IntroductionThe Public Authority for Social Insurance (PASI) has the honor of presenting the 21st Annual Report for 2014 which includes the most prominent achievements of PASI and the amendments of the Social Insurance Law.

This report contains vital statistics and indicators on the functioning of PASI, including indicators relating to the numbers of active employers and the percentage of change thereof, as well as the growth in the number of active insurees and end-service beneficiaries, in addition to many of the indicators on the nature of PASI’ work such as financial and investment indicators, HR indicators, etc.

This report further highlights the efforts made by PASI at all levels to ensure the provision of its services in accordance with the best insurance-related international standards and focus on the optimum utilization of its financial and human resources.

PASI proceeded with providing and improving the social insurance services as to achieve the objectives and purposes for which it was originally formed including providing facilitating and adapting social insurance services to the beneficiaries' requirements and fostering the culture of insurance within the community.

PASI have also worked on enhancing its institutional performance efficiency and improving its services by employing and utilizes new technology in Social Security Section which will be reflected positively on its clients’ welfare and satisfaction.

The year 2014 was eventful by all means. PASI invested on continuing with its systems automatization and integrity, activating the electronic link with the Ministry of Manpower as to discard the forms of registering and terminating the insurees. Furthermore, the amendments of the Social Insurance Law pertaining to the method of estimating the wage subject of subscription as it includes now all allowances besides the basic salary as well as the method of calculating the retirement pension where the minimum amount thereof has been increased up to OMR (202.5).

With regard to planning, the year 2014 witnessed the follow-up of implementation of the strategic initiatives emanating from the First Phase of the PASI Strategic Plan(2011-2015), which was planned to be implemented in 2014; in addition to the development of the Second Phase of the Strategic Plan (2016-2020).

In conclusion, we deeply thank those who made every effort that contributed to attaining such achievements and look forward for more progress and development of the social insurance services under the wise leadership of His Majesty Sultan Qaboos bin Said, may the Almighty Allah bless and protect him.

First: Insurance Activity Statistics1. Active employers » Number of active employers covered by the Social Insurance System increased to

(14116) employer in 2014 compared to (11130) in 2013 with a growth rate of (26.8%). » Growth rate of new employers raised by (165.1%) in 2014 compared to 2013.

2. Active Insurees in the Insurance Systems » The number of active insurees in the Social Insurance System increased to (197510)

in 2014 compared to (181860) in 2013 with a growth rate of (8.6%). » The number of active insurees ranging from 26 to 35 years in 2014 representing

(46.1%) of the total active insurees. » The majority of active insurees concentrated in the wage category of OMR (325-400)

in 2014, representing (24.9%) of the total active insurees. » The average of insured wage for the active insurees (male) amounted to OMR (624)

while the active insurees (female) amounted to OMR (513) in 2014, and average of total OMR (599) in 2014.

» The number of active insurees in the scheme of GCC extension coverage increased to (1552) in 2014 compared to (1409) in 2013 with a growth rate of (10.1%).

» The number of active insurees in the insurance scheme for Omani nationals employed abroad and their equivalents decreased from (48) in 2013 to (46) in 2014.

» The number of active insurees in the Insurance System of Self-Employed Omanis and their equivalents increased with (1032.7%) in 2014 compared to 2013.

3. Service Ended Employees » The number of the end of service(1) reached (54143) in 2014, which were (42261)

males and (11882) females. » The end of service due to resignation and termination of service reached (51252)

representing (94.7%) of the total end of service cases during 2014. » The average of the end of service cases reached (4512) cases during 2014 compared

to 2013 which was (3930) cases increasing by (14.8%).

4. Indicator of Registered » The number of registered in the year 2014 amounted to (67954) insurees, where

the number of male (50058), while the number of females (17896) , and the average number of registered during the year 2014 (5662) insurees.

» The number of the registered number of insurees with new insurance numbers (24590), which represented (36%) of the total registered number during 2014.

» The number of insurees registered as re-joined (43364), which represented (64%) of the total registered number during 2014.

