1. Introduction
This report is aimed at providing an in-depth understanding of aspects of crime in the eThekwini
Municipal Area and primarily focuses on contact crimes (crimes against the person), contact-related
crimes, property related crimes, crime detected as a result of police action, other serious crimes and
subcategories of aggravated robbery. It provides statistical measures of trends over a period of ten
years. These crimes were reported in the 44 police stations which are spread across eThekwini
Municipal area.
2. Total Crime in eThekwini
The graph above shows total crime reported in eThekwini over a period of ten years. For two
consecutive years (2005-6 to 2006-7), there was no significant difference, with the total number of
crime remaining almost constant at 167367 and 165893 respectively. Thereafter, between 2007-8 and
2010-11 it fluctuated between 158247 and 166326 reported cases. The highest number of reported
cases was recorded as179946 cases in 2012-13. In 2013-14 the reported cases began to trend
downwards with 172416 cases reported and settled at 167271 cases in 2014-15.

Highest Crime Rates
The 10 stations with the highest total crime rate per 100 000 persons are listed in Table 1.
Table 1. lists 12 police stations with the highest crime rate in eThekwini in the last two years. Durban
Central had the highest in 2014-15 totalling 30779.55. Although Durban Central recorded the highest
crime rate in 2014-15 compared to the other police stations in eThekwini, it was still lower than the
2013-14 crime rate, which is sign of improvement. The same sentiments can be echoed for the rest of
the 12 policing precincts in the list of high crime rate.

Leading the top 10 areas with the highest crime recorded was Durban Central in both 2013-14 and
2014-15. A total of 15080 crimes were recorded in Durban Central in 2014-15 compared to a total of
16201 in 2013-14, which is a decrease by1121 crimes. Other areas in the top ten list like Pinetown,

Chatsworth, Umbilo, Sydenham, Ntuzuma have also decreased while areas like Phoenix, Umlazi,
Inanda, and Point have marginally increased. On average, in most stations located in the eThekwini
Municipal Area, the crime reported is generally trending downwards as of the 2014-15 crime statistics
released by SAPS.

The map reflects clearly the areas with the highest rate of crime. What is more alarming is the
proximity of the areas with the high rate, namely, Durban Central, Point, Umbilo and the Berea area. In
the western suburbs of the city, areas like Pinetown and Westville recorded high rate of crime in 2014-
15. It is of interest to note that the further you move out of the inner city and out of the two western

suburbs, then crime rate tended to decline. This might be due to less population in those areas
compared to the inner city and the two western suburbs.
3. Contact Crime
The chart above portrays the total contact crime over a five year period. Contact crime includes murder,
attempted murder, sexual crimes, assault (SGBH), common assault and robbery. Over the last five
years, contact crime was at its peak in 2010-11 as 49 864 cases were reported to the police. In 2011-
12, contact crime cases began to trend downwards from 48 066 reported cases to 42 694 cases in
2014-15. The biggest drop was recorded between 2012-13 and 2013-14 which is a drop by 2 746
cases. Overall contact crime cases which were reported to the police fluctuated between 40 000 and
50 000 over a five year period in eThekwini.

Table 3.1 shows Durban Central having the highest crime rate in both 2013-14 and 2014-15. It should
be noted that although the inner city tends to attract a lot of people, the population considered in this
report (per 100 000 people) resides in the city. Durban Central was followed by the Point policing
precinct at 4281.87 in 2013-14 and 3422.33 in 2014-15. Pinetown's contact crime rate almost remained
constant at 2735.97 in 2013-14 and 2744.98 in 2014-15. Overall the 2014-15 crime rate across the top
10 police stations was low compared to the 2013-14 crime rate.

The map shows high concentration of contact crime in Durban Central, the Point area and Umbilo.
Pinetown and surroundings experience a high contact crime rate in 2014-15 as well. It is noteworthy to
point out that as one moves out of the city the crime rate tends to decrease and the same sentiments
can be echoed for Pinetown, as you move towards the upper highway areas contact crime rate tends to
decrease.
4. Murder
Murder is one of the thorny crimes in South Africa. The above graph shows reported murder cases over
a five year period. In 2010-11, 1384 murders were committed in eThekwini, then there was a slight
decline the following year to 1349 murder cases. However in 2012-13, the number of murder cases
trended upwards starting at 1405 cases and settled at 1576 reported murder cases in 2014-15.

