Europe’s food and drink industry continues to be the largest job provider in the manufacturing sector across the EU. It is also the number one manufacturing industry. This is certainly something we can be proud of.

We can also be proud of the safety and quality of our products, of their diversity in taste and tradition, and that 99% of our companies are Small and Medium-sized Enterprises, often family-owned, which generate over half of our turnover and two thirds of our employment.

The European food and drink industry is committed to constantly improving the quality of its products, to answering to consumer demand, and innovating so that future needs are met, in terms of quality, affordability and quantity. To facilitate this, FoodDrinkEurope plays an essential part in the regulatory dialogue with policy-makers at European level and beyond.

2014 has been an exciting year during which we are pleased to have contributed to a large number of diverse initiatives, and amongst others, to have supported better regulation, and to have proposed – and met! – over half of the commitments made in the Diet, Physical Activity and Health Platform, coordinated by the European Commission.

We are also very fortunate to be part of a resilient industry which has remained relatively stable throughout the crisis, not only because our products are part of everyone’s daily life, but also because we continuously strive to reach our goals of serving consumer needs, nourishing innovation, growing sustainably and – last but not least – feeding Europe’s economy.

FoodDrinkEurope is driven by its members, and it is thanks to their commitment, their expertise and their know-how, that we can achieve our goals and ambitions. The diversity of our membership is its richness and its credibility at the same time.

I hope that the coming months prove to be as rewarding and interesting as the past year.

Welcome to this year’s Annual Report; our way, not only to showcase the work accomplished by the Secretariat at FoodDrinkEurope, but also the opportunity to highlight the essential role played by our members. Whether

national federations, EU sector-related associations or individual companies, all our members support FoodDrinkEurope’s work on a daily basis and help us face the challenges, and celebrate the achievements, of this great industry.

Our members also take on individual challenges such as the implementation of regulatory and self-regulatory initiatives, with integrity and professionalism, thus reflecting positively on the work of our organisation at European and even global level.

2014 has certainly been another eventful year. We have stepped up on the communications front and given more interviews than ever before; in return we have been more exposed to sometimes quite difficult discussions both online and offline. We have participated as speakers in increasing numbers of events, conferences and debates, where we have explained our role, our viewpoints, our activities and also the diversity and importance of the sector we represent.

We have highlighted the positive role of our industry, in nutrition, in well-being, in providing affordable, tasty, convenient and safe food to over 500 million consumers throughout Europe and to many more beyond.

Last year the industry faced the continuing important drawback of the Russian ban on EU products but managed successfully to find new export markets, thus maintaining the positive trade balance it enjoys and safe-guarding European jobs.

I am really pleased to recall the pledge we made as an industry to enhance and improve the qualification and employment of young people through apprenticeships; we are convinced that this pledge will not only help to provide more jobs in our sector, but that it will also add value by sharing experience and know-how. Important work continues in this area along with our Social Dialogue partners EFFAT (European Federation of Food Agriculture and Tourism Unions), and of course the European Commission.

We continued our efforts to lead the fight against food wastage throughout the food chain, together with our partners. Many companies in the food and drink sector have already put in place a number of measures to ensure that hardly any waste occurs during their manufacturing processes. Companies are also very keen to see that their activities maintain a minimum environmental impact, a theme we intend to pursue enthusiastically this year, particularly in view of COP21 at the end of 2015.

We have had some difficult and sensitive discussions in-house during the year, but none that we didn’t manage to resolve, thanks to the understanding and open-mindedness of our members, and the hard work of my colleagues! The above are but a few examples of the activities we undertook last year, and before I invite you to discover more in the pages of this annual report, I would like to take this opportunity to thank my colleagues for their dedication to the organisation, their hard work and their support. FoodDrinkEurope is proud to have a great team! I now hope that you will enjoy reading our annual report... Bonne lecture!

High Level Forum for a Better Functioning Food Supply ChainIn October 2014, the High Level Forum for a Better Functioning Food Supply Chain (HLF) met for the last time under its current mandate. FoodDrinkEurope has been an active contributor in the HLF, which has brought together 4 Commissioners (Enterprise, SANCO, Internal Market and Agriculture), stakeholders from across the food chain as well as representatives from 21 EU Member States to assist the European Commission in developing an integrated EU industrial policy for the food and drink sector.

The final meeting ended with positive news: the unanimous adoption of the High Level Forum’s final report1, which calls upon the Commission to renew its mandate for five years (2015-2019).

