Asssalamualaikum dan salam sejahtera.

Alhamdulillah, tahun 2009 telah dilalui oleh Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) dengan jayanya. IPPTN ingin merakamkan setinggi-tinggi penghargaan kepada Kementerian Pengajian Tinggi dan Universiti Sains Malaysia terhadap sokongan dan kepercayaan kedua-duanya kepada IPPTN dalam melaksanakan tanggungjawabnya untuk memajukan institusi pengajian tinggi di Malaysia. Terima kasih juga diucapkan kepada universiti lain yang telah membenarkan Felo Penyelidik Bersekutu menyumbang tenaga dalam menghasilkan kerja-kerja IPPTN.

Pada tahun ini, IPPTN memperbanyak aktiviti penyelidikan, penerbitan dan pengantarabangsaan. IPPTN telah membantu Kementerian Pengajian Tinggi dalam menjayakan Forum Naib Canselor bersempena dengan Persidangan Menteri-menteri Pelajaran Komanwel yang ke-17. Kemuncak aktiviti 2009 ialah IPPTN sekali lagi diberi amanah untuk membantu Kementerian Pengajian Tinggi dan Universiti Sains Malaysia menganjurkan Forum Pendidikan Tinggi Sejagat (GHEF) 2009. GHEF2009 telah berjaya mempertemukan 133 peserta dan 48 ahli panel dari 32 buah negara untuk membincangkan pelbagai isu yang berkaitan dengan pendidikan tinggi sejagat dalam konteks negara Selatan-Selatan.

Saya bagi pihak IPPTN mengucapkan ribuan terima kasih kepada Profesor Nancy Jane Knight dari University of Toronto, Kanada kerana kesudian beliau menjadi profesor kunjungan dan berkongsi ilmu dan pengalaman dalam membantu beberapa projek penyelidikan IPPTN.

Dengan berakhirnya tahun 2009, IPPTN kini berada dalam tahun terakhir Fasa 2: Pelan Pemantapan IPPTN (2006-2010) yang memberi fokus kepada bidang pengantarabangsaan. Sebelum ini, IPPTN telah diberi nafas baru dalam Fasa 1: Rejuvenate IPPTN (2002-2005). Pada tahun 2010, IPPTN perlu merangka hala tuju dan strategi untuk fasa seterusnya.

Saya berharap IPPTN akan terus menterjemahkan isu-isu berkaitan dasar pengajian tinggi dan menyumbangkan idea untuk meningkatkan kualiti pendidikan tinggi di Malaysia dan wilayah serantau.

I am very glad that the National Higher Education Research Institute (IPPTN) completed the year 2009 with much success. IPPTN would like to express its utmost gratitude to the Ministry of Higher Education (MoHE) and Universiti Sains Malaysia for their support and having faith in IPPTN to fulfill the responsibility of developing higher education in Malaysia. Further, I would like to express my sincere thanks to the other universities in Malaysia for permitting the Associate Research Fellows to contribute to the vision and mission of IPPTN towards the broader goal of strengthening higher education in Malaysia and beyond.

This year, conference, research, publication and internationalisation activities increased significantly. IPPTN assisted the MoHE in successfully holding the Vice-Chancellors’ Forum in conjunction with the 17th Commonwealth Ministers of Education Conference. Further, IPPTN rendered its services to assist the MoHE and Universiti Sains Malaysia in organising the Global Higher Education Forum 2009 (GHEF2009). GHEF2009 was successful in bringing together 133 participants and 48 panel members from across 32 countries to deliberate on various contemporary higher education issues in the south-south context.

On behalf of IPPTN, I would like to thank Professor Nancy Jane Knight from the University of Toronto, Canada for accepting the invitation to be a visiting professor and for sharing her knowledge and experience in a number of research projects.

As the year 2009 comes to an end, IPPTN will step into the last year of the 2nd phase, the IPPTN Stabilisation Plan (2006–2010), which focuses on the area of internationalisation. Prior to that, IPPTN was revitalised after completing the 1st phase: Rejuvenate IPPTN (2002–2005). In the year 2010, IPPTN has to determine the direction and strategy for the subsequent phase of its growth and development.

It is my earnest hope that IPPTN will continue to conceptualise, lead and deliberate on key issues related to higher education policy in its efforts to enhance the quality of higher education in Malaysia and the region.

Introduction

Pengenalan

The National Higher Education Research Institute (IPPTN) was established by the National Council for Higher Education and it was officially launched on 21 August 2007. IPPTN acts as the think tank of the Department of Higher Education. It conducts relevant studies to help develop and advance public and private higher education institutions to achieve excellence in the fields of teaching, publication and research. Although located in Universiti Sains Malaysia, IPPTN has been successful in involving other researchers and higher education institutions in its research initiatives and projects.

IPPTN was established to strengthen and expand research efforts in all aspects of higher education research encompassing education policy, curriculum, administration, human resources and manpower, and infrastructure as well as the sharing of the said efforts. In addition, IPPTN is active in internationalisation activities and often invited by institutions or research centres and higher education management from abroad to be involved in comparative research.

It is hoped that the findings of IPPTN may be of benefit to all parties and stakeholders in Malaysia to enable sound planning, implementation and evaluation.

Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) telah ditubuhkan oleh Majlis Pendidikan Tinggi Negara dan dilancarkan secara rasmi pada 21 Ogos 2007. IPPTN menjalankan kajian yang relevan bagi membantu usaha membangunkan dan memajukan institusi pengajian tinggi awam (IPTA) dan institusi pengajian tinggi swasta (IPTS) ke arah kecemerlangan dalam bidang pengajaran, penerbitan dan penyelidikan. Walaupun berlokasi di Universiti Sains Malaysia, IPPTN telah berjaya melibatkan penyelidik dan institusi pengajian tinggi lain dalam penyelidikan yang dijalankan.

Tujuan IPPTN ditubuhkan adalah untuk memperkukuh dan memperluas usaha penyelidikan dalam semua aspek penyelidikan tinggi yang meliputi dasar pendidikan, kurikulum, pentadbiran, sumber manusia dan guna tenaga, infrastruktur dan perkongsiannya. Selain itu, IPPTN turut terlibat secara aktif dalam aktiviti pengantarabangsaan. IPPTN juga sering dijemput oleh institusi atau pusat penyelidikan dan pengurusan pendidikan tinggi di luar negara untuk terlibat sama dalam penyelidikan yang berfokuskan kajian perbandingan.

Diharapkan dapatan penyelidikan IPPTN dapat dimanfaatkan oleh pihak yang bertanggungjawab di Malaysia untuk menyediakan perancangan yang lebih mantap. Dalam hal ini, secara langsung IPPTN bertindak sebagai kumpulan pemikir kepada Jabatan Pengajian Tinggi.

MissionThe National Higher Education Research Institute’s (IPPTN) mission is to conduct research that is forward looking in relation to policies and issues of higher education. Such research is conducted to assist efforts in the development and progress of higher learning institutions in Malaysia towards national and international excellence as guided by the motto “Stabilising Policy through Quality Research”.

MatlamatMatlamat Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) adalah seperti berikut:

Mengenal pasti isu dan masalah kritikal yang berkaitan dengan pendidikan ○tinggi dalam usaha membangunkan dan memajukan institusi pengajian tinggi di Malaysia;

Menjalankan penyelidikan yang membantu MPTN menggubal dasar dan ○mengatur strategi untuk membangunkan dan memajukan institusi pengajian tinggi di Malaysia;

Bertindak dan diiktiraf sebagai badan yang menjalankan dan menyelaras ○penyelidikan berkaitan dengan isu-isu pengajian tinggi di Malaysia;

Menjadi pusat rujukan dan maklumat berkaitan dasar dan isu pengajian ○tinggi pada peringkat kebangsaan dan antarabangsa; dan

Diiktiraf sebagai nod penting dalam jaringan penyelidikan pengajian tinggi ○antarabangsa.

