INTRODUCTION This Annual Report on the working of the University is prepared and presented by the Executive Council to the General Council in pursuance of the requirement under Section 12(2)(iii)(a) of the NALSAR University Act, 1998. The period covered is from January, 2007 to December, 2007. 2. GENERAL ADMINISTRATION During the period under report, meetings of the following University authorities were held on the dates noted against each: Academic Council 13.01.2007; 23.06.2007 Executive Council 03.03.2007; 23.06.2007 Finance Committee 03.03.2007 General Council 25.03.2007; 09.09.2007 3. APPOINTMENTS OF OFFICERS, TEACHERS AND OTHER STAFF During the year under report the following contract appointments were also made: Mr. M. Hanumantha Rao as Accounts Officer Mr. Kumar Kartikeya as Lecturer 4. ACADEMIC PROGRAMMES B.A.,LL.B. (Hons.) The Tenth batch of admissions for the B.A., LL.B. (Hons.) Degree Programe was made during the year under report. The All India Entrance Test was conducted on Sunday the 20 th May, 2007 at Ahmedabad, Bangalore, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Jodhpur, Kolkata, Lucknow, Mumbai, Patna and Geneva. Out of a total of 4,584 who applied for the test, 4233 candidates took the Test. 80 students were admitted including 45 Girls. Five students from Bhutan, Six from U.S.A., One each from Malaysia, Nepal, Singapore were admitted under foreign national category. The remaining 66 students come from 18 different States in the Country. The session started on 1 st July, 2007. LL.M. Admissions for the Sixth batch of the LL.M. Degree Programme were made during the year through the All India Entrance Test organized on 20 th May, 2007. Out of a total of 180 who applied for the test, 128 candidates took the Test. 15 students were admitted including eight girls. These students come from eight different states in the country.

1. M.Phil. Admissions for the one year M.Phil. programme were made in December, 2007. Two students were admitted including one women. Ph.D. Registrations for the Ph.D. Programme were made in August, 2007. Five candidates were registered including two women. NALSAR PRO Admissions : 2007-08 Batch NALSAR Proximate Education launched its Seventh batch of admissions for the Post-Graduate Diploma programmes for the year 2007-08 in Feb 2007. The programmes received an enthusiastic response from candidates from various centres in the country. The Seventh batch admissions exceeded the enrolment figures of the previous batch by almost 33 %. The breakup of enrolment for various courses for the year 2007-08 is as under: (1) P. G. Diploma in Patents Law: 520 (2) P. G. Diploma in Cyber Laws: 133 (3) P. G. Diploma in Media Laws: 40 (4) P. G. The First and Second Round of Contact Seminar Classes for the seventh batch of P.G.Diploma in Media Laws were held between September 2007 – January 2008 at Hyderabad Centre. Prof. V.C. Vivekanandan, Professor of Law, NALSAR & Director, NALSAR Proximate Education, Prof.M.Sridhar, Professor, NALSAR and Mr.R.Muralidhran, Patent & Trademarks attorney, Bangalore were the resource persons who conducted the classes. Examinations for 2006-07 Batch The examinations for the Sixth batch (2006-07) for P.G.Diploma in Patents Law, Cyber Laws and Media Laws were held on 28th & 29th April, 2007 simultaneously at Seven centers – Hyderabad, Mumbai, Bangalore, New Delhi, Pune, Ahmedabad & Chennai. The results were declared and the following numbers of candidates have become eligible for award of the Diploma: Patents Law 189 Media Laws 4 Cyber Laws 48 The examinations for the P.G.Diploma in International Humanitarian Laws were held on 10th and 11th May 2007 simultaneously at Six centres – Hyderabad, New Delhi, Colombo, Katmandu, Myanmar and Manila. The results were declared and 9 candidates have become eligible for the Diploma. The “Award of Diploma” function was organized on 4th November 2007 for the candidates who were successful in the examinations. Mr. P.Chandrasekaran Member, Intellectual Property Appellate Board, Chennai was the guest of honour. Supplementary Examinations were held on 17th and 18th November 2007. The results are in process. Two years Master in Taxation and Business Laws programme in collaboration with National Academy of Direct Taxes (NADT) NALSAR Proximate Education launched its Second batch of admissions for the NADT Trainee officers in the month of Jan 2007. Total 41 Trainee officers enrolled for the academic year 2007-09. The classes for the enrolled trainees were held at NADT Campus, Nagpur in the months of April-May and October-November 2007. Prof. V.C. Vivekanandan, Professor of Law, NALSAR & Director, NALSAR Proximate Education did the orientation session for the enrolled trainees about the classes and the project assignment at Nagpur.

