research fellow for a period of 3 (three) years. The earlier amount given to the scholar was Rs 8000/ per month. Now, as per UGC norms, the periodicity and amount of this fellowship has been increased. As per the fresh terms, One Fellowship will be awarded every year for a period of five years. The enhanced amount will be Rs 16000/ per month for the first two years and Rs 18000/ per month for the remaining three years. In addition, 10% House Rent Allowance will be paid. OIL Super 30 achieves success Under OIL Super 30, 99 students have cracked the JEE Advanced 2017. OIL Super 30, which is one of the flagship CSR projects of Oil India Limited under Education sector, witnessed 99 out of 147 students in the 2016 batch clear the most prestigious IIT-Advanced entrance examination in the country. Press Conferences were organised to declare the success of the Project.

OIL signs MOU with CSRL with Centre for its CSR Project ‘OIL Super 30’: Oil India Limited signed a Memorandum of Understanding with Centre for Social Responsibility & Leadership (CSRL), a New Delhi based NGO, for renewal of contract for OIL’s Corporate Social Responsibility (CSR) Project – OIL Super 30 for two academic sessions-2017-18 & 2018-19, for the existing OIL SUPER 30 centres at GUWAHATI, JORHAT & DIBRUGARH in Assam, JODHPUR in Rajasthan and ITANAGAR in Arunachal Pradesh, and for opening a new centre at Nagaon, Assam. New OIL Super 30 Centre inaugurated at Nowgaon: The sixth OIL Super 30 centre was inaugurated on 8th September at Nowgaon. The Hon’ble Minister of State for Railways, Shri Rajen Gohain , who was the Chief Guest, inaugurated the centre in a solemn and dignified function at Nowgaon. The centre is situated on the outskirts of Nowgaon, on the old AT Road, at Bhotaigaon, near Jorhat bypass. The Super 30 centres are managed by Centre for Social Responsibility and Learning (CSRL), a renowned NGO which manages around 12 Super 30 centres, funded totally by Corporates, across the country. Post training assistance to beneficiers under HTPC: As a part of the ongoing CSR Project under Oil India Rural Development Society (OIRDS), trainees of Handicraft Training & Production Centre (HTPC) were provided with post training assistance at a ceremonious event held at HTPC complex, Duliajan on 15th September, 2017. Post training assistance like sewing machine, fly shuttle handloom sets and weaving & embroidery accessories along with certificate were handed over to successfully passed out trainees for the year 2016-17 to encourage them for self-employment

Foundation stone of Kamakhya Temple Development Project laid: Hon’ble Chief Minister of Assam, Shri Sarbananda Sonowal and Hon’ble Minister of Petroleum & Natural Gas and Skill Development and Enterprise, Shri Dharmendra Pradhan laid the Foundation Stone of Kamakhya Development Project, a Swacch Iconic Place under Swacch Bharat Abhiyan, a CSR initiative of Oil India Limited. Swachh Iconic Place is a special initiative of the Govt. of India to improve special pilgrimage sites in the country in terms of infrastructure, cleanliness & beauty, with special care and accessibility to the visiting public. Oil India Limited has been entrusted with the development of Kamakhya Temple Complex. For this OIL has committed to offer financial assistance of Rs 25 crores over a period of 5 years. Ten Projects have been earmarked:

