years has capably served Hinsdale as our Town Clerk.

TOWN WARRANT

To the inhabitants of the Town of Hinsdale qualified to vote in

Town Affairs:

You are hereby notified to meet at the Town Hall, on Tuesday, the

11th day of March, 1980 at 10:00 o'clock in the forenoon to act onthe following subjects:

Article 1. To cast your ballots for all necessary Town Officers.

Article 2. To see if the provisions of Chcipter 171 -A of the re-

vised laws relative to playing games of beano shallbe adopted at this time.

Article 3. Are you in favor of the adoption of the amendment tothe existing town zoning ordinance as proposed by theplanning board, such amendment being a revision inits entirety of that ordinance?

Polls open on the above Articles at 10:00 A.M. and shall not beclosed earlter than 7:00 P.M.

The following part of the Town Meeting will be adjourned untilMonday, March 17, 1980 at 7:30 P.M.

Article 4. To see if the Town will vote to raise and appropriatea sum not to exceed $25,000.00 (Twenty five thousanddollars) to repair the embankment and install a re-taining wall on High St. perpendicular to Stearns Ct.

Article 30. To see if the Town will vote to authorize the TaxCollector, with the approval of the Selectmen toappoint a Deputy Tax Collectoro Said Deputy shall besworn in, shall have powers of the Tax Collector, maybe removed at the pleasure of the Tax Collector, and

shall before entering upon the duties of the officegive bond as provided in section 6 of chapter 41.

Article 31. To see if the Town will vote to authorize the Board ofSelectmen to reseach and investigate the feasibilityof a computer system for the town's municipal govern-ment; and if the Board of Selectmen so determine thatsaid system is of benefit to the town, to authorizethe Board of Selectmen to incorporate said systemduring fiscal year 1981, or act in any manner thereon.

SPECIAL REVENUE FUNDS :

Federal Revenue Sharing Funds : (Exhibit C-2)

The Town received approximately $42,900 of Federal Revenue Sharing andinterest during the current year. Approximately $34,500 was transferred to

the General Fund for expenditures, leaving an unexpended balance of approxi-mately $22,900 for future uses which must be expended within 24 months of receipt.

ENTERPRISE FUNDS :

Sewer Department : (Exhibits D-1 and D-2)

The Town does not maintain a complete listing of property and equipment in

the Sewer Department and does not record related depreciation charges againstcurrent revenues. Therefore, we are unable to express an opinion as to thefairness of the balance sheet or statement of operations and changes in FundBalance for the current year.

Water Department - December 31, 1978 and 1977 : (Exhibits E-1 and E-2)

The retained earnings deficit of the Water Department increased from $110,408to $120,268 during the year. The increase is due to a net loss of $9,860 for theyear ended December 31, 1978 as compared to a net loss of $6,156 for the prior year.

During the year ended December 31, 1978, operating revenues increased by $685while operating expenses increased by $6,212. The increase in expenditures can betraced primarily to increases in superintendent's salary, cost of power and watersupply repairs during the year.

GENERAL COMMENTS

Water and Sewer Departments :

As in prior years, the audit continues to disclose several variances fromstatutory provisions of law regarding the Water and Sewer Departments. OneCommissioner still serves as Commissioner, Rents Collector, Accountant andTreasurer. Warrants are not issued by the Commission to the Collector. No formal

abatement procedure is used regarding abatement of rent charges.

We repeat the following statutes covering the above variances which arequoted as follows:

"R.S.A. 252:19 Establishment. Duties, any town or village districtwhich adopts the provisions of this chapter may, at the time of suchadoption or afterwards, vote to establish a board of sewer commissioners,consisting of three members, which board of shall perform all the dutiesand possess all the powers in the town or district otherwise herebyconferred upon the Selectmen."

"R.S.A. 41:4 Incompatibility of Offices. No person shall at the sametime hold any two of the following -of fices; selectmen, treasurer,moderator, trustee of trust funds, collector of taxes, auditor...."

Comment

:

From the above statutes, it seems clear that the Commissioner can not serve

as Commissioner, Treasurer and Collector of Rents at the same time.

