YEAR ENDED 30TH JUNE, 1974
Ladies and Gentlemen: On behalf of the Board of Directors, I have pleasure in bringing to you
the 30th Annual Report of the Gosford Distr ict Hospital. The year under review has seen continuat ion in the changes in the
health field, with the appointment of Reg iona l Directors of Hea lth . The present Regional Director of Health for the Northern Metropolitan Region is Dr. Jim Lawson , our guest speaker ton ight. Dr. Lawson has the responsi-bility for a great number of Hospitals. _
We would like to record our thanks to Mr. Bill Godsell for the guidance, foresight and support which he provided for Gosford in the early days after the formation of the Northern Metropolitan Region. Mr. Godsell has now been appointed Regional Director of Health for the Murray Region.
The past year has been the busiest on record, with the increased demand on beds and services . The acquisition of Wyoming Hospital in October, 1973 was our saviour. Wyoming is fully functioning as a 56-bed hospital, with maternity patients being transferred from Gosford for post-natal care , and with direct admission for female medical patients. From all reports, the acquisition of Wyoming has been a success .
With the addition of the Wyoming Hospital and the pending completion of the Woy Woy Nursing Home, my Board will administer 350 beds within the Central Coast.
Woy Way Nursing Home is reaching t he fi nal stages and w i ll be in operation after Christmas . It will function as an assessment and rehabilitation unit, and its purpose is to assist in the rehabil itation of peop le to enable them to cope with what is involved when they return to their own homes after illness or accident.
The developing community services on the Central Coast, together with the established district nursing service. assists the Board in the overall management and rehabilitation of patients from this unit.
The Way Woy Hospital is functioning satisfactorily and is fulfilling the role for which it was planned, as a subsidiary unit of the Gosford District Hospital.
The after-hours emergency service at Woy Woy is proving to be very busy, particularly at weekends and has been a boon during holiday periods. It means that people who would otherwise have long distances to travel to obtain medical treatment receive this within their own area .
The Entrance-Long Jetty subsidiary is functioning as a 30-bed hospital. It is basically geared to accept patients of a medical nature, both as direct admissions and as transfers from the Gosford District Hospital. Limited surgical cases, together with some post-natal obstetric patients, are trans-

ferred from Gosford. The hospital has facilities for the treatment of Uutpatients. IVIinor operating procedures are performed, with tacilities of theatre and a recovery area being available.
The completion of the building known as the Pathology Block llas 11e1ped to meet the demand i·or additiona l space needed by vanous departments. Med ical Records, Pathology and admi nistrative areas have been provided , as well as staff amenities. It Is now possible for statf who pl'evi ously worked in cramped, ovet·cr·owded areas to work under more satisfactory conditions.
The Board of directors and staff of Gosford District Hospita l have a commitment to meet the health needs of the commun ity and to provide the highest possible standard of care . This is achieved only by tile efforts of many people associated with the hospital , who give of themse lves unstintingly to maintain this standard under increasing ly difficult conditions.
The Board is very conscious that every year the Hospital is expected to carry on more work for the community in providing acute csre and diagnostic pati'ent services and every year it becomes necessary to modify some existing services to adjust to changing health care requirements.
I have told you previously about the Health Services Building, or Rehabilitation Centre as it was called in early planning, which is to be constructed on the lower side of the present Stephen Street.
The Health Services Building will incorporate a dental clinic , occupationa l therapy department, physical and social rehabilitation and provision for psychiatry . There will be facili ties for health education and . In all, the services provided in this building will make a valuable contribution to the het:1lth care of the people of the Central Coast. It is hoped to go to tender for this building in March, 1975.

To consolidate the site and allow the Health Services Building and the hospital to be on a combined site, Stephen Street has been re-located at the Western boundary of the hospital property.
Last year I reported to you that the hospital had instructions to proceed with planning for 200 additional beds at Gosford, and services to cope. Throughout the year the Planning Committee was very active and, in conjunction with Departmental Heads, prepared reports which required many hours of research and survey in order that they would reflect our requirements for years ahead .
A submission was made to the Health Commission of N.S.W., setting out the need to expand to a 400-bed hospital. We were told that the Commission recognised the necessity for expansion.
The need is for the development to 400 beds with services by the year 1980, and the building up of ·faci lities for chronically ill patients of all types, but because of t he urgency of ou r requ irements we are not able to wait until 1980 and the completion of this project, so we have in itiated a "bandald" approach to sol ve our immediate problems .
The acceptance of this temporary relief will not in any way compromise the major development and my Board accepted it on this basis.
The "bandaid" will provide a 3-storey building constructed above the kitchen block and adjacent to the Casualty/Ward block. This will provide expanded areas for Casualty, Outpatients Clinics , X-ray fac ilities and an additional 50 beds. My Board has accepted tenders for the provision of new X-ray equipment totalling approximately $50,000 to be utilised in the expanded X-ray Department.
With the re-allocation of wards, a well-equipped delivery suite will be incorporated in the Maternity Section.
It is hoped that work will get under way with this project early in the New Year.
A firm of consultants has been appointed by the Health Commission to carry out a survey to assist the Commission in determining major development of this hospital in relationship to the needs of the Central Coast.
Approval was given by the Health Commission of N.S.W. for the hospital to acquire property within the area bounded by Holden Street, Beane Street, Ward Street and Cape Street North, as this property came on to the market. The Commission was aware that the present area held by the Hospital would be inadequate for the future needs. Several properties have now been puchased and many of the buildings have been renovated for use by various hospital departments.
The successful functioning of the hospital is dependent on many factors and none more important than the calibre of its staff. In all departments we find people dedicated to their hospital and the patients it serves, whether directly or indirectly and throughout the hospital there is a growing interest in post-graduate studies and training cou~ses. These will do much to raise the standard of service provided to patients, and staff are to be congratulated.

