Spring 2010 Dear Sisters and Brothers in Christ, In Advent, I invited you to dwell in words from Paul’s letter to the Romans:

Therefore, since we are justified by faith, we have peace with God through our Lord Jesus Christ, through whom we have obtained access to this grace in which we stand. Romans 5:1–2a

This spring, as we gather for the 2010 synod assemblies, we are standing together in God’s grace, but we are not standing still. Through God’s grace and the power of the Holy Spirit, the Evangelical Lutheran Church in America (ELCA) is fully engaged in the mission of proclaiming Christ and caring for the world that God so deeply loves. This journey together in Christ does not lead us away from difficulties: neither the earthshaking tragedy in Haiti, nor the discernment, disagreements and decisions of congregations and individuals, nor economic hardship in a global recession, nor any of the other challenges we encounter in communities and households. Instead, in the midst of it all, God meets us in a renewing word:

So if anyone is in Christ, there is a new creation: everything old has passed away; see, everything has become new! All this is from God, who reconciled us to himself through Christ, and has given us the ministry of reconciliation. 2 Corinthians 5:17–18

This word, read during the Lenten season, renews both our identity and our calling. God has given us the grace to stand and to serve in a place filled with promise and opportunity. As the apostle Paul wrote to the Romans, God’s Holy Spirit is being poured out so that hope abounds and love fills our hearts (Romans 5:4–5). Trusting that God’s new creation is made evident in and through us, we rejoice that: • Directors for evangelical mission are prepared, based in synods and ready to serve so that all ELCA

congregations are growing as evangelical centers for mission. • Synod-based partners in evangelical worship are being identified to assist congregations as we seek to

be an evangelizing church centered in the means of grace. • The ELCA’s priority for developing new congregations continues. In 2009, 32 new congregations

were planted, many in ethnic-specific or multicultural communities, among people living in poverty, and in urban areas. Camino de Vida, a new congregation under development in Albuquerque, New Mexico, is a joint new start with the Presbyterian Church (U.S.A.). Mission Developer Jaime Guillermo Yela welcomed more than 400 people for the first worship service in December 2009.

• Leadership is the focus for young adults of African Descent who, in response to “Elisha’s Call,” are identifying at least 100 new young adult leaders within their communities.

• Creativity abounds through the Book of Faith Initiative as congregations and colleges gather around Scripture in coffee shops and pubs, in homes and in dorm rooms. In one congregation, confirmation students receive Bibles in which their parents, mentors, sponsors and pastors have already marked their favorite passages.

• Social media is playing a vital new role in connecting people to this church. The ELCA News Service transmits releases in real-time via Twitter (twitter.com/elcanews). More than 13,000 fans on the ELCA Facebook page (facebook.com/Lutherans) share stories, encouragement and prayers online.

The Book of Faith site (www.bookoffaith.ning.com) has welcomed more than 3,300 participants into a conversation about the first language of faith.

• Generosity marks the ELCA’s response to the devastating earthquake in Haiti. In the first five weeks, ELCA members gave nearly $5.3 million dollars, and more contributions continue to flow in. Lutheran Disaster Response works with our partners, The Lutheran World Federation and Lutheran World Relief, to meet urgent needs, including shelter, medicine, drinking water, food, sanitation and psychosocial assistance, in a commitment that will continue for years to come. Mission support, the portion of a member’s financial offering that a congregation shares with its synod and the churchwide organization, provides the infrastructure that makes it possible for this church to apply 100 percent of every designated gift to disaster response.

Living in the hope of the risen Christ who is making all things new, we are moving forward in mission and are supported and encouraged by your synod’s fervent prayers, generous financial support and evangelical missional imagination. I give thanks to God for your service in the mission and ministries of the Evangelical Lutheran Church in America and for the time and resources you share with your congregation, synod and churchwide ministries. As we stand together in God’s grace, it is my prayer that God’s work will be served with our hands. In God’s grace,

To the Voting Members of the 2010 Southwestern Washington Synod Assembly: Grace and peace to you in the name of our Lord and Savior, Jesus Christ. Welcome to the Twenty Third Annual Assembly of the Southwestern Washington Synod of the Evangelical Lutheran Church in America. I give thanks for your willingness to be part of this important gathering. Our theme this year is: God’s Work. Our Hands. Renewing Your Congregation. Our presenter this year is The Rev. Dr. James Wellman, Associate Professor and Chair of the Comparative Religion Program at the Jackson School of International Studies at the University of Washington. Using material from his book, Evangelical vs. Liberal: The Clash of the Christian Cultures in the Pacific Northwest, Dr. Wellman will focus his presentations on the transformation and redevelopment of congregations. I am certain his words will be helpful to every one of our SWWA Synod congregations. Our Churchwide representative is Rev. Brenda Smith, Director for Discipleship and Evangelism in the Evangelical Outreach and Congregational Mission Unit of the ELCA. She will bring greetings and a report from Presiding Bishop Mark Hanson. She will also share with us her experience with congregations in the process of refocusing their mission and ministry in the midst of communities that are changing. As has been our tradition for many years, I invite your congregation to send with you a generous offering. This year the offering will be divided between 1000 Mission Friends- Congregation Renewal, and our Companion Synod in Namibia. You will hear more about each of these as part of our time together. Please consider supporting these with a gift from your entire congregation. I urge you to read carefully the material that accompanies this letter. May 2010 Dear Assembly Members:

Welcome to the 2010 Southwestern Washington Synod Assembly! Our theme for this Assembly is "God’s Work. Our Hands. Renewing Your Congregation."

“Renewal” is something we do quite often. Every year we renew our insurance

and the license tabs on our cars. Every few years, publishers ask us to renew our magazine subscriptions. Every five years we have to renew our drivers licenses. It seems like we are always “renewing” something.

But, what does it mean to “renew your congregation?” In this Southwestern

Washington Synod, “renewing your congregation” is core to what we do. Our Synod's Mission Statement is to spread the Good News of Jesus Christ by empowering congregations and Church leaders to grow in worship, education, outreach, stewardship, and other ministries. We believe that empowering your congregation to grow is a major aspect of renewing your congregation.

Renewing congregations is also inherent in the Synod’s two Strategic Priorities:

(1) Pastoral Care of pastors and congregations, and (2) Mission Starts. Congregational renewal requires both healthy pastors and healthy congregations. Pastoral care from the Synod is one key to health for both pastors and congregations.

Your Synod Council continues to take a very “hands-on” approach to renewing

congregations through our Congregational Visitation program. With a goal of understanding the gifts, strengths, challenges and struggles of each of our 93 congregations, we are well on our way towards our goal of visiting all of our congregations by 2012. Members of the Council will be putting on two workshops about Congregational Visitation on Saturday afternoon; be sure to attend one of them

I always say that the best part of the Assembly for me is the chance to meet you,

and it is certainly true this year. Please introduce yourself to me and tell me what the Council ought to know. I look forward to speaking with you.

May God give us all the strength to use Our Hands to do God’s Work in

The terminology related to the legislative process of this church is no accident.  The words, “Synod Assembly” and “Churchwide Assembly,” rather than “convention,” and 

“voting members,” rather than “delegates “ were deliberately chosen for our governing 

documents.

1. The congregation does not meet in convention; the members gather in worship, carry out service and assemble occasionally and properly for governance decisions and elections. 

2. The people of this church in each of our congregations are not sent as delegates from a given caucus; and are not gathered to act as some politicized delegates to a regional party convention.  Rather, they assemble as duly selected members of this church with voting responsibilities for governance and elections on behalf of the synod.  The Synod Assembly is just that, an assembly of the people of this church, some have been granted the responsibility 

 

of being voting members of the Synod Assembly. 

