PRESIDENTS REPORT

I am honoured to be given the opportunity to present to you my second annual report as President of Bowls

Tasmania South. I am proud of the achievements of the members of the Board of BTS who have worked

through a number of challenging issues during 2016-17, always acutely aware of the need to attain

outcomes to the benefit of BTS’ affiliated clubs and their registered members.

BTS is fortunate to have the services of Rob McGuire as its Secretary. Personally, I hold Rob in the very

highest regard for his strong work ethic, and for the support he provides to me both as a mentor and a

moderating influence upon my sometimes more radical opinions. During 2016-17 Rob has also

undertaken the additional role of Acting Treasurer for an extensive period due to Tony Fulton’s period of

hospitalisation, convalescence and subsequent rehabilitation. Rob, as only could be expected, carried out

the extra duties without any apparent disruption to his primary tasks of BTS Secretary for which I am

extremely grateful.

Deputy President Shirley Hay has provided me with excellent support both as the second delegate to Bowls

Tasmania’s Regional Consultative Committee meetings, and as the Board’s representative at BTS

Women’s Championship events. Recently, it was with great pleasure that I was able to welcome back

Treasurer Tony Fulton to full participation in the Board’s activities once more, after his extended absence

caused by serious health issues. Tony has resumed his duties as Treasurer seamlessly.

A change to the BTS Constitution resulted in the replacement of the separate Chair of the BTS Men’s and

Women’s Match Committees with a single BTS Match Committee and Chair. Board member, Ailsa

Milburn, with assistance from Secretary Rob, has been responsible for the conduct of the draw for BTS

Women’s Championship events, whilst the BTS Match Committee Chair, Ross Bannister, aided by Craig

Triffett and Max Banks, has undertaken the draw for the Men’s Championship events. I am confident that

the change to the structure has had no detrimental effect on the organisation of BTS Championship events

and thank all for their excellent work.

Ross Bannister, as Chair of the Match Committee, has had the unenviable and difficult task of having to

adjudicate on a number of contentious matters during 2016-17. Ross is to be commended on his strict

adherence to the intent of BTS Conditions of Play, as well as for his unbiased, consistent interpretation and

application of particular clauses of that document. At all times Ross has enjoyed the full confidence and

total support from the Board for the decisions that he has made, after consideration of the circumstances of

each particular case.

Nick Lee retired from the Board prior to BTS’ Annual General Meeting in May 2016, to enable him to

accept nomination as BTS’ male director on the Board of Bowls Tasmania. Malcolm Salier has proven to

be an excellent replacement on the Board providing sensible, reasoned advice and input. Board member

Paula Hadley has been a strong advocate for issues concerning female bowlers, whilst also taking on roles

as Board representative and umpire at various Bowls South and Bowls Tasmania events. I am most

appreciative of Board member Ken Coppleman’s strong advocacy for the fair and respectful treatment of

registered players who are subject to a formal complaint necessitating the issuing of an Infringement

Notice. Ken’s initiative will result in a new policy in the areas of member protection, mediation and

judiciary procedures for BTS, in readiness for the 2017-18 pennant season.

2016-17 saw the successful transition from the former BTS Umpires’ Panel with the new BTS Officiating

Panel. I am sincerely thankful for the work done by Leonie Price (Officiating Panel’s representative on

the BTS Board) and Helen Ducker for the work they have done this year organising the appointment of

umpires for all BTS and Bowls Tasmania events conducted in the south.

It is a fact of life that, when issues of importance are discussed, a range of divergent opinions will be

expressed. The final outcome of all discussions is that the opinion of the majority will prevail. That is

the nature of a democracy and BTS is a democratic organisation. What saddens me most is when those

who were in the minority continue to argue for their preferred position. To me, this is a waste of time and

energy. If it is not possible to influence the decision, change your opinion (to that of the majority). That

is the best course of action for both personal and organisational health.

I have a strong commitment to ensuring that, to the extent possible, BTS’ affiliated clubs are given

opportunities to participate in the decisions that are made which affect clubs and their registered players

directly (for example Conditions of Play). This has happened during 2016-17 and there are a number of

matters that have been forwarded to clubs for discussion and possible resolution at the Annual General

Meeting.