AimsThe following are the aims of the National Higher Education Research Institute (IPPTN):

To conduct research which can help the National Council for Higher ○Education formulate policies and plan strategies to develop institutions of higher learning in Malaysia;

To play a proactive role in identifying issues and problems in the ○implementation of the National Higher Education Policy;

Act to become recognised as a body involved in the conduct and ○coordination of research related to issues of higher education in Malaysia;

To become a reference and resource/information centre regarding higher ○education issues and policies both nationally and internationally; and

To be recognised as an important node in the international higher education ○research network.

Action Plan 2006–2010Conduct research in higher education in the context of changes and ○challenges that are consistent with the aim of exploring ideas, approaches and fresh higher education practices which are innovative and relevant to the needs of the country. The research should encompass issues related to the governance in institutions of higher learning, academic development, student affairs and development, changing academic profession, human resource development and research excellence.

Implement internationalisation activities; establish networks with overseas ○research organisations involving international experts; and organise as well as participate in conferences, workshops, colloquia and symposiums at the international level.

Lead human resource development training activities in education and ○higher education policy research, particularly, involving the countries of Cambodia, Lao PDR, Myanmar and Vietnam (CLMV).

Act as a centre for the dissemination of information and research output ○on higher education through printed and electronic publications.

Trace and identify issues related to the implementation of higher ○education policies by organising workshops, forums, brainstorming sessions and discourses.

Pelan Tindakan 2006–2010Menjalankan penyelidikan berkaitan pengajian tinggi dalam konteks ○perubahan dan cabaran selaras dengan hasrat untuk meneroka idea, pendekatan dan amalan pendidikan tinggi yang segar, inovatif lagi relevan kepada keperluan negara. Penyelidikan merangkumi hal yang berkaitan dengan tuntutan tadbir urus institusi pengajian tinggi, pembangunan akademik, hal ehwal dan perkembangan pelajar, perubahan profesion akademik, pembangunan modal insan dan kecemerlangan penyelidikan.

Melaksanakan aktiviti pengantarabangsaan, menjalinkan hubungan ○dengan organisasi penyelidikan luar negara, melibatkan pakar antarabangsa dan menganjurkan dan menyertai persidangan, bengkel, kolokium dan simposium yang bertaraf antarabangsa.

Menerajui aktiviti latihan pembangunan insan dalam aspek pendidikan ○dan penyelidikan dasar pengajian tinggi, khususnya di negara-negara Kemboja, Lao PDR, Myanmar dan Vietnam (CLMV).

Bertindak sebagai pusat penyebaran maklumat dan hasil penyelidikan ○tentang pengajian tinggi melalui penerbitan bahan bercetak dan elektronik.

Mengesan dan mengenal pasti isu-isu yang berkaitan dengan pelaksanaan ○dasar pendidikan tinggi melalui penganjuran bengkel, forum, sesi percambahan fikiran dan wacana.

Satu seminar Innovation and Universities: The Pillars for Regional Development telah diadakan di Bilik Persidangan, Kompleks EUREKA, USAINS pada 4 Februari 2009. Profesor Morshidi Sirat, Pengarah Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) telah memberi ucapan alu-aluan untuk memperkenalkan pembentang seminar, Profesor Aurilla Aurelie Bechina Arntzen. Profesor Aurilla ialah profesor kunjungan di Bangkok University, Thailand. Beliau mempunyai pengalaman yang luas dalam pengajaran dan penyelidikan teknologi maklumat yang berfokus kepada pembangunan sistem ilmu pengetahuan. Pembentangan beliau berkisar kepada Pengurusan Ilmu Pengetahuan atau Knowledge Management (KM) yang dipercayai dapat mempengaruhi inovasi dalam sesebuah organisasi. Secara am, institusi penyelidikan ialah pengeluar ilmu pengetahuan baru. Oleh itu, institusi penyelidikanlah yang harus menyumbangkan tenaga secara aktif terhadap pembangunan wilayah. Beliau memberi contoh model dari negara Eropah dan Thailand dalam pengurusan ilmu pengetahuan yang dikaitkan dengan keupayaan inovasi. Beliau juga percaya bahawa sekiranya ilmu baru dihasilkan, satu sistem pengurusan ilmu pengetahuan yang amat efektif wajib diwujudkan untuk memastikan ilmu tersebut dialirkan dengan lancar dan disebarkan dengan adil kepada masyarakat.

Seminar tersebut dihadiri oleh ahli akademik dan pelajar pascasiswazah Universiti Sains Malaysia. Satu sesi soal jawab dibuka kepada semua hadirin selepas pembentangan Profesor Aurilla.

A seminar on Innovation and Universities: The Pillars for Regional Development was held at the Conference Room, EUREKA Complex, USAINS on 4 February 2009. Professor Morshidi Sirat, Director of the National Higher Education Research Institute (IPPTN), gave a welcoming speech to introduce the speaker of the seminar, Professor Aurilla Aurelie Bechina Arntzen. Professor Aurilla is a visiting professor at Bangkok University, Thailand. She has wide experience in teaching and research in information technology focusing on the development of knowledge systems. Her presentation focused on Knowledge Management (KM) which is believed to foster innovation in organisations. Basically, it is argued that research institutions are knowledge generators in terms of producing new knowledge. Therefore, research institutions should contribute actively to regional growth. Professor Aurilla presented on KM with examples from the European and Thailand models where she linked the concepts of KM with innovation capability. She believes that as long as new knowledge is being produced, a highly effective KM system is pivotal to ensure a smooth flow and fair distribution of knowledge to society.

The seminar was attended mainly by academics and postgraduate students from Universiti Sains Malaysia. A question and answer sesssion was open to attendees after Professor Aurilla’s presentation.

Satu sesi pembentangan telah diadakan untuk Profesor Hitendra Pillay semasa beliau berkunjung ke Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN). Objektif beliau adalah untuk mewujudkan jaringan bagi projek penyelidikan usaha sama pada masa hadapan. Sesi tersebut diadakan pada 13 April 2009 di Bilik Persidangan, Kompleks EUREKA, USAINS.

Profesor Hitendra ialah profesor penyelidik di Queensland University of Technology (QUT), Brisbane, Australia. Beliau pernah menjadi konsultan projek dan staf di negara-negara membangun di bawah Bank Dunia, Asian Development Bank (ADB) dan AusAid. Bidang pengkhususan beliau adalah berkaitan dengan kognitif dan pembelajaran manusia atau dikenali sebagai sistem pembelajaran. Tujuan beliau berkunjung ke IPPTN adalah untuk melihat kemungkinan mewujudkan penyelidikan bersama dalam bidang jaminan kualiti pengajian tinggi. Beliau berharap dapat berkolaborasi dengan penyelidik Malaysia sekurang-kurangnya dalam satu projek yang melibatkan pengongsian dana antara kerajaan kedua-dua negara. Selain itu, beliau juga ingin mewujudkan jaringan dengan mereka yang berminat dalam pengajian tinggi ASEAN. Memandangkan sistem penarafan universiti semakin mendapat perhatian, Profesor Hitendra juga berhasrat untuk mengetahui sajauh mana Malaysia dan Australia boleh memberi sumbangan terhadap jaminan kualiti pengajian tinggi. Kini, beliau terlibat dalam projek penarafan liga ASEAN dan bersama-sama rakan sekerjanya dari QUT, sedang menjalankan kajian tentang isu kualiti pengajian tinggi di universiti ASEAN.

A presentation session was organised for Professor Hitendra Pillay during his visit to the National Higher Education Research Institute (IPPTN) with the objective of establishing networks for collaborative research projects in the future. The session was held on 13 April 2010 at the Conference Room, EUREKA Complex, USAINS.

