This Health, Safety & Environment (HSE) Plan describes the HSE Program of ABDULLA NASS & PARTNERS CO. LTD. shall be implemented in all of their

projects for the safety of personnel, equipment and protection of the environment.

1.3 OBJECTIVES

This HSE management Plan is an integral part of the overall HSE Managementsystem for the Project developed by the client. This plan explains theadministrative system for the control of all project activities related to HSEmatters.

2.0 HEALTH & SAFETY POLICY

ABDULLA NASS & PARTNERS CO. LTD.  firmly believes that their employees

are its greatest assets.

The ABDULLA NASS & PARTNERS CO. LTD. gives equal importance to Health,Safety and Environment Policy like any other business policy of the company andshall not sacrifice safety for the sake of ostensible high production.

The ABDULLA NASS & PARTNERS CO. LTD. shall pursue Health, Safety andEnvironment Policy in line with the client, local laws and international standards.

The ABDULLA NASS & PARTNERS CO. LTD. shall provide safe and healthyworking conditions including all necessary safety and personal protective

equipment while maintaining efficient production without detriment to theenvironment.

The ABDULLA NASS & PARTNERS CO. LTD. shall provide safe working systemcoupled with adequate safety training to create safety awareness so as toinculcate safety consciousness amongst employees to ensure prevention ofaccidents.

The improvement in safety in a project site is a continuous process with a directthrust on employees to make conscious effort to do so.

3.0 ENVIRONMENT POLICY

The ABDULLA NASS & PARTNERS CO. LTD. aims at carrying out all activitieswithout disturbing the ecological balance. The ABDULLA NASS & PARTNERSCO. LTD. organizes training programs to educate its people in the use of latesttechniques for prevention, appraisal and restoration of the environment.

The ABDULLA NASS & PARTNERS CO. LTD. strives to develop and provideservices to its customer, protecting the natural resources and keeping in mindtheir impacts on the environment.

The ABDULLA NASS & PARTNERS CO. LTD. is committed by this policy to notonly abide by the prevailing legal requirements but also to further enhance thecause of cleaner and healthier living.

4.0 ORGANIZATION & RESPONSIBILITIES

The ABDULLA NASS & PARTNERS CO. LTD. has the ultimate responsibility forthe health and safety of personnel and for minimizing environmental impact of thework.

The Project Manager shall review HSE management plan and construction

procedures and ensure that they meet the Owners policy and performancestandards.

4.1 PROJECT MANAGER

Has overall responsibility for HSE performance of the project, includingconstruction. Makes it clear that health, safety and environment in lineresponsibility. Holds employees accountable for their performance in HSEEnsures that all significant HSE risks have been identified and those procedureshave been implemented to reduce the risks to as low and reasonably practicable.

 Arrange, implementation of safety Policies, objectives and targets & monitors theircompliance. Assumes overall responsibility on matters pertaining to safety withregard to project execution. Demonstrates by example his commitment andpersonal concerns for HSE matters.Ensures that all accidents, occupational illness and environmental incidents arepromptly investigated.

4.2 RESIDENT CONSTRUCTION MANAGER/SITE MANAGER

  Will report to Project Manager

  Responsible for the Safety of all construction personnel, including subcontractors.

  Responsible for ensuring that all plant and equipment used during construction isregularly inspected and maintained and is in a safe working condition.

  Ensures that construction personnel have the relevant competency andexperience of safe execution of the work.

  Ensures work procedures contain Safety requirements and that hazards areidentified, assessed, properly managed and is understood by supervisors /workers.

  Tours the work sites to ensure a high level Safety awareness among the workers

is maintained. Attends site weekly Safety meeting and ensures construction site Safety concernsare addressed

  Enforces requirements for equipment and machinery at the work sites to beinspected by a competent person and such inspection findings are documentedi.e. equipment passport system.

  Encourages and supports his supervisors to execute safe working practices.Managing all subcontractors to ensure that overall safety compliance is achieved.  

4.3 HSE MANAGER / SAFETY ADVISOR

Will assists management in promoting and maintaining good control includingprovision and use of protective clothing & equipment to ensure that variousactivities are conducted under safe conditions to eliminate hazards such as injuryto personnel and damage to equipment.

 Assists management in identification of potential hazards, preparation ofemergency plans and safety organizations advises on implementation of localstandards, codes of practice, regulations and other recommendations in relationto the method statement prepared by the line management and suggestimprovements needed before the job execution.

 Advise employees on all matters affecting accident prevention & implementationof safety policy including training the employees on safety to ensure that theyunderstand the safety requirement and strictly follow safety procedures.

Selects the subjects for toolbox topics and organizes talks on the same. Makesregular inspections to identify unsafe working practices, conditions and firehazards, reports on results of inspection and recommends necessary measuresfor remedying unsafe events.

Provide necessary accident investigation report, cause of accident and findings;and control measures to prevent recurrence. Organizes safety promotional

activities.

Keep liaison with other agencies such as medical & health facilities, fire fightingand Security in general relevant to safety implementation.HSE Manager will have qualification and experience to implement the safetyrequirements accordingly.

4.4 SITE SUPERVISOR

  Shall report to the Resident Construction Manager.

  Conducts his daily work supervision with Safety requirements as a priority. 

