1.0IntroductionProviders o tertiary level programs in architecture in Australiaand New Zealand may apply to have those programs reviewedunder this procedure to obtain a recommendation oraccreditation.

The recommendation or accreditation will apply only to the exitproessional qualication (typically a Master o Architecture

degree). The review however, will assess the ull program(typically a three-year undergraduate degree ollowed by atwo-year masters degree) that students must complete to beawarded the proessional qualication. Typically this pathwaywill entail 10 semesters o ull-time study over a ve year period.

The review is undertaken by an external National Visiting Panel(NVP) consisting o members selected rom a standing panel o experts rom architectural practice and academia. Membershipo the standing panel will be by nomination rom relevantproessional institutes o architects, architect registration

boards and the AACA.

The recommendation or accreditation may be or a maximumo ve years. The period nominated in the recommendation willbe based on an assessment o the provider’s ability to continueto deliver graduates meeting the required competency standards(NCSA) during the accreditation period.

The NVP will assess the academic program or the purposes o recommending accreditation and may also provide proessionaladvice to the institution. Proessional advice oered by the NVP

is separate rom the mandatory compliance with any actionitems, detailed in the panel’s report, required to achieve andmaintain accreditation.

This document outlines details o the review procedure.

1.1 Accreditation

Accreditation (or approval) o a qualication in architecture is generally granted by the relevant architectregistration board in each jurisdiction. Legislative requirements or an approved course o study dierbetween jurisdictions.

Only the proessional qualication is accredited (or approved) by the relevant architect registration board(typically this is the Master o Architecture degree).

Accreditation (or approval) is the ormal acceptance o the proessional qualication by the relevantarchitect registration board. The architect registration board will typically base its consideration on therecommendation rom an NVP.

Relationship o accredited programs to registration as an architect

In order to use the title ‘architect’ practitioners are required to be registered with relevant architectregistration boards.

Registration is based upon an assessment o the required proessional competencies as set out in theArchitects Accreditation Council o Australia (AACA) National Competency Standards in Architecture (NCSA).Graduates with an accredited qualication in architecture are deemed to have satised a selected subseto the NCSA competencies.

The most common pathway to registration begins with the completion o a proessional program inarchitecture, culminating in the award o an accredited qualication. This qualication in conjunction with aperiod o practical experience and successul completion o the required registration examination enablesan individual to apply or registration.

1.2 Professional AdviceIn addition to making a recommendation regarding accreditation ollowing assessment o a program,the review panel will provide proessional advice. This advice is oered to assist educators with the ongoingdevelopment and improvement o a program. It provides a structured dialogue between educators andpractitioners and is made with reerence to the Institute’s Tertiary Education o Architects and ResearchPolicies.

The advice does not orm part o the accreditation assessment and programs can act on the advice as theyappropriately determine.

1.3 The Review Process

The review process is conducted by an NVP. The NVP will visit the tertiary institution to review the proessionalprogram in architecture, make recommendations regarding accreditation and provide proessional advice.The review o a program is by application o the procedure established in this document.

The review process will consider a range o material including documentary and interview evidence rom sta and students to determine whether a program demonstrates outcomes against the accreditation criteria andto provide proessional advice to the tertiary institution.

The NVP report with recommendations on accreditation and including proessional advice is submitted to therelevant architect registration board or consideration with a copy orwarded to the Institute/NZIA .

1.4 Outcomes

The NVP review process results in a recommendation that the exit qualication o a program is either grantedaccreditation or a period o up to ve years or that the program is not granted accreditation. The NVP may alsoidentiy major deciencies that i not addressed may aect continuing accreditation. These issues will bemonitored by the Interim Review Panel (IRP).

Accreditation

While specic legislative provisions dier across jurisdictions, the architect registration board in each jurisdiction is responsible or accrediting or approving qualications or the purpose o registration as anarchitect. No board is bound by the NVP recommendation unless otherwise bound by legislation.

AAC A Listing o Accredited QualifcationsThe AA CA and NZR AB each maintain a list o accredited qualications. When an architect registration boardaccredits a qualication in architecture, it will advise the AACA and NZRAB which will include the qualicationon the list.

No Accreditation

In circumstances where accreditation is not granted the tertiary institution may apply to the APAP manager ora urther review by an NVP to be conducted 12 months rom the date o the original report. Where accreditationis not granted in the subsequent visit the tertiary institution may not apply or review by an NVP or a period o our years.

Proessional Bodies

The Institute and NZIA have an ongoing interest in the quality and continuous improvement o proessional

standards. Through participation in the review process they monitor proessional programs in architecture.Representatives nominated by these bodies are part o the NVP and as part o the panel make arecommendation regarding accreditation and provide proessional advice.

Graduates rom an accredited program may become graduate members o the Institute or NZIA as appropriate.

1.5 Appeals

The architect registration boards in each jurisdiction will consider the recommendation by the NVP whenmaking their decision in relation to accreditation or approval o qualications.

Any appeal against the accreditation decision made by an architect registration board should be reerredto the respective architect registration board or advice. Decisions by architect registration boards arenormally reviewable by the respective government administrative decisions tribunals or equivalent

established in each jurisdiction.

1.6 Architecture Program Accreditation Procedure Steering Committee

The role o the APAP Steering Committee is to oversee and monitor the ecacy o the ANZ APAP. The SteeringCommittee’s responsibilities include:

 ` The selection, direction o and liaison with the APAP manager.

