PREFACE

The Ministry of Education, Youth, Sports and Gender Affairs is extremely grateful to those schools which have submitted data to the Planning Unit in a timely manner. The data collected and compiled have proved to be very valuable in the process of planning and decision making with regards to educational issues. This digest is intended to provide information to local, regional and international organizations, as well as private individuals with an interest in Educational Statistics. It is hoped that all who use this digest may find it informative and beneficial. This digest covers in detail the academic year 2009-10 and includes comparisons with previous school years. INTRODUCTION This, our first official publication provides a compilation of statistical information on various areas of Antigua and Barbuda’s education system from pre-primary to tertiary education. The digest consists of a selection of data from many sources both public and private. The data includes, but is not limited to, the number of educational institutions, student enrolment, attendance, repetition and drop-out rates, teacher data and examination results. The focus for this digest is the 2009-2010 academic school year and also provides comparisons of this data with previous years with a view to revealing trends. The Education Statistics is based on data collected as at October 31st 2009 at the beginning of the current school year from public and private institutions. Although some institutions may not have provided the requested data, the information contained herein has been collated based on the actual data submitted and is a reflection of what can be achieved through collaborative effort. We would hope that the next publication will encompass data from all schools. The Ministry of Education anticipates that this publication will greatly assist policy-makers in making informed decisions regarding the education sector, as well as provide researchers, school management, students, and the public-at-large with a better perspective of the education sector. As the submission rate increases and time goes on, it is our intention to broaden our scope to include more in-depth statistical information about the education system in Antigua & Barbuda as we strive to improve our standards. Our citizens then will have a better indication of the attributes of the education system to be able to make more accurate, informed statements when discussing issues related to education. It is our sincerest wish that all who access this digest will find it extremely useful. We would also hope that the information contained herein will be used positively. I would like to extend my deepest gratitude to all those who assisted us in making this publication a reality and optimistically a success – the staff of the Education Planning Unit, the principals and teachers at each school plant, the Education Officers within the Ministry of Education and others whom I may not have named. The sample was made up of all 5th form students from the government secondary schools of Antigua Grammar, Ottos Comprehensive, Princess Margaret and Jennings. Using the same criterion to compare males versus females in mixed schools yields that females spent on average 5.54 years whilst males spent 5.93 years (t = 3.99, df = 263, p<0.001). Students who had entered school based on the Junior Secondary Examinations spent on average 3.46 years in school (there was not a significant difference between the means for males versus that for females). Those who had entered secondary school via the CEE were approximately as likely to repeat at least once by the time they reached the 5th form as those who had entered via the JSE (46% to 41% respectively).

Cohen (1988, p82-83) outlined a guideline for the interpretation of phi results in social research: 0.10 indicates a small effect, 0.30 indicates a medium effect, and 0.50 indicates a large effect. 3. A Little Bit of History

FROM ST. JOHN’S BOYS’ SCHOOL TO T.N. KIRNON SCHOOL T.N. Kirnon School is one of the oldest and largest government schools in Antigua and Barbuda. It was established in the early 1900s and, since then, it has provided basic education to political leaders, sportsmen, and many well-known leaders in our society. The Mission Statement: "To direct the development of the students physically, intellectually, morally, socially, and spiritually through its curriculum and provide them with skills and attitudes which will equip them to become responsible and productive citizens". T.N. Kirnon School started as "Boys' School" and was formally located in Buxton Grove, now the Antigua Girls' High School. In those days, it provided education to children of both genders and was considered the only Primary School in St. John's. With the growing enrolment of the school and the decision of the Anglican Church to utilize the buildings to facilitate a boarding school for girls, the Boys' School or then the Mixed School had to be relocated. The new building, which was located on Queen Elizabeth Highway, was owned by the Anglican Church also. It housed the old Administration building and now houses the Ministry of Agriculture. This building was known as the Bishop Mather School Room. The boys were transferred to the new school, while the girls were located elsewhere. The school began in January 1914 in its new site, with Mr. A.E. Stevens as headmaster. In 1921, Mr. Stevens was transferred to Greenbay School to be Head of this school and Mr. Thomas Noel Kirnon, a Montserratian by birth, succeeded him. The school remained on the site until 1926, when it was relocated to what was then a vacant building on Parham Road, known today as Old Parham Road. It should be noted that upon the moving of the boys to this new site, the girls moved into the old site at Queen Elizabeth Highway. In 1926, the new St. John's Boys' School had a roll of 300 to 400 boys. The staff comprised the Head Teacher, First Assistant Teacher, Assistant Teachers and Pupil Teachers. The building which the boys occupied was rich in history. During the period 1899-1902, a war broke out between Britain’s two Boer States in Africa, the South African Republic and the Orange Free State. British soldiers injured in this war were sent to Antigua to be rehabilitated. The building presently used by the Junior Secondary Department of the T.N. Kirnon School was the hospital for those soldiers. When the war ended in 1902, the hospital building was used as a home for delinquent boys. This home was known as the Boys' Training School. After the boys were moved to another site, the Boys' School replaced it in 1926. The building that once housed the Women's Desk and the Langhorne Reading Clinic was the residence of the master of the St. John's Boys' School. Mr. T.N. Kirnon was known to be very proud of his black heritage. He introduced the House System for sports at the school and named them after persons that he considered to be black heroes; James

Aggrey, B.T. Washington, and A.E. Stevens. For Friday afternoon games, the three houses were merged and two groups emitted from this union. They were Trojans and Spartans which were the legendary rivals of ancient Greece. When Mr. T.N. Kirnon's stint as Head had ended, there followed a stream of heads in the persons of: Mr. J.T. Ambrose Mr. McClean Mathias Mr. Peter Parker Mr. Christopher O’Marde Mr. Norman Southwell Mr. Cuthbert Prince Mr. Charles Roberts Mr. Joseph Hampson Mrs. Hyacinth Walter Several prominent persons within the society have passed through the halls of the St. John's Boys' School, such as: Sir V.C. Bird Sr. - former Chief Minister, Premier, and Primer Minister Sir Vivian Richards - former captain of the West Indies Cricket Team Sir Sidney Walling Mr. Oscar Bird Mr. J. Oliver Davis Dr. Ashley Bryant Mr. Ferdie Shoul The school was renamed on March 22, 1984, with an elaborate ceremony. It bears the name T.N. Kirnon Primary School after the longest serving headmaster of the school at the time. It was also the first school in Antigua and Barbuda to be named after an educator. The school continues to boast the House System as was introduced by T.N. Kirnon years ago. The names of the houses have changed to reflect the names of educators who have given years of service to the institution. They are: Edwards "Red" House
