The year 2010-11 was a period of

challenges & turmoil for India, and yet

it had its share of heartening moments.

Be it the scams, tapes and leaks, the unrest

that virtually closed the Kashmir valley for

four months, the naxal disturbances or the

shameful Mirchpur incident in Haryana;

all pointed to the imperative for good

governance, inclusive growth and engaging

youth gainfully.

The global scenario too was not very different

with the turmoil in the Arab world, the

tsunami devastation and the nuclear crisis in

Japan. However, the release of Aung San Suu

Kyi in Burma did bring some cheer. Other

‘feel good’ events included the CWG medal

tally powered by the Haryana hurricanes,

The Right to Education Act coming into

force, launch of the UID project. It was also

a year that underscored the need for carefully

conserving environment, in light of the

tsunami and the Leh flash floods.

For us in the Northern region, all these

inspired our work for the year. In all our

engagements with the government, we

stressed on good governance. Skills, Youth

engagement, Sustainability, working with

society were our priority.

The CII Northern region rose to the occasion

following the Leh disaster. In addition to

providing immediate relief in 21 locations,

CII undertook to rebuild 13 houses in Saboo

beneficiaries by the Union Home Minister,

Mr P Chidambaram in November.

There were many firsts in the region.

At the largest Buyer Seller meet organised

by the region – the Industrial Expo, 07

large manufacturing companies shared

their purchase requirements & vendor

qualifications with nearly 700 MSMEs. Buyer

Seller Meets held in Gurgaon, Jaipur and

Chandigarh, facilitated interaction between

50 buyers and 100 member companies.

The region launched its first Skills Centre

in Parwanoo in May 2010. The 2nd Skill

Development Centre is on the anvil in

Rajasthan. District wise Skill Gap studies

were conducted for J&K, Delhi and Haryana,

as also a study on skill gaps in Retail sector

in North India.

Though the Manpower mix study conducted

in the region says we are doing well – of

the 4.4 lakh people employed by members

included in the Study, 22% belonged to SC/

ST category, I believe we have miles to go.

This year we trained around 1000 persons

through skills programmes of CII & its

member companies. I believe that for a true

Inclusive growth, this effort would need to be

stepped up.

Two other special initiatives, inclusive in

nature, were Ability 2010 wherein CII helped

place 57 persons with physically challenges

you see throughout the Report and the list of

Studies brought out in the year, is testimony to

the powerful policy advocacy in the region.

We launched our fourth Yi Chapter in the

region – in Jammu two weeks back.

Our membership has registered a growth of

9.5% and we grew to a family of 2630. Vijay

and I met members in a series of formal and

informal interactions.

This is a just glimpse of the year gone by, the

details of which you will find in the following

pages.

I was guided and supported by the team that

I have had the privilege to work with – the

Regional Council, the State, Zonal, Sub-

Committee and Events chairpersons. True

to the CII values, the Past Presidents, Past

Chairmen, the CII President, Vice President

and the Director General gave good advice

and support. Vijay was indeed my partner in

whatever we could achieve this year.

I wish to sincerely thank my team at the

Northern Region – Charu and each member

for their tremendous commitment.

The coming year will hold its own challenges

& opportunities, and I am confident that CII

will continue to play a critical role in shaping

the future.

On the Sustainability front, I am pleased

to share that the region walked the talk

by installing rain water harvesting in its

headquarters and the Lucknow office. Other

highlights were signing of the lease deed for

Water Institute in Jaipur and launch of the

Green Business Club.

Agriculture focus was reflected in the strong

outreach to 55,000 farmers through Agro Tech

& Agri Conclaves, special Kisan Goshthis, Jal

Sangram, progressive farmers’ and women

farmers’ participation.

Among the major events this year, I would

like to specially mention Ceraglass 2010,

which was country’s first comprehensive

show on Ceramics & Glass industry. Held in

association with the Rajasthan Government,

the show resulted in the Government

announcing setting up a 750 acre Ceramic &

Glass hub in the State.

Steel Mart 2010 brought steel manufacturers

to the large user industry in North India

and strengthening of their retail outlets. The

series of sessions on Family Business and

Leadership talks were much appreciated by

members.

