Factors behind Corruption in India

Many state subsidies and beneficiary-orientedprogrammes enhanced opportunities to indulge incorruption and reduced the citizens’ capacity toresist extortionary demands.

Probity Principles

There are several generally accepted probityprinciples that serve to maintain the integrity of aprocess. These are:

1. Accountability: Accountability is theobligation to be able to explain or accountfor the way duties have been performed.Government should have appropriatemechanisms in place to show that they areaccountable for their practices and decisions.

2. Transparency: It is important that theprocess is transparent to the maximumextent possible so that all stakeholders canhave conf idence in the outcomes.Transparent, open processes also minimisethe opportunity for, and the risk of, fraud andcorruption.

3. Confidentiality: As a condition ofemployment, all public servants are under a

general obligation of confidentiality to theiremployer. Accordingly, it is not necessaryfor members of the Government Project Teamwho are public servants to execute aconfidentiality undertaking in relation to theproject. All Government advisors, membersand any other third party that is privy tocommercially sensitive information mustprovide a formal undertaking to Governmentthat they wil l keep this informationconfidential.

4. Management of Conflicts of Interest: Aconflict of interest arises where an individualassociated with the process is, through theirparticular associations or circumstances,influenced, or perceived to be influenced, toobtain an unfair advantage for him or herselfor another party. Conflicts of interest areoften unavoidable.

However, provided they are identified early anddealt with effectively, they need not prejudice theprocess. It is important to ensure that individualsassociated with the process are aware of how aconflict of interest arises and their responsibilitiesto report conflicts ensure conflicts are adequatelyaddressed, and ensure the manner in which theyhave been addressed is adequately documented.