During the first mandate of the High Level Forum, many projects and initiatives were achieved, including:

► the creation of The Supply Chain Initiative2 – Together for Good Trading Practices

► the study on the impact of food taxes3 on the competitiveness of the food and drink industry

► the ‘Regulatory Fitness check’ of the food sector and the assessment of existing barriers in the Internal Market4

► the establishment of a structured Social Dialogue5 with EFFAT6

► the development of a Common Vision7 for a more sustainable, innovative, inclusive and resource-efficient food supply chain

The Supply Chain InitiativeFoodDrinkEurope, working together with seven other associations representing the food supply chain8, continued to drive progress in 2014 on ‘The Supply Chain Initiative’ (SCI) with the aim of ensuring fairness in commercial relations across the food supply chain.

The SCI was launched in 2013, to bring together all actors of the food supply chain and work towards fairer trading practices. Participation from companies has been significant and results conclusive. In 2014, 164 groups and companies representing over 860 national operating companies committed to the Initiative. It is worth noting that as many SMEs have registered as large companies, which is an essential success factor of the Initiative.

Bilateral Trade NegotiationsThroughout 2014, FoodDrinkEurope followed very closely the EU’s trade agenda, in particular the on-going negotiations for an EU-US Transatlantic Trade and Investment Partnership (TTIP) and the EU-Japan Free Trade Agreement (FTA).

FoodDrinkEurope has supported the negotiations for an ambitious and comprehensive TTIP agreement that takes into account the priorities of Europe’s food and drink industry. Specifically, FoodDrinkEurope has asked for TTIP to address a number of non-tariff barriers and create an SME-friendly trade framework which is expected to increase export opportunities for EU manufacturers.

FoodDrinkEurope was invited to join the European Commission TTIP Advisory Group, which was established to provide regular advice to EU trade negotiators. The Advisory Group consists of experts representing EU consumers, workers, environmental and public health interests’, business, manufacturing, agriculture and services sectors.

In relation to Japan, FoodDrinkEurope welcomed the continuation of the EU-Japan free trade talks and engaged with other key EU agri-food chain partners. Thanks to continuous input provided to EU representatives, food and drink industry priorities were well taken on board and remain a key sector in the negotiations.

Multilateral trade negotiationsFoodDrinkEurope remained committed and supportive of a multilateral trade system. On the occasion of the 2014 WTO Public Forum, FoodDrinkEurope met with key contacts at the WTO Secretariat and Geneva-based Permanent Representations to discuss the outcome of the December 2013 Bali Ministerial Conference and the next steps.

Promotion Policy for EU agricultural and food productsFoodDrinkEurope warmly welcomed the approval of the new regulation on the promotion policy for EU agricultural and food products, an important tool for contributing to the competitiveness of the agri-food sector. FoodDrinkEurope particularly supported the focus on promotion programmes in third countries, the extension of eligibility to food products and the possibility to show branded products in fairs. The new policy will enter into force on 1 December 2015.

Small and Medium-sized companiesSMEs are the backbone of the food and drink industry. Throughout 2014, one of FoodDrinkEurope’s priorities was to promote the key role of food and drink SMEs in the EU and ensure that their specificities and needs are taken into account. For this purpose, FoodDrinkEurope invited National Federations to nominate SME Envoys, who would be the contact persons designated to address specific food and drink SME needs in various policy domains. The fourteen SME Envoys nominated in 2014 will contribute to the work that will be done on SME priorities and will discuss possible cooperation opportunities with the Commission.

Food Safety ManagementThroughout 2014, FoodDrinkEurope continued its efforts to encourage the highest standards of food safety among Europe’s food and drink manufacturers.

FoodDrinkEurope actively engaged with MEPs on important relevant dossiers such as the Revision of the Official Food & Feed Controls Regulation. FoodDrinkEurope established a strong position which enabled the discussions with key MEPs and led to a good first reading outcome. This outcome reflects well the position of the sector in regards to the establishment of mandatory fees, which are supported by MEPs under all circumstances.

FoodDrinkEurope was also very active in the discussions taking place at Codex Alimentarius9, providing valuable input to all the work related to contaminants and ingredients.

In the area of food allergen management, FoodDrinkEurope promoted its Guidance on Food Allergen Management for Food Manufacturers10 in 2014 and is investigating the possibility of a quantitative risk assessment on this topic for 2015.

Process Contaminants

In 2014, FoodDrinkEurope submitted about 36,000 acrylamide occurrence data in different foods to the European Food Safety Authority (EFSA). FoodDrinkEurope also contributed to the consultation on the EFSA draft acrylamide opinion which is expected to be finalised in June 2015.