The table shows the murder rate across the top10 stations in eThekwini. The Hammarsdale police
station recorded the highest murder rate (97) in 2014-15 which is an increase compared to 85 in 2013-
14 . Isipingo police station decreased from 105 in 2013-14 to 86 murder rate in 2014-15 while Ntuzuma
police station increased to 80 murder rate in 2014-15 compared to 64 in 2013-14. The most notable
decrease was recorded by the KwaMashu E station. This station decreased from 128 in 2013-14 to 74
in 2014-15.

The map shows clearly that Hammersdale recorded the highest murder rate and this is followed closely
by Isipingo in the South and by Ntuzuma and KwaMashu in the north. Durban Central and the Point
recorded low murder rate levels compared to the outer parts of the city like Umbumbulu and Folweni in
the south and KwaNdengezi and Umsunduzi in the west. Outer parts recorded high murder rates than
the inner parts of eThekwini.
5. Sexual Crimes
Overall, sexual crimes recorded over a five year period in all eThekwini SAPS police stations trended
downwards, but remained in the four digit numbers, fluctuating between 3040 in 2014-15 and 5400 in
2010-11.

Looking at the table above, sexual crimes reported across 10 police stations seen to have recorded
noticeable rates of sexual crimes, Durban Central topped the list in 2014-15 at 186, although this was a
decrease compared to 2013-14. Ntuzuma decreased to 164 in 2014-15 compared to 172 in 2013-14. It
is also noteworthy that Umbumbulu, Cato Manor and Point trended downwards in sexual crimes' rate in
2014-15. Umlazi remained almost constant at 119 and 120 in 2013-14 and 2014-15 respectively.

The map above shows clearly that Durban Central recorded the highest concentration of sexual
offences. It was closely followed by Ntuzuma and then Umbumbulu. Contrary to other crimes whose
concentration is highest in the inner city and surrounds, sexual crimes seemed to spread to the furthest
outskirts like Umkomaas in the south, Hammersdale in the west and Tongaat in north.
6. Robbery with Aggravating Circumstances
Looking at the chart above, the total robbery with aggravating circumstances over a five year period
fluctuated between 10 000 and 12 000 cases in eThekwini. In 2010-11, total robbery recorded stood at
11 231 cases, this dropped to 10 488 in 2011-12 and leapt to 11 338 cases the following year. In 2013-
14, 11 631 robbery cases were recorded, this was an increase compared to 2012-13 cases. Robbery
cases dropped marginally to 11 297 cases in 2014-15.

The table above shows highest aggravated robbery rates across 10 police stations which recorded
highest robbery rates. Durban Central recorded the highest aggravated robbery rates in both 2013-14
and 2014-15. This might be due to the fact that, a lot of operations done or taking place in the inner city
sometimes require one to be in the city result in unfortunate opportunities for people to be robbed. It
should also be noted that Durban Central rate increased to 2004 in 2014-15 compared to 1941 in 2013-
14. Durban Central is followed by Pinetown, then Umbilo. Although aggravated robbery in Pinetown
decreased to 1141 in 2014-15 compared to 1166 in 2013-15, Pinetown occupied second position in the
list of 10 police stations that reported high aggravated robbery rates.

Map 5: Robbery with Aggravating Circumstances' Rate
Durban Central and the areas immediately around it like Berea and Umbilo seem to have a high rate of
aggravated robbery. Pinetown, the immediate adjacent areas like Westville recorded a high rate
aggravated robbery in 2014-15. The rationale behind this high spike in aggravated offences robbery
offences might be because most of these areas have busy office complexes so robbers see this as an
opportunity especially in Durban Central.

7. Property-Related Crime
The chart above depicts a total number of property related crimes recorded in eThekwini over a five
year period, starting from 2010-11 to 2014-15 . These include burglary at business and residential
premises, theft of motor vehicle and motorcycle, theft out of or from motor vehicle and stock theft.
Property related crimes were recorded as 39 308 cases in 2010-11 and gradually increased to 40 897
cases the following financial year. In 2012-13, the total number increased again to 45 384 cases,
thereafter it trended downwards until it settled at 39 545 cases in 2014-15. Over the five year period,
property related crime was at its peak at 45 384 cases in 2012-13.