During the 2016-17 bowls season a new Friday night competition, Friday Super Pairs, was included in

BTS’ program of events, with a two-fold aim of providing another means of promoting lawn bowls to the

wider community, as well as providing another revenue stream for the participating clubs. Eight clubs

participated in the inaugural event, with Buckingham the eventual winner of the eight week competition.

A review of this competition will be conducted to determine if any changes to the format will be made

prior to the 2017-18 season.

Unfortunately, our Southern Representative teams did not fare so well in the Veolia Statewide Challenge

series this season, with only the BTS Senior Men’s side winning their section of the competition. Of

greatest concern is the lack of junior players (under 18 years) available for selection in the BTS Junior side

which resulted in a number of forfeits during statewide competition, thus seriously affecting BTS’ ability

to defend the Veolia Statewide Challenge overall trophy won last year.

Congratulations to the Glenorchy City Bowls Club for being awarded the Fitzgerald Trophy for best-

performed club for 2016-17. This is a superb effort by the Berriedale club and just reward for its sustained

effort to increase player numbers.

After a near miss in 2015-16, the Kingborough Bowls and Community Club secured their first BTS

Premier Division pennant, defeating Rosny Park in the Saturday Pennant Premier Division Grand Final at

Howrah.

The Thursday Women’s Division 1 Pennant was won for the seventh year in succession by Sandy Bay, an

excellent result and testament to a combination of player retention, recruitment and sustained development

of fringe players.

For a small country club, the most southern club in Australia, the Dover RSL Bowls Club continues to

perform at a high standard, especially in Thursday Women’s pennant divisions. Their Division 2 side has

progressed from Division 4 three seasons ago, winning their pennant division each season as well as

gaining promotion to the next higher division. Along the way they have also won the State Pennant in

their division each year. This season Dover’s Thursday Pennant Division 5 side also secured the BTS

Pennant (and promotion to Division 4 for 2017-18).

Congratulations to the Geeveston Bowls Club’s Saturday Pennant Division 1 side, the only other southern

side to secure a State Pennant title. This is a significant achievement for another of our small country

clubs. To all other pennant winners in each of the BTS pennant competitions, and particularly those sides

which have won promotion to a higher division, congratulations for the completion of a very successful

season.

Impressive individual efforts from Jeanette Lane (Buckingham) – RACT DL Reid Singles, Ingrid

Makowski (Glenorchy City) and Milton Lowe (Howrah – BTS B Grade Bowlers of the Year, and Leonie

Price (Kingborough) and Josh Baker (Glenorchy Rodman) – BTS Open Bowlers of the Year, were another

highlight of the season. Lee Schraner (Rosny Park) topped off a year of individual success in not only

winning his club’s Open Singles title, but also the BTS Men’s Open Singles, the BTS and then the Bowls

Tasmania Men’s Open Champion of Champions Singles titles.

BTS is fortunate to have a number of corporate sponsors that continue to provide financial and material

support. DJ Motors (naming rights sponsor for BTS Saturday Premier Division, Men’s and Women’s

Pennant, and DJ Motors Barefoot Champion of Champions Challenge), RACT (caps for BTS

representative teams) and Wrest Point (supporting the purchase of uniforms for BTS representative teams)

have each made significant contributions. BTS Junior Championship events continue to enjoy support

from a wonderful benefactor, Doug Cole.

Complaints regarding continual changes to Conditions of Play have been received from a number of

sources but, unfortunately, a little “tinkering” is sometimes necessary especially when unforeseen problems

arise from the practical application of what was otherwise thought to be a sound idea. A review of

Conditions of Play will occur over the winter months with a draft of the 2017-18 document available for

discussion prior to the commencement of the next bowls season.

Overall, I have enjoyed my second term as President of Bowls Tasmania South, especially being involved

with a group of people who strive to provide worthwhile and rewarding physical activity in their

community. I am hopeful of your support to continue in this role in 2017-18.