 ` The selection and approval o members o the Standing Panel.

 ` Establishing process management, including the development o online resources, guidelines and trainingor panel members.

 ` Overseeing NVP selection.

 ` Monitoring minor changes to the program.

 ` Monitoring and approving costs associated with the implementation o the program.

 ` Reporting to the AACA/ Institute.

Membership o the committee comprises two members each rom the AACA and the Institute. The SteeringCommittee may co-opt members and or assistance to the committee as required.

The APAP manager is responsible or managing ANZ APAP and reports to the APAP Steering Committee on aregular basis.

1.7 Periodic Review of the Procedures

The Architecture Program Accreditation Procedure document ANZ APAP shall normally be reviewed at intervalso not more than ve years.

2.0Accreditation Processes –An OverviewThis section is an introduction to the application o thedierent processes associated with accreditation.Detailed advice is contained in relevant sections.

For coordination o all processes outlined here, tertiaryinstitutions should contact the APAP manager.

The accreditation procedure deals with the ollowing:

 ` Preliminary assessment or proposed new programs ormajor changes to existing programs.

 ` Achieving and maintaining accreditation or new orexisting programs.

2.1 Preliminary Assessment

New programs

Tertiary institutions may request a preliminary assessment at an early stage in the planning or developmento new proessional architecture programs.

Major changes to existing programs

Where major changes to existing programs are planned, tertiary institutions may use the preliminaryassessment process prior to a ull NVP visit.

Major changes to an existing program mean a change o more than 20 per cent in:

 ` The underpinning philosophy o the program.

 ` The content o the subjects within a program.

 ` Human, physical and nancial resources.

 ` Any other substantial change to the program.

2.2 Accreditation

Architecture programs will normally consist o a minimum o 10 semesters o ull-time tertiary studyundertaken over a cumulative period o ve years. This will normally lead to a Master o Architecture orequivalent qualication.

Review o programs by the NVP is based on the accreditation processes and criteria detailed in this document.Interim Review Panels (IRP) monitor the recommendations made in NVP reports and report on subsequentdevelopments to the program.

New programs–initial accreditation

 ` The initial NVP visit may be requested when eight semesters o study have been completed.

 ` Initial NVP visit that takes place beore 10 semesters o study have been completed can only recommendaccreditation or a maximum o three years.

` An initial NVP visit may occur when program outcomes or the rst cohort o graduates at the end o 10 semesters o study are available. In this circumstance any recommendation or accreditation can beor the ve year maximum period.

 ` The opinion reported under this assessment is the recommendation o the panel to the relevant architectregistration board and to the Institute/NZIA or the purpose o determining the program’s accreditation/ recognition status or the ollowing period.

Established programs–maintaining accreditation

 ` For a program to maintain accreditation an assessment o the program is mandatory every ve yearsor sooner i the NVP so recommends and the relevant architect registration board approves. I the NVPrecommends an accreditation period o less than ve years, and the relevant architect registration boardaccepts the recommendation, then a ull NVP will occur at the completion o the shorter period.

 ` The NVP meets with institution representatives, school/program sta and students to review progressand program outcomes against accreditation criteria.

 ` Between each NVP visit, the IRP meets with the institution, reviews and reports. The IRP reports in relationto the previous NVP recommendations and on subsequent program developments. The occasion o the IRPis an opportunity to discuss and exchange proessional knowledge with sta.

 ` Where major changes to a program are planned, it may be benecial to consult with the IRP prior to the NVPyear. Where necessary, the timeline or the NVP may be altered by the relevant architect registration boardand the Institute/NZIA, or a preliminary assessment recommended.

 ` Programs undergoing major change will be subject to NVP processes as or a new program.

2.3 Benchmark Academic Pathway

The accreditation process acknowledges the autonomy o universities in granting advanced standing in theirown degrees.

Accommodating dierent academic pathways in architecture programs

Tertiary institutions oering courses in architecture may have a variety o academic pathways leading tothe proessional qualication. It is the responsibility o the institution to ensure that all standards are metin accordance with the requirements o accreditation irrespective o the academic pathways graduatesmay take.

Institutions oering programs or accreditation assessment must prepare material or the NVP that addressesthe variety o academic pathways leading to graduation. Tertiary institutions must also nominate what theyconsider to be the principal academic pathway which a substantial cohort o graduates will complete. This willbe designated the Benchmark Academic Pathway (BAP).

Benchmark Academic Pathway (BAP)

The BAP will normally consist o 10 semesters o ull-time study over a ve-year period and accommodate anacademic program or entry students through to graduation rom the proessional qualication. The BAP will

normally be the course structure within the institution that leads directly to the proessional qualication.The BAP is the program that will be assessed by the NVP.

The BAP will accommodate a substantial cohort o the students that proceed through to the proessionalqualication. As a guide, a minimum o 30 per cent o students graduating rom the proessional programwill have completed the ull nominated BAP.

The nominated BAP will also provide a benchmark against which other academic pathways may beassessed. The NVP may assess alternative academic pathways where those pathways have a signicantcohort o graduates relative to the BAP. As a guide this typically will be undertaken where student cohortso 20 per cent or more graduating rom the proessional program have progressed through the nominatedalternative pathway. In this circumstance the institution will be required to provide to the NVP inormationon other signicant academic pathways accepted by the institution or purposes o advanced standing. It isnot expected that the all possible alternative pathways will be presented but rather only those the institution

considers signicant in respect to student numbers entering and progressing via the alternative pathwayto graduation.