3. The people of this church, when gathered as voting members of the Synod Assembly, have the responsibility of electing the voting members of the Churchwide Assembly.  Persons so chosen are given the responsibility of doing the work of the Churchwide Assembly, they are to serve and care for the needs and well being of the whole church. 

 

 UNDERSCORES UNITY 

 The vocabulary that we use both shapes and reflects our understanding of this church.  When we recognize and understand that our ‘congregations find their fulfillment in the universal community of the Church and the universal Church exists in and through congregations” (ELCA churchwide constitutional provision 3/02), then our awareness of the significance of being voting members in a given assembly may grow.  After all, as we declare of the “nature of the Church”,  the Evangelical Lutheran Church in America “derives its character and powers both from the sanction and epresentation of its congregations and from its inherent nature as an expression of the broader rfellowship of faith” (also 302).  We seek together to a) understand more clearly and b) embrace more completely the conviction that the Evangelical Lutheran Church in America “shall seek to function as people of God through congregations, synods, and the churchwide organization, all of which shall be interdependent.  Each art, while fully the church, recognizes that it is not the whole church and therefore lives in ppartnership with the others.”  ndeed, we affirm and declare the primary principle of organization for our church, namely, ‘The I

GENERAL ELCA TERMS: ELCA: Evangelical Lutheran Church in America (Denominational title) Region 1: One of 9 regions of the ELCA composed of 6 synods (Southwestern WA,

Northwest WA, Eastern WA/Idaho, Alaska and Montana). Region 1 office assists with candidacy coordination and manages all financial operations of the synods.

Churchwide: A term referring to the entire ELCA. Luther Center: The name for the facility in Chicago that houses the ELCA Churchwide offices. SYNOD Synod: A geographical group of congregations that are a part of the ELCA. There are 65 synods in the ELCA. SW WA: Southwestern Washington Synod Conference: A geographical group of congregations of the synod: Coastal-9 congr. near ocean; Evergreen -10 congr. (E & S of Tacoma); Ft Vancouver-12 congr. in Vanc, area; Lower Columbia- 8 congr. near Columbia River btwn Vanc. and Centralia; Ministers In Specialized Setting- non-geographical conf. of MISS; Mt Rainier -11 congr. Keynote Speaker

Rev. Dr. Jim Wellman

James Wellman is Associate Professor and Chair of the Comparative Religion at the Jackson School of International Studies. He teaches in the area of American religious culture, history and politics.

He has published an award-winning book, the Gold Church and the Ghetto: Christ and Culture in Mainline Protestantism (Illinois 1999). He has published two edited volumes, The Power of Religious Publics: Staking Claims in American Society (Praegers 1999); the second edited volume, Belief and Bloodshed: Religion and Violence Across Time and Tradition (Rowman and Littlefield, 2007). A third edited volume, Religion and Human Security: A Global Perspective, will be published later this year. His most recent book is Evangelical vs. Liberal: The Clash of Christian Cultures in the Pacific Northwest published by Oxford University Press; it received Honorable Mention for the 2009 SSSR Distinguished Book Award. This book comes from research on 34 vital evangelical and liberal Protestant congregations in the Pacific Northwest. He seeks to understand and explain the rise and vitality of churched religion in a traditionally unchurched region.

His next book is entitled, Getting High on God: Desire and Power in the American Megachurch. This book looks at interview from eleven national megachurches and how they facilitate human desire and use that power to mold and shape their congregations. He is an ordained Presbyterian minister and active with his family in Rolling Bay Presbyterian Church on Bainbridge Island. For the last year he has been Rolling Bay's youth director. He is married to Annette Moser-Wellman, and has two daughters, Constance (16) and Georgia (14), who are, for him, his bright and shining morning stars.

The Rev. Brenda K. Smith Rev. Brenda K. Smith was born and raised in New York City. She attended New York University and received a B.S. and an M.A. in nursing from the university. She worked as a pediatric staff nurse, senior staff nurse and part-time nursing supervisor at New York Hospital until moving to Columbus, Ohio in 1979. In 1980 she joined the nursing faculty at Capital University and taught pediatric nursing. In 1989 she was extremely honored to receive the Praestantia Award for Outstanding Faculty Teaching, an award voted on by the entire campus community. While teaching at Capital University, she decided to take classes at Trinity Lutheran

Seminary just for edification and eventually decided to pursue a Master of Divinity which she completed in 1995. Rev. Smith’s first call was to New Hope Lutheran Church in Jamaica, New York. During her 13 years there, Rev. Smith and the congregation were intentional about strengthening individual and communal discipleship and reaching out beyond the walls of the church with the Gospel of Jesus Christ. The congregation became particularly proud of its outreach to the police and youth in the community. In September 2008, Rev. Smith took the call to be the Director for Discipleship/Evangelism for the Evangelical Lutheran Church in America. In this role she has been charged with leading the Faith Practices Initiative whose goal it is to create a culture of discipleship in the ELCA. She is also responsible for making sure that the Evangelism Strategy that was adopted at the 2003 Churchwide Assembly is known and is being implemented in the ELCA. In her spare time she enjoys reading, going to movies, listening to music and spending time with family and friends. http://www2.elca.org/evangelizingchurch/

ITH m:  Hemlock        a Hofstad Holy Land Trip: nine bishops with their spouses spent 14 days in the Holy Land immersed in the culture, the tensions, the complexity, and the historical richness of a region that is the center to three major world religions.  We ‘lived in’ Jerusalem, Bethlehem, and Tiberius. We walked in and through the area ‐‐ giving ‘flesh’ to many of our  Sunday School Bible stories  We‘ll talk about what we learned and how we can support our Lutheran sisters and brothers who live out their faith as a minority and face daily oppression with an imminent threat of violence. 

Ecumenical Trip: Representing the ELCA to Christian sisters and brothers around the world, we visited the Anglicans in London, the Orthodox in Istanbul, Turkey, the Roman Catholics in Rome ‐‐ including time with Pope Benedict XVI‐‐and the Lutheran World Federation and Reformed churches in Geneva, Switzerland.  Join us to hear some stories of faith, shared between Christians across the globe.

2010 Bishop’s Report God’s beloved people, Grace and peace to you in the name of our risen Lord and Savior, Jesus Christ. This has been a most unusual year. Two constellations of events have combined to make the past year one unlike any other I have seen in my nine years as bishop of the Southwestern Washington Synod. The constellations are these: First, two trips during which I represented our Evangelical Lutheran Church in America internationally. And second, the events and decisions surrounding our 2009 Churchwide Assembly in Minneapolis, Minnesota. Let me take each one in turn. In December of 2009, Linda and I joined 8 other ELCA bishops and their spouses representing our church to the Evangelical Lutheran Church in Jordan and the Holy Land. Neither of us had ever travelled to Israel or Palestine, and it was a journey of faith indeed. The ELCJHL encompasses 6 Lutheran congregations in Israel, Palestine and Jordan. As you might imagine, Christians are caught in the intense strife between the warring factions; survival of these 6 congregations is always in question. Meeting with Bishop Munib Younan, his pastors, and members of these Lutheran congregations, we were heartened by the resilience and strong faith of our Lutheran sisters and brothers. It was a privilege to meet and speak with them about our shared faith in Jesus Christ and to bring some measure of hope to them as they came to see with their own eyes others who regularly keep them in thought and prayer. One additional blessing, of course, was to experience the holy places of our Christian faith: Jerusalem, Bethlehem and Galilee, including many of the churches built on the sites of Jesus Christ’s life, death and resurrection. My preaching during Holy Week and Easter will never be quite the same again! Then in February of this year, I joined 15 other ELCA members, including Presiding Bishop Mark Hanson and Ecumenical and Interfaith Executive Don McCoid, as we travelled to 4 European cities for discussion with the leaders of other Christian communions. The itinerary included 3 days in London with Archbishop of Canterbury, Rowen Williams, and leaders of the Anglican Church; 3 days in Istanbul, Turkey with Ecumenical Patriarch Bartholomew I and representatives of the Orthodox churches; 5 days in Rome with Pope Benedict XVI and Roman Catholic leaders at the Vatican; and finally, 3 days in Geneva, Switzerland, meeting with General Secretary Ishmael Noko of the Lutheran World Federation, as well as leaders of the World Council of Churches, and of the World Alliance of Reformed Churches. It was simultaneously an exciting and an exhausting trip. I consider it a rare privilege to have been asked to accompany our ELCA partners. I know that, all things considered, I will not have another year of travel as bishop quite like the one just past. The second constellation of events surrounds our 2009 Churchwide Assembly.