MATCH COMMITTEE REPORT

The Bowls Tasmania South members of the Match Committee for the 2016-17 year were: Ailsa Milburn

(Rosny Park), Rob McGuire (Buckingham), Craig Triffett (New Norfolk), Alan Barnes (Taroona) and

Chairperson Ross Bannister (Derwent City).

I would like to thank the members of the committee for their help and co-operation throughout the season.

The committee would also like to thank all the clubs involved in championship events and pennant finals

for the use of their greens. Our committee once again tried to spread the championships around different

clubs this season. Our thanks also go to the members of those clubs for their participation as markers,

umpires and match managers in all events.

Congratulations to the winners of all of our championships and clubs that were successful in pennant finals

as well as those that gained promotion with most bowls clubs playing non-gender players in the Saturday

pennant.

The Men’s Champion of Champions singles and the DJ Motors Southern Barefoot Bowls Champion of

Champions event were both played at the Kingborough Indoor Centre. Thank you to Kingborough Bowls

Club for running these events.

Saturday, Wednesday and Thursday pennants and some championships this year have seen more changes

to our format and bowls clubs are and should always be trying to get players on the green. Some bowls

club have had points taken off them and other clubs have had point awarded to them. The Chairperson of

the Match Committee can only apply the rules that are in the Bowls Tasmania South Condition of Play and

cannot deviate from them, good or bad.

SOUTHERN COACHES PANEL REPORT

Last winter on the first Sunday in each month from May through to September coaching sessions were held

at the Beltana Bowls Club on their synthetic green. There were two training sessions 9 am to 12 pm and

from 12 pm to 3 pm. On behalf of the coaches that assisted with the training, I would like to thank the

Beltana Bowls Club for opening their club on these Sundays and making it available for coaching sessions

and allowing members from other bowls clubs to come and use their synthetic green at no cost.

These winters coaching sessions have already been organised for this coming winter and will be at the new

Howrah Indoor Centre starting on the first Sunday in May from 12 noon to 3 pm and finishing in

September 2017. So come along and improve your game, it is open to everybody from beginners to

Premier players. Bowls Tasmania South is covering the cost of the indoor centre so it is free to all

participants at these coaching sessions.

The southern junior boys and girls also had training sessions over the summer month conducted by the

Bowls Tasmania South Junior Manager and Coach Tom O’Brien at the Buckingham Bowls Club.

Our Southern Coaches Panel members are more than happy to travel to any bowls club that needs help in

running or organising bowls coaching sessions. If any clubs would like to organise a coaching day all they

have to do is contact the Southern Coaches Panel.

This year most of our southern coach’s certifications will expire. It is very simple to be requalified as a

club coach by having your bowls club write a letter saying that you have been actively coaching at your

bowls club, fill out an application form, supply a photo copy of your working with vulnerable people card

and watch the coaches den videos on the Bowls Australia web site. The re-certification fee is $25.00 to

cover the cost of a new certification card.

If your bowls club does not have qualified bowls coachers or your coaches certification has or is about to

expire then you need to talk to your club’s committee and arrange to get requalified. Every bowls club in

the south should have at least two female and two male coaches in their club. If you would like to become

a coach or know of somebody that would be a good lawn bowls coach please let Ross Bannister know and

the Southern Coaches Panel can organise your registration through Bowls Tasmania for the next southern

club coaches course.

SOUTHERN OFFICIATING’ PANEL REPORT

Following difficulties incurred in the previous season the BTS Board developed a document detailing the

structure of the newly named BTS Officiating Panel. This document details the duties and responsibilities

of the Panel and gives guidelines to enable members to achieve their goals.

The Panel started the season with two members, Leonie Price and Helen Ducker, who were both on the

previous Panel. While operating efficiently there was a need to recruit more members and during the

season other Umpires were assessed for their skills, techniques and attitude to their roles. Two new

members have been added to the Panel, these are Lee Cowie from St Johns Park Bowls Club and Geoff

Price from the Kingborough Bowls Club. The extra numbers will help to spread the work needed to be

done by the Panel.

The Panel meets monthly following BTS Board meetings to discuss business arising that is relevant to

umpires and to appoint umpires for upcoming BTS events.

Bowls Tasmania have created a State-wide Umpiring Panel which met once at the beginning of the season.