Table 7.1 depicts in detail each property crime and how it contributed in terms of the trends to the total
property related crimes in eThekwini over a five year period. Burglary at residential premises was the
major contributor across the five years while stock theft contribution to the total of property related
crimes was minimal. It should be noted that theft of motor vehicle and motorcycle embarked on a
downward trend across the five year period, starting at 7 440 reported cases in 2010-11 culminating at
5 993 cases in 2014-15. This downward trend could be as a result of tracking devices installed in most
vehicles which makes it easy for the law enforcement agencies to track stolen vehicles and
motorcycles. Theft out of or from motor vehicles remained above 10 000 cases in the last three years.

Looking at Table 7.2 above, out of ten police stations , Pinetown, Durban Central, Umbilo and Phoenix
were in the top four when it comes to recorded property related crimes in both 2013-14 and 2014-15.
Pinetown recorded the highest number of property related crimes. These were recorded as 2 664 in
2013-14 and 2 625 in 2014-15, which is a decrease by a meagre 39 cases. The same sentiments can
be echoed for Durban Central (2638 in 2013-14 and 2454 in 2014-15) but with a notable decrease of
184 cases.
The decrease was even more noteworthy in Umbilo at 284 cases in 2014-15 compared to 2013-14. It
should be noted that five out of the ten police stations that recorded the highest number of property
related crimes in 2013-14, reported a decrease in 2014-15 (including Umlazi police station).

The above map shows a high concentration of property related crimes in Pinetown. Pinetown has a
sizeable industrial area compounded by residential areas and all these combined economic and social
elements might have contributed to the high number of crimes committed in business and residential
properties. Durban Central, Umbilo and Phoenix also experienced high property related crimes in 2014-
15. The outlying areas of Umbumbulu in the South, Inchanga and Hammersdale in the West
experienced less property related crimes in 2014-15. In essence, the same pattern of decreasing crime
trends as one moves away from the city or economic hubs of eThekwini can be observed here.

8. Burglary at Business Premises (non-residential)
Looking at a five year period between 2010-11 and 2014-15, burglary incidences at business premises
have decreased as of 2014-15 SAPS Crime Statistics. A total of 4 666 cases were recorded in 2010-11,
this figure marginally decreased to 4 586 cases in 2011-12, only to surge to 5 113 the following year.
That same year (2012-13) recorded the highest number of burglaries at business premises (5 113) in
the five year period. Soon after this surge in burglary cases at business premises, these cases started
to trend downwards at 4 531 cases in 2013-14 and 4 362 cases in 2014-15 respectively.

The above table shows 10 stations that recorded high burglary cases at business premises. In 2014-15,
Pinetown was the highest with a total of 513 burglary cases reported and was followed by Durban
Central with 521 cases. In 2013-14, Durban Central recorded 579 cases while Pinetown recorded 564
business burglary cases. Looking at these two police stations, they both showed a decrease in
business burglaries in 2014-15 compared to 2013-14.
Umbilo police station also showed a decrease in 2014-15 with 241 business burglaries compared to
355 cases in 2013-14 while Greenwood Park surged to 309 business burglaries in 2014-15 compared
to 229 in 2013-14.

The map above shows clearly the high concentration belt of burglary cases reported at business
premises, starting from Phoenix and Greenwood in the North through to Umbilo, Chatsworth and
Umlazi in the South and all the way to Hillcrest in the West. The hotspots are Pinetown and Durban
Central, may be due to their industrialised nature and other businesses that can be found in these
policing precincts.
9. Burglary at Residential Premises
Looking at the five year period, burglary cases at residential premises started off at 17 976 reported
cases in 2010-11 and increased to 19 468 cases in 2011-12 which is an increase by 1 492 cases. In
2012-13, residential burglary cases reached a climax of 22 003 cases which is an increase by 2 535
cases compared to the previous year. In the two years that follow, a decline in these crimes was
recorded as they settled at 18 820 in 2014-15. Looking at the five year period, it should be noted that
like business burglaries, residential burglaries were at the highest peak in 2012-13.