Certainly it is news to no one that this has been a year of intense conversation, deliberation, prayer, and decision-making. The decision by the voting members of the Minneapolis Churchwide Assembly to open the door to the possibility of Ordination to Word and Sacrament Ministry for those in publicly-accountable, life-long, monogamous, same-gender relationships has been the source of this intense discussion in nearly every one of our 94 congregations of the Southwestern Washington Synod, as well it should. In the midst of conversation and deliberation, there has been some misinformation that has complicated the discussion. For example, Did the Minneapolis Assembly redefine our traditional Lutheran understanding of marriage as being between one male and one female? No! That definition remains solidly intact. Also, Will congregations who stand opposed to the Minneapolis decisions be required to Call a gay or lesbian pastor in a committed relationship as their pastor? No, they will not be required. The Calling of a pastor remains the prerogative of each individual congregation. Even with these misunderstandings clarified, however, there remains firm and intense disagreement—both within and between congregations—regarding the result and effect of these decisions. As I have visited our SWWA Synod congregations during the past year, I have worked to communicate as clearly as possible my belief that there is room for both positions—both for and against the Minneapolis decisions—within our Evangelical Lutheran Church in America, and particularly within our Southwestern Washington Synod. Among many other decisions being made by our congregations, two of the most important and far-reaching are these: Does your congregation share this belief? Is there room within the ELCA for both positions regarding this Ordination question? As I write this report, we have had 6 SWWA Synod congregations that have taken a first vote to leave the ELCA. Of those 6, four have failed to reach the required two-thirds majority to move into the Consultation Process with the Synod Bishop, and ultimately to a definitive second vote. At the same time, 2 congregations have passed a first vote by the required two-thirds—one by 75% and the other by 95%. At our synod assembly, I will share with all of you the most recent information regarding this matter. More than that, however, I believe we must continue to keep our church, our synod, our congregations, and our pastors and members in fervent prayer as this discussion and deliberative process continues to unfold. We remain brothers and sisters in Christ, and together members of Christ’s body. No amount of conversation or disagreement should be able to diminish that fact. I continue to hold each of you in my prayers. I pray for wisdom, for strong faith, and for faithfulness to the Gospel of Jesus Christ. 10.03.04  Open Young Adult position of the Synod Council to all conferences through the 2012 Synod Assembly, after which time it will be added to the regular conference rotation of Synod Council positions. (Continuing Resolution: S6.04.B10)  10.03.05 Background Checks for Synod Council Officers procedures voted to be: (Continuing Resolution S9.01.A10).  The Synod Council Executive Committee shall provide for background checks on newly elected synodical officers.  The process shall be as follows: 

a. Prior to the Synod Assembly appropriate notice of the background check protocol will be provided to voting members and potential nominees. 

b. The Synod Council should endeavor to obtain consent to a background check for newly elected officers and, in particular, will obtain written consent when authorization is necessary, such as in the case of financial background checks.  Newly elected officers will be required to provide information necessary to complete a background check. 

c. The Synod Council’s Executive Committee shall designate one member to request the background checks. 

d. All officer background checks will entail a criminal background check.  A financial background check will be completed for the treasurer.  The Executive Committee shall decide what other types of background checks are appropriate for each officer position. 

e. The background check results shall be provided to that elected officer and to the Synod Council’s Executive Committee.  Further communication of the results may be determined by the Executive Committee. 

f. The Executive Committee is empowered to create other procedures or protocols as are necessary to provide for background checks for synodical officers, and shall reprot6 such actions to the Synod Council. 

 10.03.06   2010 Budget revisions accepted.  10.03.07  Amend 2011budget‐ did not pass  10.03.08  Increase 2011 designated benevolences by $5000, add 1.5% for each synod staff, decrease $1000 from communication/website and transfer $1000 to salary of office assistance (compared to 2011 draft from Fiscal Board) and recommend to 2010 Synod Assembly.  10.03.09 Cost of Living Adjustment recommendation of 0% for rostered leaders for 2011.  For all rostered staff, the Synod Council, however, supports pay increases for each rostered leader in each congregation for years of experience based on synod guidelines.  For non‐rostered staff (church musicians, administrative staff, youth directors, etc.), especially if they do not have a step‐salary guideline, the Synod Council recommends that they receive a 1.5% pay increase for 2011.

Roger Kinkead

July 17, 1947-August 25, 2009

Roger Kinkead was born in July 1947 and baptized in the Presbyterian Church in 1960. In December 1977, he was confirmed in the accordance with the Lutheran Confessions by Pastor Norm Orth. Roger grew up in West Seattle and attended Simpson Bible College for a couple years until he entered the US Coast Guard in 1972 specializing in Oceanography and Meteorology, being honorable discharged as a Marine Science Technician, First-Class. After graduating with a bachelor’s degree in history from Seattle Pacific University (magna cum laude) where he earned several vocal music scholarships, Roger attended Fuller Theological Seminary in California receiving a MA in Church History in 1977. He was an intern pastor at Bainbridge Neighborhood Church, Winslow. He married Rachell (Shele) Windt in June of 1977 and attended the University of Washington as a graduate student in Medieval History. Shele worked as a teacher and principal in various school districts throughout Roger’s calls. Roger entered Wartburg Theological Seminary in the Fall of 1978. He was chaplain-in-training under Pastor Ray Lester at Washington Correctional Center, Shelton, during the summer of 1979, then served his internship at Calvary Lutheran Church, Brookfield, Wisconsin earning his M Div. Roger Kinkead was installed as Pastor at Prince of Peace, Forks in September 1980. Four years later he became Associate Pastor at Peninsula Lutheran, Gig Harbor, then in 1986, Pastor at First Lutheran, Baker, OR. He left that call to study for two years and earned a M. Ed degree in Counseling from the University of Puget Sound and worked in their University Counseling Center. In 1989 he was called as Associate Pastor- Minister of Education and Music at Mountain View, Edgewood for 7 years. Roger served as Conference Dean for the Mt. Rainier Conference of the Southwestern Washington Synod. Roger served many Intentional Interim Ministries for the Southwestern Washington Synod: Family of God- Bremerton, St. John’s-Lakewood, Trinity-Longview, Dungeness Valley- Sequim, Prince of Peace-Forks, Pilgrim-Puyallup and, finally, Holy Trinity-Port Angeles. Roger retired in August 2007. Roger and Shele were active members of Prince of Peace, Forks.

John Kenton O’Neal, Sr.