Dr.K.V.S.Sarma, Professor of Law, NALSAR, Dr.Vijender Kumar, Associate Professor, NALSAR and Dr. V.K. Jain, Corporate Law and Tax Advisor, Nagpur were the resource persons for Business Law Paper-I. Dr. Viduyullatha Reddy, Associate Professor, NALSAR, Dr. V.K Unni, Assistant Professor, NALSAR, Dr. K.V.K. Santhy, Assistant Professor, NALSAR , Mr. R.Muralidharan, Patent & Trademarks attorney, Bangalore, Mr. P.V.S. Giridhar, Attorney PVS Giridhar & Sai Associates, Chennai, Mr. Krishna Assistant Professor, Pendekanti Law College, Hyderabad, were the resource persons for Business Law Paper-II. Post Graduate Diploma Courses in Alternative Dispute Resolution (ADR) and Family Dispute Resolution (FDR) in collaboration with ICADR The following are the number of students who have enrolled during the year (2007) for the different Diploma Courses organized in collaboration with ICADR, Hyderabad: P.G. Diploma in ADR (Proximate Education) 152 P.G. Diploma in ADR (Evening Course) 61 P.G. Diploma in FDR (Evening Course) 19 The presentation of Diplomas for the students of ADR (Evening Course), ADR (Proximate Education) and FDR (Evening Course) for the candidates enrolled in 2006 was done on 3rd June, 2007. Hon‟ble Chief Justice of A.P and Shri Ch. G. Krishna Murthy, Member & Treasurer, ICADR was the Chief Guest and 33 candidates were awarded the P.G. Diploma in ADR (Evening Course), 45 Candidate were awarded the P.G. Diploma in ADR (Proximate Education) ,5 candidates were the P.G. Certificate in ADR and 7 candidates were awarded the P.G. Diploma in FDR (Evening Course). The examination for the candidates enrolled in 2007 for ADR (Evening Course) and P.G. Diploma in ADR (Proximate Education) were held in November 2007 and for P.G. Diploma in FDR (Evening Course) in January 2008. The results are in process. 5. FIFTH ANNUAL CONVOCATION The Fifth Annual Convocation of the University was held on 21st July, 2007. Hon‟ble Mr. Justice K.G. Balakrishnan the Chief Justice of India was the Chief Guest and delivered the Convocation Address. Hon‟ble Dr. Y.S. Rajasekhara Reddy, Chief Minister of Andhra Pradesh was the Guest of Honour. Hon‟ble Mr. Justice G.S. Singhvi, the then Chief Justice of Andhra Pradesh High Court and Chancellor, NALSAR conferred the Honorary Degree - LL.D. on Hon‟ble Mr. Justice Sonam Tobgye, Chief Justice of Bhutan and Prof. Vepa P. Sarathi, Senior Faculty, NALSAR. At the Convocation, the Hon‟ble Chancellor also awarded the Ph.D. Degree on two candidates, LL.M. Degree on 13 students and B.A., LL.B. (Hons.) Degree on 54 students.