Table 9.1 above shows 10 police stations that recorded the highest number of burglaries at residential
properties. For both 2013-14 and 2014-15, Inanda topped the list with 1 126 and 1 146 cases
respectively. Umlazi and Chatsworth seem to interchangeably occupy either the second or third
position in the same last two years. Sydenham recorded the least residential burglaries in this list of top
ten police stations with the highest number of burglaries. A total of 664 cases were reported in 2013-14
at Sydenham police stations and this decreased to 635 cases in 2014-15

The above map clearly depicts that the northern suburbs or areas of Inanda, Phoenix and Ntuzuma
were the hardest hit by residential burglaries and also the Southern areas of Umlazi, Chatsworth and
even Umbilo experienced a certain degree of residential burglaries. In the western suburbs of the city,
Hillcrest was the hardest hit in 2014-15.
10. Public Opinion Survey
During the Municipal Services and Living Conditions Survey (MSLCS), respondents were asked if they
had been a victim of crime and the answer that was expected was either a "yes or no" answer. This is
a Municipal wide survey conducted annually.

The survey is crucial to eThekwini Municipality in that it sketches the annual picture of the rate of basic
services' delivery by scrutinising a number of survey sections including Crime and Safety. Table 10.1
below shows the results over a four year survey cycle.

The residents were given an opportunity to give an account of their crime experiences, about 16% of
residents reported being a victim of crime in 2014-15, which is a decrease of 6% compared to 2013-14.
The highest number of those who have fallen victim to criminal elements over the four year period was
recorded in 2013-14 at 22%.

The residents were also asked how safe it is to walk where they live during the day, 81% said they felt
safe in 2011-12. However this declined to 77% in 2012-13, which is a 4% decrease. In 2013-14, the
number of respondents who felt safe when walking in the area that they lived in further decreased to
73%, which is a 4% decrease compared to the previous year. Overall, about 73% of residents felt safe
at home during the day in both 2013-14 and 2014-15 respectively.
On the other side, those that felt unsafe when walking during the day fluctuated between 18% and 28%
over the 4 years, with the highest number recorded in both 2013-14 and 2014-15 at 27% respectively.

After dark the safety pattern changed dramatically as almost half (45%) of those who cited safety
during the day when walking were now citing safety concerns in 2011-12. The following year, 32% felt
safe after dark and this increased to 43% in 2013-14 , only to revert back to 32% in 2014-15. Overall
those who felt safe walking after dark in the areas they live in remained under 50% over the four years.
On the other hand , those residents who felt unsafe when walking after dark in their respective
residential areas fluctuated between 50% and 70% across the four year period.

About 83% of the respondents felt safe at home during the day in 2011-12. When the safety question
was posed to the respondents a year later, fewer (76%) people were now complaining about their
safety issues, which is a 7% decrease. Those who felt safe during the day at home remained constant,
also at 76% in 2013-14 but decreased to 73% in 2014-15 . Overall feeling safe at home during the day
trended downwards over the four period.

Again, after dark the safety pattern changes as fewer people were feeling safe at home after dark
across the four years compared to feeling safe at home during the day. About 53% of the respondents
felt safe at home at night in 2011-12. This dipped to 42% the following year, dipping by 11% but surged
back to 53% again in 2013-14, only to decrease to 45% in 2014-15. Feeling safe at home at night
fluctuated between 40% and 55% over the four year period.

In the same survey, respondents were asked to list the areas that were considered to be the most
unsafe areas as of 2014-15. Out of the shortlist of ten areas mentioned by respondents, KwaMashu
was mentioned by 11.4%, the Durban CBD was mentioned by 8.1%, with 7.1% listing Umlazi. The least
mentioned unsafe areas were Chatsworth, Clermont and Clairwood. These were mentioned
respectively by 2% of the respondents.
Looking at the SAPS data especially, the top 10 police stations with the highest number of crimes
across the various crime categories and the listed areas in Table 10.6 above from eThekwini
Municipality's Municipal Services and living Conditions Survey, areas like Durban Central, Pinetown,
KwaMashu, Umlazi,Isipingo, Inanda and Chatsworth interchangeably recorded the highest number of
crimes. This shows a degree of collaboration in how people feel unsafe in certain areas and the
number of crimes reported in those areas.