February 2, 1916 – February 10, 2010 John O’Neal was born on February 2, 1016 in Kansas City, Missouri. He was baptized at Phinney Ridge Lutheran Church in Seattle, WA on March 30, 1055 and confirmed there on April 3rd. John graduated from Glaileo High School in San Francisco in June 1934. He entered the US Army in 1936, remaining through WWII and the Korean conflict, eventually leaving the service as a First Lieutenant in 1946. John was trained in electrical maintenance. He enjoyed boating. In 1971, John met Margaret Feldt at Holden Village (she was the village Nurse)and they were married their on October 17, 1971. This was the beginning of a whole new life for John and Margaret as they followed God’s lead into the future. In the 1960’s,John served as an inmate at the Washington State Correction Center in Shelton, yet returned their as an Intern Chaplain in 1980. He was certified as a Church Staff Associate (now known as Associate in Ministry) in 1983 in the American Lutheran Church- North Pacific District at the age of 67 and called as Chaplain 1 to the Washington State Correction Center in Shelton from 1983-1985. He served as Lay Pastor at the Cedar Creek Corrections in Little Rock, WA in 1987. John was ordained into the ELCA on July 19, 1992 at the age of 76. John was the third oldest ordinand in the ELCA- and still is to this date. Margaret is also an ordained ELCA pastor. She serves as Chaplain at Allenmore Hospital. John served many Interim Pastor positions in the Southwestern Washington Synod: Saron, Hoquiam and Christ the King, Tacoma in 1992; Family of Grace, Auburn in 1994, Interim Director of Lutheran Outdoor Ministerial Association in 1994; Bethel, Tacoma in 1995, Elim, Port Orchard 1996; Trinity, Aberdeen in 1997-1998. John assisted in producing the synod newsletter in the mid-1990’s. John retired in February of 2000. John was instrumental in getting a prison congregation started at the Washington State Corrections Center in Shelton. John volunteered many years with the Prison Congregations of America. John has three children, Rev. John O’Neal, Jr., Kathleen Law and Connie Shines. He is survived by his wife, Margaret, his three children and 4 grandchildren.

Burton W. Schroeder

April 7, 1928 - February 9, 2010 Burt Schroeder was born on April 7, 1928 in Woodstock, Illinois. Burt attended Carthage College in Carthage, Illinois getting a degree in history, then Chicago Theological Seminary from 1950-1953. Burt was ordained into the Lutheran Church of America on May 18, 1953. Burt received specialized training in hospital chaplaincy. Burt was the organizing Pastor at Nativity Lutheran in Wonder Lake, Illinois from 1953-1961. He served at St. Andrew in Beaverton, OR for most of the 1960’s, then went to Zion in Camas, WA from 1969-1980. He spent the next five years at St. Luke, in Spokane, then from 1985- 1997 at Resurrection in Tacoma. In 1998, Burt took a call to Family of God, Federal Way until the congregation closed in 1999. Burt retired in 1999, but continued serving as Visitation pastor at Zion, Camas until his final retirement in February 2005. Burt had an active life outside of his normal church commitments- he organized ‘living room dialogues” with Roman Catholics in the Beaverton area, served on the Evangelism Task Force for the Pacific Northwest District and spent 10 years as the Evening Program and Campfire Director at Camp Colton. Burt’s hobbies were stamp collecting and water skiing. He married Lois Ann Geschwindt in November of 1954 in Pittsburgh, Pennsylvania. They have 5 children. Burt and Lois were PLU’s 1989 Parents of the Year. The Rev. Orville Crawford

November 23, 1920 – March 23, 2010

Orville Crawford was born in Howard, South Dakota. He attended General Beadle College in Madison, South Dakota and earned a Teacher’s Certificate. He graduated from St. Olaf College in Minnesota in 1943, did graduate work at Columbia University in New York City in 1943 toward his Naval Commission. Orville served as an officer in the US Navy from 1943-1946, then enrolled in Luther Theological Seminary, St. Paul, graduating in 1949. Orville was ordained into the American Lutheran Church on June 19, 1949. His Norwegian language skills served him well in the Lutheran church. Pastor Crawford served a three-point parish in Nekoma, North Dakota from 1949-1952, was chaplain in the US Navy during the Korean conflict, pastor at Trinity, Lynnwood in 1954-1963, Emmanuel, Bremerton from 1963-1970 and Trinity, Enumclaw from 1970-1980. Orville married May Jane Corey. They have three children, Jerome, Judith and Janice. Orville’s hobbies were fishing, outdoor activities, and music.

RULES OF PROCEDURE 2010 Southwestern Washington Synod Assembly 

. The Credentials Committee of 3‐5 persons appointed by the Bishop shall constitute the 1Committee on Credentials and Attendance.   . 2 Robert's Rules of Order, latest edition, shall be the governing parliamentary procedure of the Synod Assembly, unless otherwise provided in this rules or ordered by the assembly.  3. When a voting member intends to bring a motion (whether a main motion, a secondary motion, or a motion to bring a question again before the assembly), the motion must be made and seconded, if applicable, before speaking to the issue. If a member speaks to a matter before bringing the motion, the motion will be considered out of order by the chair. Once the otion is properly made and seconded, if applicable, the voting member who made the 

air. mmotion shall have the privilege of speaking first in support of it, upon recognition of the ch 4. Each person, when recognized by the Chair, shall state his/her name and congregation, agency or institution before speaking. No person shall speak more than 2 minutes, or more than twice on the same subject, unless the voting members, by a majority vote, waive the rovisions of this rule. This rule shall not apply to messages and reports by agencies and pofficers of this synod or to guest speakers to whom special time has been allotted  5. The Bishop of the Evangelical Lutheran Church in America and such other official representatives of this Church, as designated from time to time by the Church Council, shall have Voice, but not vote at this assembly. The president of the Southwestern Washington ynodical Women’s Organization or her designated representative shall have Voice, but not SVote at this assembly.   6. The assembly of the synod shall be its highest legislative authority. All congregations, ordained ministers, associates in ministry, diaconal ministers, deaconesses, officers, the Synod Council and its Executive Committee, all boards, and all other committees of this synod shall e bound by all actions pertaining to them taken by an assembly in conformity with its bconstitution.   . The Chair shall have the authority to call items of business before the assembly in whatever 7order he/she deems expedient for the conduct of the assembly business.   . All reports published in the Bulletin of Reports shall be received by the assembly, without 8vote.   9. The minutes of each assembly shall be submitted by the secretary of this synod to a Committee on Minutes, who shall examine the same with care and make recommendations ereon to the assembly. Approval of the minutes of the assembly shall be the responsibility of th

Re: Information on positions open and how to nominate people for election at the 2010 SW WA Synod Assembly --May 14-15, 2010, Hilton Vancouver Hotel, Vancouver, WA The 2009-2010 Southwestern Washington Synod Nominating Committee is seeking nominations for various positions that will be elected at the May 14-15, 2010, Synod Assembly. Since nominations need to be submitted by March 3, 2010, the Synod Nominating Committee is asking each conference to meet for the purpose of suggesting nominees from their conference meetings, congregations and 2010 Synod Assembly voting members, to be submitted to the Synod Nominating Committee. Attached is: 1. List of 2009-10 Synod Nominating Committee members. 2. Nomination and Biographical Information Form 3. Positions open for election- by position and by conference. 4. Job Descriptions for all positions open for election. Please note that certain positions are reserved for a layperson (male or female); clergy; youth under 18, young adult 18-30 or a specific conference. Most of the positions are subject to the following provisions that have been established by the ELCA and the SW WA Synod.

1. The synod constitutional provision (S6.04) states that all entities shall be: (a) at least 60% lay; (b) at least 50% male or female; (c) 10% of its members be a Person of Color and/or Primary Language is other than English (PCL).

2. A single nomination for the Synod Council Conference Representative position must be solely nominated by their conference with the nominee being ratified by the voting members at the Synod Assembly.

3. Nominations for some positions must be rotated between conferences, so each conference must “wait” its turn on some positions. As a result, some conferences will not have a person nominated for a position in any given election.

