During FY 09-10, the Space Coast, as well as the country as a whole, was in a state of transforma on. With the re rement of the Space Shu le, and con nued fl ux in America’s Space Program, the Space Coast con nued to experience a far greater economic impact than that brought on by a struggling economy alone.

Despite the challenges, we have enjoyed many successes over the past year. Our business development eff orts in FY 09-10 resulted in 693 announced jobs, genera ng a total economic impact of over $53.5 million and leveraging a total capital investment of over $13.7 million. Our military installa on enhancement eff orts contributed to being awarded an $11.95 million appropria on for Patrick Air Force Base MILCON projects and over $585,000 in state defense grants. The EDC led a statewide eff ort to bring to the forefront the opportunity for the renewable energy industry in Florida.

These examples provide the basis for our assurance that the Space Coast will emerge stronger than ever despite an increasingly challenging economic environment.

In fact, as we look forward into 2011, we see fi ve indicators that demonstrate the Space Coast’s resilience:

1. Stabiliza on of economic indicators, including increases in home sale prices and volume sold, passenger increases at Melbourne Interna onal Airport and Port Canaveral, and fi ve months of stable payroll employment with no drama c increases or decreases.

2. Strength of EDC Business Development and overall business climate, including a commercial building process that is more aggressive than in the past and a client ac vity increase of 37% over the previous fi scal year.

3. Kennedy Space Center's shi from opera ons to research and commercial, including $428 million to develop a 21st century launch complex.

4. Con nued emergence of local innova on companies, including spin-off companies from our high-tech core, poten al from renewable energy technologies, and expanded infrastructure contribu ng to our compe ve advantage.

5. Leveraging the signifi cant media opportuni es to market our county by genera ng one cohesive message that presents a posi ve, proac ve story highligh ng the Space Coast’s many compe ve advantages.

ent EDC Pursues Revolu onary U.S. Photovoltaic Manufacturing

Consor um ProjectA focus on renewable energy during FY 09/10 brought synergy to our work as Florida has the opportunity to be part of a cataly c economic development project that could propel our region and na on to the forefront of the growing, worldwide photovoltaic industry (PV).

SEMATECH, the advanced technology and manufacturing consor um, has submi ed a concept paper to the U.S. Department of Energy (DOE), in partnership with and on behalf of various industry and research organiza ons, outlining a proposal to establish an industry-led U.S. Photovoltaic Manufacturing Consor um (PVMC). SEMATECH is at the forefront of our bid for this project, which includes the University of Central Florida, Brevard County, the City of Palm Bay, Seminole County, and approximately 60 other industry, na onal lab, and university partners.

Leading a team of area organiza ons, the EDC secured a $500,000 commitment per year for fi ve years from both Brevard County and the City of Palm Bay to establish the U.S Photovoltaic Manufacturing Consor um in Brevard. If the proposal is selected, the Palm Bay facility will include development, tes ng, cer fi ca on and manufacturing of advanced photovoltaic technologies. The project provides the opportunity to not only establish a new industry cluster, but also to create a hub for our na on's PV technology development right here on the Space Coast.

The EDC con nues to work with SEMATECH, UCF and Enterprise Florida as a cri cal Department of Energy grant is pursued. Our team will keep a high emphasis on this project as we uncover all avenues to support bringing this opportunity to the Space Coast.

Lockheed Mar n Selects West MelbourneLockheed Mar n Corpora on selected West Melbourne as the site to perform a newly awarded contract related to the Aerostat program. The $2.35 million investment in West Melbourne involves renova ng and equipping an exis ng 64,000-square-foot facility and will add 100 jobs with an average annual wage of $42,000. When fully staff ed, the project is projected to generate an addi onal $20.2 million of economic impact into Brevard’s economy, adding to Lockheed Mar n’s current economic impact of $229.8 million.

BUSINESS DEVELOPMENT

Renewable Energy Company Making Waves in Brevard Clean and Green Enterprises, Inc., a renewable energy company that holds proprietary technology for harnessing electricity from ocean waves, established a research and development opera on in Melbourne. The research and development opera on is expected to bring 10-20 jobs in the next 6-12 months which will add $300,000-$500,000 in annual payroll to Brevard County.

GeNO, LLC Expands in CocoaGeNO, LLC, a biomedical pharmaceu cal company which recently received clearance on its Inves ga onal New Drug applica on, expanded its opera ons in Cocoa. The company is expected to bring a total of 24 new jobs to Brevard County with an average annual wage of $80,000.