Regulatory Fitness and Performance Programme (REFIT)

FoodDrinkEurope actively contributed to the content of the European Commission Communication on EU Regulatory Fitness with a view to examining the functioning of the general food law. FoodDrinkEurope submitted comments on a survey regarding the functioning of the RASFF system (Rapid Alert System for Food and Feed). FoodDrinkEurope believes that the principles set out in the general food law are clear, however it is the secondary legislation which needs to be further examined, such as the application of the pesticides versus the contaminants legislation.

Research and InnovationFoodDrinkEurope worked proactively throughout 2014 to help food and drink manufacturers overcome obstacles to innovation, the cornerstone for future growth and competitiveness in Europe. This involved direct engagement with the EU institutions and partnerships with other stakeholders.

In 2014, FoodDrinkEurope was also actively involved in several funding instruments that compliment Horizon 2020, such as the projects ‘Prometheus’11 and ‘Trafoon’12, two key research and development projects.

Moreover, FoodDrinkEurope contributed to five individual Commission consultations to highlight the industry’s research and innovation priorities, and also regulatory burdens, in different areas.

European Technology Platform (ETP) ‘Food for Life’

In 2014, the European Technology Platform (ETP) ‘Food for Life’ (managed by the FoodDrinkEurope secretariat) continued presenting research and innovation opportunities across the food and drink industry in Europe. In 2014, the ETP reviewed its ‘Strategic Research & Innovation Agenda’13 to better align it with Horizon 2020. As a result, in December 2014, the ETP launched the implementation plan of the Agenda14. This new plan was presented during a stakeholder event to key representatives from the food supply chain and academia.

Joint Programming Initiatives

FoodDrinkEurope holds the chair and vice chair positions of expert groups in several of the European Commission’s Joint Programming Initiatives (JPIs), such as ‘Healthy Diet for a Healthy Life’15, ‘Agriculture, Food Security and Climate Change’16 and ‘Sustainable food production and consumption’17. The JPIs were established in order to make better use of Europe’s precious public research and innovation resources and to tackle common European challenges more effectively.

Nanotechnology

In 2014, FoodDrinkEurope developed a tool to help food and drink business operators make informed decisions regarding the labelling of engineered nano materials. The tool was presented at the 6th Nanotechnology stakeholder meeting in November.

Novel Foods

In 2014 FoodDrinkEurope contributed actively to the revision of the Novel Food Regulation and engaged in discussions with MEPs, following the failure to reach an agreement in 2011. FoodDrinkEurope views this proposal as an important contributor to research and innovation in order to ensure sustainable growth and employment and help bring new and improved products to market.

Food information to consumersIn December 2014, FoodDrinkEurope welcomed the implementation of the new Food Information to Consumers Regulation18, as a step in the right direction for enhanced consumer information. FoodDrinkEurope worked hard over the course of the year to make sure that Europe’s food and drink manufacturers comply with the Regulation in due time and that members provide information in a clear and understandable way, enabling consumers to make an informed choice.

Also in December 2014 and in view of the entry into force of the new Regulation, FoodDrinkEurope launched a website to explain the concept of Reference Intakes (http://referenceintakes.eu). The purpose of this website is to help consumers familiarise themselves with the new EU labelling rules and the Reference Intakes label - the new term for the nutrition icon(s) which can be found on the front of pack of many food and drink products. The website also features useful tools for food and drink manufacturers, especially SMEs, who can learn more about the EU legislation and download the Reference Intakes templates to use on their products.

Throughout the year, FoodDrinkEurope has also provided technical input into the European discussion on certain Questions and Answers of the Regulation, which have been developed by the European Commission and the Member States, in order to contribute to a more harmonised implementation of the Regulation. Furthermore, FoodDrinkEurope has contributed to stakeholder consultations on the Regulation’s implementing measures, particularly related to country of origin labelling. In this context, the industry has provided data and evidence showing the practical impact of mandatory origin labelling for operators.

At a global level, in 2014 FoodDrinkEurope continued its involvement in the work of Codex Alimentarius where, amongst others, agreement was achieved on general principles regarding the addition of essential nutrients to foods.

Enabling consumers to make healthier choicesThroughout 2014, Europe’s food and drink manufacturers reaffirmed their leading position in helping consumers adopt healthy eating choices by being a major contributor to the EU Platform for Action on Diet, Physical Activity and Health20, a forum of European-level organisations, ranging from the food industry to consumer groups and health NGOs, committed to tackling current issues relating to diet and physical activity.

