    The Council present their Forty-sixth Annual Report, with the Accounts for the year ended 31st December, 1929,

    and the usual Statistical Tables.

    The increasing usefulness of the Hospital to local residents

    is evidenced by the fact that the number of patients admitted

    during 1929 exceeded by 50—or over 12%—the preceding year’s

    figure, and is, in fact, the highest on record.

    As regards the financial position, the Hospital’s income has

    again exceeded its expenditure, the debit balance on Income and

    Expenditure Account being reduced by a further £72 to £619.

    This statement, on the face of it, is very satisfactory, but an

    examination of the Accounts shows a less encouraging state of

    affairs. There is a material decrease, as compared with 1928, in

    the income from Annual Subscriptions, Donations and Entertain¬

    ments, and, after taking into account slight increases in respect

    of Congregational Collections and Collecting Boxes, the net result

    is a diminution in the revenue from these sources of £270. In

    other words, donations have declined, and had it not been for the

    increased fees received from patients (as shown in Table F) and

    the additional interest earned on the Legacy moneys, there would

    have been, not a surplus, but an actual deficit. Furthermore, had

    the £163 shown under the heading “Extraordinary” been treated

    as Revenue, and not Capital, Expenditure, this deficit would have

    been still further increased.

    While the Council have had proof, in the past, of the

    generosity of local residents, and feel sure that, if the Hospital

    were in urgent need, the necessary funds would be forthcoming,

    they would nevertheless urge once again the desirability of

    enabling the Hospital to meet its necessary normal expenditure,

    year by year, out of current income.

    In considering the expenditure for the year under review,

    as compared with 1928, it will be recognised that, as a greater

    number of patients were treated, several of the items have increased

    accordingly. Attention is invited to Table B of the Statistics,

    which, by giving the expenditure in terms of averages, affords a

    fairer basis of comparison, and shows an actual decrease under

    all heads except “ Domestic ” and cc Salaries and Wages.” In the

    former case it should be borne in mind that the value of gifts by

    the Ladies’ Linen Association, namely £98, has this year been

    included. (A similar amount has, of course, been brought into

    the Accounts as income under the heading of Gifts in Kind). As

    regards the item‘£ Salaries and Wages,” the reason for the increase

    is that, owing to the inadequacy of the permanent Nursing Staff,

    it has been found necessary to engage help from outside Private

    Institutions. The explanation underlying this fact is one which

    gives rise to grave issues, and is causing the Council much concern.

    The position is as follows—

    For some time past, despite the efforts of the Matron, it has

    been found impossible to maintain the Nursing Staff at full strength.

    Enquiries have proved that all Hospitals—and particularly the

    smaller ones—are at present experiencing the same difficulty ;

    and in the case of our own Hospital, its inaccessibility and lack

    of amenities accentuate this difficulty. The only solution, it would

    seem, is to make the Hospital more attractive to Nurses by

    providing facilities for recreation, with more regular and perhaps

    longer “ off-duty ” times. This, in fact, is no mere bait or

    concession, but rather the right of the Nurses, whose duties, at

    best, are long and strenuous. It will be obvious, however, that, in

    order to relieve the undue stress under which the Nursing Staff

    is at present working, additional help will be required, and here

    there arises the question of accommodation, which, in the present

    buildings, forms an insuperable difficulty.

    This whole matter has been considered very thoroughly by the

    Medical Staff and the Council, and though, at the moment, no

    definite decision has been reached, material reorganisation, both

    as regards the buildings and the general running of the Hospital,

    is contemplated, which it is confidently hoped will be in all respects

    advantageous.

    The Council welcome this opportunity of expressing their

    warm thanks to all who, by their gifts and service, have enabled

    the Hospital to continue its work for yet another year.

    The Subscriptions and Donations enumerated on subsequent

    pages are gratefully acknowledged, and thanks are offered to the

    local Treasurers—including the Members of the Special Committees

    in the Orpington and Green Street Green districts—for their services

    in collecting these contributions. The Special Donations received

    include grants from the Hospital Saturday Fund, the Hospital

    Sunday Fund and the League of Mercy, as well as £200 from

    Alexandra Day, which has been allocated, in the lists, in proportion

    to the amounts collected in the various districts. In addition to

    monetary contributions, many valuable gifts in kind have also

    been received from the Ladies’ Linen Association and others, as

    shown on page 35.

    The Accounts have again been audited by Mr. Percy H. Green,

    F.C.A. As has been mentioned in previous Reports, the Hospital

    has no claim whatsoever on Mr. Green, and the Council are therefore

    particularly indebted to him for carrying out, gratuitously, this

    onerous work.

    In conclusion, the Council would express their appreciation

    of the services rendered by the Members of the Consulting and

    Acting Medical Staffs, and the Nursing Staff. It is upon their

    skill and efforts that the fulfilment of the Hospital’s purpose

    depends, and acknowledgment is due to them for their devoted

    work in the interests of the patients committed to their care.
