The past year has been one of consolidation for the CMA and for the museum community.

The economy went from boom to bust in record time. The consequences will be significant and CMA is actively pursuing new strategies for the benefit of the

museums community such as the upcoming national marketing campaign. While the long promised museum policy seems distant, we continue to be optimistic and to pursue new opportunities for the advancement of museums. The additional funding to the Young Canada Works program has been very

well received by the museums community and has been effectively managed by CMA.

We have been focused on developing a new strategic plan for the Association; creating an even stronger voice for the sector; emphasising the positive role of museums in society; introducing new services and improving on existing ones; pursuing the recommendations from the Visual Arts Summit; promoting ethics in Muse and online; adjusting our fiscal year and so much more.

CMA enters 2009 as a stronger organization. Our membership is large and diverse from small, volunteer-run museums to large metropolitan galleries. Our Board, committees, and staff are humming with new vision and determination.

CMA has been active on a wide variety of fronts to best represent and keep at the forefront the interests of Canadian museums. We have attended many meetings, from the Blue Ribbon Panel on Grants and Contributions, to meeting with MPs and Senators regularly on Parliament Hill. The following is a snap shot at some key issues.

Federal Budget CMA has submitted briefs for the federal budget consultations in early 2008 as well as for the 2009 budget. We have made key recommendations each time based on input from our membership and in accordance to the current environment. We have also given our input for several other areas under review or evaluation. When some federal programs were cut or eliminated in August, we wrote to the Minister with constructive suggestions.

Public Opinion ResearchIn February 2008, CMA released a major study, commissioned to examine the opinions of Canadians and their support for museums. Innovative Research did this study for CMA. The results are very useful and affirmative of the very strong public support that museums enjoy. They have been shared on our website and at several speaking engagements.

Key Policy Issues

Visual Arts AllianceCMA is one of the founding members of this new alliance which was one of the outcomes from the highly successful Visual Arts Summit. The new Alliance is made up of all relevant national associations in the visual arts and meets frequently. The Alliance is undertaking research for the sector, and has made policy recommendations to the federal government. In addition, CMA has attended and been active on policy reviews with the Canada Council for the Arts.

Exhibition Right AgreementWith the help of a professional mediator in late 2007, CMA and our partner CAMDO reached a 5 year agreement with CARFAC and RAAV over exhibition fees for artists’ work. This recommended fee schedule is in effect and adjusted at the beginning of each calendar year, so as of January 1, 2009, the first rate increase has been introduced. All parties did not successfully ratify a similar agreement over permanent collections which had been negotiated in the spring of 2008.

Exhibition Transportation ServiceOn April 1st the federally run ETS was closed down. The museums community strenuously objected and attempted to reverse this decision but all attempts were unsuccessful. Since then, we have met with private shippers who have agreed to maintain the highest standards and to find cost control solutions.

New National MuseumsThe Government of Canada has proceeded with the newest national museum, the Canadian Museum of Human Rights to be the first national museum outside of the National Capital Region. Construction was begun in late 2008 on this exciting new museum.

The Government also decided not to proceed with the construction of a new home for the Portrait Gallery or Canada due to economic uncertainties and the lack of a suitable private sector proposal. Instead the Minister responsible has called on all Canadian museums to assist with special exhibits from the Portrait Gallery of Canada which is a department of the National Library and Archives Canada.

the Canadians and their PastsDuring 2008, researchers and partners of the Canadians and Their Pasts project continued to present findings on various studies at conferences, in scholarly publications, in workshops and in the local and national media. For the CMA’s part, Research Associate Lon Dubinsky and John Pollard of York University, held a day long workshop at the CMA’s national conference in Victoria about focus group methodology using the CMA study on how people engage the past in museums as a touchstone.

In October 2008, Del Muise of Carleton University, Lon Dubinsky and two Carleton University graduate students, Elise Chambers and Kathleen Talarico, presented the paper “In Museums We Trust: But is it the Institution or the Content” at Whose History Whose Future, a conference of the Association of Canadian Studies in Québec City. Planning has now begun on two books that will convey the research of the entire project, including CMA’s contribution. www.canadiansandtheirpasts.ca

Projects

tHEN/HiERAs a result of involvement with Canadians and Their Pasts, CMA will participate in THEN/HiER, a network about history education led by the Faculty of Education at University of British Columbia. THEN/HiER is the first ever Canadian organization devoted to promoting — and improving — history teaching and learning by bringing together the multiple and varied constituencies already involved in history education: academic historians; public historians in museums; archives and historic sites; practicing teachers; researchers based in faculties of education; and curriculum policy makers.