4. Nominations for some positions must be rotated between clergy and lay, youth and young adult and between lay male, lay female, therefore, a position may be limited in one of the categories in any given election.

5. Conferences, congregations or 2010 assembly voting members can submit multiple nominations, with the nominee’s approval, for any position open in any conference except the Synod Council Conference Representative positions. 6. Nominees for the 2011 Churchwide Assembly Voting member positions must be from the designated conference, lay male/lay female, clergy, youth or young adult and must NOT have been a churchwide assembly voting member in the past 10 years.

6. Nominations can be made from the assembly floor for all of the positions, except the Synod Council Conference Representative.

7. The Synod Council Nomination Committee will present nominees for the Synod Secretary and Synod Nominating Committee positions. 2010 Synod Assembly voting members can present nominees, from the assembly floor only, for these positions. Remember to secure the signature and approval of the proposed nominee. Make additional copies, if need. The “Nomination and Biographical Information Form” may be downloaded from the synod web page (www.lutheranssw.org) and click on 2010 Synod Assembly. As we young adults begin the process of thoughtfully discerning our vocation in the world, we bring to the table unique perspectives and creative ideas that could greatly benefit and further the mission and ministry of the ELCA. Today’s young adults are tomorrow’s church leaders, and yet our voices often remain silent either by choice or due to circumstances related to the transitions of young adulthood. Working at PLU, I have had many discussions with students, faculty and staff related to our role in the world as individuals and as a church body as well as conversations related to the future of the church. I have found that today’s young adults are particularly interested in issues of social justice and the church’s relationship to these issues. This is one of my passions, and I believe I would represent these voices well.

SYNOD SECRETARY JOB DESCRIPTION: The secretary may be a layperson or a clergy and must be a voting member of a congregation of this synod. The secretary is member of the Synod Council and an officer of the synod. The secretary shall be elected to a term of four years and may serve two consecutive terms. The secretary is responsible to record the actions of the Synod Council, Executive Committee and the Synod Assembly. The secretary shall arrange for the safe keeping of all legal documents. The secretary shall certify a list of the churchwide assembly voting members to the ELCA secretary. All officers of the Synod Council shall have a background check done prior to or immediately following their election or appointment to office. QUALIFICATIONS: This person needs a vision of the mission of the church, a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one’s gifts. They must have the ability to record the actions of the legislative groups of the synod concerning the policies and mission of the church and synod.

SYNOD COUNCIL Each Conference shall nominate one member to the Synod Council and may nominate an additional two At-Large positions, for three-year terms. Elections for the At-Large position shall take place at and by the Synod Assembly. The Conference Representative position shall be elected by their conference and shall be confirmed by the Synod Assembly. All officers of the Synod Council shall have a background check done prior to or immediately following their election or appointment to office. This section outlines the steps that must be taken before a congregation can vote to terminate the call of a pastor. The committee meets at the request of the Bishop and serves in an advisory capacity. This is a three-year term with no limit to number of terms. QUALIFICATIONS: Persons elected to the Call Committee need a vision of the mission of the church, a record of leadership in their local congregation and a commitment to Christ expressed in the stewardship of one's gifts.

SYNOD CONSULTATION COMMITTEE

JOB DESCRIPTION: The Synod Consultation Committee (12 members) is a constitutionally mandated committee to advise the office of the Bishop and as requested to investigate situations that are potentially matters of formal ecclesiastical discipline. The committee meets at the request of the Bishop. Occasionally individuals are selected from the Consultation Committee to assist congregations in processing matters of conflict or community relationships within a local parish. The committee serves in an advisory capacity. The members serve a one six-year term and not eligible for a second consecutive term. QUALIFICATIONS: The gifts requested for a successful ministry on this committee include the ability to listen with discernment, to act impartially during investigations, to reflect prayerfully and to articulate helpful guidance in situations of pain and difficulty.

SYNOD DISCIPLINE COMMITTEE

JOB DESCRIPTION: The Discipline Committee (12 members) is a constitutionally mandated committee which acts to administer a thorough review and, as necessary, discipline process upon congregations and rostered individuals; clergy, associates in ministry, diaconal ministers and deaconesses. The Discipline Committee meets upon call of the Office of the Bishop should charges be either pending or submitted. The term is six years with no reelection. QUALIFICATIONS: The primary gifts required for this ministry are the ability to reflect critically over the unfolding of events or incidences; the discernment of ethical requirements of ministry in the name of Christ; the ability to listen and the sensitivity to sit in humble judgment upon another Christian individual or body.

JOB DESCRIPTION: The Nominating Committee shall consist of ten members, one from each conference. This committee obtains the needed nominees for vacant Synod positions and prepares the list of nominees for the Synod Assembly. The term is three years. QUALIFICATIONS: Should have a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one’s gifts. Should be willing and able to attend as many meetings as necessary to develop forms and disseminate information regarding positions open for election and process for nomination to conferences and congregations in a timely manner.

PLU CORPORATION DELEGATE JOB DESCRIPTION: The delegates, in addition to their corporate duties of one corporate annual meeting at Pacific Lutheran University per year, help to further the objectives of the University where possible in their conferences or congregations by creating and developing greater interest in PLU as an institution of Christian higher education. Delegates assist in increasing student enrollment at PLU from congregations of the Synod, and assist congregations in providing financial support to the University. Terms shall be three years. Each conference has a one clergy and one layperson delegate to the corporation meeting. Delegates are eligible to serve two consecutive 3 year terms. QUALIFICATIONS: Delegates need to have a deep concern for spiritual and educational values, and a concern for the well being of the entire University. They should also have an understanding of commitment to the preservation of an independent, church-related University. Delegates should have a willingness and ability to speak or communicate in a positive way on behalf of the University.

2011 CHURCHWIDE ASSEMBLY VOTING MEMBERS JOB DESCRIPTION: The Southwestern Washington Synod is normally assigned eight (8) voting members, including the Bishop and the Synod Vice President, to attend the Churchwide Assembly, one (1) of who should be a Person of Color or English is their second language and one (1) should be a youth, confirmed and under age 18 and one (1) should be a young adult, age 19-30. The Southwestern Washington Synod has been assigned 3 clergy positions and 3 lay positions. The Synod Nominating Committee assigns to specific conferences these positions based on the prior clergy or lay male and female positions during the last five (5) churchwide assemblies. Not eligible are clergy and lay who have attended a churchwide assembly in the last 10 years. Confirmed youth, age 17 or younger and a young adult age 18-30, during the year of the Churchwide Assembly, are eligible as a voting member from the synod. QUALIFICATIONS: Voting members of the Churchwide Assembly need to have a deep love and concern for the at-large-church. The issues that come before the assembly have a deep impact on the ministry of the whole church. The voting members need time to study and digest the issues that will come before the assembly. The voting members need to take time to listen to what members of the synod, the church-at-large and the Holy Spirit’s guidance as they vote their conscience. The Churchwide Assembly Voting Members are not delegates nor representative a congregation, conference, or synod.