  Carries out toolbox meeting to ensure his work crews are made aware of hazardthat may be encountered on the job and adhere to hazard management controls.

  Makes sure all work crews are issued with the required Safety wear & haveattended the initial Safety induction.

  Monitors and observes that work crews are practicing safe work standards andraises their safety awareness.

  Carries out daily checks to ensure that hand tools and equipment are in goodworking condition and log of such checks is maintained.

  Maintains the work site housekeeping in an orderly manner. 

4.5 SUB-CONTRACTORS

  Must attend both Owner and ABDULLA NASS & PARTNERS CO. LTD. Safetyinduction briefing.

  Be fully equipped with the required standard safety wear & gear whenever present onthe work site.

  Workers must be supervised and attended to by a full time competent supervisorapproved by the Construction Manager.

  Must obtain an approval permit to work before carrying out work in the Owner’spremises.

  Takes all necessary precautions to ensure that their activities would not affect otherfellow workers, any third parties in the premises or cause any damage.

This comprises section In charges, The Project Manager as chairman and safetymanager functioning as a coordinator. The objective and scope of the committeeis to translate Health, Safety & Environment policy and programs of the company

into action through various departments/ safety committees. Review of safetyperformance of project along with the compliance status in respect of statutoryrequirements. Discuss and initiate action on deviation of laid down procedures asand when required. Examine safety audit reports, safety suggestions and takeappropriate action for possible implementation. Review of accidents, dangerousoccurrences and sick reports and take appropriate action.

Ensure adequacy of safety training, safety and Health promotional activities atwork place.

The frequency of the meetings shall be once a month.

5.0 HSE OBJECTIVES / TARGETS

The safety objectives are to ensure the project shall be carried out withoutcausing injuries or illness to personnel, and damage to property or environment.

  Provide a safe working environment

  Ensure the safety of all personal within or area of work.

  Protect the public from injury.

  Prevent loss or damage to property resulting from on activities.

  Comply legislative regulation.

 ABDULLA NASS & PARTNERS CO. LTD.’s HSE targets for the project are: -

6.0 IMPLEMENTATION OF HSE PLAN

This section outlines the HSE PLAN with a specific and schedule programmed ofactivities, which shall be implemented as the means to achieve the Safetyobjectives and targets.

6.1 NEW EMPLOY INDUCTION

This is imparted to all employees before engaging them on job. All managementpersonnel including site engineers and supervisors from the company as well as

sub contractors shall receive this training and in turn they should train theemployees working under their control with the help of site safety officers.

Topics to be discussed in the Induction training program shall include but notlimited to the following.

1. Company safety policy.2. General philosophy of accident prevention.3. Site safety organization.4. Emergency procedures.5. Accident reporting system.6. General Safety rules and regulations of the site.7. Good Housekeeping8. Environmental awareness.

9. Job Safety Analysis10. Safe work methods / Method statements.11. Job specific safety instructions12. Material handling13. Scaffolding.14. Working at height.15. Crane operations, lifting & slinging.16. Excavation.17. Handling of electrically driven equipment.18. Operations in confined space.19. Vehicles and traffic control.

20. First aid.

6.2 TRAINING AND TOOLBOX TALKS

Contractor shall be organizing daily tool box talks to work groups on varioussubjects to prior to start of work inculcate safety philosophy. The safety Engineerand assist line supervisors in organizing such talks at regular intervals shallprepare subject for the same.

6.3 RISK ASSESSMENT METHOD STATEMENT AND SAFE SYSTEMSOF WORK

RISK assessment identifies potential hazards that may lead to accidents whileperforming a task. It helps to identify necessary precautions to be taken by theline management to eliminate or guard against such hazards, before starting the

 job.

While selecting jobs for conducting risk analysis the priority is given for the taskswhere more accidents have taken place. The task having potential for seriousaccidents even though there may not have been accidents yet is considered next.

Further, new activity that might not have been previously carried out is studied.

The supervisors involve skilled operator who knows the job thoroughly and hasproper attitude towards conducting the job safety analysis so that all the peopleconcerned with the assigned task are fully involved in safety plans and programsand get their co-operation needed.

Successive steps required for completing the task to be performed are identifiedfor conducting risk analysis. The potential hazards associated at each step ofoperation are recognized and necessary precaution taken to eliminate or to safeguard against such hazards and thus establish safe method of work.

6.4 AWARENESS & PROMOTION

To promote safety awareness amongst all levels of employees Contractor shall beorganizing safety promotional programs that shall include but not limited to thefollowing:

Display of safety posters relevant to the activity in the work area. Provide safetyperformance display boards at suitable locations in which safety statistics, safetymessages, action items arising out of safety meetings etc. shall be displayed.

Toolbox talks are conducted on various subjects to the work groups periodically.Safety Newsletters shall be published and distributed amongst all employees. Acomprehensive incentive program shall be evaluated and awards shall be given tooutstanding performance achievers in safety.

6.5 PERMIT TO WORK SYSTEM

Prior to starting the work, the Contractor must have a valid work permit:

  Either in the form of an order or work assignment supplemented by writtenwork permits of the Owner. Provided a representative of the Owner is

continuously present.  Or in the form of an order or work assignment for works at or in the vicinity

of existing job. Provided a representative of the Owner is continuouslypresent.