Research on cultural workIn 2008, CMA participated in the development of a multi-year project on cultural work. The initiative is being led by the Centre for Policy Studies on Culture and Communities at Simon Fraser University and involves several other universities, national cultural organizations, including the Canadian Conference of the Arts (CCA) and the Creative Cites Network as well as international partners. Preliminary applications have been made to research agencies and other funders for support.

CMA Ethical GuidelinesWe have been promoting greater consideration of ethical behaviour by museum workers and boards of trustees, including adoption of our two sets of ethical guidelines. Additionally we have launched a new question and answer series in Muse and online and sessions at our national conference.

Museums Foundation of CanadaThe Foundation is an entity of CMA for the purposes of encouraging donations to museums or for common projects. Several projects have been developed and included under the Foundation, including two designated funds: one for the Fellows Lecture, and a second, for the Award for Museum Leadership in memory of the late Barbara Tyler, a former CMA President. We are further developing the Foundation and it is our intent to eventually staff it with a part-time fundraising expert.

Selections Mail Order Catalogue CMA Selections Mail Order Catalogue has grown over the years and is a nationally recognized symbol for the museum community. Over 900,000 copies were printed and distributed across Canada. Profits are shared between participating museums and CMA. In 2008, we commissioned an independent study to review the management of this enterprise. A number of useful recommendations were made which CMA has put into effect, including the establishment of an advisory committee which met twice in 2008.

ICOM 92 trust FundWith our partner, La Société des musées québécois (SMQ), we were able to get court approval to dissolve this Trust Fund. The proceeds have been divided between SMQ, CMA and ICOM Canada for professional museology purposes.

International Council of Museums (ICOM)CMA is a strong supporter of our international voice for museums, ICOM. CMA administers the membership and administrative workload for ICOM Canada which is independent of CMA.

John McAvity, CMA’s executive director has been appointed chair of the ICOM Legal Affairs Committee as of June 2008 for a three year term. On ICOM’s behalf he also attended the World Intellectual Property Organization’s deliberations on protection for intangible cultural heritage in Geneva in October. Monique Horth attended the International Committee on Traveling Exhibitions Conference in Wellington, New Zealand in November.

Canada-China Exchanges Under the auspices of the Canadian Fund for International Understanding through Culture, chaired by Dr. Nelly Ng of Toronto, CMA has been very active and administered some of the Fund’s programs. Over the past three years, the Fund has signed memorandums of understanding with official Chinese agencies and has conducted three formal exchange programs between our two countries.

In December 2008, a planning mission was undertaken to help solidify partnerships and raise funds for the purposes of establishing a Cultural Dialogue in 2009 in partnership with the Chinese Friendship Association. We believe that museums can help open doors between Canada-China and that art and heritage knows no boundaries. The Fund is also interested in opening similar doors with other key nations in the interests of Canada and improving understanding among peoples.

Programs

New Youth Internship ProgramThanks to generous funding from the Royal Bank of Canada, CMA has established a new youth internship program. The first year is a pilot project and if successful, we expect the paid interns to be placed in the city that will be hosting the CMA National Conference. Participating in the national conference will enhance their learning experience. We thank the Royal Bank of Canada for its confidence in CMA and in museums.

BursariesIn 2007–2008, CMA awarded 147 bursaries to museum professionals and volunteers to assist them in pursuing their professional development. This bursary program is supported by the Department of Canadian Heritage.

In addition, thanks to the generous support of the Vancouver Foundation (The Robert B. and Margaret G. Cherry Fund), CMA awarded 18 bursaries to employees of small museums and various cultural communities to enable them to attend the National Conference in Victoria, British Columbia.

CMA Insurance Programs CMA has several comprehensive insurance programs exclusively for our members. Since November 2007, our unique museums collections, liability, directors and officers and general insurance have been with Marsh Canada. We are delighted with the results; Marsh has improved the coverage and reduced costs. As a result, our program has grown significantly in 2008 with the addition of many new museum members including most of the major institutions in Canada. As the program grows, the costs will be lowered.

Health Care Insurance ProgramCMA also maintains a group health care plan for museum employees or independent individual members. This plan is very attractive and competitive and it is administered by AON Consulting Ltd. We intend to put more focus on the growth of this plan in the near future.

Museum Leadership AwardIn memory of former CMA President, Barbara A. Tyler, who passed away in 2007, a new award for museum leadership is being created and details on this award will be available soon. CMA thanks the many individuals who have generously donated to this award.

AwardsCMA Awards celebrations took place on April 10, 2008. Hosted by the Royal British Columbia Museum, Victoria BC, honours were presented for museum projects and professionals achieving excellence. We continue to develop this program as an important national recognitions program celebrating excellence in the museum community.

The Award of Distinguished Service re-cognises individuals who have contributed to Canada’s museums throughout their career. The 2008 recipients include:m R. Alan Douglas; founding curator of

The ICOM-Canada International Achievement Award honours a Canadian museum professional or organization that has demonstrated and promoted excellence in Canadian museology on an international scale. The 2008 recipient of this award was Annette Viel for her forward thinking approach, commitment and dedication to the promotion and advancement of Canadian museology.

