About us

The association “National Roma Centrum” (NRC) is a professional, non-profit organisation for promotion and protection of human rights of the citi-zens of the Republic of Macedonia. The association was founded in Decem-ber 2005, with location in Kumanovo.

Vision

To be an active and recognised carrier of changes and influence the realisa-tion of the rights of the Roma, the other communities and groups of citizens.

Mission

In collaboration with the Roma community we act, create public politics and advocate for equal access to everyone’s rights.

Leading principles

The principles of NRC’s work are transparency, participation and involve-ment of all interested subjects, sustainability, professional dedication and equal opportunities for everyone. The NRC supports the development of hu-man resources by encouraging personal efforts and professional dedication, establishing new and enforcing the current partnerships and collaborations.

Theory of changes

Dear friends and supporters of the NRC, it is my pleasure to address you with infor-mation about our past work. Before found-ing NRC, I often asked myself if I could form a good team, build trust, become recognizable and influential regarding the current politics in Macedonia. The colour and nationality represent a problem for people who are not for multiculturalism. One could say that it is not true. Unfortu-nately, it is the reality.Since the beginning of the NRC until today there have been certain movements which give hope for mitigation and termination of different forms of discrimination from every level of everyday life. Provoked by this situation, we in the NRC stand and fight for promotion and protection of hu-man rights. It is a question how much we have succeeded in it. I can say, formally, that we succeeded a lot, but it is the best if you evaluate our successes or failures. Although we have recorded many activi-ties and meeting with the citizens, with the government and international officials, we still believe that we should be more active, which will only reinforce our status as rec-ognizable carriers of changes and impacts in the realisation of the rights of Roma and

non-Roma in Macedonia. That is actually our vision. There must be a collaboration and it must be nurtured and evolving, with the Roma and non-Roma community. This contribut-ed to NRC’s creation of public policies and advocacy for equal access to everyone’s rights. There isn’t an unsolvable problem. We in the NRC have a will and faith that we can make changes. We have a rich experi-ence; every solution for developmental challenges is present in the human poten-tials. The NRC is focused toward activities for capacity building. Since our foundation we have organised over 30 trainings for capacity building, including individuals from over 15 Macedonian cities. What be-gan as a modest organisation focused on capacity building on an elementary level grew into a big organisation which aims to provide a sustainable development.Every development is a challenge, for Macedonia and for us. But a sustainability plan is necessary in order to have a development.

NRC’s focus lays in the faith that the activ-ities for capacity building of the COMMU-NITY are the best way to achieve maxi-mum impact on development activities.The education and the transfer of skills and capacities leads to enforcement, which is a reliable guarantee for sustain-able development.We invested our energy in creating effec-tive partnerships for development, in order to exchange knowledge and experiences and to offer sustainable results. We fre-quently contribute to the development of the European Roma movement; we ob-serve the current European efforts. Having drawn lessons from all these experiences, we stand for inclusive new partnerships and strengthening of the dialog with vari-ous stakeholders in order to realise coop-erative projects with multiple partners.The NRC believes in active consultation with local partners. We emphasize the im-portance of development of local solutions in partnership with local organizations, working together to create new ideas or to adapt ideas according to the local needs, instead of just accepting them.The problem of Roma in Macedonia is similar to the problem of Roma in Europe and in the world. There are certain issues that cannot be treated the same, even though they are same. Roma in Macedo-

nia contributed to the development of human rights in Macedonia, but instead of being improved, the situation has worsened.The NRC will continue to research ele-ments for future development and col-laboration which will lead to a significant and efficient contribution towards the accomplishment of mutual, independent goals, such as eradication of poverty, fight against discrimination, freedom of speech and movement, equal access to educa-tion, guaranteed social health rights… In the end I hope and expect that the an-nual report of the NRC, which is before you, will motivate you to give your contri-bution to the improvement of the situation of the Roma, because the NRC has put theory into practice.I thank the NRC team, the Management Board and all NRC members for their support in the implementation of past activities.