  Or in the form of an order or work assignment for works other thanforegoing.

The owner’s work permits must be issued for a well-defined working area andmust be requested prior to the start of the works. All special instructions must bein the permits must be strictly observed.

Carry out works without a valid work permit or outside the working are asdescribed in the permit will be considered a serious breach of the safety rules.

6.6 JOB SITE VISITS/ INSPECTIONS / AUDITS

Contractor shall carry out Site safety inspections to keep informed about thegeneral level of safety efficiency, trends of accidents, consequences of unsafeconditions or unsafe practices with a proper perspective for taking effective actionto promote safer and healthier work places, and induce greater awareness of theimportance of health safety and welfare at work on the part of all concerned

6.7 HSE COMMUNICATION

Sufficient means of communication to allow the owner and / or support servicesto be immediately informed in case of accident.

6.8 PERSONAL PROTECTIVE EQUIPMENT (PPE)

a) Employees are required to wear hard hat at and at all times with the chinstrapduly adjusted as required. No drilling, tampering or changing the shape of thehard hat in any way is permitted. The safety helmet should be fitted on thehead in such a way that there should be a gap of 35 mm between the head

and the shell.b) Employees are required to wear steel toe safety shoes at all times for all

activities other than those in the concrete related areas. For concrete relatedareas employees are required to wear gum boots. No slippers, bare toes arenot allowed at any time.

c) Employees are required to wear Face shields / Safety glasses when buffing,grinding, handling hot materials and when there is a possible eye hazard inthe work being carried out.

d) Employees are required to wear suitable working dress (uniforms) whereprovided and ensure that the buttons are properly secured while working.Loose garments, loose sleeves, and other clothing hanging from the body are

strictly prohibited.e) Employees are required to use suitable respirators/gas masks for protection

against harmful dusts, chemical vapors, toxic gases and to work in Oxygendeficient areas (e.g. confined spaces) etc.

f) Employees are required to use safety nets, safety belts, harness, lifelines etc.while working at higher elevations where it is not practicable to provideworking platforms.

g) Employees are required to use suitable hand gloves for protection of handsfrom cut injuries, chemical burns, hot burns etc. while handling such harmfulsubstances / materials.

h) Employees are required to use ear muffs and earplugs for the protection ofears from higher noise levels.

6.9 CONFORMANCE MONITORING AND CORRECTIVE ACTION PROGRAMME

 All site supervisors shall be continuously monitoring the work crew to ensure thatthey are conforming to safe work practices.

 Any cases of unsafe practices and non-conformance spotted shall be intervenedand counseled tactfully.

6.10 EMERGENCY PLANNING AND PREPARDNESS

Emergency procedures should be laid down clearly and employees are instructedregarding the action to be taken by them in case of an emergency.

6.11 INCIDENT REPORTING & INVESTIGATION: 

 All accidents/incidents having potential of the above shall be immediately reportedto the Owner and / or his representative in the prescribed format, and all suchincidents will be thoroughly investigated by the Safety Engineer & the Projectmanager to establish primary and contributory causes. The recommendations of

the accident/incident investigation report shall be implemented and monitored foreffectiveness.

6.12 PERFORMANCE/STATISTICS REPORTING:

Contractor shall provide the Owner or his representative with weekly or monthlyreports of HSE performance, including injury and occupational illness andenvironmental statistics, details of safety, health and environmental incidents andthe results of monitoring effectiveness of HSE management elements such astraining, toolbox talks, inspections of equipment, housekeeping.

7.0 HEALTH / HYGINE STANDARDS & PRACTICES

7.1 General Health and welfare of workers

 Accommodation for the staff and work force with adequate number of toilets,bathrooms, washing facilities, kitchen, dining, etc. shall be provided nearer to thesite.

 Adequate supply of water with, drinking water centers on site shall be provided.Electricity shall be provided for 24 hrs. A day for lighting and back-up generatorsshall be provided where necessary.

General contract regulations shall be strictly complied with regarding the disposalof waste, garbage etc. and sewage system.

Sewage system including proper sanitation arrangement and garbage disposalshall be installed for both staff accommodation as well as workers’ camps. 

 Adequate lighting to be provided inside living areas and in the premises.

Proper transport facility to reach the employees to the job site.

Good visibility access at site entrances to all plant and personnel to enter andleave the site safely shall be made.

 Adequate warning at entrances and exits where necessary shall beprovided.

7.1.2 Drinking water

Contractor shall provide sufficient potable water at work site as well as at camps.

Water shall be stored only in clean & rust proof water tanks mentioned for thepurpose.Solubility of drinking water shall be decided by chemical / biological analysisreport.Temperature of drinking water shall be maintainedRegular analysis of water to ensure the portability.

7.1.3 Garbage disposal

 A suitable means for garbage collection and disposal. Arrangements will be madefor a daily collection of food wastes from all food establishments and for not lessthan a twice weekly Collection of refuse from living quarters and work sites.