The 2008 recipient of the Museums and School Partnership Award is the Royal Tyrrell Museum of Paleontology and Drumheller Composite High School/Golden Hills School Division #75. This award recognizes excellence in collaboration between Canadian museums and schools in developing educational programming. This award is co-sponsored by the Canadian College of Teachers and the Canadian Teachers’ Federation, in partnership with the CMA.

Young Canada Works2008 marked the second year of increased funding for the Young Canada Works in Heritage Organizations program. With access to $5.7 million in project dollars, CMA was able to create more than 1,400 summer student and short term positions in museums and related heritage organizations. A substantial portion of these jobs were created in small and medium-sized museums.

Student jobs allowed participants to learn more about Canada’s cultural heritage while gaining practical experience in several areas, including collections management, curatorial research, conservation & preservation, education, interpretation, public programming, museum operations & administration and marketing, to name a few.

Through the Young Canada Works at Building Careers in Heritage program, eleven recent graduates were able to build on their post-secondary education and launch their careers in the heritage field.

Preserving Canadian treasures In 2008, with the generous support of Dr. Yosef Wask, a philanthropist and museum trustee in British Columbia, the CMA was awarded ten grants of up to $1,000 each to small museums for conservation and preservation projects. This program is open to any small museum, gallery, or related institution that is an institutional member of the CMA. Recipients of the 2008 Preserving Canadian Treasures are:

m Cold Lake Museum (Cold Lake, AB) for their collections management project.

m Doukhobor Discovery Centre (Castlegar, BC) for the restoration of the Plough that broke the Canadian Prairies.

m Gabriola Historical & Museum Society (Gabriola Island, BC) for the restoration of a Coast Salish basket.

m Heritage Park Museum (Terrace, BC) for the construction of proper exhibit and storage mounts for the museum's hat collection.

m Kings County Museum (Kentville, NS) to record and catalogue history of the museum's shipbuilding collection.

National Conference 2008 Victoria, BC The 2008 National Conference, held in beautiful Victoria, B.C., was a great success attended by over 400 delegates. Workshops and topics explored how to harness and ensure that museums add value to the visitor experiences and their communities. The conference challenged participants to think far beyond the walls of their institutions — to think beyond the physical spaces of museums and reach new and non-traditional audiences. 81% of the participants indicated they were satisfied to very satisfied with their conference experience.

National Shop and Visitor Services Conference Held in Toronto on January 23-25, 2008, participants had the opportunity to discuss and focus in on challenges facing visitor services and retail operations. Maximizing the bottom line and optimizing performance were a few key areas for which industry experts offered practical solutions to.

Conferences

National Conference 2010, St. John’s, Newfoundland and Labrador In 2010, CMA will be back in St John’s, Newfoundland, where conferences are always memorable. Planning is well underway with a special theme on Intangible Cultural Heritage.

Future locationsCMA sent a call to members for proposals for the conference site in 2011 in late 2008. Several proposals were received and are under consideration at this time.

CMA SecretariatWe re-negotiated our lease at 280 Metcalfe Street for another five years. The building is modest but the space we have has been made attractive and comfortable. We have a great staff, even better with some new additions and changes. In 2008, we lost a few key members, such as Naomi Grattan, Olivier Hill, several YCW employees, all due to new and better paying opportunities. Good luck to all of them.

We have also brought in some new faces and created positions. We have introduced a new Department of Marketing, with Lison Lafreniere as Marketing Manager as of May, 2008. She will be dealing with Muse advertising and trade show responsibilities. Sanita Fejzic is our new editor of Muse and Communications Manager. Richard Archibald has moved from YCW to become our Information Services Coordinator. Eveline Callupe is our new Manager of Membership Development and Graham Kappel is our Membership Assistant, while Wee Sang Teo is the new Finance Clerk for the Association.

CMA National Office

MarketingMarketing was a newly created depart-ment within the CMA in 2008. With the introduction of this department, there has been a steady increase in advertising sales in Muse.

CMA has been working on the national Kellogg’s marketing campaign which will be launched on April 1, 2009. The promotion will run from April 1, 2009 to December 30, 2009. There are currently 547 participating museums with the expectation of many more to register once the campaign is launched.

MembershipParticipation in CMA membership continues to be strong with revenues and member numbers that are consistent with those reported in 2007. Our budgeted target for membership revenues for 2008 was $284,080. This target was met and surpassed with total revenues of $286,549 collected by fiscal year end.

CMA is happy to introduce some new features to our members, including easy online conference registration, online membership registration and an online membership self-serve.