Inormation regarding various academic pathways must be provided to the NVP.

The inormation must include:

 ` The Benchmark Academic Pathway (BAP).

 ` A list o the current and anticipated signicant alternative academic pathways over the next ve year period.

 ` A breakdown o the current percentage o graduates that have ollowed these listed pathways.

 ` An estimate o the anticipated percentage o graduates rom these pathways over the next ve year period

2.4 Offshore Delivery

Where an Australian/New Zealand institution oers oshore programs/courses or qualications leading to aMaster o Architecture, the ollowing should be documented in the accreditation submission:

 ` Entry standards are equivalent to those applying to Australian students.

 ` Programs/units, teaching materials, instructor qualications and assessment procedures meet therelevant Australian/New Zealand university standards.

 ` Programs/units are conducted in association with a host university or other institution approved bythe host country and by the Australian/New Zealand university oering the program.

Fees or oshore program visit

 ` Where a visit to the oshore venue is required the host institution must meet all costs incurred.

2.5 Fees for Accreditation Procedure

As a general principle, the cost o the accreditation procedure is to be apportioned in equal thirds between the

respective architect registration boards, the Institute/NZIA and the school/program.

Where schools/programs oer proessional architecture qualifcations in addition to their primary proessional

program, the total cost o accreditation assessment will be met by the relevant school/program.

Fees associated with the accreditation process or primary qualifcations are determined by the estimatedcosts associated with the process. The estimated cost or the NVP procedure is calculated to include travel,accommodation, meals, cab charges and consumables incurred by the NVP representatives and the APAP

manager or all NVP visits in a fve-year cycle. The estimated cost is then apportioned, as set out below,equally among schools/programs, and charged in the year o the NVP to the school/program. The ee will bereviewed annually.

Accreditation o the Primary Qualifcation (eg. Master o Architecture)

 ` Two thirds o the cost or the NVP procedure is borne by the proession through contributions by respective

architect registration boards and the Institute/NZIA. Schools/programs will be required to contribute theremaining one third o the cost.

 ` Where an institution makes major changes to its degree program that are not requested by the NVPand requests a preliminary assessment, the institution will pay the total costs associated with thepreliminary assessment.

 ` Subsequent NVP costs will be borne as above.

 ` Where an institution applies or accreditation o any oshore delivery o a primary qualifcation, the total

costs associated will be borne by that institution.

2.6 Information Required

The ollowing criteria orm the basis by which the NVP inorms its recommendations and advice.

Accreditation

The program has documented evidence o student outcomes that demonstrates:Achievement o relevant competencies rom the current AACA National Competency Standards in Architecture.The original document can be accessed at:

Proessional Advice

 ` Compliance with the current Australian Institute o Architects Tertiary Education o Architects Policy

Standards or Programs in Architecture and Research Policy.

 ` Assessment methodology that allows students to demonstrate achievement o required outcomes.

` Necessary physical and human resources to deliver the program and achieve required outcomes.

Facilities and Resources

 ` Academic Leadership Program leadership providing academic direction and undertaking responsibility orthe program delivery.

 ` Stafng Appropriate numbers o qualifed sta able to meet the requirements o the program and maintainthe currency o their expertise.

 ` Stafng Policy Stafng policy that deals with expertise, equity and orward planning.

 ` Studio Facilities Appropriate studio acilities to support the program.

 ` General Facilities General acilities include lecture theatres, tutorial rooms and seminar rooms.

 ` IT Facilities and Resources Appropriate IT acilities, and evidence o student access and exposure to arange o current and emerging IT sotware.

 ` Library Resources Access to a broad range o both hard copy and digital library and learning resources.Library resources should include books, learned papers, current journals, standards and codes, magazines

and technical literature rom within Australia and overseas relevant to the architecture proession andallied industries.

3.0Preliminary AssessmentPreliminary assessment is available to provide an assessmento programs prior to a ull NVP visit. The preliminary assessmentpanel reports as to whether the content, structure and resourceso a proposed new program or proposed major changes to anexisting program are likely to satisy standards required by theaccreditation procedure.

The preliminary assessment panel may make a recommendationor accreditation o a program or a period up until immediatelyprior to the graduation rom the program o the rst cohorto students.

Programs must have a ull NVP visit to gain accreditationenabling graduates to proceed to registration.

This section sets out the procedure, documentation andcommunication requirements to be adopted or a visit bythe preliminary assessment panel.

3.1 New Programs

Tertiary education providers oering new proessional programs in architecture that will, at the appropriatetime, seek accreditation are advised to request preliminary assessment. This would normally occur at an earlystage in the planning or development o the program, typically either just beore implementation or in the early

years o delivery.

3.2 Major Changes

Where major changes to existing programs are planned, institutions may wish to use the preliminaryassessment process as a means o consultation and advice to review plans against accreditationrequirements.

Signicant or major changes to an existing program mean a change o more than 20 per cent in:

 ` the mode o delivery.

 ` the underpinning philosophy o the program.

 ` the content o the subjects within a program.

` human, physical and nancial resources.

` any other substantial change to the program.

3.3 Management Process for Preliminary Assessments

Preliminary assessment o a proposed new program or proposed major changes to an existing program isconducted at the request o the tertiary education institution.