2009 Candidacy Committee Report The synod Candidacy Committee is charged with guiding and interviewing candidates for rostered service in the ELCA. We welcome and encourage those persons who have heard God's call to service in the church either as ordained clergy, commissioned Associates in Ministry, or Diaconal Ministers, or as a consecrated Deaconess. All candidates have at least three specific interviews: Entrance, Endorsement, and Approval. Policy and Personnel decisions passed at the 2009 Churchwide Assembly are having a major impact on the candidacy process in every synod. Our committee is just beginning to receive more specific direction from the Division for Vocation and Education. We ask for patience as we work to implement and work with changes. This is new territory. We have been blessed with fine candidates this year. In June 2009 we approved Adrienne Strehlow for ordination and Deb Stewart for an Associate in Ministry. They are awaiting their first call. In September, we entranced Chelsea Globe and Jonette Blakney. At our December meeting, our committee approved Robert Sinclair for ordination. He was ordained this March by Bishop Hofstad and is currently serving St. Paul, Castle Rock. In January of this year, we approved Albin Fogelquist for reinstatement to the ELCA clergy roster. We also entranced Julia Corbett for the AIM track and Nels Fletcher and Will Johnson for ordination. We have several entrance interviews this month. We urge leaders and congregations to encourage and support individuals to consider full time service in the ELCA. As you see gifts and passions on display in your church, assist potential candidates discern what God is calling them to and how your church might help them. A call to the synod office will start the process. We have packets prepared that will make the steps and costs involved clear. We all have a role in equipping future leaders. Community of Lay Ministers 

Southwestern Washington Synod  The Community of lay Ministers program started in 1990 as a ministry of the Southwestern Washington Synod and seeks to equip lay people for ministry in their local setting.  The goal is to provide a solid background in Biblical Studies, Lutheran Confessions, Church History and Practical Theology.  Instead of requiring participants to leave their congregations in order to complete these studies, we bring an educational format to the local area, offering courses and practical experiences to each participant. The local congregation is expected to help each articipant apply what they have learned to the context of their own particular pministry.    This program is to enhance the ministry of lay people who are already serving their ongregations or community in meaningful ways.  Participants in this program 

at. ccommit to a two‐year initial study program that meets in a small group form  Seven individuals completed their two year study in 2009 and were, or will be, commissioned by their congregations and have joined the Community of Lay Ministers now numbering 75.  Pastor Jan Otto, a mentor and study leader for over 6 years, ended her leadership with this most recent cohort of students from the Vancouver area.  The Community of Lay Ministers, while remaining as a ministry of he Southwestern Washington Synod, has been accepted as an Affiliated Program of tLENS ‐ Lutheran Lifelong Learning Network NW.  If you are interested in learning more about this program, please contact Marcia Riggers, LENS Director, at [email protected]

SW WA Synod Earthkeepers Committee Report 2009

The committee is making slow strides to reaching our goal of providing information to synod congregations about care of creation. • In 2009, the Earthkeepers Committee was not able to accomplish many

of its goals because of the loss of five of seven members, who had to resign for various reasons.

• Set up a display at the Synod Assembly and collected the names of

points of contacts from several churches. The committee distributed the ELCA Social Statement on Caring for Creation and fliers to direct congregations to a website with the ELCA Environmental Audit Guide.

• Set up a display at the Women of the ELCA SW WA Synod Convention,

again collecting names with e-mail points of contacts from several more churches.

• Individual committee members as well as many other faithful

congregation members are doing things at individual congregations to draw attention to the subject of caring for the awesome creation God has provided for people. Keep up the great work congregations.

The committee encourages anyone interested in joining the committee to contact the Synod Office. Additionally, the committee encourages all congregations to let the committee know who the contact person from your church will be; ones with an e-mail address are becoming imperative, due to the cost of postage. The 2009 Gifts of Hope program was an overwhelming success. Every agency in the catalog received gifts. The total of gifts purchased through the eight churches that participated (Trinity Lutheran in Parkland, St. Mark's by The Narrows Lutheran Church in Tacoma, Lutheran Church of the Good Shepherd and Gloria Dei Lutheran Church in Olympia, Creator Lutheran Church in Bonny Lake, Peninsula Lutheran Church in Gig Harbor and St. John's Lutheran Church in Chehalis) was $12,341.. Three Thrivent Financial Chapters (Mt. Rainier, West Pierce and Thurston, Mason, Lewis) added $3,773.95 in supplemental funds bringing the total of $16,114.95 being sent to the agencies. These gifts will make a difference in so many lives. With the state of the economy this year, it is wonderful that the program was able to do only slightly less than last year’s total of $17,628. The total dollar amount of gifts sent to the agencies over the entire 5 years is $64,611.95. The gift that was purchased most frequently was providing eggs for a family through the Chehalis Food Bank with 61 gifts purchased. Following closely behind was funds to help pay for the construction of a new well for the Pangani Lutheran Children’s Center in Kenya with 55 gifts purchased. The third most frequently purchased was providing meals for children during the summer through The Emergency Food Network in Pierce County at 38 gifts. Be sure to plan for next year as you begin to think about gifts for Christmas. We hope to have the catalog ready by mid-September so you will have plenty of time to shop. INTERIM MINISTRY 2009-2010 SOUTHWESTERN WASHINGTON SYNOD

Changes in pastoral leadership continue each year as pastors retire, move to another congregation, become incapacitated by health problems, die or even change vocations. This means that these congregations are in transition from a regularly called pastor into an interim ministry period in preparation for calling a new pastor. The interim ministry is a unique period of time in the life of a congregation. Its provides a time to grieve over the loss of their pastor, to review their past ministry, to assess their present setting, to consider possible changes in their ministry and to determine future programs and staff needs. The interim pastor has been trained to assist the congregation during this transitional period. Each congregation has a different set of circumstances that need some special attention in preparation for new pastoral leadership. The interim pastors have been trained to provide excellent pastoral leadership during this period of transition. The interim pastors who serve in the Southwestern Washington Synod have committed themselves to serving in a new setting each time they conclude their ministry in one congregation and are appointed by the bishop to serve in a new setting. These interim pastors are often away from their personal home and family for many days during a week. To these men and women, the synod and congregations say THANK YOU FOR YOUR FAITHFUL SERVICE! 2010 Synod Assembly Southwestern Washington Synod – ELCA

Outreach Board Enflamed by the Spirit of God, the mission of the Southwestern Washington Synod Outreach Board is to:

• Enable new mission starts, • Empower the renewal of congregations, and • Educate the people of God for mission.

In 2009 the Outreach Board experienced a great deal of turnover. We say thank you to Jim Stender for his excellent leadership as chair until 2009. We say thank you well done and good bye to Red Burchfield, ELCA deployed staff. We also thank a number of new people who have come onto the board and have helped in the visioning process for the future. As a board we met in retreat and discerned 3 goals that roughly match the three areas of our mission statement: visit with the people in 4 potential new start sites; revision Thousand Mission Friends for funding new and renewing congregations; and, hold an educational event on the subject of evangelical mission in the territory of our synod. We divided into three working groups and have a great start on all three goals. More information to come in the months ahead. Bishop Hofstad met with us on two occasions and delivered a two-fold charge: to develop a process to identify new mission starts, and establish criteria for selecting and awarding money to renewing congregations. So we are busy working in these areas as we pray for the guidance of the Holy Spirit. We have welcomed Melanie Wallschlaeger as the synod’s Director for Evangelical Mission (DEM). Melanie is ELCA deployed staff to the SWWA Synod for the purpose of walking with us and providing resources to and with us as we seek to live out our mission statement as a synod. Melanie has done a wonderful job so far and was able to hit the ground running because of excellent work previously done by Pastors Valinda Morse and Red Burchfield. We thank them for their efforts and welcome Melanie with our full support, encouragement and acceptance. Thousand Mission Friends was a project of ours that didn’t get full attention in 2009, but many people and congregations still responded generously with gifts during the year. As mentioned earlier, we will spend good portions of 2010 revisioning and clearly defining the parameters of Thousand Mission Friends to be a solid resource for our ministries in the synod for years to come. We awarded two Evangelical Outreach Grants in 2009. Out of nine excellent proposals, Bethlehem Lutheran, Tacoma and Family of God Lutheran, Bremerton received grant money for their projects. We look forward to hearing their stories of faith and the movement of the Spirit as a result of answering the call to these ministry efforts. Thank you for your partnership in ministry here in southwestern Washington. The Holy Spirit is blowing and moving in our congregations. • The annual Bible Study Event was held on August 22, 2009 at Trinity Lutheran Church, Tacoma, WA The Rev. Dr. Sarah Henrich, author of the monthly Bible study contained in Lutheran Woman Today, led the group through highpoints of the study for the year.