(1) The end of service cases includes : resignation, termination of service, disability, death, transfer to another company and other reasons.

5. Insurance Bene�ts Bene�ciaries:

» The number of accumulative disbursement of pension’s cases increased to (10867) until the end of 2014 compared to (9848) by the end of 2013 with a growth rate of (10.3%).

» The disbursement of pension cases due to ageing accounted for (38.1%) of total pensions followed by Non-Occupational Death pension cases representing (35.5%) of total Pensions disbursed until the end of 2014.

6. Work Injuries Disbursed » The number of cases of work injuries in 2014 reached (401) compared to (482) during

2013, with a decline rate of (16.8%).

7. Financial indicators » PASI total revenues increased by a growth rate of (8.3%) in 2014 compared to 2013

where the monthly contributions(2) increased by (49%) compared to 2013. » Revenues of the monthly contributions in 2014 represented (89.1%) of the total

revenues while revenues of the investment returns were (10.9%). » Total insurance expenditure amounted to (40,022) million OMR until the end of 2014

compared to (33,352) million OMR in 2013 with an increase of (6,670) million OMR by a growth rate of (20%).

(2) The revenues of monthly contributions increased due to the monthly contributions were calculated based on the basic salary and allowances from the second half of 2014.

Second: Indicators of Investment » The accumulated Investments in equities represented (35%) of the total assets of

PASI’s total fund. » The local strategic equities portfolio in 2014 increase by (7.9%). » Local Bank deposits ratio increases during 2014 due to increased amounts of

contributions which increased during the year after the change in contributions ratios. » Return of investment accounted for (3.41%) in 2014 compared to (9.33%) in 2013.

�ird: Indicators of Human Resources » The number of PASI’s employees decreased by (2.3%) at the end of 2014 compared

to the year 2013. Their numbers reached to (335) male and female. » The number of employees who have a bachelor's degree reached (142) and they

represent the highest proportion of employees.

» The active (one-employee employers) represented the highest percentage of the total active employers in 2014 by the categorization of the insurees. The number of one employee employers amounted to (7437) which represented (52.7%) of the total active employers while the employers with more than 100 Omani employees represented only (2.2%) of the total active employers by the end of 2014.

» The number of insurees in the employers with more than 100 Omani employees represented (64.1%) of the total insurees by the end of 2014. The number of insurees (males) within the category of the employers with more than 100 employees reached (107899) while the number of females amounted to (18852). Figure No (2) shows these numbers.

Employer Indicators: » The numbers of active employers listed in PASI during 2014 increased by (2986)

employer compared to 2013 representing a growth rate of (26.8%). The number of new employers also increased by (165.1%) between 2014 and 2013. This growth is typically shown in Figure No. (1).

Insurees Indicators:

1- (Active) Insurees In �e Social Insurance System

» Figure No (3) shows the increase in the number of active insurees working in the private sector between 2013 and 2014. The growth rate of males reached (6.3%) while it was (17.2%) for females in 2014 compared to 2013.

» Males represent (77.4%) while females represent (22.6%) of the total active insurees amounting to (197510) in 2014.

» The number of new entrants increased in the Social Insurance System in 2014. Thus the number of males amounted to (15738) while females reached to (8852) by the end of 2014

» The number of insurees re-joining in the System increased with (12.7%) in 2014 compared to the previous year that their number in 2013 reached to (38486) and increased to (43364) in 2014.

» Figure No (4) highlights the increase of the insurees listed in PASI and the employees working in the private sector whether they are new entrants or old insurees re-joining the system.

» In the second half of 2014, the monthly contribution by employees, employers and government started to be calculated based on the total wage paid to the employee in the private sector.

» By the end of 2014, the number of insurees whose wage is between OMR 325 and OMR 400 amounted to (49182) representing (24.9%) which is the highest percentage of the total insurees.

» The data of (17.4%) of the insurees was not updated according to the insured wage. » Average of the insured wage amounted to (OMR 624) for males and (OMR 513) for

females by the end of 2014. » Figure No (5) shows the number of insurees by categories of the insured wage.