To that end, FoodDrinkEurope and its members have developed, supported and encouraged initiatives and commitments, aimed, for example, at providing clear information for the consumer, through the launch of different portion sizes, enhanced product composition labelling, optimising the nutritional content when reformulating existing and/or innovating new products and providing responsible marketing and advertising communications. The European food and drink industry work in this area is on-going and has been recognised in 2014 by stakeholders including the European Commission and NGOs. FoodDrinkEurope is continuously working on improving the monitoring of such efforts by the food and drink industry and has actively contributed to the Platform’s working group on monitoring and reporting.

In 2014, FoodDrinkEurope, through its participation in the High Level Forum for a Better Functioning Food Supply Chain, also contributed to the study commissioned by the European Commission on “Food taxes and their impact on competitiveness of the agri-food sector”21. FoodDrinkEurope and its members took part in the consultation process to this study, providing concrete input and data, pointing to a negative impact for the competitiveness of the agri-food sector. At the same time, the study showed that there are no robust conclusions on the impact of food taxes on public health and that the effectiveness of food taxes in curbing obesity is therefore uncertain.

Food Wastage2014 was a very important year for FoodDrinkEurope in stepping up the food and drink sector’s efforts to tackle the major societal problem of food wastage.

In November 2014, as part of the European Week for Waste Reduction (22-30 November), FoodDrinkEurope published a report showcasing the concrete actions being taken by Europe’s food and drink manufacturers to tackle food wastage both within their own operations and up and down their supply chains22. The report, entitled ‘Preventing food wastage in the food and drink sector’, presents the results of an internal survey amongst FoodDrinkEurope members to identify the progress made in preventing food wastage and their plans for future actions. This survey came as a follow-up to the launch in 2013 of FoodDrinkEurope’s industry toolkit ‘Maximising food resources: A toolkit for food manufacturers on avoiding food wastage’23, published in parallel to a joint declaration on food wastage, entitled ‘Every Crumb Counts’24.

Earlier in the year, FoodDrinkEurope had the opportunity to showcase its important work in the area of food wastage through its presence at the European Commission’s Green Week which took place in June 2014. FoodDrinkEurope was present with an interactive stand which focused on the major problem of food wastage. It also presented the sector’s leadership in tackling this issue in close cooperation with partners along the food supply chain.

Sustainability of food systems

In April 2014, FoodDrinkEurope, together with representatives from across Europe’s food supply chain and the NGO community, published a Joint Declaration entitled ‘Actions towards a more sustainable European food chain’25. This Declaration encourages EU policy makers to support a more cohesive approach to safeguarding the sustainability of food systems for future generations. The Declaration came ahead of the planned European Commission Communication on the ‘Sustainability of Food Systems’ and in the context of addressing future challenges in this area.

This joint initiative was started by ‘The Stakeholder Dialogue Group on Food Sustainability’, a voluntary group established in September 2013 including 18 organisations and companies from across the EU food chain, most of which are also members of the High Level Forum (HLF) for a Better Functioning Food Supply Chain26. As a result of this project, the HLF has proposed to put sustainability as a key priority in its future mandate.

Waste managementIn 2014, FoodDrinkEurope acknowledged the European Commission’s revision process of the EU Waste Acquis, which included the Waste Framework Directive and the Packaging and Packaging Waste Directive (PPWD)27, amongst others. FoodDrinkEurope shares the ambition to move towards a resource efficient economy and thus fully participated in the preparatory work and revision of the Waste Acquis by providing expert input28 to on-going policy discussions.

In July 2014, FoodDrinkEurope welcomed the publication of the Commission package “Towards a Circular Economy: A zero waste programme for Europe” and has encouraged the European Commission to maintain this ambitious move towards a resource efficient economy as part of its working programme. Moving on, FoodDrinkEurope will work closely with the European Commission in the drafting of a new ambitious and fair proposal in 2015.

Industrial Emissions DirectiveIn early 2014, the European Commission kicked off the review of the Industrial Emissions Directive and the Best Available Techniques Reference Documents (BREF)29 for the Food, Drink and Milk sector. In the process of setting the operating limits for plants across the EU, FoodDrinkEurope has initiated a cross sectoral industry platform in order to proactively contribute to the relevant technical and political fora set up for this revision.

Food SCP Round TableThe technical body of the round table, Working Group1, which FoodDrinkEurope is co-chairing, developed further technical guidance on the ENVIFOOD Protocol on horizontal topics relevant for the Life Cycle Assessment of food and drink products..