Finances

At the 2008 AGM, the membership approved a motion to change CMA’s fiscal year end to December 31st. As a result of that motion, we have just completed an eleven month fiscal year ending December 31st, 2008. Our 2008 financial year saw a modest surplus which allowed a further contribution toward the revitalization of the Foundation in addition to a slight increase in our reserve fund.

CommunicationsSignificant staff changes occurred in communications: Naomi Grattan left CMA to pursue another opportunity; Sanita Fejzic is the new Communications Manager and editor of Muse; a new position of Information Services Coordinator was created and filled by Richard Archibald.

In 2008 CMA published 6 issues of Muse, which featured: partnerships, youth and education, career, small museums, eco sustainability and education, as well as regular Communiqués to keep our members up to date.

We launched a new News Clippings service all about museums and art galleries. The bilingual service is delivered daily via email. In addition, CMA launched an Ethics Q & A online and in Muse.

Strategic PlanFor the last two years, CMA has been working on a new strategic plan. In June 2008, a special meeting of the board was held devoted to this topic with an outside facilitator. Since then, a subcommittee of the Board has championed the final version that will be submitted to the membership at the AGM in March 2009.

CMA GovernanceAndrée Gendreau, Director of Research and Evaluation Division at the Musée de la civilisation, Quebec City, has been President of the CMA since 2007. Other members of the CMA Board are: Jon Tupper (Vice-president), Confederation Centre Art Gallery and Museum, Charlottetown PE; René Binette (Vice-president), Écomusée du fier monde, Montreal QC; Calvin J. White (Past-President), Toronto Zoo, Toronto ON; Bill Greenlaw, Nova Scotia Department of Tourism, Culture and Heritage, Heritage Division, Halifax NS; Penny Houlden, The Rooms Corporation of Newfoundland and Labrador Provincial Museum, St. John’s NL; Tony Luppino, The Art Gallery of Alberta, Edmonton AB; Diana Nemiroff, Carleton University Art Gallery, Ottawa ON; and Nancy Noble, Vancouver Museum BC.

The CMA Board has met regularly during 2008 under the leadership of Andrée Gendreau, President. Meetings were held on January 24nd in Toronto, April 8th and 9th in Victoria, June 23rd in Prince Edward Island, and on September 27th in Edmonton. In addition, a number of conference calls were held.

Nominations CommitteeUnder the leadership of Calvin J. White, Past President, CMA’s nominations committee did an open call for suggestions for several vacancies on the board starting in 2009. A final slate was determined and communicated to the membership in accordance with our requirements.

Fellows Fellows recognize individuals who have shown dedication to supporting the work of CMA throughout the course of their careers. In 2008 two members were inducted.

Joanne DiCosimo, President and CEO of the Canadian Museum of Nature

Joanne DiCosimo has been a strong supporter of CMA,

taking time to attend conferences and to participate as a speaker. She has also worked on several committees,

and was a member of the Board, as well as Chair

of the local arrangements committee. She has also supported strong staff participation in CMA activities and events. Colleagues and staff invariably describe her kindness, wisdom and leadership, all of which have contributed to her reputation as a visionary, a superb mentor and role model, as well as one of Canada’s most forward-looking museum directors. This remarkable woman will make a very fine Fellow.

Jann L.M. Bailey, Executive Director, Kamloops Art Gallery

Jann Bailey became a member of the CMA in 1979 and served on its Publications Committee and on the Editorial Board of Muse throughout the 1990s. She twice served on the Board of Directors in the years 1991-1993 and 2001-2007 and was elected President, 2003-2005. Highly regarded by her colleagues in the museum profession as a curator, an administrator, and as a leader who exemplifies passion and a commitment to excellence and “making a contribution,” Jann has been also recognized by the Government of Canada with medals for the 125th Anniversary of Confederation (1992) and the Queen’s Jubilee (2003), both awarded for distinguished community service.

Awards CommitteeThe 2008 Awards of Distinguished Service and the Fellows were under the Board leadership of Diana Nemiroff. Committee meetings and deliberations were held in December 2008 and winners of these awards will be announced at the 2009 CMA National Conference.

Audit CommitteeWe have adjusted our fiscal year to be the calendar year. For audit purposes, a special committee is charged with liaison with the Association’s appointed auditor and to serve at arm’s length from CMA staff. In addition, the Audit Committee reviews the expense claims of the executive director and any atypical claims from other sources. No irregularities have been reported.

Audit LiasonMarcil Lavallée continued as CMA’s auditors and have prepared the 2008 Audited Financial Statements. Colin C. Eades continued in his role as the independent Board-appointed audit liaison for CMA.

Staff travels/liaisonCMA staff and board representatives regularly attend as many provincial and specialized conferences and events as possible. This year, CMA board and staff attended the Alberta Museums Association conference in September in Edmonton.