Professor Hitendra is a research professor at Queensland University of Technology (QUT) in Brisbane, Australia. He has worked in many developing countries as both project and staff consultant for the World Bank, Asian Development Bank (ADB) and AusAid. His main area of interest is related to human cognition and learning or the learning systems. The main concern of his visit was to explore the possibilities for joint Australian/Malaysian research on quality assurance in higher education. He was hoping to collaborate with Malaysian researchers to develop at least a project which would involve the governments of both Malaysia and Australia in terms of shared funding. Apart from that, he intended to establish networks with people who are interested in ASEAN higher education specifically. With university ranking systems gaining more attention, Professor Hitendra also wanted to look at the extent to which both Malaysia and Australia could contribute to the quality assurance of higher education. Professor Hitendra is currently working on an ASEAN league table project and is also invloved in a QUT study on higher education quality issues in ASEAN universities.

Satu seminar inovasi telah diadakan pada 2 Ogos 2009 di Hotel Vistana, Pulau Pinang. Seminar ini dihadiri oleh ahli University Mobility in Asia and the Pacific (UMAP) dari Bangkok dan Kemboja dan penyelidik serta Felo Penyelidik Bersekutu Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN).

UMAP Research-Net (URN) ialah satu program di bawah rangka kerja Forum Mobiliti Akademik dan Penyelidikan bagi organisasi UMAP yang ditujukan kepada jaringan pendidikan tinggi dalam kalangan universiti yang menjadi ahli UMAP di Asia dan Pasifik. Berikut merupakan universiti-universiti tersebut:

URN akan mempromosikan mobiliti penyelidik di universiti di wilayah Asia dan Pasifik ke arah bidang “Pendidikan Tinggi untuk Pembangunan Lestari”. Jaringan ini juga mungkin berjaya membangunkan projek penyelidikan berkolaborasi dan hubungan yang bermakna dan berterusan antara kedua-dua pihak.

A seminar on innovation was held on 2 August 2009 at Vistana Hotel, Penang. It was attended by the University Mobility in Asia and the Pacific (UMAP) collaborators from Bangkok and Cambodia, and the National Higher Education Research Institute (IPPTN) researchers and research fellows.

UMAP Research-Net (URN) is a program under the framework of the Academic and Research Mobility Forum of the UMAP organisation dedicated to the higher education network among the participating universities which are UMAP members in Asia and the Pacific. The following are the said universities:

URN seeks to promote the mobility of academic faculties and students in the universities that share common interests to form networks to develop joint research which can be part of a postgraduate UMAP Joint Study Program (UJSP), a research project of a regular postgraduate program or an isolated research project.

URN will promote the mobility of researchers within universities in Asia and the Pacific region in areas related to “Higher Education for Sustainable Development”. It will also enable the successful development of collaborative research projects and meaningful, long-lasting contacts between counterparts.

Pada tahun 2009, Jabatan Pengajian Tinggi, Kementerian Pengajian Tinggi bersama-sama Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN), Universiti Sains Malaysia telah merancang Siri Dialog Strategik Malaysia dengan negara-negara Kemboja, Lao PDR, Myanmar dan Vietnam (CLMV). Siri dialog ini bertujuan untuk mengetengahkan Malaysia sebagai watak utama yang menentukan agenda pendidikan tinggi di rantau Asia Tenggara.

Objektif utama bengkel dialog strategik adalah untuk menarik minat universiti tempatan di negara-negara CLMV supaya menghantar pekerja dan pelajar mereka ke universiti-universiti di Malaysia. Selain itu, Malaysia ingin menonjolkan kepakaran dan kesanggupan untuk bekerjasama dengan negara-negara CLMV dalam aktiviti penyelidikan dan pertukaran staf serta pelajar.

Siri dialog yang pertama diadakan di Phnom Penh, Kemboja pada 25 hingga 26 Februari 2009. Bengkel ini dianjurkan oleh Kementerian Pengajian Tinggi dan IPPTN dengan kerjasama Cambodian Directorate General of Higher Education, Ministry of Education, Youth and Sports dan sektor pendidikan tinggi Kemboja. Bengkel dirasmikan oleh Her Excellency Dr. Phoeurng Sackona, Honourable Secretary of State, Ministry of Education, Youth and Sports of the Kingdom of Cambodia dan ditutup secara rasmi oleh Y. Bhg. Dato’ Profesor Mohd. Yusof Kasim, Timbalan Ketua Pengarah (IPTA), Jabatan Pengajian Tinggi. Perbincangan antara kedua-dua negara menunjukkan bahawa kedua-dua negara berazam untuk menjadikan jaringan kerjasama ini berjaya. Satu projek telah dikenal pasti oleh Kementerian Pengajian Tinggi dalam usaha membantu Kemboja, iaitu melalui kerjasama penyelidikan pertanian yang meliputi topik tentang tenaga pakar, staf dan pertukaran pelajar. Kerajaan Malaysia akan menyediakan sokongan kewangan dan teknologi.

In 2009, the Department of Higher Education, Ministry of Higher Education (MoHE) together with the National Higher Education Research Institute (IPPTN), Universiti Sains Malaysia planned the Series of Strategic Dialogues between Malaysia and the countries of Cambodia, Lao PDR, Myanmar and Vietnam (CLMV). This series of dialogues are aimed to promote Malaysia as the main player in determining the agenda of higher education in the Southeast Asian region.

The main objective of the strategic dialogue workshops is to attract the local universities in the countries of CLMV to send their workers and students to the Malaysian universities. Other than that, Malaysia intends to share its expertise and sustain collaborative projects with the CLMV partners in research, and staff and student exchange activities.

The first dialogue in the Malaysia-CLMV Dialogue Series was held in Phnom Penh, Cambodia on 25–26 February 2009. The workshop was organised by the MoHE and IPPTN in collaboration with the Cambodian Directorate General of Higher Education, Ministry of Education, Youth and Sports, and the higher education sector of Cambodia. The workshop was launched by Her Excellency Dr. Phoeurng Sackona, Honourable Secretary of State, Ministry of Education, Youth and Sports of the Kingdom of Cambodia, and officially closed by Y.Bhg. Dato’ Professor Mohd. Yusof Kasim, Deputy Director General (Public Governance), Department of Higher Education. The discussions between the two countries exhibited their joint determination in making the said collaboration a working success. A project was then initiated by the MoHE in assisting Cambodia through a joint agricultural research which covers topics on expert manpower, and staff and student exchange. The government of Malaysia would provide financial and technological support.

Siri dialog kedua diadakan di Hanoi, Vietnam pada 23 hingga 24 Jun 2009. Bengkel dianjurkan bersama oleh Kementerian Pengajian Tinggi dan IPPTN dengan kerjasama Ministry of Education and Training, Vietnam dan institusi pengajian tinggi Vietnam. Antara isu yang dibincangkan ialah mengurangkan kadar kemiskinan, keperluan latihan, penyelidikan dalam pelbagai bidang dan perkongsian maklumat melalui pangkalan data. Dapatan bengkel menunjukkan bahawa terdapat jurang maklumat antara Vietnam dengan Malaysia dan dalam hal ini pelajar Vietnam mempunyai pengetahuan yang terhad tentang sistem pendidikan tinggi di Malaysia.

Maka, perkongsian maklumat antara Vietnam dengan Malaysia perlu dipertingkatkan demi menggalakkan lebih banyak usaha kerjasama. Tumpuan Vietnam dan Malaysia dalam aspek pertukaran pengetahuan dan kepakaran ialah kepada tema “Kesihatan untuk Semua” dan “Pendidikan untuk Semua”.

The second dialogue was in Hanoi, Vietnam, held on 23–24 June 2009. The workshop was jointly organised by the MoHE and IPPTN in concert with Vietnam’s Ministry of Education and Training, and higher education institution. Among the issues discussed were the efforts to reduce the level of poverty, increase capacity building and training of manpower, identify research needs in various fields and build collaborative information sharing through a database. The workshop indicated a vast gap in information availability between Vietnam and Malaysia where Vietnamese students have very limited knowledge on the higher education system in Malaysia.

Thus, information sharing between Vietnam and Malaysia should be enhanced to promote more collaboration efforts. The focus of Vietnam and Malaysia on the aspect of exchanging knowledge and expertise is the core of the theme, Health for All and Education for All.