7.1.4 First Aid Facility

 Adequate first aid facilities with required medicines and equipment required as perthe contract requirement shall be provided at work sites, office and all projectvehicles to cater any incidents occurring. Any injury arising during course of workshall be attended at site, provided that is of minor injury by the qualified first aidpersonal (male/ nurse) available at site. If the injury requires proper medical

attention and needs a qualified doctor (like in case of trauma cases or eye injurycases) the injured persons shall be shifted to nearest hospital immediately.Every first aid box shall be distinctly marked with a red cross on white back

ground.First aid trained person shall be available at each site.Emergency vehicle equipped with emergency items shall be designed fortransport by emergency cars.

Details of all hospitals are furnished in the Emergency Plan.

8.0 SAFETY STANDARDS & WORK PRACTICES

8.1 WORKING HOURS

The working hours at site are fixed for 8 hours at the initial stages of the project.

Work will start at 6:30 in the morning, with 15 minutes tea break in-between.Lunch timings are fixed from 11:30 to 1:00pm. Afternoon working session is from1.00pm to 5.30pm with 15 minutes recess for tea break in-between. Work timingcan if required and approved be extended further as per project requirement.

8.2 PERSONAL BEHAVIOUR

 All employees of contractor shall behave correctly and necessary courtesytowards his colleagues, employees of other Contracting parties and

subcontractors representatives of the Owner and third parties. Any personmisbehaving shall be liable for disciplinary action.

 All unsafe conditions and acts shall be brought to the notice of the Owner or hisrepresentative and their recommendations shall be complied.

No existing installations of the Owner or third-party’s shall be forbidden.

8.2.1 BAN ON ALCOHOL, DRUGS & SMOKING

 ABDULLA NASS & PARTNERS CO. LTD. will not allow any of its employeespossessing any alcoholic beverages, Drugs and narcotics at worksite or workingunder the influence of Alcohol, Drugs or any Narcotic substances at work site. Ifanybody is found possessing any alcoholic beverages, Drugs and narcoticssubstances or working under the influence of such substances, such persons willbe immediately fired from the site. Such removal shall be notified to allemployees in the site as a warning to others.

 A designated area for smoking shall be demarked.

To the imposition of Smoking ban nearby the vehicles and worksite machines within the enclosed installations. Contractor shall take disciplinary actions againstpersons violating the above including that of removal of such persons from the

site.

8.3 Personal Protective Equipment

Suitable Industrial dress shall be provided to the work force working at theconstruction site re provided.

Safety Helmets: All employees working on this project shall be provided with a safety helmet ofgood quality and condition.

 All work forces shall be given a pair of safety shoes with steel toe caps.

Safety Goggles & Face Shields:Suitable safety goggles and face shields shall be used for the protection of eyesfrom U-V rays and face from flying particles, dust, chemical splashes, etc.

Suitable Respirators/ mask shall be used for protection against harmful dusts,fumes, mist, chemical vapors etc.In case of oxygen deficiency SCABA (self contained breathing apparatus) shall beused.

Suitable Gas masks shall be used for the protection against toxic gases and to

work in Oxygen deficient areas (e.g. Confined spaces).

Safety nets, Safety belts, Harness, Lifelines etc. shall be used while working athigher elevations where it is not practicable to provide working platforms.

Suitable hand gloves shall be used for protection of hands from sharp, heavy, andabrasive, chemical burns, hot burns etc. while handling such harmful substances /materials.

Ear Muffs, and Ear Plugs shall be used for the protection of ears from highernoise levels, exceed 85 db or a continuous (full body hear mask)

Safety Belts shall be provided to all workforces working at heights above 1.8-mtrheights from ground level.

8.4 Housekeeping

Proper order shall be maintained at work site. Waste collection and wastedisposal system shall be established right from the beginning of the work at site.

Special precautions shall be taken while disposing of harmful material.

Suitable bins shall be provided at convenient locations for depositing the waste.

Passageways and walkways should be kept clear from all obstructions.

 Adequate lighting facilities shall be provided in the working areas.

Proper arrangements shall be made for cleaning and disinfections of all sanitaryfacilities.

8.5 FIRE PREVENTION & PROTECTION

 All storage areas for flammable liquids, gas cylinders, explosives etc. shall belocated well away from work site at designated places and away from field offices,welfare facilities and from any ignition sources.

No smoking signs shall be prominently posted at such storage areas. Adequatenumber of suitable fire extinguishers shall be provided at all prominent locations.

 All personnel will be trained in using portable fire extinguishers.

8.5.1 FIRE PERMIT

In normal mechanical works, which involves naked flame, viz. work with Acetylene, Propane, Butane gases and welding work no written permit shall besought by the contractor. Only formal intimation to the Owner or hisrepresentative shall be given about the details of the day’s work.

 All Special instructions stipulated by the Owner / his representative in the permitsshall be strictly adhered by the contractor and also treats the area as NOSMOKING zone. Contractor, in addition to the above also shall keep suitablemeans of fire extinguisher while carrying such works.

8.6 WORKING AT HEIGHT

 All works beyond 1.8 meter height shall have proper fall prevention systems viz.Scaffoldings, platforms etc. apart from the above all personnel shall be providedwith safety harnesses as line of defense.

 All scaffolds and ladders shall be inspected by Designated Competent personbefore allowing personnel to work at heights.

