This has been a year full of challenge and activity and also ofachievement and recognition.

The Oxfam International Make Trade Fair Campaign won an award bythe Washington-based Center for Global Development and Foreign PolicyMagazine; at the 5th WTO Ministerial Conference in Cancún, Mexico, WorldTrade Organization President Supachai Panitchpakdi urged Oxfam tocontinue our advocacy with rich countries and transnational corporations;the Cambodian Trade Minister asked all WTO delegates to read Oxfam’saccession report on Cambodia “to the very last page”; and at the time ofwriting, in October 2004, Oxfam Hong Kong Executive Director ChongChan-yau was honoured with a China Poverty Eradication Award by theChina Foundation for Poverty Alleviation.

Oxfam Hong Kong and several of our partner organisationsparticipated in the World Social Forum in Mumbai, and the WTO meetingin Mexico. We led efforts, which the Hong Kong SAR Government hasacted on, to ensure that underpaid outsourced workers get the salarythat is protected by law. We took quick action to assist migrant workerswho were not receiving services in the face of SARS in Mainland China,and we supported anti-SARS efforts with disadvantaged people right herein Hong Kong, too. We assisted people suffering from hunger in drought-affected Southern Africa. We’re educating youth in Hong Kong,Guangzhou, Shanghai and Beijing on the causes of poverty. We publishedfour books this year, on top of our magazines and newsletters. We’rehelping people in Burma and Indonesia to build a civil society, which is afundamental way to fight poverty. Over the year, we have managed atotal of 873 projects in 29 countries/administrative regions (including HongKong). We also responded to emergencies in 19 countries.

A key issue all year long has been world trade. Can it really lift peopleout of poverty? We have been working hard to ensure that trade is as fairas possible, through farmer- and worker-centred projects, building up thecapacity of community organisations, our award-winning Make Trade Faircampaign, and constructive discussions with government officials aroundthe world. With the next WTO Ministerial Conference to be held in HongKong in December 2005, we will assume a leading role in this effort amongthe Oxfam International family: The livelihoods of millions and millions ofpeople all around the world depends on a fair trade agreement beingsigned, and enforced. China is a major programme focus for Oxfam. Looking ahead, a newChina Unit will oversee our expansion there, from community programmesto disaster management, development education, policy research and bookpublishing. While China has achieved a significant reduction in povertyover the past 30 years, the rural-urban gap is widening, the plight of migrantworkers remains, and the AIDS crisis looms. These and other challengescall for a continued commitment from all sectors, and Oxfam is ready.

Lastly, we thank you for your support, which we need every day, tokeep up the momentum, and the funds, to run our programmes, and to paythe bills. As you know, most of our funds come from public donations, soeach one of our donors and volunteers and campaigners means a lot to us.

What did we Achieve this Year?Among our 735 development projects, 78emergency / disaster management projects, and 60development education projects, we advocated fairtrade at the NGO Forum of the WTO meeting inMexico, prepared to launch a labour campaign,assisted people against SARS, helped people inSouthern Africa and North Korea survive hunger,and more.

Where & How we WorkSince 1976, Oxfam Hong Kong has supportedprojects in more than 60 countries / administrativeregions, including Hong Kong; in 2003/04 alone, ourprojects reached 29. We have three main programmeareas: China, Overseas (mainly Asia and Africa) andHong Kong. We work primarily through communitygroups we call partner organisations with whom wedesign, implement and monitor the projects; we alsoadvise and assist in capacity building.

Advocacy An important feature of our variousprojects: We believe poverty and suffering isoften caused largely by in just ice andexploitation. Many of our projects aim toadvocate fair and pro-poor policies at the local,regional and international level.

Oxfam Works Hand-in-HandMost of the 873 projects are designed,implemented and evaluated by PartnerOrganisations, locally based groups with whomOxfam Hong Kong has built a good workingrelationship. These groups are primarily non-government organisations (NGOs), while some aregovernment departments or another Oxfam.Oxfam Hong Kong monitors the programmes toensure objectives are met and funds are usedproperly.

Oxfam Hong Kong & Oxfam InternationalA confederation of 12 independent Oxfamsaround the world, Oxfam International (OI) oftencombines its resources to address complexemergencies, undertake nationwide povertyalleviation projects, and increase impact in globaladvocacy. Oxfam Hong Kong is a foundingmember of OI, and is the only member in Asia.

for Oxfam Great Britain to useanywhere in the world as needed.