Hanya Vietnam sahaja yang membincangkan topik Private Higher Education: Learning and Collaborating for Synergy.

Kemboja, Lao PDR dan Vietnam amat menitikberatkan kemahiran berbahasa Inggeris dalam kalangan kakitangan dan pelajar mereka. Oleh itu, negara-negara tersebut berharap kerajaan Malaysia boleh menyediakan kursus intensif Bahasa Inggeris untuk pekerja dan pelajar negara tersebut sebelum mereka menjalani latihan di Malaysia.

Ketiga-tiga bengkel telah diadakan dengan jayanya dan melibatkan penyertaan yang menggalakkan dari setiap negara. Hasil pembentangan negara-negara CLMV, termasuk Malaysia akan didokumentasikan dalam bentuk buku yang bakal diterbitkan oleh IPPTN kelak.

The third event in the series of dialogues was held in Vientiane, Lao PDR on 10–11 August 2009. The workshop was a joint effort between the MoHE and IPPTN in collaboration with Lao PDR’s Department of Higher Education, Ministry of Education, and higher education institution. The event was launched by Her Excellency Madam Sengdeuane Lachanthaboun, Vice-Minister of Education, Lao PDR and officially closed by Dr. Phonephet Boupha, Director-General, Department of Higher Education, Ministry of Education, Lao PDR. Discussions between the two countries highlighted the needs of Lao PDR in specific fields such as medicine, the health sciences, engineering, tourism, entrepreneurship, leadership, e-learning and information technology. The Malaysian government is prepared to extend training opportunities and short courses to employees and students of Lao PDR.

The strategic dialogue workshops held deliberations on the following topics:• Higher Education: Present and Future Directions; • Partnering and Alliances in the Academic Sector; • Partnering in Quality Assurance; • Linkages, Staff and Student Exchanges; and• Partnering and Alliances in the Research Sector

Only Vietnam discussed the topic of Private Higher Education: Learning and Collaborating for Synergy.

Cambodia, Lao PDR and Vietnam greatly emphasised the need for improved proficiency of English among their staff and students. To this end, they hoped that the government of Malaysia would provide intensive English courses for their workers and students before they undergo further training in Malaysia.

All three of the Malaysia-CLMV dialogues were carried out successfully and received good responses and participation from the countries involved. The results of the deliberations at the workshops will be documented in book form which will be published by IPPTN in the future.

Forum Naib Canselor Negara Komanwel 2009 (VCF2009) telah diadakan pada 15 hingga 19 Jun 2009, di Pusat Konvensyen Kuala Lumpur (KLCC). Forum ini merupakan forum yang pertama kali diadakan dalam Persidangan Menteri-menteri Pelajaran Komanwel (CCEM) sejak 50 tahun penubuhannya. Antara forum lain yang dianjurkan ialah Stakeholders’ Forum, Teachers’ Forum dan Youth Forum.

VCF2009 merupakan platform kepada para pentadbir dan pegawai kanan universiti untuk membincangkan pelbagai isu tentang pendidikan tinggi di dunia di samping memberikan pandangan dan cadangan penyelesaian terhadap isu dan cabaran yang dihadapi oleh universiti-universiti di negara Komanwel. Forum ini juga memberi peluang kepada pentadbir universiti untuk memformulasikan dan membentangkan deklarasi kepada Menteri-menteri Pelajaran Komanwel berkaitan isu dan dasar utama pendidikan tinggi.

Forum ini telah mendapat sambutan yang menggalakkan dengan penyertaan seramai 180 orang peserta yang terdiri daripada naib canselor dan pegawai kanan universiti dari 32 buah negara Komanwel. Berdasarkan jumlah keseluruhan penyertaan, didapati 70 peratus merupakan peserta luar negara manakala baki 30 peratus lagi peserta dalam negara.

Majlis Sambutan Delegasi untuk menyambut kehadiran peserta forum telah diadakan pada 14 Jun 2009, di Diamond Ballroom, Hotel Mandarin Oriental. Majlis ini dianjurkan bersama oleh Jabatan Pengajian Tinggi, Kementerian Pengajian Tinggi dan Universiti Sains Malaysia. Majlis ini telah berjaya menemukan delegasi dan memberi peluang kepada peserta untuk menjalinkan hubungan kerjasama antara universiti.

Sepanjang VCF2009 ini berlangsung, telah diadakan sebanyak 11 sesi forum termasuk ucaptama yang menyentuh tentang peranan universiti dalam mengekalkan dan memantapkan kualiti pengajian tinggi dalam mengharungi krisis ekonomi yang membabitkan isu pembangunan dan modal insan, kelestarian alam sekitar, krisis makanan dan peluang pekerjaan.

The Vice-Chancellors’ Forum 2009 (VCF2009) was held on 15–19 June 2009 at the Kuala Lumpur Convention Centre (KLCC). This was the first time such a forum was held at a Conference of Commonwealth Education Ministers (CCEM) in the conference’s 50 years of history since its establisment. Among other forums that were organised were the Stakeholders’ Forum, Teachers’ Forum and Youth Forum.

VCF2009 served as a platform for university administrators and senior officers to discuss various issues on higher education in the world besides expressing their views and suggestions on the solutions to the many challenges faced by universities in the Commonwealth countries. This forum extended an opportunity to university administrators to formulate and present declarations to the Commonwealth education ministers regarding key higher education issues and policies.

This event received an encouraging response with an attendance of 180 participants consisting of the vice-chancellors and senior officers of universities across 32 Commonwealth countries. Based on total participation, 70 per cent and 30 per cent constituted foreign participants and local participants respectively.

A high tea reception was held on 14 June 2009 at the Diamond Ballroom, Mandarin Oriental Hotel to welcome forum participants. The reception was jointly organised by the Department of Higher Education, Ministry of Higher Education

(MoHE) and Universiti Sains Malaysia. This event provided an opportunity for the participants to establish collaborations between the universities.

Throughout VCF2009, there were 11 forum sessions including the keynote address which touched on the roles of the university in maintaining and enhancing the quality of higher education in facing the economic crisis which involves the issues of development and human capital, environmental sustainability, the food crisis and employment opportunities.

Y.B. Dato’ Seri Mohamed Khaled Nordin, Menteri Pengajian Tinggi ketika berucap merasmikan forum ini telah menegaskan tentang perlunya universiti menekankan aspek kualiti dalam mendepani cabaran pengglobalan dan pengantarabangsaan.

Para naib canselor juga telah membentangkan deklarasi kepada Menteri-menteri Pelajaran Komanwel. Antara deklarasi yang dibentangkan adalah seperti berikut:

bersetuju bahawa pendidikan tinggi, melalui pengajaran dan • pembelajaran, penyelidikan dan pemindahan pengetahuan, akan menjadi pemacu penting yang membebaskan negara daripada kemelesetan ekonomi;

mengiktiraf bahawa penyediaan kemahiran tahap tinggi kepada pelajar • daripada semua peringkat umur dapat menyediakan mereka dengan kebolehan untuk bermandiri dalam orde baru;

memberi keutamaan dalam penyediaan dana pendidikan tinggi • yang mencukupi, termasuk untuk pembelajaran sepanjang hayat dan sambilan, dan memudahkan akses ke universiti bagi semua yang berhak;

mengakui kepentingan peranan pendidikan tinggi dalam mencapai • pembangunan lestari, termasuk Matlamat Pembangunan Milenium;

menerima pandangan holistik pendidikan dengan membawa pendidikan • tahap rendah, menengah, tinggi dan sepanjang hayat seiring ke hadapan;

memberikan perhatian khas kepada cabaran wilayah yang berbeza, • termasuk masalah unik yang dihadapi oleh negeri kepulauan yang kecil; dan

memastikan kesamarataan jantina dalam akses ke institusi pengajian • tinggi.

