Late Adml. (Retd.) R.H. Tahiliani- Admiral Tahiliani was one of the founder members, Chairman

and Mentor of Transparency International India. He has played an instrumental role in shaping

the Transparency and Accountability movement in the country. Born on 12th May, 1930 the

Admiral was commissioned in the Navy on 1st September, 1950 and served as 11th Chief of Naval

Staff from 1st December, 1984 to 30th November, 1987. The Admiral had commanded the carrier

borne squadron INAS 300 during the Indo-Pak war in 1971. The “Greyest of the Grey Eagles” is

an apt expression to sum up the Admiral Tahiliani’s seminal and vast experience as a stupendous

naval aviator. His exemplary vision, catapulted the Naval Air Arm to where it is today. After his

retirement, he was awarded the Ati Vishisht Seva Medal and Param Vishisht Seva Medal for his distinguished service.

Post retirement Admiral Tahiliani served as Governor of Sikkim between February 1990 and September 1994. He was

also member of Central Vigilance Commission Advisory Council.

Shri S.D. Sharma- He was the founder of Transparency International India, invited by Peter

Eigen to start a national chapter in 1997. He conceived the indigenous organization, guided its

operation, steered it through difficulties, and made a lasting contribution in the direction of

combating corruption and seeking good governance. He was the Vice Chairman Emeritus of

organization for long time and after that TII’s advisor. Shri Sharma was a freedom fighter of

1942 Quit India Movement. He was also a social activist and was awarded by a number of

institutions. Besides he was an individual member of Transparency International. He had

actively participated in the drafting of the Right to Information Act, strongly pursued the legislation for the Lokpal,

raised strong voice for protection of the whistleblowers, and disqualification of candidates facing charges in heinous

criminal offences. He lived as a true Gandhian in words, deeds, appearance and thoughts.

Integrity Pact

City Industrial Development Corporation of

Maharashtra (CIDCO) inked a MoU with

TII on March 23, 2018 at The Claridges, New Delhi.

The MoU with TII is aimed at improving public

procurement process and reducing the distortionary

impact of corruption on it.

Tender Analysis Team of TII-Shri Pankaj Kumar, Shri Brij Bhushan Singh and Ms.

Purandhya Vij, analyzed the tenders of CIDCO from the period of October 2016 to September

2017 for the tender value of more than Rs. 5 Crore and prepared the report on Integrity Pact Analysis.

TII conducted a workshop on “Probity in Public Procurement” for State Bank of India

officials on March 9, 2018, in Gurugram, Haryana. This was TII's maiden event in the banking sector.

TII conducted a workshop on “Probity in Public

Procurement” for State Bank of India officials on April

21st 2018 at SBI Headquarters.

SJVN Limited signed an MoU with TII for

implementation o Integrity Pact, on June 01, 2018 at SJVN

Limited, New Delhi.

TII conducted a workshop on “Arbitration and Public

Procurement” for City and Industrial Development

Corporation of Maharashtra Limited on July 20th, 2018 at

MTDC-Karla, Pune.

A day long workshop was conducted by TII on "Integrity

Pact and Transparency, Accountability and Good

Governance Tools" for CIDCO Officials on the 28th of July,

2018 at MTDC-Karla, Pune.

TII team conducted Tender Analysis of CIDCO from 8th of

October, 2018 to 11th of October, 2018 at Navi Mumbai.

On 12th October, 2018- TII conducted a workshop for

CIDCO Officials at MTDC-Panshet, Pune. The topic of the

training workshop was “RERA & Swiss Challenge and

Reverse Auction in Public Procurement”.

Advocacy and Legal Advice Centre

More than 400 calls were received at TII, New Delhi on anti-corruption helpline during the year 2018, including

more than two dozen Whistleblower cases.

PAHAL

In order to assess the effectiveness of the various

government schemes and impact of the efforts

undertaken by various government organizations for

rural citizens, TII conducted a baseline survey as a

starting point for monitoring changes over the

duration of the project. TII also published this report.

TII team conducted several training programs in

various parts of Bihar and Jharkhand during the year

2018.

TII conducted a workshop on “Use of RTI in Panchayat and Development” on 05th May 2018 at

Bokaro, Jharkhand.

TII developed the “Passbook of Entitlements” for the citizens, containing information about the

rural development schemes implemented by the central and state government in both the states of

Bihar & Jharkhand.

Under the project Pahal (Shaasan Sudhaar Ki Ore ) TII is working for the poor and marginalized

rural citizen to empower them to demand and access their entitlements and public services with

the knowledge and use of the tools of good governance like RTI/RTS, social audit, regular Gram

Sabhas, Citizen’s Charter and e-governance.

Pahal is people-centric and works for ensuring transparent and accountable governance through

greater participation of women & disadvantaged sections in local self-governance, increased

responsiveness from local administration towards Gram Sabha (people’s assembly for self-

governance) and tools of good governance and active role of Panchayats in bottom-up planning

and monitoring.

Awareness camps were organized in Danapur near Patna (Bihar) on entitlements of people under

various welfare schemes and legal ways to get their dues without bribing. The camps were

conducted with the help of volunteer Sh. Raj Kumar. Fresh proposal for funding has been

prepared and would be sent to donor soon.

Vigilance Awareness Week 2018

The Central Vigilance Commission (CVC) observes the Vigilance Awareness Week every year, In this week, through its

various outreach activities, it seeks to motivate stakeholders to collectively participate in the fight against corruption and

also aims at raising public awareness about its detrimental consequences. This year, the Vigilance Awareness Week was

observed from 29th October to 3rd November, 2018 on the theme “Eradicate Corruption-Build a New India”.