Management o the administration or preliminary assessments is co-ordinated by the APAP manager.

The table opposite outlines the timing, activities and responsibilities associated with preliminary assessment.

3.4 Documentation Required Prior to Assessment

The documentation that is required to be submitted to the APAP manager by a school/program which isproposing a new program or major changes to an existing program, is noted below:

` rationale o the proposal.

 ` description o the proposed academic program including a program diagram, the program ramework andrequirements or its completion, and lecture syllabi listing contact hours or all subjects.

 ` description o the human and physical resources required and proposed.

This documentation should be sent to the APAP manager who co-ordinates the Preliminary Assessmentprocess or the architects registration board and the Institute/NZIA.

3.5 Composition of Preliminary Assessment Panel

The assessment will be undertaken by a panel o at least three, normally comprising the ollowing:

 ` in Australia, chair o the local Institute Chapter Education Committee or nominee; in New Zealand,an NZIA representative.

 ` architect selected by the APAP manager to the approval o the relevant architect registration board.

 ` out o jurisdiction academic selected by the APAP manager to the approval o the Institute/NZIA andthe AACA/NZRAB.

3.6 Procedures for Assessment

The documentation provided by the tertiary education provider will initially be considered by the PreliminaryAssessment Panel within our weeks o the ormation o the panel. The panel will then immediately prepare itswritten Preliminary Assessment Report, unless it decides that it requires urther inormation or wishes to visit

the program.When it is determined that a visit to the school/program is required, the ollowing procedures will apply:

` The date and time o the visit will be established ollowing consultation between the Panel Chair and thehead o school/program. It is generally expected that the visit will take place within our weeks o the initialconsideration by the panel o the documentation provided by the school/program.

 ` The Preliminary Assessment Panel shall meet immediately prior to the visit to discuss the documentationsubmitted by the school/program.

 ` The panel will normally attend the school/program or hal a day.

 ` The panel should meet with sta and students (where available) to review relevant student work (whereavailable) and inspect acilities.

 ` The panel will then prepare its written Preliminary Assessment Report within one week o the visit.

3.7 Form of Preliminary Assessment Report

As the nature o submissions requesting preliminary assessment or major changes to existing programs andor new programs will be varied, it is not appropriate to be prescriptive about the ormat o the documentationsubmitted by the school/program or o the report o the panel. Nevertheless the school/program and the panelmay have regard to the ormat or NVP reports specied in Section 7.

The Preliminary Assessment Report shall be a written report completed and signed by the panel members. Thereport shall state the opinion o the panel ollowing its consideration o the school/program submission.

The panel may make a recommendation that the proessional qualication be accredi ted or a period up untilimmediately prior to the graduation rom the program o the rst cohort o students.

3.8 Acceptance of the Report

The panel will provide a written report stating its opinion through the APAP manager to the relevant architectregistration board and the Institute/NZIA. A copy o the report will be provided to the school/program.

The relevant architect registration board will receive and make a determination on the panel recommendation.The Institute will receive a copy o the report or inormation only. The APAP manager will advise the outcome tothe school/program o the architect registration board’s consideration o the panel recommendation.

4.0The NationalVisiting PanelThis section sets out the procedure, documentation andcommunication requirements to be adopted or a visit bythe National Visiting Panel (NVP).

4.1 Management Process for NVP Visit

An NVP assessment or accreditation o a proessional program o architecture is normally conducted everyve years. Management o the administration or NVP assessments is undertaken by the APAP manager. TheAPAP manager attends all NVP visits to provide secretariat support and assist with the preparation o each

panel report.The ollowing table outlines the timing, activities and responsibilities associated with the NVP visit. Greaterdetail o the requirements is provided in the sections that ollow.

4.2 Information Required from the School/Program Under Review Prior to Visit

In order that the panel is well brieed beore it attends the school/program, a comprehensive range o inormation on the program under review is to be compiled in a report. The report will include updated school/ program inormation rom the Architecture Schools of Australasia webpage/publication, a completed pro orma(listing the courses where the various competencies are addressed in the program) and completed rst pageso each o the subject area pro ormas.

In addition, the head o school/program should propose a drat program or the panel visit. A suggested

timetable is provided or guidance in this document under Section 4.7. The panel may seek changes to theproposed timetable in consultation with the head o school/program.

The report and drat program should be orwarded at least eight weeks prior to the visit to the APAP manageror distribution to the panel. I this inormation is not provided in a timely manner the Panel Chair may postponethe scheduled visit.

4.3 Formation and Composition of Standing Panel

The Standing Panel will comprise nominees rom the Institute/NZIA, AAC A and architect registration boards.The Standing Panel will be managed by the APAP manager. Membership o the Standing Panel will be reviewedannually.

Formation o the Standing Panel is based on the ollowing principles:

 ` Panels must have appropriate expertise and work with a common purpose to maintain high proessionalstandards in the interests o the community and the proession.

 ` A majority o members must have expertise and experience in architecture and/or architectural education.Membership o the Standing Panel may also include persons representing the interests o consumers andstudents o architecture programs.

4.4 Formation and Composition of the NVP

Principles or ormation o NVPs

To establish continuity and experience, the nominating bodies will seek to compose panels so that a majorityo the membership has had prior experience on an NVP and at least one member has previously visitedthe program being reviewed. Panels will be composed o nine members supported by the APAP manager.Nominations will be made by the APAP manager rom the Standing Panel.

