ABouT us

THe PoRT oF london AuTHoRiTy (PlA) is A selF-FinAnCing sTATuToRy AuTHoRiTy.

Our prime responsibility is safety of navigation and conservancy on the Thames, from Teddington in west London out to the sea – a distance of 95 miles – where there are more than 30,000 commercial vessel and 200,000 leisure craft movements a year.

Our operations are financed principally by the fees paid by users; we receive no funding from government. Our main income streams are:

Conservancy fees: 37% • Pilotage operations: 33% • River works licences: 15% • Services provided: 8% • Other: 7%

Our charges are reviewed annually and, after consultation with stakeholders, considered and approved by the PLA Board.

Every November the annual ‘draw off’ sees the weirs at Richmond raised to allow routine checking, service and repair, which can only be carried out at low tide. With the weir gates raised, the river between Richmond Lock and Teddington returns to its natural tidal state. During the 2011 work, programmed checks identified the need to replace the main wires which support one of the weir gates. In order to carry out this extra work the draw off was extended for three weeks. Similar work will be done in this year’s draw off, for the other two weir gates.

ReFiT oF uPPeR disTRiCT lAunCHes wiTH PeTRol engines£39,500

Specially designed, low wash patrol launches were introduced for patrol duties upriver of Putney in 2007. After five years of service, the diesel outboard engines on the launches needed replacement. In the project, the existing motors were replaced with petrol engines, giving improvements in incident response speeds and a quieter ride, for crew comfort. During the refit the vessels’ hulls were also given a non-biocidal reduced friction hull coating, to help them slip through the water, thus reducing fuel consumption and emissions.

PlA sTRATegy

develoPmenT oF A new mooRing mAinTenAnCe vessel£5.9 million

During 2011 a team of PLA managers, engineers and salvage vessel crew established the specification and layout for a new Mooring Maintenance Vessel. The vessel is needed to replace the PLA’s two salvage ships – Crossness and Hookness – both of which are over 40 years old. Although versatile in their day, the ‘Ness’ boats were not designed for their current work on the river, or the challenges that might come in the future, and spare parts are no longer easily available. The design and specification of the MMV drew heavily on the expertise of the crews of the existing vessels and the innovation of our engineers. Consequently they will be more flexible, able to operate along the river up to Richmond, safely and more efficiently.

DentonWharfwasacquiredasthePLA’sMarineServicesbasein1993.Sincethenaprogressiveprogrammeofdevelopmenthasincludedrebuildingthejetty,installingaboatlift,buildinganewoffice,additionalwarehousingandshotblastingfacility.Thelatest£700,000project,whichinvolvedstrengtheningthequaywallandexpandingtheboatstorage/workingarea,bringsthetotalinvestedatthesiteoverthelasttenyearstomorethan£10million.DentonWharfisthebaseforthePLA’sMarineServicesoperationwhichprovidessalvage,diving,mooringandnavigationlightsmaintenanceservices.Thebaseisalsousedbyrivercompaniesforboatmaintenanceandliftoutforprojects,alongsidethecorePLAwork.

2011wasayearofsomenotableprogressbothforoperationsalongtheriverandforthePLAitself.Acrosstrade,travelandrecreation,useofandinterestintherivercontinuedtogrow.Thisisprogresstowardsourvisionofavibrant,safeandsustainableriverandestuary.

river usePorttradeincreasedduring2011by0.7milliontonnes(1.5%)to48.8milliontonnes(2010:48.1milliontonnes).Themixofcargoespassingthroughtheportcontinuedtoevolve.

Tonnagesofbuildingmaterials,suchascementandaggregates,recoveredstrongly(upby1.7milliontonnesto8.6milliontonnes).Thevolumeofunitisedtrafficthroughtheportedgedup(1%)to14.5milliontonnes,0.2milliontonnesmorethanin2010.FuelvolumesfellduetotheendingofcoalimportsatTilburyPowerStation,asdidthetonnageofmanyotherbulkcargoes,reflectingthecontinuingdifficulteconomicclimate.

Thenumberofchargeablevesselarrivalsintheportduring2011was9,396(2010:9,438).

