Message from the Chairman04It is that time of year once again where we in PIKOM refl ect on our achievements the past term and share our aspirations for the new term. I began my chairmanship on October 27 2015 where the economic uncertainties in the country continued to linger.
The projection of gross domestic product (GDP) growth has been revised more than once.
The gross domestic product growth for Malaysia is expected to slow to 4.2% this year according to World Bank amid a weak global economy. But it is expected to improve to 4.3% and then to 4.5% in 2018.
The Ringgit continued to depreciate against the US dollar. In addition we experienced the falling prices of crude oil and commodities which caused a ripple effect to our economy and the purchasing power of Malaysians.
Our signature ICT Job Market Outlook report for 2016 recorded that the overall average monthly salary of ICT professionals for 2015 to be RM8,114, a growth of 5.3 per cent. It is the lowest growth rate in eight years. Furthermore the average monthly salary growth rate for 2016 is expected to drop further to 4.7%.
Despite the gloomy picture, we can be thankful that the ICT industry continues to grow and the biggest con-tributor is the ICT Services sector which has been recording double digit year-on-year growth since 2013.
And as the saying goes, the show must go on.
We must remain positive, encourage one another and provide support to our esteemed members.
I would like to express my sincere gratitude to the Council members - my fellow offi ce bearers, councillors, advisors and the secretariat, for their time, dedication, efforts and hard work in pursuing PIKOM’s objectives and serving the ICT industry. Through your service, you have guided the various chapters and committees of PIKOM.
The GAC once again played its role in shaping public policies. Year after year, our views are sought when it comes time for the government to table the annual Budget.
The PIKOM CIO Chapter also held numerous activities such as an educational trip to Spain while the Outsourcing Malaysia chapter also participated in the recent Malaysia Investment Forum in London.
We took the lead to form the ASOCIO AEC Digital Task Force. One of the initiatives was holding the fi rst ASOCIO AEC E-Commerce Alliance meeting to brainstorm ideas of achieving cross border ecommerce success in ASEAN. This is in view of the formation of the ASEAN Economic Community.
E-Commerce is going to be a key driver for growth in the country and PIKOM is taking steps to leverage this development. The PIKOM E-Commerce Chapter will be announced in the very near future.
We also launched our individual membership campaign which is aimed to strengthen PIKOM’s pool of professional talent. To date, we have more than 500 registered to be individual members.
Once again our Malaysian ICT team did our country proud in the international scene claiming three Winner and fi ve Merit awards at the International APICTA event in Sri Lanka in November 2015.
We also salute the PILA and MSC APICTAaward winners whose success and achievements were celebrated at the recent PIKOM ICT Awards Night 2016. May they go on to further success.
Malaysia also achieved success at the recently held WCIT2016 in Brazil where we won in four WITSA Global ICT Excellence Awards categories including the highest Chairman’s Award.
This year, PIKOM celebrates its 30th anniversary. This is a special occasion for all of us especially for those who have been with us from day one. We began as a small outfi t in an offi ce in Menara Tun Razak back in 1986. Now we have our own offi ce building in DamansaraPerdana complete with state-of-the art boardroom and training facilities.
We have grown from strength to strength over the past three decades to chart numerous milestones and achievements - both locally as well as globally. We have come of age to emerge as the ‘voice’ of the Malaysian ICT Industry and the ‘face’ at the global ICT stage.
In the year 2017, we look forward to new and exciting initiatives as we reinvent and transform ourselves.
Our PIKOM Academy will be fully operational next year. It will provide a learning avenue and a training ground to equip and retrain ICT professionals.
We will strive harder to increase our membership whether as a corporate level or individual level. This year at the ICT Awards Night 2016, we honoured 19 companies who have been PIKOM Ordinary Members for 25 years and longer. We are touched by your support and loyalty to the National ICT Association of Malaysia and we sincerely hope you will continue to be part of the PIKOM family in decades to come.
Let’s all ring in the new term with renewed hope, optimism and prosperity for a thriving Malaysian ICT industry.