Composition

 ` Three members or each panel to the approval o the relevant architect registration board; two o whommust be architects. The group may include an academic and/or a non-architect.

 ` Three members or each panel to the approval o the Institute/NZIA; in Australia, one a member o theInstitute (a practising architect or an academic); one a member o the Institute NEC and one an academic;in New Zealand, two must be members o the NZIA: one must be an academic; at least one must be apractisiting architect.

 ` One member or each panel to the approval o the AACA; who may be a practising architect, an academic orother suitable person.

 ` One out o jurisdiction academic rom an architecture school/program other than that being visited oreach NVP.

 ` One student member rom an architecture school other than that being visited or each NVP.

 ` At least one o the nominees specied above will normally have participated in the preceding IRP.

All panel members are expected to be available or the duration o the visit which will normally be a period o three days (plus travelling time where applicable). All panel members will have equal standing in the panel.

Chair and Deputy Chair o an NVP

Chairs and deputy chairs must have had previous experience on an NVP.

The Institute/NZIA and A ACA /NZRAB will agree on naming the chair or each NVP.

Ineligible Persons

Notwithstanding their inclusion on the standing panels, the ollowing people shall be ineligible to participate asmembers o an NV P:

 ` People who are currently serving, or have recently served as external examiners or advisers to theschool/program.

 ` People who received payment rom the school/program as a ull-time or regular part-time member o sta or a period o more than our weeks in the year o the visit.

 ` Students o the course being visited.

 ` People who have members o their immediate amilies as students or sta at the school/program being visited.

 ` People with any other confict o interest.

Prior to a visit the school/program under review will be provided with a list o nominated panel members. Forthis reason nal ormation o the panel rests with the Panel Chair, in consultation with the relevant architectregistration board and the school/program concerned. To establish continuity and experience, the APAPmanager will seek to compose panels so that a majority o the membership has had prior experience on an NVPand at least two members have previously visited the program being reviewed.

Observers

Participation o observers in an NVP is normally limited to one member only. Approval is required rom relevantarchitect registration boards/the Institute/NZIA/AAC A/school/program or more than one observer to attendan ANZ NVP. Enquiries should be directed through the APAP manager.

4.5  Panel Preparation for Visit

APAP manager will provide panel members with the ollowing:

 ` Documentation provided by school/program or the NVP.

 ` Copy o ANZ APAP Australian and New Zealand Architecture Program Accreditation Procedure.

 ` List o panel members and contact details.

 ` Preceding NVP report on school/program.

 ` IRP reports since last NVP.

 ` Preceding Preliminary Assessment report on school/program (i applicable).

 ` Institute Tertiary Education o Architects Policy.

 ` Institute Research Policy.

 ` Relevant sections o AAC A National Competency Standards in Architecture.

 ` School/program extract rom Architecture Schools of Australasia handbook .

All panel members meet prior to commencing the ormal program o the visit, at a time nominated by theNVP Chair. This will usually be the evening beore attending the school/program. The purpose o this meetingis to provide an opportunity or panel members to meet each other, or the local panel members to brie the interstate members on any points to which they particularly believe the panel should pay attention, todetermine whether any modications are needed to the drat panel program and to allocate sections o thereport to individuals or subgroups. Any changes to the drat program should be discussed and agreed with thehead o school/program. Any additional inormation requested or provided during the visit shall be submittedthrough the Panel Chair.

4.6 School/Program Preparation for Visit

In addition to the report and drat program identied in Section 4.2, the school/program will makearrangements set out in Check List in Sec tion 8.

Non Compliance

Where a school does not provide the panel with required materials or assessment o the work, the Panel Chairmay give notice to the head o school/program that the NVP will not proceed. The school/program may, at itsdiscretion, invite a second visit at a later date, and will bear the ull normal costs o that visit.

4.7 Model Program for an NVP

It is the responsibility o the head o school/program to propose a drat program or the visit, based on a serieso meetings, inspection o student work and inspection o the school/program acilities.

The suggested timetable on page 20 is provided or guidance. The school/program should eel ree to suggestalterations, particularly where evening activities are conducted by the school/program. The panel may alsowish to negotiate amendments to the program suggested by the school/program.

The panel will want to see the school/program unctioning as normally as possible, with lectures and studiowork in progress. The panel may break into small groups in order to develop a broader understanding o the program.

Meetings

Normally the panel would expect meetings to include:

 ` A discussion with the head o school/program and senior colleagues. This meeting would usually take placeat the beginning o the visit so the panel can obtain an overview o the program and clariy inormationalready provided.

 ` Discussion with the sta responsible or specic areas o study.

 ` Discussion with the sta as a group (excluding the head o school/program and senior ocers).

 ` Discussion with students and recent graduates.

 ` A meeting with the head o the tertiary institution.

It is hoped that all members o sta, including all available sessional sta, will participate in the discussionwith the panel which may ocus upon any aspect o the school/program and its programs. Discussion alsotakes place during the less ormal meetings with sta in the studios or over lunch.

Discussions with as many students as possible are an important part o the panel’s work. The meetingwith the students as a group should be arranged so that a broad range o students are present, includingrepresentatives rom each year, international students and some recent graduates. It is suggested that thereare more than two or three representatives o each year. The students should be brieed that the panel isinterested in student perceptions o the program. One meeting with students should be conducted withoutsta present.