Regarding sewer rental collections, the following statute is quoted:

"R.S.A. 252:13 Collection of Assessments or Rentals. They shallbe committed to the collector of taxes, with a warrant under thehands and seal of the mayor and aldermen requiring him to collectthem; and he shall have the same rights and remedies and be subjectto the same liabilities in relation thereto as in the collection oftaxes." ,

Recommendations :

It is therefore recommended that the Commissioner commit such sewer rentsto the tax collector by warrant under their hands and seal as required by thestatute.

In reference to abatements of sewer rents, the following applies:

"R.S.A. 252:14 Abatement of Assessment. For good cause shown, themayor and aldermen may abate any such assessment made by them or bytheir predecessors."

"R.S.A. 252:16 Correction of Assessments. If any error is made inany such assessment it may be corrected by the mayor and aldermen bymaking an abatement and a new assessment, or either, as the case mayrequire; and the same lien, rights, liabilities and remedies shallattach to the new assessment as to the original."

"R.S.A. 44:2 Provisions Applicable. All provisions of statutes,now made or hereafter enacted relating to towns, shall be under-stood to apply to cities; and all provisions relating to select-men.... shall be construed to apply to the mayor and aldermen....unless a different intention appears."

We recommend that a formal abatement procedure be adopted in accordance withstatutory requirements. All sewer and water rental collections must be remittedto the Town Treasurer in accordance with the following statute:

"R.S.A. 41:27 Duties. The town treasurer shall have custody of all

monies belonging to the town, and shall pay out the same only uponorders from the selectmen. .. .the town treasurer shall keep in suit-able books provided for the purpose, a fair and correct account ofall sums received into and paid from the town treasury...."

In view of the above statute, it is recommended that the Commissionersimmediately transfer the duties now performed by one Commissioner to the properofficials as required by statute and appoint a Collector of Water Rents andmake proper commitment of water rents to said Collector under the hands andseal of the Commissioners.

It is further recommended that all receipts be reported in total and allrefunds of overpayments be recorded in order that all transactions of the depart-ment be properly recorded.

Application of the Municipal Budget Law :

In towns operating under the Municipal Budget Law, R.S.A. 32:10 providesthat, an unexpended balance may be transferred by the Board of Selectmen fromone appropriation to another provided that the total amount expended for all

purposes does not exceed the total amount appropriated at the town, school orvillage district meetings for all purposes.

The To\m of Hinsdale exceeded its appropriations by $15,838. The majoritems causing the overdrafts of appropriations were the overdrafts of StreetLighting of $4,613, General Expenses of Highway of $6,135 and Police Departmentof $4,062.

Conclusion :

The provisions of Chapter 71-A, Section 21, require that the Auditors'summary of findings and recommendations shall be published in the next annualreport of the Town. Publication of the Exhibits contained in this audit reportis optional at the discretion of the Board of Selectmen. This letter, however,must be published in its entirety.

To the Citizens of the Town of Hinsdale:

I herewith submit my report for the Police Department covering the

year 31, December 1979.

Again this year has been a busy one for the Hinsdale PoliceDepartment with an increase in calls and a decrease in complaintsthat were answered and the ever increasing demand for serviceswhich we had tried to keep in pace with. Our town is growingeyery year with new people and new problems. Our traffic has in-creased but there has been a decrease in accidents compared to1978. In 1979 the Police Department brought forth to the HinsdaleMunicipal Court a total of 233 complaints as compared to 1978 of248. Those complaints are listed below as well as the callsanswered by the cruiser.

Home visits to patients and health promotion: 793

A pre-school hearing and vision screening program was conducted

at the Elementary School in May with children being tested and

defects referred for correction.

A general immunization clinic was held at the school in February,

for pre-school and school age children.

Blood Pressure Clinics have been held on a monthly basis with all

ages welcome. Transportation can be provided.

W.I.C. (Women^ Infants, and Children) Clinics have been held on

a monthly basis.

A Red Cross blood drawing was held in April and November withvolunteers from the Nursing Assocication, Lions Club, and

community.

Contracted services include Physical Therapy through the Agency.

There is a contract with Cheshire Senior Services for homemakerservice and home health aides.