It was thought that this Panel would conduct forums across the state which would make sure that umpiring

decisions and skills in measuring would be uniform. Unfortunately this did not happen, we are hopeful

that it will during the next season. In the meantime the Southern Panel conducted a forum which was very

successful. Over thirty umpires, measurers and interested bowlers attended. It is the intention of the

Panel to conduct regional forums in the Southern area next season.

Leonie Price as Chair of the Panel attended BTS Board meetings and wrote reports detailing the activities

conducted by the Panel.

Over the winter months Helen Ducker represented the Panel on a working party for the BTS Conditions of

Play document. This work will continue this winter as there are several areas in the Conditions of Play

that need to be refined.

Helen Ducker has also worked diligently on updating the list of accredited umpires, measurers and

markers. These lists can be found on the BTS website.

Ross Bannister has continued his sterling work as a ‘Presenter and Assessor’ and our thanks go to him for

his commitment to this work. All clubs are to be encouraged to attend Ross’ classes to become accredited

or to update their skills and knowledge.

The Panel wishes to thank all those Officials that worked on either Pennant games for their clubs or on

BTS and State Championships, without you chaos would reign!

We look forward to more bowlers becoming officials to keep this great game rolling on.

MEN’S OPEN SELECTION REPORT

The BTS selectors for 2016-17 were Grant Allford, Alex Stanelos and Tony Hack. As selectors the

emphasis was on seeing an improvement in the playing group from the previous year and, in general, it was

pleasing to see an overall improvement in performance of the team over the three rounds of the Statewide

Challenge. Compared to the other regions we continue to be frustrated by the lack of availability of some

of the better players in the South but our emphasis on giving some of our young players a chance has

started to reap benefits.

The first round of SWC was on the North West Coast and moved from Spreyton to Burnie Indoor Centre

due to very wet weather. This added an extra inconvenience with additional travel in dangerous

conditions. In the two games played BTS won four of the six rinks but lost both games due to one rink

losing badly.

The second round was played at Rosny Park with the South giving a number of new players the

opportunity to show their credentials in the South 2 side. South 1 won the first round but the South 2 side

disappointed losing on all three rinks. In the second game South 1 won on two rinks but went down

overall and South 2 put up a much improved performance before going down by a small margin.

The third round was played at North Launceston with the South scheduled to play the unbeaten North 1

side in the afternoon. The selectors made a change to the side promoting Josh Mabb to skip with Jarrod

Long as his three. South defeated North 2 in the first game winning on 2.5 rinks and then defeated the

strong North 1 side on two rinks in the afternoon.

South finished second overall behind North and Taelyn Male went through the three rounds of SWC

undefeated as a skip.

WOMEN’S OPEN SELECTION REPORT

Thank you to all the ladies who put their name forward for selection this season and to the Buckingham

Bowls Club for allowing us the use of their green and facilities for the trials.

The first round of the Veolia Open Statewide Challenge was to be played in November 2016 in the North

West but due to Spreyton being rained out on the Sunday, the women were transferred to Kings Meadow

Indoor facility. The first session against the North-West 2 side resulted in a win on all rinks, however, the

afternoon game proved more of a challenge against the North West.1 side with only one rink winning.

The teams finished the day with an overall total of 16 points.

The second round was played in the South and we were looking to repeat our success, but it was not to be.

Overall both teams had a very disappointing day scoring only 3 points.

The first game of the final round against North 2 at the North Launceston Bowls Club was very close with

one rink losing by one shot and another by two shots, however, our ladies managed a very respectable 10-4

result. The afternoon game resulted in a 14-0 win against a very strong North 1 side with all our team

members playing high standard bowls.

Thanks to our State Selector Leonie Price for her help and input into the trials and to our Manager Geoff

Price for his assistance with the team.

WOMEN’S SENIORS SELECTION REPORT

A great day at the Port Sorell Bowls Club for the first round of the Veolia Senior Statewide Challenge with

the Bowls South side getting away to a great start winning on all rinks against North West 2 and scoring

maximum points. The second game against North West 1 proved to be a closer contest with the final

result being 49 shots all. The Bowls South ladies finished the day with 22 points which was a very

pleasing effort with all playing to their potential.