33 Gold Medals were also presented to the meritorious students of the B.A., LL.B. (Hons.) Degree Programme. 6. CAMPUS DEVELOPMENT Construction of 4th Block of Hostel Buildings (both for Girls and Boys) of three floors with 40 rooms to accommodate 80 students along with Tutor room in each floor and common room in ground floor is nearing completion. Between the buildings and in front lawns have been developed with flowering plants. A fountain with boulders has been erected opposite Administration Building to enhance the Aesthetics of the campus. 7. FINANCES During the period under report, the Government of Andhra Pradesh released Rs. 392 lakhs to meet the expenditures on buildings, other infrastructure facilities and for campus development. In addition, revenue receipts have been to the extent of Rs. 344 lakhs. Also the University Grants Commission has released an amount of Rs. 62.65 lakhs. The capital expenditure during the period has been Rs. 271 lakhs while the recurring expenditure has been to the tune of Rs. 405 lakhs. 8. LIBRARY The Library has significant IT based infrastructure and fully automated with VTLS Library Software and RFID security system. Acquisitions - Printed There is a considerable growth in the printed and electronic resources since last year. During this period the additions include 1426 new titles in print resources including titles from the World Bank, Encyclopedias, digests and others books. At the end of December 2007 library collection has gone up to 18400 documents. The University expresses its gratitude for generous donations it received from Dr. P.C. Rao, Mr. C. Ramakrishna and publishers like Wadhwa & Co., Nagpur and Universal Law Pvt. Ltd., Delhi. Journals The following four more journals have been subscribed in addition to our regular 43 journals.

Electronic Resources The Library has renewed its subscription for the following E-databases . 1. Hein Online: covers 1500 Law relating international journals, 2. Westlaw: includes international legal journals, cases, treaties, law reviews etc. 3. Manupatra: covers Indian cases & bare acts and World Bank Online resources. CD-ROM Resources. The Library is equipped with a Network Attached Storage (NAS) CD Server which allows more than 1000 Gigabits of storage. This Server has four accessible drive bays to easily customize to meet various storage needs. 9. OTHER ACADEMIC AND RESEARCH ACTIVITIES M.K. Nambyar SAARCLaw Centre for Advanced Legal Studies M.K. Nambyar SAARCLaw Centre for Advanced Legal Studies was established at the University with munificent donation given by Mr. K.K. Venugopal, Senior Advocate, Supreme Court of India, New Delhi. Video-Conferencing facility and Seminar Halls were provided in the Centre and the following activities were undertaken during the period under report:

Seminar Course on IPR & International Legal Issues was offered to B.A., LL.B. (Hons.) and LL.M. students through Video-Conferencing by Prof. Srividya Raghavan, The University of Oklahoma, U.S.A.

The final of 16th Manfred Lachs Space Law Moot Court Competition was organised in the Moot Court Hall of the Centre on 27th September, 2007 for which the Hon‟ble Judges of the International Court of Justice were the judges. Video-Conferencing facility was used for the conduct of the final ceremony. The Hon‟ble Judges of the International Court of Justice were very much impressed with the SAARCLaw building and specially the Video-Conferencing Hall.

A research project for Strengthening Environmental Law Capacity in the SAARC Region funded by the World Bank is under process

The first volume of „The India Journal of Constitutional Law‟ was brought out under the „M.K. Nambyar SAARCLaw Chair in Comparative Constitutional Studies‟.

The Video-conferencing facility as also the Seminar Halls at the Centre were used for organising different training programmes, seminars etc.

The University is also preparing ambitious plans to have Video-Conferencing linkages with the Law Schools within the country and also abroad so that students are able to participate in more programmes, lectures, seminars, conferences, workshops etc. through Video-Conferencing.