��Aim1

Eight hours a day, seven days a week, andat HK$2,400 a month, Mei (above) clearsgarbage for about 100 homes in a governmentstaff residence. Her monthly pay is supposedto be $3,000, but despite labour law, her pay isdeducted when she takes her Sundays off. Afterrent, water, electricity and gas, she’s left withabout $20 a day.

Mei’s situation reflects the plight of about50,000 people who work with companies ongovernment contracts their ’employmentpoverty’ is partly due to the government notsupervising their contracts. Low pay, long hours,no holiday... exploitation is common.

Oxfam Hong Kong has focused on this issuesince 2000. Partnering with academics andlabour groups (Cleaning Workers Union,Cleaning Service Industry Workers Union, andDr Cheung Chiu-hung of Department ofAppl ied Soc ia l Sc iences , Hong KongPolytechnic University), we started our work bycarrying out three surveys. Over half of theinterviewees of cleaning workers and securityguards working in public housing estatesreported a monthly wage of less than $4,000,and that some employers even illegally tookaway pay and benefits. Mei, and others, tooktheir case to unions, the Labour Departmentand the press.

Victory is in the making. In response to thesurveys, the Housing Department has promisedbetter supervision, and in May 2004, ChiefExecutive Tung Chee-hwa announced newguidel ines that Oxfam had advocated:companies on government contracts must paytheir employees the average wage in thatindustry. It’s very good news: this policy changewould translate into a 25-50% pay increase.

How are farmers faring with China’s accessionto the WTO? A report commissioned by Oxfamhas revealed that since China opened its market,11 million sugarcane farmers in Guangxi Provinceare at risk of poverty 11 million people whohad once worked their way out.

An Oxfam-funded study by the ResearchCentre for Rural Economy of the Ministry ofAgriculture of China, showed that in the firstseven months of WTO membership, sugarprices dropped by 35%, with farmers losing anestimated RMB2.95 billion (about HK$2.8billion). The adverse impacts are not the resultof market forces. It has been estimated thatthe EU depresses the world sugar price by 10-20% by its use of trade-distorting policies suchas export and production subsidies, andrestrictions on market access.

In September 2003, Oxfam presented theresearch at the WTO Meeting in Cancún, Mexico.The report was also shared with EU memberstates. Since then, it has received significantinternational attention, from the Chinese andoverseas media, and the China government,which saw the report as a reference to adjust itssugar production strategy.

Oxfam will continue to advocate fair tradearound the world as a means of poverty reduction.

In South Africa, AIDS causes about 25% ofall deaths, making it the No.1 killer. One out ofevery nine people is infected with the HIV virus.

In 1998, several Oxfam members started afar-reaching anti-HIV/AIDS programme whichnow supports 23 local community groups inAIDS prevention, health care, and advocacy ofawareness and relevant human rights. Safe sexis a main and necessary focus, yet it’s difficult,as it requires people to make changes in verypersonal behaviour. With the imbalance ofpower between men and women, it’s notenough, for instance, to persuade women tocarry condoms when many men flatly, firmly,refuse to use them. Direct service-orientedwork is also carried out, such as food provisionfor low-income families of AIDS patients.

An innovative project involves football/soccer players! We raise awareness among theyoung men and train them in HIV/AIDSprevention, and they then talk about AIDS in amuch more natural way than most NGO staffmembers ever could. In the community of BelaBela, a voluntary counselling and testing serviceis helping keep people alive. Sophia Maeokela,27, (pictured) used to feel hopeless abouthaving AIDS, but after joining a support group,she’s changed her perspective so much thatshe’s now an active campaigner against thedisease. The good news is that there is adecrease of the virus being seen in Bela Belaamong 18-25 year olds who take the test.“Without this project, I would have died a longtime ago,” she said. “This project has helpedme a lot.”

Zambia is the country with the highestpercentage of people living below the povertyline an astonishing 73%, or 7.5 million. There’sa definite cycle: one out of three children aredenied their right to go to school, and as adults,they’ll probably be illiterate and poor.

Oxfam has intervened in CopperbeltProvince by supporting eight new communityschools since 1999. Eradicating hunger continued to be achallenge last year. In southern Africa, hungercaused by the 2002 drought lessened to someextent, while in North Korea (DPRK), a foodcrisis has lasted for more than a decade. Weadopted strategies according to the verydifferent local contexts.