Claremont Bowls Club hosted the second round of the Senior Statewide Challenge. Conditions were

excellent, but the final result was disappointing. South 1 could not manage a win against the North West

in the first game and the afternoon game against the North proved to be the same result. The highlight of

the day came from the overall performance of the South 2 side finishing with a total of 13 points and

resulting in changes for the final round to be played in the North.

The last round was played at Kings Meadows Bowls Club on 7th March in perfect conditions and with the

final chance for State selection in mind the team played well and won on all rinks in the morning against

North 2. The afternoon game against North 1 proved more of a challenge with one rink winning by 18

shots, but it was not enough to cover the other two rinks.

Congratulations to all players representing the South and for the time and effort put in by selectors

managers and coaches. Special congratulations to June Guy, Robyn Leggett, Sonia Martyn and Leonie

Price for their selection in the Tasmanian Senior Team to play in South Australia in October.

MINUTES – 2015-16 ANNUAL GENERAL MEETING

Minutes of the Annual General Meeting of Bowls Tasmania South, held at Derwent City Bowls Club

commencing at 2.00pm on Sunday 29 May 2016.

Welcome: The President, Peter Kirby, welcomed members to the meeting, especially Life Members Neil

Clark, Tony Fulton and Joan Middleton, and advised that a quorum was present.

Attendance and Apologies: There were 32 delegates from 18 clubs and 17 others in attendance.

Apologies were received from Bruny, Life Member Cath Smith and Board Members Ken Coppleman and

Ailsa Milburn.

Recognition of deceased members: All members stood for a short period of silence in recognition of

those members who had passed away during the preceding year.

Minutes of last preceding AGM: Moved Robert Davies Seconded Leigh McAdam that the minutes of

the AGM held on 31 May 2015, as circulated, be accepted as read and confirmed.

Carried.

Annual Report and Financial Report:

The President, Peter Kirby, spoke to his report, as published within the Annual Report, and expanded on

some points. He particularly thanked Leonie Price and Helen Ducker for stepping in to arrange umpires

for finals. He also mentioned the passing of our Patron Michael Johns and DJ Motors Tania Hinden

during the year. Moved Peter Kirby Seconded Ross Howard “that the annual report be received”.

Carried

The Treasurer, Tony Fulton, presented his financial report and the audited financial statements. Moved

Tony Fulton Seconded Ross Howard “that the audited financial statements be adopted”.

Carried.

Recommendations from the Board:

Appointment of Patron: The Board has decided to wait for a period of time before appointing a

new Patron in respect to the passing of its previous Patron, Michael Johns.

Appointment of Auditor: Moved Tony Fulton Seconded Robert Davies that Rendell Ridge of Max

Peck & Associates be re-appointed as auditor. Carried.

Affiliation Fees: Moved Tony Fulton Seconded Doug Lowe that affiliation fees for 2016-17 for

adult members be increased by $5.00 to $72.00, that the affiliation fee for juniors be increased by

$3.00 to $36.00, that the registration fee of $50.00 per team remain unchanged and that entry fees for

BTS Championships be increased by $2.00 to $10.00.

Carried.

Concerns were raised by Diane Willett that the increase in junior affiliation fees may impact

negatively on attracting new juniors to lawn bowls. It was agreed to raise this matter with Bowls

Tasmania.

David Back suggested that BTS should consider introducing a concessional affiliation fee for under

25 members for 2017-18 and should canvass Bowls Tasmania for the same.

Motions Received from Clubs:

Geeveston – Moved Liz Rickards Seconded Mick Rodwell “that Bowls Tasmania set the

competition rules so that all regions in the State are under the same format”.

Rationale:

The three regions all play different formats at present and when playing one another as happened in

recent finals, one side had to miss out. Other discrepancies are the number of ends i.e. A Grade 25

ends, B Grade 21 ends. Therefore if there was a uniform set of rules this would not occur.

Geeveston – Moved Mick Rodwell Seconded Liz Rickards “that the non-gender rule should

encompass all competitions and divisions”.

Rationale:

At present men are allowed to play in Division 3 and below in Thursday Pennant but not in the top

two Divisions.

