Profile

REAPs are community organisations based on a philosophy of community development through education. Thirteen REAPs were established between 1979 and 1982 in rural areas of New Zealand to facilitate access to lifelong learning for people living in rural areas. A large part of REAP work is in a brokerage role, connecting learners with appropriate learning across the early childhood education, schooling and adult and community education sectors.The umbrella organisation of REAP Aotearoa New Zealand Inc. (REAPANZ) was formed in 2004. Their purpose is to strengthen the REAP network through information sharing and relationship building with funding agencies and interest groups. REAPANZ works intensively with government ministries, particularly Ministry of Education, Tertiary Education Commission and Ministry of Social Development.Hauhake (the Māori word for REAP) is a collective for Māori in REAP. The motivation for a Māori caucus was given voice at the annual conference, held in Tāranganui-a-

Kiwa in 2003. Hauhake represents Māori interests within REAP as an organisation, with the intention of ensuring positive educational and developmental outcomes for whānau, hapū and iwi. Hauhake works to ensure that REAP’s practice is founded on Te Tiriti o Waitangi.Tararua REAP is a non-profit community based organisation located in Dannevirke which serves the northern half of the Tararua district. Tararua REAP was formed in 1982 (initially under the name of Southern Hawkes Bay REAP). The change of name occurred in 1999.Tararua REAP is unique in its role as a provider, facilitator and broker of lifelong learning opportunities for the communities of the Tararua district. Tararua REAP’s programmes, resources, and services, are based on filling gaps in the provision of education through innovation and the use of an extensive and comprehensive needs analysis process.

Chairman’s Statement2017 ANNUAL REPORT

After more than ten years in the role of Manager Peter Barton resigned from Tararua REAP and I wish to acknowledge the contribution Peter made to the organisation both locally and nationally. His humble and mild mannered demeanour and inter personal skills meant he was able to build and maintain relationships with all our stakeholders. He was a very good team leader, being well respected by staff, the Board. Janine Bacon succeeded Peter and brought a fresh set of eyes to the organisation and a great work ethic, I particularly liked her “see a problem fix a problem” attitude. I was therefore very sad at the end of the year when she tendered her resignation. Janine was great to work with and always kept the Board fully informed.Despite those changes, 2017 has been another successful year. We continue to meet and exceed our contractual obligations and although our accounts resulted in a small deficit, it was less than we had budgeted. As an organisation we remain in a sound financial position.The change in Government will bring both challenges and opportunities for all those working in the education

and community development. They will, no doubt, review all Government Departments and the various Ministries to see that their work programmes align with the Coalition’s policies. Opportunities may present themselves through new Government policies particularly in education and regional development.I look forward to welcoming our new Manager, Claire Chapman in April 2018. I am also excited about the reading programme Jo Brown has developed and the introduction of the programme to the schools in the district. As an organisation we will continue our efforts to raise our profile in the district, continue to foster relationships with our stakeholders and encourage greater collaboration between those working in the area of community development.My thanks to my fellow directors for your support to me and the contribution to the success of Tararua REAP. A big thanks to all the staff for your efforts ensuring we meet our targets, I believe you are making a difference in our community. Finally thanks to all our stakeholders for your continued support and we look forward to working with you in 2018.

Early Childhood Education

Tararua REAP has been active in delivering ECE workshops once a term to eight playgroups, two homebased care and two Kohanga Reo. Exploring and creating Healthy Food, Ephemeral Art, Firewise and Xmas Crafts workshops created playful and positive learning experiences, that linked to the new Te Whāriki curriculum, for preschool children and their parents. The Firewise workshops was a joint initiative between the Dannevirke Fire Brigade, Fire and Emergency New Zealand and Tararua REAP. Children and parents eagerly participated in the Firewise programme, strongly adopted the ‘Get Out, Stay Out’ message, the need for a fire safety plan and the necessity of fire alarms.

To encourage further increased participation in Early Childhood Education Tararua REAP organises community interactive sessions. Such as Storytelling and puppet session at the Dannevirke District Library. , ‘Let’s Move It’ was developed in collaboration with the Dannevirke High School PE department, Dannevirke Toy Library and Tararua Reap. Twice a term, large numbers children and their parents filled the High School gym and explore a wide variety of gymnastic apparatus, sporting equipment, bikes and toys.

The Early Childhood and New Entrant Forum is very strong.The focus has been transitions by Tararua Reap developing shared cross sector understandings so children experience smooth transitions and continuity of learning.

Parent Education & Whanau Support PE

TRIPLE P – POSITIVE PARENTING PROGRAMMEThe Triple P programme provides Practical Parenting Strategies to help families in all types of situations. In 2017 Tararua REAP facilitated discussion group workshops to support parents in our community.

WHANAU SUPPORTThe Whanau Support contract runs from July 2017 to June 2018 and we are tasked with helping 25 clients within this time period to access services which will support them being fully involved in identifying their goals, and also to put in place a multi-disciplinary strengths based plan which can be worked through with the support of the Whanau Support worker. We are on target to work with this number of clients and there has been some huge benefits for the families who have either been referred, or who have self-referred to this service such as unemployed parents being supported to write CV’s, apply and gain ongoing employment, single parents struggling to raise children attending appropriate Parent Education courses, and new immigrants to New Zealand being connected with services within the community.