8.6.1 LADDERS

 All ladders shall be of proper length and in good condition. Ladders with brokenor missing rungs or steps, broken or split side rails, or with other faulty ordefective construction shall not be used in this project. Any ladder with suchdefects are discovered, shall be withdrawn from service immediately. Single andextension ladders are designed for use in a nearly vertical position and not to beused in horizontal position. All ladders shall extend at least 1m above the level tobe served.

 All ladders shall be placed at a maximum verticality of 4:1 (4 vertical to 1horizontal) having clear access at top and bottom. While ascending ordescending, the user shall face the ladder, use both hands and place his feet nearthe ends of the rungs rather than the middle.

8.6.2 SCAFFOLDINGS

 Any work to be carried at height requires a platform; contractor shall erect aproper scaffolding of impeccable condition, with proper handrails, mid rails, andtoe boards. Designated Competent person shall inspect all scaffoldings before

allowing anybody to work upon them. Only tubular scaffolding will be used on thisproject.

8.7 HOISTING WORK

 All crane operation or hoisting work shall be carried out under the supervision ofrigger (foremen).

8.7.1 Hoisting gear & hoisting material:

 All machines brought to the site for Hoisting works shall be provided with health

certificate after duly inspected by contractor’s equipment in charge before put in touse. The capacity of device shall be ascertained before using the same. Hoistingequipment such as hoisting straps, chains, steel ropes, hooks and clamps shallbe of good construction and without any defects. Only a skilled operator will beallowed to operate the hoisting equipment.

For any critical load the brakes, boom, hook, wire ropes and pulleys, ropeanchoring shall be inspected thoroughly before the lift to ensure the crane’s safe

operation by a maintenance person. All Mobile cranes shall be parked on hardsoil or strong base. They shall not be placed near the edge of a pit or whereexcavation is in progress.

The crane operator shall always operate the crane with the help of a well-trainedsignalman who renders proper signaling. Tag lines shall be used while hoistingheavy and bulky materials.

The equipment maintenance department in charge and safety engineer shall carryout a periodical checkup of crane wire ropes, slings, and shackles for any defects.

 Any faulty tools and tackles are replaced immediately

8.8 ARC WELDING

Electrical shock, burns, fires, hazardous radiation and fumes are   major risksinvolved in welding. Electric shock may arise due to poor earthing. Leads andreturn lead shall be maintained without any breaks. In addition to this, the jobshall be grounded to the main earthing. Body earthing for the welding machine isto be ensured.

The inspection lamp provided to the welders should be preferably of 24 V type toreduce the shock hazard. Except the electrode holding jaw, the remaining part ofthe welding holder shall be fully insulated.

 All combustible materials such as oil, paint, rags, etc., shall be cleared off where

welding operations are likely to be taken up. Before commencing any hot work inOwners installations, a written permit shall be taken from the Owner or hisrepresentative in the prescribed format available at such installations. Allprecautions laid down for carrying operations in such enclosures shall be fullycomplied with.

 At the end of the job, before leaving the place of work, smoldering fires, if any,shall be put out. All cable joints shall be made very rigidly and properly insulatedto avoid the cables getting heated up or producing sparks leading to fire hazards.Before permitting entry into closed spaces minimum oxygen for safe breathingshall be tested by sampling. Welding in closed containers shall be commenced

only after the adequate ventilation and after ensuring that there are no toxic casesinside.

There will be radiant heat while working on preheated job.

Eye injuries are most common in welding. It could be caused due to seeing thearc welding rays directly / indirectly and cutting flames with naked eye.

 A welding shield or a welding helmet, made of fiber glass, dark in color and fittedwith a proper shade filter glass protects the welder from radiation, spatter and hotslag, fumes that emanate during welding, flying material while removing excess

metal and slag.

8.9 ACETYLENE WELDING & CUTTING, PROPANE & BUTANE BURNERS

 All welding & cutting equipment used on this project shall of standard and goodcondition and installed stably and sturdy manner. All butane & propane gasbottles shall be kept stably in such a way that they are not tipped off.Check valves (flash back arrestors) both end of the hose and torch should beinstalled at the torch and each hose to prevent back flow of gases.

Proper blowback devices shall be installed on Acetylene cylinders. All hoses shallbe off impeccable condition. Proper inspection is made every day for anyphysical damages. Suitable Fire extinguishers shall be kept at site while theworking with naked flame.

8.9.1 GRINDING 

Ensure guard on grinding machine. Use of PPE like safety shoes, face shield,grinding goggles, hand gloves, Ear plugs, Mask, face shield etc. Special care shallbe taken during overhead grinding. Work area to be cordoned. Minimum requiredpersons to be kept near and eye protection goggles to be used by them. Provision

of barriers for protection of flying material during grinding work. Check the grindingwheel fitting before grinding should start. Visual inspect wheel for cracks/ expirydate/ RPM.

8.9.2 BLASTING CLEANING

 Area to be appropriately covered to avoid the spreading of dust in surroundingarea. Proper PPE must be used, i.e. Body apron, dust mask, Hearing protection,face shield, safety glass.

8.10 ELECTRICITY

 All Electrical equipment including all generators, distribution panels, hand toolsshall be inspected by qualified electrician before put in to service and fixinspection tag.

 All distribution panels shall be closed at all times while in use. And all connectionsshall be only through waterproof plugs.