1. Development of children’s park 2. Beautification of Chandravati pond 3. Development of Police outpost and Hospital 4. Development of parking and information centre 5. Beautification of entry point 6. Development of additional parking area at three spots 7. Development of alternative road connecting Bagala Mandir with Mekhelazouwa Path 8. Skill Development Institute, Guwahati dedicated to the Nation: It was a momentous occasion for Oil India Limited when the Skill Development Institute (SDI), Guwahati, set up by major oil & gas PSUs led by OIL, at Uttar Phulung, North Guwahati, was dedicated to the nation, on 8th December, 2017, by Shri Sarbananda Sonowal, Hon’ble Chief Minister of Assam, and Shri Dharmendra Pradhan, Hon’ble Union Minister for Petroleum Natural Gas and Skill Development & Entrepreneurship. Major oil & gas PSUs under (MoPNG) have set up SDIs in different regions of the country, namely, IOCL at Bhubaneswar, Odisha, HPCL at Visakhapatnam, Andhra Pradesh, BPCL at Kochi, Kerala, ONGC at Ahmedabad, Gujarat, GAIL at Raibarely, Uttar Pradesh. Similarly, SDI, Guwahati has been set up OIL along with the above oil PSUs as promoting organisations, to cater to the skilling needs of the youth of the entire North East region. The institute has become functional from 24th August, 2017 with two courses namely, Industrial Electrician and Industrial Welder of duration 6(six) months each, in which two batches of about 60 students are currently undergoing training.The institute is envisaged as a state of the art training centre in the long run where several trades of the hydrocarbon sector shall be launched, for capacity building and enhancing employability of the youth of the region in the job market at India and abroad.

OIL’s CSR Coffee Table Book has been designed to present the reader the story of OIL’s CSR with focus on the major CSR initiatives in recent years, important short case studies of project beneficiaries with creative as well as relevant photographs that best reflects the diverse aspects of OIL’s CSR. The fact that the text is bilingual (English and Hindi) makes OIL’s CSR Book unique. The research work and production planning has been carried out by Nanda Talukdar Foundation, a reputed NGO engaged in contemporary social history research social, Social Audit, Media Advocacy and Publication of high end research oriented books including Coffee Table Books. gate of Rahmaria Higher Secondary School, Garpara in Dibrugarh District

was ceremoniously inaugurated on 25th November 2017 by Shri Pranjit Deka,

Executive Director (HR&A), OIL in presence of officials from District

Administration, Dibrugarh, Oil India Limited, OGEU, local organisations and

general public.

The boundary wall and gate of the school was fully funded by Oil India Limited

under its Corporate Social Responsibility amounting to Rs 15.29 lakhs

(Rupees Fifteen lakh Twenty nine thousand only). Upon completion of the

boundary wall and gate, the Rahmaria Higher Secondary School was recently

declared as HSLC examination centre by SEBA which served the long

pending demand of students of greater Rahmaria Area.

OIL Signs MoU with Indian National Trust for Art and Cultural Heritage for

Renovation & Restoration of Dr. John Berry White Medical School at

Dibrugarh, Assam: An MoU was signed between OIL and Indian National Trust

for Art and Cultural Heritage (INTACH), New Delhi in presence of Deputy

Commissioner, Dibrugarh at DC Office on 10th January 2018. Shri Pranjit

Deka, ED (HR&A), signed the MoU on behalf of OIL while DC, Dibrugarh, Ms

Laya Madduri, IAS signed on behalf of District Administration and Dr Aradhna

Kakoty, State Convenor of INTACH on behalf of INTACH. Shri D K Bhuyan,

GM (PA) OIL along with other officials of OIL, District Administration, INTACH,

renowned senior citizens, social workers and media were also present on the

occasion.

Berry White Medical School, Dibrugarh established in 1900 AD by the British

Philanthropist Dr. John Berry White, a retired brigadier of British Army and later

the Civil Surgeon in the erstwhile Lakhimpur District heralded the beginning of

Allopathic Medical Education in Assam, which was subsequently upgraded to

a full-fledged Medical College in the year 1947 as Assam Medical College,

Dibrugarh in the erstwhile US Military Hospital of the Second World War at

Borbari, Dibrugarh. Thus, erstwhile Berry White Medical School, Dibrugarh

carries great historical and heritage significance for the people of Dibrugarh in

particular and Assam in general. Considering its historical and archaeological

significance, Oil India Limited as a part of its CSR has taken up the initiative

for its preservation, restoration and renovation.