Secara keseluruhan, forum ini telah berjaya mencapai matlamatnya menghimpunkan naib canselor dan pegawai kanan kerajaan untuk membincangkan isu-isu penting berhubung dengan pendidikan tinggi di negara-negara Komanwel. Di samping itu, penyediaan rangka dasar yang menyeluruh yang menyentuh peranan dan tanggungjawab universiti juga menjadi hasil utama forum ini. Memandangkan sambutan yang menggalakkan dan banyak faedah yang boleh diperoleh daripada hasil perbincangan forum tersebut, maka pihak Sekretariat CCEM akan menjadikan forum ini sebagai salah satu program tetap CCEM pada masa hadapan.

The Minister of Higher Education, Y.B. Dato’ Seri Mohamed Khaled Nordin, in his opening speech to officiate the forum, emphasised the need for universities to stress on quality in facing the globalisation and internationalisation challenges.

The vice-chancellors also presented declarations to the Commonwealth education ministers. The following were among the declarations presented:

to agree that higher education, through teaching and learning, research • and knowledge transfer, will be a key driver in taking countries out of the recession;

to recognise that the provision of higher level skills to students of all ages • prepares them with the adaptability to thrive in the new order;

to give priority in providing adequate funding for higher education • including lifelong and part-time learning, and in facilitating access to all who can benefit;

to acknowledge the essential role of higher education in the achievement • of sustainable development including the Millennium Development Goals;

to take a holistic view of education — moving primary, secondary, tertiary • and lifelong education forward together;

to take special cognisance of the differential regional challenges • including the unique problems of small island states; and

to ensure gender equality in access to higher education institutions.•

Overall, this forum successfully reached its goal in gathering the vice-chancellors and senior government officers to discuss critical higher education issues in the Commonwealth countries. The preparation of a comprehensive policy framework which touches on the roles and responsibilities of the university was one of the main results of the forum. In view of such an encouraging response, the CCEM Secretariat aims to make this forum a permanent programme in the CCEM in future due to the many benefits that may be obtained from the forum’s discussions.

Forum Pendidikan Tinggi Sejagat 2009 (GHEF2009) telah diadakan pada 14 hingga 16 Disember 2009, di Hotel Parkroyal, Pulau Pinang. GHEF2009 merupakan anjuran bersama Kementerian Pengajian Tinggi dan Universiti Sains Malaysia manakala Centre for Higher Education Research and Studies (CHERS), Kementerian Pengajian Tinggi Arab Saudi menjadi penaja bersama Association of African Universities (AAU) dan Consortium for North American Higher Education Collaboration (CONAHEC) telah memberi sumbangan intelektual manakala Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) bertindak selaku urus setia GHEF2009.

GHEF2009 menemukan sarjana, penggubal dasar, penyelidik, ahli akademik dan pentadbir untuk meninjau, menganalisis, membincangkan dan membahaskan tentang pelbagai isu pendidikan tinggi sejagat dalam konteks negara Selatan-Selatan. Secara khusus, GHEF2009 yang memberi tumpuan terhadap tema “Pendidikan Tinggi Sejagat”, meninjau dan mengkaji faedah dan cabaran yang berkaitan dengan tema tersebut. Pada masa yang sama, forum ini juga merangka hala tuju untuk membangunkan dan meningkatkan sistem pendidikan tinggi.

Forum ini telah dihadiri oleh 133 peserta dan 48 ahli panel dari 32 buah negara termasuk Mexico, Ghana, Arab Saudi, Amerika Syarikat, Hong Kong, Thailand, Jepun, Kanada, United Kingdom, Perancis, Jordan, Papua New Guinea dan Finland.

GHEF2009 yang bermula pada 14 Disember 2009 dirasmikan oleh Y.B. Menteri Pengajian Tinggi, Dato’ Seri Mohamed Khaled Nordin dan ditutup secara rasmi oleh Y.B. Timbalan Menteri Pengajian Tinggi, Dato’ Saifuddin Abdullah pada 16 Disember 2009. GHEF2009 turut melancarkan Pusat Kajian Kelestarian Global

The Global Higher Education Forum 2009 (GHEF2009) was held from 14 to 16 December 2009 at Parkroyal Hotel, Penang. GHEF2009 was jointly organised by the Ministry of Higher Education (MoHE) and Universiti Sains Malaysia with the Centre for Higher Education Research and Studies (CHERS), Ministry of Higher Education, Saudi Arabia as co-sponsor. The Association of African Universities (AAU) and Consortium for North American Higher Education Collaboration (CONAHEC) contributed intellectual support, whereas the the National Higher Education Research Institute (IPPTN) served as the GHEF2009 Secretariat.

GHEF2009 brought together scholars, policymakers, researchers, academics and admnistrators to review, analyse, discuss and debate on various universal higher education issues in the south-south context. Specifically, GHEF2009 focused on the theme, Universal Higher Education, surveying and studying the benefits and challenges related to such a theme. At the same time, this forum also outlined the direction in developing and enhancing the higher education system.

This forum was attended by 133 participants and 48 panel members from across 32 countries including Mexico, Ghana, Saudi Arabia, America, Hong Kong, Thailand, Japan, Canada, the United Kingdom, France, Jordan, Papua New Guinea and Finland.

GHEF2009 which began on 14 December 2009 was initiated by the Minister of Higher Education, Y.B. Dato’ Seri Mohamed Khaled Nordin and officially closed by the Deputy Minister of Higher Education, Y.B. Dato’ Saifuddin Abdullah on 16 December 2009. In addition, GHEF2009 launched the Global Centre for Sustainability Studies (CGSS) and three books jointly published by IPPTN and the Universiti Sains Malaysia Press: 1) Student Loan Schemes: Experiences of New Zealand, Australia, India and Thailand and Way Forward for Malaysia; 2) Quality Assurance and University Rankings in Higher Education in the Asia Pacific: Challenges for Universities and Nations; and 3) 50 Years of Higher Education Development in Malaysia (1957–2007).

GHEF2009 merangkumi empat sesi plenari dan tujuh sesi selari yang diadakan di Hotel Parkroyal. Majlis makan malam GHEF2009 telah diadakan di Hotel Traders dan persembahan kebudayaan dipersembahkan oleh penari-penari Pusat Pengajian Seni, Universiti Sains Malaysia.

Kenyataan bersama yang dikeluarkan oleh Universiti Sains Malaysia, CHERS, AAU (Ghana), AAU (Jordan) dan CONAHEC, menyetujui agar satu struktur kerja yang khusus dibina segera untuk membolehkan ahli-ahli akademik bekerja dan berkolaborasi dalam mencapai suatu piawai penarafan yang kolektif. Selaras dengan hasrat tersebut, aspek kepimpinan dan tadbir urus perlu dipertingkatkan untuk dijadikan asas bertindak dalam mencapai aspirasi semua pihak, khususnya dalam mencapai matlamat “Pendidikan untuk Pembangunan Lestari” (ESD).

Secara keseluruhan, forum ini telah berjaya mencapai objektifnya dengan merumuskan bahawa kepemimpinan akademik dan kesarjanaan memainkan peranan yang sama penting dalam meningkatkan aktiviti kelestarian.

GHEF2009 included four plenary sessions and seven parallel sessions, all held at Parkroyal Hotel. The GHEF2009 dinner banquet on the other hand, was held at Traders Hotel with cultural performances by dancers from the School of Arts, Universiti Sains Malaysia.

In a joint statement released by Universiti Sains Malaysia, CHERS, AAU (Ghana), AAU (Jordan) and CONAHEC, the said organisations have agreed that a specific working structure will be built immediately to enable members of the academic world to work and collaborate in reaching a collective common rating standard. In line with such intent, the leadership and governance aspects have to be enhanced as the basis of carrying out action that will fulfil the aspirations of all parties, specifically in achieving education for sustainable development (ESD).

Overall, this forum successfully achieved its objective in concluding that academic leadership and scholarship play equally important roles in enhancing activities in sustainability.

Objektif kajian adalah untuk mengenal pasti dan memahami prosedur, proses dan kriteria kenaikan pangkat di institusi pengajian tinggi awam (IPTA) Malaysia dan mengkaji persepsi fakulti akademik terhadap proses kenaikan pangkat dari perspektif pembangunan kerjaya.