Climate and Energy PolicyFoodDrinkEurope urged world leaders gathered at COP 2030 in November 2014 to work towards an ambitious, legally binding agreement which will tackle the global challenges posed by climate change and also pave the way for a new global climate agreement in Paris (COP 21) in 2015. The food and drink sector called upon governments to work towards a global framework on climate change through which it can further reduce its GHG emissions, while at the same time maintaining its competitive position and continuing to meet the nutritional needs of a growing world population.

FoodDrinkEurope together with the European Federation of Food, Agriculture and Tourism Trade Unions (EFFAT) officially launched in 2012 the EU Social Dialogue for the food and drink industry. FoodDrinkEurope and EFFAT are the most representative EU organisations representing food and drink industry employers and workers in the EU and are recognised as EU-level Social Partners31.

In 2014, FoodDrinkEurope and EFFAT published a joint position on industrial policy32, calling for the development and implementation of a sound European industrial policy in their sector without delay. This joint position highlights the necessity for a sector-wide approach, tailored to increase the competitiveness of the industry and foster continued growth and employment.

On 16 October 2014, at an event in the European Parliament the social partners presented the launch of a new Europe-wide food and drink industry pledge on high-quality apprenticeships33. In the presence of distinguished MEPs and speakers from the European Commission, trade unions and the industry, FoodDrinkEurope and EFFAT announced their commitments to address the challenges of youth unemployment.

With this pledge, FoodDrinkEurope and EFFAT aim to empower young graduates and students by providing them access to quality training and practical experience through placements. At the same time, one of the pledge’s goals is to raise awareness among FoodDrinkEurope members of the valuable contribution apprentices can make to their business. Furthermore, this pledge will help fulfil two complementary objectives of labour market policies to fight youth unemployment and build up labour supply.

FoodDrinkEurope’s Social Dialogue Platform, in collaboration with EFFAT, is committed to continue working on the theme of bringing in new talent and managing an ageing workforce, for a more attractive food and drink industry, by carrying out an important piece of Commission34 funded research by 2016.

As a dynamic and growing sector, Europe’s food and drink industry is a driving force behind apprenticeship schemes. But efforts to develop specific qualifications to enhance the employability of people and reinforce life-long training programmes are only effective with the right partnerships in place. Building on this premise, FoodDrinkEurope has joined forces with the European Federation of Trade Unions in the Food, Agriculture and Tourism sectors (EFFAT) to respond to one of the greatest challenges facing Europe: a lack of skills and job opportunities.

Working together, the two organisations became social partners in 2012 and jointly commissioned ‘Improve’, the UK Sector Skills Council, and ‘CERES’2, the Centre for Economic and Social Research, in 2013 to undertake a study on food and drink manufacturing and processing (FDMP) labour market across the European Union.

This research, which was supported financially by the European Commission, stresses the importance of the FDMP industry for the whole European economy and its employment, stating that this sector employs approximately 4.5 million people3.

The research puts forward important recommendations for the EU food and drink manufacturing and processing sector’s social partners. One important conclusion of this study is that “the European Commission needs to recognise the importance of the FDMP sector to the EU economy and should develop a specific industrial policy that supports the further development and growth of the sector in the future”.

On this fundamental basis and in accordance with their work programme, the social partners want to follow up on two complementary objectives of labour market policies: i) to fight youth unemployment and ii) build up labour supply. FoodDrinkEurope and EFFAT have been awarded a grant by the European Commission to address the challenges of youth unemployment and better management of older workers in a project entitled “Bringing in new talents and managing an ageing workforce: two sides of the same coin. Implementing good practices for a more attractive food and drink industry in Europe”.

This project, to be finalised by mid-2016, will support social partners to strengthen traineeship and apprenticeship programmes, develop career pathways, ensure a sustainable workforce in the future and keep the sector attractive for the workforce already engaged.

GovernanceThe General Assembly is composed of all FoodDrinkEurope members (national federations, European sector associations and individual food and drink companies). It approves the annual accounts, adopts the Roadmap and establishes internal rules of procedure.

The Board of Directors is composed of 17 Directors, all of whom are CEOs of food and drink companies operating in Europe, six of whom are from SMEs. The Board defines FoodDrinkEurope’s vision, policies and priorities in accordance with the Roadmap, which it submits to the General Assembly for approval.

The Committee of Directors General (CDG) is composed of representatives from each national federation and European sector association. It ensures smooth communication between the secretariat and its members.