Exchange Programmes: Griffith University, Australia Under the Memorandum of Understanding signed by NALSAR and Griffith University, Australia, Two students from NALSAR spent one semester during February – July, 2007 and Three students during July – November, 2007. The student exchange programme is very satisfactory with the Griffith University. The University of Western Ontario, Canada Under the Memorandum of Understanding signed by NALSAR and The University of Western Ontario, Canada Three students from NALSAR spent one semester during January – April, 2007 and Three students from The University of Western Ontario spent one semester at NALSAR during January – May, 2007. The University of New South Wales, Australia Under the Memorandum of Understanding signed by NALSAR and The University of New South Wales, Australia two students from NALSAR spent one semester during March – June, 2007. The Radzyner School of Law, Israel A Memorandum of Understanding was signed with The Radzyner School of Law, Israel in January, 2007 for exchange of Students, Faculty and Co-operative Research. University of Illinois College of Law, U.S.A. The University has signed a Memorandum of Understanding with the University of Illinois College of Law, U.S.A. in February, 2007 for exchange of Students, Faculty and Co-operative Research. Freiburg University Law School, Freiburg, Germany Freiburg University Law School, Freiburg, Germany has signed a Memorandum of Understanding in March, 2007 for exchange of Student and Staff. University of Lucerne, Switzerland The University has signed a Memorandum of Understanding with the University of Lucerne, Switzerland in June, 2007 for exchange of Student and Staff. Queensland University of Technology, Australia The University has signed a Memorandum of Understanding with Queensland University of Technology, Australia for exchange of Student and Staff. Microsoft Scholars Programme Three students, Ms. Madhu Krithika, Mr. Manish Aggarwal and Mr. Dhananjaya Chak were awarded the IPR Scholarships for the Research Papers on Intellectual Property Rights for the year 2007.

Alumni Accomplishments The fifth batch comprising of 54 students graduated in May, 2007. Mr. Raghavendra P. Shanker, student of fifth batch was selected for the prestigious Rhodes Scholarship for the year 2007 for pursuing his Master‟s at Oxford University. Also some of the graduates are pursuing their higher studies at prestigious law schools all over the world. Some students were awarded scholarships for pursuing the Master‟s at Oxford, Columbia, Harvard etc. Most important among them are

Mr. S. Anup has been awarded Felix and Sheell Centenary Scholarship for pursuing the BCL at Oxford

Ms. Swethaa Balakrishnan has been awarded Inlaks Scholarship for pursuing higher studies at Harvard, Oxford and Columbia

Placement Training Students of the B.A., LL.B. (Hons) course are placed with non-governmental organisations, national and international institutions and organisations, lawyers and law firms. The placement is arranged by the University by liasioning with these various organisations. The liaison aims to find out what the requirements of the organization are, what the expectation from the students and also the extent to which these expectations were later in fact fulfilled. Before the placements the students are oriented to the set up and activities of the organisations. They are sent with express placement goals and are required to submit a report on the placement to the University which is evaluated for research competence, sensitivity and understanding. Students have been given placement with Hon‟ble Judges of the Supreme Court; of the High Courts in couple of States; Senior advocates of the Supreme Court and different High Courts; Attorney General of India, New Delhi; Chairman, Bar Council of India, New Delhi; various UN organisations in New Delhi; well known Corporate Law Firms, several Non-Governmental Organisations (NGOs) doing work in law related areas; other financial and law related organisations. The commitment and hard work demonstrated by the students at these places have uniformly received recognition and praise. Scholarships The University extended financial assistance to 11 students to the extent of Rs. 2,69,000/-. The Ministry of Education, Department of Adult and Higher Education, Bhutan has sponsored Five students for the B.A., LL.B. (Hons.) course.