» Figure No (6) shows the age hierarchy of the active insurees by gender till the end of December 2014. The majority of males and females is concentrated in the age group (26 – 30); this refers to that youth represents the greatest part of the Omani community.

» The average age is (33) years for males and (32) years for females. This is the same average for both as the previous year.

» Percentage of the insurees above the age of (60) is (0.9%) only.

» Figure No (7) represents the number of active insurees by the governorate(3) until the end of December 2014. Thus, their number in Muscat amounted to (71861) representing (36.4%) of the total active insurees. This percentage declined comparing with 2013.

» North Al-Batinah Governorate was the 2nd place of the active insurees with (17.9%) of the total. Al-Wusta Governorate was the last place with less than (1%) of the total active insurees until the end of December 2014.

» Figure No (9) refers to the number of insurees in the private sector by years of service until the end of December 2014.

» Figure No (9) shows that (74.3%) of the insurees have less than (10) years of service while (0.5%) of the insurees have (30) years of service.

2- Cases of end of service

» The number of end of service cases increased between 2013 and 2014 since they were (47157) in 2013 and amounted to (54143) in 2014 with a growth rate of (14.8%).

» Resignation recorded the highest percentage of end of service cases, representing (70.3%) of the total during 2014.

» Disability was the lowest reason of the end of service for males, while the death was the lowest reason for females.

» Figure No (10) classifies the cases of the end of service by the reasons in 2014.

4- Active insurees in the Insurance System of self-employed Omanis and their equivalents

» Social Insurance System of self-employed Omanis and their equivalents was applied one year ago. The number of those joining this system is ascending starting from its effective date in December 2013. Figure No. (15) refers to their increase between 2013 and 2014.

» Males represent (67.3%) of the total insures in the system of self-employed Omanis and their equivalents while females represent the rest.

» Numbers of the active insurees in the system of self-employed Omanis and their equivalents are distributed among all the governorates. However, Muscat was the top with (26.8%) of the total while North Al-Batinah was the second place with (19%) of the total).

1-Disbursed Pensions (Cumulatively) until the End of 2014.

» The number cumulative pensions disbursement cases to beneficiaries entitled to this benefit increased to (10867) until the end of 2014 compared to (9848) by the end of 2013 with a growth rate of (10.3%).

» Disbursement of pensions cases due to Old Age Pensions are the highest among other Pensions, which accounted for (4140) case by the end of 2014 representing (38.1%) of total pensions followed by the cases of disbursement due to Non-Occupational Death representing (35.5%) of total Pensions disbursed until the end of 2014.

» Pensions for Non-Occupational Disability represented (18.4%) of total Pensions disbursed until the end of 2014.

» The disbursement for work injury cases in 2014 amounted to (401) compared to (482) in 2013 with a decline rate (16.8%).

2014 witnessed a decline of the international oil prices which have impacted the GCC markets as well as the markets of the oil-exporting countries. The oil prices in Sultanate of Oman dropped at the end of 2014 by 50.5%. Muscat Securities Market declined by 15.4% in the last quarter of 2014 due to the oil prices fall. Such decline impacted PASI's investments causing PASI to reduce its local and international investing activities till the consequences of the oil international prices decline are made clear.

Government of the Sultanate of Oman has applied cautious procedures to deal with this decline through raising the gas prices for certain companies in the industrial sector. It also has reducing its capital expenditure for 2014; hoping that the oil prices would be recovered to avoid any budget deficits.

In 2014, PASI subscribed in right issue of some listed companies and added new shares purchases to its strategic portfolio from Muscat Securitas Market. PASI increased its investment with local discretionary portfolios that are managed for PASI.PASI participate with other fund to establish founding a real estate development company to be in charge of founding touristic projects in Sultanate of Oman. Furthermore, PASI paid capital calls for some existing as well as new foreign investments. The accumulated investments inequities amounted to (35%) of the total PASI's total fund. The local strategic equities portfolio increased in 2014 by 7.90% compared to Muscat Securities Market that decline by 7.19% for the same period of time.