Fully funded by OIL, the renovation work will be undertaken by INTACH. As

per the plans, the renovated structure wil have a medical museum, information

desk, souvenir shop, period room, library and an exhibition area. Several

others who spoke on the occasion said conservation of the Berry White

Medical School will be great respect and honour to the philanthropist Dr. John

Berry White who took keen interest in serving the people of the region by

providing education and medical aid.

OIL will invest an amount of Rs 2,01,00,000/- (Rupees Two Crores one lakh)

for the conservation/restoration and adaptive reuse of the heritage site.

OIL signed another MoU with DWSC for construction of 1500 individual household toilets in Dibrugarh to make Dibrugarh Open Defecation Free (ODF) District: An MoU was signed between OIL and District Water and Sanitation

Committee (DWSC), Dibrugarh under Public Health Engineering,

Dibrugarh, Govt. of Assam in presence of Deputy Commissioner,

Dibrugarh at DC Office on 10th January 2018. Shri Pranjit Deka, ED

(HR&A), OIL signed the MoU on behalf of OIL while Shri Jadav Saikia,

District Development Commissioner and Chairperson (DWSC) signed on

behalf of District Administration.

With the primary objective of the Govt. of India to make rural India Open

Defection Free, the District Water and Sanitation Committee (DWSC)

constituted by the Govt. of Assam, is implementing Swachh Bharat

Mission (Gramin) in all Gaon Panchayats across the Dibrugarh District

with an aim to make Dibrugarh District Open Defection Free. Under the

Mission, construction of 91,602 nos of Individual House Hold Latrine

(IHHL) have already been completed. Now, another 1500 IHHL units are

proposed to be constructed in the individual houses, which have been

identified as left out in the subsequent Sanitation Survey to achieve 100%

Open Defection Free status in the selected Gaon Panchayats.

Oil India Limited will invest Rs. 1.80 Crores (Rupees One Crores Eighty

Lakh) for construction of 1500 IHHLs. DWSC, Dibrugarh has agreed to

execute the project and construct the toilets as per specification and

design approved by the Deputy Commissioner, Dibrugarh within the

approved cost.

Celebrating 60 Glorious years of OIL Corporate Communication (CC) section was actively involved in publicity and branding of OIL foundation day

celebrated on 18th February 2018 and 60 years’ celebration on 19th March 2018. Branding for events organised

on 18th February were publicized though advertisements in Newspapers and road side hoardings. Apart from

publicity all other promotional materials like banners, signage, etc were designed and printed by the CC Section.

The promotional materials for 60 years’ celebration on 19th March that was graced by Hon’ble CM of Assam was

also successfully done by the CC section at NHK-1 and at Bihutoli.

Foundation stone laying of new Auditorium at Jorhat Engineering College Shri B P Sarma, RCE, OIL laid the foundation stone for construction of a new Auditorium at

Jorhat Engineering College (JEC) on 11th October 2017 in presence of Shri Virendra Mittal,

DC, Jorhat, Dr Reeta Sarmah, Principal, JEC and other officials from OIL and JEC. The 1100

seating capacity auditorium is fully funded by OIL under its CSR Scheme at a cost of Rs 4.65

Crores. Earlier an MoU on the same between OIL & JEC was signed on 29th December 2016.

Special Health Camp organized at Mukalbari Tea Estate under Project OIL Sparsha

Oil India Limited organized a Special Health Camp at Mukalbari Tea Estate as part of Legal

Aid & Health Check Up Camp organized by National Legal Services Authority (NSLA). Implementing partner, St. Luke’s Hospital, Chabua, Dist. Dibrugarh had equipped their teams

with two doctors and catered to around 700 nos. of patients during the camp at Mukalbari Tea

Estate which commenced at about 9.00 A.M. and closed at 4.00 P.M. Some doctors from

Assam Medical College & Aditya Nursing Home Dibrugarh also joined the team to provide

medical support.