Kaedah kajian yang digunakan ialah soal selidik melalui borang soal selidik, temu bual dan kajian kes. Satu lawatan penanda aras telah diadakan bagi menanda aras kriteria yang diguna pakai dan amalan terbaik yang diamalkan di universiti bertaraf dunia di United Kingdom.

Daripada kajian ini, akan terhasillah satu Garis Panduan Standard Penganugerahan Gelaran Profesor di Institusi Pengajian Tinggi yang akan diguna pakai di semua institusi pengajian tinggi.

This is a top down research as directed by the Minister of Higher Education requesting for the establishment of guidelines for the award of professorship. This set of guidelines would then be used by all Malaysian higher education institutions. This is to ensure parity in the award of a professorship. The preparation of guidelines is made by a group of specialists to ensure integrity and credibility of the criteria. The group of specialists consists of individuals from various backgrounds, and they were selected based on their individual capacity and the institutions they represent.

The research aims to identify and understand the procedures, processes and criteria for promotion at public higher education institutions. The research hopes to capture the perceptions of the academia on the promotion process from the perspective of career development.

The method of research is via questionnaire, interview and case study. A benchmarking visit was carried out to benchmark the criteria and best practices used at world-standard universities in the United Kingdom.

This study will produce the Standard Guidelines for the Award of Professorship at Higher Education Institutions to be used at all higher learning organisations.

Skop kajian ini meliputi institusi pengajian tinggi awam (IPTA) dan institusi pengajian tinggi swasta (IPTS) di dua buah negeri, iaitu Sabah dan Sarawak. Kaedah kuantitatif dan kualitatif digunakan dalam kajian ini. Data kuantitatif dikutip dengan menggunakan soal selidik dan data kualitatif diperoleh dengan menggunakan soalan terbuka.

Hasil kajian ini dapat digunakan oleh Kementerian Pengajian Tinggi untuk memformulasi polisi, universiti awam dan swasta dan penyelidik dalam bidang pendidikan tinggi.

The objective of this study is to research on the function of higher education in cultivating social cohesion in Sabah and Sarawak. The project is conducted by a research team that comprises multiethnic academicians. The scope of this research covers public and private institutions of higher learning in the two states of Sabah and Sarawak: Universiti Malaysia Sabah (UMS); Universiti Malaysia Sarawak (UNIMAS); Curtin University, Sarawak campus; and Swinburne University of Technology, Sarawak campus.

Quantitative and qualitative approaches have been applied to this research. Quantitative data was collected via scale answer questionnaire, whereas qualitative data was collected via an open-ended question questionnaire.

The results of the study are to be used by the Ministry of Higher Education (MoHE) for policy formulation, and also public and private universities and researchers in the field of higher education.

The main objective of this study is to create policy and direction for the Malaysian private higher education sector so as to be in tandem with Malaysia’s Higher Education Strategic Plan (PSPTN) and National Higher Education Action Plan (PTPTN). This study seeks to devise a roadmap for private higher education institutions in keeping with the core thrusts of the PSPTN and the four phases in the PTPTN. PSPTN dan PTPTN are used because both of these plans contain guidelines which are appropriate for the public and private higher education in Malaysia.

This study focuses on the issue and problem of attracting international students to Malaysia especially among the private higher education institutions. The main objective of this study is to identify social challenges among international students in Malaysia such as international student safety, community perception on international students and international student welfare. This study will examine the existing guidelines related to the management and intake of international students in this country. It will also propose appropriate management and intake policy to be carried out at the public and private higher education institutions. Besides the above, this research will also analyse the policies and strategies practised by the Australian tertiary education system in relation to international student intake.

Tujuan utama kajian ini adalah untuk menganalisis keadaan semasa, iaitu mengenal pasti tahap penerimaan Modul Kursus Asas Pembudayaan Keusahawanan (KAPK) oleh pelajar institusi pengajian tinggi awam (IPTA) dan institusi pengajian tinggi swasta (IPTS). Bagi objektif ini, tahap penerimaan akan ditinjau dari dua aspek, iaitu keberkesanan penyampaian modul dan kerelevanan modul untuk diaplikasi oleh pelajar selepas mereka berijazah. Selain itu, kajian ini mengenal pasti faktor pendorong dan penghalang kepada pembudayaan kemahiran keusahawanan dalam kalangan pelajar di IPTA/IPTS. Kajian ini juga mengenal pasti dasar pada tahap makro (Kementerian Pengajian Tinggi) dan mikro (IPTA/IPTS) yang dapat mengukuhkan proses yang positif dan mengurangkan proses yang negatif dalam menerapkan budaya keusahawanan kepada pelajar di IPTA.

The main objective of this study is to analyse the current situation, namely, to determine the Entrepreneurship Acculturation Basic Course (KAPK) Module acceptance level by the public and private higher education institution students. For this objective, the acceptance level will be surveyed from two aspects: module delivery effectiveness and relevance of module to be applied by students after graduation. Besides the above, this study also aims to identify the motivator and deterrent factors of the acculturation of entrepreneurial skills among students in public and private higher education institutions. It will attempt to identify policies at the macro (Ministry of Higher Education, MoHE) and micro level (public or private higher education institution) which are believed to strengthen and reduce positive processes and negative processes respectively in moulding entrepreneurial culture in public higher education institutions.

Pada 40 tahun terakhir, Universiti Sains Malaysia merupakan institusi pengajian tinggi utama di wilayah bandar Pulau Pinang yang memainkan peranan dalam membentuk semula susunan sosioekonomi, demografi dan budaya pulau ini. Terdapat tiga objektif kajian ini. Pertama menyediakan latar belakang yang komprehensif untuk wilayah bandar Pulau Pinang dengan menitikberatkan aset sosioekonomi dan budaya dan pembangunan dan perubahan aset-aset ini menerusi masa. Kedua, kajian ini menentukan setakat mana perubahan ini merupakan hasil interaksi antara pelbagai kuasa di rantau ini, khususnya institusi pengajian tingginya. Dalam hal ini, kajian ini mengesan perubahan yang wujud dalam wilayah bandar ini hasil hubungan dinamik dan saling tindakan antara kuasa dalaman dan luaran dan interaksi antara pelbagai aktor dan pemegang taruhan. Sehubungan dengan perkara ini, pengkaji menekankan peranan institusi pengajian tinggi dalam membawa perubahan terhadap susunan sosioekonomi dan budaya di wilayah bandar Pulau Pinang. Untuk mencapai objektif ketiga, ramai ahli akademik dan penyelidik yang terbabit dalam latihan penilaian kendiri. Dalam proses menyediakan laporan, penulis-penulis ini melaksanakan perundingan tetap dengan pelbagai pemegang taruhan yang berkepentingan di Pulau Pinang untuk memperoleh idea dan data yang berkenaan. Diakui bahawa kebanyakan penulis ini ialah pakar dalam bidang sendiri, namun begitu kali ini merupakan kali pertama mereka menganalisis dan meneliti aktiviti mereka sendiri yang memberi impak terhadap masyarakat tempatan.

In the last 40 years, Universiti Sains Malaysia, as one of the leading higher learning institutions in the Penang city-region, has played major roles in reshaping Penang’s socio-economic, demographic and cultural fabric. This self-evaluation exercise was undertaken with three objectives in mind; namely, first, to provide a very comprehensive background on the Penang region/city-region, emphasising its socio-economic and cultural assets, and the development and changes of these assets over time. The second objective was to determine the extent to which these changes have been the result of the interaction between various forces in the region, in particular, its higher education institutions. In this regard, it was pertinent to trace the changes in this region arising from the dynamics and interplay between internal and external forces, and the interactions between various actors and stakeholders. In this respect, much care was taken to emphasise the role of higher education institutions in bringing about marked changes in the socio-economic and cultural fabric of the Penang region. To fulfill the third objective, many academics and researchers were involved in this self-evaluation exercise. In the process of preparing their reports, these writers were in constant consultation with various stakeholders in Penang, soliciting for ideas and data. Admittedly, many of these writers are experts in their own specialisation but this was the first time they were analysing and reflecting on their activities in terms of the impact on the local community.