Authorisations and tasks of the Management Board during 2013

During 2013, the Board had four meetings (in January, May, September and December).

• Electing and dismissing the executive director, with a five years mandate, eligible for re-election;• Adopting Regulations for operational per-formance of the executive structure;• Preparing materials for the Session of the Assembly;• Performing inspection, evaluation and analysis of NRC’s financial reports;• Making sure of the accuracy and transpar-ency of the adopted and published financial statements;• Examining the systems of control and ac-countability within the NRC;• Proposing financial policies and plans at the Assembly and to the executive director;• Submitting a report on its work to the As-sembly at least once a year;

• Adopting decisions on procurement and disposal of fixed assets;• Performing reception of joining members;• Adopting a Programme for work of the Management Board;• Adopting Annual Programme upon a pro-posal of the executive director; • Adopting a plan and programme of the work of the executive director;• Representing the association;• Assisting in fundraising for the association; • Making second degree decisions on em-ployment rights, as well as on complaints and objections of the decisions of the ex-ecutive director; • Proposing honourable members;• Performing other duties according to the law, the statute and other acts of the NRC.

Goals

The NRC will accomplish its goals according to the Constitution, the laws, the strategic commitments, the general and other acts of the NRC. The long-term strategic goals and the scope of the activities and the work of the NRC are:

• Promotion of human rights, commitment to consistency in the principle of the rule of the law in all domains of the society;

• Advocating for equal representation of members of the Roma community in all structures of the system;

• Advocating for effective anti-discrimination legislation, implementation of international standards and tools for protection;

• Monitoring and informing about the level of respect for human rights in the Repub-lic of Macedonia; organising campaigns against discrimination, racism, xenophobia and segregation;

• Free legal aid for socially vulnerable citizens, victims of domestic violence and single parents, regardless of their ethnicity, in Kumanovo, Kriva Palanka and Kratovo;

• Encouraging objective informing from the media about the situation with the human rights and freedoms, with an emphasis on the Roma community;

• Greater coverage of Roma in the Mac-edonian educational system, reducing illiteracy among Roma, in cooperation with state institutions and the Roma population, improvement of the performance of Roma pupils in primary education in Macedonia;

• Advocating for (1) progressive realisation of healthcare rights; (2) timely and quality services for Roma women;

• Raising awareness on health and inform-ing about benefits from the healthcare services for Roma women;

• Raising awareness on the importance of health in Roma families;

• Legalisation of homes in six municipalities (Skopje, Kumanovo, Kochani, Prilep, Tetovo and Shtip) highely populated by Roma, through financial and technical support for the process.

Programmes

The programmes are the soul of the organisation. They direct the organisation towards positive changes in the lives of the target group. NRC’s approach to each project must be comprehensive, inclusive and implemented in an integrative way.The NRC prefers activities directed towards development of the community. The NRC is responsible for designing, coordination and implementation of the Strategy of the associa-tion. The NRC is dedicated to providing the target group with the best experiences of the organisation about development and planning. In 2013, the activities of the NRC included a broad spectrum of partnerships, projects and development programmes.

NRC’s highlights during 2013:

Legalization of Roma housing – Macedonia, second phase Duration: February 2012 - February 2015 Financial support: Open Society Foundation – Macedonia General goal: Increasing the percentage of legalised houses in the Republic of Macedonia.Specific goal: Legalisation of houses in six municipalities: Skopje, Kumanovo, Kochani, Prilep, Tetovo and Shtip, which have a large number of Roma population, through finan-cial and technical support for the process.Description: In the frames of the project activities, the National Roma Centrum is working on continuing and conducting of the proceedings for legalisation and implementation of activities for advocacy which will contribute to an effective realisation of the right for hous-ing and implementation of the Law for treating the illegally built objects.