OIL takes up project for upgradation of 3 rural hospitals under CSR

As part of CSR initiative of OIL to provide better medical facilities to the people of OIL’s

operational areas, three rural hospitals of Dibrugarh District have been identified for

upgradation in consultation with District Administration and Health Department of Govt. of

Assam. The three hospitals identified for upgradation are Ghoramora State Dispensary to FRU,

Tinthengia PHC to FRU and Sensuapukhuri Sub-Centre to Mini PHC.

OIL will invest an amount of Rs. 7,62,34,349.00 (Rupees Seven Crore Sixty Two Lakh Thirty

four thousand Three hundred forty nine) for the above three hospitals. To implement the

project, OIL has signed MoUs on 4th April, 2017 for the above three hospitals. The MoUs were

signed between Shri B Devchoudhury, Executive Engineer, Public Works (Building & N.H.)

Department, Govt. of Assam, Dr. Udayan Baruah, Joint Director of Health Services, Dibrugarh

and Shri Pranjit Deka, ED (HR&A) in presence of Smt Laya Madduri, IAS, Deputy

Commissioner, Dibrugarh.

In Pursuance of Official Language Policy /Act/Rules/ Orders of the Govt. of India efforts are continuing towards increased use of Official

Language Hindi in Official work. Officers and employees were motivated to put in their best efforts to do the official works in Hindi. Hindi

Workshops were conducted regularly so as to enable officers and employees to work in Hindi conveniently and efficiently. Quarterly Meetings

of Official Language Implementation Committee were held in each quarter. The responsibility of the Chairmanship of Duliajan Town Official

Language Implementation Committee (TOLIC) was also borne by our Company. Half yearly meeting of Town Official Language Implementation

Committee was organised as per schedule of Department of Official Language. Executives/ Employees were encouraged to attend Hindi

Training Classes and to write more and more words in Hindi through Incentive Scheme formulated by the Company. A total of 76 Nos. of

officers and employees took training of Hindi through Hindi class and workshop in Official Language Section. In- House Journal “OIL NEWS”

was published in Trilingual form i.e. Assamese, Hindi and English. Hindi Month 2017 was observed in a befitting manner from 01.09.2017 to

30.09.2017 at Field Headquarters Duliajan. To Propagate Official Language Hindi, amongst employees and school going children, various

literary competitions were held during Hindi Month Celebration. New initiative of Hindi section i.e. Aaj Ka Shabd is being prepared and published

in OIL web daily.

All translation Jobs from English to Hindi & vice-versa (Circular, Notification, Office note, Press Release/Note, Standard form/Formats,

Administrative Report, Parliamentary Questionnaire/Reports, RTI Queries and other publication materials) were carried out as per the

requirement. Important documents, to be laid on the table of Parliament, were also brought out in bilingual form. Various types of reports and

returns (Monthly, Quarterly, Half yearly and annually) of Hindi were sent regularly to concerned Ministries/Depts./Govt. Agencies.

Annual programme of Official Language Hindi for the year 2017-18, which was issued by Deptt. of Official Language, Ministry of Home Affairs,

Govt. of India, was circulated to all Deptt. of Duliajan and regular monitoring and reviewing jobs are being done in Quarterly Meeting with

Departmental representatives. In–House Hindi Journal “OIL KIRAN” was published regularly. Hasya Kavi Sammelan was organised on

05.12.2017 at field Headquarters, Duliajan along with the famous Indian poets like as Dr. Kumar Biswas, Sampat Saral, Dinesh Bawara,

Padmini Sharma and Rohit Sharma to create awareness and to encourage our employees to do their work in Hindi. In the financial year 2017-

18 a new coffee-table book was published bilingually. In OIL Diary a short notings was published to help our employees to easily write a short

noting on official papers.

Sustainability Reporting at Oil India Ltd

As per the National Voluntary Guidelines (NVGs) on Social, Environmental & Economic Responsibilities of Business launched on 8 July 2011 by

the Ministry of Corporate Affairs, Government of India, businesses of all size, ownership, sector, and geography are to achieve the triple bottom

line and inculcate responsible business conduct. In 2012, subsequent to the release of the NVGs the Securities and Exchange Board of India

(SEBI) mandated the Annual Business Responsibility Reporting (ABRR), a reporting framework based on the NVGs. Subsequently, in 2013, the

Companies Act was revised and Section 135 of this Act requires companies to meet set eligibility criteria to spend 2 per cent of their annual profit

on CSR activities. A progress report on the activities undertaken must form a part of the Annual Report and signed by a Director of the company.