Our engagement with Government was

strong, as always. The Policy dashboard that

CII Leh relief and rehabilitation task force

was set up to provide support, guidance and facilitate

implementation. Chaired by Mr Sunil Kant Munjal, Past

President, CII and Co-chaired by Mr Harpal Singh, Past

Chairman, CII Northern region, the team decided, on

request of Mr Tsering Angchuk, Deputy Commissioner, to

build totally damaged houses in Saboo village.

CII Leh relief & rehab operationThe Leh cloudburst brought about vast devastation sweeping away lives and homes. Responding immediately, CII stationed

a 4-member team for four months to oversee its relief & rehabilitation operations.

A 15-member team worked to mobilise 20 tons of immediate relief material worth Rs 1.2 crore, viz. dry ration

(sugar, tea, snacks, salt & fruits), hygiene kits, community tents, woolen clothing, blankets, kitchen utensils, solar lanterns &

battery lamps, water purification systems & tablets, medicines, hand-tools. These distributable materials were transported to

Ladakh mainly through the Indian Air Force carrier aircraft IL 76 and a Mahindra Swaraj truck.

The CII team was the first to reach 7 far flung villages by crossing a ropeway over Zanskar river as the roads had

been swept away. The relief material was distributed across 21 locations including the relief camps of Choglamsar,

village Saboo and Nimu and other far flung villages, like Skiu & Kaya.

Construction of Houses:

After due assessment, CII committed to

build the 13 totally damaged houses in

the village Saboo.

After many deliberations and

consultation, CII arrived at an improved

version of a traditional Ladakhi house.

• 325 sqft area comprised 1 large

Ladakhi kitchen, 1 smaller room and

an air-locking corridor

• Walls made with compressed earth

blocks stabilised with cement for

strength

• Double-glazed windows for

solarisation

• CGI sheets with EPS insulation,

instead of wooden roofs

Of these, 2 model houses were built during October &

November and were handed over to

the identified beneficiaries: Rigzin,

a 50-year-old single lady and her

85-year-old invalid mother; Shafi

Mohhamed, a constable in the J&K

Police. His wife gave birth to a baby

boy 20 days after their house was

washed away in the cloudburst.

Mr P Chidambaram, Union Home Minister, inaugurated the first house constructed by CII

in Saboo Village in Ladakh and handed

over the key to the first beneficiary on

30 October 2010.

The CII team left Leh temporarily in November and will be back in

April 2011 to build the balance 11 houses for which the material

has already been stored in the Community Centre in the village.

Concurrent to the house construction, CII will also plans to work

with the local communities to explore enhancing livelihood options.

CII Leh Relief and Rehabilitation Project is successful example

of partnership at work. CII member companies, as always,

contributed generously to the project. The J&K State Government and

the Deputy Commissioner of Leh were helpful in guiding our work.

Organised jointly by CII & RIICO, the country’s first ever comprehensive show ceramics and

glass was inaugurated in Jaipur by Mr Anand Sharma, Union Minister of Commerce &

Industry and Mr Ashok Gehlot, Hon’ble Chief Minister, Rajasthan in Jaipur.

180 exhibitors covered an area of 6,130 sqm. About 373 new products

were launched / displayed at CeraGlass India 2010 and generated 8,383 business enquiries – including 549 from foreign buyers. Over 230 representatives from industry participated in the focused conferences addressed by 90 experts

from government, industry, research organisations and academia.

20 masons were trained and certified in the art of cutting and lying tiles using

modern tools under the Somany Tile Master Programme. A special toolkit

comprising 33 items, sourced from Spain, was distributed to the skilled masons at

the end of the programme.

A true delight on the cultural platter

The lively, interactive space displayed products

from traditional ceramics cluster of Khurja (UP),

glass clusters including glass work and bangles

and blow glass art from Firozabad (UP), blue

pottery from Jaipur, studio pottery from Delhi, a

chashma ghar, a glass kitchen & tough glass, and

stone mosaic work of Mr Herve Vital, a French

artist along with ceramic-waste work by Shri Nek

Chand, the famous artist from Chandigarh.

We are hopeful that this event will be recognised as an excellent platform for market access,

technology transfers and investments for conventional, innovative and futuristic products.

