Report of Supt of Schools And the Superintending School Committee
The following report is respectfully submitted to the citizens of the Town of Caribou.
T h e p ' j i r e ninny quest ions of grave importance l<> he considered in relation to our schools a lew of which I wish to speak ahont at th is t ime We have in this town 1«1«.) pupils according to the school census. They arc scattered over a large ter r i tory , and while we have twenty- three schoolhouses in the rural districts there still remain eight localities where it is a lmos t impossible for the pupils to attend school in the winter unless they are conveyed. This necessitates the expenditure of a considerable sum of money ami I will say tha t the amount expended for this purpose is steadily increasing. For th is STate of affairs there is no remedy BO far as I can see for in a lmost every case there arc n o t enough pupils t o war ran t the establishing of a school for their benefit. The number of pupils a t t e n d i n g the rural schools, with three except ions , is no t large. varying from twelve to thirty. Xos o, 11 and 1." have each an enrollment of ab.out fifty Your Supt has visited these schools twice each term and has found the work being flone is very sat isfactory indeed.
The work in the village grades has been excellent t h r o u g h o u t the year, notwithstanding the fact t h a t the teachers have in a number of ins tances had a much too large number of pupils under their care. In three of the grades there has been an a t t endance of about 70 pupils each. Fnder these difficulties they have worked earn-estlv and conscientiously and have shown good resul ts . F o r a more extended report of the condit ion of the village schools I will refer you to an ar t icle a t the close of this report submitted Bj the super in tending school committee, we nave as is t he usua l cus tom employed teachers wno a r e residents of our own town and have en-

deavored to retain the same teacher in a dis t r ic t throughout the year. The results we think have shown the wisdom of this course
HIOH SCHOOL
The Caribou High school is do ing a good work find merits the hea r ty s u p p o r t of the citizens of this town in the future as in the pas t . The number of pupils is cons t an t ly increasing both from our own town and from su r round ing towns. The a m o u n t of tu i t ion for the year does not appear in the repor t t o be more t han for las t year, but I have received too la te for th is repor t and therein still due enough to make the to t a l very nearly live hundred dol lars . We have employed an addi t ional a s s i s t an t in the High school for a pa r t of the fall te rm for one half of each dav and in the winter term for the whole time. This in our judgment has been money well expended.
EXPEXDITLUL OF SCHOOL MONEY
As there is an itemized account of the expenditure of the school money in the repor t of the selectmen of this town and we have compared our account with theirs and find it the same we refer you to tha t , and will t ake up the subject simply in a general way
T E X T BOOKS
We have expended the money avai lable for the purchase of text books in supplying the general needs of the schools with the books a l ready in use with the exception of geographies . We have introduced a new geog raphy in the village schools and have taken the best of the old ones to supply what were needed in t he o ther schools with the expectat ion t h a t the in t roduc t ion would be completed dur ing the coming year . This could be done more cheaply in this way t h a n it could to introduce them t h r o u g h o u t the whole town a t once.
JANITORS
We have employed j a n i t o r s a s heretofore and have expended a b o u t the same a m o u n t for th is purpose as usual .

The expendi ture for fuel has been greater t h a n formerly for var ious reasons. We have heated the new Pr imary building under the new system for a full year , in which there have been two new rooms finished and four terms of school more t h a n in the preceding year. There is also a less a m o u n t due on fuel now than there was a year a g o as the hills have been presented .|n,| paid more closely than last year.
REPAIRS, INSURANCE, APPLIANCES, ETC. AS t he s . ' a ccoun t s are so nearly allied with
the exception of insurance, t h a t it is almost impossible to tell where one leaves off and the o ther begins, we deemed it best to take them up under one head. I nder both appropriations, Sfl-MM) was avai lable We have renewed the insurance th is has expired, The schoolhouse in distr ict No. s has been thoroughly repaired, a ha rdwood floor has been pu t down, it has been newly shingled, painted, and new modern seats bough t . We have built a woodshed in district No. 17. The balance of the money has been used for generel repairs , appliances and apparatus.
We had a lmos t forgotten to mention one very large item in repair account. We have put new s la te b lackboards in both rooms of the French schoolhouse. bo th rooms of the Main street schoolhouse and in one recitation room of the High school building. Right here we will sav t h a t in our judgment all sehoolhouses should have hardwood floors, slate blackboards and all t h a t p las te r ing should be done away with a s soon as possible. TKACHIXI; ETC. The town a t i ts las t annual meeting raised ft700 more for this purpose than usual. After prac t ic ing due economv. this amount has been expended more t h a n last year. The reasons tor th is have been s t a t ed before in this report, bur we will r e s t a t e them here a s briefly as possible. There have been four addi t ional terms of sclioo, fuel h a s cos t m o r e and there has been a p « » » a m o u n t expended for conveying. At the eio