• The annual convention was held at Messiah Lutheran Church, Auburn, WA on October 2- 3. An annual budget, convention goals, and goals for 2009-2010 were adopted. Region 1 is the partnership of Churchwide, the six synods of Alaska, Northwest Washington, Southwestern Washington, Eastern Washington/Idaho, Oregon and Montana and their related ministries. Our congregations are made of people of the plains, the mountains, the rivers, tundra and sea. We are rich in ethnic, cultural and linguistic diversity. Pacific Lutheran University, pan-Lutheran Trinity Lutheran College, Holden Village, eight outdoor ministry sites and eight Campus Ministries are part of our mission and ministry.

This past year has been one of shifting to new ways of partnering for the sake of the Gospel. As a region we’ve moved from working with shared staff in a regional center to synod-specific and shared ministries led by synod staff. Each synod now has a Director of Evangelical Mission with specific responsibilities for mission development and mission support within the synod. Our office has moved from Denny Park Lutheran Church to the ELCA Campus Ministry Covenant House near the University of Washington.

Region 1 consistently trains up more rostered leaders for the church than we receive back. We average 150 candidates training for rostered service in this church each year. Each synod has a Candidacy Committee of dedicated, prayerful members who partner with the candidate, congregation, seminary and Churchwide in discerning a candidate’s call to public ministry. Make sure you thank them and keep the candidates and committee members in your prayers.

The region maintains a Financial Services Office that serves the six synods and their related ministries. Alyce Bakker and Judy Webb are available by phone or email to assist your congregation’s treasurer. The work of this office is professionally audited annually. The requirement that each synod have an audit committee is addressed through the work of the Finance Committee that will include two synod treasurers and members who are not synodical officers.

Our Region 1 Governing Council has adapted their structure to reflect the new nature of our regional partnership. An Executive Committee of two bishops and four synod vice presidents now provide oversight for our regional work. Thanks to Twyla Mundy (Alaska Synod), Susan Berg (Eastern Washington/Idaho Synod), Ron Pittman (Oregon Synod), Jake Block (Montana Synod), Bishop Boerger (Northwest Washington Synod) and Bishop Hofstad (Southwestern Washington Synod) for serving in this capacity. Our bishops are meeting by conference call for mobility conversations, planning and mutual support.

First Call Theological Education is required continuing education for ordained, commissioned or consecrated leaders in their first three years under call. Five of our synods partner to offer First Call Theological Education through LENS, the Lutheran Life Long Learning Network. The Montana Synod was a pioneer in ELCA First Call Theological Education and continues to offer an annual event that prepares newly-rostered leaders for service within the context of the history, cultures and geography of Montana and Wyoming.

Last fall Region 1 hosted a Selective Interview Training for members of synod Candidacy Committees and Mission Tables. This interview style is used to screen potential mission developers and is adaptable for mobility conversations, candidacy committee work, call committee training and a pastor’s annual review.

In this coming year Bishop Martin Wells of Eastern Washington/Idaho Synod will convene a campus ministry consultation to discuss our shared ministry and funding. (See the separate report.) Synod leaders of Hunger, Companion Synod and Global Mission committees met for training last fall and will again in November. Candidacy Committee leadership will meet by conference call for consultation and additional committee training is anticipated. The Lutheran Staff Association draws members for an annual conference from across the region. WELCA will host a regional convention in Kalispell this summer and the Triennial in Spokane in 2011.

Consultation to Clergy Director’s Report 2009 Consultation to Clergy has a 40 year history of providing resources for Lutheran church workers, their families and congregations in the Northwest. Thank you for your ongoing prayer and financial support of this important ministry. In March of 2009, Consultation to Clergy began a transition as Michael Nel, the Director since 2003, left CTC and the Board called me to become the new Director. So, I would like to take this opportunity to briefly introduce myself. My clinical training is as a marriage and family therapist. I have 30 years of experience as a pastor, serving in two parishes and working in a family counseling center where I consulted with church workers and their families from various denominations and worked with congregations in conflict. I have a heart for church workers and congregations as they seek to carry out God’s call to be in ministry during these challenging times. My wife Rebecca and I are the parents of three married children and have three grandchildren who always seem to say things that make us smile. I am grateful for the privilege of being called to this position and I look forward to working with you as we minister together in God’s name. During the past year, Consultation to Clergy has continued to carry out significant ministry--serving those who serve among us. CTC has provided counseling and therapy for church workers and their families through our network pastoral counseling staff, helped develop deeper working relationships for team ministries, brought healing for congregations in conflict, offered vocational resources for church workers who are in transition, and through Pastor Jim Christianson our Spiritual Director, supplied resources to church leaders seeking a deeper prayer and devotional life. Report to the 2010 Southwestern Washington Synod Assembly

Highlights from the work of Lutheran Public Policy Office of Washington (LPPO) for the

past year:

o In the Fall of 2009, LPPO held five weekend advocacy forums in congregations

around the state, including two in the Southwestern Synod: one held in

conjunction with the Peace and Justice Fair at Beautiful Savior Lutheran in

Vancouver and another at Holy Trinity Lutheran in Port Angeles.

o LPPO convened a meeting of a dozen religious leaders in November with

Governor Chris Gregoire to discuss issues of concern to be addressed in the 2010

legislative session, including the budget shortfall.

o LPPO created a bulletin insert for churches entitled Our State budget – A Moral

Document. Widely used across denominational lines, the insert explained

Washington States budget shortfall and helped equipped people of faith to

advocate for a revenue package to alleviate cuts to health and human service

programs.

o LPPO served as one of the lead organizers of InterFaith Advocacy Day in

Olympia. Held on February 16th

, the day drew over 200 advocates from around

the state and featured a spirited address by Governor Gregoire to the group in the

Capitol Building.

o LPPO continues to work with congregations in this synod, educating and

organizing advocates around a variety of social justice issues.

o In collaboration with the Bishop, LPPO will be coordinating a monthly article

series in the synod newsletter on the ELCA social statements.

Report to the Southwestern WA Synod Assembly from the Mission Investment Fund

The Mission Investment Fund of the ELCA continues to serve this synod by providing vital loans for capital projects to new mission congregations, established congregations and ELCA-related ministries. The fund is able to fund these loans through the sale of investments to ELCA ministries and congregation members. Nearly 800 MIF loans totaling more than $465 million are at work today in ELCA ministries throughout the United States, Virgin Islands and the Caribbean. In the Southwestern WA Synod, 16 congregations and ministries currently have Mission Investment Fund loans totaling $12,291,851 million, while many individuals and thirty five ministries, including the synod, have investments in the fund totaling $ 3,699,446 million.* MIF serves ELCA ministries. In addition to the ministry loans and investments that it offers, the fund provides consulting services to ELCA congregations through its church building consultants and staff architects. The consultants help congregations design building programs that support their mission and evaluate the effectiveness of existing facilities or plans for new facilities. Staff architects provide initial schematic design proposals that congregations can take to local architects. The consultants and architects’ services are provided at no charge. Area representatives are available to meet with congregations and ELCA-related ministries regarding the fund’s loan and investment opportunities. Has your congregation invested? ELCA World Hunger and Disaster

Food shortage in Zimbabwe. Earthquakes in Haiti. Empty pantries in the United States. ELCA World Hunger is present--YOU are present--in these crises around the globe. You are helping to mend lives and offer hope where it is needed most.