ELCB & MCB should be provided on all DB’s and main switch board.

 All cables used shall be off good condition and of standard make. Where traffic islikely to run over the cable it will be protected with a sleeve and shall be buriedunder ground.

 All electrical equipment shall be earthed properly. And all hand tools/power toolsshall be off double insulated type.

The central electrical site installation shall be fitted with a suitable earth switchwith a circuit breaker, good rating fuses, MCB shall be required.

8.11 EQUIPMENT (Plant & Machinery)

 All equipment used on this project, regardless of their usage shall be ofimpeccable condition. And always-kept in orderly manner. Regular maintenance /Health check of P&M shall be carried out to keep the equipment in workingcondition and to avoid any breakdowns.

No safety device that is originally part of the equipment shall be removed underany circumstance. If necessity arises such removal shall be notified to the Owner

or his representative.

Working on energized circuit/ live wire is strictly prohibited.During working nearby overhead electrical lines have careful observation formovement of earth moving heavy equipments.

8.12 STORAGE OF HAZARDOUS MATERIALS (FLAMMABLE LIQUIDS/GASES) 

One Centralized in each spread shall be established and the same shall benotified to the owner or his representative.

Location of pipe storage yards shall be notified to the Owner or his representativeas and when lease agreement with the landowner is completed. All storage areasshall be kept clean and in orderly manner and are signposted.

 All hazardous material viz. gases, fuels, oils, etc. shall be stored separately andclearly marked.

 All gas cylinders are stored separately on a firm base. Suitable and adequate fireextinguishers shall be provided at locations where combustible materials arestored.

8.13 PRESSURE TESTING

 All equipment that are used for carrying out pressure tests viz. hoses, couplings,testing heads etc. shall of good construction and of impeccable condition withrequired test/calibration certificates.

 A qualified person shall inspect all equipment before putting them on use and the

same information shall be given to the Owner or his representative.

Entire area of testing shall be barricaded and caution signs (PIPE LINES UNDERPRESSURE) shall be provided during testing.

8.15 LIGHTING

Proper lighting shall be arranged at work site in case the day lighting isinsufficient.

Recommended illumination level shall be as follows- General work area : 50 Lux- Fine working area : 300 Lux

 As use of power tool, welding- Hand lamp shall be used with protective cover/guard and double

insulated wire.

8.16 COMMUNICATION

Proper communication systems shall be established at work site to inter act withOwner and his representatives in case of any incident occurs.

8.17 RADIOACTIVE SOURCE

THERE IS NO RADIOGRAPHY TESTING IN ABDULLA NASS SCOPE

Contractor shall utilize the services of recognized inspection organizations withprior approval from the Owner or his representative. All statutory regulations withregards usage to radioactive material shall be complied with.

This work shall be carried out under control supervision of authorized personnel.Proper standard warning signs shall be posted at the source station. Testing areawill be earmarked and cleared. Proper Hazard identification signs will be placed

along with a safety guard to over view the area.

8.17.1 Radiation Safety:

Safety in this NDT method is first priority; hence all Technicians must work as perradiation safety guide & all local rules and regulations.

During radiographic inspection the safety measures shall be observed inaccordance with the following Radiation Safety requirements

8.17.2 Personnel Radiation Protection Device

Each NDT person shall carry personal radiation dosimeter to measure the amountof radiation exposure he was subjected to. The dosimeter shall be set to zero everyday by the NDT Supervisor prior to sending the NDT crews to work and at the endof each working day.

NDT personnel will be equipped with the following means of PPE:

  Individual dosimeters

  Radiometers

  Film badge

  Hard hat

  Protective clothes and shoes

 8.17.3 Area Protection Equipment and Safe Working Distance

 At any location where radiography shall take place, a safe area shall be clearlydefined and marked where radiation level are at the maximum allowed exposurelevels measured at the boundary of the marked.

The area within the above-defined boundary shall be called Radiographycontrolled area and it is under the responsibility and control of NDT supervisor incharge of executing the specified work within this defined area. In general thefollowing instructions shall be adhered to:

  The boundary of this area must be clearly identified and marked by the use ofproper warning signs and tape.

  No person shall be allowed to remain or enter this area without approval of theNDT person in charge.

 A member of NDT group shall be appointed to oversee the test area and prevent anyunauthorized access into the area.

8.17.4 Radiation Safety (According to Gamma-Ray Procedure)

When performing radiographic control of weld joints, safety rules shall be observedduring the Radiography testing.

8.18 MEASURES IN ACCORDANCE WITH SPECIAL WEATHER CONDITIONS

Contractor shall take all measures to avoid damage and injury resulting fromprevailing or forecast weather conditions.

9.0 WASTE DISPOSAL PLAN

9.1 SCOPE

This procedure applies to all areas of work including offices, laboratories,workshops, fabrication yards, welfare facilities and construction sites.

This procedure is intended to provide proper waste management arising out of thewastes that are generated during construction. This is to achieve the followingobjective;

- Minimize the potential to cure harm to human health and the environment.- Achieve and maintain compliance with the relevant project regulation.

9.2 PURPOSE

The purpose of this procedure is to outline the requirements for managing andcontrolling Waste Management operations during construction.