SEMINARS / CONFERENCES / WORKSHOPS / TRAINING PROGRAMMES Regional Conference for the Formulation of a Uniform Curriculum for the PG Degree in Human Rights In collaboration with National Human Rights Commission, New Delhi, NALSAR has organised a Regional Conference for the Formulation of a Uniform Curriculum for the PG Degree in Human Rights on 12th January, 2007. The programme was inaugurated by Hon‟ble Mr. Justice Y. Bhaskar Rao, Member, National Human Rights Commission, New Delhi. Law Teachers totaling 60 have participated representing various National Law Schools and Law Faculty of different Universities including North Eastern States. Workshop on Human Rights and Tribal Justice In collaboration with National Human Rights Commission, New Delhi, NALSAR and Raisoni Law School, Nagpur jointly organised a two day workshop on „Human Rights and Tribal Justice‟ on 27th – 28th February, 2007 at Nagpur. Hon‟ble Mr. Justice R. C. Chavan, Judge, High Court of Mumbai (Nagpur Bench) inaugurated the programme. More than 50 participated from NGO‟s, Forest Dept. Officials and Human Rights Activists. The programme was also attended by Mr. Michael Siromony, I.A.S., Joint Secretary, NHRC, New Delhi. Prof. Ghanshyam Singh, was the co-ordinator and also attended the workshop. About 60 students of Raisoni Law School, Nagpur also attended the workshop and participated in the discussions. Law Teaching and Legal Research Skills Programme British Council, Cardiff University and NALSAR University of Law, jointly organized the „Law Teaching and Legal Research Skills Programme‟ during 9th – 11th March, 2007 for the law teachers of Southern Region (South India). Law teachers from Tamil Nadu, Karnataka, Kerala and Andhra Pradesh participated in the programme. The programme was inaugurated by Hon‟ble Mr. Justice K. Rama Swamy and Mr. Chris Gibson, Director, British Council South India was the Chief Guest. Hon‟ble Dr. Justice G. Yethirajulu, Judge, Andhra Pradesh High Court was the Chief Guest at the Valedictory Session. Dr. K. Vidyulltha Reddy, Associate Professor, NALSAR was the Co-ordinator. Workshop on Capacity Building of Women Managers in Higher Education With the support of the University Grants Commission, NALSAR has organised a workshop on „Capacity Building of Women Managers in Higher Education‟ during 21st – 25th March, 2007. The programme was organised to sensitise and motivate more women to take up leadership roles within institutions of higher learning. 30 women participants from academics and administration from various colleges and Universities in Andhra Pradesh attended the workshop. Hon‟ble Mr. Justice P. Venkatarama Reddi, Former Judge, Supreme Court of India and Chairman, Authority for Advance Rulings (IT), New Delhi was the Chief Guest and inaugurated the workshop. Dr. N. Vasanthi, Associate Professor, NALSAR has coordinated the programme.

South Asian Teaching Session on International Humanitarian Law NALSAR University of Law, Hyderabad in collaboration with International Committee of the Red Cross (ICRC), New Delhi organised 10th South Asian Teaching Session on International Humanitarian Law, at NALSAR campus at Justice City, Shameerpet from 11th -18th April 2007. Hon‟ble Mr.Justice Madan B. Lokur, Judge, Delhi High Court inaugurated the programme. The programme was attended by 40 participants from Afghanistan, Bangladesh, Bhutan, Nepal, Srilanka, Maldivs, Pakistan, Iran and India. Dr. V. Balakista Reddy, Associate Professor, NALSAR has co-ordinated the programme. Workshop on Coastal Regulation Zone NALSAR University of Law, Hyderabad in collaboration with PREPARE, Chennai organised a National Workshop on “Coastal Regulation Zone” at NALSAR campus at Justice City, Shameerpet from 20th – 22nd April 2007. The programme was inaugurated by Hon‟ble Mr. Justice G.S.Singhvi, the then Chief Justice of A.P. and Chancellor, NALSAR University. Hon‟ble Mr. Justice A.K.Rajan, Chairman, Coastal Aquaculture Authority of India, Chennai delivered the keynote address. The conference was attended by around 100 paid delegates from all over India representing the Industry, Government and research Institutions Moot Court 16th Manfred Lachs Space Law Moot Court Competition - Final NALSAR in collaboration with ISRO, Bangalore organized the final of 16th Manfred Lachs Space Law Moot Court Competition on 27th September, 2007 at NALSAR University Campus at Justice City, Shameerpet, R.R.District. Hon‟ble Judges of International Court of Justice (His Excellencies Judge Abdul G. Koroma, Judge Hisashi Owada and Judge Peter Tomka) judged the final. Hon‟ble Judges from A.P.High Court, foreign delegates and many other dignitaries from various Government organizations, NGOs attended the Competition. 11. STUDENT ACTIVITIES Student Bar Council During the year under report the Student Bar Council was reconstituted through election and election for the eight functional Committees namely: Academic; Cultural; Hostel and Campus Welfare; Literary & Debating; Mess and Hospitality; Moot Court; Sports and Student Welfare was conducted. The new office bearers for the year 2007 took oath of office on 6th July, 2007. Each committee consists of a General Body and an Executive Council. The General Body of each committee consists of such students who opt to join the General Body of that functional committee. However no student should join the General Bodies of more than two committees. The Executive Council of each committee comprises five elected members one from each class of the B.A.,B.L.(Hons). Each committee has a Convenor. The Executive Council of the eight Functional Committees forms an Electoral Collegium which elects from among themselves five office bearers of the SBC. The office bearers of the SBC are Mr. Manish Aggarwal as President, Mr. Khalid GH. Mohamad as Vice-President, Mr. Sandeep Roy as Secretary, Mr. Abhir Datt as Joint Secretary and Mr. Shivendra Singh as Treasurer.