Telecom Service Center Moves Opera ons to RockledgeTelecom Service Center, a wholly owned subsidiary of Associated Telecommunica ons Management Systems, moved its opera ons to the Space Coast and, at full employment, is projec ng 600 new jobs. TSC began opera ons with a newly hired staff in early February 2010 and presently employs 400 workers. This service center, when fully staff ed, is projected to generate a total economic impact of $29.5 million to Brevard County’s economy.

USSI Expands in MelbourneUnited Service Source Inc., a provider of commercial and residen al communica on technical services, expanded its opera ons in Melbourne. The company will move into a 17,000-square-foot facility to allow for more offi ce space and a new technical opera ons center. The expansion will create 30 new jobs with an average annual wage of $45,000 and represent a direct impact of $1.35 million and a total economic impact of more than $2.8 million.

$11.95 Million in MILCON Projects Secured for Patrick Air Force BaseAs a result of a large-scale advocacy eff ort on behalf of EDC volunteers, council members and staff , Patrick Air Force Base received federal appropria ons for two signifi cant military construc on projects. With a combined value of nearly $12 million, both a Combat Weapons TrainingFacility and Hanger Dock Extension project are slated to be completed on base within the next three years. Through annual visits to Washington, D.C. to advocate for cri cal installa on needs and through constant communi-ca on with congressional offi ces, this marks another success for the team which also secured funding for PAFB’s Child Development Center in 2008.

EDC secures $585,470 in state defense grantsThe EDC was awarded two grants that directly support Brevard County’s military installa ons. A Defense Infrastructure Grant (DIG) for $500,000 and a Defense Reinvestment Grant (DRG) for $85,470. The $500,000 DIG, the highest award possible, was secured to refurbish the Launch Complex 46 Communica ons System at Cape Canaveral Air Force Sta on. EDC staff and volunteers coordinated with Space Florida and 45th Space Wing offi cials to iden fy and priori ze this project. The DRG grant gives us the ability to advocate for our local installa ons to enhance their footprint in Brevard County. We were one of 11 communi es statewide to receive a DIG and one of 10 communi es in Florida to be awarded a DRG.

EDC Spearheads Eff ort to Secure Funds for Innova onThe EDC took a leadership role in discussing organiza onal responses to the Economic Development Associa on’s (EDA) Space Coast Regional Innova on Cluster Compe on. The $35 million ini a ve solicited compe ve applica ons to build on exis ng strengths and promote collabora on between public, private, and nonprofi t partners in the region. The compe on seeks to create new jobs by boos ng the economic diversifi ca on and compe veness of Florida’s Space Coast by iden fying and funding local ini a ves that advance regional strengths in the exis ng avia on and aerospace, clean technology, homeland security and defense, informa on technology, and life sciences clusters.

EDC Pushes for Renewable Energy Program in TallahasseeThe EDC has taken a leadership posi on in advancing renewable energy policy. Florida has a tremendous opportunity to a ract renewable energy companies to our state, which would create high tech, high wage jobs and further diversify our economy. However, without a statewide policy or program to encourage renewable energy businesses to consider Florida, we will con nue to lose this industry to other states. In early 2010, the EDC released a study, “Energizing Economic Development and Crea ng New Jobs from Renewable Energy,” in which analysis was supported with anecdotal informa on from industry par cipants that Florida is a preferred loca on if state policy was conducive to market development. As a result, the EDC convened a media event at the Capitol in April where we urged the legislature to develop an aggressive energy policy to create new jobs in Florida.

Deprecia on Rate Schedule Study Shows Need for ChangeIn a bid to prove our community’s compe veness against other ci es, the EDC commissioned a mul -jurisdic on, mul -asset Deprecia on Rate Study. Brevard County’s Ad Valorem Tax Assessment depreca on rate was compared with the rates of other selected ci es (Jacksonville, Orlando, Atlanta, Tampa, San Diego, and Huntsville). When the outcome of the survey showed Brevard’s rates were not compe ve, our team proac vely worked with the Brevard County Property Appraisers offi ce to successfully develop a more aggressive rate schedule. The new fi gures are refl ected in the offi ce’s 2010 Present Worth Table with changes refl ected in November 2010 tax bills.

EDC Development Council, County, and Ci es Streamline Permi ngIn an unprecedented eff ort, the EDC’s Development Council, in conjunc on with Brevard County and municipal offi cials, successfully developed a best prac ces model to streamline building and site permi ng throughout the county. The process has alleviated excess steps that detrimentally added me and money to the commercial permi ng process. Eff orts by the team to ‘Build Brevard’s Compe ve Edge’ were highlighted in the July 2010 issue of Space Coast Business Magazine.