PASI succeeded in investing with the only issuance for Central Bank of Oman for the year 2014 of government bonds Issue No (45). However, it couldn't invest in Certificate of deposit and corporate bonds since neither of them were issued this year as a result of high liquidity in the local banks. Bonds and CDs investments represent (15.5%) of the total PASI's fund by the end of 2014. Moreover, PASI added new foreign investments in Islamic Sukuk (financial certificates).

Bank deposits increased in 2014 due to the increase of the contribution value after the amendment of the contribution deductions percentage to be based on the total wage instead of the basic salary only.

The asset allocation of the PASI's total fund investments by the end of 2014 complied with the guidelines followed by PASI and the class percentage specified by the Executive Regulations for pension funds investment as stipulated in the Royal Decree 31/96 regulating the investments of the Omani pension funds. PASI's investment assets were distributed in accordance with the guidelines followed by PASI and to the investment opportunities available in the local as well as international markets. PASI's total fund achieves a yearly return of (3.41%) in 2014 compared to a return of (9.33%) in 2013. The following table shows the percentages of investments and returns during this year.

Human Resources:At the end of 2014, the number of PASI`s employees reached (335) male and female which decreased by (2.3%) compared to 2013. Number of males reached (241) representing (71.9%) of the total employees against (94) females with (28.1%).The following table shows the distribution of employees by educational level and gender in 2014:

As illustrated in the table above, the highest percentage of distribution of PASI`s employees by educational level was in the category of employees who obtained bachelor degrees representing (42%), followed by employees who had a Secondary Certificate, with (34%). Strategic Planning:By the end of 2014, PASI completed the fourth year of implementation of its first five-years strategic plan for (2011 - 2015), this phase witnessed a lot of changes and achievements at the level of its various main strategic pillar, as well as completion of 10 strategic initiatives.

Under "Development of Institutional Services Pillar", PASI has completed the strategic initiative "Data update", and the initiative of preparing procedures manual–in Investments Department under the strategic pillar "development of Investment Activity". On other hand, under the pillar of building administrative capacity four initiatives have been completed including "Job descriptions, Establishment of Quality Department, Draft Study to evaluating the effectiveness of development and training in Programs at PASI and Establishment of Training Unit".

On another side, the initiative of "awareness of new insurance programs" and "Representing the academic material of cultivation" under the strategic pillar "Development of the insurance awareness and culture" were completed. Furthermore, the rest of the initiatives of the strategic pillar "Building technical and informational capacity" including "Establishment of the documents management system" and "Unified communication project" and first phase of "The electronic portal" were completed.

2014 also witnessed the preparation and formulating the second phase of the strategic plan (2016 – 2020) (SPSP), were including two important events: Firstly, introducing the new strategic approach to PASI employees, secondly, PASI Strategy retreat workshop to prepare the SPSP and determining PASI strategic directions for the next five years.

Media and Insurance Culture:PASI continues its efforts to work with different media means whether the traditional or the electronic ones to carry out its mission, in its pursuit to cope with the great development of the media means in the present and the continuing progress of the plans of extending the insurance protection aiming at raising the insurance culture among the insurees and employers who benefit from the insurance systems. PASI desires to highlight the importance of the various insurance systems and their role in protecting the national manpower in the private sector against the surrounding risks in the workplace in line with PASI's mission and vision.

PASI introduces the insurance culture through several media channels including the monthly publication "Takaful Tamini" which presents insurance media materials in a journalistic forms which highlight a lot group of issues which concern to those working in the private sector, employers and beneficiaries of the services provided by PASI. This publication includes (news, interviews, reportages, surveys, articles and others). In addition to preparing and updating a group of printings which offer various easy means to communicate with the beneficiaries and provide a better opportunity to identify the Social Insurance Law through interpreting it easily and briefly depending on an aesthetic artistic design.