Widening Salary Gap among ICT Jobs: ICT salary gap between entry level and other categories continue to widen for all job categories. Senior
managers earned 6.27 times more than fresh graduates in 2015. This gap was only 4.95 times fi ve years ago in 2010. Middle management
category also registered a widening gap that increased from 3.21 to 3.75 times during the same fi ve-year period.
Benchmarking against other countries: In the PPP Adjusted Criterion benchmarking scale, the average monthly salary of IT Project Manager
(PM) at entry level in United States and UAE were 1.5 and 2.18 times respectively more than in Malaysia.
In the PPP Adjusted Criterion benchmarking scale measuring the average monthly salary of IT Project Manager at entry level, WASHINGTON was
the only US city in the top 10. Out of the top 10 cities , six cities were from the Middle East. Kuala Lumpur was ranked 41/101 cities surveyed.
The economic woes and the uncertainties in 2015 certainly had an adverse impact on the information communication technology (ICT) industry
which in turn caused a ripple effect on the overall salary growth for 2015. While the industry expected a downturn, it certainly didn’t expect the
impact to be of such a magnitude. Perhaps it is also a good wake up call for the ICT industry to realize that even though the overall average
monthly salary had been growing healthily year on year for the past eight years, future salary growth cannot be taken for granted.

association partnered with Jobstreet.com, besides making due references from
PayScale web publishers.

government and contributing towards policy setting that will impact the ICT industry. The GAC also aims to
build a good reputation for the ICT stakeholders and end-users as well as to foster the health of the industry
through the monitoring of legislation and regulation, anticipation of future developments, opportunities and
value creation.
The GAC acts as the voice of the industry in the government. PIKOM is actively represented in over 40

PIKOM’S RECOMMENDATION FOR THE NATIONAL BUDGET 2017As part of its policy shaping engagement, the GAC took a proactive role to submit PIKOM’s ICT Industry recommendations to the
Ministry of Finance for consideration into the National Budget 2017, a summary of which is:
1. ICT education in schools
PIKOM recommends that government should provide more allocation
to the development of ICT curriculum as it continues to be a pivotal
subject from the primary level of the education school system.
2. Withholding tax on software products
PIKOM calls for software to be classifi ed as a product and not
subjected to with holding tax. As a nation heading into the digital age,
curbing the use by imposing additional taxes will be a burden to the
citizens and business.
3. Broadband pricing
PIKOM continues to exhort the government and internet service
providers to continually provide product and price innovation that
will benefi t all Malaysian. PIKOM recommends that the government
consider full reductions in order to bridge the digital divide and boost
accessibility.
In addition, PIKOM also proposed:
a. Reintroduction of EPF PC Scheme
b. Tax relief for PC purchases once every 2 years instead of 3 years and to include smartphones and accessories as well
c. Double tax deduction for training
The PCC provides a forum of communication for CIOs and Heads of ICT in a user organisation to exchange information, share experiences, exploring leading edge technologies and employ best practices in ICT management. The PCC comprises more than 100 CIOs of the largest corporations and government agencies in Malaysia.

OM, a chapter of PIKOM with MDeC as a strategic partner, seeks to position the global
business services (GBS) industry for growth. Formed in 2006, OM has more than 100 members
representing major players from the shared services and outsourcing sector.
OM held its Annual General Meeting on November 25 2015 where the newly elected executive
committee for 2016-2017 was formed.

in Olive Tree Hotel.
28 - 29 October 2015 (Singapore)Malaysian Data Centre Alliance (MDCA), a special focus group
of OM participated in the Cloud Expo Asia 2015, in Suntec
Singapore Convention & Exhibition Centre. The trip was part of
the EPP3 trade mission, funded by MDeC. MDCA was recognized
as the Platinum sponsor and a total of eight MDCA members
participated in the trade mission.
MDCA had speaking sessions at the conference. Edwin Ng,
MDCA Deputy Chair delivered a presentation titled “Thriving
in the Seas of Cloud for Enterprise IT in the Region” while Abid
Mirza from Basis Bay presented on “Going Green: Generating
your own electricity for Datacenter Power and Cooling”.
The second MDCA Data Centre Conference 2015 was organized
by the MDCA with the support from OM and MDeC. The one-day
conference, themed “Data Centre and Cloud Convergence and
the Future of IT”, held in Hilton, Sentral was offi ciated by YBhg.
Dato’ Ng Wan Peng from MDEC who has been a keen supporter
of MDCA’s initiatives and activities.
The conference attracted about 230 delegates where a signifi cant
number of them were buyers.