Won the K.K. Luthra Memorial All India Moot Court Competition at Delhi in January, 2007 (Team: Ms. Subhadra Banda, Ms. R. Minu and Ms. Vidya Narayanaswamy). Ms. Subhadra Banda got the Best Speaker award.

Won the Justa Causa Moot Court Competition at Nagpur in March, 2007 (Team: Mr. Shatadru Chakraborty, Mr. Dhananjay Mishra and Mr. Brajendu Bhaskar). Mr. Shatadru Chakraborty got the Best Speaker award.

Won the Surana and Surana International Minority Rights Moot Court Competition at Pune in September, 2007 (Team: Mr. Aditya Singh, Ms. Kalpana Yadav and Mr. Malak Bhatt). Ms. Kalpana Yadav got the Best Speaker of the finals and the team Memorial was the 3rd Best Memorial.

Won the Stetson International Environmental Law Moot Court Competition (South India Rounds) at Chennai in September, 2007 (Team: Ms. Subhadra Banda, Ms. Pavini Emiko Singh and Ms. Vidya Narayanswamy). The team‟s Memorial was adjudged the Best Memorial while Ms. Pavini Emiko Singh got the 2nd Best Speaker award and Ms. Subhadra Banda got the Best Speaker in Finals award.

Won the Henry Dunant Memorial Moot Court Competition (India Rounds) at New Delhi in September, 2007 (Team: Mr. Aakash Prasad, Siddharth Sihag and Mr. Khalid G. Mohammed). The team also won the South Asia Rounds in October, 2007. The Memorial of the team was adjudged as the Best Memorial.

Jessup International Law Moot Court Competition (Shearman and Sterling International Rounds) at Washington D.C., in April, 2007. (Team: Ms. Sowmya Rao, Mr. Vinay Kesari and Mr. Sandeep Challa). The team also bagged the Hardy C. Dillard award, got the 2nd Best Memorial award, the Alona E. Evans

Third Place in the International Infrastructure and Construction Law Arbitration Moot at New Delhi in October, 2007 (Team: Mr. Jaideep Singh Bachher, Mr. Manu Prabhakar Kulkarni and Mr. Deepayan Das).

Participated in the University Law College National Moot Court Competition at Bangalore in February, 2007 (Team: Ms. Ashrita Prasad Kotha, Mr. Utsav Mukherjee and Ms. Manasvini Raj). Ms. Ashrita Prasad Kotha got the 2nd Best Speaker award.

Participated in the Raj Anand Moot Court Competition at New Delhi in August, 2007 (Team: Mr. Aditya Swarup, Mr. Rohan Saha and Mr. Asheesh Parikh). Mr. Aditya Swarup was honored with the Best Speaker award and the team was adjudged as the Best Memorial.