Within the framework of enhancing local communication, PASI participates in several national events and festivals in the Sultanate in order to explain the significant insurance systems to the beneficiaries in addition to introduce PASI and confirm its image in its customers' minds including employers and employees. Furthermore, PASI seeks to introduce various services through its electronic portal which is the major source of satisfaction to the beneficiaries for being fast, accurate and time and effort saving. PASI amendes and upgrades the website with new news and materials related to its scope of work. PASI can be also found through the various social media channels such as (Facebook, Twitter, YouTube) for their high significance allowing accessibility to the society slide which uses such channels. PASI gives special interest to the international cooperation through communicating with the international organizations to support mutual cooperation with the international institutions, authorities and organizations interested in social insurance and coordination with the competent authorities for participating in conferences, symposiums, meetings and training programs held abroad.

E-Services:In order to keep pace with the national strategic of Oman's Digital Society and e-government, PASI has implemented a group of projects during 2014, most important of which are:

1. Commencement of the first phase of the project of e-portal which provides services to employers and the insurees, including registration, ending of service, salaries variables, payment bills and updating workers data.

2. Application of the new amendments to law under the Royal Decree No. (61/2013) which included a number of advantages and improvements for insurance benefits provided by PASI, the most important of which is adding the allowances within the insured wage

3. Activation of e-linking with the Ministry of Manpower and reliance on data of employment contract in registration process without any need to register in PASI, making a big impact on speeding up and simplifying procedures of registration and end of service.

4. Creation of new outlets for PASI in Manpower Bureau in Al-Duqm and in the Public Authority for Development of SMEs.

5. Generalization of inbox and outbox system on heads of sections and branches managers.

6. Application of the unified communications system aiming at unifying communications environment in PASI where the employee can carry his own phone number wherever he goes inside the building. The system provides features such as communication in a group, call forwarding, conversation, voice mail, video calling and remote assistance.

7. Upgrading the network directory system (Active Directory) to the new system (Windows 2012 R2).

8. Application of System Management Solution where the system provides a number of features including remote control, hardware asset management and program measurement.

9. Preparation of Disasters Recovery Site through providing the environment (Standby Database) for insurance systems to ensure continuity of work.

10. Application of a new system for data backup using "Deduplication" technique from (EMC) Company which aims at speeding up backup operations where the system forwards another identical backup to Disasters Recovery Site (DR Site) in the National Data Center of Information Technology Authority.

Policies and Procedures:PASI has been responsible for developing Internal Policies and Procedures to facilitate customers avail the deliverables set by Regulatory procedures.

PASI’s goal is to ensure that all policies and procedures be made available to all staff and that the same be written in such a way as to clearly specify the policies and procedures for any given matter.

All policies and procedures should address and satisfy the following three basic functions:-

1. Articulate clearly the Departments mission, philosophy and goals;

2. Define all ethical, strategic, operational, financial and organizational parameters within which the department interacts with its employees, and

3. Provide a sound framework for logical and consistent management decisions.

PASI's motive is to build robust internal policies and procedures that will help it achieve its stated Vision, viz., "To ensure social protection of the individual, the family and society under a comprehensive and permanent insurance system based on principles of justice and social solidarity."

As on date 17 Policies and Procedures are approved and 14 Policies and Procedures are in final draft stage.

Workshop for Development of the Second Phase of the Strategic Plan (2016-2020):PASI organized, during Nov 2014, a workshop for preparation of the Second Phase of the Strategic Plan (2016-2020) with participation of a large number of PASI's employees who represented all divisions and departments. One of the objectives of this workshop was to determine PASI's strategic directions for the next five years, in addition to enhancing strategic planning culture with its employees through explaining importance of the strategic planning and its positive impact.The workshop has concluded many outputs, of which is internal and external environments analysis using (SWOT) analysis and external environment analysis model (PESTEL) in addition to proposing a number of the core values and a number of the basic strategic pillars on which the new strategy will be based. A number of strategic goals and initiatives have been also developed.This workshop is the first step of applying balanced scorecard methodology (BSC) and representing one on nine steps according to BSC.PASI used the BSC methodology to build the SPSP which is mainly depends on participation and communication principles.