This church has been remarkably faithful during a year of economic challenges. In 2009, the

number of individual gifts to World Hunger rose 30%, with significant growth in total giving through ELCA Good Gifts and God’s Global Barnyard. In total, your gifts put over 19 million dollars to work for poor and hungry people during 2009.

Internationally, 13.6 million dollars supported immediate relief and long-term development projects. These funds provide income-generating programs and literacy classes for women. They support microfinance initiatives, health clinics, HIV and AIDS education, clean water systems, fish-farming projects, and life-saving child nutrition. This work is guided by ELCA Global Mission and carried out through partnerships with Lutheran World Federation, Lutheran World Relief, ecumenical agencies, and ELCA companion churches around the world. In the United States, this church fights poverty through relief, development, community organizing, education and advocacy. In 2009, ELCA World Hunger provided grants totaling $800,000 to emergency food pantries and other projects in synods across this country. An additional $567,000 in grants supported organizations using education and advocacy strategies to address the root causes of hunger.

In 2009, World Hunger supported ELCA advocacy efforts on behalf of poor and hungry people in this country and around the globe. International issues included foreign aid reform, debt-relief and forgiveness for economically struggling nations, and international adaptation assistance for nations affected by climate change. Domestic issues included job creation strategies and children’s health issues. Seventeen state public policy offices worked at the state government level with and on behalf of those without economic or political power. State office work is directed to hunger-related issues including food and nutrition, shelter and affordable housing, and access to primary health care.

In 2009 ELCA World Hunger produced new resources to help congregational and synodical

leaders educate others about the work of this church in combating hunger and poverty. An exciting new curriculum, Taking Root: Hunger Causes, Hunger Hopes was launched in 2009. It has multiple adaptable sessions for different age groups ranging from kindergarten to senior high. It uses children’s literature, Bible study, newspapers, video, and craft projects to educate young people about the root causes of hunger and poverty. In 2009, three pastors rode a 3-seater bamboo bicycle to every synod in the ELCA to generate awareness and excitement about the work of ELCA World Hunger. The Tour de Revs participated in synod events, the Youth Gathering, and the Churchwide Assembly, preaching, educating and raising over $300,000 for ELCA World Hunger.

To deepen and diversity its networks, ELCA World Hunger is working intentionally with young

people and persons of color, reaching out regionally through new Ethics of Eating leadership events. Held on farms, these immersion experiences address the interconnections between wealth, hunger, and how the United States produces and consumes food.

At the ELCA Youth Gathering in New Orleans, young people embraced the Change the World:

2009 Lutheran Youth Challenge, and as of January had raised almost $400,000 for World Hunger. A new pilot project with Campus Ministries began in 2009.

Online social networking has expanded and deepened the ways ELCA World Hunger

communicates. Check out the blog (Hunger Rumblings), our text-message campaign, Twitter, Facebook, and more at elca.org/hunger.

An important illustration of hunger and disaster—hunger and hope--is told in the story of Haiti.

ELCA World Hunger has maintained a long-term presence in Haiti, working for decades on the ground through The Lutheran World Federation, Lutheran World Relief, and Church World Service. Your gifts have been supporting clean water systems, food production, women’s cooperatives, microcredit loans, disaster preparedness, reduction of infant mortality and child malnutrition, and advocacy for human rights and justice. Because of these long-standing projects and relationships, the earthquake funds raised by ELCA World Hunger and Disaster Appeal were able to be put to work immediately after the earthquake. This church has again shown its faithfulness. As of February, your special gifts to Haiti already exceed $5 million. Thanks be to God.

Looking ahead, ELCA World Hunger will also continue its work with the two new special

initiatives addressed at the 2009 Churchwide Assembly: the ELCA Strategy on HIV and AIDS and the Lutheran Malaria Initiative. These are focused efforts to combat two of the world’s deadliest diseases of poverty. Over the next five years, the ELCA will work to raise $10 million to support the goals of the ELCA Strategy on HIV and AIDS, and will pursue the Lutheran Malaria Initiative with partners, Lutheran World Relief, Lutheran Church Missouri Synod and the UN Foundation.

At the end of the year however, the word that resounds between us is one of Thanksgiving. This has been a churchwide effort in generosity and dedication. It is estimated that over a million times during the year, some one, some where put change into an ELCA World Hunger coin box, slipped a check into an envelope, dedicated a Good Gift, responded to a special moment of giving in worship for ELCA World Hunger, went on line to contribute, or added ELCA World Hunger to an estate plans. Together these individual actions were knit together to become the action of the church. Thank you.

Pacific Lutheran Theological Seminary: 100 Years and Thriving “Despite the fact that most of the pastors who have labored in the Pacific Synod have been trained in eastern schools, the dream of western men ‘trained in a western school’ has persisted in the Synod from the very first.” – Unknown, 1910

“What the Chicago Lutheran Theological Seminary has been and is to the cause of Lutheranism, particularly in the Middle West, that the summer school at Berkeley will eventually grow to be to our Western Lutheranism....Though it has necessarily a small beginning…and no visible means of support save a mighty faith in our Heavenly Father, it will and must speedily assume greater thoroughness and dignity until it becomes the alma mater of a host of Western missionaries....” – Pastor Leas, 1902

Dear Friends in the Southwestern Washington Synod,

It’s hard to imagine that the West was once considered a foreign mission field.

It was.

And in October of 1910, a handful of faithful, determined people founded the Divinity School of the Pacific Synod. The first classes met under the tutelage of four professors in the balcony of St. James Lutheran Church in downtown Portland. A few years later, the seminary moved to Seattle, and was renamed the Pacific Lutheran Seminary.

Hard times during the Depression forced the seminary to close in 1934. The small property was sold and the proceeds of the sale were invested so that one day a new theological school could be reborn in the west.

That day came in 1950 when two magnificent mansions perched atop Marin Avenue in Berkeley, California, were purchased for $150,000. These two estates would become the campus of the resurrected Pacific Lutheran Theological Seminary, and again the west would have a place of its own to prepare and equip its church leaders.

The dream from the very first days of the church in the west has been fulfilled. And while it may not have been a speedy process, PLTS has become the alma mater to a host of Western missionaries… 1361, to be exact.

This fall we celebrate our 100th birthday on Sunday, October 10. On 10/10/10 we will be at St. James Lutheran Church in Portland to honor the faith and courage of those who gave us our beginnings. We invite you to join in the celebration by recalling the stories of faith and courage that brought you to where you are today – and to ponder how the smallest acts of faithfulness can result in infinite good.

Greetings from St. Olaf College! Since 1874, St. Olaf College has educated students in an academic community shaped by its commitment to the Lutheran tradition. At St. Olaf, students work closely with dedicated faculty who challenge them to grow in mind, body, and spirit. St. Olaf has always seen its vital connection to the Lutheran tradition as enhancing its standing as one of the leading liberal arts colleges in the United States. Like its predecessors, this year’s entering class brings outstanding academic talent to campus. The majority of first-year students ranked in the top 10% of their high school class. Their average academic grade point average in high school was 3.63. The class’ median ACT composite score was 29 and the median combined SAT score was 1300. St. Olaf continues to enroll a higher percentage of Lutheran students than most ELCA colleges. Forty two percent of this year’s incoming students who indicated their religious affiliation identified themselves as Lutheran. Among these Lutheran students, the academic indicators such as ACT score, GPA, and rank in class are higher than for the class of 2013 as a whole. St. Olaf graduates make a significant contribution to the church and to the study of religion. St. Olaf continues to be among the top three colleges where rostered ELCA clergy receive their undergraduate degrees. Among all baccalaureate colleges, St. Olaf is second in the number of graduates who go on to earn doctorates in religion and theology.