Increasing the efficiency of free legal aid Duration: January 2013 - January 2014 Financial support: Foundation Open Society Macedonia General goal: Contribution to the improvement of the efficiency and availability of free legal aid through research, capacity building and strategic conduct of proceedings. Description: The project is directed towards a contribution in the improvement of the effi-ciency of the mechanisms for facilitation in the access to justice for the socially vulnerable citizens and the vulnerable categories of citizens, especially for the members of the Roma community, through the improvement of the standards for providing legal aid and recom-mendations based on analysis. The partners in the project are: Macedonian young lawyers association (MYLA) Skopje, Youth Cultural Centre (YCC) Bitola, ROMA SOS Prilep, Eho Stip and Izbor Strumica.

Institutionalisation of Roma educational mediators Duration: September 2013 – March 2014Financial support: Roma Education Fund – Budapest General goal: Providing implementation of a Strategic Framework for inclusion of Roma educational mediators in primary education.Description: The project plans a preparation of financial implications for inclusion of Roma educational mediators in the system, adoption of this strategic framework by the Macedonian government and inclusion of Roma educational mediators in the system.

Promotion of social inclusion of young people in marginalized rural communities Duration: October 2011 – October 2013 Financial support: The European Commission General goal: A fight against social exclusion of young people from marginalized rural Roma communities in Bulgaria, Romania and Macedonia through the development and testing of the original social services in the communities.Description: The project is directed towards development, testing and evaluation of the socially original approach to the fight against social inclusion of young people in rural communities in Bulgaria, Romania and Macedonia, with a particular attention on young people from marginalized Roma communities.

From increased voice to the improved health care access Duration: December 2012 – December 2013 Financial support: Foundation Open Society Macedonia General goal: Follow up of NRC’s previous researches and advocacy. At the same time the project promotes equal access to healthcare protection, especially in the prenatal period for women users of social welfare, with a special focus on Roma women. Description: The Roma women in the Republic of Macedonia don’t have equal access to healthcare protection. During 2011, the NRC conducted a thorough field research and interviews with Roma women from the focus groups and the healthcare institutions and documented multiple barriers which prevent Roma women to have access to reproductive healthcare services. Besides the discrimination from the healthcare professionals and the unawareness of Roma women who are in their reproductive period about their rights to a healthcare, the economic difficulties are identified as one of the most important barrier.

Roma in European cities – Phase 2 Duration: March 30, 2013 – April 30, 2013Financial support: Roma Initiatives OfficeGeneral goal: Conducting a research about the level on which the local politics and prac-tice in Kumanovo address the inclusion and equal opportunities for Roma, as well as the social, economic and political needs and aspirations of the Roma community. Description: During the second phase of the project activities, focus groups were con-ducted in Kumanovo with 100 Roma and 103 non-Roma (49 Macedonians, 24 Albanians and 30 Serbians). The goal of the focus groups was to identify shared experiences and relations between the citizens, to explain integration, identity and affiliation, to highlight positive practices of social inclusion which can be promoted, and to pay attention to the obstacles, the gaps in the implementation and the negative practices affecting the integration.Several topics were tackled through the focus groups: personal documentation, health-care, housing, education and employment, local media, identity, language and culture, principles of non-discrimination, safety and security.

ONE magazine Duration: September 30, 2013 - September 30, 2014 Financial support: French EmbassyGeneral goal: Improving the access to information for the Roma community and the people from marginalized groups in general and raising the awareness of the creators of public policies about the problems of the Roma community and the people from marginal-ized groups in the society in order to create a better legislation and its implementation.

Capacity development to EU funds for Roma Duration: October 2013 – October 2014Financial support: Roma Initiatives OfficeGeneral goal: Connecting the perspectives of the access to EU funds and the policies for Roma inclusion. This will provide a proper reflection on the Roma issue within the IPA II Programme. Trainings for a group of Roma activists were organised within the project in order to build their capacities in accordance with the local and national trends of the EU enlargement.