The Securities and Exchange Board of India (SEBI) issued a circular on 6 February 2017, advising the top 500 listed companies, which are

mandated to publish Business Responsibility Reports (BRR), to adopt Integrated Reporting (IR) on a voluntary basis from the financial year 2017-

18. IR promotes a more cohesive and broader approach to corporate reporting and explains to providers of financial capital and other stakeholders

how an organisation creates value over time. It aims to provide additional insights into how key business resources are being managed to meet

longer term needs of the business. The advent of this circular encourages to incorporate non-financial parameters in their annual report.

At Oil India Ltd, we published the first Sustainability Report “Darpan” in 2012-13 as per the MoU with MOPNG and subsequently in 2013-14, 2014-

15 & 2015-16. All reports were developed based on the GRI international voluntary guidelines.

Currently work for Sustainability Report of 2016-17 & 2017-18 is in process and due to be released during the Company’s AGM in 2018.

Sustainability reporting enables organizations to consider their impacts of wide range of sustainability issues, enabling them to be more transparent

about the risks and opportunities they face. A sustainability report is a report published by a company or organization about the economic,

environmental and social impacts caused by its everyday activities. A sustainability report also presents the organization's values and governance

model, and demonstrates the link between its strategy and its commitment to a sustainable global economy.

With an economy closely linked to its natural resource base and climate sensitive sectors, India is poised with the challenges of poverty eradication,

sustainable development through a series of legislative, policy and institutional measures nationally besides participation in multilateral

A sustainability report also presents the organization's values and governance model, and demonstrates the link between its strategy and its

commitment to a sustainable global economy.

Sustainability reporting can help organizations to measure, understand and communicate their economic, environmental, and social and

governance performance, and then set goals, and manage change more effectively. A sustainability report is the key platform for communicating

A sustainability report is a report published by a company about the economic, environmental and social impacts caused by its everyday activities.

A sustainability report also presents the organization's values and governance model, and demonstrates the link between its strategy and its

commitment to a sustainable global economy.

Sustainability reporting can help organizations to measure, understand and communicate their economic, environmental, and social and

governance performance, and then set goals, and manage change more effectively. A sustainability report is the key platform for communicating

OIL Wins ‘Asia Best CSR Award 2017’ in two categories:

‘BEST EDUCATION PROJECT’ & ‘BEST CSR PRACTICES’

Oil India Limited was conferred with the ‘Asia Best CSR Award 2017’ during the 7th

Asia Best CSR Practices Awards 2017 on 2nd August, 2017 at Le Meridian

Singapore, Sentosa organized by CMO Asia. The award is Asia’s highest

recognition of CSR for creating significant and positive impact on the lives of people

around the Company. Oil India has bagged the award under two categories, ‘Best

Education Project’ and ‘Best CSR Practices’

Launched in 2010, The CMO Asia is a global community and vibrant ecosystem of

partners and affiliates across more than 50 countries who are dedicated to a high

level knowledge Exchange through Leadership & Networking amongst senior CMOs

and brand decision makers across industry segments. It provides vision and

leadership to make a difference to the industry and profession at large. CMO Asia

is an independent and not-for-profit entity and guided by Advisory Council. Their

purpose is to make "work and working lives better". CMO Asia summits also finds

mention in Forbes as popular stepping stone for successful industry CMOs.

Companies from all over the world participated and won awards in the event

including Indian Companies like Tata Projects, Aditya Birla Group, SBI, Vedanta,

HP India, Galway Foundation, Ashok Leyland, Syngenta India etc.