Theuseoftheriverforpassengertransportcontinuedtodevelopthroughtheyear.WewelcomedtheadditiontothepassengerpiernetworkofStGeorge’sWharfinVauxhall,andCityCruises’orderofanew£3millionRiverLiner.Alreadyin2012theextensionofTowerPiermarksanotherstepintheextensivepreparationoftheriverfortheLondonOlympics.

Whiledevelopmentsinriverusewerepositive,wealsorememberwithsadnessthethreedeathsontheriverlastyear,inthreedifferentincidents.Wewillmakesureweembedthelessonslearntfromthesetragedies,furthertoimprovesafetyontheriver.

finAncesOuroperatingprofitfor2011fellby£2.0mto£5.7mcomparedwith2010,whenwebenefitedfromtwoone-offitems:thelicensingoftheworksovertheThamesatBlackfriarsstation,andthesalefordevelopmentofourlandatGreenwichpromenade.Operatingrevenueincreased5.0%to£46.5m.In2011werecruitedandtrainedmorepilotsinpreparationfortheopeningoftheLondonGatewayPortin2013.Whilewehadtocoverotheradditionalcosts,suchasthepensionsdeficitrepairpaymentsandPilotsNationalPensionFund-relatedlegalcosts,wecontinuedtokeepallcostsunderveryclosecontrol.

Oursurpluswasachievedevenafterpayinganadditional£2.6mintothemainPLApensionscheme,inaccordancewiththedeficitreductionagreement.SomeprogresshasbeenmadeinthelegalproceedingssurroundingthePilotsNationalPensionFund,withthewithdrawalofthefinalappealduringthefinalquarterof2011.WewillnowgetabetterunderstandingofthesizeoftheliabilitiesfacingportsintheUKandthePLAinparticular.

WesawthisinJanuary2012whentheCorytonoilrefinery,thePLA’ssinglelargestcustomer,wasplacedinadministration.Weareworkingwithotherstakeholderstofindalongtermsolutionforthisimportantbusiness.

Inspiteoftheuncertainty,otheroperatorscontinuetohavetheconfidencetoinvest.ThisisclearatthePortofTilburywhichissettoundertakeits£120millionnorthernextensionscheme,andatDPWorld,whoseLondonGatewaycontainerportontheEssexcoastisexpectedtoopenlatein2013.

Theriverplaysanessentialrolekeepingtwomilliontonnesoffreightoffthecapital’sroadseveryyear.WeprovidedtechnicaladvicetotheMayorofLondoninthereviewofsafeguardedwharvesandarecloselyfollowingitsprogresstowardsfinalisation.WebelievethatthestatutoryprotectionofwharvesinLondonisimportantfortheportcommunity,keepingpressureoffLondon’sroadsandtosupportthemostsustainableformoffreighttransport.

TheyearwasoneinwhichthelevelofactivityintheportwasstableandoneinwhichanumberofmajordecisionsweremadebyportoperatorsandthePLAwhichareastrongvoteofconfidenceforthemediumterm.TheinvestmentsintheOikossiteonCanveyIsland,LondonGateway,TilburyPowerStation,theexpansionofTilburyPortthroughthe“NEXT”projectandnewjettiesatVopak,CdMRPurfleetandFordareindicatorsoffutureopportunitiesfortheportasis theopeningofnewwharvesandterminals inLondon.

Itisinthatcontextthatwecontinuetoinvestinourpeople,sitesandequipmenttosecureasafeandsustainableriver.Ourgoalisalsotoensurethattheservicesthatweprovidetoportusersarecompetitiveandprovidegoodvalueformoney.Toachievethisweneedtoconsistentlyhavetherightpeople,intherightplace,withtherightequipmentattherighttime.Itissomethingthatcannotbeachievedwithoutchangesinthewaythatwework,norcanitbeachievedwithoutinvestment.ThatiswhywehavecommittedtoorderinganewMooringandMaintenanceVesseltogiveusgreateroperationalcapabilityandefficiencythanthevesselsitwillreplace.ItisalsothethinkingbehindourplanstobetterusethespaceinourGravesendofficecomplex,gettingasmanypeopleaspossibleworkingtogetherinasingle,modernbuilding.