9.4 DEFINITIONS

Waste is a product for which we still do not know any use and every waste would

one day prove to be a valuable purpose and economic value. We should struggleto search for this economic value.

Waste Management is the act of keeping the working environment cleared of allunnecessary waste and materials.

Hazardous Waste Classification: There are 3 classes of waste as follows:

Hazardous Waste (Class I)

  All hazardous wastes are defined as Class I: they are classified as those,which constitute a high degree of hazard for public health and theenvironment. Hazardous waste includes, those materials, which are ignitable,corrosive, reactive, toxic or radioactive.

  A substance is defined as hazardous depending on its physical and chemicalproperties, and its quantity. All recovered spilled industrial material is to betreated as hazardous waste and cannot be disposed of directly to landfillunless it meets the Local Regulatory Authority requirements.

Non Hazardous Wastes

  A non-hazardous solid waste as any waste that is not hazardous; they can beclassified as:

Class II: Biodegradable or Chemical Decomposable Waste

 Decomposable waste (Class II) - Non-hazardous solids and sludge whichare biologically or chemically reactive in the natural environment such aspaper, wood, household garbage, some metals, animal wastes anddigested sewage sludge.

Class III: Inert Waste

  Inert waste (Class III) - Wastes which are not biologically or chemicallyactive in the natural environment. Examples include glass, concrete andbrick materials, broken clay and chinaware, most plastics andmanufactured rubber products.

HSE Manager/Engineer: Responsible for the implementation of this procedureand monitoring compliance.

Site Supervision:

  Will assign duties under this procedure for the establishment and maintenanceof good waste management standards.

  Will carry out regular inspection of the areas under their control to ensure

compliance.

  Will report back to the HSE Manager/Engineer on any concerns noted with theapplication of this procedure.

Subcontractors:  All subcontractors shall be required to comply with thisprocedure.

  Hazardous Wastes

  Offices

The following arrangements will be applied to office accommodation:

  Litter-bins will be emptied at the end of each working day.

  Copier fluid or any other source of combustible material will be stored in asafe place away from any potential ignition sources.

  Construction Site 

  Tools, equipment and raw materials in use at the workplace will be kept tothe minimum required, as commensurate with efficient working practice.Tools and other equipment shall be removed as soon as possible to theirdefined storage area after use.

  Shuttering and other timber articles will be de-nailed and stacked in alocation away from the work areas and access routes.

  Scaffolds will be swept and loose material removed on a daily basis.

  Designated areas will be identified for the racking and storage of scaffold

tubes and fittings.

  Maintenance Workshops

  Flammable liquids, including paints, thinners and solvents will be kept incontainers built for that purpose away from sources of ignition.

 Rags, Cardboard or other carbonaceous materials contaminated by oil orother combustibles, shall be disposed of on a regular basis to prevent buildup and shall be contained in a sealed container.

  Areas around grinders and other rotating equipment shall be kept free oftrip hazards and shall have safe access maintained.

  Maintenance pits shall be regularly cleaned and have any liquid build upremoved.

  Used oil for disposal shall be drained and contained in sealed containers.

other rubbish, which shall be disposed of as per waste collection schedule.

Wastes disposal containers shall be sited for food waste, and other such areas asutilized for eating shall be kept clean and tidy.

Food waste and garbage containers shall be of durable material and shall haveappropriate sealing covers to prevent infestation of rodents and vermin.

9.6.1.3. Segregation

In order to properly handle the solid wastes generated on this project, the wasteswill be segregated into the following categories:

  Combustible solid waste

  Non-combustible solid waste

  Recyclable solid waste/Reusable solid waste

  Hazardous wastes

9.6.1.4. Collection

The waste will be collected as it accumulates or at the end of the days work or asnecessary and will be stored in specific containers.

Non-combustible waste will be collected in temporary skips/containers pendingtransport to the designated disposal area.

 All combustible waste will be collected on daily basis and stored in propercontainers in a designated non-smoking area on the project pending transport tothe municipality disposal area. Combustible waste will not be allowed toaccumulate.

 ABDULLA NASS & PARTNERS CO. LTD. will use appropriate containers tocollect the combustible waste. This facilitates its transport from the locations totemporary storage and then for final disposal.

Construction debris and demolition waste shall not be allowed to accumulate suchthat it presents a safety hazard for the workers, or detracts from the aesthetic

values of the community. This material shall be removed as the material isproduced to the solid waste disposal site at the earliest opportunity.

9.6.1.5. Storage

Prior to disposal in the designated disposal areas, solid wastes shall betemporarily stored such that they will not constitute a fire, health, safety orenvironmental hazard or be accessible to animals and carrier animals.

 All refuse containing food wastes shall be properly stored to avoid infestation ofvermin and rodents.

Waste storage area shall be provided with a sealing between the stored waste

and underlying surface layers.

 A long term temporary storage area will be created to store wastes pendingtransport to disposal sites.

Non-hazardous waste should normally be disposed of immediately. In exceptionalcircumstances non-hazardous waste material may be stored on a specific sitebefore its final disposal.

This site shall be properly designed and equipped with suitable drainage control.

There shall be adequate control of windblown materials, pests, odors etc.