Kajian ini memberi tumpuan kepada segmen bukan universiti sektor pendidikan pascamenengah di Malaysia yang merangkumi institusi pengajian tinggi seperti politeknik dan kolej komuniti. Objektif utama kajian ini adalah untuk menyemak penyusunan institusi dalam menerima peruntukan pendidikan pascamenengah, menganalisis pertumbuhan dan pengembangan pendidikannya dan mengkaji struktur pengurusannya di Malaysia. Antara agenda lain kajian adalah untuk menganalisis pola pekerjaan dan pengangguran siswazah serta mekanisme pembiayaan pendidikan pascamenengah di Malaysia.

Keadaan semasa menunjukkan bahawa sektor pendidikan pascamenengah bukan universiti amat rapuh. Oleh hal yang demikian, sektor ini memerlukan sebuah sistem jaminan kualiti yang lebih bersepadu. Persepsi masyarakat umum dan pemegang taruhan yang berpendapat bahawa institusi bukan universiti merupakan alternatif yang lebih rendah jika dibandingkan dengan universiti juga perlu diubah. Bagi sektor pendidikan pascamenengah universiti pula, dicadangkan supaya sektor tersebut bertumpu kepada belanjawan yang berasaskan prestasi dan berdaya saing.

Kajian ini jelas menunjukkan bahawa terdapat kekurangan dalam penyelarasan dan usaha sinergistik antara penyedia pendidikan pascamenengah. Hal ini membawa kepada cadangan untuk mewujudkan satu badan kebangsaan yang dapat memandu dan menyelaraskan perancangan pendidikan teknikal dan vokasional. Pendekatan rakan kongsi yang memperlihatkan kos latihan dan pendidikan dikongsi antara sektor pendidikan pascamenengah awam dan swasta turut ditegaskan.

This study focused primarily on the non-university segment of the post-secondary education (PSE) sector in Malaysia which includes polytechnics and community colleges. The main objectives of this project were to examine the institutional arrangements for the provision of PSE in Malaysia, analyse the growth and expansion of the said education and review its management structure. Analysing the employment and unemployment pattern of PSE graduates as well as the mechanisms in place to finance PSE in Malaysia were also among the agenda of the study.

It was found that the current order of the non-university PSE sector is very fragmented, and thus, a more unified quality assurance system is needed. There is also a need to change public and stakeholder perception that the non-university institution of learning is an inferior alternative to the university. As for the university PSE sector, it was proposed that the said sector should move towards performance and competitive budgeting.

This study also clearly indicated that there is a lack of coordination and synergistic efforts between PSE providers. This led to one of the main recommendations of the study, and that is to establish a national body to steer and coordinate the planning of technical and vocational education. A partnership approach to sharing the cost of training and education between the public and private PSE sector was another recommendation of the study.

Peningkatan pengangguran dalam kalangan siswazah tempatan di Malaysia berlaku disebabkan siswazah yang kurang berkualiti. Kajian ini bertujuan untuk menghuraikan isu kebolehpasaran siswazah di Malaysia seperti yang diungkapkan oleh pelbagai pemegang taruhan. Isu kebolehpasaran siswazah selalu dibahaskan dalam konteks pasaran pekerjaan dari perspektif pihak majikan. Walau bagaimanapun, kajian ini telah membentangkan sebuah rangka kerja yang menekankan keperluan masyarakat. Dalam hal ini, dihujahkan bahawa semua pemegang taruhan, iaitu pihak industri/majikan, institusi pengajian tinggi, organisasi bukan kerajaan dan kerajaan, mesti bersatu dalam menyediakan siswazah demi kepentingan masyarakat.

Kajian ini menegaskan bahawa kebolehanpasaran siswazah bukan sahaja tanggungjawab sektor pengajian tinggi, malah tanggungjawab seluruh sistem pendidikan, termasuklah akauntabiliti pada peringkat prasekolah, sekolah rendah dan sekolah menengah.

Kesimpulannya, amalan pekerjaan perlu dibaharui melangkaui orientasi keuntungan untuk memperoleh kekayaan. Perspektif ini harus disepadukan dengan aktiviti teras universiti, iaitu pengajaran dan pembelajaran dan penyelidikan dan perkhidmatan. Selain itu, Kementerian Pengajian Tinggi dan institusi pengajian tinggi telah dicadangkan supaya mengkaji semula hasil pembelajaran kurikulum supaya hasil ini dapat menanamkan atribut pekerjaan yang kukuh untuk pembentukan sebuah ekonomi yang berorientasikan sosial dan masyarakat berpengetahuan. Kedua-dua entiti tersebut perlu memberi pertimbangan untuk memasukkan mode pembelajaran integratif kekal, seperti pembelajaran perkhidmatan ke dalam program pendidikan mereka.

It has often been suggested that the rising unemployment among local graduates in Malaysia is primarily due to their lack of quality. As such, this study aimed to explicate graduate employability issues in Malaysia in terms of the stakeholders involved. These issues are almost always deliberated in the context of the employment market. However, this paper presented a framework where the needs of society (not merely the employer) were emphasised. In this regard, it was argued that all stakeholders — industry/employers, higher education institutions, non-governmental organisations and the government — must act in unison in preparing graduates for the good of society.

This study also made clear that the graduateness of a graduate is not merely the responsibility of the higher education sector, but graduateness has to be seen in relation to the whole education system including the pre-school, primary and secondary level as well.

It was concluded that the practice of employment has to be reformed beyond profit orientation per se to embrace wealth creation. This perspective has to be integrated into the core activities of the university: teaching and learning, research and service. It was recommended that the Ministry of Higher Education (MoHE) and higher education institutions review the learning outcomes of their curricula to embody the inculcation of employability attributes for a socially oriented economy and knowledge society. The two entities should consider incorporating lasting modes of integrative learning such as service learning into their programmes.

Kajian ini dilaksanakan untuk mendapatkan maklum balas dan persepsi daripada kalangan pentadbir pendidikan guru, pentadbir perkhidmatan guru, guru, pelajar dan ibu bapa terhadap kualiti guru di Malaysia.

Kajian ini melibatkan usaha sama penyelidik dari beberapa universiti di Malaysia, seperti Universiti Malaya, Universiti Sains Malaysia, Universiti Islam Antarabangsa Malaysia, Universiti Teknologi MARA, Universiti Teknologi Malaysia, Universiti Tun Hussein Onn Malaysia dan Universiti Utara Malaysia. Mereka yang terlibat dalam kajian ini merupakan penyelidik dan ahli akademik daripada disiplin yang berbeza dan pelbagai bidang kepakaran.

Kaedah yang digunakan ialah kaedah kuantitatif dan kualititatif. Responden memberikan maklum balas secara bertulis untuk mengemukakan pandangan dan cadangan mereka tentang cara meningkatkan kualiti guru di Malaysia. Soalan terbuka dikemukakan untuk mengukuhkan dapatan yang diperoleh daripada soal selidik.

The purpose of this study is to explore the potential of Malaysia in producing quality human capital with a focus on producing quality teachers who are believed to be the main actors in education. The aim of this study is to determine a set of criteria that would act as guidelines or provide a generic framework for the training of quality teachers. This study emphasises on the practical application of the ongoing teacher training programmes.

The survey attempts to obtain feedback and perceptions from teacher education administrators, education service administrators, teachers, students and parents on the teacher quality in Malaysia. It is a collaborative effort by researchers from several Malaysian universities including University of Malaya, Universiti Sains Malaysia, International Islamic University Malaysia, Universiti Teknologi MARA, Universiti Teknologi Malaysia, Universiti Tun Hussein Onn Malaysia and Universiti Utara Malaysia. Those involved in this study are researchers and academics from different disciplines and diverse areas of expertise. The methodology used is quantitative and qualitative in nature. Respondents provide feedback in written format to express their opinions and give suggestions on ways to improve teacher quality in Malaysia. The open-ended questions are meant to further strengthen the findings as opposed to only using data from the survey questionnaire.