Inspection o Student Work

The school/program is asked to arrange or a member o sta to briefy explain the work o each year, itsrelationship with the preceding and ollowing years, and the relationship between subject areas in this year.The purpose o this is to demonstrate the structure o the program and the integration o subjects. The school/ program may wish to arrange or one or two students rom each year to be present.

Inspection o Facilities

The school/program should arrange or a member o sta to show the panel major acilities including studios,laboratories, library, computing and other acilities.

4.8 Form of the NVP Report

NVP reports provide a constructive appraisal o the proessional program oered by the school/program underreview. Action items and proessional advice should be concise and clear. The recommendation must clearlyindicate any remedial measures required o the school/program as well as any ollow-up to be undertaken bysubsequent IRPs.

In particular, i the NVP requires an exhibition o student work to be presented to subsequent IRPs, this must bestated clearly in the NVP report recommendations.

NVP reports are condential and are only available to the head o school/program (to distribute at his/ her discretion), APAP Steering Committee, the relevant architect registration board, the Institute, NZIA, therelevant Institute Chapter Education Committee, AAC A and appropriate Institute/architect registration boardsta managing the procedure. The NVP report is also distributed to panel members involved in subsequentIRPs and NVPs to the school/program.

4.9 Acceptance of the NVP Report

At the completion o the visit, the Panel Chair shall read the report to the school/program and will leave a copyo the report with the head o school/program. The recommendation is then communicated to the relevantarchitect registration board or their ormal decision and to the Institute/NZIA .

The head o school/program acknowledges acceptance o the report in matters o act at the conclusion o thevisit. Seven days are allowed or the school/program to advise the APAP manager o any actual errors, whichshall be reerred to the Panel Chair or rectication. I the head o school/program wishes, they may provide awritten response to the recommendation o the panel. This response is limited to 300 words and will orm parto the nal NVP report.

The decision o the relevant architect registration board to accept or otherwise the recommendation o the NVP

shall be reported to the school/program within 28 days o the receipt o the report. In cases where the programhas not been accredited, the school/program shall be provided with reasons in writing by the architectregistration board. The APAP manager shall advise the school/program o its decision on accreditation havingconsidered the recommendation o the NVP. The relevant architect registration board shall advise the school/ program o its decision on accreditation having considered the recommendation o the NVP.

The architect registration board shall advise AACA o the accreditation status o the program and provide acopy o the NVP Report.

5.0The InterimReview PanelThe primary role o the Interim Review Panel (IRP) is to monitorthe response made by the school/program toward satisying therequirements o action items determined by the previous NVP.In addition the IRP will also monitor and report any signicant

developments in the program and action taken in relation to theproessional advice oered by the previous NVP.

This section sets out the procedure, documentation andcommunication requirements to be adopted or a visit by the IRP.

5.1 Management Process for IRPs

A minimum o two IRP assessment visits will be conducted between each NVP assessment whereaccreditation approval has been granted or a ve-year period. In cases where the accreditation approval is ora lesser period the NVP will determine the number and timing o visits. Visits will be conducted two years ater

an NVP assessment and in the year prior to the next NVP, unless otherwise stipulated by the previous NVP.The relevant Institute Chapter Education Committee/NZIA and the architect registration board negotiatean arrangement to share the administration o IRPs, and shall designate a panel manager or each IRP. Thepanel manager or alternate sta member attends IRP visits to provide secretariat support and assist with thepreparation o each panel report.

IRP members are normally appointed or the duration o the period between NVPs.

IRP members are encouraged to visit the school/program inormally each year during their term o appointment.

5.2 Information Required from School/Program Prior to Visit

The panel manager shall provide an electronic copy o the IRP pro orma to the school/program to enable the

completion o the relevant sections and return both a hard copy and an electronic copy no later than ourweeks prior to the IRP visit.

Four weeks beore the visit, the head o school/program will provide an electronic report to the panel manager,or distributing to the panel. The school/program report will contain inormation on the response to the actionitems determined by the previous NVP report . In addition it will document any other signicant developmentsin the program and action taken with regard to proessional advice. I this inormation is not provided in atimely manner the Panel Chair may postpone the scheduled visit.

5.3 Composition of IRP

The panel is to consist o no more than our members.

The composition o the panel is as ollows:

 ` Two nominees appointed by the relevant architect registration board, both being registered architects.

 ` Two nominees appointed by the Institute Chapter Education Committee/NZIA, both being Institutemembers. No more than one may be an academic sta member o another architecture school/program.

 ` One student representative rom another school/program, i Panel Chair and school/program determine.

From this membership, the panel chooses the chair.

The ollowing people shall be ineligible to participate as members o an IRP:

 ` People who are currently serving, or have recently served as external examiners or advisers to the program.

5.4 Panel Preparation for Visit

Each member o the panel receives the ollowing package o inormation not less than three weeks prior tothe visit:

 ` Copy o school/program report, completed at item 5.2 o the IRP pro orma.

 ` Copy o all IRP reports since the most recent NVP. ` Copy o ANZ APAP Australian and New Zealand Architecture Program Accreditation Procedure.

 ` An agenda or the visit prepared by the Panel Chair in consultation with the head o school/program.

 ` Conrmation o the meeting arrangements o the panel.

In addition to the above, the Panel Chair receives an electronic copy o the school/program report to enable thepanel’s comments to be added electronically to the report at the time o the IRP visit to the school/program.