Amendments of Social Insurance Law

PASI develop and update its insurance systems continuously. Therefore, the Minister of Manpower, Chairman of PASI, has issued two ministerial decisions No. (8/2014) and (9/2014).Article (1) of the decision No (8/2014) replaces Article No (3) of the Ministerial Decision No (126/92) with the following text:((The insurance contributions stipulated in the Social Insurance Law will be calculated according to the insuree’s basic salary and allowances taking into consideration the changes that may be introduced during the same month subject that the total number of changes to the insured wage is four times during one Gregorian year.The employer shall pay the full contributions due from him and the insurees to the PASI at stipulated dates. The employer should advise PASI of any changes in wage of insurees and pay the monthly contributions with the differences resulting from such changes within 10 days in the following month at which these contributions are due to PASI.

Article one of the decision No (9/2014) states that:((The contributions for insurance, as stipulated in the Social Insurance Law, will be calculated according to the basic salary and allowances, regardless of their type or how they are calculated, subject to a maximum of 3,000 Omani Rials. Article two states that the allowance stated in the first article and given in cash or in kind, will be calculated at the insured wage on which the contribution is made on condition that it is paid to the insurees with the basic salary either monthly or regularly subject to a minimum of four times a year. It states that the employer has no jurisdiction to this payment.Article three states that the employer governed by the Social Insurance Law, should include in his financial bylaws and systems all the due allowances for the employees or their equivalent if they are paid in kind)).Therefore, all allowances whatever their type or the method used for their determination have been added to the basic salary according to which the insurance contributions are calculated. Conversely, the insurance benefits due to the insurees are calculated on the basis of the new insured wage. Of the most prominent amendments made to Social Insurance Law is raising the coefficient of calculation of old age pension from (2.5%) to (3%), thus, old age pension is calculated by (3%) of the average monthly salary based on which the insurance contribution is paid during the last five years of the term of contribution in insurance or contribution term if was less this multiplied by full years of contribution in insurance with a minimum of (OMR 202.500) two hundred and two and half Omani Rials monthly and a maximum of (80%) of the average along with maintaining the above-mentioned conditions of entitlement of old-age and premature aging pension.Concerning the percentages of the new contributions stated by the Royal Decree No (61/2013), they are distributed among the employer, the insuree and the government where the employer shall pay a percentage of (11.5%) of the overall salary of the insuree while the insuree shall pay a percentage of (7 %) of his overall salary and the government contributes with a percentage of (5.5 %).Raising the disability and death pension due to non-occupational cause from (40%) to (50%) of the insured wage or old-age pension whichever is greater. Raising the daily allowance for work injury from (75%) of the daily basic salary to (100%) of the new daily salary for six months period, then by (75%) for the following six months.

e-Linking with Ministry of Manpower:

In September 2014, PASI, in collaboration with Ministry of Manpower, started the implementation of an e-Linking service to reflect the data of registration and service termination of the Omani employees covered by the Social Insurance Law. This service aimed to dispense the use of both registration and termination forms of the employees and rely on the data from the employment contract and service termination which are registered in the Ministry of Manpower systems. The E-Linking service will allow the automatic transfer of the data to be reflected in PASI's systems.

To keep pace with e-Government transformation plan, this collaboration established between PASI and the Ministry to simplify workflow of the registration and service termination procedures for the employers. In contrast with the previous procedures, this service has facilitated the procedures for the employers and to save their time and efforts.

With this e-linking, the unified contract service for the employees is made between PASI and the Ministry of Manpower, where the data are reflected automatically in PASI's systems where the internal controls are established to review the reflected data.

PASI, in collaboration with Ministry of Manpower, had defined the e-linking service through various mass media to enlighten the employers and employees who have expressed their satisfaction with this service since it saves their time, cost and efforts and it partially solves the problems of non- adherence to the social insurance law as some employers register the workers with the Ministry of Manpower only without registering them in PASI which cause the difference in the data between the Ministry of Manpower and PASI.

As a next step to develop this service and to raise the accuracy and integrity of insurees and employers data, PASI aimed to cooperate with the Ministry of Commerce and Industry and the Directorate General of Civil Status.