For immediate help in North Korea,especially through the long and cold winter,Oxfam and Caritas Hong Kong provided 2,500metric tonnes of rice to assist over 70,000pregnant women and nursing mothers for 135days. As food security (not food aid) is thepriority in order to lessen dependence, Oxfamalso provided Jadong Cooperative Farm witheco-friendly fertilisers, spraying equipment,hand tools and water pumps to increase yields.Possibilities for development projects are beingexplored.

In Kenya, Malawi and Zimbabwe, Oxfam ismeeting both short- and long-term needs.Water and sanitation projects are improvinghealth in Kenya, to minimise the negative effectof starvation on people’s bodies that werealready weakened by hunger. In Malawi, Oxfamand Islamic Relief are providing starter seedpacks for a well-needed second crop, low-techirrigation pumps and boreholes, and trainingcourses. And thanks to the partnership ofOxfam and five local groups: Dabane Trust,Farm Community Trust of Zimbabwe, ChristianCare, Catholic Development Commission andZimbabwe Project Trust, 60,000 farmers inZimbabwe now have a seed pack for theupcoming planting season.

In early 2003, Severe Acute RespiratorySyndrome (SARS) emerged and eventuallyclaimed the lives of hundreds of people in theregion. Oxfam Hong Kong launched six projects(with one supplementary project) in mainlandChina and over 20 in Hong Kong.

Migrant workers in China’s urban centreswere particularly at risk, as many were deniedSARS prevention services without a registeredurban permanent residence. In Beijing, Oxfam’spartner distributed materials such as facemasks, thermometres and sterilising liquid; wealso helped people establish self-help andmutual support mechanisms, provided disastermanagement training and mobilised the mediato cover the issue. Altogether, 16,000 peoplebenefited. We also distributed 5,000 healthinformation leaflets among migrant workers inBeijing, Hebei and Inner Mongolia.

In Hong Kong, Oxfam launched Walk forHealth (see p.26) to raise funds for dis-advantaged groups and awareness in thecommunity on the concerns those people arevoicing. Donations helped us assist over 45,000people. We provided face masks, bleach,alcohol and liquid detergent for residents onpublic assistance, elderly people living alone,chronic patients, low-paid and migrant workers,and low-income minority residents. Projectsalso strengthened the organising network oflocal groups; for instance, they wrote to theChief Executive of HKSAR to seek bettersupport in the fight against SARS.

Oxfam’s expertise in water provision andsanitation facilities was tapped to assistcommunities, specifically to guard againstepidemics. When the post-Suharto governmentintroduced its decentralisation programme in1998, a chance came for civil society to grow,and in 2001, Oxfam Hong Kong begansupporting local groups to fully participate intheir communities.

One such project is with the Bandung-basedNGO, the Indonesian Partnership on LocalGovernance Initiatives (IPGL), which Oxfam hassupported since 2002. Its new Folk Schools with such groups as hawkers, drivers, sexworkers, and others are demonstrating theprinciple that when people come together andshare their ideas, their concerns, their voices,and their time and energy, change can happen.And poverty can be reduced.

Oxfam enables people to be decision makers through training community

groups in governance and organising... supporting NGOs to lobby at critical meetings where decisions

and strategies are made... raising awareness of civil rights... EVERY EFFORT COUNTS, as governments

and corporates often do not consult poor people and do not prioritise their interests. In Southeast

Asia, farmers have suffered from growing the so-called ‘miracle rice’ that was introduced about 20

Vilgonet, the short name for VillageGovernance Network, is another component ofthe Initiative. Vilgonet builds and strengthensa network of village leaders across the country,a network through which village leaders canshare experiences in governance. A goal is todevelop a collective voice when respondingto government policy. There have been threeOxfam-supported national Vilgonet meetingsat which village leaders, legislators and NGOactivists participated. One encouragingsuccess is a significant increase of a district’sannual village development fund allocation,ranging from 20 million to 80 million Rupees(HK$ 20,000-80,000).

In many places around China, a policemanresponds to a woman being beaten by herhusband: ‘What couple doesn’t argue? Womenare sometimes at fault, and hitting her may solvethe problem. Just don’t hit her too hard.’ Theofficer does not stop the beating, so how can awoman’s rights be ensured? How can her verylife be secured?