 ABDULLA NASS & PARTNERS CO. LTD. will supply and use his own plasticdisposable garbage bags and deliver or contract to deliver all combustible wasteto the designated burning facilities.

Non-combustibles are to be placed in plastic bags and disposed of intodesignated skips/containers for transportation to a designated area.

9.6.1.6. Disposal

 All combustible waste will be delivered to the designated burning facility.

Solid wastes and suitably de-watered semi-solids and sludge (Class II & IIImaterials) will be disposed of in a sanitary land-fill or as stipulated in the LocalRegulatory Authority Requirements.

Non-combustible material will be disposed of as follows:

 All domestic non-combustible material will be disposed of in the designateddisposal area.

 All construction non-combustible waste will be disposed of in the designated

disposal area.

Hazardous Waste Management

9.6.2.1. Sources

Hazardous wastes are defined as wastes which constitute a high degree ofhazard for public health and the environment.

Hazardous waste includes those materials, which are ignitable, corrosive,reactive, toxic or radioactive.

 All recovered spilled industrial material is to be treated as hazardous waste andcannot be disposed of directly to landfill unless it meets the Local Regulatory

 Authority Requirements.

9.6.2.2. Segregation

Hazardous wastes will be segregated into the different categories indicatedabove.

9.6.2.3. Collection

Clinical waste will be collected from the site medical facilities and from the mobilefirst aid units on daily basis.

Waste chemicals and lubricants will be collected in compliance with thesuggestions and recommendations of the specific Material Safety Data Sheets(MSDS).

9.6.2.4. Storage

Hazardous waste material shall be stored in a separate storage area specificallydesignated for this purpose. The area shall have an impervious surface with asuitable drainage control, roofing and be appropriately bounded.

Special precautions shall be taken to treat surface run-off from this area, and alsofor the disposal of fire water.

 All hazardous waste shall be properly stored. Containers shall be marked withwarning labels to accurately describe their contents and detail appropriate safetyprecautions.

Incompatible hazardous wastes shall not be stored in the same storage ortransportation container.

Hazardous chemicals shall be stored and handled in accordance with theManufacturer’s Material Safety Data Sheet (MSDS) or as per the Client’s or LocalRegulatory Authority Requirements.

 ABDULLA NASS & PARTNERS CO. LTD. shall have readily available all therelevant MSDS’s at the Chemical Storage Area and the location where chemicalsare being used. The project procurement Manager will be responsible to acquire

all the MSDS’s from the Supplier s.

9.6.2.5 Waste Transportation

 ABDULLA NASS & PARTNERS CO. LTD. will use appropriate containers tocollect the combustible waste. This facilitates its transport from the locations totemporary storage and then for final disposal.

9.6.2.6. Disposal

Hazardous waste (Class I) shall not be disposed of directly to the municipal

landfill; co-disposable with municipal waste is technically acceptable provided thatit meets the requirements of the Local Regulatory Authorities.

Hazardous waste will be disposed off at designated hazardous waste disposalarea

9.6.3 Recyclable Material

Recycling Facilities will be researched for the area. If the facilities are notavailable for recycling then the waste will be segregated for its combustibilityversus non-combustibility and disposed accordingly as per the waste disposal

procedure.

If the facilities are available for recycling, then the recyclable waste will besegregated according to the types and locations of recycling facilities in the area.Proper transportation and delivery of the recyclable material will be made.

9.6.3.1 Legislative requirements & complaints

The employer shall ensure at a construction site of a building or other

construction work that-(a) Debris are handled and disposed of by a method which does not cause dangerto the safety of a person.(b) Debris are not allowed to accumulate so as to constitute a hazard;(c) Debris are kept sufficiently moist to bring down the dust within the permissiblelimit;(d) Debris are not thrown inside or outside from any height of such building orother construction work;(e) on completion of work, left over building material, article or other substance ordebris are disposed of as soon as possible to avoid any hazard to any traffic orperson.

9.6.5. Waste water Management

9.6.5.1. Sources of Wastewater

9.6.5.2. Collection

Sanitary effluents shall be collected in a septic tank or equivalent system oravailable sewage system.

Commissioning, pickling and pigging liquids: inadequate disposal of liquids fromcomponents after commission, pickling or pigging can cause contamination of soiland groundwater.

 All liquids will be disposed of according to the Local Regulatory AuthoritiesRequirements.

9.6.5.3. Storage

Raw sewage produced from the construction yards will be collected in septictanks and will be trucked to the central treating facilities.

9.6.5.4. Treatment

Sewage water generated from the site offices, and the construction yard will becollected at proper underground tanks, disposed by related servicing companywhere designated by the purchaser.

Sewage: inadequate treatment of sewage liquid and solids (from constructionyard, construction residence camp) has a possible risk to public health and odor inthe environment.

For the camp which is under full control of the main contractor, a sewagetreatment plant is there to treat waste water generated from the camps area.

Solid sludge (digested sludge only) shall be transported to the final disposal siteor shall be used as fertilizer. Active sludge shall be treated before disposal or useas fertilizer.

9.6.5.5. Disposal

The wastewater that is treated will meet the requirements the World HealthOrganization (WHO) for Agricultural reuse for purposes of irrigation and inaccordance with the Local Regulatory Authority Environmental requirements.