CII Skill Development Centre, 8 May 2010, Shimla

The first Skill Development Centre in

Northern region opened in Parwanoo,

Himachal Pradesh in May 2010, was

inaugurated by Mr Anand Sharma,

Union Minister of Commerce & Industry,

Government of India.

4 trades, viz; electrical, CNC turning,

AUTOCAD, milling with CNC facility,

are being offered at the Centre. Course

curriculum has been developed with

industry consultation. The first batch of 40

students has successfully passed out and

placed. The next batch will be ready for

employment in April 2011.

Annual session NR - Tomorrow’s North: Green and educated, 30 March 2010, New Delhi

During the Annual Session, discussion on ‘Greener North – the Wining Agenda’, threw

up many challenges and opportunities for the region. Prof Gunter Pauli, Founder, Zero

Emissions Research & Initiatives uncovered some unique innovative business ideas for

a new generation of entrepreneurs who use what is available to sustainably address the

needs of the earth and all its citizens. He emphasised on the next version of the green

economy i.e The Blue Economy.

At the session, ‘Education and Skills – Foundation for a prosperous North’, Mr Kapil

Sibal, Union Minister for Human Resource Development, said, “Education has to be

a national endeavour to create the intangible assets needed for idea generation and

innovation. The private players will now be allowed to use public assets schools /

colleges / institute buildings) for skill training.”

ABILITY 2010-11

This was a job fair with a ‘difference’. In addition to

the regular job fairs, CII decided to focus on placement

of people with physical challenges in mainstream

corporate jobs.

The database of vocationally skilled candidates with

various disabilities was generated. Member companies

were approached to shortlist and identify prospective

employees.

225 candidates were interviewed by IBM Daksh, Tech

Mahindra & Tata Business Support Services Limited

in 5 batches. Of these, 57 differently-abled candidates secured jobs as Customer Care Executives in BPO Operations of these companies.

The initiative will continue in 2011 with 3 more

member companies coming forward to hire persons

with special abilities.

Buyer-Seller MeetsThe four Buyer-seller meets organised during the year, provided

huge business opportunities to the MSME members. These meets

helped explore direct business opportunities.

• In Haryana, the interaction between six large companies and 40 potential sellers enhanced the

market opportunities for MSMEs.

• During CeraGlass India 2010, 48 exporters explored

the possibilities of trade in the ceramics and glass product

category with 15 nations – Bangladesh, Botswana, Brazil,

Egypt, Korea, Mauritius, Nigeria, Peru, Saudi Arabia, South

Africa, Sri Lanka, UAE, Tanzania, Uganda and USA.

• At Agro Tech 2010, 13 buyers from 6 countries–

China, Malaysia, Oman, Singapore, Thailand, and UAE had

one on ones with the Indian agri businesses.

The first B2B show of Northern region had a special

focus on business development for MSMEs and vendor

development programmes. 181 exhibitors from pan India

showcased their best.

378 new products were displayed with the first time

in Uttarakhand. Tata Motors displayed “Ace Zip” light

commercial vehicle was launched during Industrial Expo.

Over 10,000 visitors from industrial clusters in Baddi,

Chandigarh, Faridabad, Ghaziabad, Gurgaon, Jalandhar,

Ludhiana, Meerut, Mohali, Nasik, Noida and Pune found the

show to be very useful.

3050 business enquiries were generated with business

potential of an approximately 30 crore.

Vendor development programmes and procurement needs by

seven leading large manufacturers were attended by nearly 700

MSME companies.

Uttarakhand offers competitive advantage in almost all

sectors. The business fraternity can invest in sectors like food

processing, pharmaceuticals, ayurveda, fruit processing,

tourism etc. We are working to make Uttarakhand the largest

automobile hub of the world.

too. It is a good opportunity for farmers to learn about new

Mr Anand Sharma Union Minister for

Commerce & Industry, while interacting

with over 150 industry captains at a

special session in Chandigarh, said, “The

Government has taken a decision to launch

a programme to establish a National

Manufacturing and Investment Zone (NMIZ)

in partnership with Rajasthan government

along the Delhi-Mumbai Industrial Corridor

(DMIC) to help Indian manufacturing

achieve its true potential and be an engine

for job creation.”

