Proceedings

Mr T. Baskaran, Vice Chairman-Admin, conducted the proceedings and initially he requestedMr. K. Kaliannan, Director of Industrial Safety and Health, Govt. of Tamilnadu to be the NewChairman with the concurrence of the Committee. Accordingly, Mr. K. Kaliannan, Director ofIndustrial Safety and Health, Govt. of Tamilnadu, name was proposed by Mr. S. Ananth, JointDirector of Industrial Safety and Health, Govt. of Tamilnadu and the same was seconded byMr. T. Baskaran. All the members of Executive committee accepted the same and Co-optedMr. K. Kaliannan as the new Chairman for National Safety Council – Tamilnadu Chapter.

After formal greetings by the Office Bearers and the members, Mr. K. Kaliannan the newChairman-National Safety Council-Tamilnadu Chapter and Director of Industrial Safety and Health,Govt. of Tamilnadu presided over the meeting and conducted the proceedings.

3. STATE LEVEL GOVERNMENT SAFETY AWARDS FUNCTION

State level Government Safety Awards Function have been organized by Directorate ofIndustrial Safety & Health, Govt. of Tamilnadu in association with National Safety Council -Tamilnadu Chapter on 06-05-2017 at Amma Arangam, Chennai between 4.00 p.m. to 8.30 p.m.

Dr. Nilofer Kafeel, Minister for Labour, Government of Tamilnadu and in the presence ofTmt. P. Amuda, IAS, Secretary to Government, Department of Labour & Employment, Govt. ofTamilnadu Thiru D. Jayakumar, Minister for Fisheries, Finance, Personnel and administrationreforms, Tmt. P. Valarmathi, Thiru P. Benjamin, Minister for Rural Industries, has consented topreside over the function and distribute the Safety Awards & Uyarndha Uzhaippalar Virudhugal.

Office bearers met our Chairman on 10-10-2017, 27-10-2017, 23-11-2017& 27-11-2017 anddiscuss about the AGM conducted by the chapter and our forthcoming Training Programmeon ''Safety in Material Handling''.

12. 47TH NATIONAL SAFETY DAY CELEBRATION-2018

On this 47th National safety day 05th March-2018, National Safety Council - TamilnaduChapter, and Directorate of Industrial Safety and Health, Government of Tamilnadu jointlyorganized the Safety day function on 05th March 2018 at office of Directorate of IndustrialSafety and Health, Government of Tamilnadu, Guindy, Chennai.

Our Executive Committee member Mr. P. Manoharan honoured our beloved ChairmanMr. K. Kaliannan, Director of Industrial Safety & Health, Govt. of Tamil Nadu.

Then we met Mr. Mangat Ram Sharma, IAS, Principal Secretary to Government, Labourand Employment Department, Government of Tamilnadu and honoured by our Chairmanand Director Thiru K. Kaliannan, and our Chairman explained about the Safety DayCelebrations to the Principal Secretary to Government, Labour and Employment Department,Government of Tamilnadu.

REPORT OF THE AUDITORS ON THE ACCOUNTS OF THENATIONAL SAFETY COUNCIL, CHENNAI, TAMILNADU CHAPTER

FOR THE YEAR ENDED 31st MARCH 2018

We have audited the accompanying Financial Statements of National SafetyCouncil, Chennai, Tamilnadu Chapter, which comprise the Balance Sheet as atMarch 31, 2018, and the Statement of Income and Expenditure Account for the yearthen ended, and a summary of significant accounting policies and other explanatoryinformation.

Management is responsible for the preparation of these financial statements thatgive a true and fair view of the financial position and financial performance. Theirresponsibility includes the design, implementation and maintenance of internal controlrelevant to the preparation and presentation of the financial statements that give a trueand fair view and are free from material misstatement, whether due to fraud or error.

Our responsibility is to express an opinion on these financial statements based onour audit. We conducted our audit in accordance with the Standards of Auditing issuedby the Institute of Chartered Accountants of India. Those standards require that wecomply with ethical requirements and plan and perform the audit to obtain reasonableassurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amountsand disclosures in the financial statements. The procedures selected depend on theauditor’s judgement, including the assessment of the risks of material misstatement ofthe financial statements, whether due to fraud or error. In making those risk assessments,the auditor considers internal control relevant to the Council’s preparation and fairpresentation of the financial statements in order to design audit procedures that areappropriate in the circumstances. An audit also includes evaluating the appropriatenessof accounting policies used and the reasonableness of the accounting estimates madeby management, as well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriateto provide a basis for our audit opinion.

In our opinion and to the best of our information and according to the explanationsgiven to us, the financial statements give a true and fair view in conformity with theaccounting principles generally accepted in India:

a) in case of the Balance Sheet, of the state of affairs of the Council as atMarch 31, 2018;

b) in the case of the Income and Expenditure Account, of the Excess of Incomeover Expenditure for the year ended on that date; and

We report that:

a) we have obtained all the information and explanations which to the best ofour knowledge and belief were necessary for the purpose of our audit;

b) in our opinion, proper books of account as required have been kept by theCouncil so far as appears from our examination of those books

c) the Balance Sheet, and Statement of Income and Expenditure dealt with bythis Report are in agreement with the books of account.

SIGNIFICANT ACCOUNTING POLICIES AND NOTES ON ACCOUNTS

1. The Financial Statement is prepared under the historical convention and materially Complieswith the applicable accounting principles in India, and the mandatory accounting standardsissued by the Institute of Chartered Accountants of India.

2. Accounting statements are prepared on mercantile basis as a going concern.

3. Revenue from Sales, Safety day articles is recognised upon delivery of products. Revenuefrom Subvention, Seminar & Training Programme is recognized on accrual basis. Interestincome is recognized on time proportion basis at applicable rates.

4. Fixed assets are shown at written down value. Additions to fixed assets include all expensesattributable to bringing the asset to its working condition for its intended use.

5. Inventories: Inventories are valued at Cost value and as certified by the management. Costis arrived at based on FIFO basis.

6. Depreciation on fixed assets is provided on Written down value method, at the ratesprescribed under the Income Tax Act, 1961.

7. The balances reflected under Outstanding Income is subject to confirmation.
