Rationale ….. “Demand Side Management” (DSM)

Cost effective to manage electricity demand through demand side measures.
DSM results in either reduction of kWh consumption or load (kW Demand) or combination of both.
Saving potential of DSM measures = 15% of the total electricity demand (Integrated Energy Policy of the Planning Commission of India)

Barriers :
Resorting to Power demand management through load shedding.
Conventional notion that Implementing DSM programs will lead to reduction in sales which is in direct conflict with their business.
Non availability of separate fund for DSM activity.
Lack of necessary skill set for program implementation.

Initiatives So Far…… Forum of Regulators (FOR)
• FOR was constituted vide Notification dated 16th February, 2005 in pursuance of the
provision under section 166(2) of the Electricity Act, 2003. • State Electricity Regulatory Commissions as members of Working Groups
Guidelines:
DSM plan and budget provision for each DISCOM.
Load research - provide data on impacts of DSM initiatives in terms of savings in energy and reduction in demand.
Recovery of cost on DSM as a pass through in ARR.
- Pre identified sources of funds such as penal interest on late payment of bills, load management charges could be earmarked for financing DSM activities.

• Implementation of DSM programs
• Monitoring and Verification
• Reporting to SERC

Selection of 30 DISCOMs based on the criteria developed by BEE.
Signing of Memorandum of Understanding (MoU) with selected 30 DISCOMs.
Training of Trainers (ToT) – Creation of Master Trainers on DSM.
Providing financial/technical support to DISCOMs for organizing Capacity Building Workshops.
Providing Manpower (2 consultants) support to the DISCOMs for 3 years.
Consultancy Support to DISCOMs for load survey and preparation of DSM Action Plan.