As a part of this campaign, Transparency International India (TII) conducted Joint Outreach Programs during the

Vigilance Awareness Week with ONGC, CONCOR, BEL, TCPO, BSNL, MTNL, BSES & many other Public Sector

Undertakings.

Connecting with Youth and Stakeholders

TII had given suggestions to Ministry of Personnel, Public Grievance and Pensions

regarding enlarging the definition of corruption and protection of whistleblowers. The

ministry thanked TII for its valuable suggestions and said these will be considered in due course of

time.

Research Publications

As a part of advocacy initiatives, TII published a report on Transparency in

Budgetary Process on occasion of Union Budget 2018-19 on 31st

January, 2018. The objective of this report was to highlight the process-related

inadequacies and gaps in budgetary process in India and need for

improvement.

On the eve of International Women’s Day (7th March, 2018), TII

published the survey report on “The Gender Dimension of

Corruption: Issues and Challenges.” The study was conducted to

learn women’s experiences with corruption and to obtain a general

overview of perceptions around women.

An online survey was conducted by TII in collaboration with Local

Circles known as India Corruption Survey 2018 in October, 2018.

An increase of 11 per cent in bribery was found from the year 2017 to

2018 and the Babus of UP, Punjab, MP were found to be the most corrupt

in this survey. The survey further revealed that cash is still the primary

mode of bribery.

TII published the State Transparency Report 2018 on the 11th of October, 2018 to commemorate

the RTI Day. The report revealed the following facts about the status and success of the RTI Act,

2005:

A penalty of about Rs 1.93 crore was imposed by the Central

Information Commission during the years 2005-2016 on various public

authorities and official concerned.

Over 30 per cent, or 48 out of 156 total posts are vacant across the state

information commissions (SICs) and the CIC.

Only 10 of the 29 states have updated their annual reports for 2016-

2017. Chhattisgarh is the only state which has updated all annual

reports from 2005-2017 on its website.

The total number of RTI pleas received during 2005-16 were 2, 43, 94,

951 and during the same period, the number of second appeals filed to

the CIC were 18.5 lakh.

TII published a snippet of a report on Lokayuktas on the eve of Anti-

Corruption Day (8th December, 2018) titled “Performance of

Lokayuktas (State level Ombudsman Institutions) In Indian

States”. This snippet is a foundation of a much more comprehensive

report which will be published later in 2019.

Adml R.H. Tahiliani Memorial Lecture

TII organized its Eighth Annual Lecture on 8th May, 2018 at India International Centre, New Delhi.

Hon’ble Justice (Retd.) Shri Swatanter Kumar (Former Judge of Supreme Court of India and Chairperson of

National Green Tribunal) delivered the lecture on “Good Governance: Relation with social fabric & public life”.

The Annual Lecture is dedicated to our Founder Adml. (Retd.) R. H. Tahiliani (Former Chief of

Naval Staff, Governor of Sikkim).

Shambhu Dutta Memorial Lecture

TII in collaboration with Gandhian Seva & Satyagraha Brigade organized the 2nd Shambhu Dutta

Memorial Lecture 2018 on “Electoral Reforms: Ethical Legislators for Just Democracy”

delivered by Dr. S.Y. Quraishi, Former Chief Election Commissioner of India on 16th April 2018.

UN Anti-Corruption Day

In celebration of UN Anti-Corruption Day, TII organized a joint-program with Balwantray Mehta

Vidya Bhawan, New Delhi on 10th of December, 2o18 in which different inter-school events were

conducted for the school students.

In celebration of UN Anti Corruption Day 2018, TII conducted a day-long workshop at SBI

headquarters in Mumbai on “Procurement Ethics and Right to Information Act, 2005” on

13th December, 2018.

New TII State Centres

TII has in the recent past been focusing on

widening its reach across India, through creating

new local centers. Two new centres-

Maharashtra and Gujarat were formed on

21st April and 23rd April 2018 respectively.

Internship

During the year 2018, 21 students mostly belonging to the law background from India and Abroad

participated in the internship program. During the internship, they gained hand on experience on various

tools of Good Governance.

State Centre Activities

U. P. Centre

The U. P. Centre was awarded a Momento which was received by Chairperson Justice (Retd.)

Kamleshwar Nath from Hon’ble Home Minister of India, Shri Raj Nath Singh during the program

organized by “National Alliance for Swachh Bharat” on March 18, 2018. A seminar was also organized

on the topic of “Sustainable Development and Participation of Civic Societies” which was addressed by

Shri D. C. Verma.

The U.P. Centre held its Annual General Meeting on 16th of April, 2018. In which, the members

suggested that name of such members who are not contributing to achieve the aims & objects of TII

will be removed from the list of members. Board of Management is considering this suggestion.

The U.P. Centre sent a letter to Chief Secretary, U.P. pointing out the short comings in the 143

Notifications issued by various Departments of U.P.u/s 3 & 8 of U.P.Janhit Guarantee Adhiniyam,

2011. It has requested the Chief Secretary to issue direction for issue of fresh Notifications with all

In the light of negative replies received from PIOs of some Judgeships in U.P., the Allahabad High

Court Right to Information Rules 2006 has been studied. A decision of Supreme Court too has come to

light on the subject. A paper has been prepared by the centre to be laid before the High Court of

Allahabad to amend certain provisions of the Rules.

Rajasthan Centre

The centre organized a talk by Shri P.C. Parekh

(Former Coal Secretary, Government of India) on the

7th of February, 2018. Around 110 participants from

various walks of life participated in the talk. During the

event, the Hindi version of the book “Crusader or

Conspirator” was launched.

Rajasthan Centre held its Annual General Meeting on

1st September,2018 and the centre also organized

lectures on issues of RTI on various occasions.