Shri Tridiv Hazarika, CM (CSR & CC) & Ms Nayana Madhu Dutta, SR PAO (CSR),

OIL received the award on behalf of the company. This award endorses Oil India’s

philosophy of giving back. The award recognises the company’s progressive CSR

practices that has catalysed improvement in Human Development Index (HDI) in

OIL operational areas through educational interventions aimed at Creating Shared

Values.

The CMO Asia is dedicated to high level knowledge Exchange through Leadership

& Networking amongst senior CMOs and brand decision makers across industry

segments sharing Global Best Practices.

Certificate of Commendation: The ET 2 Good, 4 Good

Oil India Limited was nominated in one of the most prestigious and unique corporate

platforms for the first time in the Country organized by The Economic Times, along

with KPMG in India as a knowledge partner which sought to recognise the

companies whose CSR programmes have made a difference. “The ET 2 Good, 4

Good” is a certification scheme that certifies organizations based on their CSR

performance, CSR processes and systems and over and beyond CSR expenditure

of 2% and 4% of their net profits. The certification scheme looked at a company’s

mandated CSR activity, that has in fact, been the harbinger of a meaningful social

impact and the parameters or frameworks that corporations have formulated to

implement their CSR activities. The selection was done through a competitive

process that assessed companies across aspects such as governance, strategy,

monitoring & evaluation, etc.

OIL’s Corporate Social Responsibility activities, were highly praised and

commended for the areas it has excelled in. Oil India Limited therefore, was

honoured with a certificate of commendation recognizing our specific strength areas

vis-a-vis industry benchmarks – from the pillar of corporate governance, stakeholder

engagement, strategy, monitoring & evaluation and reporting, which is one of the

most challenging areas of CSR implementation for a Company like OIL.

The process of evaluation of each participating corporate had a rigorous study and

scoring of each filled-in questionnaire by a dedicated team of consultants at KPMG

as per signed-off process and scoring guidelines. Thereafter a high powered jury

comprising of Ms. Naina Lal Kidwai. Mr. Vineet Nayar, Mr. Sunil Arora, Ms. Nishi

Vasudeva, Prof. Craig Smith, Jeremy Nicholls and Prof. Avanish Kumar –

representing eminent personalities associated with corporate boards, academia and

policy makers whetted the evaluation process and individual scores.

The glittering felicitation ceremony was held at Jacaranda Hall, India Habitat Centre,

New Delhi on 19th July 2017 and Oil India Limited was represented by Mr. D K

Bhuyan, DGM-Public Affairs (Field Headquarters) and Ms. Deepshikha Deka DGM-

Public Relations (Corporate Office). The award was presented by Mr. Sanjiv Kaura

(CEO CSR & Director, BCCL) and Mr. Jaco Cilliers (Country Director, United Nations

Development Program).

E-PAMS (Public Affairs & Management System

Web based application for effective CSR, grievance management and

timely monitoring with ease of retrieval of complex data at any point of

time across the company. The design of application is completed and

trial run is on to be followed by commissioning.

E-NAMS (Newspaper Archiving & Management System)

Digital Newspaper archiving for retrieving and tracking positive,

negative and neutral news published in newspapers about Oil India

and oil & gas sector. Platform to gauge Company’s image in the public

and take timely action for mitigating crisis. The design of application is

Web based Online Operational Monitoring System to enable real time

tracking of public grievances in OIL’s installations & drilling rigs.

Conclusion

In the wake of the company’s expanding operations, new CSR benchmarks,

PA activities have increased in appreciable proportions in comparison to the

previous years. Keeping in perspective the nature of the Department’s

operations, the focus was to counter the threats, risks and challenges which

get generated while dealing with the sentiments, growing expectations,

suspicions of the community with whom OIL and Oilindians come into contact

every day.

Finally, my deepest thanks and gratitude goes to Resident Chief Executive,

Executive Director (HR&A), Local Management specially Executive Director-

F&A, CSR committee specially Chairman CGM (DS), OIL-SIPRD committee,
