ENTFY 2018-2019 continued the outstanding momentum we’ve built over the past decade. More

than 10,600 jobs were created or retained, generating $465 million in capital investment. The Partnership’s 38 diverse “wins” include corporate headquarters and aerospace, pharmaceutical, manufacturing and distribution, retail/restaurants and financial services. Additionally, we embarked on a campaign called Beyond Boundaries to raise private funding for economic development. Our private sector’s commitment is crucial to attracting global business, talent, and amplifying the Irving-Las Colinas story. Through the diligent work of the IEDP and our partners, we continue to deliver jobs, drive the economy and provide five-star services to our business industry customers day in and day out.

MENTIRVING-LAS COLINAS IS HOME TO OVER

150 FOREIGN-BASED COMPANIES. THE INTERNATIONAL AFFAIRS AND SISTER CITIES PROGRAM ALLOW IRVING-LAS COLINAS TO COMPETE ON A WORLD STAGE. THROUGH TOOLS AND RESOURCES, THESE PROGRAMS PROVIDE SUPPORT TO IRVING-LAS COLINAS COMPANIES INTERESTED IN EXPANDING INTO INTERNATIONAL MARKETS AND BUILD INTERNATIONAL RELATIONSHIPS. THIS PAST YEAR, OUR CHAMBER FOSTERED ITS SIX SISTER CITY RELATIONSHIPS AROUND THE GLOBE, AND INITIATED DISCUSSIONS WITH SEVERAL OTHER CITIES FOR FORMAL POSSIBILITIES IN THE NEAR FUTURE.

OUR CHAMBER, BUT ALSO THE COMMUNITY, WE’RE ABLE TO

DEVELOP PROGRAMS AND PROVIDE RESOURCES TO

ENSURE SUCCESS.Through our work in increasing foreign direct investment (FDI) in the community, we are also fostering new international relationships. Our team partnered with the Texas Economic Development Corporation (TxEDC) for Select USA, an FDI focused conference sponsored by the U.S. Department of Commerce. We also participated in an international trade mission to Japan and South Korea with Governor Abbott and TxEDC. Through this partnership as well as collaboration with the U.S.-Mexico Chamber of Commerce, DFW International Airport, Team Texas and the DFW Marketing team, we continue to ensure Irving-Las Colinas is a global gateway for businesses.

This year, we hosted the inaugural Small Business Blitz. This program enlisted the help of dozens of volunteers to make personal visits to our small businesses throughout the community. During May, these volunteers stopped by 1,076 small businesses to offer a small business resource guide, provide assistance, and serve as a conduit to city services and engagement opportunities for their employees. The feedback was overwhelming, and we look forward to hosting the Small Business Blitz annually.

Your Chamber continues to serve as a resource for our entrepreneurs and startups through the Service Core of Retired Executives (SCORE). The program, part of the U.S. Small Business Administration, hosted more than 247 entrepreneur meetings this year, assisting in the successful launch of more than 60 businesses in the last decade. Additionally, we partnered with Where Women Work, a national magazine, to highlight three of our local entrepreneurs and the businesses they have built including Pink Frosting Cupcakes, RBR Muzik and Glory House.

We continue to promote First Friday Date Night in the Heritage Crossing District to encourage patrons to visit the unique stores and restaurants along Main Street. Your Chamber provides various relationship-building opportunities each month as well as Business Connections

– a program to outline the procurement process of how to do business with various enterprise companies and government entities.

Irving-Las Colinas is the 14th most culturally diverse city in the country – a highly desirable quality for employers seeking a diverse workforce.

Business executives and community stakeholders participated in Irving Day in Austin in February.

Our talent is one of our most vital assets. Irving-Las Colinas has access to 3.3 million skilled workers within a 30-minute commute. We hear from our business community every day about the need for talented employees. Your Chamber is leading the effort with regional partners on an initiative called Bridging the Talent Gap (BTTG). It’s a campaign to help employers, learning providers and other community stakeholders understand and meet the challenges of an educated workforce. Together with the Graduate! Network, leaders of a national effort to increase college completion among adults, we are collecting industry data to identify ways to bridge the talent gap in our region and our local community.

AS AN EFFECTIVE ADVOCATE AND TRUSTED ADVISOR FOR BUSINESS INDUSTRY, YOUR CHAMBER IS PROUD OF ITS RESULTS DURING THE 86TH TEXAS LEGISLATIVE SESSION. WE ROLLED OUT THE TEXAS

LEGISLATIVE TRACKER, DETAILING IMPORTANT LEGISLATION AND HOW OUR DELEGATION VOTED ON EACH ITEM. OVERALL, WE ACHIEVED A NEARLY

90% SUCCESS RATE ON CHAMBER INITIATIVES. WE WILL CONTINUE TO PROACTIVELY ADVOCATE AT ALL

LEVELS OF THE GOVERNMENT – LOCAL, STATE AND FEDERAL.

ADDITIONALLY, WE CONTINUE TO BUILD OUR RELATIONSHIPS WITH THE THREE PUBLIC SCHOOL DISTRICTS SERVING IRVING-LAS COLINAS — IRVING ISD, CARROLLTON-FARMERS BRANCH ISD AND COPPELL ISD. ALL THREE SCHOOL DISTRICTS ACHIEVED AT LEAST A 90% GRADUATION RATE AND AT LEAST A “B” RATING FROM THE TEXAS EDUCATION AGENCY LAST YEAR.

ECONOMIC DEVELOPMENTSupport increased funding for the Texas Enterprise Fund (TEF). RESULT $150 million allocated in the budget.

Support the renewal of Chapter 312 tax code to allow municipal tax abatements. RESULT House Bill 3143 passed.

Support legislation allowing Tourism Public Improvement District in Irving. RESULT Senate Bill 642 passed.

Oppose any bill that would be viewed as discriminatory that would damage Texas’ reputation as a business-friendly state. RESULT Several bill were defeated. Senate Bill 1978 passed.

It does not change current religious freedom law.

HEALTHCAREPreserve and protect trauma funding. RESULT House Bill 2048 increases funding to subsidize

unreimbursed trauma care.

Renewal of the Local Provider Participation Fund (LPPF). RESULT House Bill 2326 passed allowing Dallas County to

maximize federal matching funds for Medicaid.

HIGHER EDUCATION Support workforce development through postsecondary education. RESULT House Bill 3808 expands work-study programs

and internships.

PUBLIC EDUCATION & WORKFORCESupport school finance reform. RESULT House Bill 3 includes funding for full-day Pre-K,

increases basic allotment, reduces recapture, adopts high-quality standards.

TAXES & INVESTMENT Monitor legislation that would reduce the City of Irving’s flexibility to address budget issues in a manner best suited for its jurisdiction. RESULT The Chamber hosted property stakeholders

meetings to review legislation, consider a position and discuss the potential impacts with the City of Irving. Senate Bill 2 passed that lowers the rollback rate.

TRANSPORTATION Secure reliable funding for transportation and infrastructure. RESULT Senate Bill 962 ensures continued revenue

allocation under Proposition 7.

Support the privately funded High Speed Rail Project. RESULT No harmful legislation passed.

WATER Ensure reliable and cost-effective water supply. RESULT House Bill 807 requires a new state water plan

every five years.