Panel members need to be ully conversant with the documentation beore the visit.

A preliminary meeting o the panel is held at the school/program being visited about an hour beore the visitcommences. All panel members are expected to attend. This meeting provides essential background or thevisit and includes:

5.5 School/Program Preparation for Visit

In preparation or the visit the school/program is to undertake the ollowing:

 ` No less than our weeks prior to the visit, complete and return an electronic copy o the IRP report proorma to the panel manager.

 ` Ensure the report addresses progress on action items determined by the previous NVP.

 ` Ensure the report articulates any key changes to program content, sta, resources and acilities.

 ` Organise a secure room to be available or the panel to use or the entire day o the visit. The room is tohave power or computer and printer acilities to allow the report to be completed on the day o the visit.

 ` An exhibition o student work is only to be organised or the IRP where it has been a recommendation o theprevious NVP.

 ` A tour o acilities is to be organised or the IRP only where there was an issue raised in the last NVP

assessment. ` A meeting with relevant sta is to be organised or the IRP visit to discuss:

(a) progress on NVP Action Items, (b) key changes and (c) NVP Proessional Advice.

 ` An in-camera meeting is to be organised with students or the IRP visit. Students are not to be hand picked,as this may be open to criticism. Brieng students in advance about the panel’s role and inviting themto attend a meeting with the panel is one way o encouraging a range o students to participate. 5.6 Procedure During the Visit

The IRP will normally attend a school/program or hal a day to a day.

The panel should meet with sta and students. The panel may inspect any changes to acilities and reviewstudents’ work i required by the previous NVP (reer to section above).

The ollowing example agenda is typical o the ormat and elements o an IRP visit:

 ` Panel convenes at school/program or preliminary discussion (30 minutes).

 ` Meet with head o school/program to review progress o NVP issues since last NVP/IRP and to discussrecent changes and implications (30 minutes). Because o the nature o the IRP visit, no new material is tobe provided to the panel on the day o the visit and the number o verbal presentations made by the school/ program is to be limited.

 ` Meet with sta (without head o school/program or senior ocers) to review issues o relevance to(a) program changes within the previous year, and (b) outstanding issues raised at most recent NVP and anysubsequent IRPs (30 minutes). This may include a requirement or examples o student work to demonstrateissues being monitored. (Note: Issues considered as resolved by any IRP held since the previous NVP are notto be re-addressed).

 ` Panel reviews changes to acilities (30 minutes)–only necessary i acilities are an unresolved issue romthe most recent NVP report.

 ` Panel meets with students. Program sta should not be present during meeting with students (30 minutes).

 ` Panel prepares and signs report (60 – 90 minutes).

 ` Panel meets with head o school/program to discuss contents o report (30 minutes). There is no requirementto present the report to the sta and students o the school/program. This is, in act, discouraged. It is thehead o school/program’s responsibility to convey the outcomes o the IRP visit to sta and students.

 ` Head o school/program signs report (as actually correct).

 ` Copy o signed report is let with head o school/program.

` Interim Review Panel visit concludes.

5.7 Form of the IRP ReportThe IRP report sets out the panel’s observations o the school/program’s response to the Action Itemsdetermined by the previous NVP and describes major program changes. The report is to be brie and clear. The IRPpro orma is attached to Section 7.

The panel report will consist o the ully completed IRP pro orma with sections completed by the school/programand the panel.

The report is completed and signed by the IRP members during the program o the actual visit. Time should beallocated by the panel to discuss and complete the report as part o the visit prior to leaving the school/program.

On the day o the visit and at the conclusion o the visit, the head o school/program is given a copy o the panelreport, which must be signed by the panel and endorsed or actual accuracy by the head o school/program.Seven days are provided or the head o school/program and to the Panel Chair or rectication o errors o 

act contained within the report not identied on the day o the visit. They should be advised to the Panel Chairthrough the panel manager. The Panel Chair endorses rectication o errors o act.

Although there is no requirement to provide students with a copy o the report, it is considered to be appropriatethat the head o school/program report the broad IRP outcomes to the student body, particularly since commentrom students is actively sought by the IRP.

 ` In Australia, to relevant Institute Chapter education committee (tabled not circulated at the next meeting).

 ` Architect registration board (sent within 28 days o the visit).

 ` APAP manager (sent within 28 days o the visit).

 ` In Australia, to the Institute NEC members (circulated with the agenda papers or the next NEC meeting);in New Zealand, the NZIA.

 ` Members o the subsequent IRP, prior to their visit.

 ` Members o the subsequent NVP, prior to their visit.

The IRP report is a condential document. Only those outlined in the circulation list above are to receive a copy.

Accreditation Accreditation is the ormal endorsement that the graduates rom a program are deemed to possess the competenciesrequired to progress toward registration as an architect. A program’s accreditation status is determined by the relevantarchitect registration board, ollowing assessment by a National Visiting Panel and consideration o the recommendationo that panel.

APAP Manager The APAP manager (Architecture Program Accreditation Procedure manager) co-ordinating the A ustralian and

New Zealand Architecture Program A ccreditation Procedure. The APAP manager will normally appoint a nominee to undertakethe co-ordination o the ANZ APAP when applied to courses operating in New Zealand.

APAP SteeringCommittee

The role o the APAP Steering Committee is to oversee and monitor the ecacy o the procedures. The APAP SteeringCommittee is comprised o members rom A ACA /the Institute.