S.K.I.PTararua REAP’s aim through S.K.I.P for 2017 was to allow opportunities for young people who are about to be parents or who are already parents to voice what their needs are. To help them create learning opportunities for their specific needs and to create a ‘parenting can be fun’ attitude. This was achieved through a holistic approach of Kaitiakitanga – It takes more than one to raise a child. Examples of successful workshops held are: Ipu Whenua workshop, Wahakura wanaga and Dinners for Beginners (pictured above). Our team promote the positive parenting strategies and messages through promoting and using the S.K.I.P resources at all workshops and other community gatherings to provide ‘Strategies with Kids, Information for Parents’ to all parents in our community.

Adult Community Education

In 2017 Adult & Community Education (ACE) provided 42 workshops to 278 learners’ All programmes delivered were planned and promoted to cater for a wide range of community learning needs.Many thanks to all our tutors and learners whom participated in some great courses held. Some of the courses delivered included Barista skills, Defensive Driving, Te Reo Maori, Waiata workshops, Photography for beginners, Creative Mapmaking, Whakapapa quilting, NZ Sign Language, a variety of digital literacy, computing, I-Pad and phone support, guitars for beginners, cake decorating and we also provided a few holiday programmes which were very successful.A time to acknowledge New Zealand Red Cross for the delivery of the first aid training to well over 50 people in Tararua and also a big thanks to Westpac Bank Dannevirke for their education training provided around “Avoiding scams and keeping financially safe” presentation.All learners’ benefited not only from the embedded literacy and numeracy content of the courses but were also able to gain confidence and increased knowledge preparing them with general work readiness, communication, self-

management, self-confidence and motivation to either step into the work force or continue their learning journeys. Annually our ACE network forum works together on the planning and implementation for Adult Learners’ week events. Our “ACE learning space” was a chance for some of our locally held programmes to showcase their talents. The week ended with our annual awards evening, and this year it was a great chance for businesses and organisations to acknowledge their learning champions and tutors.Tararua REAP continues to develop adult community education activities and programmes to meet the needs of our community. Term one has already included NZ Sign Language, Creative Journaling, Defensive driving, Marae protocols and Term two brings a large variety of courses including the start of the ICDL Computers for Beginners, NZ Sign language part 2, Creative Journaling Term 2, Cooking on a budget, Waiata, Ipu whenua and learn how to make Kawakawa pani.

The Tararua Strengthening Families process provides a coordinated support system for Whanau working with multiple agencies and/or organisations. Seven contracted Lead Agencies support this – Pahiatua Community Services Trust (the Trust), Bush Supergrans, Tararua Family Services, Tararua REAP, Rangitane o Tamaki Nui a Rua, Palmerston North Women’s Refuge and Tararua Community Youth ServicesIn the Tararua District the Strengthening Families process also focuses on the concept of collaboration and cooperation and has a well-established proactive network of organisations including monthly network meetings where representatives meet and share information, identify gaps and issues for families in the Tararua and advocate for solutions. While Tararua REAP employs the Coordinator, the Tararua Strengthening Families Local Management Group (LMG) overseas the programme. The LMG, chaired by Donna Milner, continued to meet throughout 2017, identifying issues and gaps whanau face in the Tararua advocating and supporting actions to change these.

Tararua Strengthening Families has had a challenging but successful 2016/17 yearTime has been well spent over the last 12 months continuing to build effective relationships, promoting and increasing the understanding of Strengthening Families (SF) referrals and the SF process to practitioners and the community. Tararua Strengthening Families participating through many promotional events throughout the year including teaming up with the Dannevirke & District Budget Services to participate in the 2017 Whanau Ora Day run by Rangitane. By working collaboratively, a survey was held and all entries went into the draw to win a New World Voucher as well as lots of spots prizes for all tamariki who participated in the

One of the outcomes has been to change the structure of the SF Network Forum meeting which now includes regular standing items from the Family Violence Network, providing a regular platform in which to address the SF Forum with reports and other useful training opportunities. 2017 also saw training offered to Tararua which saw the addition of new Lead Agents and Facilitators join the Strengthening Families team, with promise of more training available soon

CACTUS 2017 saw the much-anticipated CACTUS Programme begin in again for the second year in Dannevirke with 33 students participating and 33 graduating after their 8-week Challenge. This year also saw the inclusion of Graduate Instructors where selected students from the previous year, volunteered to offer peer support and mentoring to the new CACTUS participantsCACTUS is a Youth programme of physical training developed from the Armed Forces. It is designed to extend a young person’s mind and physical capability. The CACTUS programme runs for 8 weeks, with 3 training sessions per week, (Mon-Wed-Fri), from 5.50am – 8.30am. Tararua REAP and Strengthening Families were part of a vital planning committee for the CACTUS Programme here in Tararua with Tararua REAP pitching in to help cover some of the cost for graduation hoodies for all students and the Strengthening Families Coordinator’s pitching in with the work behind the scenes.