2nd Agri Conclave, 18 February 2011, Jammu

Mr Ghulam Hassan Mir, Minister for Agriculture, J&K, while

inaugurating the 2nd Agri Conclave, called for industry

participation to help revive the agri sector. Mr Harinder

Mahajan, Chairman, CII J&K, said that the aim of the conclave

was to educate the farmers on the latest farming techniques,

agriculture practices and agri finance & credit schemes.

A thriving and sustainable agricultural sector requires integrated action by

policy makers, private sector participation and engagement of the farmers and

communities at large. Towards achieving this, the focus of the Committee was

‘Rejuvenating agri competitiveness for sustainability’.

was suggested that Basmati Geographical Indication

be registered in international jurisdiction and

The focus was on building and strengthening partnerships – with the

government, among business, involving civil society – to implement

environmental solutions. Shri Ashok Gehlot, Chief Minister,

Rajasthan, encouraged the industry to prepare a time bound action

plan for reducing carbon footprint & invest in R&D.

The summit helped generate ideas for the proposed State

The show brought the steel makers to the huge user industry in North especially Punjab.

At STEELMART 2010, the focus was on availability of raw material, new uses of

Indo–Pak Expo, 16-20 December 2010, Jaipur

CII’ Indo – Pak Expo dedicated to Indo Pak ‘dostana’ presented a responsible platform

for interaction amongst the two countries. A unique effort to improve the trade relations

between India and Pakistan, the show promoted people to people connect.

More than 50 exhibitors presented an exclusive range of products from almost all regions

of Pakistan including garments and embroidered fabric from Multan, Karachi and Lahore,

carved rosewood furniture from Peshawar, and designer melamine from Gujranwala.

Exquisite Pakistani sweets like phirni, kheer etc were the highlights of the event.

Leading health professionals from Jaipur interacted with World Bank Health Mission to understand the private sector perspective and PPP formats to increase efficacy and reach of health services. Over 15

The CII CSR–CSO Bridge 2011 urged entrepreneurs to raise the

bar of their Corporate Social Responsibility. At the inaugural

session Mr Mohammed Haleem Khan, Director General,

Council for Advancement of People’s Action & Rural Technology

(CAPART), released a CSR dossier.

‘Pehal’, a dedicated exposition showcased appreciative work of

20 CSOs. A session was also organised in Uttarakhand to discuss

the importance of CSR for MSMEs.

Social Expo, 29 October-1 November 2010, Chandigarh

For the first time, concurrent to the CII Chandigarh Fair, this

year, a Social Expo was organised. The 350 sqm spread provided

market opportunities to 24 Self Help Groups associated with

NABARD, 22 other NGOs, women driven micro enterprises and

artisans.

The exposition included items made by inmates of Tihar Jail,

handicrafts from differently-abled and mentally challenged,

hand-embroidered works of beneficiaries of skill development

initiatives for women.

Haryana Annual Session: ‘Building smart & sustainable cities in NCR’, 11 March 2011, New Delhi

Keeping in mind the increasing pressure on the state of Delhi & the phase of

development in the state of Haryana, the Session advocated the need for developing

planned and sustainable counter magnet cities in Hissar, Jhajjar, Kundli, Sonepat in the

NCR region adjoining Delhi.

Revision of Industrial Policy of Haryana

CII Haryana highlighted the need for revision of Industrial policy of Haryana. As a result, New Industrial Policy has been introduced

by the State government. Majority of CII recommendations relating to development of SEZs, self certification of building plans,

encouragement of investment in backward areas & promotion of SME sector in the state, have been incorporated in the policy.

development. What is required is to provide the government with the right eco system

opportunities and skills so that they are able to make a difference. To do so, it is pertinent

that we make them competitive to enable them find their own space for a meaningful

Members’ meets: Over 612 members attended 11 Members’

Meets organised in various cities viz. Dehradun, Jammu,

Kanpur, Pantnagar.

members to State/Central Governments and advocacy has been

Know your co-member Initiative: The initiative aims to facilitate

companies are invited to share their profile and opportunities for

Membership is an integral part of CII. This year, the state offices spread their

ambit of activities in newer locations, which added to membership from

relatively new areas. Our members increased by about 9.5 % & we grew to