Architect RegistrationBoard

The architect registration board is the statutory body in each jurisdiction or determining whether programs meet thespecied competency required or graduates o a program accredited or the purpose o registration as an architect.Architect registration boards are responsible or administering the legislation controlling the registration o architects.

ArchitectsAccreditation Council

o Australia (AACA)

The AACA is recognised as the national organisation responsible or advocating, co-ordinating and acilitating nationalstandards or the registration o architects in Australia and or the recognition o Australian architects overseas by therelevant architect registration boards. AACA is constituted o nominees rom all state and territory architects registrationboards in Australia.

Australian Instituteo Architects (the

Institute)

A national body comprising voluntary membership by architects and students o architecture. Its primary concernis to represent the views o the proession, maintain its integrity, and to promote the advancement o architecture in the

community.

Benchmark AcademicPathway (BAP)

The BAP will normally consist o 10 semesters o ull-time study over a ve-year period and accommodate an academicprogram or entry students through to graduation rom the proessional qualication. The BAP will normally be the coursestructure within the institution that leads directly to the proessional qualication.

Core Courses Core courses are compulsory courses that must be successully completed as part o a program.

Course Some schools/institutions may also use the term “subject” or “unit”. A course o study runs or multiple weeks. It usuallyinvolves contact with academic sta and other students in a variety o orms including lectures, tutorials, seminars andworkshops as well as online and electronic communication.

Electives Electives are a range o other courses oered by some programs in addition to the core courses. Students can select romthe range in accordance with their interests to complete the program.

Interim Review Panel(IRP)

A panel comprising membership as set out in Section 5. The IRP makes visits so that an ongoing process o review anddialogue between the school/program and the proession is conducted in the years between the visits made by NVPs.

National CompetencyStandards in

Architecture (NCSA)

This document sets out the competency standards required or registration as an architect in Australia and New Zealand.That is, the ability required to perorm the activities within the proession o architecture to the standard expected inpractice.

National EducationCommittee (NEC)

A committee o the Australian Institute o Architects the membership o which comprises representatives o the StateChapter Education Committees. Its primary concern is the investigation o matters aecting the quality o architecturaleducation in Australia.

National VisitingPanel (NVP)

A panel comprising membership as set out in Section 4. The NVP is responsible or assessing a program in architecturethrough visits made at a maximum o fve yearly intervals. It is the recommendation o this panel which is considered by the

relevant architect registration board or determination o the accreditation status o the program, and by the Institute NECor determination o the recognition status o the program.

New Zealand Instituteo Architects (NZIA)

NZIA is a proessional body representing more than 90 per cent o registered architects in New Zealand as well as promotingand celebrating the role o outstanding architecture which enhances the built environment.

New ZealandRegistered Architects

Board (NZRAB)

The NZRAB is the statutory body in New Zealand responsible or setting the standards or the registration o architects inNew Zealand.

PreliminaryAssessment Panel

(PAP)

A panel comprising membership as set out in Section 3. A Preliminary Assessment Panel is ormed in response to a requestrom the school/program. The Preliminary Assessment Panel is responsible or providing an opinion on whether proposednew programs or major changes to existing programs are likely to conorm to the relevant competency standards orprograms and is required by the architect registration board and the Institute/NZIA.

Program A program is the various courses, and in turn academic qualications required, leading to a proessional degree inarchitecture (eg. Master o Architectur e). A program typically includes 10 semesters o ull-time study over ave-year period.

School/Program The entity within a tertiary educational institution that delivers the proessional qualication.

Subject Area The NVP assessors work under the subject area categories listed in the reporting pro ormas.

Units (also reerred to as ‘credit points’) - Each course in the program carries a weighting, usually reerred to as a numbero units or credit points. A certain number o units (or credit points) is required or completion o the total program.A course with a higher unit weighting represents a higher workload than one with a smaller unit value. Each university willdene or students the number o hours o contact and non-contact time required or each unit or credit pointo study, eg. one unit may mean one hour o contact time and two hours o non-contact time (this may dierbetween universities).

SCHOOL/PROGRAM PREPARATION FOR THE VISIT TICK BOX

Equipment and support required for NVP members

Lockable room for sole use of the panel for the duration of the visit

Two desk top computer s (one online)

One Projector

One laser printer connected to one of the computers

Access to online teaching system and internet

Access to photocopier

A4 paper for printing

Whiteboard

Extension cables for laptops (minimum three )

Continuous supply of tea/coffee/water/snacks for the durationof the visit

Car park for local members (max four)

SAMPLING OF STUDENT WORK TICK BOX

Sample requirements:

Work from all core courses of the program (Years 1 – 5)undertaken in the previous two semesters to be displayed.

Work from students graduating from an alternative academicpathway (where student cohorts of 20 per cent or more aregraduating) should be included in the display.

Work to be arranged in accordance with the seven ANZ APAPsubject areas (eg. Design Studies and Design Integration,Documentation and Technical Studies, History and TheoryStudies).

Include one or two examples of each of the highest, average

and lowest pass grade of all material submitted for assessment

in the course.

Note: Where individual courses contribute to more than one subject

area place the material in the subject area w here it contributes

most signifcantly.

No student outputs are required or elective courses oered by other

disciplines, provide subject outlines and assessment handouts only.

In the case where students have a choice o a limited range o courses

that contribute core knowledge skills, output rom each o these

courses should be displayed in the standard way.