Kajian ini adalah selaras dengan Pelan Strategik Pendidikan Tinggi Negara (PSPTN) yang dilancarkan pada Ogos 2007 yang mengandungi tujuh teras, termasuklah meningkatkan kualiti pengajaran dan pembelajaran dan pemerkasaan institusi pengajian tinggi.

Objektif kajian ini adalah untuk mengkaji takat dan kualiti pembelajaran yang wujud dalam kalangan pelajar institusi pengajian tinggi, mengkaji pengetahuan, kepercayaan dan sikap terhadap pemupukan pembelajaran dalam kalangan pensyarah daripada disiplin yang berbeza, mengenal pasti kaedah pengajaran yang lazim digunakan oleh pensyarah daripada semua disiplin, mengkaji pengaruh pendekatan p engajaran terhadap tahap pemupukan pembelajaran dan mengkaji pengaruh bidang yang berbeza dalam memupuk pembelajaran. Kajian ini akan menggunakan metode survei dan temu bual kumpulan fokus.

Kajian ini merupakan salah satu strategi yang diperlukan untuk meningkatkan atau mentransformasikan proses pengajaran dan pembelajaran di institusi pengajian tinggi. Projek ini diharapkan dapat memberikan cadangan yang boleh membaiki persepsi masyarakat umum terhadap ahli akademik secara khusus dan institusi pengajian tinggi secara am.

This project is carried out in conjunction with the National Higher Education Strategic Plan (NHESP) launched in August 2007 that has seven strategic thrusts which include improving the quality of teaching and learning, and strengthening higher education institutions.

The objectives of this study are to investigate the extent and quality of learning occurring among students in higher education institutions; to investigate lecturers from different disciplines in terms of their knowledge, beliefs and attitudes towards nurturing learning; to identify common approaches of teaching employed by lecturers in all disciplines; to investigate the influence of approaches of teaching on the extent of nurturing learning; and to investigate the influence of different disciplines in nurturing learning. This study will employ the survey method and focus group interview.

This research will be one of the many strategies needed to improve or transform the teaching and learning process at higher education institutions. Consequently, it is hoped that this study will be able to provide recommendations that will help improve public perceptions of the academia specifically and higher education institutions in general.

Apabila jumlah pengangguran dalam kalangan siswazah bertambah, ada pihak yang menyalahkan siswazah sendiri dan ada juga yang menyalahkan pihak universiti yang dikatakan tidak menyediakan kurikulum yang bersesuaian dengan kehendak majikan. Perancang pembangunan sumber manusia perlu cekap dalam menangani masalah pengangguran yang semakin serius, khususnya dalam kalangan golongan yang berpendidikan tinggi. Siswazah yang dilahirkan pada era digital ini perlu bersikap positif, terutama terhadap pekerjaan dan alam pekerjaan yang akan dilalui nanti. Kelulusan akademik sahaja tidak menjamin mereka memperoleh pekerjaan yang diingini.

Laporan ini memberi maklumat tentang hasil perbincangan yang mendalam bagi semua aspek, tindakan, kemungkinan, cabaran serta peluang yang timbul sehingga terbentuknya kurikulum universiti yang lebih berkesan untuk menghasilkan siswazah yang dapat memenuhi segala keperluan pemerolehan pekerjaan. With increase in the total number of unemployed graduates, there are parties who blame the graduates themselves and yet others who blame the universities for not developing a curriculum that meets employment needs. The human resource development planner must be efficient in solving unemployment problems which are becoming serious, especially among the highly educated group. Graduates of the digital age should have a positive attitude, especially towards their jobs and future job environments. Academic qualifications alone will not guarantee them the jobs that they desire.

This report details the findings of discussions pertaining to all aspects, initiatives, possibilities, challenges as well as opportunities for the formulation of a more effective university curriculum to produce graduates who are able to meet the relevant employability criteria. Measures and proposals for the attainment of this goal are also presented.

Student Loan Schemes: Experiences of New Zealand, Australia, India and Thailand and Way Forward for Malaysia

Pengembangan dan pendemokrasian pendidikan tinggi telah meningkatkan dengan pesat kemasukan pelajar ke institusi pengajian tinggi awam (IPTA) dan institusi pengajian tinggi swasta (IPTS). Pengurangan perbelanjaan awam dalam pendidikan dan peningkatan pantas kadar enrolmen pelajar ke institusi pengajian tinggi telah memberi tekanan kewangan yang besar kepada kerajaan, terutama di negara-negara yang kurang maju. Di kebanyakan negara, pengembangan pendidikan tinggi memburukkan krisis kewangan yang sedia ada dan secara umum terdapat tekanan untuk memulihkan sistem kewangan pendidikan tinggi. Dalam perkembangan pendidikan tinggi, pihak kerajaan tidak seharusnya diharapkan sebagai sumber kewangan utama yang membiayai sektor berkenaan secara menyeluruh. Isu utamanya ialah siapakah yang harus membayar kos sumber pendidikan tinggi, bagaimana pendidikan dibiayai dan bagaimana peruntukan dana diuruskan? Banyak pendapat yang mengatakan bahawa pelajar harus berkongsi kos pendidikan kerana mereka akan memperoleh pekerjaan yang baik dan pendapatan yang tinggi. Buku ini memaparkan pengalaman lima buah negara, iaitu New Zealand, Australia, India, Thailand dan Malaysia dalam menangani isu-isu berkaitan skim pinjaman pelajar untuk membiayai pendidikan tinggi. Pembandingan dan pembezaan pengalaman negara yang telah melaksanakan skim pinjaman pelajar dengan negara yang baharu bergelut dengan isu ini amat menarik. Penulis menghuraikan tentang kebaikan dan keburukan pinjaman luar jangka pendapatan dengan bentuk pinjaman lain yang digunakan untuk membiayai pendidikan tinggi. Bab terakhir buku ini membincangkan masa hadapan pinjaman pelajar di Malaysia berdasarkan pengalaman Australia, India, Thailand dan New Zealand. Hala tuju dan pelan tindakan ditunjukkan bagi membaiki skim pinjaman pelajar semasa di Malaysia.

Massification and democratisation of higher education have allowed tremendous increase in access for deserving students to both public and private higher education institutions. The decrease in public expenditure on education together with the rapid expansion of student enrolment in higher education institutions have somewhat created greater financial pressures on many governments especially in the less developed countries. In many countries, the expansion of higher education adds further to the existing financial crisis, and there are pressures to reform the financing system of higher education in general. In view of the development of higher education, the government must not be depended upon as the main source of financing of the sector as a whole. The central issues are who should pay the cost of resources that is required for higher education, how should education be financed and how should allocation of funds be managed? Many have argued that since university graduates can expect better job opportunities and higher lifetime earnings, students should share the cost of their education. This book brings together the experiences of five countries, namely, New Zealand, Australia, India, Thailand and Malaysia, in dealing with issues on the student loan scheme to fund higher education. It is interesting to compare and contrast the experiences of countries which have been implementing student loan schemes for quite some time with others that have only recently begun to grapple with these issues. The advantages and disadvantages of the income contingent loan as opposed to other types of loans in financing higher education are elaborated upon by the authors. The final chapter in this book discusses the way forward for Malaysia with respect to the student loan based on the experiences of Australia, India, Thailand and New Zealand. Directions and action plans are indicated with a view towards reworking the current student loan scheme in Malaysia.

Sumber pembiayaan Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) terbahagi kepada dua, iaitu peruntukan sekali gus yang disalurkan oleh Kementerian Pengajian Tinggi dan peruntukan belanja mengurus oleh Universiti Sains Malaysia. The National Higher Education Research Institute (IPPTN) has two sources of financing: the one-off grant allocated by the Ministry of Higher Education (MoHE) and operating expenditure allocated by Universiti Sains Malaysia.