The Join Outsourcing Malaysia (JOM) business networking
event attracted more than 100 players from the SSO industry
in Capri by Fraser, Bangsar South.
Press conference on GEMS-SSO Program which is a joint
initiative by OM, Malaysia Digital Economy Corporation (MDEC)
and Talent Corporation Malaysia Bhd (TalentCorp) to provide
industry-oriented training to fi nal-year undergraduates from
local universities. Since November 2014, the programme has
trained and placed over 250 fi nal-year students as interns, who
were subsequently absorbed into the industry.
The Malaysia Investment Forum was held in London where Minister of International Trade & Industry, Dato’ Sri Mustapa Mohamad delivered
the keynote address. OM, MDEC, Invest Penang and i2M Ventures also shared their views on Global Business Services as a growing industry in
Malaysia.

The Consumer Industry Committee looks into the interest of the ICT retail sector. One prime activity is to organise the PIKOM Fair.
PIKOM Fair 2016For the fi rst time, PIKOM collaborated with Sphere Exhibits Sdn Bhd
to organise the PIKOM Fair.This year’s PIKOM Fair kicked-off on
March 12 to 13 at KL Convention Centre and on March 19 to 20 in
Persada Johor, Johor Baru. Nearly 18,000 visitors visited the cash
and carry, popularly known before as PC Fair. Though on a small
scale, these events coincided with the FACON Education Fair
providing synergies for both events.

International Engagements 24PIKOM plays an active role in the international arena through our representation on the boards of the Asian Oceanian Computing
Industry Organisation (ASOCIO) and the World IT and Services Alliance (WITSA).
On the ASOCIO front, David Wong Nan Fay represents PIKOM on the board of ASOCIO as a vice chairman. He also chairs the ASOCIO
AEC Digital Taskforce which includes spearheading the ASOCIO eCommerce Alliance.
At WITSA, David Wong Nan Fay has been re-elected to the board. This augurs well for PIKOM as we prepare to host the World
Congress on IT (WCIT) for the second time in 2020.
PIKOM also acts as the Secretariat for the Asia Pacifi c ICT Alliance Awards.
PIKOM also facilitates international trade by hosting many foreign delegations visiting Malaysia.
18 - 22 Nov 2015Malaysia took home eight awards at the International APICTA Awards 2015 in Colombo,
Sri Lanka. There were two main categories; Winner and Merit. In the Winner category, Chong Hwa

On Sept 7 to 8, the inaugural ASOCIO AEC E-Commerce ALLIANCE meeting was held in PIKOM.
More than 25 participants from Malaysia, Singapore, Thailand, Vietnam and Taiwan attended the event which was initiated by
ASOCIO AEC Digital Taskforce (AADT). The taskforce was formed last year to address the issues and identify opportunities and
promote ICT growth in the region, in view of the establishment of the Asean Economic Community (AEC).
The purpose of the meeting was to gain a better understanding of the state of cross border ecommerce activities in each country in
Asia in terms of requirements, e-fulfi lment challenges and other points of concerns related to tax laws and customs regulations.
The meeting was led by David Wong Nan Fay, the ASOCIO AEC DIGITAL Taskforce Chairman who also facilitated the discussions with
PIKOM Deputy Chairman Ganesh Kumar Bangah. ASOCIO Chairman Bunrak Saraggananda was also present during the two-day
event. A report on the meeting will be presented at the upcoming ASOCIO ICT SUMMIT in Myanmar on November 13-17.