The staffing of Gosford District Hospital and its subsidiaries has now risen to some 800, half of which are nursing staff.
The Royal North Shore Hospital and the Health Commission have made possible t he placement of Resident Medical Officers fr om the Roya l North Shore Hospital, on secondment. The service Is of great benefit to the Hospital's medical services.
The Board expresses its thanks to the Chief Executive Officer, Medical Superintendent and Director of Nursing for their support to the Board during a most difficult year .
There are now seven fund-raising auxiliaries working for Gosford District Hospital and its subsid iaries . The auxi liaries show great ingenuity in the diversity of ideas for fund-ra ising. As a resul t of their efofrts, patients benefit from <! wide range of medical equipment and amenities . We are gratefu l to th is band of workers who show so much loya lty and support for the ir hospital.
The Pink Ladies ' Auxi l iary works within the hospitals to assist patients and staff <llld has now extended to all the subsidiaries. To the ever-widening scope of their activities , they this year added maintenance of the medical library. The Pi nk Ladies give thousands of hours of service each year.
It is extremely gratifying to the Board and to all those associated with t he hospital to know that t hey have the support of local organisations and residents . The generosity of the people of t his area has been outstanding and the hospital has benef ited by some $72,000 during the past 12 months. The Auxiliaries have worked hard and given very generous ly and the support received from serv ice clubs and other organi sat ions, especially in the provision of urgently needed med ica l equipment. was excellent. It is a tribute to the civ icminded local organisations and to their members that they give so unself ish ly of themsel ves, of their t ime and abilities and work to raise these funds to aid the hospital , and consequently benefit the patients.

The Board of Directors wishes to record on behalf of the hospital and patients, appreciation to the H'onorary Medical Officers for the high standard of professional care which they have given during the year. A special word of thanks to those who have given lectures to the nurses and attended Board Meetings and Planning Meetings in the interest of the hospital.
I wish to thank my fellow-directors for their service to the hospital in the past, and in particular during the year under review. Their guidanc.e in the management of the affa irs of the hospital has been significant in helping to maintain the tradition of service to patients.
We would like to extend the thanks of those associated with the hospital to the past Minister for Health, Hon. A . H. Jago , for the interest which he showed in the hospital during the years when he was Minister.
We would like to welcome the new Minister for Health, Hon . J. L. Waddy , M.L.A., who has a major task, particularly in view of the changing concepts in health care. We were pleased to have Mr. Waddy visit the hospital recently and have the opportunity to present to him at first hand an outline of the situation as it exists in this area . He has assured us that every consideration wi II be given to the solution of the difficulties which Gosford District Hospital is facing in the expansion taking place in the Central Coast.
The Minister is well aware of our deficiencies and stated that the whole of the Central Coast Region is being examined and when the report had been properly evaluated, a firm decision would be given on immediate and future development.
My Board acknowledges the assistance and support shown by Federal and State Members of Parliament, Brisbane Water District Ambulance, the Clergy, the Police , local Councils , the Press and Radio . All have contributed to the successful functioning of the hospital and the Board of Oirectors extends its grateful thanks.

Despite a year of considerable inflationary pressures I am pleased to report that Gostord District Hospital again shows a surplus of income over expenditure of $5,620 for the twelve months under review.
Woy Woy Hospital and The Entrance . Long Jetty Hospital showed an excess of expenditure of $34,806 and $8,860 respectively, while Wyoming Hospital, which has been a subsidiary since September, 1973, showed a surplus of $32,337. The excess expenditure at Woy Way Hospital and The Entrance - Long Jetty Hospital can be attributed to the fact that twelve months expenditure was offset against eleven months imprest income received from the Health Commission. It is hoped that this problem will be overcome by an increase in the advance amount.
Expenditure items again increased and this year Maintenance Expenditure for the four hospitals totalled $4,391,006. Salaries and Wages accounted for $3,206,577 or 73 per cent of total expenditure, reflecting some of the impact of Award variations through the whole range of staff employed by the hospital.
Patients Fees income for the year was $1,377,479, an increase of $122,505 over fees charged ·in 1972-73. Again strenuous efforts are being made by the hospital staff to maintain our high collection rates on these fees.
The Special Purposes Fund showed increases in capital items for New Buildings $449,002, New Plant and Equipment $54,241 and Motor Vehicles $2,372. Health Commission Funds were received for Woy Woy Rehabilitation and Retraining Centre, Long Jetty and Wyoming Hospital renovations, Pathology Department, Woy Woy Hospital and also acquisition of properties adjacent to the hospital, by way of special grants.
·The continued support shown for the hospital by rhe people of the Central Coast, by way of donation, is most encouraging to the Board of Directors and the staff. A full list of donations received during the year, which is published at the end of this report, shows ·an income in excess of $70,000, a record for this hospital. This money is used to provide buildings and much-needed equipment for the four hospitals.

I have examined and audited the books, vouchers and other records
of the Wyoming Hospital for the year ended 30th June 1974 and have
obtained all the information and explanations required by me. In my
opinion, the above Balance Sheet and Statement of Account are properly
drawn up so as to exhibit a t rue and fair view of the state of the Hospital's
affairs as at 30th June, 1974, according to the best of my information and
the explanations given to me, and as shown by the books of the Hospital.
Other records and Registers examined by me have been properly kept in
accordance with the N.S.W. Health Commission's Accounting and Audit