of the last municipal yea r the unexpended balance in fa,\*or of schools had been reduced a b o u t $1000. This year we.fi nd it has been red need again by the same a m o u n t and there remains an unexpended balance of a b o u t ftlMOO. It will t ake somewhere around $2000 , t o pay tor the te rms of school now dosing; so t h a t there is pract ical ly a deficit in our school account of vi'vy nearly #1:200 a t the present t ime. IT seems to us under the conditions t h a t it is necessary for us to raise more money for the suppor t of schools.
It appears now absolutely necessary.in the in-terest of health and fairness t o our pupils, to supply more room and teachers. Our grades are. as yon all know, crowded beyond a proper limit, and. of course, the individual pupil c anno t receive, under such condi t ions, the a t t en t ion he or she should have. Only a year ago we added two fine large rooms for the lowergrades and today we are as hard pressed for room as formerly.
Your Committee has earnest ly studied the situation, taken up divers propos i t ions and anal-ized them, and carefully weighed all the a rguments for and ag'ainst the different solut ions suggested The result is t h a t y o u r Committee wishes to rercommend. as the niosl pe rmanent and satisfactory solut ion, the m o s t economical in the long- run. and the only propos i t ion which will care for the future g rowth for years to come, the erection of a commodious properly equipped high school building in some sui table location, leaving for the use of the in te rmedia te and lower grades the present high school edifice.
We also beg to suggest the following recommendations for the ensuing vear:

In the name of the State of Maine you are hereby required to notify and warn the inhabitants of the town of Caribou qualified by law to vote in town affairs, to assemble at the P of H opera house in Caribou village in said Town of Caribou on the 19th day of March, A D 1906, at ten o'clock in the forenoon, to act upon the following articles, to wit:
1—To choose a moderator to preside at said meeting,
2—To choose a clerk for the ensuing year.
3 —To see if the town will vote to act under the provisions
of the amendment of Chapter Four, Section Twelve, ol
the Revised Statutes of Ninteen Hundred and Three,
4—To choose selectmen, assessors and overseers of the poor as determined by the action of the town on article three.
5—To choose a member of the school committee for a
term of three years.
6—To choose a member of the school committee to fill
unexpired term.
7—To choose a town treasurer for the ensuing year,

36—To see if the town will vote to accept a town wiy in Caribou village as laid out in the petition of C. F Thomas and others.
37—To see if the town will vote to instruct the Selectmen to contract with the management of the P. of H. Opera House for the use of their Opera House for public meetings for municipal purposes and High School graduations for a term of ten years at a sum not exceeding One Hundred and Fifty Dollars annually.
38—To see if the town will vote to grant and raise one hundred dollars to open county road near Paul Pelkey's

42 To see if the town will vote to adopt the amendment to Section Twenty-two of Chapter Six of the Revised
Statues relating to the regulations and conduct of

43—To see what sum of money the town will vote to grant
and raise to repair schoolhouse in District No 19.
44_To see if the town will vote to adopt the following ordinance regulating the driving of hacks and other public carriages for hire. Sec 1 No person shall drive any hack or other public carriage or vehicle transporting passengers from place to place in said Caribou withoutfirst obtaining from the Municipal officers of the town a written permit therefore. Sec 2 The Municipal officers may grant such permit to such persons as they deem proper on payment of such reasonable fee for the use of the town, and under such restrictions as thev shall think just and right. Sec 3 Any person violating Section One of this ordinance shall forfeit to the town a sum not less than five nor more than twenty dollars for each offence to be recovered in an action of debt or on complaint before any Trial Justice.
45—To see if the town will vote to rescind the vote taken July 28th,A.D. 1903. whereby the town voted to authorize the Selectmen to subscribe for stock in the Caribou, Washburn & Perham Railway Co.
46—To see if the town will vote to rescind the vote of July 28th, A. D. 1903, whereby the Selectmen and Town Treasurer were authorized to issue Town of Caribou bonds to pay for stock in the Caribou, Washburn & Perham Railway Co.
47 —To see if the town will vote to instruct the Selectmen to procure from the Caribou, Washburn & Perham Railway Co. a release in writing of their rights under vote of the Town of Caribou, July 28th, A. D. 1903, and to have such release spread upon the Clerk's Records of the Town.
The Selectmen hereby give notice that they will be In session for the purpose of correcting the list of voters on
the three secular days preceding the day of town meeting, being the fifteenth, sixteenth and seventeenth days of March, A. D. 1906, from nine o'clock a. m. until five o'clock p. m. of each day, at the town office on Sweden Street in Caribou village.