Roundtables held for local, state and federal elec on candidates

Government rela ons eff orts took root as we held a series of forums with poli cal candidates vying for elected posi ons across the state. Leading up to mid-term elec ons, local industry leaders par cipated in discussions with Sandy Adams, Pam Bondi, Jennifer Carroll, Jeff Greene, Kendrick Meek, Marco Rubio, Rick Sco , and Alex Sink as well as addi onal regional candidates. These mee ngs served as the conduit to uncovering the most business friendly agendas and those candidates willing to work with the community to enhance economic development. We welcomed full par cipa on from the Brevard County Board of County Commissioners in hos ng individual roundtable discussions designed for EDC Investors to hear progress on cri cal issues aff ec ng individual districts.

Open Door for Business Event Develops Rela onships with Business Community In June 2010, the EDC introduced a new opportunity to engage in meaningful dialogue to address business-related opportuni es and challenges. Open Door for Business, the fi rst local event of its kind, debuted to an eager group of businesses who par cipated in a series of one-on-one mee ngs with EDC senior leadership. Par cipants discussed issues ranging from access to capital, opera ng costs, regulatory challenges, and local business fi nancing programs. As a result of the event’s success, mul ple sessions were held throughout the year and will con nue into 2011.

EDC Releases Economic Benchmarking Tool The EDC released a dynamic new dashboard tool for Space Coast businesses and ci zens to use in gauging our local economic performance against fi ve similar regions: Aus n, TX; Colorado Springs, CO; Huntsville, AL; Raleigh, NC; and Wichita, KS. The Space Coast Performance Indicators measure each area across key economic categories including educa on, workforce, labor supply, and economic growth. This piece is designed to measure the strength of our economy and provides an analy cal founda on to iden fy opportuni es to expand our economy.

The Council for Community and Economic Research (C2ER) recognized the Space Coast Performance Indicators as one of only fi ve na onal projects to receive a pres gious 2010 Excellence in Community & Economic Development Research Award.

New Publica on Released: Economic ReviewA new publica on from the EDC’s in-house research department, EconomicReview, was released to site selectors, clients and the business community. The digital document assesses current economic condi ons in Brevard County across a variety of sectors and is based on data compiled from local, state and federal sources. The publica on is produced quarterly and is available for complimentary download on the EDC’s website.

EDC Website EnhancementsIn today’s digital age, websites are cri cally important to a rac ng business investment. The EDC’s website, SpaceCoastEDC.org, was enhanced to strategically ‘sell’ the Space Coast. New features and streamlined informa on were added to showcase the community’s compe ve advantages and to make the site more user-friendly. Both the Data Center and EDC Library were also retooled to provide updated informa on on topics ranging from county demographics to the latest Strategic Plan Progress reports.

EDC Website A racts Business Inquiries with New Contact MethodSite selectors and companies now have one-click access to the EDC’s business development team. Star ng in April, the EDC introduced a new link on SpaceCoastEDC.org for those interested in exploring the Space Coast as a poten al business des na on. Inquirers can provide as li le or as much detail as they wish about their project. In return, our team acts quickly to provide mely informa on per nent to the project, including site selec on, labor market informa on, business fi nancing, and governmental regula ons. This new prospec ng method provides an addi onal tool for the EDC to help exis ng businesses expand and a ract new investment into the Space Coast.

EDC Launches New E-Newsle er In March, the EDC launched a new monthly e-newsle er. This well-received piece is designed to serve as a useful tool for Space Coast businesses, EDC clients and prospects, Investors, and stakeholders to remain up-to-date about new programs, announcements, successes, and results.

In an eff ort to provide organiza onal transparency and accountability, the EDC reports on its Strategic Plan progress throughout the year, on a quarterly basis. For the FY 2009-2010 year, we are showing trac on in several key areas. A few examples include:

• During FY 09/10, the EDC reached 50% of its

Policy Development goal to change or develop policy that results in a more compe ve business environment for the Space Coast.

• EDC exceeded its annual goal of $1 million in Earned Media. This is the fi rst fi scal year that we have ed our media strategy to an actual dollar amount. Earned media is considered more valuable than adver sing because it lends third-party credibility.

• In Marke ng and Communica ons, EDC established FY 09/10 as a benchmark year in tracking the number of absolute unique visits and total number of visits for the EDC website.

• EDC con nued its eff orts to become a Community of Dis nc on by genera ng notable third-party rankings, including top er rankings from Milken Ins tute, Forbes magazine, and Brookings Ins tute.

• EDC exceeded its Resource Development goal of $40,000, with a fi nal total of $48,000.

• Business Development eff orts in FY 09/10 resulted in 693 announced jobs, genera ng a total economic impact of over $53.5 million and leveraging a total capital investment of over $13.7 million.