TherecentdifficultiesatCoryton,whilenotattributabletotheport,underlinetheimportanceofensuringthatLondonremainscommerciallyattractivetoshippingcompaniesandterminaloperators.Afterconsultationintheautumnwithoperatorswedecidedto

implementachargesincreasefor2012wellbelowtheprevailinglevelofinflation.Thiswillsupporttheminaperiodoffragileeconomicconfidenceandunderpintheinvestmentweseeinmanyoperationsalongtheriver.

During2011wecontinuedtosupportmajorschemesontheriverwithourmarineexpertiseandtheservicesweofferontheriver,includingourworkingwharfatDenton,hydrographicsurveys,salvagerecovery,divingandsimulationsofoperations.

ThecomingyearwillseetheriverthroughcentralLondonbecomeastageforglobalevents,withtheunprecedentedriverpageantfortheQueen’sDiamondJubileefollowedjustsixweekslaterbythefinallegoftheOlympictorchrelay.OperationallytheriverpageantwillseeallcapabilitiesofthePLAputtofulluse.Wewillhave30vesselsontherivermarshallingtheflotilla,100staffworkingafloatandtheThamesbarriernavigationcontrolcentreoverseeingtheevent,whichwillstretchforsevenmilesalongtheriver.Whileweplanforthatuniqueday,wearealsooverseeingoperationsintheUK’ssecondbiggestportandhelpingplanfortheopeningoftheUK’sfirstpurposebuiltcontainerportinover30years.

Withthelevelofchallengewefacethisyearkeepingfocusedonsafetyisgoingtobekey.Lastyearwehada300-dayplusperiodwithoutaLostTimeAccident.That’sagoodbaselinefor2012;wewillcontinuetoputsafetyfirstineverythingthatwedo.

Sadly,therewerethreefatalitiesontheriverduring2011,oneintheaccidentinvolvingthetug,Chiefton,oneontheWoolwichferryandoneduringakayakraceupriverofRichmond.

Eachofthesedeathsontheriverwereshockingandtragicforallinvolvedand,havingassistedineachoftheaccidentinvestigations,weidentifiedanumberoflessonsthatwemustlearn,toimprovesafetyinfuture.

Thesedistressingeventsunderlinetheimportanceoftheworkwecontinuouslydotoidentifyandeliminaterisksontheriver,or,wherewecan’teliminatethem,managethemappropriately.

SafenavigationonthetidalThamesandtheestuaryisourfocus,whichwetakeveryseriously.That’swhyweencourageanyonewithanewproposalforusingtherivertogetintouchwith thePLAatanearlystage.Advicefromourharbourmasters,planningandenvironmentteamsisinvaluableforhelpingyouoryourorganisationtodeveloppractical,safeandsustainableplans.

PLA cArbon footPrintDuring2011wecalculatedourcarbonfootprintforthefirsttime.Thedata,calculatedusingCarbonTrust’scarboncalculator,showedthatourcarbonfootprintin2010was2,716CO2equivalenttonnes,12%less*thanitwasinourbaseyear,2005.In2011thetotalcarbonemissionsfromthePLAwere2,477tonnes.Thebulkofemissionswerefromvessels’fueluse.Wehavesetanobjectiveofreducingourcarbonemissionsbyafurther15%by2020.

Wekeepthemainshippingchannelsopen,co-ordinateshippingmovementsandprovideexpertships’pilots.

Vesselscallingatmorethan70terminalsontheThamesprovidetradeconnectionswithover 80countriesaroundtheworld.Theycarryeverydayessentialsthatkeepuswarm,clothed, fedandentertainedincluding:oil,meat,fruit,buildingmaterials,timber,carsandelectronicgoods.

ResearchshowsthatthePort’seconomiccontributiontothecapitalandsurroundingregionsamountstoover46,000full-timejobsand£3.7billiontotheeconomyeachyear.

ThetidalRiverThamesisattractinginvestmentofalmost£2.5billioninnewpassengerpiers,cargohandlingterminalsandvessels.

Totaltradethroughtheportroseby734,000tonnesin2011to48.8milliontonnes.Tradeslowedmarkedlyinthelastmonthsoftheyearaseconomicuncertaintyagainincreased.

Movementsofaggregatesintheportpickedupmarkedlyin2011,risingby1.7milliontonnes(26%)asconstructionactivityinLondonandthesoutheastpickedupandthemajorinfrastructureprojectsstartedinthecapital.