These problems are all too prevalent indomestic violence cases. However, some policeofficers in China have been changing theirattitudes and their intervention approaches afterbeing trained on gender equity and how toprevent these cases. Over the year, Oxfam HongKong has supported five programmes across thecountry to enhance gender equity and protectwomen’s rights. These projects go beyondworking with the police.

We have been working with one partnerorganisation, Beijing-Tianjin Facilitators Team onGender and Development, since 1999. We firstsupported their training sessions with such groupsas government officials, judges, women’sfederation workers, and journalists. More recently,the focus has been on capacity-building for theTeam itself, to enable them to better facilitategroups and to support the organising of eventssuch as the annual conferences of the NationalNetwork of Gender and Development. Oxfam hasalso enabled relatively newer organisations toattend or organise the conference, so as tofacilitate their growth, too.

The work of the Beijing-Tianjin Facilitators Teamhas made significant impact. In November 2003, itlaunched a training programme in Hebei Provincefor policemen, judges, procurators and teachers,all of whom learned how to better deal withdomestic violence cases they face in their work.After the training, some local groups not onlyinitiated the White Silk Ribbon Campaign, but also

Empowering women migrant workers isanother major task in China, and globally, too.

In 2003-04, we supported the RightsDepartment of the Guangdong Women’sFederation to produce the pamphlet, 20 Q &Aon Women Workers’ Legal Rights, and thebooklet, 100 Q &A on Migrant Women Workers’Legal Rights, which outline the rights of urbanworkers. These include: an employer cannot takeaway a migrant worker’s identity card, anemployee can learn how to calculate payment ofovertime work, and women workers cannot beprevented from marrying by their employers. Thisproject also includes training on rights awarenessof workers and hotline services.

People generally think tourism helps poorpeople. But is this always the case? More than200 students and teachers reflected on thequestion by taking a 30-minute journey througha six-stop tunnel that simulated developingcountries. In the tunnel were porters, carryingtourists’ heavy luggage up rugged mountainsin Nepal for a measly payment; touristsshopping at foreign-invested chain stores ratherthan locally-owned ones; tourists requestingperformances fitting their own tastes ratherthan respect ing indigenous cu l tures;governments investing in tourism but reservinglittle for poverty alleviation.

This was an activity at the kick-off of theGlobal Citizenship (GC) Campaign in November2003. The event at Kowloon Park, attended byabout 1,000 people, motivated youngsters tobe concerned with poor and disadvantagedpeople, to be willing to build a fairer world inshort, to be a global citizen. More than 200youngsters, some of whom have joined theannual youth training programme, Oxfam Club,came on stage to pledge their commitment tofight poverty and related injustices. There wasa tremendously creative effort to design boothsand exhibitions that would display how povertyhappens and what can be done to end it. Thiswas done in such a way that engages youth,not bore them with irrelevant facts, alienatethem with too much jargon, or condescend tothem with heavy-handed propaganda.

Other programmes of the Campaignincluded spreading the educational message toschools through leaflets and calendars,publishing 4,000 copies of a research report onGC education in Hong Kong and Shanghai,running an exchange between educators inimplementing GC in the two cities, and holdingtwo seminars for 150 educators in Hong Kongand more than 200 educators in Shanghai.

Oxfam Hong Kong’s publishing arm isdirected by two of the agency’s aims: topromote the right to be heard (Aim 4) andglobal citizenship (Aim 6).

Six years ago, we began the Oxfam Bookseries and now have 14 titles 12 in Chineseand 2 bilingual Chinese-English. We’ve editedbooks on globalisation, the poverty gap, trade,labour, education, environment, technology,and on r ice. We’ve also discussed ourcommunity development experience in China,Africa and Vietnam (see table below).

On the magazine side, we publish Mo Kung(a quarterly in Chinese formerly called Oxfamin Action) and Oxfam Magazine (issued twice ayear in English).

For the first time, we joined the Hong KongBook Fair (July 2003), and later, the BookFestival (December 2003). The two eventsgenerated a revenue of $49,000 and recruitedover 600 monthly donors.

For the 22nd year, Oxfam Trailwalker was agreat success. In 2003, we broke two records:the most raised ($22m) and the most teams(980). Trekking the hilly 100km MacLehose Trailmay not always be fun, but finishing the 48-hourchallenge is a high of a lifetime. Chris Moon, asurvivor of the Khmer Rouge and a landmineblast, was an inspiration: he completed the Trailin 28hrs 10min and won the State StreetOvercoming the Odds Award.
