NASDAQ OMX to Launch New Family of NASDAQ Commodity Indexes on April 23rd, 2012

NASDAQ Commodity Index FamilyThe NASDAQ Commodity Index Family provides a broad way to track U.S. dollar denominated commodi-

ties traded on U.S. and U.K. exchanges. NASDAQ’s transparent and rules-based selection criteria results

in a diverse index family with significant exposure across major commodity sectors. The family consists

of individual and sector indexes based on 33 different futures-based commodities that use the NASDAQ

Commodity Benchmark Index (NQCI) as the primary benchmark. The family is available in five different

roll schedules to offer the choice of different exposure and strategies along the commodity futures

curve. The indexes are calculated in Excess Return and Total Return, and facilitate a superior tracking,

trading and investing opportunity.

Index values dissemination

GCFEffective Monday, April 23rd, 2012, the new commodity indexes will be included in Genium Consolidated

Feed (GCF) in Nordic Equity and index products. Please see enclosed list of the new indexes. An up-

dated list with GCF ID codes will be published when available on April 16th, 2012. No index weights data

will be available in GCF or FDS.

GIDSEffective Monday, April 23rd, 2012, data recipients will receive end-of-day index information from the

proprietary GIDS data feed. For a list of the new indexes and data elements that will be disseminated

via GIDS, please clickhere.

NASDAQ OMX will support the following directory messages on GIDS:

• Index End of Day Summary (Category A - Type B): Disseminated at the end of the U.S. and European

trading session to relay closing index summary data.

• Index Directory (Category A - Type C): Disseminated at the start of each day to relay basic index infor-

mation.

Components and weightings dataNASDAQ OMX will offer a new NASDAQ Commodity entitlement on GIW to support these new indexes via

a secure website interface. Additionally, we expect that this new entitlement will be offered via our

redistributionpartners.

In addition, the indexes will be supported via a new Unified File Format (UFF) web service specifi-

cally for commodity-based indexes. The new commodity-based index UFF data will be available upon

the launch of the NASDAQ Commodity Index Family on Monday, April 23, 2012. For details on the new

file format, please refer to the GIW Commodity-based indexes Weightings Service section in the

GIWWebServiceSpecificationdocument.

How can I order?For new NASDAQ OMX customers that wish to subscribe to the NASDAQ Commodity Index Family, the fol-

lowing forms must be completed:

NASDAQ OMX Global Data Policies & System Application UpdateNASDAQ OMX has published an updated, consolidated version of the NASDAQ OMX

GlobalDataPoliciesdocument. In order to streamline the ordering process, NASDAQ OMX continues to

offer a single, consolidated data policies document for all NASDAQ OMX data products. Distributors are

required to follow the updated version of the Global Data Policies as of the date the information was

originally communicated in previously released Data New items or Nordic GDP Weekly Newsletters. In

addition, NASDAQ OMX has updated the System Application.

Additions/changes to the data policies:• Changed of the delay timeframe for Global Index Components - delayed data is now fee liable at the

regular underlying product rates

• Inclusion of the details regarding the products that are liable for the Annual Administrative Fees

• Instructions for Distributors for the reporting of Managed Data Solution and Enhanced Data Solution

In addition, NASDAQ OMX has made the following updates to the data policies:• Clarifications to the Unit of Count Policy, including the addition of the Managed Data Solution for Nor-

dic data, as well as the Enhanced Data Solution

• Clarification Inclusion of the Nordic Managed Data Clarifications to the Retransmission Datafeed

Policy

• Updates to the Detailed Usage Reporting Policy, including the addition of a new reporting format

In addition, in response to feedback from market data distributors and subscribers, NASDAQ OMX

continues to utilize the plain English initiative, sponsored by the Securities and Exchange Commission

(SEC), as a guideline to improve our communication. NASDAQ OMX will continue to seek additional ways

to improve the policy documents and fee schedule and will announce such revisions wherever pos-

sible.

Required actions for market data DistributorsDistributors are required to begin following the new version of the NASDAQ OMX Global Data Policies as

of the date the information was originally communicated in previously released Data News items or

Nordic GDP Newsletters.

Is a redline version of the Data Policies document offered?No, a redline version is not available for this revision, as NASDAQ OMX has drastically improved this ver-

sion with an entirely new format. NASDAQ OMX expects to offer redline documents for future updates.

Genium Consolidated feed (GCf)

Changes on the Genium INET commodities market From April 23rd, 2012 a new state will be introduced on the commodities markets for Nordic, German

and Dutch Power. Due to the short time for this to go live this state will not be part of the next GCF re-

lease 2.4.2 in April, but will be introduced beginning of June. The specific date will be announced later.

In the period from April 23rd to beginning of June the Nordic Power market will in GCF have extended

continuous trading until 18.00 CET, but there will only be reported trades from 15.30 (CET). For the

German and Dutch Power market the continuous trading will also be extended to 18.00 CET, but from

17.00 CET only reported trades will be published.

From the beginning of June a new state called PRECL will be introduced and the markets will as shown

in the below table:

General informationThe OpenInterest-field in the BasicDataDerivative-message has been removed and replaced with the

OpenInetrest-field in the new real-time message: OpenInterest-message (Oi) (TIP 15.21).

As earlier announced in Exchange Notice 13/12, extended CCP functionality (competitive clearing) will

be in INET Production environment as of Friday, April 20th, 2012 and in GCF Production environment as

of Monday, April 23rd, 2012.

Please note that five basic data messages from this release no longer have a UpdateCode. The back-

ground for this is that UpdateCode handling for these messages does not work appropriately; and as a

consequence, we recommend that scope 3 is used both for basic data load and real time messages.

Change in STIBOR calculation routineNASDAQ OMX routine for calculation of STIBOR rates will change as from April, 16th, 2012. The changes

will ba according to the following description:

• Instead of removing the highest and lowest rate contribution (as is today) the new calculation include

all rate contributions except those contributions which are a) 25 points more below the next smallest

rate, and/or b) 25 points more above the next largest rate (this means that the number of contributions

may be either 3, 4, or 5.)

• Royal Bank of Scotland will cease to participate in the STIBOR fixing.