Medical Record Review is held at Brattleboro Memborial Hospitalevery three months. This includes a physician, physical therapist,at least one other R.N. board members and myself,

I have attended meetings, approximately monthly, for Task Forceand In-service in Keene, N. H. Task Force is a study to assessthe need to have Public Health Agencies merge, therefore to beable to provide better and more comprehensive services to thecommunity. Community support is needed and welcomed.

I attend the discharge planning sessions at Brattleboro MemorialHospital approximately every 4-6 weeks.

I am involved in the Brattleboro Area Hospice Committee. This is

an attitude or approach to the patient dying with cancer and to

the family.

I have attened several work shops throughout the year.

Monthly meetings of the Association are held on the 2nd Tuesday of

the month at 10 a.m. and (these meetings) are open to the public.For continual medicare certification, it is necessary to haveactive community support and involvement.

For the first time since the Town of Htnsdale was Incor-porated in 1753, the townspeople voted in 1979 to establish aprofessional administrative office in its Municipal governmentThis decision recognized the continously increasing complicationsarising in all aspects and levels of government, and reflects aclear positive and progressive direction taken by the citizens ofthis community.

I began working for the town in August of 1979. Since thattime this office has tackled and made substantial headway in anumber of major areas; notwithstanding the first year that thisoffice is in existance, will be a learning and adjustment periodfor all concerned.

^One of the in-house areas which was studied was purchasing,

a vital concern for all taxpayers. In the late fall a new pur-chasing system was recommended by this office and endorsed by the• ^n^n ^T^^^no^"'

^^^ resulting consequence was a modest savingsin 1979. In 1980 we project a substanial savings under this pur-chasing program.

One of the ongoing goals of this office is to obtain federalgrants, a return to the community of its own tax dollars. Thisyear we have focused our attention on community development grantsExamples of some of the specific activities that can be carriedout with block grant-funds include rehabilitation and renovationor residential structures, provisions and improvements of publicracinttes, such as water and sewer lines and facilities, streetsparks, recreation facilities, neighborhood and senior citizens'

centers, historic landmarks and even parking lots. A prerequisteto these grants is a requirment that a housing assistance plan bedeveloped which identifies and assesses housing needs and goalswithin the community. The Southwestern New Hampshire RegionalPlanning Commission will develop this plan in conjunction with thisoffice at a cost of $1,500. Your support at the annual town meetingIS needed for this plan, if you wish to pursue these grants.

REPORT OF THE HINSDALE BOARD OF ADJUSTMENT

FOR THE YEAR ENDING DECEMBER 31, 1979

The Board held twelve meetings this year. In May two

meetings wire held. Our July meeting was cancelled. Thesemeetings are held at 7:00 p.m. on the first Tuesday of themonth in the Comrrunity Room of the Town Hall and are opento the public.

During our meetings we heard twenty-one variances, twospecial exceptions and one appeal, flf these, twenty-twowere granted and two denied. Many of those granted wereto appear before the Planning Board for site-plan-review.

Election of officers was held at the March meeting.Richard Corr was elected Chairman, Maryann Wallace waselected Co-Chairman, and Anna Mahoney was elected Secretary.

During the year, the Board accepted the resignationof three of its valuable members, Richard Corr, Mayann Wallace,and James Kirkwood.

We wish to thank everyone for their help and co-operationthroughout the year.

Your Htnsdale Civilian Defense Agency is always alert» active,

energetic, and hard working for the good of the whole community in

case of an unfortunate disaster or emergency. Our motto in our

One of the major highlights of 1979 was the successful com-

pletion of a Radiological Monitoring Course gtven by the State

C. D. Agency at the Hinsdale Fire Department. Receiving certificateof Merit and Attendance were: Roberta Bliss, Robert Dixon, Ed-^fard

Matuszewskt, Frank Smalley, Pyllis Varno, Dr. Harvey Deutsch, EvanDeutsch, ytto Riz7t, Wichael Wojchick, Roger Tliller, and RalphSimonds.

We are proud of obtaining a four wheel drive 11/4 ton Jeeptruck from Fort Devens Army Base for use by our highway depart-ment, at no cost to the taxpayer. This truck has been paintedand is put to jood use every day.