The PLC Annual Leadership Awards
The PLC Annual Leadership Awards was also organised on May 27 this year at the Sime Darby Convention
Centre, Kuala Lumpur. It recognised excellence in project leadership and served as a good opportunity
for practitioners to share, network and celebrate the achievements of their peers. The event which was
supported by HRDF drew more than 100 Alumni and invited guests. Guest of honourwas HRDF’s Chief
Operating Offi cer Wan Yon Shahima Wan Othman. The top 5 corporate leadership developer awards were
presented to AmBank Group, Sunway Berhad, Mesiniaga Berhad, MISC Berhad and Maybank Berhad. The
Hall of Fame recipients were Cheah Kok Hoong, Andy Tan and Business Technovise Innovation Sdn Bhd.
Professional Development is a continuous process, and PIKOM is cognisant of this fact. PIKOM organises a variety of programmes
and courses at our training centre for the benefi t of its members. Project Leadership Certifi cation (PLC) has been one of the highly
successful programmes with 26 training sessions organised to-date.
Moving forward, all the training programmes will come under the newly established PIKOM Academy. We will be announcing more
in the coming weeks and months.

What is PIE? PIE which stands for “PIKOM Industry Engagement”, is an industry-wide initiative aiming
to connect and develop a stronger network amongst ICT fi rms throughout Malaysia with
universities, government organizations and individuals.
Through a mobile application, PIE users will be able to fi nd fi rms operating across a wide
array of sub-industries, reserve their participation at ICT events, access cutting edge
industry research, and redeem deals offered by retailers who are seeking to attract more
customers. PIE functions as a connection tool and deal processer for registered users.
PIKOM Industry Engagement (PIE) Mobile Platform
Industry ResearchPIKOM is beginning to curb physical copies of research publications in order to both save costs and minimize our environmental
footprint.
Salary reports, economic forecasts, industry updates, and all relevant partner research will be hosted on the PIE server, and will be
sent upon request to the registered user’s email account in PDF form. This PDF fi le is then theirs to read on any of their devices;
phone, tablet, and computer, all within seconds of fi nding the article on the PIE application.
Some new features you can expect include a job posting section, special deals for ICT products that will cater for the needs living in a
digital lifestyle.This will be your one-stop app for everything “digital”.
Push Notification Support• Launched in June 2016.
• Every time a new article or an event or a promotional IT gadget deals is posted on PIE, a push notifi cation will be sent to all users
who have PIE application on their devices.
• The online application form for PIKOM Individual Membership is now available on PIE.
Membership30PIKOM offi cially opened our membership to individuals which will now allow the National ICT Association of Malaysia to represent a
larger slice of the market that powers the main stream economy.
This individual membership is open to all and programmes will be tailored according to the needs of each interest group. PIKOM
held a number of recruitment campaigns to promote this initiative at the PIKOM AGM 2015, at the OM AGM 2015, at the PIKOM
Charity Golf 2015, at PIKOM Chinese New Year 2016 at the PIKOM Fair in KL and JB, PLC Annual Leadership Award 2016 and at the
PIKOM Hari Raya Open House. As of October 2016, we have 518 individual members.

PIKOM’s annual glitz and glamour awards once again created such a buzz in the industry. More than a 1,000 members and
invited guests attended this stellar affair which was held on October 20 2016 at Majestic Hotel. This year’s awards night
was extra special and close to the heart of the pioneers of the association as PIKOM is celebrating its 30th anniversary.
The event was just as exciting as in the past 29 years, as everyone eagerly waited to hear the names of the recipients of this
year’s awards. Congratulations to all PIKOM ICT Leadership Awards (PILA) 2016 and the MSC Malaysia APICTA 2016 Awards

Chinese New YearPIKOM welcomed the Year of the Monkey by hosting a Chinese New Year dinner at Sime Darby Convention
Centre on January 28 this year.
More than 150 guests from
95 organisations including
media establishments attended
the event. Guests were treated
to scrumptious feast, a lucky
draw and gifts to bring home.
PIKOM hosted an Open House at its premises in Empire Damansara in Damansara Perdana
where more than 140 guests attended the buffet lunch affair.