Not that many of Geeveston’s male members wish to play on Thursdays but there are times during

the season when there is a lack of players and there are only three men allowed in a division

(although some clubs have dispensation for extra men). Women are allowed to play in all divisions

on Saturdays but we believe it is discrimination for the Thursday games. A Club in Division 2 this

year had a man in their team. Geeveston believe there is an argument that the non-gender rule be

applied in all grades. Lost

Malcolm Salier. Nicholas Lee subsequently withdrew his nomination as he has been appointed to

the Board of Bowls Tasmania and cannot also be a BTS Board member.

All the above nominations were elected unopposed.

The Annual General Meeting was then closed at 2.40pm and President Peter Kirby invited members to

participate in a post meeting discussion.

Matters discussed at post meeting discussion chaired by President Peter Kirby:

Selection of Greens for Finals: Ross Howard (Brighton) queried the process of selecting greens for

finals. Ross believes that it is important that smaller Clubs with good greens be allocated finals to get the

additional revenue that they raised.

Format of Midweek Pennant 2016-17: Jeff Maughan (Glenorchy Rodman) raised concerns at the

format of Midweek Pennant 2016-17 to change Saturday Pennant Division 2 players to A Grade for

Midweek Pennant. The BTS Board at its meeting in May 2016 reversed its decision of February 2016

namely that for Midweek Pennant, B Grade will be deemed to be Saturday Pennant Division 3 and below.

Accordingly for Midweek Pennant 2016-17 (and also for BTS Men’s B Grade Championships) B Grade

will be deemed to be Saturday Pennant Division 2 and below.

Number of rinks for Saturday Pennant Divisions 5, 6 and 7: Dennis Lourey (Howrah) asked where

BTS is at regarding the number of rinks for Saturday Pennant Divisions 5, 6 and 7. At its meeting in

February 2016, the BTS Board determined that Saturday Pennant Divisions 5, 6 and 7 would be three rinks

for 2016-17, however, Howrah and Ouse subsequently advised that they will be adversely impacted by

such a decision. The BTS Board has agreed to contact all Clubs that will have a team in Saturday Pennant

Division 5 in 2016-17 and ask them whether or not they would prefer three or four rinks and why.

Saturday Divisions 6 and 7 will be three rinks in 2016-17.

Results in “The Mercury”: Judy Maughan (Glenorchy Rodman) raised concerns about lack of coverage

of other than Premier Division and Women’s Division One in “The Mercury”, the lack of photos and the

lack of results in “The Mercury” in the past season. Rob McGuire advised that “The Mercury” had

reduced its allocated space for lawn bowls in recent years and there was simply not enough space to report

on anything other than Premier Division and Women’s Division One. “The Mercury” does not have

enough photographers to take photos to accompany lawn bowls results in “The Mercury”. The BTS

Statistician now prepares separate results on all Divisions and submits these to “The Mercury” and these

are regularly published.

21 or 25 ends for Saturday Pennant: Craig Griggs (Kingborough) asked how many ends would be

played in Saturday Pennant in 2016-17. At its meeting in May 2016, the BTS Board agreed that all

Divisions in all Pennants will be 21 ends.

Entry of teams into IMG Database: Leigh McAdam (Glenorchy City) commented that in future it

would be good if Clubs entered all their teams into the IMG database so that results could easily be entered

and player eligibility could also be checked by anyone.

Clearances: Craig Triffitt (New Norfolk) suggested that players should be able to play with whomever

they wanted without the need for a clearance. Peter Kirby advised that Clubs are required to obtain

clearances for players coming from other Clubs and must submit them to BTS before being the players are

allowed to play with their new Club.

Anti-Discrimination Commission: Rob McGuire provided an update on Sandy Bay’s complaint to the

Anti-Discrimination Commission in regard to non-gender specific pennant restrictions and the complaint

from Glenorchy City in relation to Sandy Bay playing an ineligible woman in its Saturday Pennant

Division 6 game on 28 November 2016. A meeting has been scheduled by the Anti-Discrimination

Commission for Thursday 2 June 2016 to try and resolve the complaint.