We are pleased to report that the emergency siren in the

helfry of the Town Hall has been repaired and is ready for usein time of crtsts. This siren is tested on the last Friday ofeach month at 6:50 P.M.

Our emergency evacuation plans are progressing at a rapidpace and will be completed in the very near future. Approximatelya dozen meetings were held at the Fire station attended by interestedcitizens. Selectmen, School Officials, fire and police personnelworking and cooperating in preparing these plans.

We are always seeking citizen imput and suggestions and help

from the local citizenry will be greatly appreciated.

REPORT OF THE HINSDALE CONSERVATION COMMISSION

1979

With great pride and a senre of accomplishment, the Conser-vation Commission dedicated Heritage Park, this past fall, to the

Town of Hinsdale.

Commission members worked towards the completion of the parkthis year. Lighting was installed at the Multi-Use Court ex-tending its useage. The parking lot was paved and lined. In

addition, the Multi-Use Court was lined so now it is possibleto play the many games it offers.

David Coull, a former Commission member, built a barbeque pitwhich can be used by many large groups. Through the auspicesof the Hinsdale Lions Club, the shop classes at Hinsdale HighSchool are constructing a bandstand which hopefully will be inuse by this summer.

Heritage Park will now be under the control of a new committee,managing not only the Park but the Playground, Jackwood Park andall monuments. The Conservation Commission will continue as a

town commission fulfilling duties more appropriate in the fieldof ronservatton.

Is Heritage Park completed? That is a question only thetaxpayers of Hinsdale can answer. There is much land at the Parkthat could be used for further development. In addition, a newscope could be drawn up and matching funds could be applied forby the new committee.

In closing, the Commission would like to thank the taypayersof Hinsdale and the Burearu of Outdoor Recreaton for providing thefunds for building Heritage Park. We would also like to thank all

businesses, clubs, and individuals who donated funds, time andsupport to this project.

REPORT OF THE HINSDALE PLANNING BOARD

1979

The Hinsdale Planning Board acted on one sub-divison and three

site-plans during the year. There were also informal discussionsheld wtth townspeople who were requesting information concerningpossible sub-dtvtstons and site-plans. The board meets the third

Tuesday of every month in the Community Room of the town hall at

7:30 p.m., and tnvttes and welcomes those with questions to attendtheir meetings.

Several members of the board met monthly with the selectmen,members of the Zoning Board and twonspeople to re-write the Pro-posed Zontng Ordinances, which will be voted on by the town on

March n, 1980. Some of these meetings were assisted by CatherineLarson, Director, Southwestern Hew Hampshire Regional PlanningCommtsston. f^uch effort and concern was put forth by our membersin the re-wrtttng of these ordinances. The board held two publicheartngs on the proposed ordinances, December 27, 1979 andJanuary 22, 1980, at which time some changes were made. TheBoard would like to take this opportunity to thank everyone fortheir help during this busy year. Mrs. Richard Corr and Mrs.Charles Rosploch were Hinsdale's representatives to the South-western N. H. Regional Planning Commission which meets the secondWednesday of the month |n either Marlboro or Peterboro, N. H.

HINSDALE PLAYGROUND COMMITTEE1979 REPORT

The Playground Committee consisting of Ann Boyd, Sanciy

Moore, Bill McLeod and Selectman Paul Sprague, wish to give thanksto everyone who contributed in any way to help the program operate.

We feel we have made a step towards our ultimate goal, which is to

have an organized, diversified and well attended program.

The pool was equipped with an automatic chlorinator whichke^p the P. H. balance. Donna Poster did a fine job of super-vising the pool. And we were able to have evening hours twicea week to enable working parents to accompany their children.

Your Summer Program was again directed by Wayne Miller Sr.

There was no charge to the children for participation or fordaily cold lunch which was provided through the SouthwesternCommunity Services Program. Volunteers from the community offeredtheir time in activities, such as Hinsdale History, fortune telling

stories, sports. Arts & crafts.

The school playground received the always necessary repairsand painting. Three pieces of new equipment (balance beam and2 see sav/s) have been purchased to be installed in the Spring.

We hope for an even more interesting and diversified programin 1980. We would like to hear from anyone with ideas or desireto serve as a committee member.
